HAVE started to read Pope Francis’ document called, Misericordiae vultus (The face of mercy) that announces the Jubilee Year of Mercy that will begin on December 8 this year, Solemnity of the Immaculate Conception, and will end on November 20, 2016, Solemnity of Christ the King. I am going to read and re-read it to savor the many fine points it contains and that deserve to be given due attention. I am sure these fine points will trigger more helpful insights and considerations. I hope more and more people get to read it as well if only to join in this common quest for divine mercy that sometimes can be very elusive. I believe this pontificate of Pope Francis would like to be known, more than anything else, as that of mercy and compassion. It’s a papal thrust that I believe the world today needs most. But it’s also one that sparks and stirs some controversies that really need to be resolved. Already in paragraph 2 of the document, we are asked to constantly contemplate the mystery of mercy. With those words, we are somehow told that there is still much of divine mercy that needs to be discovered and learned, lived and spread. Each one of us and the whole Church in general have to be up to par with God’s mercy. What is implied is that our current ways of dispensing divine mercy, whether done individually or collectively, socially or politically, personally or sacramentally, confidentially or pastorally, attitudinally or legally, etc., may need some updating, an “aggiornamento” of sorts that characterized the spirit of Vatican II and is in fact always an ongoing concern. We should never think that what we already have and are doing insofar as living the spirit of the mercy of God is concerned is already complete and perfect. This spirit of God’s mercy is a living thing that, while it is already quite well known and made available to us in abundance, can still spring new surprises. This is, of course, a very delicate matter that has to be approached, studied and acted on with utmost care and prudence. That’s why I would strongly suggest a lot of moderation and restraint in expressing our views on the matter. While everyone has the right to express his views, we should also not forget that many times the discussion is better left first in the hands of experts who are in a better position to sort out the issue. It cannot be denied that the issue at hand is a very complex one that has to be approached from different angles. Thus, we should always presume good intentions in everyone who expresses his views, no matter how different or opposed his is to ours, or no matter how convinced we are that his positions are wrong. Of course, it is also presumed and strongly suggested that anyone who wants to participate in the discussion is motivated by the best of intentions and equipped with all that he can get to support his claims. We should try to avoid reckless and trivial comments that can only muddle the discussion. We need to pray a lot, asking for enlightenment from the Holy Spirit, and always making a good grip on our emotions and passions, lest they flare up unduly. We should be open to the idea that the Holy Spirit is always guiding us and is pointing us new ways to tackle new challenges, even if there are permanent and unchangeable things involved. Yes, indeed, we need to re-examine which part of the current practices with respect to asking and dispensing divine mercy need to be purified and updated. The temper of the times have changed, the sensibilities of the people are not as they were even a few years ago. We have to be wary of a new pharisaism, marked by rigid legalism and traditionalism, that can fall on us without noticing it. This is always a possibility and can afflict those of us who are quite sure of ourselves so as to be close-minded instead of always being open-minded. Pope Francis always talks about the God of surprises. We may already know him a lot, but what we don’t know about him is much more than what we already know. We should always keep this caveat in mind. God will always open new ways while retaining the absolute truth which in the end is his great love and mercy for us. Thus, we have to continually embark on a quest for divine mercy.

The cost of public office POLITICIANS are busy preparing for the 2016 elections already. In spite of the many unresolved questions regarding the PCOS, politicians and their parties have been mobilizing their resources to get people’s support and secure their political bases this early. Apathy towards elections has grown through the years. Many professionals do not take elections seriously anymore. Their participation has become nominal in years. Because of the serious concerns confronting elections, national and local elective positions have lost their appeals to them. Instead of serving the interest of the poor, elections have become instruments of perpetrating clan and business interests. As the cost of elections becoming astronomical through the years, they have excluded the poor and the middle class alike. The cost of elections in the Philippines has become prohibitive. Depending on the position contested it has run from quarter of a million in the minimum to twice a billions of pesos in the maximum. Only the established political clans are able to run meaningful campaigns come election time. Incumbents and candidates enjoying the support of the ruling political party usually fare better than challengers. They enjoy access to government resources which are usually used to buy out local community leaders especially barangay officials and elders. Challengers, regardless of their credentials, are left only with the option of matching up the resources and influence of the incumbent if they are to have equal chance of getting elected. national elections. Perceived political rivals become friends during elections because they enjoy the same political interest: getting elected at all cost. Even the best of enemies team up sometimes because the cost of mutual annihilation is high and bloody. Even they know that it is best to save money during elections because the cost of public office is too much to bear. Aside from campaign paraphernalia, election consultants and operators become a necessity today. Experts give their advice to politicians on how to secure or perpetuate political power, and as such, they cost so much. Since most of the elections are believed to be a battle of outwitting the adversary operators are paid handsomely to cheat the elections. Also, it has become a tradition already for politicians to bring along costly sexy entertainers in the campaign. This contributed to the declining interest of the young and professions about elections. Elections have become a mundane version of town fiesta and most politicians bring, if not actually play the role of, the stinking clowns. This explains why corruption is endemic before, during, and after elections. Elections have become one of the causes and, at the same time, the results of corruption in the Philippines. As expected, voters no longer take them seriously. Voters sell their votes because they believe that the results of the elections will not be relevant to their future. And thus, elections are won and lost even before the day people go out to vote. With these, one wonders if elections are still necessary evil or if they are already an evil that we no longer need.|

Collonial mindset, nay sell out, knows no boundaries THERE seems to be no limits to the depths those who are selling the Filipino people’s sovereignty, identity, and soul would go. Economically, the Aquino government tried to push for amendments to the 1987 Constitution to remove all restrictions to foreign capital and investments. As it is, the government has already gone around these restrictions with the liberalization of the mining industry since the Mining Act of 1995. In 2014, the Aquino government liberalized the banking sector, allowing the entry and full operations of foreign banks, which would not only kill local banks, especially the small ones, but also give foreign capital effective control over the whole economy. This is already a result of the US-PH Partnership for Growth project, signed in 2011, under which a fiveyear Joint Country Action Plan was agreed upon with the following objectives: 1. Create a more transparent, predictable, and consistent legal and regulatory regime in the Philippines, one that is less encumbered by corruption; (Read: Make sure that national laws are enforced overriding local government laws banning entry of foreign investments such as mining; and that the entry and operations of foreign corporations are not encumbered by corruption in the issuance of permits, licenses, and concessions.) 2. Foster a more open and competitive business environment with lower barriers to entry; (Read: Remove all restrictions on foreign investments and capital.) 3. Strengthen the rule of law that is grounded in an efficient court system capable of delivering timely justice; (Read: Disputes hampering the operations of foreign businesses should be settled immediately.) 4. Support fiscal stability through better revenue administration and expenditure management. (Read: More taxes, less social services for the people; less taxes, more incentives for businesses, especially the big, foreign ones.) As a result, local small and medium enterprises are being eaten up by big foreign corporations and the country’s workforce is left with only two options: labor under cheap wages here in the country or be sold out also as cheap labor abroad and risk the fate of abused and trafficked overseas Filipinos such as the case of Mary Jane Veloso.

Politically, the Aquino government has made the whole country a virtual US military base through the signing of the USPH Enhanced Defense Cooperation Agreement, which allows the US Armed Forces to construct military facilities for its troops and stockpile war materiel all over the country. The US-directed military operation to kill Marwan, which resulted in the death of 44 Philippine National Police-Special Action Forces, is a consequence of this. And yet, the Aquino government is even welcoming the deployment of more US troops under the pretext of protecting the country from China’s aggressive acts in claiming Philippine territories in the Spratly Islands and Panatag Shoal. Culturally, the Aquino government has patterned the basic education curriculum after the American system with the K to 12 program, moved the academic calendar of tertiary education to coincide with that of the US and European systems, and now, ordered the removal of Filipino, Philippine Literature, Constitution and government from the general education curriculum in college. The K to 12 program would eventually deprive the poor majority of tertiary education by removing state subsidy to state colleges and universities, under the justification that the program’s graduates would be already employable without going through four more years of college education. The impact of the removal of Filipino, Philippine Literature, Constitution and government from the general education curriculum in college would not be immediately felt but it is more insidious as it would kill the language, identity and soul of the Filipino people, transforming us into nothing more than “little brown Americans.” If not for the prompt action of Tanggol Wika and progressive groups, this could have taken effect soon. The colonial mindset, or rather sell out, of the Aquino government, which has surpassed that of previous administrations, knows no boundaries. The only thing that could stop it from going all out is the prompt and sustained action of the Filipino people.|

What’s in a race... or gender? THE election of Barack Obama to the US Presidency in 2008 did not mean that racism had ended in the United States. And neither will the election of former First Lady and Secretary of State Hillary Rodham Clinton to the same post mean the end of sexism in that country. Whether she will be the first woman to ever be President of the United States is, in the first place, itself problematic. Before Barack Obama, every US President since George Washington had been from the majority white community. And no woman has ever been US President. Among the world’s most developed countries, the United States is almost alone in never having had a woman head of state (Germany has Angela Merkel; the United Kingdom had Margaret Thatcher). Even the less developed countries of Asia have had women heads of state, among them the Philippines, Indonesia, Thailand, India and Pakistan. Barack Obama’s election as the first African American to ever hold that post was itself widely celebrated in much of the world and among the black community in the US as an indication that not only had the color barrier been breached, it also meant that racism was in retreat across all 50 states of the Union. But the latter has proven to be an illusion. Not only has Obama himself been the subject of virulent racist attacks; assaults, harassments, and even the killing of nonwhites in the US have continued, at times by police forces. Numerous public opinion polls have also established that the white majority is prejudiced against people of color, particularly African Americans. But why did Obama win the popular vote in 2008 and again in 2012 despite the vast reservoir of racism in the US? One of the reasons is his campaign’s being more organized, and his opposition to the invasion of Iraq and pledge in 2008 to send US troops home, which appealed to the educated and more enlightened

segments of the population. But it also had to do with the fact that Obama’s campaign boosted the number of black voters who trooped to the polls to remove the Republicans from the Presidency. Also among the reasons is that although Obama won 69 million votes (53%) out of 131 million votes cast in the 2008 election compared to his opponent John McCain’s 46%, the number of people who actually voted in that election represented only 64% of those eligible to vote. (In contrast, there have been elections in the Philippines with close to 80% voter turnouts.) The above figure was already an increase over the number of those who voted in the elections of 2000 and 1996. Historically, only some 60% or less of those qualified to vote in the US have voted in US presidential elections. The figure in 2008 (131 million) — which declined in 2012 to 117 million — meant that some 46% of those qualified to vote, among them many whites, didn’t. Obama received only 40% of the votes of white male voters who did vote, while he received practically no votes among Southern white male voters. In 2012, Obama’s votes were 100,000 less than those of McCain’s in 2008, although he did win over Mitt Romney by winning 50% of the popular vote compared to Romney’s 48%. Among the implications of these numbers is that most of those who voted in both elections were committed to electing Obama in 2008 and re-electing him in 2012, while many of those antagonistic to having an African American for President did not vote at all. The indicators of post-election resistance to a nonwhite President, once Obama had been elected, included the formation of the Tea Party and “Birther” movements, whose members’ attacks against Obama have had a strongly racist undertone. (Among their calls: “Bye, bye black sheep” and “Go home, Kenyan.”)

Peace “piece by piece”? AMEND ARMM LAW -- I read similar positions of two (2) eminent persons who are proposing that in lieu of the Bangsamoro Basic Law (BBL), the more expedient way forward, while the BBL is getting stuck in both Houses of Congress is to return back to the law of the Autonomous Region for Muslim Mindanao (R.A. 9054) which they argued has no constitutional infirmities but enhancing it with applicable provisions of the BBL. This was proposed by former MNLF rebel fig hter-c ommander JERRY SALAPUDDIN who returned to the folds of the law during martial law days and eventually became Congressman of Basilan province. Former Executive Secretary EDUARDO ERMITA, by the way, told me once how he went to the "war zone" while he was AFP army general to fetch JERRY from his Basilan hideout. I remember JERRY became Deputy Speaker of the House of Representatives at one time.  JUSTICE'S VIEW --- The other similar view came from former Associate Justice of the Court of Appeals MARIO GUARINA III who wrote a paper about this saying that he studied and compared the ARMM law and the proposed BBL and concluded that amending the ARMM law is more conducive to national unity and can achieve equally meaningful changes in Muslim autonomy. I have in my files both well-written views if anyone of you is interested. I can send it via jessdureza@gmail.com.  "PIECE BY PIECE"--- Another practical view being proposed is not to dream of a united Bangsamoro, taking into account the realities that there are tribal, ethnic, historical, geographic factors at play. Thus we face disparate groups like our proverbial alphabet soup: MNLF, MILF, BIFF, ASG, etc. Maybe, we can look for other alternatives. Some proponents are asking: Why not pursue peace "piece by piece"? Remember, we gave it our best shot with the MNLF, well and good. But there are still unresolved implementation issues up to now. However, most of the MNLF elements have already significantly transitioned to peaceful lives. Why should we not give another shot with the MILF which has shown over the years its determination and willingness to find some peaceful settlement?  ONE 'ENEMY' LESS -- Let me stress this again: except for Mamasapano, the peace protocols with the MILF worked. I saw this myself during my watch while negotiating with them early on. Although there are indeed no perfect peace agreements, the deal with the MILF will mean winning another ally on the ground to our side. In fact, even if there will be more breakaway groups that will fall by the wayside as mainstream MILF partners with government, it will result obviously to lesser "enemies" to deal with. Then government can move on and deal with those who still want to continue fighting government. Government, although admittedly bungling at times, is allowing all this from a high moral ground and from a position of strength. Of course, we have to learn lessons from Mamasapano no doubt. And yes, all this for the good not only of the Bangsamoro but of the greater majority of Filipinos. And lest we forget, we have signed a deal with the MNLF. Let's continue to nurture it. And not pretend as if there was no 1996 Final Peace Agreement that government also entered into almost 20 years ago.  "ISIS, THE STATE OF TERROR" ---- That's the title of a newly published book that I started reading a few days ago co-authored by JESSICA STERN and J.M. BERGER both leading American terrorism experts. A good friend, PAUL DOMINGUEZ just bought it from a bookstore while in Japan and before he left for an extended US trip, he said I'd rather read it first. The close to 400-page book evidently draws from intelligence sources, researches with ears close to the ground tracing the "genesis, evolution and implications of today's most barbaric jihadist army, Islamic state". It also presents ways on how the world can deal and fight it. At the outset, the authors immediately point out that ISIS has expertly used social media in promoting itself; hence beheadings, executions and massacres are vividly shown in cyberspace for all to see on real time. So don't get shocked every time you see a film clip of a barbaric murder preceded by a "parade" of sorts, with some theatrics to boot. All these are intentional. And tragically, the more gory and barbaric the portrayals are, the more ISIS is able to attract volunteers to help "fight a cause" as shown by new recruits coming from all over the globe. I will write more about this when I'm done reading.| Obama won the Democratic Party’s nomination as its candidate in 2008 by defeating Hillary Clinton — primarily, said US pundits at the time, because party leaders thought that Obama had a better chance of winning the Presidency, which suggests that they believed that it would be more difficult for a woman to win against the Republican candidate. This has moved some US commentators to suggest that sexism is more difficult to address than racism. Some studies have established that Americans can more easily look at, say, black athletes as athletes rather than as blacks, but can’t ignore an athlete’s being female rather than male. US history and current reality

tend to validate how much more difficult sexism is to deal with. American women won the nationwide right to vote only in 1920 (in the Philippines, women won that right in 1937), after being repeatedly denied that right in the late 19th century. And as The Nation has pointed out in Steven Hill’s “Why does the US still have so few women in office?”, “the alarming reality is that American women are still vastly underrepresented in elected offices all across the nation… women still hold less than 20% of congressional seats, despite composing a majority of the US population.” Hill continues: “Compared to other nations, the United States is

Quezon PAO promotes wood vinegar production LUCENA CITY, Quezon -The Provincial Agriculture Office (PAO) here announced recenty the continuing effort of the provincial government to encourage the production of wood vinegar which offers a lot of benefits to local farmers against plant pests and diseases. Roberto Gajo, Provincial Agriculturist, in a press statement released today said that the PAO has trained 70 farmers at the Quezon
