THE MINISTRY OF DEFENSE IS DEVELOPING ITS OWN IT STRATEGY The Ministry of Defense and the Armed Forces of Ukraine are developing IT strategy that will provide a unified system of management, its own data center and cyber security unit.

ccording to the Decision of the National Security and Defense Council of Ukraine as of May 20, 2016 on the Strategic Defense Bulletin of Ukraine, a group of experts will work on the development of IT strategy project. According to the agency, the main task of IT strategy is to combine all existing databases and systems into

he Prime Minister of Ukraine Vladimir Groisman said that in 2017, the government allocated a total of UAH 129 billion for defense and security sector 14.5 billion more than in 2016. Later, the President of Ukraine Petro Poroshenko approved the proposal of the National Security and Defense Council of Ukraine to the draft law on the state budget for 2017, allocating 5% of GDP for defense and security sector and 1.1 billion to repay defensive loans.

NATO

UKRAINE HAS APPLIED TO BE A PART OF THE NATO PROGRAMME OF EXTENDED CAPABILITIES Petro Poroshenko has sent an official letter to NATO for Ukraine to join the Programme of Extended Capabilities.

It

is reported that it can be considered at the end of September. Ukraine will be the third state, along with Sweden and Finland, which cooperates with NATO within the framework of this program.

NATO INCREASES SUPPORT FOR UKRAINE MOVING TOWARDS ITS STANDARDS AND PRINCIPLES During NATO-Ukraine Commission in Brussels, NATO representatives have assured that the Alliance will increase support for Ukraine under the Warsaw Summit assistance package to strengthen defense capability and national security sector reform and defense.

UKRAINE AND GREAT BRITAIN STRENGTHEN COOPERATION IN DEFENSE SPHERE The strengthening of cooperation was discussed at a meeting of the heads of defense departments of Ukraine and Great Britain in early September.

ccording to the Secretary of State for Defense of the United Kingdom Michael Fallon, Great Britain plans to increase the volume of training and advisory assistance. The new goal of training mission is to train 5000 Ukrainian military according to NATO standards. During negotiations the parties agreed to adopt comprehensive support of the UK to meet the needs of the Armed Forces of Ukraine.

epresentatives of NATO also confirmed the immutability of their position to support the sovereignty, independence and territorial integrity of Ukraine, and would not recognize the annexation of Crimea

and stressed the direct responsibility of Russia for the military aggression in the eastern Ukraine. They will continue sanctions against Russia until the Minsk agreements are fully implemented.

THE PRESIDENT OF UKRAINE SIGNED A DECREE ON THE DEMOBILIZATION OF MILITARY PERSONNEL OF THE SIXTH WAVE According to the text of the decree, soldiers, who were called up during the third stage of partial mobilization in 2015, will be demobilized.

It

is reported that the decision on dismissal of military personnel was made possible by the gradual professionalization of the armed forces and mobilized troops to replace more motivated volunteers-contractors. Retired servicemen will start to return before the end of September, immediately after the entry into force of the decree. All retired military will be assigned to the first operational military reserve.

Soldiers of one of the divisions of the Marine Corps Naval Forces of Ukraine took part in "Platinum Lynx 2016" trainings under the "Rotational Forces of the Black Sea region 2016" in Romania at polygon "Babadag".

course also covered field medicine and EOD training.The course lasted a week during which the UK instructors conducted different theoretical and practical trainings. Military pilots learned how to handle wounded soldiers, render first medical aid and prepare them for evacuation, find explosives, mark dangerous points and sites. Meanwhile, SAR experts learned the basic survivability methods under the NATO standards.

IHOR DOLHOV HOLDS TALKS WITH DIRECTOR GENERAL EU MILITARY STAFF LT. GEN. ESA PULKKINEN Mr Ihor Dolhov, Deputy Minister of Defense of Ukraine for European Integration, held talks with Director General EU Military Staff Lt. Gen. Esa Pulkkinen.

r Dolhov said Russian terrorists kept on shelling the Ukrainian positions resulting in casualties among military and civilians. In the context of defense cooperation Deputy Minister stressed the importance of participation of the Ukrainian units in peacekeeping operations, use of all capabilities for participation of the Ukrainian Armed Forces in military exercise and trainings

despite the situation in the east of Ukraine. Particularly, they touched upon the activities of the joint LITPOLUKRBRIG brigade. Lt. Gen. Esa Pulkkinen reaffirmed loyalty to Ukraine and stressed EU Military Staff observed the situation in the east of Ukraine. According to him, it is important to achieve interoperability of EU armed forces and partners’ armed forces during joint training and exercise.

MULTINATIONAL BRIGADE WORKSHOP HELD IN LUBLIN

Representatives of Illinois National Guard held two-week-long Military Decision Making Process workshop for soldiers with Lithuanian-Polish-Ukrainian Brigade Command in Lublin.

D

uring the learning period, a team of experts under command of Colonel Gregory Ota shared their valuable experience in planning and conducting successful crisis-response operations. During the first week, the Multinational Brigade officers and non-commissioned members were discussing theoretical matters. Next week, the participants deployed a command post in the Brigade’s HQ and ran a simulation of the predeployment phase.

According to Colonel Zenon Brzuszko, Commander of the Lithuanian-PolishUkrainian Brigade, this workshop is a fruitful contribution on the growth of professionalism, sharpening skills and developing a common vision on operational processes among the LITPOLUKRBRIG personnel. It is planned that the Multinational Brigade Command will achieve the full operational capability by the end of this year.

BLONDE AVALANCHE TRAININGS WITH THE PARTICIPATION OF UKRAINIAN MILITARY IN ROMANIA Joint military exercises Blonde Avalanche 2016 involved troops from Romania, Ukraine, Hungary and Slovakia.

They

are held in the Romanian county of Satu Mare, which is 30 kilometers southeast from the border with Ukraine. Participants within the international combined pontoon bridge battalion are trained to accomplish the tasks

related to the aftermath of natural disasters and minimizing losses. During the maneuvers there were special training for commanders as well as field operations on the unfamiliar territory in the camp near the village of Martineshti.

RESULTS OF ANTICORRUPTION ACTIVITY MINISTRY OF DEFENCE OF UKRAINE

ENSURING EFFECTIVE FUNCTIONNING OF THE SYSTEM OF PREVENTION AND DETECTION OF CORRUPTION IN ALL LEVELS OF MILITARY ADMINISTRATION The System of the prevention of corruption for all levels of military administration, military unit as well as state enterprise was established. The unified system of planning and organization of tasks and events to prevent corruption was brought into action. During the first six months of 2016, anticorruption investigations were carried out and the Minister of Defense took the relevant decisions with regard to: Order and practice of paying out bonuses for demolished military equipment and weaponry of the enemy in the ATO zone; Food, outfit, cash security as well as other material and technical supply in some of the military units of operational and tactical groups “Donetsk”, “Lugansk” and “Mariupol”; Placement of personnel and creation of appropriate living conditions, quality of food supply, full supply of material and technical means of some of the military unions of Land Forces of the Armed Forces of Ukraine in military training areas; Facts and violations of anti-corruption legislation, availability of corruption risks in the activity of the officials of the headquarter of the Military Naval Forces of the Armed Forces of Ukraine, military medical centers, a number of military recruitment offices, military units, companies and state enterprises; Violations in appointment of the heads of state enterprises.

STRENGTHENING THE EFFECTIVENESS OF FINANCIAL RESOURCES MANAGEMENT, BUILDING UP MODERN SYSTEM OF INTERNAL CONTROL Resolution of the Ministry of Defense of Ukraine approved the activity plan on risk management for 2016.

The activities with regard to the fulfillment of the adopted decisions as to the reforming of the Law Enforcement Service into the Military Police are to be taken into account.

Resolution of the Ministry of Defense of Ukraine approved the Standards of internal control and recommendations on their fulfillment.

In order to decrease corruption risks:

During a number of trainings conducted by internal auditors, methodological assistance in introduction of the system of internal control and risk management was applied to more than one thousand five hundred military servicemen who prepare or take management decisions.

The Ministry of Defense’s administration took a decision and considerably renewed the management staff of the military recruitment offices by employing the officers with military experience in ATO; Preparatory activities with regard to the creation of the Unified Register of those liable for military service that makes it impossible for citizens to avoid the military service are being carried out; The administration of the Ministry of Defense and the General Staff of the Armed Forces of Ukraine applies preventive measures to identify corruption in the activities of administrative officials in the ATO zone;

The main achievement was the introduction of the system of internal control and risk management, launch of “pilot projects” and their implementation as well as training for the managers on how to identify and react to the risks, including the risks of corruption in the structures of the Ministry of Defense and the General Staff.

ENSURING MORAL BEHAVIOR OF PERSONNEL Professional trainings on corruption prevention at the National University of

THE MINISTRY OF DEFENSE EDUCATES ON E-DECLARATION

Defense of Ukraine (NUDU) named after Ivan Chernyakhovsky brought together 138 persons in 2016. There are specialized courses on corruption prevention within the education and scientific center of the International peacekeeping activity of the NUDU. In 2016, 30 officers were trained to ensure peace and security in the framework of preparations to the International peacekeeping operations in compliance with the rotation plan. Instructors of NATO Educational Center (Bosnia and Herzegovina) carried out a training course “Moral Aspects in Peacekeeping Operations” in the NUDU. On 4-8 April, 2016, 35 military servicemen were trained to ensure morality, integrity, transparency and decrease corruption risks in the work of defense and security institutions (NATO BI). In order to improve skills of the management staff and personnel in high military educational establishments (military educational structures of high educational institutions) and military recruitment offices, there were 192 persons trained in 2016.

These objectives were supported by the Minister of Defense of Ukraine in the Strategic Defense Bulletin and supported by NATO member countries.

NEW WEB PLATFORM TO HELP REPORT CORRUPTION IN THE ARMY The site DEFENCE-ANTICOR.IN.UA is launched as a part of the communication campaign “Corruption in the army kills. Tell your story!” to create a solid platform to share cases of corruption in the sector of defense and security and to inform Ukrainian and international community about the results of anti-corruption activities of the Ministry of Defense of Ukraine. The communication platform was developed by the Ministry of Defense of Ukraine together with strategic communication agency Stratcom Ukraine as part of the MoD anti-corruption activities under the Anti-Corruption Program for 2015-2017.
