Talakayan para sa pangangalaga ng baybayin, isinagawa sa OCVAS ISANG consultative workshop on Integrated Coastal Management (ICM) and Coastal and Marine Water Zone (CMWZ) Planning Process for the City of Batangas ang isinagawa kamakailan sa Research Training Center ng OCVAS sa barangay Bolbok.

Ayon kay Luningning Morales, Planning Officer at Coastal Marine Management Sector Focal Person ng Department of Environment and Natural Resources Office (DENR) Batangas, layunin ng nabanggit na workshop na makapagbalangkas ng ICM plan para sa Verde Island Passage.

Ito aniya ay isang proyekto ng kanilang tanggapan para sa mga coastal

municipalities and cities kung saan sila ay nakikipagtuwang sa mga local government units (LGU) upang magbigay ng technical assistance sa pangangasiwa ng marine resources.

Itinuturing na “center of the center of marine bio diversity” sa buong mundo ang Verde Island Passage na nasa boundary ng Batangas City at Oriental Mindoro kung kayat nararapat lamang na ito ay pangalagaan at protektahan.

Idinagdag pa ni Morales na taong 2012 nang simulan nila ang pagsasagawa ng mga consultative workshop. Sa taong 2016 inaasahan ang implementasyon ng mga nabuong plano.

inanyayahan na dumalo sa naturang pagtitipon gayundin ang mga kinatawan ng City Environment Office.

Tinalakay ni Morales ang Guide to Developing a Coastal Strategy sa unang araw habang sa ikalawang araw naman ay Coastal and Marine Water Zoning ang tinalakay ni Dr Domingo Bravo, chief ng Priority Programs Coordinating Office, DENR CALABARZON Region.

Ang magiging output sa workshop ay gagawan ng mapping at validation upang maiadapt sa lunsod.

TESDA screens local entries for nationwide video-making contest THE Technical Education and Skills Development Authority – (TESDA) Mimaropa holds the regional screening for the Tatak TESDA Video Making Year 2 today.

Lumang disenyo ng perang papel, magagamit na lang hanggang 2015 ROMBLON, Romblon — Inihayag ng Bangko Sentral ng Pilipinas (BSP)-Lucena na hanggang Disyembre 31 na lamang maaaring gastusin at gamitin sa mga transaksyon ang mga lumang disenyo ng perang papel.

Ang perang tinutukoy ay ang inilabas ng BSP na New Design Series (NDS).

Alinsunod sa Section 57 ng Republic Act No. 7653 o ang New Central Bank Act, ang BSP ay pinagkalooban ng kapangyarihan na palitan ang mga salaping papel na nasa sirkulasyon ng may humigit-kumulang sa limang taon. Batay rin ito sa inilabas ng BSP na Circular No. 863 series of 2014 at Monetary Board Resolution No. 1939 na nag-aatas ng demonetisasyon o pagpapalit ng perang NDS sa tinatawag na NGC simula sa unang araw ng Enero ng taong kasalukuyan.

Sa programang PIA Mimaropa Hour sa radyo, sinabi ni Melanie N. Condes, Senior Research Specialist ng Economic and Financial Learning Center ng BSP-Lucena, na simula Enero 1 hanggang Disyembre 31 ay ipinaiiral na ang demonetization process o pagpapasawalang-bisa sa mga lumang disenyo ng perang papel sa bansa.

Ayon pa kay Condes, hanggang katapusan ng 2015 na lang pwedeng gastusin ang mga lumang perang papel at pagsapit ng Enero 1, 2016, ay wala nang halaga ang perang papel na may lumang disenyo at hindi na ito maaaring ibayad sa anumang transaksyon.

Maaari pa naman aniyang magpapalit ng mga bagong perang papel o tinatawag na New Generation Currency (NGC) Series sa mga awtorisadong bangko at sa mga branch ng BSP o kahit sa kanilang mga opisina sa buong bansa.

Dagdag pa nito, hanggang sa Disyembre 31, 2016 lang din pwedeng palitan ng bago ang mga lumang perang papel dahil simula sa Enero 1, 2017, ang NDS ay demonetized na o wala ng halaga at hindi na pwedeng palitan.| ........................................................................................................

5MW bunker-fired power plant, dagdag suplay ng kuryente sa OrMin CALAPAN CITY, Oriental Mindoro – Karagdagang suplay ng kuryente sa lalawigan ng Oriental Mindoro ang itinayo ng DMCI Bunker-Fired Power Plant sa lungsod ng Calapan kamakailan.

Ito ay magbibigay ng 15MW power na magpapalakas ng suplay ng kuryente upang maiwasan ang malawakang brownouts.

Ang DMCI ay isang world class power plant na may modernong pasilidad, ang ikalimang Independent Power Producer (IPP) sa Oriental Mindoro mula sa kasalukuyang operational power plant. Gamit ang mga makabagong kagamitan, malaking bentahe ito sa mas mabilis na sistema ng pagbibigay ng karagdagang suplay ng kuryente na magtitiyak na maiiwasan na ang pagkakaroon ng brownout sa lahat ng lugar sa Oriental Mindoro.

Kaugnay nito, mainit ang naging pagtanggap ni Gob. Alfonso V. Umali, Jr. sa naturang kumpanya sa pagdating nito sa lalawigan. Aniya, malaki ang maitutulong ng 15MW Bunker-Fired Power Plant.|

Ito ay sa pagpapatupad ng No Registration, No Travel Policy na sinimulan noong ika-1 ng Abril at umani ng iba’t ibang reaksyon mula sa mga motorista.

Ayon kay Malou Suelto, Officer-In-Charge ng LTO Batangas City, ang mga may-ari ng naturang sasakyan ay lumabag sa Memorandum Circular Number AVT-2015-1927 na ipinalabas ng Department of Transportation and Communications (DOTC).

Layunin aniya ng kautusang ito na mairehistro ang lahat ng sasakyan sa buong bansa.

Layunin din aniya ng memorandum na pwersahin ang mga car dealers na irehistro kaagad ang mga bagong biling sasakyan at itigil na ang nakaugalian na iniipon muna ang mga papeles bago sabay-sabay na iparehistro sa LTO. Dahil din aniya sa nakaugaliang ito ng mga car dealers kung kaya’t lumobo ang bilang ng mga hindi rehistradong sasakyan sa buong Pilipinas.

Idinagdag pa ni Suelto na hindi kasama ang mga motorsiklo sa kautusang ito subalit kung matagal na naman na nabili ang motorsiklo, dapat ito ay rehistrado na.

Kumpleto na rin aniya ang mga bagong plaka para sa mga bagong kotse at motor maliban na lamang sa mga yellow plates.

Ani pa ni Suelto, ang pagbabayad ng penalties ng mga mahuhuling may paglabag ay maaaring pag-usapan ng dealer at buyer depende sa kanilang napagkasunduan. Ito ay karapatan ng mga bagong may-ari ng sasakyan sapagkat ito ay kanilang pribilehiyo bilang customer.

Nanawagan din si Suelto sa mga may-ari ng sasakyan na iparehistro na agad ang kanilang sasakyan upang hindi na sila magkaproblema sapagkat ang No Registration, No Travel Policy ay tuloy-tuloy nilang ipatutupad.

Iminungkahi rin niya sa mga bagong may-ari ng sasakyan na laging i-follow up sa kanilang mga dealers ang rehistro at ayusin agad ang kaukulang papeles nito.

Ayon sa memorandum circular, walang sasakyan, pribado man o pampasahero, ang maaaring bumiyahe ng hindi nakarehistro sa sa tanggapan ng LTO. Ang mga walang plakang sasakyan na mahuhuli ng LTO Law Enforcers at LTO Deputized Agents ay kailangang iprisinta ng driver ang kopya ng Certificate of Registration (CR) at Official Receipt (OR) ng sasakyan.| JERSON J. Local public schools receive new classrooms THREE public schools in the first district of Batangas received newly constructed school buildings. The construction was funded through the Basic Education Facilities Fund (BEFF) CY 2014 Batch I of the Department of Education (DepEd).

The project was implemented by the Department of Public Works and Highways Batangas I District Engineering Office (DPWH Batangas I DEO).

A one-storey three-classroom school building was erected in Calan Elementary School, Balayan, Batangas while one-storey two-classroom school buildings were built in Cubamba-Gahol Elementary School

and Halang Elementary School, both in Taal, Batangas.

These are just a few of the many school building construction projects implemented by the DPWH Batangas I DEO with funds coming from different government agencies such as DepEd, Philippine Amusement and Gaming Corporation (PAGCor), etc.

These projects aim to improve quality of education in the country by providing students properly ventilated and painted classrooms that will make the students feel at ease during classes. It will also help minimize classes performed under trees and on exposed areas which

means increased safety of school populace, and on the same time it is also in preparation for theupsurge in the demand of classrooms due to the implementation of the K-12 curriculum.

In addition to these school buildings, DPWH Batangas I DEO successfully completed a 611meterlength farm-to-market road (FMR) in Barangay Magabe, Balayan. Funded by the Department of Agriculture (DA), the said road will greatly improve travel time of residents, and especially of agricultural goods within the vicinity of the project.|

“Sa ngayon pa lamang ay hindi ay mula sa Lunsod ng Lipa. Dagdag maikakailang napakalaking tulong pa rito, ang kaniyang asawa na si sa administrasyon ni mayor Mayor Meynard Sabili ay mula sa Meynard Sabili ang M.A.S. mga bayan ng Rosario at San Juan Foundation na pinamumunuan ni at tiyak na may malaking bulto rin mayora at maraming nakikinabang ng supporters ito mula sa mga sa serbisyong pang-edukasyon at naturang bayan.| DHALENZ R. DPWH misses target Ayon kay Pascual, may nakita umanong obstruction sa rehabilitasyon ng tulay kung kayat kakailanganin pang i-redesign ang plano nito.

Sa anim na bored pile umano na dapat maitayo sa tatlong pier ng tulay – dalawa sa bumagsak at tigdadalawa rin sa pier sa gitna, isa pa lang ang naitayo ng kontraktor.

Dagdag pa ni Pascual, “nasa proseso kasi kami ng paglalagay ng bored pile at habang ginagawa namin ito, may matigas na parang konkreto sa ilalim ng ilog, maaaring ito yaong porma ng pile na ginamit ng gumawa ng tulay noong una; at hindi namin sigurado kung paano nila pinorma ito.”

Kadalasan umano, ay inaabot lamang ng tatlong araw sa pagbubuhos para sa isang bored pile kasama na ang pagbubutas. Ngunit sa halos isang linggo na ang nakakaraan ai iisa pa lamang ang nabuhusang bored pile sapagkat nagkaaberya nga sa kabilang bahagi.

Kaugnay nito, magkakaroon ng re-design sa pilote para mailagay ang bored pile at maiiwas sa nakitang obstruction. At ito nga ang sanhi ng pagkabalam ng proyekto.

Dahil dito, hindi pa matiyak ng

kontratista kung ilang araw, ilang linggo o ilang buwan ang aabutin ng mapapadagdag sa original time frame para matapos ang rehabilitasyon ng bumagsak na tulay.

“Hindi po namin masabi (kung gaano pa ito tatagal) kasi sa Pier 2, hindi pa kami nakakapagbutas, magta-try pa lang kami, dagdag pa ni Pascual.

Aniya pa “Gusto po talaga namin na mabilis na matapos itong tulay kaya lang yung quality po ng trabaho ay hindi naman natin maaaring isakripisyo kaya inilalagay din sa tama ng DPWH ang trabaho namin.”

Samantala, nakipagpulong na umano ang pangasiwaan ng JBL Builders at mga pinuno ng DPWH ukol sa pagreredesign ng tulay at kung paano mapapabilis pa ang rehabilitasyon na hindi maisasakripisyo ang katatagan at tibay ng isang bagong tulay sa hinaharap.

Ang tulay ng Calumpang ay nagsimulang magkabitak sa pagdaan ng malalaking trak noong bumagsak ang Bridge of Promise.

OPINION

THIS is the challenge of Easter. Christ’s resurrection has reopened the gates of heaven and has given us a way to enter it. With his rising from the dead, we are given a new life. We are now a new creation, a new man because the eternal curse of sin and death was undone with Christ’s passion and death.

But it’s up to us to CANDIDLY SPEAKING receive this ineffably Rev. Fr. Roy Cimagala tremendous divine offer or reject it. And if we receive it, to develop and care for it, because even if God has given us everything to be what he wants us to be, we always have to correspond to that offer with our freedom, whose proper language is love.

That’s why we have to understand that Easter challenges us to correspond to the new life Christ has given us. Are we ready for it? Are we willing to accept it and to assume the responsibilities inherently attached to it?

In this regard, St. Paul gave us a relevant piece of advice: “Purge out the old leaven, that you may be a new paste, as you are unleavened. For Christ our pasch is sacrificed.” (1 Cor 5,7) These words certainly have reference to the Jewish feast of the Passover when the Israelites were delivered from bondage. It was a practice that involved purging the old leaven they had and offering a spotless lamb as sacrifice.

This Passover feast has become a precursor of Easter when we are supposed to cleanse ourselves from our old man to receive the new life offered to us by the risen Christ, the new paschal sacrifice that is most pleasing and acceptable to God. Easter or the resurrection of Christ, the fruit of the cross, replaces and perfects the old sacrifice. It has the power to forgive us of our sins, and not just to cleanse us externally, which was what the old sacrifice could only achieve. The spotless lamb is replaced by Christ, the “Lamb of God who takes away the sin of the world.”

We can take Easter as the occasion to be more aware of the need to purge ourselves of the old leaven. We have to be aware that through the year, whether intentionally or unintentionally, we acquire many kinds of the old and undesirable leaven.

We have the leaven of the world, for one, that may be represented by the new technologies and other new worldly things that can be very exciting, but can only feed, if we are not careful, our self-indulgence and selfcenteredness, instead of enhancing what is proper to us—our love for God and love for neighbor.

This leaven can so mesmerize our intelligence or our feelings and emotions and our entire bodily organism that it can become an addiction, desensitizing us to our need to be with God and with others always.

Nowadays, many people especially the young are hooked on drugs, sex, games, etc. Withdrawal from them has become almost impossible.

Our other worldly concerns and affairs, like our business and politics, can also produce such old leaven that can give us certain perks and advantages and convenience, but just the same can only swell our ego. This is actually a very formidable foe because this kind of mindset is the mainstream at present.

Of course, we have the usual leaven of the flesh that can lead us to a variety of anomalies like pride, vanity, greed, envy, lust, sloth and the like.

But what is important to realize is that our process of dying to ourselves, which is what purging the old leaven would mean, should simultaneously correspond to our need to rise with Christ, imitating him, identifying ourselves with him in all things.

We can only purge ourselves of the old leaven to the extent that we leaven ourselves with Christ, increasingly knowing, loving and serving him, that would always redound to knowing, loving and serving others, and everyone else.

We need to spread this good news around because many are still ignorant of it, or if not completely ignorant, are still at sea as to how we can purge ourselves of the old leaven and leaven ourselves with Christ.

Actually the leaven of Christ is presented to us as the unleavened bread of life, meaning purged of worldly and bodily leaven. And as Christ himself said, to get this leaven of his, which is unleavened of worldly things, we need to deny ourselves and carry the cross.

We need to love the cross to be able to have the new life offered to us by Christ.|

The challenge of new life

What the graduates of 2015 should remember I COMPOSED the long version of this message to the graduating batch of BSLM students at Dela Salle Lipa. I hope that the readers, especially the graduates of 2015, will find the abbreviated version of the message relevant to their experience.

Several years ago, Chief Justice Cayetano Arellano narrated a parable in his speech for the tercentenary of the University of Sto. Tomas. The parable run as follows: A rough diamond lay on the beach among other stones of the ordinary kind. A boy gathered several of them to play with, and with them he took home the precious stone, though unaware of its value. His father, who was watching him play, saw it and said: ‘Give me that pebble.’ The boy gave it to him, laughing, because he thought: ‘What is papa going to do with that stone?’

The father took the diamond and cut it, giving it the proper angles and facets, and the polished stone sparked magnificently. ‘Look,’ he said to the boy, ‘here is the stone which you gave me.’ The boy, seeing with astonishment the beauty of the sparkling gem, exclaimed: ‘How did you do it, dear papa?’ The father replied: ‘I know the hidden beauty of the rough diamond and have simply relieved it of the coarser exterior, and this is the reason why it now shines in its natural splendor.’

You may find that the cutting and thrashing that your teachers did to you in those four agonizing years inside the classroom is somehow akin to the process that the boy’s father put into the unpolished stone to turn it into a sparkling gem. Some of you may also feel content in the realization that finally, you have discovered the logic of the harshness of student life. Assuming that we cater to such a realization, it may be fruitful to inquire whether you are ready to ask yourself if, after the cutting and thrashing, and after you have been burnt and bended, you become a polished gem or a broken glass. What shape have you become after those four years?

of being shaped and turned into something better and greater than before. It is a process of becoming the man and woman you are conceived to become. It is a process of unravelling whatever it is that makes you different from others. Life is a journey to an end far beyond the present. It is a journey towards the fullness of your humanity and spirituality. It is a journey to a place where you are expected to experience life’s greatest adventures—birth, infancy, adolescent, marriage, childbearing and rearing, adulthood, and old age. It is a journey not only in the physical realm but also in the recesses of the mind because living a full life means tearing down the wall of mediocrity and selfcenteredness. In truth, those cutting and thrashing should have no end but the shape and substance required for a successful journey to the fullness of life.

By this time, most of you have ideas already on what you have gained in your four years study in College. The diploma aside, you gained something good out of your struggle to get here. Whatever it is that you gained, you will have it for the rest of your life.

Interestingly, how will your future be crafted will not also be the same. People experience things differently.

People decide differently even on matters which appear the same on all their sight. Because of this, you have to remember that your future depends not solely on your decision alone, but also, partly on the choices that others make. Consider then, that many things may not be the way you want them to be. Consider then, that while it is sometimes justifiable not to consult your love ones and friends before you make a critical decision, it is of highest importance that you ask God whether yours is in accordance with His will.

The world is too big to conquer. Nobody can move it even with the biggest lever and the highest place to stand on. Humans are limited by time and space. You can only aspire as much, and you can only go as far—your ability

Subservient yet dangerous proposition

I have many aliases, too!

SO, what's all this fuss about MILF's Chair Iqbal using an alias? Use of many aliases or pseudo-names is a common practice. Consider this. Since I was born December 24, my baptismal records call me "JESUS". But if you ask the National Statistics Office ( NSO), they officially call me "JESUS VIRGILIO". My call sign in my congressional radio base before -- and up to now -- still call me "ALPHA". My fraternal brods in the Guardians Brotherhood call me 'BRO ALPHA". My buddies at the radio group REACT call me "CAPSULEMAN".

Friends can call me "JESS". And pretty ladies can call me....... "ANYTIME". (Ooooops! ha ha ha!) So, no worries!  CABINET PRAYER --- Last Wednesday, I joined many former Cabinet members who gathered at President Arroyo'sVeterans Hospital detention room in Quezon City to belatedly celebrate her birthday . She looked frail but beaming. When she joined us at the long table, I immediately volunteered by saying: "Happy birthday, Ma'am. We have a quorum now. Do you want me to start by giving the opening cabinet prayer?" The group broke into laughter, recalling my famous controversial cabinet prayer which she obviously was not happy about some 7 years ago. No, I did not say the prayer this time. Thankfully, the officiating priest who said mass, did!  REALITY CHECK -- Let's all support the work of the National Peace Council composed of eminent leaders in the private sector. As I earlier pointed out, peace summits or dialogues help clarify -- and exorcise -issues. This was what President Ramos did when he talked and forged peace with Nur Misuari's Moro National Liberation Front. This also worked with President Arroyo in order to pick up the pieces shattered by the debacle of the MOA-AD at theSupreme Court. But at the wake of Mamasapano, the eminent persons must first have a reality check. Even with good intentions and their sterling credentials, they have to manage their expectations. Their work is not easy given the over-all prevailing sentiment.

NOT 'DEODORIZER' --- The peace council's work or mandate must not be restricted or canalized but with some wide leeway so that it can redirect or re-formulate courses of action as may be necessary. I trust the eminent persons can do well to avoid being perceived, rightly or wrongly, as just being there to "deodorize" the now controversial BBL.  WORLD BANK STUDY --- I must hurriedly correct the mis-impression given by a news article in the national dailies, where Sen. Chiz Escudero used the recently released World Bank study to oppose the BBL. If you ask me, it is pandering a "half truth" or it lifts or quotes a portion and avoids the whole correct context. I myself have not read the WB report so I had to check with a friend and colleague who is working with WB. In reply, he texted me to clarify that the news story that WB is not supportive or is critical of the BBL is "not true" or is "half true". He said that on the contrary, the report positively notes a dramatic drop in "vertical conflict", meaning between MILF and government forces. But it admonishes the MILF and government to attend to the preponderant "horizontal conflict", referring to clan wars or "ridos", conflicts by rogue elements like BIFF or ASG or just plain criminals. The report then, in obvious support of the BBL, notes that a good start in addressing the total environment of conflict in the Bangsamoro areas is to put a closure to the MILF-GPH peace efforts through the BBL. In any case the WB report also gives us a reality check: that having a final settlement with MILF will not necessarily result to automatic peace as some quarters would like many to believe, given the players on the ground. Managing expectations, as we all know is ........................................................................................................................................................ disparate important in this serious business of peace settlements.

This again reminds me about someone claiming that "there is no god!” quoting a passage in the Holy Bible. He omitted that part which said: "according to the fool". So there.

EVER since telling facts surfaced, which reveal the role of the US in the Mamasapano fiasco, the Aquino government has been doing everything to keep it under wraps. When former Police Special Action Forces commander Getulio Napeñas began answering the queries of Senators regarding details of US involvement, Justice Sec. Leila de Lima interrupted him with a reminder that he was divulging matters involving foreign relations and national security.

Recently, during the continuation of the Lower House probe on the Mamasapano operations, when the Makabayan bloc began asking about the role of the US, officials from the Philippine National Police, Armed Forces of the Philippines, the Aquino government and the House of Representatives hurriedly agreed that these matters be taken up in an executive session.

Another tack being followed by the Aquino government in covering up the role of the US is issuing general declarations that the whole operation was planned, controlled and implemented by Philippine state security forces, the US merely provided intelligence support and that no US soldier was involved in combat operations.

The Department of Foreign Affairs was quick in doing so. This was also the conclusion by the Board of Inquiry (BOI) of the Philippine National Police. They also justified the “support” provided by the US by citing the Mutual Defense Treaty and the existence of the Security Engagement Board.

However, as the investigations continue more and more telling details on the role of the US are being revealed. At first, what was declared was that the US provided intelligence support before and during the operations and assisted in the medical evacuation of injured SAF troops. Then it was revealed that there was US funding and provision of equipment specifically for Oplan Exodus. Later, it was admitted that the US trained the main forces the Seaborne and the 55th SAC, the finger supposedly belonging to Marwan was turned over to the US Federal Bureau of Investigation, and six American personnel were present in the tactical command post.

Worse, one of the six even ordered Major Gen. Edmundo Pangilinan to provide artillery cover for the beleaguered SAF troops but the general refused to be ordered around. The impact of the $5 million award money offered by the US for Marwan could also not be underestimated. http://bulatlat.com/main/2015/03/ 27/will-these-questions-be-ever-answered/ During the recent House probe hearings, Napeñas admitted that the main map, which was used as basis for the planning and implementation of the operation, was provided by the US. He also revealed that the US provided training and similar “assistance” on at least two previous operations against Marwan.

There is more to it than what has been revealed in public so far thus, the declaration of an executive

session.

So now even US Ambassador Philip Goldberg had to chime in that Oplan Exodus was totally planned and executed by Philippine authorities.

More alarming is the recent statement of Justice Sec. De Lima. It an apparent attempt to dismiss the telling details of the US role and questions whether US troops participated in actual combat operations, she was quoted by media saying: “The bottom line is the ability of the Philippine government to determine for itself the extent of US involvement and the full exercise of its control in making decisions on the what, who, when and how of a particular operation.” Thus, the US or other foreign troops can be directly involved in combat operations for as long as the Philippine government allows it.

Either Sec. De Lima is trying to outdo other Aquino government officials in justifying the US role in the Mamasapano fiasco or is doing damage control in the event that more details about the hand of the US is revealed. In any case, her statement, even if she preceded it with a declaration that it was an “academic discussion,” has far reaching implications on Philippine sovereignty and freedom.

For example, because the junta of generals of the former South Vietnamese government (pre-liberation) approved the escalated involvement of half a million US troops, it was perfectly fine? What about the US invasion of Iraq and Afghanistan? Who decided on the extent of US involvement? Surely it was not the former Saddam Hussein and the Taliban governments.

What about the Israel occupation of the Gaza strip?

Who has control over the actions of Israeli troops?

Definitely it is not the Palestinians.

What does she mean by “full exercise of its control in making decisions”? In the case of Vietnam, Iraq, Afghanistan, and Gaza Strip, who had full exercise of control in making decisions?

What about the threats and acts of the US against Cuba, Venezuela, North Korea, and even Iran? Who decided on these?

Sec. De Lima should understand that as Justice secretary, her “opinion” whether preceded by a declaration that it is an “academic discussion” or not represents the official position of the Aquino government and could be used later on as legal basis for its acts.

Worse, it gives the US the go signal to escalate further its intervention in the internal affairs of the country for as long as it is ‘approved’ by the Philippine government. Because of this, what Sec. De Lima opined is downright subservient yet dangerous.

As Justice secretary, as a lawyer, and as a Filipino citizen, Sec. De Lima should be more circumspect about her statements, instead of blindly defending and even emulating her boss President Benigno Simeon Aquino III.|

BUSINESS Agri group calls for lower chicken prices as farm gate prices fall THE Samahang Industriya ng Agrikultura (SINAG) is calling on the Department of Agriculture (DA) to immediately take steps on lowering the suggested retail price or SRP of chicken given the drastic drop in farm gate prices of the commodity.

SINAG chair Rosendo So said that based on the group’s latest Farmgate Price Watch, farm gate prices of chicken has nosedived to only Php4852/kilo for the past two weeks.

“In early January, the farmgate price was around Php78-82/kilo or an almost 50 percent drop in farm gate prices of chicken. Yet, retail prices of chicken remains unchanged at around Php130-135/kilo,” he said.

they are urging the DA and the National Price Coordinating Council (NPCC) to immediately act on correcting the high retail prices of chicken products given the severe reduction at the farmgate for live chicken.

According to SINAG, the difference for chicken at farm gate to retail should only be Php50/kilo to cover costs of transport, handling, storage, marketing and profit margins. At the present farm gate price, chicken should only be sold between Php90100/kilo.

The agri group stressed that the SRP should also include choice cuts and not just for whole chicken.

For the past two years, SINAG has been regularly releasing its Farmgate Price Watch, which lists down the price of agri products as sold by farmers, to guide government and the consumers on the actual price changes of basic food commodities.

According to SINAG, the SRP is imposed to reflect the true value of any agricultural commodity at the level of retailers since this is based on cost of production, farm gate prices and the added costs along the value chain from farm gate to the retailers.

“The imposition of SRP is just but one of the measures to protect the interests of both the consumers and growers.

DENR Calabarzon sets to reforest 17,000 ha more in 2015 LOS BAÑOS, Laguna — The Department of Environment and Natural Resources (DENR) in Calabarzon has targeted to reforest 17,164 hectares more by the end of the this year as part of its effort to restore the degraded forests in the region under the National Greening Program (NGP).

Dr. Antonio C. Manila, NGP Regional Coordinator, in a media briefing Wednesday morning at the Provincial Environment and Natural Resources (PENRO) Laguna office at Lalakay Village in this town, said that the region had already contributed 63,000 hectares to the NGP since the program was implemented in 2011 up to 2014.

"So we set a target (of) over 17,000 and expecting a total of 80,164 hectares by the end of 2015," Manila said.

The 17,000 hectares to be reforested in the region will

be distributed in provinces to include 8,588 hectares in Quezon; 5,337 hectares in Rizal; 3,019 hectares in Laguna; 200 hectares in Batangas and 20 hectares in Cavite.

Audie Dela Cruz, Regional Public Information Office (RPAO), said that the specific plantations had already been identified, as well as the trees species to be planted.

According to DENR Regional Director for Calabarzon Reynulfo Juan, these areas would be planted with more than 9 million seedlings, consisting of indigenous species of forest and fruit-bearing trees and mangrove propagules.

Calumpang River, malaki ang potensyal na maging ecotourism site, ayon sa pag-aaral AILANGAN na umanong masolusyunan ang polusyon sa Calumpang River sapagkat malaki ang potensyal nito na maging major ecotourism site ng lungsod ayon sa pag-aaral na isinagawa ng mga eksperto mula sa Unibersidad ng Pilipinas sa Los Baños.

Base sa pag-aaral, ang pagmamanukan at pag-aalaga ng baboy na iknabubuhay ng mga residente ang pangunahing dahilan ng polusyon sa ilog.

Ayon kay Dr. Ma. Victoria Espaldon, head ng grupo, isa sa mga nakikita nilang solusyon ay ang pagtatayo ng biogas station kung saan idederetso ang mga dumi ng hayop. Makakatulong anila ito sa pagsasaayos ng solid waste management at mapapakinabangan pa bilang alternatibong pinagkukunan ng kuryente.

Inererekomenda rin ng grupo ang pagbuo ng Calumpang River Authority upang mamahala sa naturang ilog. Hinihikayat din nila ang bawat local government unit na nakapalibot sa ilog na magtulungan upang maisaayos ang kalinisan ng naturang ilog.

Mayaman umano sa likas na yaman ang ilog tulad ng mga punong nakapalibot dito kung kaya't nararapat lamang na pagtuunan ito ng pansin ng lokal na pamahalaan.

Dagdag pa ni Espaldon na malaki ang potensiyal ng naturang ilog na maging ecotourism site katulad ng Loboc River sa Bohol.

Nagsagawa rin ang naturang grupo ng kaugnay na pag-aaral ukol sa bio-diversity index ng Mt. Banoy at mga migratory birds na nagdudumi umano sa lungsod.

Pinuri naman ng grupo ang pagiging pro-active ng pamahalaang lungsod at nagpasalamat sa suporta nito sa mga research initiatives at pagbuo ng government plan sa pamamagitan ng science- based information.

Graduation Blues A

BRIL, buwan ng pagtatapos… simula na ng Summer Season. Kabi-kabilang graduation ceremonies, syempre pa, sala-salabat din ang mahahabang daloy ng trapiko saan mang bahagi ng lalawigan, at maaaring ganoon din sa ibang probinsya sa bansa dahil sa halo sabay-sabay na mga graduation ceremonies. Nakakainit man ng ulo minsan ang trapiko, hindi ito naiisip o pinoproblema ng mga pamilyang nakapagpapatapos ng kanilang anak, o kapatid. Sa hinaba-haba ng mga panahong inilagi sa paaralan o kolehiyo ay isang malaking biyaya ang pagsapit ng araw ng pagtatapos.

Sa isang unibersidad dito sa Lunsod ng Batangas, hinamon ni Senate Minority Floor Leader Peter Allan S. Cayetano ang mga nagsipagtapos na maging kabuluhan ang kanilang pagtatapos at maging “Catalysts for Change”. Aniya, bagaman at normal lamang sa mga nagsisipagtapos na hangarin ang Congratulations!
