Ang tinutukoy umano sa kaso ay ang limang (5) ektaryang lupa sa Lunsod ng Muntinlupa na umano’y ibinigay ng mga tenants kay Mayor Sabili bilang konsiderasyon sa pagtulong nito para sa pagkakaayos ng problema ng lupa. Diversion Road widening at port zone access road, prayoridad ng DPWH

BATANGAS City -- Kabilang ang pagpapatuloy ng road widening sa Batangas Port Diversion Road at ang konstruksiyon ng Tabangao Port Zone Access Road (TPZAR) na isang diversion road along the shoreline sa mga pangunahing proyektong prayoridad ng Department of Public Works and Highways (DPWH) sa Ikalawang Distrito ng Batangas. Iginawad ang Gold Award sa Epidemiology Surveillance Unit sa CHO dahil sa mahusay na koordinasyon at tuloy tuloy na monitoring sa mga publiko at pribadong ospitalukol sa mga reportable at notifiable deseases kagaya ng MERS CoV, at Ebola virus. Ito ay mahalaga upang magawan ng kaukulang aksyon

mga commercial sex workers upang mapangalagaan ang kanilang kalusugan at maiwasan ang pagkalat ng mga sexually transmitted deseases. Nagbibigay rin ng counselling ang CHO sa kanila at dito ay hinikayat sila sa iba pang pwedeng pagkakitaan.

IT was already on the fourth day when President Simeon Benigno C. Aquino III formally addressed the nation about the Mamasapano crisis that happened on January 25. Except to give a haphazard report about the 44 casualties from the Special Action Force (SAF) of the Philippine National Police in an encounter with the Moro Islamic Liberation Front and Bangsamoro Islamic Freedom Fighters and the long running intent to capture the international terrorist Malaysian Zukifli Bin Hir alias Marwan, the President seemed detached and dry. But it was on his second address a few days after when public opinion was transitioning to become public outrage. It was getting clearer to many that the President was evasive in explaining his role and responsibility as president and commander-in-chief. His preference of attending the inauguration of a car factory with nary a national significance rather than lending his most needed presence at the arrival of the caskets of 44 special forces (who died in a dangerous mission that could only be the making of a high officer in a chain of command) was very telling of one kind of presidential demeanor. People were criticizing him for insensitivity, incompetence and evasiveness—which was characteristic of how he handled the bloody hostage-taking at the Quirino Grandstand in 2010 and the Zamboanga siege in 2013, or so the public perception goes. From media reports it was established that as early as Sunday morning of January 25, President Aquino already knew of the Mamasapano operation. In fact he said so during his speech before the PNP-SAF officers on January 30, “Simula pa noong Linggo, umaga pa lang, sinabihan ha ako ng nagging resulta nitong kay Marwan. Tapos habang sinisiyasat naming ang pagbobomba sa Zamboanga, dumarating ang mga report,” (As early as Sunday morning, I was already told about the result of the operation against Marwan. Afterwards, while we were assessing the bombing in Zamboanga, other reports came.) Indeed, many lives could not have been wasted had someone acted in favor of life. Apparently, the powers-that-be favored other political agenda or something else. As if these were not enough, the complicity of muddling up the truth belabors the obvious. On February 12, during the Senate hearing on this Mamapasano tragedy, Interior Secretary Mar Roxas, Defense Secretary Voltair Gazmin and Armed Forces chief General Gregorio Pio Catapang, all said that they did not inform Aquino about the Mamapasano emergency right away. Resigned PNP Chief Alan Purisima, who keeps popping up as one who is in the know about the Operation Exodus, did not give a good answer when asked if he informed President Aquino about the Mamapasano operation. He said he needed to seek clearance first from the President. People have been clamoring for an independent investigation. Both houses of Congress tried to respond to this clamor by conducting separate investigation—in aid of legislation. But, tactically or otherwise, investigation conducted by the lower house stopped. And so is the one of the Senate by resorting to Executive Sessions which is exclusive and non-transparent. Is there an orchestrated move to bury the truth? This is seriously consequential knowing that history have painful lessons when leaders resort to cover up and lies.|

Social dialogue in a context of religious freedom THE Synod Fathers spoke of the importance of respect for religious freedom, viewed as a fundamental human right. This includes “the freedom to choose the religion which one judges to be true and to manifest one’s beliefs in public”. A healthy pluralism, one which genuinely respects differences and values them as such, does not entail privatizing religions in an attempt to reduce them to the quiet obscurity of the individual’s conscience or to relegate them to the enclosed precincts of churches, synagogues or mosques. This would represent, in effect, a new form of discrimination and authoritarianism. The respect due to the agnostic or non-believing minority should not be arbitrarily imposed in a way that silences the convictions of the believing majority or ignores the wealth of religious traditions. In the long run, this would feed resentment rather than tolerance and peace. When considering the effect of religion on public life, one must distinguish the different ways in which it is practiced. Intellectuals and serious journalists frequently descend to crude and superficial generalizations in speaking of the shortcomings of religion, and often prove incapable of realizing that not all believers—or religious leader—are the same. Some politicians take advantage of this confusion to justify acts of discrimination. At other times, contempt is shown for writings which reflect religious convictions, overlooking the fact that religious classics can prove meaningful in every age; they have an enduring power to open new horizons, to stimulate thought, to expand the mind and the heart. This contempt is due to the myopia of a certain rationalism. Is it reasonable and enlightened to dismiss certain writings simply because they arose in a context of religious belief? These writings include principles which are profoundly humanistic and, albeit tinged with religious symbols and teachings, they have a certain value for reason. As believers, we also feel close to those who do not consider themselves part of any religious tradition, yet sincerely seek the truth, goodness and beauty which we believe have their highest expression and source in God. We consider them as precious allies in the commitment to defending human dignity, in building peaceful coexistence between peoples and in protecting creation. A special place of encounter is offered by new Areopagi such as the Court of the Gentiles, where “believers and non-believers are able to engage in dialogue .|–Evangelii Gaudium, #255-258, 2013

Groaning for truth

The truth, the bad and the ugly DURING the time when the Aquino government was defending the signing of the Enhanced Defense Cooperation Agreement (EDCA) with the US, it repeatedly claimed that the increased presence of US troops in the country would ‘protect’ the country in the event that the territorial dispute with China escalates into a shooting war. While the furor over the expose’ of the existence of the Aquino administration’s pork barrel creation the Disbursement Acceleration Program (DAP) and Pres. Benigno Aquino III’s bellicose attitude in defending it, shattered its self-proclaimed image as an anticorruption crusader, its “daang matuwid” (righteous path) slogan imploded with the Mamasapano fiasco and President Aquino’s failed attempts at escaping accountability for the costly and fatal blunder. Now, the only thing that the Aquino administration could boast of and cling to is its supposed accomplishments in achieving economic growth. Or is there basis for it? Last January 23, Ibon Foundation released its comprehensive and incisive analysis of the Philippine economy in 2014. The important points raised by Ibon Foundation are the following: 1. Economic growth, primarily driven in recent years by public and private construction and real estate, is showing signs of slowing down. Its other sources of growth such as business process outsourcing (BPO),

trade, tourism and remittances from overseas Filipinos are likewise slowing down. According to Ibon Foundation, “The slowdown will have the effect of making the pattern of economic growth under the Aquino administration broadly similar to those of recent administrations – growth picking up at the start of the term, peaking somewhere mid-term, and then slowing as the end of the term approaches.” 2. Moreover, while these sectors of the economy fueled the growth in recent years, it never built a solid foundation for long-term growth, which could be achieved by developing local industries and domestic productive capacity. Instead the country remains as a source of cheap labor and cheap raw materials while being a captive market for foreign goods and services. 3. The jobs crisis continues despite claims by the Aquino government of an improving employment situation. Ibon estimates reveal that the unemployment rate remains within historical highs of 10-12 % since 2000 or at an average of 11.0% over the last 15 years. The government claims an unemployment rate of 6.8% and an underemployment rate of 18.4%. It claims to have generated 1.02 million jobs. However, part time work accounted for 90% or 918,000 of the total jobs created; 605,000 or 60% are jobs with less than 20 hours per week. Also 699,000 or 68% of employment created was in the informal sector or unpaid family work.

The neoliberal bane and the 3Ps (Peace talks, People’s pope, People’s war) 1ST PART OF 2-PART SERIES

THE liberal tide that once set apart emergent capitalism from feudalism’s obsolescence is now a plague that threatens all living systems. Neoliberalism aims to prolong capitalism’s lease on lives and labor by converting what the latter identifies as last frontiers into its own likeness. And it does this through the abuse of military power. The universalization of capital through the abuse of military power is actually this process that is benignly labelled as globalization by the General Agreement on Tariffs and Trade-World Trade Organization (GATTWTO). In the 90s, neoliberal economists preached of GATT-WTO’s “trickle down effect” to convince everyone that under capitalism, money is on all sides of the area if we knew how to play the game. And since then, the poor got poorer every day. Trickle down was not the only liberal blunder there was. Two decades ago, on December 14, 2004, the Philippine Senate ratified the nation’s accession to GATTWTO allowing full scale trade liberalization and the dismantling of protectionist policies that were otherwise maintained by economically powerful countries who are signatories to the same agreement. For imperialist nations, GATT-WTO was a solution to the financial crisis and the narrowing of profits in the realm of production. For a pre-industrial economy such as what we have in the country, GATT-WTO’s ratification was also the moment when the Philippine Senate signed death certificates on behalf of Filipino farmers. But that is just partly true. Another part of the truth is that those senators also signed the Philippine Senate’s death certificate. In client states like ours, the genuine defence of democracy and sovereignty is the Left’s business. It is a serious business being ran against government and its supporters from “civil society.” In the same year, then President Fidel V. Ramos and the National Democratic Front of the Philippines (NDFP) commenced the formal peace negotiations. In his third SONA in 1994, Ramos claims that he did it for “political stability”: “to restore civic order was our most pressing commitment you and I have redeemed. Armed with reason and goodwill, we are well on our way to a lasting and honorable peace with dissidents and insurgents.

All-out war we reserve for criminals, terrorists, and plunderers.” A l l e g e d communist leader Wilma Tiamzon who was captured in the same year was released by the Ramos regime as she was one of the recognized NDFP negotiators for the Peace Talks. The biggest irony in the Ramos administration is not so much that a military man commenced peace negotiations with the “rebels.” For such an act can even be read as the logical conclusion of military expertise. It is to Ramos’s credit to have gone down in history as the president who launched negotiations with the communist forces in the country in recent times. But it is a shame for government, particularly, the Ramos administration to have done so in the same year that it has also started to drag the Filipino people into the depths of imperialist plunder through GATTWTO. What kind of genuine peace can be achieved in facilitating the systematic exploitation and oppression of a people through neoliberal policies? Clearly, government has not just ignored the roots of war. The ratification of the GATT-WTO and its continued implementation through neoliberal policies have only worsened social conditions to which the people’s war for national liberation in all its decisive fierceness responds: Human rights, now! Self determination, now! Freedom from hunger, now! War and Peace Without addressing the socio-economic roots of the armed conflict how can government expect revolutionaries scattered over rural villages to give up the fight for land, life, and futures when the very same revolutionary engagement makes them strong and legitimate in their own right? Such is the undeniable reality of the people’s war. We have heard of anti-communists opine about how revolutionary forces and the people they manage to infantilize are nothing more than puppets marching way ahead of themselves toward their depressing destiny. The discourse of fatalism in this anticommunist rant is patent. That more and more people are joining the revolutionary ranks remains to be an object of contempt for and insult to the aspirational dispositions of these fatalists. - To be continued -

Mga karapatan at pananagutan ANG lahat ay may karapatan sa ilalim ng batas na may limitasyon o hangganan. Magkakaroon tayo ng pananagutan kapag lumampas o inabuso natin ang limitasyong ito. Ito ang ipapaliwanag sa kaso ni Karen. Si Karen ay empleyado ng isang airline company na mayroong opisina sa isang malaking mall. Minsan ay naisipan niyang bumisita sa isang boutique o tindahan ng mga damit at matapos magsukat ng ilang damit, naisipan niyang bilhin ang isang itim na “jeans” na nagkakahalaga ng P2098.00. Binayaran ni Karen ang nasabing jeans at tumungo na siya sa iba pang tindahan. Sinundan siya ng isang empleyado ng botique at sinabing hindi pa niya ito nababayaran ang jeans. Iginiit niyang binayaran na niya ito at ipinakita ang resibo sa empleyado. Nang magpumilit pa rin, iminungkahi ni Karen na doon na lamang sa kanilang opisina sila mag-usap. Noong nasa kanilang opisina na sila ayon kay Karen, inalipusta at ipinahiya siya ng empleyado ng tindahan sa harap ng mga kliyente ng airline company at ipinilit na kunin ang bayad ng jeans. Nguni’t hindi pa dito nagtapos ang pangyayari. Nagpadala pa ng sulat ang may-ari ng tindahan sa kanyang employer at sa HR department ng mall na sinisiraan siya ng puri. Kaya nagsampa si Karen ng “Complaint for Damages” laban sa may-ari ng tindahan. Sinabi niyang nagdulot ito ng labis na pisikal at emosyal na pasakit sa kanya dahil sa kahihiyan at paninirang puri na sanhi ng kanyang di maayos na pagtulog. Sa kanilang sagot, sinabi ng may-ari ng tindahan na ginamit lamang nila ang kanilang karapatan upang tanungin si Karen kung nabayaran ba o hindi ang

pantalon. Sinabi nila na hindi lamang nagkaintindihan ang kanilang empleyado kaya gumawa sila ng paraan upang kausapin si Karen ng mahinahon. Dinismis ng Mababang Hukuman (RTC) ang kasong isinampa ni Karen at sinabing ginamit lamang ang may-ari ng botique ng kanilang karapatan upang tanungin si Karen kung nabayaran nga niya ang pantalon. Sinabi rin ng RTC na si Karen ang naglagay sa kanyang sarili sa sitwasyong iyon ng ipakiusap niyang doon na lamang sila mag-usap sa kanyang opisina. Ang sulat daw na ipinadala ng tindahan sa employer ni Karen ay upang hilingin lang ang kanilang ayuda upang siya’y makausap. Malinis daw ang kanilang intensyon. Nguni’t binaligtad ng Court of Appeals (CA) ang desisyon ng RTC at sinabing may masamang intensyon ang tindahan sa pagpapadala ng sulat sa employer ni Karen. Hindi lamang sila sumulat upang singilin si Karen kung hindi siniraan pa siya ng puri. Tama ba ang CA?  Tama po. Ayon sa Korte Suprema, malinaw sa sulat ng Botique owner sa airline company na hindi lamang sila nangongolekta ng utang kung hindi naninira ng puri ni Karen. Ang aksyong ito ay hindi katanggaptanggap dahil wala silang ebidensya samantalang may naipakitang sapat na ebidensya si Karen na nabayaran nga niya ang jeans. Hindi dapat ina-abuso ang ating karapatan at dapat lamang ito gamitin sa makatarungan at matuwid na pamamaraan. Inabuso ng may-ari ng tindahan ang kanilang karapatan kaya dapat silang magbayad ng danyos (California Clothing Inc. and Michelle S. Ybañez vs. Shirley G. Quiñones, G.R. Time for a paradigm shift? LAST PART OF 2-PART SERIES

TRACK THREE --- Considering the above 4 possible scenarios, it may be best to look at Plan “B” or other alternative options. One possible alternative for this interregnum or possible debacle and in order to address the high expectations of the Bangsamoro -- or in a “best case scenario”, soon after a new BBL is entrenched -- Massive Development must be done in the Bangsamoro Area. (akin to the socalled Marshall Plan done in Europe after the World War destruction). The donor community (World Bank, JICA, AUSAID, USAID etc) and the foreign countries that have always been supportive of the peace process must be prepared this early to help the Philippine government for this massive development plan.  MILF SINCERITY --- First, allow me to help disabuse the minds of many questioning the “sincerity” of the MILF in seeking a peaceful settlement. Take it from me. I have worked with the MILF leadership headed by the late MILF Chairman HASHIM SALAMAT starting in 2001 until 2003 when I assumed as government chief negotiator and more especially with now MILF Chairman KAGI MURAD who was then my counterpart across the negotiating table as MILF chief negotiator. Subsequently, I also headed OPAPP. I could tell MILF's intentions were clear: to find a peaceful but principled settlement to the Moro problem. They have transitioned from struggle for independence to enhanced empowerment. I can cite many examples but I'll mention only one. For example: to the credit of the MILF, they have agreed early on (during my “watch” as chief negotiator) to do development on the ground while negotiations were still going on. Hence the formation of a “Mindanao Trust Fund” (with the World Bank as lead) with the MILF organizing its development arm called “Bangsamoro Development Authority” (BDA). It should be noted that this was never done before in any peace negotiations anywhere in the world. The purpose was to “capacitate” them (from combatants to development workers) and to start a modest template of development partnership and to find “comfort zones” with the donor community and the government's development agencies. The original plan was that after the final peace agreement is done, then a massive development fund can be put together with the MILF taking the lead on the ground to improve the lives of the Bangsamoro.  CAPABILITY --- While my experience with the MILF convinced me of the leadership's sincerity, the issue of “capability” however kept bothering me ever since. Unlike our AFP, the so-called command and control of MILF's forces by its leadership were -- and still are -- not that tight as we normally expected. Moreover, their communities host all sorts of armed groups (kidnap for ransom, criminals, private armed groups (PAGs) and it is too much to expect the MILF to have full operational control over all of them. Mamasapano is a stark example. Truth is, MILF numerically is a minority but they somehow showed they are carrying the torch for the Bangsamoro. The expectation was that if it is bestowed some level of authority, the MILF can eventually put some semblance of order to the disparate and challenging environment. But leveling of such expectations have some factors to consider. Reality dictates that MILF , even if entrenched, cannot dominate the scene in areas like the island provinces of Sulu, Basilan and Tawitawi obviously due to tribal considerations and the preponderance presence of the MNLF there. All told, tribal and ethnic considerations must be factored in the over-all picture because those who know these sensitivities are cautionary about this.  RECALIBRATE --- With the 4 scenarios above at play. we may need to recalibrate things. We know that the "mantra" of rebel groups, MILF included, is to seek a "political settlement" first and foremost, before "development" can be done in their areas, protecting their constituents from being "coopted" and their "cause" consequentially shunted aside. The mantra is: peace settlement FIRST before development. Perhaps, we can now all consider a paradigm shift: development SIMULTANEOUS with seeking a final settlement. With the need to restore confidence and rebuild lost goodwill, it may be best now that we jointly re-invent the approaches and the timelines. The MILF can be partners of the government in this massive development work, in order to win or regain lost goodwill and trust WHILE WE ARE ALL STILL FINALIZING OR ENTRENCHING OR NURTURING THE PEACE SETTLEMENT. This is a win-win alternative. Improving the lives of people is always a winner. Then the FINAL political settlement can follow. We need not force the issue now, if we can help it. But if this is too radical a shift, then the best-case scenario is to change the discourse from political to development. The political settlement can be allowed to slowly evolve. The MILF will not -- or should not -- reject this because then it may give credence to the suspicion of some sectors that they give priority to political power than improving the lives of the Bangsamoro. For in the ultimate analysis, it is the latter that peace settlements are all about.  PEACE BUS --- As a final note. Sadly, we are all DISTRACTED from the intended main focus of the day. Investigations, blame games, calls for retributions and vengeance, seeking justice and accountability can well proceed on their own. But, these are all “side streets”. The truth, the bad and the ugly 4. While the government declares that family poverty incidence is at 19.7%, with its low poverty threshold of P56 per day, sixty six million or 68% of Filipinos live on P125 or less per day. 5. On the other side of the income spectrum, according to studies by Ibon Foundation, the net worth of the 40 richest Filipinos rose to $72.2 billion in 2014. The net income of the Top 1,000 firms amounted to P1, 013.4 billion ($22.59 billion) in 2013, while the net income of the 306 Philippine Stock Exchange (PSE)-listed firms already reached P311.6 billion ($6.946 billion) by mid-2014. 6. Meanwhile, the government continues to pursue the same privatization and deregulation policies that have caused a spike in prices and rates of basic products, services and utilities. For example, the country has the most expensive power rates in Asia. Since the privatization of water utilities in 1997, the rates have increased by 559% for the concessionaire Maynilad and by 859% for Manila Water. The government also recently implemented large increases in the fares for the country’s commuter train systems MRT and LRT. The impending privatization of other essential services such as government hospitals, like in the case of the Philippine Orthopedic Center, would result in unaffordable rates for the poor majority. Sadly, except for the announcements regarding fare and rate increases, these important points that have a bearing on the lives of majority of Filipinos are hardly reported by corporate media conglomerates. Why?

First, because media conglomerates are themselves run by corporate interests. Second, because of the blinders created by governments, academic institutions and the media, which emanates from their blind faith to the free-market theory. And this is true the world over. The free-market theory, which is at the core of capitalism, is the basis for the privatization, deregulation and liberalization policies being pursued by governments, including the Aquino government. And it is being projected as gospel truth even if it has caused the crisis that has imploded with regularity and increasing frequency through the years, the latest of which was in 2007-2008 and has not yet abated since. These are still being pursued and accepted as the one and only truth in economic theory despite the widening and increasingly scandalous social inequities, the widespread poverty and hunger, the wars and violence that emanates from it. It is actually an ideology but is not being called as such because it gives capitalism and free-market theory a bad and ugly image and deviates from its projection as the sole truth in economics. For governments, the academe and media, capitalism and the free market theory is not an ideology but communism is. Now take off the blinders and analyze the economic situation in the country, and the world for that matter, then what is left for the Aquino government to brag about? Isn’t this what the much-hated Arroyo administration, and all other past administrations in the country, also boasted about?|

Campaign against coal-fired power plant continues It can be recalled that because the coal fire issue is so alarming, the Catholic Church make a move to protest about the proposed project, they have conducted a Prayer Rally last February 24, 2015 wherein, the youth, barangay officials, environment advocates, residents and other concerned Batangueños joined the activity. This aimed to bring a message to the government and JG Summit that aside from environment, lives of people matters in this issue.

From Capitol, people on their red shirts walk and pray until they reach Basilica of the Immaculate Conception followed by short talks and a Holy Mass. Libreng edukasyon sa Lipa, libreng gatas sa Padre Garcia PINAGMAMALAKI ngayon ni MAS Foundation chair Bernadette Sabili, maybahay ni Lipa City Mayor Meynardo Sabili ang ilan sa mga naging proyekto ng pamahalaang lunsod ng Lipa sa ilalim ng pamumuno ng kaniyang asawa. Kabilangn dito ang pagkakaroon ng halos 25,000 estudyante na nakikinabang sa libreng edukasyon. Hindi umano kinakailangang puro matataas ang grado ng mga estudyante para manatiling nakikinabang sa libreng edukasyon sapagkat naniniwala silang ang pamumuhunan sa kabtaan ang susi sa magiging magandang kinabukasan ng kanilang lunsod. Sa larangan naman ng serbisyong pangkalusugan, merong blue card na ipinagkaloob sa ilang residente ng Lunsod ng Lipa na pwedeng magamit sa Ospital ng Lipa para sa libreng hospitalisasyon. Ang naturang ospital ay isa sa mga brainchild project ni Mayor Sabili at ngayon ay isa nang Level I hospital. -oOoNito ring nakalipas na linggo, dalawang araw na magkasunod na natunghayan natin ang mga kaganapan sa bayan ng Padre Garcia. Bukod sa fresh milk, may mga kababaihan na ring gumagawa ng mga kakanin gaya ng milkoplan at chocomilk. Samantala, kinabukasan naman, nagpakita ng kakaibang talento ang mga kababaihang Garciano sa pagdiriwang ng Women’s Month. Iba’t ibang kumpetisyon ang nilahukan ng mga samahang pangkababaihan ng munisipyo at ipinakita sa publiko na babae man sila ay may malaki ring maiaambag sa pagkakaroon ng maayos na pamumuhay sa bawat komunidad.|

Makiling, Los Baños Laguna noong ika 5 hanggang ika 7 ng Marso. Kasama ni Scout executive Ramil S. Borbon si Mr. Antonino Velasquez na dumalo sa nasabing workshop at kumatawan sa boy scout Batangas City council. Sila din ang nagkamit ng “Most Complete Report”. Binansagan din si Borbon bilang Mr. Text Blast at Most Focused naman si Velasquez. Ang nasabing workshop ay isa lamang sa series ng mga workshop na isinasagawa ng BSP National Office sa lahat ng Local Councils. Ayon kay Fababier, ang training na ito ay isinagawa para sa mga pampublikong guro upang malaman ang kanilang kalakasan at kahinaan na dapat pagtuunan ng pansin. Dahil dito, malalaman nila ang tamang training na angkop para sa kanila. Vilma Santos Recto bilang pagkilala sa kanilang naging tagumpay bilang champion sa nakaraang Southern Tagalog Calabarzon Athletic Association Meet na ginanap mula Pebrero 8–14, 2015 sa Imus City, Cavite. Nagkamit ng 211 medalya sa iba’t ibang larangan ng sports ang mga batang atleta kung saan nakapag-uwi ang buong delegasyon ng Batangas ng 77 gold medals, 57 silver medals at 77 bronze medals.
