What the Experts tell us ... Xavier Sala i Martín: " Now is the fast fish that eats the slow one"
Xavier Sala i Martin is an Economist and the creator of the Global Competitiveness Index (GCI) of the World Economic Forum (WEF, for its acronym in English), as well as author of excellent economics textbooks.
“… The key to make Peru is a productive country are the citizens of Peru. What you have to do is, when you leave a child with an idea, provide everything so you can implement it -because he will ask for permits, funding, staffing, etc., and what is happening today is that this child and his idea run away to the US to implement in Silicon Valley, because it is much easier and cheaper to do it there …” Source: Taken from the Journal Peru 21, of Monday October 17, 2016.

MEF could approve sovereign bonds emission to finance an International Loan for GOREHCO taking its CANON as guarantee. PROINVERSION will be on charge of the International Bidding to choose the TSIP Operator in Public-Private Association with MEF and GOREHCO guarantees.

By 2018 we will receive Energy CANON for S / 10.5 million Soles each year to invest in Huanuco Region…
If we invest that money in a house called “TSIP UNHEVAL Park" what is the maximum amount and return tax term of an international lender (BID, FMI, AIIB, etc.) putting as guarantee our house and the CANON ...
Let’s do an exercise: AIIB loan for S/120 million Soles with 5% nominal tax, to 20 years, generates an approximate annual fee of S/9.5 million Soles per year...

Production Outsourcing services to MSEs through shared factories of the Industrial TSIP Campus. Logistic Outsourcing services to MSEs through shared infraestructure of the Technological TSIP Campus. Applied Research Outsourcing services to MSEs through shared of the Scientific TSIP Campus. Outsourcing Services for Universities and Colleges on Transfer Internship in Science, Technology and Industry.
Found Risks Centralized unitary State Model, which requires the Finantial Transaction Approval from MEF Central Government, which difficult the deployment of innovate model of Public-Private Association. Therefore institutions such as the MEF and PROINVERSION are not technically or financially trained to deploy Big Projects with decentralized Social Impact in a public-private approach on the Huanuco’s Region. Time for a Decentralized Model with budgetary independence for Regions in Perú? UNHEVAL must privatize the TSIP Operation for success on the business model, and focus its resources on Contractual Supervision. TSIP Operator must be an International Company with proven experience, so that from the very beginning have obtained prestigious Strategic Partners from its Universities and leading companies Portfolio. If TSIP UNHEVAL Project does not realize, all SMB of Huanuco Region will be limited in their business development, being more the cost of not doing then do the initiative. If TSIP UNHEVAL Project does not realize, it will be difficult for UNHEVAL to positioning in the international ranking of the Top 100 World Universities.
