Editor’s Message Dear Fellow Members, On behalf of the editorial team and the members of Committee on Publication and Information (COPI), I am gladly presenting to you the Chapter’s Publication for 2016 – The PICE Qatar Tekton. Our goal is to provide you with news and information about all activities and developments happening within PICE on a quarterly basis. Further sections and information of the publication is open for member’s suggestions and contribution. I would like to encourage all members to be part of the future issues of this publication by submission of their original articles, research notes or photography shots as well as thoughts and views in the area of our profession or life as an OFW. I would like to thank and congratulate the members of editorial team and all the contributors - from the authors of the articles to the editors, photographers and solicitors, who made this first quarter issue a realization. Engr. HELARIO S. AMOGUIS Dear Fellow Members, Over the years, PICE Qatar Chapter has grown so much while guiding its members in the advancement of Civil Engineering Profession. This year, the Board of Directors and the Council will continue to pursue the main objectives of the Chapter. Let us all continue to support the plans and activities of PICE Qatar, which were started by our founding members and Past Presidents. This year, we will initiate the construction and completion of the 3rd School Building project to be built in Santo Niño, Cagayan from the funds that were generated during the leadership of IPP Ronaldo B. Nilo in 2015. I encourage all members to also facilitate in the fund-raising for the 4th School Building Project to be situated in Visayas region of the Philippines. Our regular Outreach Programs for fellow Kababayans in POLO-OWWA, annual Blood Donation Campaign in cooperation with HMC blood bank, and Beach Cleanup are all part of our commitment of service to the community and the host country. In support to the education of the young Filipinos in the Philippines, we may formulate and provide a Scholarship Program to a qualified 3rd Year Civil Engineering Student with financial incapacities from State University in the Philippines. We will also continue to find for possible ways in conducting an affordable Masteral Program for Civil Engineering here in Qatar, which may help our members to the educational qualification issues that we have encountered from the past two years up to the present. Our COCPA team is aiming to conduct at least 12 seminars, workshops or trainings within the year. In line with the training and development program for members, we are also planning to conduct and facilitate a Technical Forum or a Local Mid-year convention. As early as today, I am encouraging members who have presentation skills to come forward and share their knowledge and expertise to our fellow members. We are continuously providing guidance to our members in the MMUP registration through orientations and lectures being conducted during selected Wednesday gatherings. Our COLSA team is also proving application documents review assistance and endorsements for Life membership, Specialist, ASEAN, ACPE, APEC and probably to the PICE Qatar Chapter’s first Fellow Member.

PICE Qatar Chapter’s membership is continuously going strong!

t has been a very productive first quarter for the Committee on Membership (COME) led by Chairwoman Engr. Belinda E. dela Cruz.

From last year’s figures, we had already grown significantly during the first three months of active information drive by the committee. In this regard, COME would like to welcome all our new members for the first quarter of 2016. As a benefit of being a PICE member, you will be receiving first-hand information on the new trends and developments in the Civil Engineering profession. You are now also welcome to attend and learn from the seminars and trainings exclusively conducted for members.

Building up the Confidence of Distressed OFWs By: Engr. Albert B. Tamondong COPA Chairman

Inspiring moments COPA members envisioned a showcase, not a contest— meaning no judges, no winners and no losers. It is all about building up the confidence of our fellow Kababayans. We tossed out different ideas of what we could all do anything from singing a song to performing a dance number. It was a great way to show off their talents. It is all about having fun and letting them feel that they are not alone in this part of the world.

COCPA Makes Its First Wave in the 1st Quarter of 2016 By: Engr. Newcesar Templonuevo

January Leadership & Meeting Management – Discover the Leadership in You Leadership is innate in every person, but, like the seed, it needs to break out from its shell to grow and develop into full maturity. This course aimed exactly the same – to open the shell within you and allowed to realize the full potential and power of being a leader. The workshop was conducted by Distinguish Toastmaster Gil P. Bangalan, a human resource management professional and trainer. This seminar had started the year with a great motivation to our fellow members to further develop their confidence in leadership and communication. March Quantity Surveying Fundamentals & Qatar Standard of Measurement Seminar was conducted to help our fellow members working as Quantity Surveyor to be familiar with the standard method of measurement being used in the Country. The participants have learned the basics from the sample problems provided during the workshop. This workshop was conducted by Engr. Sherwin Salcedo, a founding member of PICE Qatar and currently employed as Quantity Surveyor for DG Jones and Partners.

PRC ID Renewal Assistance In response to the numerous requests of our fellow members, the COME team is now accepting the processing of renewal of Professional Regulation Commission (PRC) IDs of our members. This renewal assistance service was officially started on 25 February 2016. The PRC ID Renewal Assistance is being provided in coordination with the Philippine Institute of Civil Engineers (PICE) National office by extending this facility to our Chapter as additional benefit to its members. Betita Now on its 6th Year, the annual Inter-Color Basketball League of the Philippine Institute of Civil Engineers (PICE) Qatar Chapter was successfully opened in a ceremony held on Friday, 11 March 2016 at the Al Jazeera Academy in Abu Hamour, Doha, State of Qatar. The opening ceremony took placed promptly at 8:00am with the traditional parade participated by seven (7) colorful basketball teams with their respective muses. This was immediately followed by the singing of the national anthems of both the host country, Qatar and the Philippines. Our Chapter President, Engr. Gilbert Lorenzano delivered his opening message reminding all the players to keep the spirit of sportsmanship at all times and to always remember that the main aim of the tournament is to foster camaraderie among its members.+ The event was also graced by the Chapter’s Founding President, Engr. Roy Baquiran who delivered an inspirational message to all members and their families attending the opening league.

The oath of sportsmanship was led by 2015 tournament’s MVP, Engr. Holden Caballero followed by the ceremonial toss of the basketball, which was officiated by Past President, Engr. Noel Jumawan. The Best Muse award was glowingly capped by the Blue Team followed by Orange and Black teams on the 1st and 2nd Runner Ups, respectively. The Orange Team successfully captured the Best in Uniform award for this year. The basketball league will be concluded in an awarding ceremony on 27 May 2016 during the celebration of PICE Qatar Chapter’s foundation day. The ensuing action saw the Maroons defeating the Orange Team, 69 – 64, the Red conquering the Black Team 69 – 67 in a thrilling four quarter game while the White Team clobbered the Purples, 72 – 59 in the last game during the opening day.
