We, the members of COPI and Editorial Team are honored to introduce another issue of our 2016 newsletter, the PICE Qatar Tekton – Issue 3. The goal of COPI and the Editorial Team is to provide the PICE – Qatar members with a concise yet comprehensive picture of all the activities and news generated by the different committees of our organization. In this issue, we will recount the various activities in which PICE-Qatar members were actively involved in the 3rd quarter of 2016. Two major events were the 1st Mid-Year Technical Convention and the 5th International Technical Conference. These two major events pointed the participation of PICE-Qatar officers and members which were a huge success. Furthermore, the different committees of PICE-Qatar are well known for the hard work, dedication and brotherhood not only to the members of the organization but the Filipino community as well. We will have a chance to read the updates of the each committee from membership, international accreditation to charity events. We would like to take this opportunity to thank everyone who contributed to the 3rd edition of this newsletter. Fellow Members, This 3rd quarter of 2016, with all the firm advices of the “Council” well known as the Council of the Past Presidents (Council of advisers), the untiring efforts of the Board of Directors and committees, and with all the participants’ support, PICE-Qatar had concluded another remarkable pace for the benefit of our fellow members, another achievement that will mark in the history of our very own Chapter. The Philippine Institute of Civil Engineers Qatar Chapter successfully hosted its “1st Midyear Technical Convention - Qatar 2016”, conducted on 7 & 8 July 2016 in the State of Qatar. The convention was in cooperation and participation with several affiliate organization as follows; Association of Structural Engineers of the Philippines, Inc. Qatar – Regional Committee (ASEP-RCQ), Filipino Planning Engineers Association – Qatar (FPEA-Q), Philippine Institute of Certified Quantity Surveyors (PICQS-Q), Filipino Association of Materials Engineers-Qatar (FAME-Q). The event was witnessed by more than 200 delegates from the participating organizations. PICE Qatar Past Presidents, Board of Directors and members also attended the 5th International Technical Convention (5ITC) on 13 & 14 September 2016 held in Manama, Bahrain. The attendance on this convention bears fruit a negotiation to plan and conduct the ASEAN Conferment during the 10th General Assembly on 25th November 2016. The forthcoming 10th General Assembly is expected to be attended by our very own PICE National President Dr. Ernesto De Castro, Vice President Engr. Clemente Ibo, PRC Board of Civil Engineering, and PTC representative Engr. Trese Bustamante. PICE Qatar Chapter, being the host organization of the Philippine Professional Organization-Qatar (PPO-Q 2016) headed by our Chairman Engr. Gerardo Managuelod spearheaded the preparation of Professional Regulation Commission - Special Licensure Board Examination. Successfully conducted last Sept 14, 15, & 16, 2016 held at Philippine International School in Qatar as the testing center. 137 Civil Engineering Examinees successfully completed the exam. Furthermore, we also conducted several seminars, outreach program to the distressed OFWs in POLO; blood donation to members who are in need, as well as comforting our members in times of sickness and pain. Fellow members, throughout the year and the years to come, I ask you to stay engaged, keep us proactive and help us shape the future for the benefit of the members of PICE Qatar Chapter. A running total of 388 new members for the 2016 and still counting. In this regard, the COME would like to welcome all our new members for the Third Quarter of 2016. For being a member of PICE Qatar Chapter, our fellow members will receive first‐hand information on the new trends and development in the Civil Engineering profession. The organization is conducting a continuing education by means of training and / or seminar from the experts within the ranks or invited guest lecturers.

Committee on PICE Qatar Affairs (COPA) The Committee had conducted its 9th monthly outreach program for distressed OFWs at POLO OWWA on 15 September 2016. PICE members, families and other attendees had shared inspirational messages, love and blessings to our kababayans to let them feel that they are not alone in their struggles in life.
The Committee had also initiated and successfully conducted a blood donation campaign on 27 September 2016 in response to the request of PICE Qatar member Engr. Tomas C. Buclay, who undergone a heart by-pass operation on 4 October 2016 at Heart HospitalHMC. The PICE Qatar Chapter hosted last July 7 during the Eid Al Fitr Holiday, the 1st Mid-Year Technical Convention in cooperation with several affiliate organizations here in the State of Qatar as follows:

The 1st Mid-Year Technical Convention served as an opportunity to reinforce and increase the camaraderie between affiliate organizations here in the State of Qatar and share with conference delegates the knowledge and expertise of the esteemed speakers. The convention also provided a venue for the valuable networking and learning experience for all our delegates, having 1 (one) full day of technical presentations, information on the latest industry developments and marketing opportunities from the sponsors. Moreover, the event’s proceeds generated a sum for a school building project to be located at Tacloban, Leyte affected by the Super Typhoon Yolanda. Although the collected sum is not enough to fund the same, the balance will be taken from the funds of the PICE Qatar Chapter. With the theme “Construction Professionals: Facing the Challenges of Sustainable Construction and Global Competence”, the event had discussed the current trends and innovations relating to the construction industry and management among the different construction professionals as represented by the affiliate organizations of PICE Qatar Chapter. The event had been attended by more than 200 delegates including Engr. Brian Bachinilla, a resource speaker from PICE Kuwait Chapter and former member of the Board of Directors of PICE Qatar Chapter. I would like to take this opportunity on behalf of the Board of Directors, Past Presidents and members to extend my gratitude to the current Chapter President, Engr. Gilbert Lorenzano for initiating the event. I commend the five (5) key players who contributed much effort and time that made the event successful; overall Event Chairman, Engr. Michael Maglalang and the members, current Chapter President, Engr. Gilbert Lorenzano, Engr. Alden Cayaga, my wife Susana Ordonez and myself. INITIAL STEPS IN OPTIMIZING OUR FINANCIAL CAPACITY TO HAVE A SO-CALLED “FINANCIAL FREEDOM” By: Engr. Felipe “Pil” Davila Catinoy In order to attain “Financial Freedom” we must identify the three (3) types of people: 1‐) People who make things happen. 2‐) People who just wait for things to happen. 3‐) People who do not know what is happening. We have to classify ourselves which of type do we belong. Once we have categorized our well‐being, it is very important to move forward and take the risk. A famous statement says “It is more risky if you will not take the risk”, as every movement of our lives involve risk, even the moment we step out of the door. Next Steps So, as you're thinking about taking risks, and they can be a big risk like becoming an entrepreneur, or it can be a small risk like asking for the raise or the next promotion. As you're thinking about it, there are a couple things we can do however, the most important thing to consider is practice. Practice makes perfect. And this comes in different forms. This can be sitting down with someone you trust to practice asking for the money or asking for the order.
Sallie recently had a post on LinkedIn which became the most commented upon post she ever posted. The engagement she drove was very interesting.
As you're thinking about having a career transition, making a change. Having that group that you could bounce it off of. So, practice, ask for feedback and Network.
The title was something along the lines of The Reasons Why You Should Not Leave Your Job to Become an Entrepreneur. “Since we're talking about risk today, we have to get granular around risk and granular around risk of being an entrepreneur because being an entrepreneur today, the move to entrepreneurship, is so hot, it's broiling,” she said.
Network has been called the number one unwritten rule of success in business. It's been called the number one determinant of an entrepreneur's success or failure. So regardless of where you are in your career, building that strong network.

MMUP EXAM PROCESS, IF YOUR

Request a LETTER (Arabic Form)-(See at side) from your company, addressing to MMUP regarding to inclusion of your school/university in the list. Submit it to MMUP Building – opposite of City Center, this includes all your School/University Records (Diploma & TOR – with MOFA Stamp), PRC Certificate & PRC ID, passport copy and QID copy. If accepted, normally they will instruct you to follow-up after 3 weeks.

Go back to MMUP Building for follow-up. Once you get the result, they will give you a LETTER (Endorsement) addressing to Supreme Education Council (SEC) in C Ring Road – opposite of Gulf Times. A form (To be filled-up) and a list of required documents will be handed-over to you to submit. (See at side)

In parallel with the process of documents in SEC, you will submit your High School & Elementary Records (Diploma & Form 137/138 – with MOFA Stamp) to Higher Institute (located in the same area of SEC) for EQUIVALENCY. Once done, bring it back to SEC together with the complete required documents.

If all documents are accepted by SEC, they will send an e-mail interview to your school/university for verification (See e-mail copy attached). (e-mail address must be official of the school/university – yahoo/gmail is not accepted, but you can negotiate with them, if your school/university don’t have one)
5)
Once e-mail has been done, you must follow-up with SEC, better to ask their contact number and the name of the person you are dealing with. Accordingly, follow-up also your school/university to expedite the process. Ask them, to include you in the CC in all e-mail correspondences.
6)
You will just wait for about 3 moths and from time to time you must check the Baladiya site if your school/university is already listed.
7)
If listed, Congrats, you are now ready to upload your documents online. (All your school/university documents and experience certificate must be stamped by MOFA to be valid). Trainings certificate is not required to be stamped by MOFA. (See attached for the required documents to be uploaded).
8)
Wait for SMS confirmation, if your online application is accepted.
9)
Once accepted, they will instruct you through SMS to submit your original documents to MMUP Building – opposite of City Center on a specific date.
10)
Then, wait for your schedule of exam, which they will send it through SMS.

The Committee on Life Membership and Specialist Applications as mandated under the Constitution and By Laws, is tasked to accept, evaluate and endorse applications for Life Membership and Specialist Category, regulating and standardizing the qualifications of applicants for endorsement to the National Board of Directors, as follows: 1. Applicants must at least have one (1) year continuous membership with PICE Qatar Chapter. 2. Applicants must at least have attended one (1) major activity with PICE Qatar Chapter (e.g. General Assembly, Induction, ITC, Foundation Day) 3. Applicants must at least have attended one (1) regular activity with PICE Qatar Chapter (e.g. seminar, training, workshop, blood donation, outreach program, beach clean up & other community activities) 4. Pay the applicable fees and dues and settle any arrears, if any. Membership to this committee is open to all Life Members only. Currently, in addition to the tasks listed under the Constitution and By Laws, the committee is also accepting applications for registration as ASEAN Chartered Professional Engineer (ACPE), ASEAN Engineer (AE) and APEC Engineer. This is in response and as per the Philippine government campaign for ASEAN Economic Integration 2015 along with the Mutual Recognition Arrangement on Engineering Services. With these new responsibilities, the committee have intensified the effort and called upon those qualified members to start preparing and submit their applications and be registered. The committee have conducted another orientation this year on ASEAN & APEC Engineer registration (updates on new requirements) on 27th July 2016. The following are some of the updates on the new form:

1. The new application has been enhanced with more detailed information and has included logos of APEC & ASEAN Engineer and PTC. 2. Separate application form for ASEAN Engineer and APEC Engineer where previously it has only one application form for both. 3. The new form requires the name and signature of your immediate supervisor on your current and previous employer. In the absence of these personality, you are to submit an affidavit as your supporting document. 4. The new form has a footer that you have to fill in your name and affix your signature and state your APO and signing date on every page of the application. 5. As advised by PTC, all supporting documents must have the words “Certified True Copy” signed and dated. 6. In the new form, PTC has included its Code of Ethics. 7.
