The Philippine Institute of Civil Engineers – Qatar Chapter successfully celebrated its 9th Founding Anniversary with sports festivities on May 26 ~ 27, 2016 at the Qatar Bowling Center. The PICE members and their families were treated to a 2 - day of fun and friendly competitions on bowling, table tennis, chess, dart, and billiards and table football. With one hundred eleven participants, the celebration kicked off with opening programs highlighted by the opening remarks of the Chairman - Committee on Sports, Leisure and Recreation, Engr. Alfonso Belito C. Betita who welcome the participants and thanked the committee members and the BODs for their support and efforts in making the event a successful one. In his speech, Engr. Roy Baquiran, the Founding President of PICE Qatar Chapter told the success story of the PICE Qatar beginning from its conception nine years ago. He credited the BODs and the members of the organization and the families for their untiring support to the organization.

Dear Fellow Members, I take pride and pleasure being the President of PICE Qatar on its 9th year. It is another year to reckon with and to commend ourselves for the undoubting spirit, courage, conviction and commitment to the ideals and objectives of the Philippine Institute of Civil Engineers Qatar Chapter enrooted with perseverance which has always been a fountain of inspiration among members. Building the foundations of an organization is not an easy task as it requires an in-depth knowledge of its core values, great courage to face extreme challenges, and dedication to serve and motivate members to follow. Through the years that passed, we have witnessed the development of PICE Qatar; we have reached higher grounds of development and most of the organization’s goals were achieved. However, we should not stop here; let us all continue to find ways on how to resolve hindrances to our further success. Let us guide each other and the future generations to come. Let us educate and build a stronger foundation in order to achieve more self-sustaining activities for the benefits of PICE Qatar members in general. 1ST VICE PRESIDENT’S MESSAGE
Dear PICE Qatar Members, Most people celebrate a memorable event of their life such as an anniversary, graduation or birthday. On 26 & 27 May 2016, we celebrated a memorable event of our organization - the 9th Foundation day of Philippine Institute of Civil Engineers – Qatar Chapter (PICEQATAR CHAPTER). Customarily, it is a sporting event participated by its members with their families. The sports include bowling, table tennis, dart, chess and table football in addition to a basketball tournament, which started the elimination rounds on February. The 9th Foundation day of PICE Qatar was successfully held and concluded with a paint of another memory to everyone’s hearts. I wish to thank all of the ten (10) Civil Engineers who initially gathered at the rooftop of an accommodation under the night light of the moon on 18 May 2007. Through their initiatives, the family of PICE Qatar was created wherein the registered members remarkably grew from 25 to about 2,650 in numbers. The continuing success of PICE Qatar to realize its vision and mission is due to the dedicated, committed and selfless leaders of the organization, and of course with the support and active participation of its members. Dear Fellow Members, The 2nd Quarter of the year comprised of very fruitful months. We have just concluded the conduct of seminars in Basic Staad, Structural Design and Review in RC construction. Thanks to Engr. Michelle A. Samuel, the Chairwoman of the Continuing Professional Advancement Committee and to her committee members for making the seminars successful. For the SPBLE Review program, the regular review was concluded last June 24, 2016 while the Refresher Class had commenced last July 1, 2016 and will last up to September 9, 2016 before the two (2) days Board Exam during Eid Al-Adha. Our gratitude to Engr. Elizabeth M. Beltran, Chairwoman for Honors & Professional Licensure Board Examination Committee and her members for the immeasurable support extended to our Reviewees. Our heartfelt appreciation also goes out to the Instructors who gave their very best during the review just to share all their knowledge which will eventually benefit our reviewees. We would also like to inform the members that the refresher/review program had started last June 8, 2016. The review programs were headed by Engr. Larry Amoguis and Engr. Jeffrey Cimagala and ably assisted by Engr. Thom De Guzman . Thank you very much gentlemen! This program was made upon the request of the majority of the members who wished to boost their confidence and increased their chances in passing the MMUP exam. The PICE Qatar 1st Mid-Year Technical Convention with the theme of “Construction Professionals: Facing the Challenges of Sustainable Construction and Global Competence” is a one (1) day event, which was participated by affiliate organizations like PICE, ASEP, FPEA and PICQS. The proceeds of the event will be used for a School Building Project at Tacloban, Leyte, Philippines which was badly affected by the Super Typhoon Yolanda last November 8, 2013. Our gratefulness to our Newsletter Editorial Team led by the Chairwoman on Publications and Information, Engr. Asuncion V. Lopez. Our thanks also go out to her team and all the contributors for making our Newsletter informative. Likewise, we would also like to encourage other members to be contributors to the newsletter. Lastly, we would like to take this opportunity to inform that with your support fellow Civil Engineers and with the support of the past presidents and officers, together we can make this organization successful and leave its mark as an organization worth emulating. and Specialist Applications as mandated by the Constitution and By Laws, is tasked to accept, evaluate and endorse applications for Life Membership and Specialist Category, regulating and standardizing the qualifications of applicants for endorsement to the National Board of Directors, as follows: 1. Applicants must at least have one (1) year continuous membership with PICE Qatar Chapter. 2. Applicants must at least have attended one (1) major activity with PICE Qatar Chapter (e.g. General Assembly, Induction, ITC, Foundation Day) 3. Applicants must at least have attended one (1) regular activity with PICE Qatar Chapter (e.g. seminar, training, workshop, blood donation, outreach program, beach clean up & other community activities) 4. Have a Positive Mindset BY: MARK ANTHONY ABENDAN, CC, ALB
How do you live your life? How do we face our journey we called life? Allow me to share with you a story that I’ve heard about this young boy who awakened his father in the middle of the night telling that he had a bad dream about his two personal characters (positive and negative) who have a deadly fight. Both have an equal power and strength. He then asked his father who will win should his dream continued? Without even thinking twice his father replied “the one whom you feed and practiced every day!” Fellow Engineers, all people in this world had experienced bad situation, unsound circumstances, trials and difficulties in life. It could be in our family, career or workplace, circle of friends or neighbors. But the good thing is that each of us has the capability on how to deal or handle the situation. If we will feed our minds with negatives every day, for sure it will control our lives going to desperation, non-contentment, frustration, and all the negative outcome that you could ever imagine or think of. On the other hand, if we will have a Positive mindset, it will make our lives more meaningful, happy, healthy, and beautiful! Here are some tips to have and maintain a positive mindset; 1) Don’t allow critics, negative comments, difficulties, and failure to poison our future and destruct us from reaching our goals. For all of them are just temporary and will pass away! Negative elements always try to implant those lies in our mind to infect our thinking. We should remember that every setback is a set-up for a better come back. We have to reset our mindset. We all should have a positive mindset! 2) Don’t give Up. To reach success, you have to persevere. Even Thomas Edison had learned this when he was inventing the incandescent light bulb. According to the reports, it took him more than 10,000 times to get it right, but instead of saying he failed 10,000 times’ he positively said I have successfully found 10,000 ways that will not work in making a lamp. Keep striving! Have a positive mindset!
3) Be excited to learn. As we work towards our specific and individual success, we should always enjoy the opportunities to learn, even if it takes longer than we think it should be. 4) Set daily goals. In order to visualize your accomplishments and stay encouraged, you need to set daily goals. Be grateful of what you have instead of complaining of what you don’t have. It’s all about how we approach life. We cannot control the weather, the circumstances, even our future. Only one thing is sure, God is in control! For he knows the plan He have for us, plans to prosper us and not to harm us, plans to give us hope and a good future. 5) Stay motivated and engaged with positive people. Motivation is positioning your mind to a positive and productive state. When striving for the big goal of success, it is critical to stay motivated. Find an inspiring and motivational materials or companion or simply be with successful and inspiring people around you. Motivation comes from within and our very own PICE-Qatar Toastmasters Club will support you. Have a positive mindset! Seminars conducted for the 2nd Quarter
APRIL Seminar‐ Training/Workshop on Basic Structural Analysis & Design of Structures using STAAD Pro.v8i in Cooperation with Bentley (Software Developer) Last April & May, the COCPA committee had conducted a very useful seminar for Engineers which may help in their career improvement and development. For the April Seminar which was held for 4 days dated April 15, 22, 26 & May 6 at Oryx Rotana, a total of 45 attendees successfully completed the training for STAAD pro v8i using Bentley System. Aside from that a guest from Dubai which is from our sponsor itself visited and introduced
some learning techniques from Bentley Company during the last day of seminar. Bentley Company is one of the sponsors of PICE Qatar that provides us a privilege to use their programs. And of course our Speaker for STAAD Seminar is our very own Engr. Anthony Patino‐ a Structural Engineer & a member of ASEP Qatar. A total of 32 CPD points was given for the STAAD Seminar.
MAY Seminar – Structural Design & Review for Civil Engineers in RC Construction Another seminar was conducted last May with a topic of Structural Design & Review for Civil Engineers in RC Construction, wherein attendees were trained for manual calculation of RC Beams & Pad Footing Analysis & Design, manual calculation for RC Axially loaded column analysis & design. This seminar was very helpful to our members especially for those who are in the field of Design Engineering & also to those who want to be refreshed from our collage days. A total of 61 attendees received an 8 Hour CPD certificate which was held last May 21 at Oryx Rotana. Our speaker was Engr. Anthony Patino.
PICE COCPA are continuing to serve all our members for their continual career improvement. A survey is being conducted through PICE Yahoo Group for additional information on what seminar topics our member’s prefers. ROAD TOWARDS FINANCIAL FREEDOM

More often than not, majority of the OFWs are returning home empty handed, financially broke, no enough money to support an early retirement for different reasons such as due to an unexpected work laying off / termination due to the effect of some statutory requirements by the host country or for some other reasons beyond our control. This scenario can be prevented if we only able to prepare ourselves and manage our finances in an appropriate manner. Though each individual has its own personal spending preferences, we should still not spend more than what we are earning. Living beyond your means creates financial instability and the “YOLO‐ You Only Live Once” mentality prevents us from getting rich. How financially prepared OFWs are? This is one of the many questions, which I would say is being ignored by most of us and only some have taken this seriously and were able to manage their finances in the right track. Nowadays, there are a number of financial advocacy groups operating in Qatar (e.g. OFIE‐M, Pinoy Wise, to name a few) who are offering financial literacy programs and guiding OFWs on how to properly manage their finances to be able to put their hard earned money into an income generating investments. I would like to share what I have learned from one of the personal finance planning courses I previously attended and the lessons I’ve learned from the book “No Non Sense Personal Finance” by Randell Tiongson. In this book, there are five (5) steps on how to achieve financial freedom. Financial freedom is a point in your life wherein you no longer work for money instead, money is working for you.
1. Cashflow Improvement

How to do this? First, you need to identify what are your needs and wants. You can start eliminating or cutting your wants (e.g. unnecessary electronic gadgets, accessories, branded shoes and bags, eating out, etc.). This may seem difficult in the beginning but eventually, it will enhance and improve your cash flow. I would suggest to make a list of all your daily expenses and at the end of each month you will know how much you spent on something and identify which needs eliminating.
2. Eliminate Debts Credit cards!!!! This is one of the main predicaments of most of us, some of us even maintain two or even more credit cards. Credit card is a useful tool but our worst nightmare when not controlled & properly used. Let credit cards work for us and not us working form them. Start eliminating our debts by paying them little by little and one by one starting from the least one.
3. Set Emergency Funds Nobody knows what lies ahead or what the future will bring but if we are prepared (financially), worries go away. One way to do this is to set an emergency fund, an amount of money enough to support you and your dependent during turbulent times. Ideally, emergency fund should last from 3 to 6 months to cover for your daily basic needs (food, shelter, health, education for kids). We will need this when someone got laid off from work or during medical emergencies.
4. Protection from Life’s Risks Insurance to some is not important but for those seeking security in the future, this is an essential financial tool. When we reached the twilight of our existence, the burden of losing or getting someone sick will not be >>>Continued to Page 16

5. Investing for the Future Once we’ve reached the 4th step, it is now time to let our money start working for us. There are a lot of investment portfolios that we can put our money in. Real estates, stock market, mutual funds and even businesses. But before we put our money in into these investments, try to do some research and study first. Ideally, these are what we have to do and this requires discipline and proper mind setting. This won’t happen overnight. Let’s start the journey to financial freedom by listing down your wants and needs. Follow this simple exercise and make this a habit. Do this on a monthly basis and eventually you will understand how you are managing your finances and identify which expenses require cutting or even complete elimination. In this manner, you are now gradually climbing the ladder to financial freedom. See figure 1 for sample table.

THE 80-20 RULE IN LIFE BY: ALLAN PAUL CALPITO, CE
During one of the training sessions I have attended before, the trainer throw a survey question to the attendees about the Pareto principle and its relevance on how people make decisions on different aspects of life (in this particular training, it was about buying/selling). Pareto principle also known as 80-20 Rule is an observation that most things in life are not distributed evenly. The survey question was “What do we think is the main drive behind the people’s decision, is it based on logical facts, or from emotions?” As an engineer, it appeared to be a simple and straightforward question or so I thought. It turns out that people tend to decide based on their emotions more often than based on the numbers or logical facts. It came as a surprise to me which got me into thinking that no wonder why the world is so messed up! But then again, this is what makes us humans and not robots. We are emotional beings always aiming and striving for what makes us happy. The 80-20 rule was originally based from observations mainly in economics, but a lot of tailored interpretations have been derived from it since then – not only in business but also in our own individual personal and social lifestyles. Of course it is not an exact science, but rather more like an art that can be appreciated (note that these two numbers are not even in the same pie chart!)

Chances are the above questions are simple question for you to answer but you will be surprise with the answers and would wish that you have considered them before. I would recommend you to answer them. It would help you to focus on increasing the efficiencies in your life from simple things such as you may realize you are wearing mostly the same clothes everyday while your wardrobe is extremely full. Or you may think of the people you spend with 80% of your time but only add 20% pleasure in your life. Or identifying the 20% unhealthy foods you eat at 80% of the time would explain why you are not achieving your ideal weight. Let us discover the efficiency in every aspect of our life and in everything we do for the betterment of our lives. “The Pareto principle (also known as the 80–20 rule, the law of the vital few, and the principle of factor sparsity) states that, for many events, roughly 80% of the effects come from 20% of the causes. The White Team trounces the Red Team 72 – 58 to capture the coveted PICE Qatar’s 6th Inter-Color Basketball League Crown last 13th May 2016 at the Al Jazeera Academy’s Gymnasium in Abu Hamour, Doha, State of Qatar. The White Team whose 4-1 win-loss slate carried them to the championship rounds relied heavily on the sweet shooting and offensive prowess of their Center Sydney Granil to thwart the repeated effort of the Red Team to comeback within the striking distance resulting to a 14-point deficit in favor of the new champion as the final buzzer sounded. Earlier in the day, the defending champion and crowd favorite Blue Team sneaked a 3 point advantage to defeat the stubborn Black Warriors 7471 and place third in the league. This is the first time in years that the Blue Team did not book a place in the championship game. The list of awardees in the 6th ICBL is as follows:
