‘13th Love Affair with Nature’ ginanap sa Puerto Prinsesa PUERTO PRINCESA, Palawan — Kasabay ng pagdiriwang ng araw ng mga puso ay isinagawa naman ng Pamahalaang Panlunsod ng Puerto Princesa ang ika13 taong pagdiriwang ng Love affair with Nature na may temang: “Iisang Mithiin, Iisang Tanawin Luntiang Baybayin”. Phil Sciece HS-Calabarzon, opens in June THE Philippine Science High School (PSHS)-Calabarzon Campus will open its door in Batangas City opens in June 2015. As gathered from City Planning and Development Coordinator, Engr. Januario Godoy, the scholars of the PSHS will use the Bahay Kaalaman in the Batangas National High School pending the construction of the PSHS building on a 5-hectare lot in Barangay Sampaga. The said lot was donated by the Batangas City Government. On the other hand, the PSHS is undertaking the construction and
provision of science laboratories, library and other facilities of a PSHS in Barangay Sampaga. The Bahay Kaalaman will have a separate entrance and gate for the PSHS students. Enrolment is in March to April for more than 90 qualifiers at the City Hall and will last for two to three weeks. There will be three (3) sections for the freshmen. The Calabarzon Campus in Batangas City is the 14th PSHS in the country. According to Engr. Godoy, Batangas City was chosen two years ago, from among the other areas screened by
PSHS, namely, Lipa, Cavite, Quezon and Antipolo City. Atty. Victor Reginald Dimacuha in an earlier report said that it is an honor to host the PSHS because it will further improve the City’s educational system in the field of science and mathematics. PSHS will conduct trainings for the Division Schools teachers to upgrade their competencies. The hiring process for different positions to complete the manpower of the PSHS is in full-swing now. Million Volunteer Run ng Red Cross, gagawin sa Marso 8 ISASAGAWA ng Philippine Red Cross (PRC) Batangas Chapter sa ika-8 ng Marso ang Million Volunteer Run (MVR) 3 na isang fund-raising project nito para sa sa mga gawaing pangkomunidad. Ayon kay PRC Batangas Chapter Administrator Ronald Generoso, layunin ng naturang run for humanity na maiangat ang kakayahan ng PRC Batangas Chapter sa Disaster Preparedness and Response. Sa kasalukuyan, ang PRC Batangas Chapter ay may tatlong ambulance, rescue trucks, rubber at plastic boats at 24-hour emergency response unit na rumeresponde sa mga oras ng pangangailangan. Hangad din nito na mapalawak ang kamalayan ng publiko sa disaster risk at vulnerability, makapagpatayo ng tatlo pang Blood Collecting Units/Blood Stations sa lalawigan at makapagorganize ng Red Cross 143 volunteers sa 1078 barangay sa Batangas na syang reresponde sa panahon ng kalamidad.

Ang pondong makakalap sa MVR 3 ay gagamitin ng PRC Batangas Chapter sa pagkalap ng pondo upang matugunan ang operasyon ng nasabing ahensiya. AT the end of January 2015, it was reported by no other than City Treasurer Maria Teresa Geron that there is a 24.5% increase in collection from business taxes, Mayor’s Permit and other regulatory fees or a total increase of P56.8M. The total collection for January alone amounts to P232M, an increase of P56.M over last year’s P175.29M. Geron’s office also said that a total of 5,236 businesses in Batangas City, availed of the services of the Business-One-Stop Shop at the People’s Quadrangle, higher from 2014 statistics of 4,458 businesses. There are at least 109 new businesses each year, but renewals also increased from 4349 businesses in 2014 to 5,217 businesses this year. This development simply belies all reports that business enterprises in Batangas City is going down and that entrepreneurs are moving away from the city due to the tremendous increase in the real property tax rate and the collapse of Calumpang Bridge last year. Indeed, numbers really does not lie. The business sector still has the confidence that their investments in the city will bear fruit amidst all the challenges they met. However, the inability of the city government to appropriate fund for the rehab of the Calumpang Bridge and prioritizing the modernization of the public market is another story. The rehabilitation of the collapsed portion of the Calumpang Bridge will be in full swing in the next weeks and months, hoping to open the traffic by September, or to say the least, before the busy pre-Christmas season. This developed as the Meralco has completed the rerouting of the distribution lines from M.H. Del Pilar St. in Barangay Poblacion 1 to P. Panganiban St in Barangay 2 and crossing the Calumpang River to Barangay Pallocan West. It was observed that after the Notice to Proceed has been released to JBL Builders and Wilson Uy Construction Joint Venture, the contractor| has to wait for the said rerouting of the electric distribution lines that caused a week-time delay before the bridge rehab commenced. For some, it could be considered as a minor delay, but for thousands of people affected by the collapse of the bridge, it is simply a display of insensitivity on the part of Meralco and lapses on the part of the City Engineer’s Office. City Engineer Adela Hernandez is always saying that the city government is in close coordination with the DPWH Region IV-A on matters regarding the rehabilitation of Calumpang Bridge. But as concerned parties, the DPWH, the CEO and the Meralco could have noticed even before the project has been awarded to a contractor that rehabilitation on the bridge cannot commence unless the said electric distribution lines have been rerouted because it will be hazardous to the workers taking into consideration that heavy equipments will be used thereat. The bridge collapsed last July 16, 2014 and the rehabilitation plan has been completed several months ago; but it last until the project has been awarded to a contractor before the rerouting was effected.|

Which road leads to justice? THE two ongoing Congressional investigations regarding the Mamasapano massacre do not imply whether justice is one of their ends. Philippine national Police (PNP) OIC Deputy Dir Gen. Leonardo Espina literally shed tears when he asked for truth and justice for his fallen comrades. Families and friends have been crying for justice for the Fallen 44 since the incident. Yet, these investigations could only give light on what actually transpired; they will not result to any indictment against the perpetrators of the massacre. At the most, these investigations could only stall the passage of the Bangsamoro Basic Law (BBL) which have been pending in Congress since last year. At the least, results of these investigations may serve as inputs to the ongoing peace process between the government and the Moro Islamic Liberation Front (MILF). The Mamasapano massacre put at the center the capability of the government and the MILF to keep the terms of peace and to enforce obedience on their fighters so that they too will honor the agreement. The brutal killing of the 44 PNP-SAF commandos shows that unless political leaders are serious in enforcing discipline over their troops military campaigns will always come with unrestrained cruelty and violence. So far, the present investigations disclosed that the fighters of the MILF had used excessive violence to dealing with the intruder in their alleged territory. They violated the basic principles of international humanitarian law. Common article 3 of the Geneva Conventions enumerate some of these basic principles as the humane treatment of persons who do not or no longer taking active part in the hostilities, including members of armed forces who have laid down their arms and those placed hors de combat by sickness, wounds, detention, or any other cause; the prohibition on inflicting violence to life and person, in particular murder of all kinds, mutilation, cruel

treatment and torture; and the collection of and caring for the wounded and sick. The information gathered during the investigations showed that the combined elements of MILF-BIFF fighters did not distinguish between combatants and former combatants who no longer participate in the hostilities. Instead of sparing the wounded, they executed them and took away their firearms and personal belongings. Republic Act 951 considered these acts as war crimes in an internal armed conflict. In particular, section 4(c), paragraph 8 of the said law punishes the killing or wounding of a person in the knowledge that he/she is hors de combat (incapacitated to fight due to injuries or wounds sustained) as war crime in an internal armed conflict. Also, paragraph 14 of the said section considered the taking away the firearms and personal properties of the wounded and the dead as punishable war crime in an internal armed conflict. Justice demands that those who violated the basic principles of international humanitarian law be prosecuted and held accountable for their crimes. This does not mean that the Philippine government, thru the Department of Justice, needs to undertake the process of initiating the war crimes probe unilaterally. To prove its sincerity, the MILF should complement the work of the Philippine government by identifying the perpetrators and transferring their custody to face prosecution for violations of Republic Act 9851 as may be warranted by evidence. And should the MILF refuse in spite of the evidence pointing to the culpability of its fighters for violations of the law and the basic principles of international humanitarian law, the Philippine government must be ready to take all available options to enforce its jurisdiction over the perpetrators and vindicate the claims of the victims with all due regard to the peace process.|

This thing called ‘pagmamahal’ ANG iba’t ibang aspeto ng ating buhay ay merong dimesyon na pansarili at panlipunan. Ito ay dahil tayo bilang indibidwal ay miyembro ng ating lipunan. Ito ay applicable din sa mga institusyon sa ating mga komunidad, katulad ng mga paaralan, mga negosyo, simbahan o di kaya’y mga organisasyon. Edukasyon. Isa ito sa mga karapatan natin bilang isang mamamayan. Isang batayan ang edukasyon kung may namamagitang pagmamahal sa isa’t isa sa pagitan ng mga ordinaryong taumbayan dahil kung hindi buhay sa puso natin ang pagmamahal sa ating kapwa hindi dapat naipasa sa plebisito ang ating Konstitusyon na syang nagsasaad ng ating mga katarungang sibil na kinabibilingan nga ng karapatang magkaroon ng edukasyon. Kumbaga ginusto ng bawat isa na magkaroon ng ganitong karapatan ang lahat. At dahil ipinasa natin ang karapatan na ito, hindi ito mabubuhay kung walang affirmative action mula mismo sa atin. Kailangan natin na bigyan ng substance ang ating gustong gawin ng gobyerno sa siyang iniutos natin sa pagpatibay ng ating Konstitusyon. Ito ang buod ng ating existence bilang isang democratic society. Na kung ano ang ating pinagtibay ito ay kailangan din natin suklian ng suporta. Lalong lalo na kung ang pag taas ng antas ng kaalaman ng ating lipunan ang pag uusapan.
Dahil nakikita rin natin na mahal tayo ng gobyernong ating itinatag, ang edukasyon ay naging isang importanteng larangan na suportado’t tinayaguyod ng ating pamahalaan. Ang misyon na nilikha nito para sa ating mga educational institutions ay kung paano nila maipakita at maibalik sa taumbayan ang suporta’t pagtaguyod ng pamahalaan sa larangang kanilang ginagalawan. Sa PAFOCS, ang educational unit na aking pinamamahalaan, ipinapakita namin kung paano maibabalik ang suporta’t lahat na idinulot ng karapatang magkaraoon ng edukasyon sa pamamagitan ng pagbigay importansya sa kagustuhan ng ating bansa. Ang mga disiplinang ating pinapanday ay upang mapagsilbihan ng aming mga estudyante ang ating bansa matapos nilang iwanan ang paaralang ito. Ito rin ang hamon dapat sa lahat ng mga decision makers sa sektor ng edukasyon. Na dapat mangunguna ang national interest sa pagdesinyo ng ating mga kurikolum at iba pang pundasyon ng ating pagbibigay kaalaman sa ating kabataan. At dahil ang pagmamahalan ay hindi lamang oneway street, dapat nating ibalik sa ating bansa ang pagmamahal na bigay sa atin na magkaroon ng edukasyon sa paglinya ng ating mga programa ayon sa national interests.|

Mamasapano 2: The Aquino presidency and the brewing storm
WHAT happened on February 6, 2015 was unprecedented. This is the first time that a president has made a nationwide address on the same issue twice. (Without saying anything substantial – but that is another matter). This shows that President Benigno “Noynoy” Aquino III is still reeling from the aftershock of the Mamasapano fiasco that claimed the lives of 44 Special Action Forces (SAF) personnel, 16 fighters from the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF), and two civilians. (Which he exacerbated by preferring to attend the inauguration of a Mitsubishi plant rather than attending the arrival honors for the fallen SAF men.) However, in both addresses, what President Aquino tried to do was to evade accountability and absolve himself and his friend former Philippine National Police Director Alan Purisima from any blame for the fatal fiasco. In both addresses, he laid the blame on SAF commander Getulio Napeñas: in his first address for purportedly failing to follow his instructions to “coordinate” with the Army, and during his second address, for allegedly not adjusting or aborting the mission based on changes in the situation. In both addresses, Aquino never admitted to giving
the go signal for such a sensitive, critical operation. So either he is lying about it or he did not do his job as president and commanderin-chief of the country’s state security forces. Aquino also did not come clean about Purisima’s role in the operations, acknowledging only the fact that the latter was involved in the planning, even if testimonies pointed to Purisima as the one in charge of the actual combat operations. President Aquino is likewise silent about the role of the US in an operation that is more to its interest than the Philippines. After the expose’ on the Disbursement Acceleration Program (DAP) that tainted President Aquino’s projected image as anti-corruption crusader – which he also exacerbated by defending the DAP to the extent of challenging the Supreme Court in a nationwide address – this Mamasapano fiasco is the second issue that has rocked his administration. The difference is that he did not exhibit the same arrogance as he did before and this time, he felt the need to do two nationwide addresses on the same issue. Why? Because the crisis the Aquino administration is in now is worse since this is the second big strike.

Natuloy ang engagement at nagplano ng kasal ang dalawa. Ang tradisyonal na pamanhikan ay sinunod. Kumuha ng lisensiya sa kasal. Sinasabi nito na ipagpaliban
muna nila ang kasal dahil sa posibleng pagtutol ng ina ng lalaki. Pero sumunod na araw ay sinabi naman ng lalaki na walang problema at tuloy ang itinakdang kasalan. Sa kasamaang-palad, iyon na ang huling narinig ni Cindy mula kay Robert. Ang pinakaaabangan na kasalan ay nakansela. Sa tindi ng sama ng loob at pagkapahiyang naranasan, kinasuhan ni Cindy at ng kanyang pamilya si Robert para maghabol ng danyos. Makakakuha ba si Cindy ng bayad sa danyos-perwisyong inabot? OPO. Ang ordinaryong pangako ng kasal ay hindi naman talaga tatanggapin na kaso sa korte. Walang magagawa kung sakaling hindi ito panindigan. Kaya lang ang ginawa rito sa kasong ito na pormal na pagtatakda ng kasal, magarbong paghahanda at detalyadong preparasyon, pagkatapos ay bigla na lang iiwanan ang kawawang babaeng papakasalan sa altar ay ibang usapin na. Who’s afraid of coal-fired plant? EDITOR’S Note: In view of the escalating apprehension and opposition to the proposed construction of a 600 MW coal-fired power plant in Brgy. Pinamucan Ibaba, Batangas City, Pahayagang Balikas is reprinting this column which this paper has already published sometime in November 2014.] LAST November 20, 2014 from Manila, I took Tiger Air ( recently acquired by Cebu Pacific) enroute to Cagayan de Oro to visit the STEAG coal-fired plant in Villanueva town inside the PHIVIDEC industrial estate. I thought I was out of Manila’s bad traffic. I thought wrong! It took us about one hour sitting there on the taxi- way at the NAIA , before we could take off. Air traffic is now at its worst! The last time I visited the 210MW STEAG power plant was in 2006 or thereabouts. I was in charge of Mindanao at that time for Malacanang and I wanted then to see for myself what was the real score about the use of coal which critics said could "dirty" the environment. It just started operations then and my former Mindanao co-worker, JEROME SOLDEVILLA who is now STEAG's public affairs official arranged my visit. Now, about 8 years since, I am revisiting to get more recent updates on the plant, again through the courtesies of JEROME. I was joining some city officials and private sector groups from Iligan City who wanted answers to their questions about the proposed 20 MW plant that a company, PowerSource Philippines Energy Inc. (PSPE) plans to build within the present compound of the cement company Lafarge in Iligan City. (I am senior advisor for PowerSource Phil., the proponent.) I recall how officials and stakeholders from Davao City once did a similar plant briefing at STEAG and when they returned home, some fears and apprehensions about a proposed coal plant were cleared and explained. Now, the construction of the Aboitiz-owned 300MW power plant in the boundary of Davao City and Davao del Sur is almost done and its commissioning and operation may start anytime next year. We urgently need more power in Mindanao, given that our governmentowned hydro generating plants in Lake Lanao are no longer reliable due to the fickleness of Mother Nature. Regretfully, climate change is upon Lake Lanao and us and other waterways cannot be relied upon-- as what we have witnessed currently. The Iligan group included city councilors, barangay officials, the media, including "anti coal" protesters. The exercise was an example of citizen action and STEAG's JEROME did the briefing and answered pointed questions. He explained in layman's terms the state-of-the-art technology that protects the environment and prevents and /or mitigates the risks to the health of the population of host barangays where the plant is situated. For example, contrary to public belief, the emission of ashes or residues of the coal plant are "controlled in the flue gas by air cleaning devices such as flue-gas desulfurization ( to neutralize sulphur) nitrogen dioxide reduction ( by using low NOX burnet and fly-ash removal (using bag filters)." The ashes are therefore not released to the environment but are captured before they escape from the smokestack and then collected in a containment area. Some of these STEAG ashes are in fact transported over the years to the LAFARGE plant in Iligan as a raw material in the manufacture of cement. Modern air pollution control devices and other state-of-the-art technology coupled with the quality of coal used bring about no traces of mercury, lead, arsenic and other toxic elements, it was explained. In short, the feared “dirty” coal power generation, by modern technology is no longer “dirtying” the environment. And STEAG for the last 8 years or so of operations has proven this to be so. “Seeing is believing” and this seem to be the consensus of those whose visited the STEAG plant. In the case of the proposed relatively small-sized 20MW proposed plant to be built within the Lafarge cement plant in Iligan, the possibility of a hybrid biomass component (using biomass or grasses) to fuel the plant to generate electricity is also in the planning board. HONORING SEN.PATERNO -- When the late Sen. Vicente "Ting" Paterno died a few days ago in Manila, one of his final wishes before he is buried is for his remains to be brought to Mindanao, a region he loved most and for which he devoted his expertise, resources and personal commitment for its development and progress. His last wish is being fulfilled today Monday when a convergence of Mindanao leaders and stakeholders just spontaneously decided to give him their fitting last respects. His cremated remains is arriving early this morning on board a private plane for neurological services and honors at the Sangguniang Panlungsod session hall and then a mass at the Shrine of the Holy Infant Jesus at Matina Heights, after which the ashes will be flown back to Manila in the same afternoon for his Wednesday interment. I will quote a brief statement coming from MS SUSAN CHANG from Kota Kinabalu, Malaysia who knew how Senator Ting worked for Mindanao and for the Brunei, Indonesia Malaysia Philippines East Asian Growth Area ( BIMP EAGA). She sent this message when she learned of Sen. Ting's passing: "In the East ASEAN Business Council, he is our Commander-in-Chief, the first Chairman and the ‘Father of BIMP-EAGA’. "When he walks in – we all stand and greet him; and others would want to know who he is this ‘ handsome and highly respected by all’ "When he speaks – we all listen. " When he proposes – we accept and agree.

THE Department of Science and Technology Region IV-A (DOST IV-A) takes its next steps in empowering Lobo, Batangas through Community Empowerment thru Science and Technology (CEST) intervention on Livelihood / Economic Enterprise and Development. Ms. Diane R. Zapata of DOST IV-A and Engr. Mhark Ellgine A. Libao of DOST PSTC Batangas conducted the initial assessment/visit to the proposed
site for Vinegar and Wine Production last February 6, 2015 at Brgy. Calo, Lobo, Batangas wherein the topology or the topographic study of the proposed site was conducted and the environment was scanned. Punumbarangay Joselito B. Mercado of Barangay Calo was interviewed regarding the dimension of the site, sources of water, waste disposal, electric supply, workforce as well as the
availability and storage of raw materials. Last December 12, DOST IV-A conducted a technology forum entitled ‘Accelerated Vinegar Production using ITDI Acetator’ in preparation to the said livelihood intervention wherein the general public at Lobo was informed on the technical aspects of vinegar production as well as the technology acquisition procedures of DOST ITDI.| SARAH HAZEL D.R. Mr. Evan Lorin, Product Manager of Guill-Bern Corporation, a known distributor of innovative equipment for the quality control of laboratories, hospitals, life science, microbiology, biotechnology, environmental and other various industrial applications led the discussion on “Laboratory Tools and Procedures for Food Safety and Biosecurity”. Measures to a safer laboratory were shared by Mr. Lorin as Ms. Diane Zapata, Science Research Specialist 1 and known as the facilitator of the Food Safety program hosted the question and answer portion. The webinar discussion circulated on the newest updates in laboratory safety. In addition, standard
laboratory practices with the use of state of the art sets of equipment were also stressed. In 2011, DOST-CALABARZON started utilizing the webinar system that was conceptualized and initiated by Dr. Alexander Madrigal. The Management Information System Unit (MIS) then on developed the system and was implemented by Dr. Lydia Manguiat as a medium of Information Communication Technology or ICT with the primary aim to establish a smart and efficient channel for knowledge transfer to DOST’s stakeholders in the region. Up to date, a total of 1000 customers from different sectors have been served and still counting. The Food Safety team continuously creates efforts to deliver a very satisfactory quality of service and be able to meet the expectations and the standards of DOST’s bosses, the Filipino people.|

Mamasapano 2: The Aquino presidency and the brewing storm
Also, the brewing unrest that the Mamasapano fiasco created does not involve only the people – which he obviously does not take seriously because he arrogantly believes that he is still popular – but also the police forces. President Aquino, no matter how many times he says that the Filipino people are his bosses – relies on the support of two groups: the US, and the state security forces i.e. the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP). He was able to curry the favor of the US with the Mamasapano operations against suspected Jemaah Islamiya leader Zulkifli bin Hir, alias Marwan. But the same operations shook the support that he has from the
PNP. Now the foundation of his administration is being shaken by the unrest among the people and the police forces. And when the time comes that his administration is plunged into a deep political crisis and becomes a political liability for the US, the latter would just pressure him to “cut clean.” This is the reason why he has been frantically trying to stave off the political crisis he is currently in. This is the reason why he felt the need to do a second address. Did the second nationwide address help his cause? If the reactions to his nationwide address, with hashtag #NANA, is an indication, then it appears to have fed the storm even more because of his blatant attempt to hide the truth and evade accountability.|

Dimucuha noted with appreciation the report of PIO Letty Chua regarding the best practice of Maharlika East, Tagaytay City which could also benefit the Top 20 Barangays of Batangas City with high prevalence of malnutrition. In pursuance of the commitment of the Department of Science and Technology Region IV-A (DOST IV-A) and the Local Government Unit (LGU) of Lobo, Batangas to combat malnutrition; and in the initiative of LGU Lobo to have accurate weighing scales used to weigh children in all the barangays in Lobo, DOST IVA Regional Metrology Laboratory (RML) spe-cialists, Mr. John June L. Paran and Mr. Rogerson A. Esmeria conducted the calibration of weighing scales, February 6. The Barangay Nutrition Scholars (BNS) headed by Ms. Jean A. Aclan, Municipal
Nutrition Action Officer (MNAO), took part by assisting the RML specialists during the conduct of the said activity.
