Noong kabilang linggo, sinabi ni Bayan Muna Partylist Rep. Neri Colmenares, na si Pacquiao ang naging de facto head ng Committee on Overseas Worker’s Affairs, na binitiwan ng dating chairman nito na si Akbayan Rep. Walden Bello noong Marso 11. Ngunit nitong nakalipas na linggo, tuluyan ngang nabigo si Pacquiao na makuha ang chairmanship ng komite matapos itong masungkit ni Agricultural Alliance of the Philippines (AGAP) Party-List representative Nicanor Briones ang

Binigyang-diin ni Mayor Dolor na batay sa ipinalabas na sertipikasyon ng DILG, pinapayagan ang pamahalaang bayan ng Bauan na umutang ng hanggang P286-milyon batay sa kakayahan nitong bayaran; ngunit umaabot lamang sa P187.393 milyon ang inuutang nito sa DBP. Tiniyak naman ng Office of the Provincial Planning and Development
Coordinator (OPPDC) na may kaukulang 2015 Annual Investment Plan na naisumite ang munisipyo kung saan nakapaloob ang mga proyektong popondohan ng loan package. Ayon pa kay Mayor Dolor, maluwag na mababayaran ng munisipyo ang loan package sa loob ng 15 taon mula sa Internal Revenue Allotment (IRA) ng munisipyo. Ngayong taong 2015, may P110-milyong IRA ang bayan ng Bauan, samantalang P126-milyon naman ang inaasahang tatanggapin nitong IRA sa taong 2016. Taong 2011 nagsimula ang demolisyon ng lumang munisipyo ngunit itinira ang façade o mukha ng dating gusali upang mai-preserve ang historical aspect ng munisipyo. “Dito po sa itinatayong bagong gusali, ay magkakaroon ng adjustment upang mai-connect yung lumang façade sa disenyo ng modernong new municipal hall,” saad ni Municipal Engineer Sebastian Catral, ang pinuno ng construction committee. Hanggang sa sandaling sinusulat ang balitang ito, nasa 40% na ng municipal hall ang natatapos sa ngayon.

Mindoro – Patuloy ang isinasagawang satellite registration ng Commission on Elections (Comelec) sa mga barangay ng 11 bayan upang makumpleto ang biometrics ng mga botante sa lalawigang ito. Ayon kay Allan Servando, Comelec Provincial Election Assistant, ang pagkuha ng biometrics ng mga rehistradong botante at magpaparehistro pa lamang ay base sa Republic Act (RA) 10367. “Sa biometrics, kinukuha natin ang finger print, digital signature at picture ng ating mga botante” ayon kay Servando. Ipinaliwanag din ni Servando na ang mga botanteng wala o kulang ang biometrics ay aalisin sa listahan ng mga maaring bumoto sa May 2016 election. Ang pagkukumpleto ng biometrics na sinimulan noong Mayo 2014 ay hanggang Oktubre 31 na lamang. “Sa darating na Hulyo 27, inaatasan kami (Comelec) na magpadala ng liham sa mga kulang at walang biometrics upang ipaalam sa kanila na madideactivate ang kanilang pangalan sa listahan ng mga pwedeng bumoto” pahayag ni Servando. Pagsapit ng Nobyembre 27 ay isasagawa ang election registration board kung saan didinggin ang mga kaso ng wala at kulang ang biometrics. “Lilinisin na ang listahan ng mga botante para sa 2016 election”, ayon pa kay Servando. Ang pagkuha ng biometrics ay isang pamamamaraan ng Comelec bilang solusyon sa dating mga kaso ng pandaraya tuwing eleksyon gaya ng double registration. Alternative Learning System sa Or. Mindoro, nakalikom ng pondo CALAPAN, Or. Mindoro – Umabot sa P500 libo ang ipinagkaloob ng Emerging Power Inc. (EPI) sa Arnold Janssen Catholic Foundation Inc. (AJCFI) para sa programang Alternative Learning System (ALS)-Abot Alam Program kamakailan. Kaugnay nito, isang Memorandum of Understanding (MOU) ang nilagdaan sa pagitan ng pamunuan ng EPI at AJCFI na pinangunahan nina EPI Project Manager Engr. Fidel S. Correa at AJCFI Executive Director Rev. Fr. Jerome Marquez. Matatandaang tumutulong ang EPI sa pagtataguyod ng mga katulad na proyekto sa mga komunidad sa lalawigan. Ang AJCFI naman ay isang churchbased organization na matagal nang nagiging katuwang ng Department of Education (DepEd) sa pagtataguyod ng ALS program. Mayroon ngayong 98 ALS centers ang itinataguyod ng AJCFI sa mga lalawigan ng Cavite, Palawan at National Capital Region. Layunin ng proyekto na matulungan ang mga out of school aged children, out of school youth at illiterate adults at ang mga katutubo na magkaroon ng pagkakataong makapagtapos ng kanilang pag-aaral sa pamamagitan ng ALS at Indigenous Learning System (ILS). Samantala, binigyang-diin ni AJCFI Executive Director Rev. Father Marquez na nakabase ang proyektong ito sa konsepto ng Abot Alam Program kung saan hindi lamang natatapos ang pag-aaral sa elementarya at sekondarya, kundi ang oportunidad na matutunan ang iba pang kasanayan at tsansang makapagtrabaho. Siniguro ng EPI na patuloy silang aagapay sa mga mamamayan lalo na sa suportang maaari nilang maipagkaloob sa pagtataguyod ng mga programang pang-edukasyon tulad ng ALS Abot Alam Program ng DepEd.|

Ride towards peaceful and healthy community THE Batangas Police Provincial Office headed by Police Senior Superintendent Omega Jireh D. Fidel, Provincial Director, together with his Command and Staff, stakeholders and other bike enthusiasts bike together today, May 22, 2015. The bike ride dubbed as “Batangueño: Padyak Para sa Serbisyong Totoo” started from Camp Gen. Miguel C Malvar at about 5:00 AM, with more or less 243 participants. The route takes the riders along the National Highway of Batangas City, Barangays Bolbok, Balagtas, Poblacion, and Tabangao. Through biking, all participants showcased their concerted efforts in working together for peace. After bicycling, participants planted seedlings of fruit-bearing and hard wood trees inside the Camp premises. Said activities promote the spirit of solidarity among bikers and at the same time, it aimed for a healthier and peaceful Batangas.|

THIS is the challenge of Easter. Christ’s resurrection has reopened the gates of heaven and has given us a way to enter it. With his rising from the dead, we are given a new life. We are now a new creation, a new man because the eternal curse of sin and death was undone with Christ’s passion and death. But it’s up to us to receive this ineffably tremendous divine offer or reject it. And if we receive it, to develop and care for it, because even if God has given us everything to be what he wants us to be, we always have to correspond to that offer with our freedom, whose proper language is love. That’s why we have to understand that Easter challenges us to correspond to the new life Christ has given us. Are we ready for it? Are we willing to accept it and to assume the responsibilities inherently attached to it? In this regard, St. Paul gave us a relevant piece of advice: “Purge out the old leaven, that you may be a new paste, as you are unleavened. For Christ our pasch is sacrificed.” (1 Cor 5,7) These words certainly have reference to the Jewish feast of the Passover when the Israelites were delivered from bondage. It was a practice that involved purging the old leaven they had and offering a spotless lamb as sacrifice. This Passover feast has become a precursor of Easter when we are supposed to cleanse ourselves from our old man to receive the new life offered to us by the risen Christ, the new paschal sacrifice that is most pleasing and acceptable to God. Easter or the resurrection of Christ, the fruit of the cross, replaces and perfects the old sacrifice. It has the power to forgive us of our sins, and not just to cleanse us externally, which was what the old sacrifice could only achieve. The spotless lamb is replaced by Christ, the “Lamb of God who takes away the sin of the world.” We can take Easter as the occasion to be more aware of the need to purge ourselves of the old leaven. We have to be aware that through the year, whether intentionally or unintentionally, we acquire many kinds of the old and undesirable leaven. We have the leaven of the world, for one, that may be represented by the new technologies and other new worldly things that can be very exciting, but can only feed, if we are not careful, our self-indulgence and selfcenteredness, instead of enhancing what is proper to us—our love for God and love for neighbor. This leaven can so mesmerize our intelligence or our feelings and emotions and our entire bodily organism that it can become an addiction, desensitizing us to our need to be with God and with others always. Nowadays, many people especially the young are hooked on drugs, sex, games, etc. Withdrawal from them has become almost impossible. Our other worldly concerns and affairs, like our business and politics, can also produce such old leaven that can give us certain perks and advantages and convenience, but just the same can only swell our ego. This is actually a very formidable foe because this kind of mindset is the mainstream at present. Of course, we have the usual leaven of the flesh that can lead us to a variety of anomalies like pride, vanity, greed, envy, lust, sloth and the like. But what is important to realize is that our process of dying to ourselves, which is what purging the old leaven would mean, should simultaneously correspond to our need to rise with Christ, imitating him, identifying ourselves with him in all things. We can only purge ourselves of the old leaven to the extent that we leaven ourselves with Christ, increasingly knowing, loving and serving him, that would always redound to knowing, loving and serving others, and everyone else. We need to spread this good news around because many are still ignorant of it, or if not completely ignorant, are still at sea as to how we can purge ourselves of the old leaven and leaven ourselves with Christ. Actually the leaven of Christ is presented to us as the unleavened bread of life, meaning purged of worldly and bodily leaven. And as Christ himself said, to get this leaven of his, which is unleavened of worldly things, we need to deny ourselves and carry the cross. We need to love the cross to be able to have the new life offered to us by Christ.|

Media and Elections; Expanding the Discourse Part 2 of 3-Part Series [Keynote Address during the 19th National Press Forum of the Philippine Press Institute held at the Diamond Hotel, May 15, 2016.] THE next questions are: What is social justice? What is human development? Where have we failed? What do we need to do? What is Social Justice? Social justice in the 1987 Constitution builds on the concepts of the 1935 and 1973 constitutions that “[t]he State shall promote social justice in all phases of national development.” However, in contrast to previous constitutions, it elaborated the concept in a separate article (Article XIII), which defines “social justice” in Section 1, to wit — Section 1. The Congress shall give highest priority to the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic, and political inequalities, and remove cultural inequities by equitably diffusing wealth and political power for the common good. To this end, the State shall regulate the acquisition, ownership, use and disposition of property and its increments. Article XIII goes on to specify certain sectors to which Congress must give priority namely, labor, agrarian reform, urban land reform and housing, health system, protection of women, people’s organizations, and protection of human rights. The controlling principle on the “means” , which is really an exercise of police power, is provided in the last sentence of Section 1, paragraph 1 — “by equitably diffusing wealth and political power for the common good.” In the furtherance of this mandate, the ‘scope” of social justice in the 1987 Constitution includes

numerous, mostly new, provisions in other articles. Clearly, social justice under the 1987 Constitution is more encompassing than in the 1935 and 1973 Constitutions. Despite the clarity of the 1987 Constitution on the primacy of social justice, certain decisions of the Surpeme Court demonstrate confused thinking in applying it to specific cases such as in the La Bugal Case on mining and one of two Coco Levy cases that ruled in favor of Eduardo Cojuangco Jr. on the matter of the 20% ownership in San Miguel. It is a decision that defies logic and the law by granting Cojuangco about P50 billion that rightly belongs to the coconut farmers in a reverse re-distribution of wealth at its worst. It was roundly criticized in dissenting opinons by now Chief Justice Ma. Lourdes P.A. Serenco, now Ombudsman Conchito Carpio-Morales and Associate Justice Arturo D. Brion which all called for another review of the case. This has yet to happen. When business talks about the efficiency of markets to promote their interests, they ignore the reality of markets – that competitive markets have no moral limits and are never perfect, but it can work, even imperfectly, provided that the starting positions of its participants are first adjusted. Adjusting starting positions is social justice. To adjust starting positions is the reason for the social reform legislation and programs in the Philippine today. This adjustment was not necessary in the United States because, except for the native Indian population, its constituency were all immigrants who started from the same position. Hence, the absence of comparable provisions on social and economic rights in the United States Constitution that have a special place in the Philippine Constitution.

The BBL enigma
WHAT is intended to promote unity and harmony in the country is precisely dividing the people in general. What is envisioned to bring about peace and progress in Mindanao is not exactly making people in Mindanao jump for joy, neither pacifying the fears nor resolving the reservations of the people in Luzon and in the Visayas. Thus stands the enigma of the BBL proudly promoted by the present administration and fervently affirmed by its well-rewarded supporters. It is anything but a secret that in Mindanao itself, there are non-friendly groupings such as the well-known MNLF, the fearsome ASG, the dangerous BIFF, plus apparently other newly-emerging militant groupings— in addition to MILF that precisely pushed the MNLF aside with the support and patronage of the incumbent administration. The above-said major groupings may not be exactly warring factions among themselves whereas one apparently simply comes from another— as a mother gives birth to a child. One thing however is definitely certain: there is more than but one armed group in Mindanao other than the MILF that has come to fore recently although the MILF remains the centerpiece of the BBL. So arise some reasonable questions as the following: How come the ruling administration is trying to forge an agreement with but the MILF? Are other said gunowning and toting groups expected to but humbly submit to the BBL MILF in the event that the latter rule in Mindanao with the patronage of the reigning administration? Will there really be peace in Mindanao
when most of the people there are neither Muslims nor exactly MILF constituents or sympathizers? In other words and in the sphere of ground realities, is the BBL really the way to justice, peace and development in Mindanao? It is a matter of record that the BBL envisioned blessed phenomenon was precisely accompanied by the SAF manslaughter that took place precisely with the deadly participation of some MILF and BIFF members. This is interesting – if not actually disgusting: Talking about peace here with killings going on at the same time somewhere. No wonder then that although the administration tries to lord it over, the legislators however are markedly divided on the pro and contra of the BBL – while the justices are on the watch about its constitutionality they will certainly be asked to pronounce upon in due time. Meantime, Mindanao is anything but in peace long since and up to now. There is another nagging question—after the 2016 elections. If and when the BBL were eventually approved by all the branches of the Philippine government, if and when the coveted Peace Prize is eventually obtained by someone at all costs, what happens next? Will the incoming administration continue to support and promote the BBL? Will there be true and lasting peace in Mindanao? Will this region be an example of social harmony, plus its accompanying socio-economic development? Interesting!|

Ordinary people stand up for their rights

SEVENTY-TWO persons are dead. Sadly, their cadavers are hardly recognizable even by closest kin. The fire that gutted the slippers factory in Valenzuela opened the portal of hell and ate up 72 bodies in less than an hour. Sixty-nine of these 72 workers were trapped in the second floor of the building. They met their death while trying to scamper away from the fire which made its entry on the door of the floor where they were working. Celia and Cesar Veloso are admirable parents who wouldn’t give up the fight to bring their daughter, condemned overseas Filipino worker Mary Jane, back to the Philippines – alive, safe and free — against seemingly insurmountable odds. They were up against an international drug syndicate, recruiting poor and desperate men and women on the promise of good-paying jobs abroad, who end up as unwitting drug mules and when caught, languish on death row, in countries that impose capital punishment for drug trafficking. They only knew about the syndicate through Mary Jane’s illegal recruiter, Ma. Cristina Sergio, and her live-in partner, Julius Lacanilao, who warned them from the beginning to keep quiet about their daughter’s plight and not to seek help either from the government or mass media on pain of being “dealt with” by the drug syndicate and worsening Mary Jane’s situation. When the Velosos summoned the courage to seek help from government agencies they were met by indifference, even disdain. Government functionaries were unmoved by their pleas for help for their daughter when she was arrested and was being tried in an Indonesian court. Concerned government agencies, foremost of which are the DFA and PDEA, continued to drag their feet and failed to take decisive action even when she was already convicted and handed down the death penalty. They finally scrambled to take legal and diplomatic last-ditch efforts when Mary Jane faced imminent death by firing squad at which time local and international mass media had already trained the spotlight on her case. The Velosos are what would be called “masa”. They are from poor peasant stock, trying to make ends meet by resorting to odd jobs and the proverbial attempts to land jobs overseas to break the cycle of poverty, lack of education and joblessness. Mary Jane was easy prey to illegal recruiters and since she didn’t even have the money to pay for the necessary papers and an airplane ticket to work abroad, to being hoodwinked to carry illegal drugs across national borders. When she run afoul of Indonesian law, she was helpless, not having the resources, the connections and the faculties to navigate the legal labyrinth in a foreign country much less defend herself and prove her innocence or victimization.
But Celia and Cesar did what they could with whatever resources they could muster. They kept their wits about them, communicated with Mary Jane and approached the PDEA and local government authorities to run after Sergio and Lacanilao. They asked Mary Jane to send even just a handwritten account of what happened to her because they were told by authorities that they could not act without it. Mary Jane did so twice but for some reason her letters were pilfered and her account was missing. The Velosos were eventually able to visit Mary Jane together with her two children. Jail wardens who had become Mary Jane’s friends put up the money to bring her family to Indonesia. When the Velosos approached the DFA for help in obtaining passports, they were met with mocking disbelief that they could “afford” to travel. They were also advised, incorrectly, that they could only visit their daughter if they were given explicit permission to do so by Indonesian authorities. But they persisted and refused to be intimidated or misled by the government bureaucrats who dealt with them. They were able to talk to Mary Jane and get her version of what happened. Things started moving fast when the Velosos learned that Mary Jane’s execution was already scheduled for April 28. Only an international meeting to commemorate the 60th anniversary of the first largescale Asian-African Conference in Bandung, Indonesia on April 19 to 24 had provided a temporary respite since the Indonesian government did not want to hold the executions during this time. Local mass media put the Velosos in touch with the OFW advocates’ group Migrante International. The latter contacted the National Union of People’s Lawyers (NUPL) and by April 7, the pro bono legal services of its lawyers were engaged by the Veloso family. This is the train of events from the time Migrante and NUPL got involved: On April 8, upon the advice of NUPL, Sergio’s picture was made public by Migrante; the latter called for government to immediately take Sergio into custody. On April 16 and 17, the NUPL wrote PDEA, NBI and the Inter-Agency Council Against Trafficking (IACAT) with attached sworn statements of Mary Jane’s family and the transcript of her own handwritten account (the original copy of which was lodged in the Philippine embassy in Jakarta but is still nowhere to be found up to now) asking that the appropriate investigation be conducted against Sergio. On April 22, immediately after conferring with Indonesian lawyers in Jakarta, NUPL asked IACAT for certification of status of any investigation against Sergio. Meanwhile Migrante, Gabriela, the Promotion of Church People’s Response (PCPR) and many other support groups stepped up protest actions at the DFA and the Indonesian Embassy and mass petition signing to “Save Mary Jane”. Colliding with China THE Philippines is now on a collision course with China over disputed territories that can be an international flashpoint. A few days ago, a US spy plane making a “fly-by” over disputed territories in the “Spratly’s” was “challenged” over radio by Chinese military and told to "go away". Another commercial airplane flying overhead was similarly challenged. Earlier, Philippine vessels supplying provisions to Filipino soldiers stationed in the area were blockaded. Filipino fishermen were harassed, shooed away and fired upon with water cannons from Chinese vessels. Massive reclamation and building construction by the Chinese is on going with China now telling the world that all territories in the South China Sea, irrespective of whether they are within the “exclusive economic zones” (EEZs) of different countries, are considered Chinese territory. No doubt, we are now on a “collision course” with China due to territorial disputes in the South China Sea. I have a few basic information that may help for a better understanding of what this is all about. A few days ago, I sat in a forum in Manila with fifteen (15) foreign journalists who were Jefferson Fellows under the auspices of Honolulu-based EastWest Center. They were on a study tour principally to listen to some briefings and get information on our territorial dispute with China. With the Philippine Press Institute assisting in the visit, it was a good chance for me to take a good close look at what this territorial dispute is all about. The "claim” with giant China can be a flashpoint of a global crisis, given that other countries like our ally, the United States of America can be drawn into this due to geopolitical implications. “NINE DASH LINE” --- The conflicting claims amongst several neighboring countries over shoals, reefs or just rocks protruding from the sea during high tides had been in the “backburners” for some time now. It was there as a thorny issue but no one was really giving it special attention. Not until China unilaterally released recently a map with lines expanding its territorial borders. It is now what is famously known as "NINE DASH LINE". It draws an imaginary line with a bigger swathe, in effect proclaiming that it exercises sovereignty over a wider area in almost the whole of South China Sea by reason of history. It simply served notice to the whole world that territories found west of the Philippines, even though near other countries all belong to China. To counter this, we started calling it the "West Philippine Sea" instead and filed a case before the United Nations declaring that the new China map is not valid. TWO AREAS -- According to University of the Philippines PROF. CHITO STA. ROMANA, a former Beijing-based Filipino journalist and an expert on the issue, there are two disputed areas: first, the "Scarborough or Panatag Shoals" in Zambales province. Second, the area down south off Palawan called the "Spratlys or Kalayaan Island Group" where the claim involves other countries like Vietnam, Malaysia, Indonesia, Brunei and Taiwan. “SCARBOROUGH” -- “Scarborough or Panatag Shoals” in Zambales province is only a rock jutting out of the sea. During low tide, some seabed will appear. This was a favorite fishing grounds of local fishermen and named “Bajo de Masinloc”, being part of Masinloc municipality. The shoal also served as a place for refuge from giant waves for those caught during typhoons at sea. However, recently the local fisher folks were shooed away from the area by Chinese vessels using water cannons. During the time of the US bases in the 1990s it was used as a target practice area by the American forces during war drills, being close to the former US bases in Subic and Clark. Zambales Governor Hermogenes “Jun” Ebdane, a former colleague in the Arroyo cabinet, has recently installed a hi-tech surveillance system with the help of a Canadian company to monitor Chinese intrusions to protect his fisher folks who had been deprived of livelihood. “SPRATLY’S” --- Further down south in Palawan are located the Spratly’s group of islands scattered with around 50 islands or reefs or areas that appear above water only during low tide. Several Asian countries are “claimants”. It was said that in 1947, Filipino Thomas Cloma, an owner of a maritime academy in Manila (thus earning the moniker “Admiral”) “discovered” these uninhabited islands and named the island cluster FREEDOMLAND which later became known as “Kalayaan Islands”. A cement bust of discoverer Cloma still stands in the area. He “turned over” his rights to the Philippine government in 1974, making them part of Palawan province, being only about 100 miles away from Palawan shores and well within the internationally recognized 200-mile “exclusive economic zone” (EEZ). About 20 years later or in 1995, China started constructing fisherman's structures for Chinese fishermen. Today, China is building what looks like a military installation. CLAIMANTS --The Philippines' territorial claims include five (5) islets, two (2) cays (small islands) and two reefs or a total of nine (9) features or areas. China is claiming seven (7) areas while Vietnam has twenty-two (22). Malaysia, Indonesia, Brunei and Taiwan also have their own claimed islets or areas near their own borders. The different countries' basis for their respective claims is that although these areas are beyond their 12mile territorial limits, these territories are within their 200 -mile exclusive economic zones (EEZ) from their continental shelf, as recognized by international protocols called United Nations Convention of the Law of the Seas (UNCLOS). Mainland china is geographically far from these areas. But with China’s recent officially- issued 'NINE DASH LINE" map, all these territories claimed by these countries were unilaterally declared as Chinese territory which the Philippines refused to recognize. - To be continued -

Why some of our legal scholars, including justices of the Supreme Court invoke American jurisprudence on civil and political rights in our cases is difficult to understand. In the Philippines, the distribution measures to adjust starting positions consist of (1) income reform programs such as in the near and medium term such as the conditional cash transfer program and, over the longterm, the access of the poor to quality education and quality health services and (2) asset reform programs that are all underperforming according to the Report Card on the programs by former NEDA Director-General Ciel Habito in 2008 for lack of government support services and political will. The asset reform programs consist principally of four laws, namely, Agrarian Reform (R.A. 6657 of 1988 and RA 9700 of 2009), Urban Land Reform and

EL GAMMA PENUMBRA, the Filipino shadow performing group that was the grand winner in the first season of “Asia’s Got Talent” was treated to a huge welcome by their fans and supporters when they return to Manila from Singapore. A motorcade took them from the Ninoy Aquino International Airport to Malacañang Palace where they will be personally greeted by President NoyNoy Aquino. The motorcade passed through main thoroughfares in Makati where ticker tapes and confetti were showered from the city’s tall buiildings. A grand welcome was also unfurled in Tanauan City where the group has a motorcade around the city’s main thoroughfares followed by a short program and a press conference. Mayor Thony Halili welcomed the group and pledged his continued support to the causes espoused by El

Last Friday, the group was reportedly framed to be personally met at the airport’s VIP lounge by Bureau of Internal Revenue Commissioner Kim Henares who will have a tax receipt booklet in hand as she collects up to 30% of the group’s $100,000 (4.4 Million pesos) prize money. Henares is known to be a tough tax woman, always ready to collect the government’s share of international prize winnings by Filipino celebrities, not the least of whom is Manny Pacquiao. Pacquiao’s prize money from his May 2nd fight with Floyd Mayweather is estimated at $150 Million. That’s a whopping 6.6 BILLION pesos. It is therefore not suprising that President Aquino is claiming that the Philippines is no longer the “sick man” of Asia, thanks to all that tax revenue.|
