Found Risks  Centralized unitary State Model, which requires the Finantial Transaction Approval from MEF Central Government, which difficult the deployment of innovate model of Public-Private Association. Therefore institutions such as the MEF and PROINVERSION are not technically or financially trained to deploy Big Projects with decentralized Social Impact in a public-private approach on the Huanuco’s Region. Time for a Decentralized Model with budgetary independence for Regions in Perú?  UNHEVAL must privatize the TSIP Operation for success on the business model, and focus its resources on Contractual Supervision.  TSIP Operator must be an International Company with proven experience, so that from the very beginning have obtained prestigious Strategic Partners from its Universities and leading companies Portfolio.  If TSIP UNHEVAL Project does not realize, all SMB of Huanuco Region will be limited in their business development, being more the cost of not doing then do the initiative.  If TSIP UNHEVAL Project does not realize, it will be difficult for UNHEVAL to positioning in the international ranking of the Top 100 World Universities.
