LUNSOD NG TANAUAN – “Magre-resign ako!” Ito ang mariing binitiwang kasagutan ni Tanauan City mayor Thony C. Halili sa mga mamamahayag nang tanungin kung anong gagawin ng alkalde kapag hindi naipasara ng tuluyan ang transfer station ng mga basura sa Brgy. Sambat ng lunsod na ito. Ito ay matapos umabot sa tanggapan ng Pununlunsod ang sunud-sunod na reklamo mula sa mga concerned citizens hinggil sa mga kalat at masamang amoy na nagmumula sa naturang transfer station. Inatasan ni Mayor Halili si City Environment and Natural Resources Officer (CENRO) Engr. Ryan Pariño para sa madaliang pagpapahakot ng lahat ng basura mula sa nasabing pasilidad at pagpapasara nito simula Pebrero 1, 2015. Ang mahigit sa tatlong dekadang transfer station na ito ang nagsisilbing “holding area” ng lahat ng mga nakokolektang basura sa lunsod at pinatatakbo ng NLC Garbage Services na isang pribadong kontratista. Dahil sa kalat na idinulot ng nagdaang Bagyong Glenda, at nang tone-toneladang basurang nalikom noong nagdaang panahon ng Kapaskuhan, hindi kinaya ng nasabing pasilidad ang agarang pagpoproseso ng mga basura. Naujan Lake, 5th Largest Lake in the Philippines CALAPAN, Oriental Mindoro – Located in the province of Oriental Mindoro, Naujan Lake National Park (NLNP) is now the 5th largest lake in the Philippines. NLNP is surrounded by four municipalities: Naujan, Victoria, Socorro and Pola. It can be recalled that by virtue of Presidential Proclamation No. 335 signed by then President Ferdinand E. Marcos on January 28, 1968, NLNP was declared as national park. Based on the record of the Department of Environment and Natural Resources (DENR) Provincial Office here, NLNP has an area of 21,655 hectares. It is also recognized now as a Wetland of International Importance and as site network of East Asian and Australian Flyway. According to Haribon Foundation, NLNP is a home to many species of wildlife, both terrestrial and aquatic. In fact, a total of 159 terrestrial vertebrates were recorded: 105 species of birds, 21 species of mammals, and 33 species of reptiles and amphibians. Likewise, the lake serves as wetland habitat supporting the endemic and threatened Philippine Ducks and a globallysignificant population of Tufted Ducks, as well as migratory waterbirds such as Terns, Herons, Egrets and others. Other endemic and threatened birds were recorded in or near the protected area such as Mindoro Imperial Pigeon, Mindoro Bleeding-heart Pigeon, Black-hooded Coucal and Mindoro Hornbill.| ........................................................................................................

Kinilala ng mga otoridad sa PAF headquarters sa Villamor Air Base sa Lunsod Pasay ang mga sumakabilang buhat na piloto na sina Capt. John Bayao at 1st Lt. Nazer Jana. Ayon sa ulat, nagsasagawa ng air exhibition ang dalawang piloto para sa pagdiriwang ng Nasugbu’s Liberation Day nang biglang bumulusok ang kanilang SF-260 plane sa dagat may 150 meters ang layo mula sa baybayin ng Barangay Bucana, ganap na ika-9:45 ng umaga. Ayon kay Chief Inspector Pablo Aguda, hepe ng Nasugbu Police, na narekober ang bangkay ng mga piloto sa may 20 metrong lalim at dinala na sa Maynila. Ayon kay PAF spokesman Col. Rico Canaya, nagpadala ng mga imbestigador sa Nasugbu si PAF chief Lt. Gen. 2 suspected robbers nabbed LIPA City – Two suspected robbers were nabbed in separate occasions on the same day that they were caught ransacking a rise stall at the Lipa City Public Market. Authorities identified the suspects as Allan Alvarez y Matubang, 20 years old, single, helper, native of La Carlota City, Negros Occidental and presently residing at Brgy. Maraouy, Lipa City; and Jonathan Roldan y Ramos, 16 years old, with live-in partner, OSY, native of Pasig City and presently residing at Brgy 3, here. Reports reaching Camp Miguel Malvar narrates that at about 10:02 in the morning of January 29, 2015, victim identified as Karen Del Mundo y Napiza, 43 years old, married, businesswoman and a resident of Brgy. Sabang, Lipa City. together with her husband and Reynaldo Esguerra Morada, volunteer security of Lipa Public Market, appeared at Lipa CPS and turned-over the arrested suspects. Accordingly, at about 1:15 in the morning of January 29, 2015, suspects were caught in the act by Reynaldo Morada while ransacking inside the rice stall of the victim located at Lipa Public Market, Bgy 3, Lipa City. Suspects hurriedly ran when they saw Reynaldo Morada who was coming and eventually evade the arrest. At about 6:00AM of same date, Jonathan Roldan saw by Reynaldo Morada who was walking near the Public Market hence he was arrested. Reynaldo Morada sought the assistance of a SWAT Team which eventually arrested the other suspect Allan Alvarez at Brgy. Maraouy, Lipa City. IN EXACTLY 24 months, the Aquino Administration that came to power on a “Social Contract with the Filipino People” will come to a close. Its trademark shibboleth: “Kung walang corrupt, walang mahirap.” Its path to governance: Daang Matuwid. In his homily on the feast of Santo Niño [the Holy Child] in Manila on Sunday, Pope Francis called the faithful to see in the Child Jesus their deepest identity and to protect their families against the devil’s insidious attacks against it. Speaking to an enormous estimated crowd of 6 million faithful in Rizal Park, site to the 1995 World Youth Day, the Pope said that the image of the Child Jesus, which accompanied the Christianization of the Philippines, continues to remind us of “the link between God’s Kingdom and the mystery of spiritual childhood”. The Santo Niño, he said, reminds us of our deepest identity. “In Christ we have become God’s adopted children, brothers and sisters in Christ. This is who we are. This is our identity.” Yet Pope Francis also noted that the world and the devil seek to make us forget the truth of who we are. “The devil is the father of lies,” he said. “Often he hides his snares behind the appearance of sophistication, the allure of being ‘modern’, ‘like everyone else’. He distracts us with the view of ephemeral pleasures, superficial pastimes. And so we squander our God-given gifts by tinkering with gadgets; we squander our money on gambling and drink; we turn in our ourselves. We forget to remain focused on the things that really matter." “We forget to remain, at heart, children of God,” he said. “This is sin: to forget, in one’s heart, to be children of God.” The Holy Child also reminds us that this identity, and our families, must be protected, the Pope observed. “Sadly, in our day, the family all too often needs to be protected against insidious attacks and programs contrary to all that we hold true and sacred, all that is most beautiful and noble in our culture,” he said. “Specifically,” he added, “we need to see each child as a gift to be welcomed, cherished and protected.” Pope Francis’ words follow his address to families Friday, in which he spoke of an “ideological colonization” that is seeking to destroy the family and reaffirmed the Church’s teaching set forth by Blessed Pope Paul VI in Humanae Vitae. His comments come in the wake of the Filipino President Benigno Aquino’s signing of a controversial reproductive health bill that would require government-sanctioned sex education for adults, middle and high school students, and a population control program that includes fully subsidized contraceptives under government health insurance. The Pope concluded his remarks by commending the Filipino faithful to the Santo Niño, asking that he continue to bless the Philippines and sustain Christians in their vocation to be witnesses and missionaries of the joy of the Gospel, in Asia and in the whole world. The image of the Santo Niño of Cebú [the Holy Child of Cebu] is the oldest religious relic in the Philippines and is considered by many Filipinos to be miraculous. The 12-inch wooden statue depicting the Child Jesus clothed in royal attire is thought to have been made by Flemish artists and was presented in April 1521 as a baptismal gift by the Portuguese explorer Ferdinand Magellan to the newly baptized wife of the Rajah Humabon (baptized Charles V). The image is one of the most beloved and venerated icons in the Philippines. It is housed in the Minor Basilica of Santo Niño, built on the site where, in April 1565, the statue was found in a pine box amidst the ruins of a burnt house believed to have miraculously survived. |

Ang Mabuting Balita Ang Pagpapagaling sa Maraming Tao (Mateo 8:14-17)(Lucas 4:38-41) MULA sa sinagoga, si Jesus, kasama sina Santiago at Juan, ay nagtuloy agad sa bahay nina Simon at Andres. Noon ay nakahigang nilalagnat ang biyenan ni Simon at ito'y agad nilang sinabi kay Jesus. Kaya't nilapitan ni Jesus ang babae, hinawakan ito sa kamay at ibinangon. Hinanap siya ni Simon at ng mga kasama nito, at nang matagpuan siya ay sinabi nila, "Hinahanap po kayo ng mga tao." Lessons from the Mamasapano fiasco THE Mamasapano fiasco that killed 44 policemen, who came from its elite unit, has generated so much reaction from the public that it compelled President Aquino to explain how and why this blunder happened – although what he did was to merely blame somebody else. Let us not put the lives of those killed, policemen and Moro rebels alike, to waste. Let us derive lessons from the Aquino government’s costly blunder. Here are some lessons and revelations we could derive from this fiasco. 1. The level of ineptness of the Aquino government is quite high and yet it does not have the humility to accept its mistakes and correct its errors. Instead, President Aquino always passes on the blame to others or his underlings while saving himself from being held accountable for his costly blunders. Clearly, President Aquino approved a military action – ignorance is no excuse – that imperiled the peace talks with the Moro Islamic Liberation Front (MILF) to curry favor with the US in the hope of getting more military aid. It also raised a question: Why is suspended PNP Director Alan Purisima heading the operations? 2. It would take more than a piece of paper, crafted as an agreement or a law, to achieve peace. Even with the ceasefire and expected forging of a peace agreement, the Aquino government approved a military operation within the area of operations of the MILF. It is obviously not a simple serving of a warrant, with the number and type of troops involved. The reaction of the Moro rebels, on the other hand, showed their deep distrust over the sincerity of the Philippine government and the intention of its troops. No matter how many agreements the government signs and with whom, peace could never achieved unless the roots of the armed conflict is addressed. In the case of the Bangsamoro people, the armed conflict is rooted in centuries of oppression and chauvinism and deep social inequities.

The Philippine government has already signed a peace agreement with the Moro National Liberation Front (MNLF) before and still a just and lasting peace has not been achieved. Even if the Bangsamoro Basic Law is passed and the fighters of the Moro Islamic Liberation Front (MILF) are decommissioned and disarmed, if the Bangsamoro people’s right to self determination is not genuinely guaranteed and the deep social inequity plaguing them is not addressed, the armed conflict would continue. This early, there is already the Bangsamoro Freedom Fighters and the MNLF is exhibiting signs of unrest. 3. If the government takes on a war that is not ours, but an invention of the US to justify its continuous military buildup, aggression and intervention such as the “war on terror”, then the war would be brought to us. Assuming that indeed Abdulbasit Usman at Zulkipli Bin Hir – Usman and Marwan – of the Jemaah Islamiya are here, the question is why are they here? It is most probably because we have allowed ourselves to be used by the US in its war on terror. Reports reveal that the whole Mamasapano operations was directed by the US to neutralize Marwan. The US supplied the intelligence; it instigated the Aquino government to undertake the operations; and US troops were sighted participating in the retrieval operations. Second, the oppression and social inequities being suffered by the Bangsamoro people create the breeding ground for armed Islamic fundamentalist movements. If the Bangsamoro people do not suffer oppression and social inequities, and the Philippine government does not allow the US, or any country for that matter, to use the country and its Armed Forces for the war that the US created and instigated, Usman and Marwan would not be welcomed here.

The Fallen 44, Heroes All! THE number has gone up to fifty. The Fallen 44 were joined by their six other comrades in their journey to the world beyond. The number of grieving families has increased. The wounds inflicted on us all continue to swell. We are still mourning for the loss of lives in one of the saddest moments in our history. No necrological tribute can ever soothe the grief and the anguish that the bereaved feel. Only an assurance of justice may mend the brokenness of the wives, children, parents and friends of the young men who were led to their deaths by their field commanders and civilian superiors. The accountability for their deaths reaches to the highest office in the land—in the shoulder of their Commander-in-Chief. President BS Aquino III first implied that the death of young police officers is the price of their loyalty to duty. He then recounted how his family suffered under the Martial rule. He insinuated that he is never alien to the sorrows and sufferings of the widows, orphaned and the bereaved. He claimed that the operation had long been designed and approved, not during this term, but during the previous administration rule. This sums up his live television appearance after the massacre. There is no doubt that incident have impacted on the fragile peace term between the government and the Moro Islamic Liberation Front (MILF). Demandang hindi natanggap Barangay Kalayaan, Gerona, Tarlac. Nalaman niya na matagal na palang nailit ang lupa at hindi na nakatira roon ang mag-asawa. Noong Setyembre 26, 2000, pumunta si Tino sa Tierra Pura Subdivision, Quezon City at walang paliwanag na iniwan ang summons ng korte sa hipag ni Ted na si Vicky at hindi sa mag-asawa. Katibayan ay ang pirma ng hipag sa sulat. Hindi nakasagot sa reklamo sina Risa at Ted. Dineklara ng korte na wala na silang karapatan pa sa kaso at hinayaan na solong maghain ng ebidensiya ang MAC. Noong Hunyo 27, 2001, nagdesisyon ang korte pabor sa MAC. Pinagbabayad ang mag-asawa ng P353,500, 6% interes at P30,000 na gastos sa abogado. Pagpapalakas ng patriyotismo ANG pagmamasid ay isang pamamaraan para tayo ay makaangkin ng kaalaman sa maraming larangan. Ito ay isang accepted truth ng karamihan sa education and academic sector kaya kahit ang mga field trip, observation tours, OJTs at immersion programs ay pasado sa istriktong batayan ng mga matataas na ahensya at institusyon ng edukasyon sa ating bansa.  Bilang Commandant ng Philippine Air Force Officer Candidate School, ikinagagalak ko ng ibalita sa lahat na sisimulan na namin ang aming Open House and Silent Drill Exhibition program. Iniimbita namin ang ating mga guro’t mag-aaral na bumisita sa Fernando Air Base sa Lipa City tuwing Linggo simula nitong Ferbruary 8, 2015. Dito namin gusto ipakita sa ating mga kabataan ang kahalagahan ng disiplina sa paghubog ng ating mga future leaders.

Mamasapano, what next?

Importante din na malaman ng lahat na ito ay isang daan lamang para sa pagpapalakas ng patriotism sa mga salinlahi nating Pilipino.  Sa Open House matutunghayan ng mga bisita kung paano namumuhay sa loob ng barracks ang aming mga kadete. Mapag alaman din nila kung ano ang epekto ng disiplina sa isang tao kahit na sa ordinaryong bagay at kalakaran katulad na lang ng pagsasaayos at pagliligpit na isinasagawa ng mga kadete sa kanilang mga personal na gamit. Isang paborito ko na joke mula sa isang educator father ay ang simpleng pangaral nito sa kanyang anak. DAHIL sa hindi pagbabayad ng mag-asawang Ted at Risa ng mga patuka ng manok na umaabot na sa P353,500, idinemanda sila ng MAC – supplier ng feeds noong Hunyo 21, 2000. FOR those many of us who are watching from the sidelines and from a distance the events unfolding, it's been an emotionally draining week due to the Mamasapano incident. It's a mixture of shock, disbelief, anger, grief! Many a tear has been shed. The agony that struck the sensitivities of all Pinoys still lingers and will continue to linger. So, where do we go from here? That reminds me of that favorite line of the Romans of yore that became the title of that old movie "QUO VADIS", meaning "where to", "where are we going" "what next". On this, I have a few thoughts of my own I wish to share.  FAMILIES - For the families and loved ones of those who died, it is still about grappling with the reality, accepting the painful loss. It is still denial to some. It is about recalling those last moments like the last phone call or the last "goodbye" or those last intimate moments. It is also about how to grapple with life without them. At this time, it is still grief and pain. The human dimension of it all is replete with anecdotal vignettes that if recalled, told and re-told help numb the pain and give temporary solace to those grieving, shunting aside for some fleeting moment about grim death and its concommitant pains. But then, for now, it's more about getting satisfactory answers for their question: "why this?"  MALACANANG -- For the palace, it is about telling the angry and suspicious public what actually happened. It is about accountability for what has been perceived as a blunder, a big mistake, a "faux pas", a seeming cover-up. It's about bringing justice to all by punishing those responsible. Many believe there's a cover-up story to evade accountability even in the highest level: the presidency. It is about stemming the tide of anger and discontent that may lead to public disorder that can seriously undermine the stability of the government. To some it is about President Aquino showing sincere compassion and owning up to his role and responsibility. It's about Citizen No. 1 having the integrity and moral courage to say "I'm sorry", if necessary. It's about the public expectation that President Aquino stops his glib, insincere and evasive posturings and instead takes full responsibility for what happened. Then and only then can he lead in the first step of healing a badly divided nation. Anything short of this will not be acceptable. Anything less will not mollify an already angry and grieving nation.  CONGRESS -- As for Congress, it must learn from the lessons of the incident in crafting the law that will entrench the peace agreement by providing the necessary safeguards in the so-called BBL. It must give the mandate to an independent high level body which must look into what actually happened, sparing no one. Never mind the never-ending congressional investigation. Political alignments will screw things up. It will only bring more unnecessary agony and disbelief to all. Moreover, there is more urgent need now NOT to rush the BBL entrenchment but allow a longer transition period to heal the wounds of distrust worsened and inflicted by this Mamasapano incident. The congressional hearings may have to await the report of that independent investigative body. Also, we need to give sufficient and reasonable time for the MILF to regain lost ground and show its capability to clear its area of the bad guys and do good governance. As of now, there is preponderance of anger against them and distrust. Moreover, it has to mature into a political party to be able to fairly compete with others who will also stake claim on the bangsamoro political leadership. To maintain the earlier schedule as spelled out in the peace agreement, pre-Mamasapano, was illadvised. With the post Mamasapano scenario, it will spell doom.  MILF -- For the Moro Islamic Liberation Front, it is about accountability and taking responsibility for the carnage. Being now a recent partner and no longer operating outside the mainstream having signed a peace agreement with government, it assumed responsibilities and must show sincerety and capability. The decisive steps taken to disarm is a timely positive move, unlike the earlier signs of hesitance and seeming resistance by its armed elements. It must now clearly prove that the trust it was accorded was well deserved and that government was not hoodwinked into a peace settlement. Here are a few ponderables. First, the MILF must first explain why its so-called "controlled areas" have become virtual sanctuaries of terrorists and criminals not only now but for as long as we can remember; why its armed elements and communities not only harbor the bad guys but even go to the extent of protecting and fighting and even killing government forces who were on a mission to take them out. This excuse about "lack of coordination" leading to a "misencounter" to explain the carnage of 44 SAF commandos will not stick. It's pure baloney! "Misencounters" are about friendly forces initially fighting by mistake. But it's NOT about fighting for several hours, finishing them off, mutilating them and cannibalizing dead bodies of our SAF commandos. This is "barbarism" pure and simple. And MILF cannot escape responsibility by blaming this on roque elements, the BIFF or other armed groups with whom government has not signed a peace accord. The other bad guys have nothing to explain. But the MILF, as our peace partners, must! And MILF must take decisive steps. It must cleanse its areas of the bad guys. It must even try to haul in the other high value target who got away: the notorious bomber Basit Usman. At the very least, it should not stand in the way as government forces scour its areas to flush out the bad guys. It must erase the doubts and fears of many,

to downplay the effect of the massacre to the ongoing peace process, it cannot be denied that more people are now doubting whether the peace pact between the government and the MILF can truly bring peace to Mindanao. The cries of the widows and the grieving nation continue to erode the credibility of the administration in making peace work in the region. People still cling on their dreams of a peaceful Mindanao. However, doubts persist on whether the present administration and the MILF leadership can be true to their commitment that the guns would be silent and that violence would cease once the Bangsamoro Basic Law is enacted into law. Many people fear that the establishment of the Bangsamoro will consolidate political and military powers in the hands of the MILF and embolden its commanders to continue exacting violence on those who do not subscribe to their biddings. The killings of the SAF 50 tend to confirm this fear. The Fallen 50 deserve the admiration and honors of our people. They gave up their lives for an ideal far lofty than fidelity to duty. They awakened people to the truth that the claim for peace cannot just be entrusted to the hands of politicians and weak of hearts. They

died so that peace, if ever it comes, will not be fragile but a true and lasting one. We do not know these men personally. We have not shared their joys and their trials as hopeful candidates for a life of dedicated service. But there are few things about them. Few things that will continue to recur in our memories: these sons of the masses, these young men who did not falter in the face of gruesome death have been marked in the hearts of their people as martyrs of peace. The Fallen 44 are dead. Tragic as it is, something more counts than the fact that death comes:

Panaligan sa isang coconut plantation sa barangay Parang para sa pamamahagi ng 10,500 local variety ng seednuts kasama si Konsehal Gil Ramirez, Philippine Coconut Authority

(PCA) na pinamumunuan ni Inocencio Fampulme, ang Provincial Coconut Development Manager. Tinatayang nasa mahigit 70 ektarya ang target area para sa planting at replanting ng mga puno ng niyog sa mga coastal barangay sa lunsod ng Calapan. Sa kanyang mensahe, sinabi ni Panaligan na nais na niyang maibalik ang pagtatanim ng puno ng niyog. Ito aniya ang sinasabing most important palm. Binaggit niya na marami pa rin ang

The Batangas lawmaker further pointed out that the PNP SAF troopers outrageously died while carrying out a mandate under the law to serve a warrant of arrest issued by proper judicial authorities against known wanted foreign terrorists. The circumstances “clearly manifested the heroic stand of the PNP SAF members in the solemn and dedicated performance of their assigned duties,” Abu concluded.|

Lessons from the Mamasapano.. Even the much-maligned ISIS would not have thrived if there was no “war on terror” and there are no acts of oppression and injustices being committed against Muslims all over the world. For a Commander-inChief and President to merely lay the blame on a commanding officer for a critical and sensitive operation involving a lot of troops is too simplistic and shows an utter lack of accountability. If we hastily blame the MILF and other armed Bangsamoro fighters for

attacking government security forces operating in the area where they are stationed, we fall into the ploy of the US of racial profiling through portraying all Muslims as terrorists to justify its so-called “war on terror” and its military hegemony and aggression. If we are to look beyond the blinders being spread by the propagandists of the US and Philippine governments and take a deeper look into the roots of the armed conflict, everything would be much clearer.|

Mamasapano, what next? triggered by Mamasapano, that the bangsamoro territory may eventually become the impregnable lair and hotbed of terrorists, local and international. This is MILF's proverbial litmus test that it must pass.  PEACE PROCESS --Those working in the peace process must not lose its bearings inspite of the seemingly unsurmountable new obstacles in the way. Winning back the people's trust in the badly bruised peace process is the call of the moment. We must disabuse the minds of many who call for war! There is no other route to the future but through sustainable peace through a peaceful settlement. We have seen how the violent past played out. We can understand for the moment the popular clamor of many that we annihilate the enemy; that we attack their camps, that we finish them off. If only this is a foolproof solution, why not. But it is not!

 WAR NOT AN OPTION - For us who had seen it close and clearly understand the nuances of the situation, going to war is never an option. It will not address a generational aspiration of the bangsamoro. Just ask the one million displaced and suffering civilians who were the victims of so-called "collateral damage" of the 2000 war. They will tell you the true and unquantifiable costs of war. The agony of the nation and what we all go through with our fallen commandos of the infamous Mamasapano carnage must be avenged, by all meansthrough accountability and justice. The casualties of this tragic event are not only be the lives lost. The biggest casualty here is the peace process! Hence, we must all help to revive it, heal its deep wounds and resuscitate it. But an all-out war amongst Filipinos should never be an option.|

Kasama na dyan ang Makita ang ating mga eroplanong ginagamit sa pagsasanay ng mga future defenders of the Philippine skies. At siyempre, pa selfie selfie na rin for the memories. Nais namin na mabigyan appreciation ng kabataan ang aming ginagawa at kung paano natin dapat pangalagaan ang kinabukasang mamanahin nila mula sa atin.  These are learning opportunities na iaalay namin sa bayan. Nakikita ko na hindi lamang kami dapat mag-i-exist within the confines of our school but kailangan din namin bigyan ng social bearing ang aming ginagawa na naayon sa pangangailangan ng ating bansa, lalong lalo na sa panahon ngayon na lumalaki ang feeling of alienation among our youth dala na rin ng explosive growth ng teknolohiya. Instead na magliwaliw sa mall o mag dota buong araw tuwing Sabado ang ating mga kabataan, why not spend the day under the sun? Ayon sa mag-asawa, hindi naman sila nasakop ng kapangyarihan ng korte dahil hindi naman tama ang paraan ng pagpapadala ng summons sa kanila. Walang basehan at masyado pang maaga ang ginawa ng kinatawan ng korte na pagbibigay at pag-iiwan ng sulat kay Vicky at hindi sa kanila. Dapat na dineklara muna ng kinatawan ng korte na nabigo ito na personal na maibigay ang summons sa mag-asawa sa loob ng takdang oras. Hindi rin niya sinabi kung bakit imposibleng maibigay ang sulat sa bahay ng magasawa sa Tierra Pura Subdivision. Panghuli, hindi dineklara ng kinatawan ng korte na si Vicky ay nasa hustong gulang, tamang pagiisip at nakatira sa bahay ng mag-asawa sa Tierra Pura. Tama ba ang mag-asawa?  TAMA. Ang tinatawag sa batas na substituted service of summons ay maaari lamang kung 1) imposible na maibigay ang summons sa kinakasuhan sa loob ng sapat na

panahon, 2) ginawa ng kinatawan ng korte ang lahat ng paraan upang mahanap ang taong kinakasuhan, 3) ang summons ay ibinigay sa isang taong may hustong gulang at tamang pag-iisip, 4) ang taong pinagbigyan ng sulat ay nakatira sa bahay ng kinakasuhan at 5) inulat ng kinatawan ng korte sa return of service ang mga impormasyon at sirkumstansiya kung bakit imposible ang personal na pagbibigay ng summons sa kinakasuhan. Sa kasong ito, walang pruweba sa return of service na 1) imposible na personal na matanggap nina Ted at Risa ang summons sa loob ng sapat na panahon, 2) na nasa hustong gulang at tamang pag-iisip si Vicky na siyang tumanggap sa sulat, 3) na nakatira si Vicky sa bahay ng mag-asawang Ted at Risa. Lumalabas na talagang hindi nasakop ng kapangyarihan ng korte ang mag-asawa. Hindi sila sakop ng desisyon ng korte na may petsang Hunyo 27, 2001 at ng kautusan na nagpapatupad nito na may petsang Nobyembre 10, 2004 kaya’t nararapat lamang na isantabi ang mga ito at ipawalang-bisa. Last December 2014, the province was placed under state of calamity when tropical storm Ruby (international name Hagupit) hit the province. The typhoon resulted in 5,720 families or 24,781 individuals displaced into 123 evacuation centers. Also, a total of 289 passengers and 99 rolling cargoes were left stranded at the Batangas Port because of sea travel hazards. Among the most damaging disasters recorded by the Centre for Research on the Epidemiology of Disasters (CRED) are tropical storms and floods. In effect, these calamities cause the loss of lives, livelihood, houses, and services. Known as one of the disaster-prone countries in the world, the Philippines was identified among the natural disaster hotspot by a study conducted by World Bank in 2008. The finalists got 50,000, 100,000 and 150,000 thousand pesos of cash prize respectively. The fireworks display are judged according to choreography (20%), colors and design (20%), timing and synchrony (30%), crowd appreciation (20%) and technical (10%). Aside from the fireworks competition, the audience were also delighted by the performance of Rivermaya. Audience during the elimination rounds at SM City Batangas’ parking area were delighted by the presentation of The Blanc band.|
