Online signature campaign against mining in Batangas gains support In an effort to help save the environment against any form of destruction that would greatly affect the community and its environs, an online signature campaign is now gaining support both locally and abroad with its presence in the social media. As of this writing, the campaign has already reached 1,234 signatories The campaign is particularly focused on the proposed mining activity in approximately 263 square hectares of land in Lobo, Batangas, which will encompass most of the

barangays near the coastlines of Verde Island passage. Said 263 hectares would be equivalent to excavating the size of two Bonifacio Global Cities in Makati-Taguig area. “We ask you to join us in this fight against the ruin and exploitation of one of our country’s last remaining marine and wildlife sanctuaries. Solon: Palace should listen on flaws on draft BBL SEN. Ferdinand “Bongbong” R. Marcos, Jr. on Thursday said Malacañang should listen to major stakeholders and legal experts who have pointed out the flaws in the draft Bangsamoro Basic Law. Marcos, Chairman of the Committee on Local Government, made the remark after Presidential spokesperson Edwin Lacierda insisted that the draft BBL version is the “best course of action” to attain lasting peace in Mindanao and that it would withstand legal scrutiny. “That is not what our resource persons told us in our committee hearings. The Palace should listen to them too instead of listening only to the concerns of the MILF (Moro Islamic Liberation Front),” Marcos said. In a radio interview, Marcos said the forging of the Framework Agreement on Bangsamoro (FAB) and the Comprehensive Agreement on Bangsamoro (CAB), to be implemented via BBL, was done exclusively between the Philippine government panel and the MILF. On the other hand, Marcos said their hearings bared major stakeholders like the Sultanates, the Moro National Liberation Front, indigenous people (IP), and concerned local officials were left out in the process. “Ay itinatanong ng iba: kami

Former undersecretary Senen Bacani, a member of the government peace panel that negotiated with the Moro Islamic Liberation Front told the Local Government Committee on its hearing last June 3 said they would not dispute the senator’s comment about the lack of consultation and communication. “We acknowledge that it is never enough,” Bacani said, although he claimed they held over 500 consultations regarding BBL with the various stakeholders over a 5-year period. Bacani also virtually admitted that some provisions in the draft

BBL may suffer from constitutional infirmity. “Were willing to work with all of you to make sure that there is no unconstitutional provision in the final law that will be passed by both Houses of Congress,” Bacani told Marcos. Even the Palace-constituted Citizen’s Peace Committee headed by retired Supreme Court Chief Justice Hilario Davide, Jr. recommended some amendments to the draft BBL to ensure conformity with the constitution, Marcos noted. Likewise, Marcos pointed out that 12 senators have signed the committee report of Sen. Miriam Defensor Santiago, chair of the Constitutional Amendments and Revision of Codes, in support of her finding that the draft BBL suffers from various constitutional infirmities. He said his committee would adopt Santiago’s committee report and incorporate her recommendations in the substitute bill. Marcos vowed he would not allow any railroading of the BBL in his panel. Palawan Council grants Environmental Clearance to proposed Coal-Fed Plant PUERTO PRINCESA CITY – The Palawan Council for Sustainable Development (PCSD) approved recently the application of DMCI Power Corp. to put up a 15 MW coalfed power plant on conditions that it utilizes clean coal technology and would convert to biomass fuel in three to five years. The approval came after the Sangguniang Panlalawigan endorsed the project last week in its second reading after it breezed through the hearing in the Committee on Environment and Natural Resources chaired by Provincial Board Member Albert Rama. Rama is a staunch ally of Palawan Governor Jose Ch. Alvarez who openly supports the project. Alex Marcaida, spokesman for the PCSD, said that DMCI will utilize the “clean coal” technology in its 15MW coal-fed power plant to be

located in Barangay Bato-Bato in Narra municipality. “This is one of the conditionalities in the issuance of the SEP clearance, that the newest clean coal technology will be used to prevent water and air pollution and minimize other negative effects to the environment,” Marcaida said. The “clean-coal” is circulating fluidized bed combustion technology prevents the formation of acid rain by effectively reducing the emission of sulfur oxide and nitrous oxide in the atmosphere. The CFB technology has a 99.9-percent efficiency rate in the collection of flyash and buttom ash, thereby preventing dust pollution. “PCSD will be stringent in the monitoring of the construction phase of the power plant and the operation to ensure that DMCI does not deviate from its submitted plan to

the Council,” Marcaida said. He said that the phasing out of the use of coal is expected within 35 years to give way to feeding of bamboo as biomass fuel. He said that the phasing out period would be enough time for the development of 6,000 hectares bamboo plantation in southern Palawan. After the SEP clearance, the coalfed power plant has to hurdle the Dept. of Environment and Natural Resources which will grant the project its Environmental Clearance Certificate (ECC). DENR requires all projects located in Palawan a SEP clearance before it deliberates and issues an ECC. Sa pagpapasa ng naturang panukalang batas, mananatiling buo pa rin ang Una at Ikatlong Distrito ng Lalawigan. Nabawas naman sa Ikalwang Distrito ang Lunsod Batangas na magiging Ikalimang Distrito ng lalawigan; samantalang nabawas naman sa Ikaapat na Distrito ang Lunsod ng Lipa na magiging Ika-anim na Distrito ng Lalawigan ng Batangas. Matatandaang unang inihain ni dating Gobernador Hermilando I. Mandanas noong nanunungkulan pa siya bilang Kinatawan ng Ikalawang Distrito na maihiwalay ang Lunsod Batangas bilang solong distrito ngunit dahil umano sa ilang political leaders sa lalawigan ay hindi kaagad ito natuloy. Sa pag-upo ni Abu bilang kongresista ay sinamahan siya ng tatlong iba pang kongresista

ng lalawigan na maisabatas ang paghihiwalay na ito ng Lunsod Batangas. Nabatid din na dati na ring naghain ng panukalang batas si Agricultural Alliance of the Philippines (AGAP) Party-List representative Nicanor Briones para naman sa paglikha sa Lunsod ng Lipa bilang hiwalay na distrito mula sa Ikaapat na Distrito ng lalawigan. Ngunit dahil umano sa kakulangan ng suporta mula sa iba pang kinatawan ng probinsya, hindi nakasulong ang naturang panukalang-batas. Kalaunan, sa pagdinig ng Senado sa House Bill No. 3750, iminungkahi umano ng ilang political leaders sa lalawigan na isabay na ang paghihiwalay sa Lunsod ng Lipa at maging isang solong distrito rin gaya ng Batangas. Mainit naman itong tinanggap ng lunsod at pinangunahan ni Mayor Meynardo Sabili ang pagdalo ng mga lokal na opisyal sa mga pagdinig ng Senado bilang tandan ng suporta sa hakbanging ito.

Bunsod ng mga kaganapang ito, sa pagpasa ng kaukulang Joint Committee Report ng Commitees on Lcoal Government and Electoral Reforms and People’s Participation, ang House Bill No. 3750 ay tatawin nang “An Act Reapportioning the Province of Batangas into Six (6) Legislative Districts.” Itinatadhana sa Article VI, section 5, subparagraph 3 ng Saligambatas na bawat lunsod na may populasyong di bababa sa 250,000 katao ay kailangang may isang kinatawan sa kongreso. Ang Lalawigan ng Batangas ay ika-5 most populated province sa bansa at may kabuuang 2,377,395 populasyon batay sa 2010 census ng Philippine Statistics Authority. Ito ay nahahati sa apat (4) na legislative districts. Ang Lunsod Batangas ay may 305,607 populasyon samantalang ang Lunsod ng Lipa ay may 283,468 populasyon, kapwa batay sa 2010 census ng PSA. Kapag tuluyan nang nakapasa sa plenary

at nalagdaan ng Pangulo ng Pilipinas ang House Bill No. 3750, ang Lalawigan ng Batangas ay mahahati na sa Unang Distrito – Balayan, Calaca, Calatagan, Lemery, Lian, Nasugbu, Taal at Tuy; Ikalwang Distrito – Bauan, Lobo, Mabini, San Luis, San Pascual, at Tingloy; Ikatlong Distrito – Lunsod ng Tanauan, Agoncillo, Alitagtag, Balete, Cuenca, Laurel, Mataasnakahoy, San Nicolas, Sta. Lobo, Batangas however hosts two marine sanctuaries, one for fish and one for sea turtles. Last May 21, the Environment Management Bureau (EMB), a line agency of the DENR called the public for a consultative hearing in Punta Malabrigo supposedly to hear the clamor of the community and other causeoriented groups opposing the project. However, due to an alleged “lawyering” of the government personnel to the proponent’s side, the majority of the attendees, particularly those under the umbrella of Archdiocesan Ministry on the Environment (AMEn) headed by Archbishop Ramon C. THE following article is the full text of Senator Bongbong Marcos’ SPeech during the Thrid and Final Reading of the House Bill No. 3750.  MR. President, distinguished colleagues, I have the honor to report to the Senate Committee Report No. 126, containing House Bill No. 3750 with amendments, which seeks to reapportion the Province of Batangas into six (6) Legislative districts. The province of Batangas is one of the earliest provinces established by the Spaniards. It is a first-class province and one of the most popular tourist destinations near Metro Manila. It is home to the famous Taal Volcano and Taal heritage town, a small picturesque town that has ancestral houses and structures dating back to the 19th century. The province also has many spectacular beaches and diving spots. The province of Batangas is ranked 5th most populated province of the country, with a population count of 2,377,395 based on the 2010 census of population and housing issued by the Philippine statistics ........................................................................................................................................................ authority. In a previous analysis, this author referred to an article with the title Who Owns The Media? The 6 Monolithic Corporations That Control Almost Every-thing We Watch, Hear And Read written by Michael Snyder, published in October 4, 2010. The article revealed that only six companies control global media – from 50 companies in 1983 – namely, Time Warner, Walt Disney, Viacom, News Corporation, CBS corporation and NBC Universal. The supposed rationale of Resolution of Both Houses No. 1 is to allow Congress “to enact into law, economic poli-cies responsive and relevant to current national and world conditions.” Whatever this means is left to our (dis) honorable Congressmen to determine. Will a sell out of the country result in its “development” and in generating employment for the Filipino people, the most oft-repeated justification by the government? A study by Ibon Foundation reveal otherwise. Quoting from the Ibon study: “Economic sovereignty is critical to economic develop-ment. The unambiguous historical experience is that FDI must be strategically restricted and strictly con-trolled. This includes regula-ting TNC entry, establish-ment and their right to ope-rate through equity and ownership restrictions, joint ventures, requiring local con-tent and domestic reinvest-ment, demanding technology transfer, and others. These are vital policy tools to create linkages and benefits for the domestic economy. Sove-reignty means “liberalizing” when ready to do so and on terms beneficial to the domestic economy.” “This is the unambiguous lesson from the long historical experience of countries as diverse as: the United

States (US), Germany and Japan in the 1900s-1950; South Korea and Taiwan in the 1960s-1980s; and China, Russia and Cuba during their periods of revolutionary change. An economy will only get net benefits if the state exercises its sovereignty over FDI and requires real technology transfers, controls the use and repatriation of profits, and applies local content and other performance requirements. More-over, strict limits on foreign equity ownership are among the most important FDI-related measures.” In terms of employment: “The economic facts are straightforward. Increasing FDI has actually been accom-panied by increasing unem-ployment, increasing labor export, falling real wages, shrinking manufacturing and more volatile growth. There have also not been any real increases in domestic capital formation or in government revenues which have increasingly relied on regressive taxes on personal consumption.” “The cumulative stock of FDI has doubled from some US$10 billion in 1995 to US$19 billion in 2007. Inward FDI flows increased from being equivalent to less than one percent of gross fixed capital formation in the early 1980s to between 15%-18% in the last few years. FDI accounted for 56% of total approved investments in 2007 or P215.2 billion in FDI out of total approved invest-ments worth P385.8 billion.” “FDI supposedly goes towards building a strong productive economic base. However, there is nothing to indicate that all that FDI has contributed to creating a strong domestic economy able to create jobs on a sustainable basis. On the contrary, the number of jobless Filipinos has conti-nued to rise, and the 2001-2008 period is already the worst eight-year period of recorded unemployment in the country’s history. While jobs in export processing zones or special economic zones have been increasing, these have not been able to offset job losses and stunted industrial development elsewhere in the economy.” Ibon Foundation’s conclusion: “In short, foreign invest-ment has been coming into the country but the supposed gains for economy and the people– such as jobs, poverty reduction and industriali-zation– are just not there. There are certainly other factors operating to explain these poor

Gay study a “mountain of fabrication” 

RESPECTFUL conversation and smiles steal homophobes’ hearts away. That was the message of a much-ballyhooed article in America’s leading science journal, Science, last December. Michael J. LaCour, a PhD candidate at the University of California, Los Angeles, and Donald Green, a political scientist at Columbia University reported that hostile attitudes towards gay marriage could be changed by a single face-to-face conversation with a gay person. “These large, persistent, and contagious effects were confirmed by a follow-up experiment,” the authors wrote. Betsy Levy Paluck, professor of psychology and public policy at Princeton, tweeted that it was “the paper with the most astounding results & rigorous methods this year”—an opinion which cropped up again and again in the US media. The study confirmed that it was possible to diminish prejudice with personal contact. In other words, “coming out” works. These results ought to have been welcomed, because they supported a very optimistic view of human nature. They suggested that it is possible for cordial dialogue and rational argument to change minds. Prejudice is not engraved in stone, but etched on the sands of a beach. What worked for same-sex marriage could also work for pro-life arguments. Unhappily, it now appears that LaCour, the junior partner in the study, faked all the data. Professor Green had to ask Science to retract the paper after it was brought to his attention that the results could not be reproduced and that the survey firm used in the study had never heard of it. “I am deeply embarrassed,” says Professor Green. He told the Huffington Post that “There was a mountain of fabrication”. So far LaCour has not responded to the allegations. “I’m gathering evidence and relevant information so I can provide a single comprehensive response,” he

tweeted. In a sense, this incident is no big deal. Research fraud happens all the time. One of the internet’s most popular and entertaining blogs, Retraction Watch, trawls scholarly literature for retractions because of fraud and plagiarism. There is never a shortage of examples. But the LaCour scandal ought to be a warning shot across the bow of LGBT research. As flies are drawn to honey, brilliant, highly-competitive and dishonest academics are drawn to dynamic, high-profile, and fashionable research projects. And ratings-hungry journals are all-too-eager to publish amazing results. Occasionally those amazing results have an amazing back story. In 2004 Hwang Woo-suk, a Korean stem cell scientist claimed that he was first to clone a human embryo. He was feted at home and abroad as a genius. In 2005 he was unmasked as an out-and-out fraud. Last year, as if stem cell researchers and science journals had learned nothing at all, a young Japanese researcher, Haruko Obokata, faked the results of a widely-reported stem cell study which was published in Nature. Her research institute’s prestige was badly tarnished and a colleague committed suicide. The problem is growing, not shrinking. A scientist who has studied research fraud, Dr Ferric C. Fang, points to familiar problems: gender imbalance, the imperative of publish or perish, cheating and blatant fraud, selective reporting of results, the race to publish first, celebrity science and so on. “The present system,” he writes, “provides … potent incentives for behaviors that are detrimental to science and scientists.” And another scientist has written passionately in Nature: “Alarming cracks are starting to penetrate deep into the scientific edifice. They threaten the status of science and its value to society. And they cannot be blamed on the usual suspects—inadequate funding, misconduct, political interference, an illiterate public. Their cause is bias, and the threat they pose goes to the heart of research.”|

Colliding with China - 2 CLAIMANTS --The Philippines' territorial claims include five (5) islets, two (2) cays (small islands) and two reefs or a total of nine (9) features or areas. China is claiming seven (7) areas while Vietnam has twenty-two (22). Malaysia, Indonesia, Brunei and Taiwan also have their own claimed islets or areas near their own borders. The different countries' basis for their respective claims is that although these areas are beyond their 12-mile territorial limits, these territories are within their 200 -mile exclusive economic zones (EEZ) from their continental shelf, as recognized by international protocols called United Nations Convention of the Law of the Seas (UNCLOS). Mainland china is geographically far from these areas. But with China’s recent officially- issued “NINE DASH LINE” map, all these territories claimed by these countries were unilaterally declared as Chinese territory which the Philippines refused to recognize.  C H I N E S E MISCHIEFS --- In one of our nine (9) claimed islets named “Mischief Reef” in the Kalayaan Islands, near Palawan, is where China started doing some “mischiefs” in 1983 when it called it Chungian Islands and in 1995 by putting up “fishermen’s structures”. To counter China’s intrusion, the AFP intentionally “beached” or “parked” our old junk-bound “Sierra Madre” naval ship in the waters nearby that became the permanent floating home base of our few soldiers guarding the area. Today, Chinese massive dredging, reclamation and construction are on going in the different disputed shoals or reefs. In “Fiery Cross”, massive reclamation is underway with an airstrip being built which will be functional soon. In the so-called “Johnson” or Mabini Reef, multi-story structures are being constructed. It is in the Recto or “Reed Bank” area where oil deposits were reportedly found, reputedly bigger than our Malampaya reserves. “Pag-asa Island” also called Thitu Island is the 2nd biggest island. Another island is called 2nd Thomas Shoal. It was reported that Mischief Reef, also known as “Panganiban” shoal, from only 1,900 square meters in size is now more than 32,000 square meters or 3.2 hectares in size and still growing due to Chinese reclamation work. It may become a military installation.  RECOURSE --- Feeling helpless and unable to stop these Chinese “mischiefs” and seeking redress, the Philippines filed in January 2013 a “Statement of Claim” before a United Nations agency but China “rejected” the claim and refused to participate in the proceedings. According to Associate Professor JAY BATUNGBACAL of the UP Institute for Maritime Affairs and Law of the Sea, the Philippine case is still pending before an “ad hoc tribunal” based in the Hague with five (5) member-nations sitting as a tribunal. With China's refusal to participate in the case, even a favorable decision in the future in favor of the Philippines cannot be enforced. Reports had been circulating that China was really furious when the Philippines filed for arbitration with the UN. From all indications, China will not agree to a legal settlement and has been sending signals that it prefers bilateral negotiations between the Philippines and China alone, one on one.  IMPLICATIONS --- Aside from being a Philippine-China territorial dispute, the whole world will have to sit up and take action because this is now also developing into an “international maritime” issue where China, with its constructions and planned dominance, may claim control over the world's global sea lanes where about a third of the whole world’s economic logistic system passes. ASEAN where the Philippines is a member is “consensus”- based and is described as not a good forum, given that some of the member countries are doing quiet “bilateral” talks with China. It is only the Philippines that sought “multilateral” help by going to the United Nations. It is opined that the Philippine move is being quietly watched by other claimant-nations as it can be a test-bed of how big allies like the US, Japan, Australia, etc. will react.  PHILIPPINE POSITION --Former Cabinet Secretary RAFAEL ALUNAN during the Cory Aquino and Ramos administrations recalled that it was in 1995 when he woke up one morning to realize for the first time that the country “lost” Mischief Reef. Today it is becoming a Chinese military installation. Now as president of the West Philippine Sea Coalition, Sec. Alunan stressed that the Philippine position must be a combination of prudence, self-reliance but forthright and to remain a strong, not weak, link in the chain of nation claimants against China.  USA AS ALLY -- The United States so-called strategy called “Pivot of Asia” that will result to its more active presence in Asia may bring it also into a collision course with China with the US’ declared pronouncement that its main interest in the South China Sea is “ensuring freedom of navigation”. However, there are those who say (like party-list Akbayan leader WALDEN BELLO) that the US will not risk going to war with China just to uphold and protect the Philippine position. The situation can be volatile. The latest report of a US spy plane being challenged by the Chinese military during a “fly-by” over the Spratly's a few days ago, is an indication of the US concern and direction it will take. The latest events show that the US will not stand idly by and will challenge China when its intrusions are now clearly becoming an international maritime matter.  Too early yet to tell what will actually happen next but the recent incidents are instructive. Tanauan City teams, As-Pac baseball champs TWO Tanauan City baseball teams fought off two separate opponents, but fashioned out a similar 10-0 run to capture for the Philippines the Mustang 9-Under and Mustang 10Under crowns in the 2015 PONY Asia-Pacific Baseball Championships held in Ho Chi Minh City, Vietnam on May 22-24, 2015. So dominating, that the Mustang-9 team, composed of nineyear-old and under boys, allowed the opposition a solitary homerun while compiling 55 points during the 3-day tournament. The team routed Indonesia (12-1) in the first round, crushed host Vietnam (33-0) in the second round, and again, trounced Indonesia (10-0) for the crown. In the same manner, the Mustang-10 team (ten-year-old and under) tallied 57 homeruns while giving away only 3 points. The team downed Singapore (18-2), Indonesia (21-1), and Vietnam (11-0) during the eliminations, before blanking Singapore (10-0) in the finals. “I am so happy with the superb performance of our boys. The other teams were all praises with the way our boys played in the tournament,” said Tato Dimayuga, Tanauan City Sports Commissioner and head of the delegation, in a Facebook page post. “A cut above the rest,” he added. Tanauan City mayor Antonio C. Halili broke the good news during the Monday flag-raising ceremonies.

Gregorio Fider, ang ama ng kasalukuyang Vice Mayor nito na si Jay Fider. Minsan rin siyang kumandidato sa pagka-Mayor ng bayan ng San Pascual. Kilala siya bilang Gen. Fider sa mga kasamahan sa serbisyo o kaya’y Ka Goring sa mga kaibigan sa Batangas. Siya ang anak nina Pedro Fider at Clara Briones ng San Antonio, San Pascual. Kinilala ng lalawigan ng Batangas ang kanyang mga naging accomplishments sa military service at bilang sibilyan. Patunay nito ay iginawad sa kanya ng Batangas Provincial Government ang pinakamataas na award bilang “DANGAL NG BATANGAS” noong January 16, 1978. Nagtapos si Gen. Fider sa Philippine Military Academy noong 1945, at Bachelor of Laws sa Far Eastern University (FEU) noong 1952, at kaagad naging miyembro ng Philippine Bar Association. Makaraan ang ilang taon, siya ay muling nag-aral ng mga kurso sa Police Administration, Police Planning, Crime Investigation, Physical Evidence and Police Laboratory sa School of Criminology, University of California, U.S.A. Nagpatuloy pa rin sa pagdalo sa mga pagsasanay sa iba’t ibang training schools dito sa bansa. Ilan sa mga mahahalagang posisyong kanyang hinawakan ay ang pagiging Provincial Commander. Quezon Constabulary Command noong 1966 hanggang 1969; Chief Military Intelligence Legal Office (MILO), JAGO kasabay ng pagiging Chief, Consta-
