MAY pag-asa pang masolusyunan ang lumalalang suliranin sa iligal na droga sa lalawigan ng Batangas at maging sa iba pang lokalidad, kung magiging desidido lamang ang namumuno dito. Ito ang buod ng pahayag ni Mayor Antonio Halili sa isinagawang press conference sa Lunsod Tanauan nitong nakalipas na Lunes kaalinsabay ng pagdiriwang ng ika-14 na taong pagiging lunsod ng Tanauan. “Ang problema sa droga ay masosolusyunan kung gugustuhin at kung magiging seryoso sa kampanya laban dito. Nasa namumuno yan. Parang sa isang tahanan, kung gusto mong maging maaayos ang pamamahay mo, kikilos ka upang matiyak ang kalinisan at kaligtasan ng mga nakatira rito,” pahayag pa ni Mayor Halili. Aniya pa, mahirap man ay kinakailangang aksyunan ang suliranin sa droga dahil ito ang ugat ng kasamaan at kriminalidad sa isang lugar. Ito aniya at ang iba pang suliranin sa lunsod ang dahilan ng pagbuo niya ng Mayor’s AntiCrime Group (MAC) na siyang pangunahing ahensya laban sa kriminalidad sa lunsod.

Calumpang outfall ay tuyo dahil ito ay nakadisenyong daluyan lamang ng tubig ulan. Subalit, ayon pa rin sa report, nang kanilang buksan ang manhole ng outfall sa bahagi ng Pallocan West, ay makikita ang mga nakadugtong na mga kanal mula sa mga bahayan at ilang establisimyento. Nabatid pa kay Punumbarangay Patricia Macatangay na may 200 bahayan at establisimiento sa bahagi ng Santolan Road at Sitio Ilaya ng Brgy. Pallocan West ang posibleng nakakabit sa drainage system ng mall dahil sa kawalan ng sariling septic tank. Ipinakita rin sa ulat na sa Gate 4 ng mall ay makikita ang strainer mula sa drainage ng barangay na punong puno ng mga solid wastes. Pagkatapos ng presentation, ay iminungkahi ni City Environment and Natural Resources Officer (ENRO) Oliver Gonzales na magsagawa ng walk-through sa lahat ng manhole at outfall ng naturang mall. Ani Gonzales, nais ng City Administrator Phillip Baroja na dagliang maaksyunan ang usaping ito at di dapat ipagpaliban sa iba pang araw ang ocular site visitation. Ikinagalak naman ni Ms. Mina Buenaflor, Asst. Mall Manager ng SM City, ang nasabing hakbang ng mga konsernadong ahensya. “Doon sa mga complaints tungkol sa mabahong amoy na galing daw sa outfall ng SM sa bahagi ng Calumpang River malapit sa Pontoon Bridge, dalawang bagay lang po ang nais naming iparating. Una, ang SM City po ay may Sewerage Treatment Plant (STP) na siya pong nagte–treat ng water wastes mula po sa mall. After treatment, kami po ay nag re-recycle ng tubig for flushing naman sa toilets at iba pang clean-up activities ng SM. So kung meron man pong lalabas na water sa drainage o sa outfall, ito po ay very minimal lang at meron po kaming water sampling na isinasagawa monthly at bago po lumabas ito ay pasado sa lebel na acceptable. Nakadesign po ang drainage namin para sa rain water lamang. Pangalawa, mayroon po kasi kaming nadiscover na several households sa barangay na naka-tap sa aming drainage system. Ito po ang ihinihingi namin ng tulong sa City Engineer’s Office, DPWH, CENRO at City ENRO na makita po kung saan talaga nanggagaling ang foul odor.

Sa ngayon ay nakita natin ang malaking volume of water ay buhat sa mga tapped lines from the barangay. Hindi po namin sinasabi na ito ang absolute na pinanggagalingan ng masamang amoy, but this is one of the probable causes of the foul odor. Pero hahayaan po natin ang City Engineer’s Office at City ENRO na mag-assess talaga kung saan nanggagaling ang amoy. Para matulungan po ang SM na maresolba ang problemang ito,” pahayag ni Buenaflor. Ikinatuwa naman ni City Engineer Adela B. Hernandez ang umano’y pagiging transparent ng SM City sa isyung ito. “Nakita natin na naka-tap itong tubo ng barangay sa drainage lines ng SM na lumalabas sa outfall puntang Calumpang River. At napansin natin na napakadaming basura na nakabara sa manhole at sa daanan ng tubig. Makapal at mabaho na ang bara. Amoy burak. At ito ang lumalabas sa outfall sa Calumpang. Nakita rin natin kung saan nanggagaling ang mga basura na nakakabara sa outfall. Doon sa paligid ay maraming basura,” dagdag pa ni Hernandez. Aniya pa, “Kaya nga po napagkasunduan po namin ng barangay officials, SM City, at ng iba’t ibang tanggapan ng pamahalaang lunsod, na magkakaroon ng malawakang paglilinis sa ika-17 ng Marso simula ala seis ng umaga. Ang SM City rin po ay magsasagawa ng flushing para malinis po ang mga bara sa kanal. Malalaman po natin kung saan talaga nagbubuhat ang masamang amoy. Kapag mabaho pa rin ito, magsasagawa po ulit tayo ng ocular investigation sa lahat ng mga nakatap sa SM at water testing. Ang magsasagawa po niyan ay City ENRO. Para mayroon po tayong basehan.” Ayon naman kay Gonzales, magsasagawa rin sila ng water testing kung kinakailangan upang matukoy kung saan nagbubuhat ang masangsang na amoy. “Kausap ko po si Pangulong (sic) Baby, imomonitor din nila ang mga nagtatapon at ipatutupad nila ang probisyon ng E-Code upang mapanatiling malinis ang kapaligiran,” pahayag ni Gonzales. Nakiisa rin sa naturang pagpulong sina Engr. Sonia Paglicauan at Atty. Grace Barte ng DPWH at mga kawani ng City ENRO at PIO. Bisa – 88%, Top 10. Sa tala ng Philippine Regulatory Commission (PRC), umabot sa 739 o katumbas ng 59.26% lamang ang pumasa sa kabuuang bilang na 1,247 na kumuha ng eksaminasyon sa buong Pilipinas noong unang linggo ng buwang ito sa Maynila at Cebu. Naipalabas kaagad ang resulta tatlong (3) araw makalipas ang huling araw ng eksaminasyon. Ayon pa rin sa opisyal na ulat ng PRC, kinilala ang BSU bilang Top Performing School na sinundan naman ng Mapua Institute of Technology. Ang BSU at Mapua lamang ang may higit pa sa 50 examinees, ayon pa rin sa datus ng PRC. Ang BSU rin ang nakapagtala ng pinakamaraming examinees ngayong taon. Congressman Abu, saludo sa BSU Ipinaabot naman ni Batangas 2 nd District Congressman Raneo Abu ang kanyang mainit na pagbati sa pamunuan at mga mag-aaral ng BSU sa magandang reputasyon nito.

Ayon naman sa records ng tanggapan ni Congressman Abu, umaabot sa may walong daang (800) ang scholars nito sa BSU. Samantala, sa iba pang engineering schools sa Lalawigan ng Batangas, para sa mga paaralang may 10-20 examinees, naitala ng University of Batangas (UB) ang 86.67% rating sa first takers at 72.22% bilang over-all performance. May 18 examinees ang UB ngayong taon. Nakapagtala naman ng 42.86% over-all performance rating ang Golden Gate Colleges (GGC) na may 14 na examinees. Naitala rin Lyceum of the Philippines University-Batangas ang 100% rating sa pagpasa ng apat (4) na examinees nito. Nakakuha rin ng 100% passing rate ang 19 na iba pang pamantasan at

dahubhasaan sa bansa, ngunit hindi kabilang sa mga top performing schools sapagkat isa (1) hanggang 18 examinees lamang ang kumuha at nakapasa mula sa mga naturang educational institutions. ILO at DSWD, magtutulungan muli para sa Yolanda survivor MAGTUTULUNGAN muli ang Department of Social Welfare and Development (DSWD) at ng International Labour Organization (ILO) para alalayan ang mga nakaligtas sa Bagyong Yolanda. Sa ilalim ng proyekto, maglalaan ang ILO ng halos kalahating milyong dolyar para suportahan ang mga programa ng DSWD para sa mga Yolanda survivor. Target ng proyekto na maabot ang may 36 na munisipalidad na pininsala ng Bagyong Yolanda kasama ang bayan ng Coron sa Palawan. Ilan sa mga pangkomunidad na trabaho na pwedeng paglahukan ng mga Yolanda survivor ay ang paglilinis ng mga ilog, paggawa ng mga farm-to-market roads, paggawa o pagpapakumpuni ng mga palengke. Upang madagdagan pa ang kita ng pamilya, hinihikayat din ng DSWD ang mga Yolanda survivor na magpatakbo ng kabuhayan na kanilang napupusuan. Ilan sa mga kabuhayang ito ay ang fish culture, food processing, seaweed farming, pagnenegosyo at transport services. Nasapol ng isang tama ng bala ng baril ang biktima sa kaniyang ulo at likod at matapos ito’y kaagad tumalilis ang mga salarin sakay ng kanilang motorsiklo dala ang baril na ginamit patungo sa gawi ng Barangay Buhay na Sapa, sakop ng bayang ito. Kaagad namang nagsagawa ng isang entrapment operation ang San Juan PNP para sa ikadarakip ng mga suspek. Kaagad ding isinugod sa San Juan District Hospital ang biktima, ngunit idineklara itong dead on arrival bunga ng malalang tama ng bala ng baril sa ulo at dalawang tama sa likod na tumagos sa kaniyang dibdib, kung kaya’t dinala na rin agad sa Redondo Funeral parlor para sa otopsiya na isinagawa ni Dr. Nestor Q. Public hearing series held for proposed real property assessment revision CAPITOL, Batangas – In order to upgrade the taxpayers of the impending increase in assessment rates of real property taxes, the Sangguniang Panlalawigan of Batangas has officially commenced the series of public hearing on the proposed amendment of the General Provision of Assessments and Property Classification at the Provincial Auditorium recently. The most recent of which was held last Thursday with the real property owners and or taxpayers from the Fourth District of Batangas. “This is a public hearing o pagdinig dun sa tax revision na gagawin ng lalawigan ng

Batangas kaya nga pinag-uusapan dito kung ano yung maaaring pagbabago sa existing real property tax. Actually ito ay labindalawang public hearing kasi magkakaroon ng pagbabago sa singilan ng buwis, lahat ng may ari ng properties, real properties ay iniimbitahan,” Fourth District Board Member Mabelle Virtusio told Pahayagang BALIKAS. The open forum was bombarded with heated questions and recommendations from the public. “Revisions may be going up and maybe going down. Two years ago there was also a public hearing, the same answer, the same

question and the same matter. There are problems because majority people didn’t know where to get money so they didn’t easily pay their taxes, kaya nade-delay sila pero nagbabayad din naman,” Ka Tano, an experienced resident of Rosario who attended the public hearing said. He also added that taxes are very important and no organization would function without money. Kaugnay nito, upang mas maliwanagan ang lahat ay inimbitahan ni Linatoc ang OIC ng Permits and Licenses Office upang maipaliwanag kung kasama ba sa permit ang pagpapainom base sa sinasabi ng mga may-ari ng store. Ayon kay Caloy Briones, tama ang lahat ng sinabi ni Konsehal Linatoc ukol sa mga convenience store, pero maliwanag na hindi nakasaad sa kanilang hinihinging permit na sila ay maaaring magpainom. ON the second anniversary of his election, on March 13, Pope Francis announced the celebration of an extraordinary Holy Year of Mercy that will commence on Dec. 8, 2015, the Solemnity of the Immaculate Conception and the 50th anniversary of the closing of Vatican II, and will conclude on Nov. 20, 2015, the Solemnity of Christ the King. The surprise announcement came at the traditional penitential liturgy celebrated in St. Peter’s Basilica as Pope Francis opened the Lenten prayer initiative “24 Hours for the Lord.” At about the tail-end of his homily he said: “Dear brothers and sisters, I have often thought about how the Church might make clear its mission of being a witness to mercy. It is journey that begins with a spiritual conversion. For this reason, I have decided to call an extraordinary Jubilee that is to have the mercy of God at its center. It shall be a Holy Year of Mercy. We want to live this Year in the light of the Lord’s words: “Be merciful, just as your Father is merciful. (cf. Lk 6:36).” According to the Vatican, the official and solemn announcement of the Holy Year will done on April 12, Divine Mercy Sunday (2nd Sunday of Easter) with the public proclamation of the Bolla in front of the Holy Door. Mercy and compassion seem to be the overarching theme of Pope Francis’ Petrine ministry. This was the theme of his apostolic journey to the Philippines this January. This prevails, too, in most of his homilies and messages. In an interview conducted by Antonio Spadaro, S.J., editor in chief of La Civilta Cattolica, in September 2013, Pope Francis, albeit simplistically, trail-blazed a rather experiential ecclesiology by looking at the Church as a field hospital. He said: “I see clearly that the thing the church needs most today is the ability to heal wounds and to warm the hearts of the faithful; it needs nearness, proximity. I see the church as a field hospital after battle. It is useless to ask a seriously injured person if he has high cholesterol and about the level of his blood sugars! You have to heal his wounds. Then we can talk about everything else. Heal the wounds, heal the wounds…. And you have to start from the ground up.” The confessional is a favorite of Pope Francis. His photo kneeling in confession had become viral, inspiring Catholics and non-Catholics alike. He describes the confessional “not as a form of torture but rather as a liberating encounter, full of humanity, through which we can educate in a mercy that does not exclude, but rather includes the just commitment to make amends, as far as possible, for the sin committed.” Mercy and compassion has been in the Church from day one. But the way Pope Francis does it is revolutionary. To borrow the observation of John Allen, the Vatican analyst who recently launched a book The Francis Miracle, “If there is a “revolution underway it’s at the level of the pastoral application of doctrine, not revisions to that doctrine itself.” One cannot but be excited with how the Holy Year of Mercy will proceed. Interreligious dialogue AN attitude of openness in truth and in love must characterize the dialogue with the followers of non-Christian religions, in spite of various obstacles and difficulties, especially forms of fundamentalism on both sides. Interreligious dialogue is a necessary condition for peace in the world, and so it is a duty for Christians as well as other religious communities. This dialogue is in first place a conversation about human existence or simply, as the bishops of India have put it, a matter of “being open to them, sharing their joys and sorrows”. In this way we learn to accept others and their different ways of living, thinking and speaking. We can then join one another in taking up the duty of serving justice and peace, which should become a basic principle of all our exchanges. A dialogue which seeks social peace and justice is in itself, beyond all merely practical considerations, an

Holy Year of Mercy

What is the present state of CARP? I HAVE written the subject for several times already. This is also the same article that I have written for another newspaper. The seriousness of the present state and the significance of the Comprehensive Agrarian Reform Program (CARP) impel me to address the matter repetitiously. The Catholic Bishops Conference of the Philippines (CBCP) has called on Pres. BS Aquino III to pass the law which seeks to extend the life of the CARP. Eighty one (81) bishops appealed to the President and the Congress to extend the 27-year-old agrarian reform program. The extended program expired in June 2014. Until today, three bills seeking to extend and strengthen the program remain pending in the Congress. The Senate has done its job of deliberating on its version of the bills. However, the House of Representatives hardly move on with the discussion on whether to enact a new law that will give the program a new life. As such, the Philippines has no existing agrarian reform program as of July 2014. The Department of Agrarian Reform (DAR) continues to exist without the rationale that gives birth to it. It may claim that its mandate to dispense agrarian justice and improve the life of the rural poor continue in spite of the expiration of the CARP. However, these tasks are not the main reason for its creation. In fact, the Department of Justice and the Department of Agriculture may actually perform these tasks better. Without the land distribution program, the DAR becomes an unnecessary expensive institution to maintain. The CARP was the centerpiece program of the administration of the late Pres. Corazon C. Aquino.

After a hard worn battle in the Congress, agrarian reform advocates eventually conceded to a compromised version of the original comprehensive agrarian reform program. Among these advocates is the present DBM Secretary Butch Abad who was then badly maligned in and out of Congress for his staunch support to the proposed agrarian reform program. Many farmers and advocates have been expecting that he would do whatever is necessary to fast track the passage of the law. Sadly, nothing is heard from him about the program now that he occupies one of the most powerful government positions. In the past, critics claimed that Aquino III has undone Cory’s Constitution by violating the institutions of judicial independence, separation of powers, and the rule of law—the underlying principles of the1987 Constitution. Now, another Cory’s legacy is in danger of being undone because of the inaction of the present Aquino administration. The CARP is dead. We do not need a fool to declare that it is no longer breathing. It lives no more. Those who benefit from its demise are planning to send it to oblivion by encouraging Congress’ inaction and neglect. It is gone. Its resurrection from the dead is dim. No amount of tribute can raise it from the grave. It is finished. The present state of the CARP and the worsening conditions of the poor require us to choose the best of our people and charge them with the responsibility of changing the present inequitable system. Time for a paradigm shift? PART 1 OF 2-PART SERIES

AGAIN, I have some unsolicited thoughts to inflict on everyone. Just thinking aloud on how to move forward. Please consider the following, take it or leave it. But I believe it’s high time now that we consider some paradigm shift by changing the discourse from political to development.  TRACK ONE -- With the debacle brought about by Mamasapano, there is an urgent, compelling and indispensable need of re-engaging the public and the stakeholders, especially of Mindanaoans. This can be done by regional peace summits and/or focused group discussions (FGDs) to exorcise the public mind of the negative spectre spawned by the tragedy and to restore the lost or eroded trust and confidence of the public on the BBL while Congress does its job. Simply, “consulting” with and “listening” to the people. This will also allow the voices of the affected sectors heard loudly rather than be dominated by discordant voices of the “unaffected gallery” or those who are remotely affected by the outcomes. This was done by President Ramos in the 1996 Final Peace Agreement with the MNLF and by President Arroyo after the MOA-AD debacle. I see no reason why this will not work this time.  TRACK TWO -- While BBL is in Congress, it may be best to make the proposed law more “inclusive” and bring in all together other Bangsamoro sectors who appear to be “excluded” or “sidelined”. One way is to consolidate into one road map for all Bangsamoro the new Comprehensive Agreement of the MILF (CAB), the 1996 Final Peace Agreement (FPA) with the MNLF and the IPRA law of the indigenous peoples.  MECHANICS – a) To insure that MILF is put in the loop and will not “walk away” and turn its back to the settlement, a discreet effort by Congress to “vet” with the MILF the proposed changes be done. That means opening up quietly a backchannel “negotiating table” between Congress and the MILF as deliberations in Congress are going on. This will be the mechanism that will explain to the MILF the reasons for the enhancements to the BBL and also to preserve their “maratabat” (pride) that they are consulted along the way and that they have “ownership” of the outcomes. b) The pending “tripartite review” (GRP, MNLF & OIC) of the 1996 peace agreement with Misuari’s MNLF, which is unfinished but abandoned by OPAPP, be resumed and the output of the review can be inputted or consolidated in the new BBL. This may remedy or address the position of Misuari who has since reverted to his call for “independence” due to his perception that his MNLF is being sidelined or excluded from the peace process. c) Pertinent provisions of the IPRA LAW can be consolidated in the new BBL to arrest the apprehension of the IPs that their own ancestral domains will be jeopardized by the BBL. All this can bring about either a NEW BBL or an ENHANCED OR AMENDED ARMM LAW (RA 9054) SCENARIOS -- There are 4 possible scenarios facing the BBL: a) delay in the approval of BBL b) MILF rejects the final version c) delay in the Supreme Court if a petition is filed d) Supreme Court rules its unconstitutionality - To be continued -

Holy Year of Mercy ethical commitment which brings about a new social situation. Efforts made in dealing with a specific theme can become a process in which, by mutual listening, both parts can be purified and enriched. These efforts, therefore, can also express love for truth. In this dialogue, ever friendly and sincere, attention must always be paid to the essential bond between dialogue and proclamation, which leads the Church to maintain and intensify her relationship with nonChristians. A facile syncretism would ultimately be a totalitarian gesture on the part of those who would ignore greater values of which they are not the masters. True openness involves remaining steadfast in one’s deepest convictions, clear and joyful in one’s own identity, while at the same time being “open to understanding those of the other party” and “knowing that dialogue can enrich each side”. What is not helpful is a diplomatic openness which says “yes” to everything in order to avoid problems, for this would be a way of deceiving others and denying them

the good which we have been given to share generously with others. Evangelization and interreligious dialogue, far from being opposed, mutually support and nourish one another. Our relationship with the followers of Islam has taken on great importance, since they are now significantly present in many traditionally Christian countries, where they can freely worship and become fully a part of society. We must never forget that they “profess to hold the faith of Abraham, and together with us they adore the one, merciful God, who will judge humanity on the last day”. The sacred writings of Islam have retained some Christian teachings; Jesus and Mary receive profound veneration and it is admirable to see how Muslims both young and old, men and women, make time for daily prayer and faithfully take part in religious services. Many of them also have a deep conviction that their life, in its entirety, is from God and for God. They also acknowledge the need to respond to God with an ethical commitment and with mercy

Uncovering the truth in the Mamasapano fiasco DURING the time when the Aquino government was defending the signing of the Enhanced Defense Cooperation Agreement (EDCA) with the US, it repeatedly claimed that the increased presence of US troops in the country would ‘protect’ the country in the event that the territorial dispute with China escalates into a shooting war. The Mamasapano fiasco has been haunting Pres. Benigno Aquino III for weeks now. This is one issue that blew in his face not only because he adamantly refuses to come clean on his role and accountability in the failed military operation – although this keeps the issue from dying down – but mainly due to the fact that Oplan Exodus is flawed right from the start. President Aquino was so close to signing a peace agreement with the Moro Islamic Liberation Front (MILF). Although it remains to be seen whether the signing of the agreement would have brought peace with the Bangsamoro people, but now it is more remote than ever. The Mamasapano fiasco has angered both camps. The hawks within and outside government are calling out for blood and there are moves in Congress to emasculate the proposed Bangsamoro Basic Law, if it would be passed at all with a few months left for the current Congress. In the other camp, other armed groups of the Bangsamoro people have become more distrustful of the peace overtures of the Aquino government. This is made worse by the all-out war declared by the Armed Forces of the Philippines against the Bangsamoro Islamic Freedom Fighters (BIFF). The most effective way to unite a people is to wage war against one of its own. By what logic did the Aquino government think it could launch a military operation into the stronghold of the MILF and BIFF and emerge from it with its forces and peace agreement intact? Worse, Oplan Exodus was launched not for a military objective of the AFP but for the US Armed Forces. By all indications, Oplan Exodus was ordered, conceptualized, supported and funded by the US. It even trained those who would participate in the operations and provided intelligence, drones, and helicopters for the retrieval operations. Witnesses even reported seeing a Caucasian from among the casualties on the government side. This is why the Aquino government tried to cover up the whole military operation by initially claiming that it was merely a police operation to enforce an arrest

warrant. It also initially claimed that it is not President Aquino’s business to meddle into police operations. When the testimonies of suspended Philippine National Police (PNP) chief Alan Purisima and sacked Special Action Forces (SAF) commander Getulio Napeñas revealed that President Aquino was regularly briefed about the plan and operations, Malacañang’s response was that the president knew about the general plans but not about the details of the actual operations. President Aquino added that Napeñas was instructed to coordinate with all concerned and apparently did not do so. When the text messages between Purisima and President Aquino surfaced revealing that the president was being provided real time briefings on what was happening on the ground, especially when the casualties on the SAF side were mounting, Aquino claimed, at first, that Purisima did not give him accurate information regarding the state of the SAF and the reinforcements. Malacañang even provided an absurd claim that Aquino’s cell phone was turned off during the actual launch of the operations. After Purisima resigned and President Aquino praised him to high heavens, he again laid the blame on Napeñas by claiming that the latter fooled him. President Aquino is currently in a fix. The fundamental flaws of Operation Exodus is so damning if he admits that he was on top of the operations. On the other hand, the more Malacañang releases only parts of the truth, the more questions are raised. And the more testimonies reveal what President Aquino knows about the operations, the more absurd Malacañang’s excuses become. Thus, it is not surprising that both houses of Congress have suspended its Mamasapano inquiries on the pretext that it does not want to preempt the investigation of the Board of Inquiry created by the PNP. As of this writing, the PNP has not made public the report of the Board of Inquiry, which reportedly would be submitted to the PNP by 4 p.m. today March 12. With what has been surfacing so far, nothing short of the truth would be acceptable to the public. Unfortunately for the Aquino government both a truthful account of what happened and the president’s role in it or a cover up would not convince the Filipino people to just move on and put a closure to the issue by going “back to normal.” The call for truth, accountability, and justice would not simply fade away.|

Nakatayo siya habang sinusuntok ni Resty si Bernie, tinutukan ng baril at hinila papunta sa isang taxi. Tumulong si Fer at dalawa pang tao sa pagsakay kay Bernie sa taxi. Pangalawa, nakita siyang muli nang dumating sina Resty sakay ng nasabing taxi sa isang beerhouse. Sa oras na iyon, duguan ang kamiseta ni Fer at may sugat sa daliri. Batay sa dalawang sirkumstansyang ito, hinatulan din ng mababang hukuman si Fer sa pagpatay kay Bernie tulad ni Resty dahil may sabwatan daw sila. Ang tatlong kasama pa nila ay hindi nasentensiyahan dahil hindi pa nahuhuli. Tama ba ang hatol ng mababang hukuman kay Fer?  MALI. Ang mga pangunahing may sala sa isang

krimen ay yung mga tuwirang sumali sa pagsasagawa ng krimen; o yung namuwersa o naghikayat sa iba na gumawa nito o yung tumulong na maganap ang krimen sa pamamagitan ng mga gawaing kung wala’y hindi iyon matutupad. Sa kasong ito, hindi kasali si Fer sa awayan ni Resty at Bernie sa basketball court. Nanood lang siya noon. Hindi niya sinuntok o tinutukan ng baril si Bernie. Tumulong lang siya sa pagsakay kay Bernie sa taxi. A project which is part of the Phase 2 project planned by the PMO Batangas is also planned for by AG&P. The port’s open area, formerly undeveloped area, was handed over to AG&P and is divided into two areas where a contract comprising of 22 hectares for Lot 1 and 24 hectares for Lot 2 is formed. The idea is to build a fabrication yard for the manufacture of AG&P materials to be sent to their multi-international partner companies via vessel.

However, PPA is still compelling the provincial government to utilize the Port Livelihood Center since according to the contract it is under the provincial government’s jurisdiction. Competitiveness survey orientation conducted for Batangas LGUs THE CALABARZON Regional Competitiveness Committee (RCC) is conducting a series of orientation seminars about the survey on Cities and Municipalities Competitiveness Index, or CMCI. The orientation held in Lipa City yesterday was attended by business permit and licensing officers and planning officers of the 25 local governments in the province of Batangas. RCC Co-Chairman Director Donald Gawe said that the objective is to orient local governments on how to accomplish the 2015 CMCI data capture sheets. Gawe told participants that the survey is a tool not solely for competitiveness but also a framework for planning and benchmarking for which a city or municipality could tell where it stands. Marilou Quinco-Toledo, Regional Director of the Department of Trade and Industry (DTI) and Chair of the RCC said that the CMCI survey is using 28 indicators

grouped into three equallyweighted pillars: economic dynamism, governance efficiency and infrastructure of which scores on each pillar are combined to form the overall score used to rank cities and municipalities. Toledo added that survey results will be the diagnoses of the current states of local governments and will be the basis in improving competitiveness. Philippine Statistics Agency (PSA) Regional Director Rosalinda Bautista said that the RCC seeks to improve the competitiveness of local governments through measurement. “What can not be measured, can not be assessed; thus can not be improved”, Bautista explained. iba’t ibang prestihiyosong painting competitions sa bansa ang naglaban-laban dito. Ayon kay Bill Perez ng Kunst Gallery, halos taun-taon ay nagsasagawa sila ng painting competition. Layunin nila na makapaghikayat ng mga young and talented contemporary artists na madadala nila sa iba’t ibang bansa sa Europa upang maipakita ang angking husay ng mga Pinoy sa sining. Ilan sa mga nauna nilang tema ng kompetisyon ay ang centennial celebration ni Gen. Miguel Malvar, Bangkero Festival ng Pagsanjan, Sublian Festival ng Batangas City at ang huli ay ang The Life of Dr. Jose Rizal. Ang 23 artworks na kalahok sa kompetisyon ay itatanghal din sa anim na bansa sa Europa sa pagdiriwang ng Philippine Independence Day upang mabigyan ng mga pagkakataon ang mga Filipino sa ibang bansa na makita ang mga ito. VSR Sports Tournament 2015. Labing tatlong (13) koponan na binubuo ng labing siyam (19) na departamento at limang (5) national agencies ang maglalaban-laban sa Kapitolyo ng Batangas para sa kauna-unahang VSR InterDepartment and National Agency Sports Tournament na pormal na binuksan ni Gov. Vilma Santos Recto sa pamamagitan ng ceremonial toss. Sa unang araw ng kompetisyon, itinanghal ng bawat koponan sa opening parade ang kanilang naggagandahang muse kasama ang mga manlalaro para sa basketball at volleyball events.
