By Engr. Felipe D. Catinoy The assembly was graced by our PICE National President & 2nd Vice President, Engr. Ernesto S. De Castro and Engr. Clemente A. Ibo respectively. Our National President delivered the message to the general membership of PICE Qatar not only about the updates of CPD required units for renewal of the PRC license, but also the importance of the integration of Filipino Engineers to the ASEAN Engineering Registry and the awareness of the advancement
of the engineering profession to be more equipped and competitive in the global market for sustainable excellence. The oath of the new Civil Engineers is one of the highlights of the event. There were thirty-one (31) nos. of them and the top ten (10) has been given an Special Awards Technical presentations have been delivered also by the distinguished guest, who encourages the new methodological advancement in construction industry.

On behalf of the members of Committee on Publication (COPI) and the Editorial Team, I am pleased to present to you the final issue of 2016 newsletter, the PICE Qatar Tekton – Issue 4. The team would like to thank all of the members, who had contributed and supported the COPI and Editorial Team in the realization of the four quarterly issues of 2016 newsletter and providing the PICE Qatar Chapter members with the news and updates of all the activities and events initiated by the Chapter with the hard work of all committee chairs and members.

In behalf of PICE Qatar 2016 Board of Directors 2016 and with the blessings of God Almighty, the support of the heneral membership, we have succeeded in most aspect of our goals for this year.
The Philippine Institute of Civil Engineers Qatar Chapter successfully conducted the Tree planting activity in collaboration with Quranic Botanic Garden of Qatar Foundation, attended by Qatar Foundation officials and more than 100 PICE Qatar members on December 9, 2016. We have also delighted distress OFW’s in POLO/OWWA on December 15, 2016. We shall continue to reach our fellowmen and simultaneously help in the preservation of the environment. We also wish to congratulate the PICE Qatar Chapter for the successful 10th Annual General Assembly held at Hilton Hotel Doha, on November 25, 2016. With the presence of PICE National President Dr. Ernesto De Castro, 2VP Engr. Clement Ibo, PRC – PRB Chairperson Engr. Praxedes Bernardo, Philippine Embassy Representative, and with the participation of more than 500 PICE Qatar members and guest. The Annual General Assembly is the most important event where we conduct the election of officers to lead PICE Qatar the succeeding year. During the General Assembly, we also witnessed the oath taking of 32 New Civil Engineers who passed the Special Licensure Board Examination conducted by PRC. We hosted its 1st ASEAN Engineers conferment in Doha Qatar with more than 40 conferees from Qatar, UAE, KSA, and Kuwait. The conferment rites were officiated by PTC President Engr. Federico Monsada, AFEO Country Registrar Engr. Rumulo Agatep, and PICE National President Dr. Ernesto De Castro, with the presence of PICE National 2Vp Clemente Ibo and Philippine Embassy to Qatar Vice Consul Kristine Bautista.

PICE Qatar Tree Planting Event – 09 December 2016 Within its annual promising campaign for planting trees Ghars , the Qur’a i Botanic Garden, Member of Qatar Foundation for Education, Science and Community Development hosted the planting of Sidra trees together with the Philippine Institute of Civil Engineers Qatar Chapter inside the Education City of Qatar Foundation. The event was attended by over 120 participants from QBG and PICE Qatar members, families and friends aimed to express an important message to the community with the social responsibility towards the sustainability efforts and increasing the green spaces in Qatar through planting the trees; not only that but increasing the awareness of community towards the importance of growing trees within the context of nature deterioration and global warnings as climate change. The event was inside the Education City, Qatar Foundation on 09 December 2016 with about 35 trees planted by the participants from the QBG and PICE members and families in Qatar.

COPA has led the 10th, 11th & 12th monthly outreach program for distressed OFW at POLO OWWA on 20 October, 17 November & 15 December 2016 respectively. PICE Qatar members with their families and other attendees gave inspirational messages and also shared their
blessings to our kababayans to make them feel that they are not alone in their struggle.

The Committee on Life Membership and
Specialist Applications as mandated under the Constitution and By Laws, is tasked to accept, evaluate and endorse applications for Life Membership and Specialist Category, regulating and standardizing the qualifications of applicants for endorsement to the National Board of Directors, as follows: 1. Applicants must at least have one (1) year continuous membership with PICE Qatar Chapter. 2. Applicants must at least have attended one (1) major activity with PICE Qatar Chapter (e.g. General Assembly, Induction, ITC, Foundation Day) 3. Applicants must at least have attended one (1) regular activity with PICE Qatar Chapter (e.g. seminar, training, workshop, blood donation, outreach program, beach clean up & other community activities) 4. Pay the applicable fees and dues and settle any arrears, if any. Membership to this committee is open to all Life Members only. Currently, in addition to the tasks listed under the Constitution and By Laws, the committee is also accepting applications for registration as ASEAN Chartered Professional Engineer (ACPE), ASEAN Engineer (AE) and APEC Engineer. This is in response and as per the Philippine government campaign for ASEAN Economic Integration 2015 along with the Mutual Recognition Arrangement on Engineering Services. With these new responsibilities, the committee have intensified the effort and called upon those qualified members to start preparing and submit their applications and be registered.
The committee have conducted orientation this year on ASEAN & APEC Engineer registration (updates on new requirements) on 27th July , 5th & 26th October 2016. The following are some of the updates on the new form: 1. The new application has been enhanced with more detailed information and has included logos of APEC & ASEAN Engineer and PTC. 2. Separate application form for ASEAN Engineer and APEC Engineer where previously it has only one application form for both. 3. The new form requires the name and signature of your immediate supervisor on your current and previous employer. In the absence of these personality, you are to submit an affidavit as your supporting document. 4. The new form has a footer that you have to fill in your name and affix your signature and state your APO and signing date on every page of the application. 5. As advised by PTC, all supporting documents must have the words Certified True Copy signed and dated. 6. In the new form, PTC has included its Code of Ethics. 7. Folder is now color coded and specifically stated in the checklist. Blue for ASEAN Engineer application and Green for APEC Engineer application. 8. Payment for PICE National Processing Fee and PTC Application Fee: – PICE : Php 1,000.00 – PTC : Php 2,500.00

A True Success in Life Engr. Mark Anthony P. Abendan There’s a lot of definition for success in Life, and it all depends in each perspective or point of views of individual. The meaning of Success comes in many forms, and many definitions. It depends on what you are searching for in life. Athletes may have one definition of Success, and a stay at home mom may have another. A musician may see Success as a number one hit in a Broadway, and a Doctor may see Success as a surgery that went well. How about for us Engineers?. It really depends on the perspective of life you have. Perspectives on Success are as numerous as the stars. And in my own opinion: A Balanced Work and Life is a True Success! Work refers to career and ambition, while Life covers relationship with God, family, friends, health, pleasure, and leisure. Often, success is seen by others in terms of material possessions and financial gain. It is easy to fall into the trap of working long hours, striving to achieve a good standard of living but, in the process, having no time with God, neglecting family relationships, self-development, leisure pursuits, and neglecting personal happiness is gradually destroying our lives. Balancing work and life will help you understand what True Success means. As we begin to achieve a better balance work and life, we will discover new levels of creativity, fulfilment and happiness. There is a difference between Accomplishment, Success, and True Success. Accomplishment is where you have engaged in the task or action that you attempted, and have obtained the desired results. It is a based on what was expected, and what results were done. This is a daily event that happens in the real world. People accomplished things all day long, but really achieve no Success in those actions. Success is something different. Success to most people is when you have an ongoing string of accomplishments that when you put together, add up to a major obtainment in life. The addition of all the accomplishments in a person's career and life can be viewed as Success. And the perfect balance combination of two in my own opinion is a True Success. True Success is simply the realization and obtainment of a worthy ideal or result that your heart or passion is deeply connected to it. Work & Life! Now let me ask you, what is True Success? That is up to you. But it is not just an accomplishment. It is beyond that. A balanced Life and Work is a True Success! Herewith are some attributes of True Success in Life: Having a harmonious balance accomplishment between work and life. Addressed family needs, and contributes to their wellbeing, happiness, and achievements. Proactive in work and achieves career goals with a clear vision and integrity. A team player in both family and work. Always celebrates the success of family members, colleagues, & friends. Committed to learning something new everyday. Enjoys quality leisure time. Entrusting everything to God and celebrate life everyday. Have a successful life!

The 1st day SPLBE of review was on Nov. 11, 2016 with the total attendees 72no. at ORYX Rotana hotel.
As of End of December the number of enrollees has increased from 72no.to 98no. It is expected that the reviewees for 2017 will double compared to 2016. The total projected Reviewees for 2017 will be 250 nos. The following subject which was already been discussed up to December 2016; Engineering Math Algebra (1 to 5) & Engineering Economy - Engr. Committee on Continuing Professional Advancement (COCPA) Engr. Michelle Samuel
Seminars conducted for the 4th Quarter 2016 Last October 2016, the COCPA committee has conducted 2 very useful seminars which help our fellow engineers in their career improvement and development. On the 14th October at Rotana City Center West Bay, a total of 72 attendees successfully completed the training for Ma agi g Claims and Variations under FIDIC Conditions of Co tra t . The Speaker for our Seminar is Engr. Asuncion Lopez who has more than 20 years of experience in the construction industry in the Philippines and in Qatar. Her experience includes, among all, quantity surveying and contract administration. Another seminar was conducted on the 28th October with the topic Co stru tio of Lateral Earth Support Systems in Construction I dustry . The lecturer of this seminar is Mr. SHOJAT MUNIR, a Geotechnical Engineer currently working at Keller Qatar WLL (a company of Keller Group). Mr. Shojat has a total experience of more than 5 years in construction industry, out of which he spent 2 years in Qatar in the geotechnical field and more than 3 years in Pakistan in transport infrastructure construction. He is also a Master in Geotechnical Engineering. 32 members attended the seminar which was held at Oryx Rotana.

Another 4-day Training/Workshop was conducted with the topic Building Information Modeling (BIM) using Autodesk® Revit® Structure . The outline of the course is: 1. Introduction to Building Information Modeling (BIM) 2. Hands-on Introduction on Revit Architecture (Preview) 3. Revit Structure: Start a Project 5. Creating Levels and Grids 6.
