LIPA CITY – God’s blessings continue to pour down on the Ecclesiastical Province of Lipa as one of its priests is set to be ordained bishop on March 13 at the Metropolitan Cathedral of San Sebastian in this city and to serve as ordinary pastor within the same metropolitan. Rev. Fr. Marcelino Antonio M. Maralit, Jr., more popularly called “Fr. Junie”, who until his election was a parish priest of Alitagtag, Batangas, will be ordained bishop for the vacant see of the Diocese of Boac (Marinduque). Bishop-elect Junie Maralit was named bishop of Boac last December 31, 2014 and will succeed a fellow Batangueno bishop, His Excellency Reynaldo G. Evangelista, D.D., who was transferred to the Diocese of Imus (Cavite). The new bishop will be installed in his diocese on March 17. Bishop Junie Maralit was born in Lipa City to Marcelino Sr. and Bernardita Maralit, a former director of DTI Region IV. He
finished his primary elementary education in Canossa Academy but completed his elementary education in De La Salle Lipa. In 1981, he entered St. Francis de Sales Minor Seminary then proceeded to the Major Seminary where he finished his Bachelor of Arts in Philosophy. In 1989, he was sent to the University of Navarra in Pamplona, Spain where he finished his Theology in 1994. After his sacerdotal ordination in 1995, he was assigned as parochial vicar in Immaculate Conception Parish, Bauan, Batangas for over a year. He was also assigned professor at St. Francis de Sales Major Seminary till 1999, after which he was sent to Rome for his graduate studies in Church History at the Gregorian University in Rome. Upon his return in 2003, he was assigned to the newly-opened St. Francis de Sales Theological Seminary as Vice-Rector, and was given charge of the construction of the seminary and eventually became its rector in 2009, a post he held till 2013 when he was assigned pastor of Alitagtag parish.

Lakad-dasal kontra planta, isinagawa sa Lunsod Batangas LUNSOD BATANGAS – Nagsama-sama sa lunsod na ito sa isang Lakad-Dasal ang mga kumokontra sa panukalang
pagtatayo ng isang coal-fired power plant sa Barangay Pinamucan Ibaba, lunsod pa ring ito. Bandang alas-5:00 ng umaga, nagtipun-tipon sa Laurel Park, sa Gulod Kapitolyo ang may 2000 katao, kabilang ang mga mag-aaral, guro, kaparian at cause-oriented groups sa pamumuno ni Arsobispo Ramon C. Arguelles at nagsimulang maglakad habang nagdarasal patungo sa Basilika ng Inmaculada Concepcion. Dala ang mga plackards at banners, inihayag ng mga nagpoprotesta na nakasuot ng pulang damit ang kanilang pagtutol sa nasabing pagtatayo ng planta. Pagdating sa Poblacion, isang Banal na Misa ang ipinagdiwang sa patio ng Basilica na pinangunahan pa rin ng arsobispo kasama ang mga kaparian ng Bikariya 3 ng arsidiyosesis. Samantala ay personal ding inihatid ng arsobispo sa tanggapan ni Mayor Eduardo B. Dimacuha at Vice Mayor Jun Berberabe ang kaniyang liham ng kahilingang huwag payagan ng pamahalaang lunsod ang naturang proyekto. Kasama ng arsobispo si Fr. Dakila Ramos, ang director ng Archdiocesan Ministry on Environment (AMEn) at iba pang mga kinatawan ng mga cause-oriented groups. Unity Walk for Fire Prevention, isinagawa ng BFP-Romblon ROMBLON, Romblon — Matagumpay na isinagawa kahapon ang isang Unity Walk for Fire Prevention sa kabisera ng Romblon sa pangunguna ng Bureau of Fire Protection. Ang unity walk ay naging hudyat ng pagsisimula ng Fire Prevention Month 2015 taglay ang temang: “Kaligtasan sa Sunog: Alamin, Gawin at ISABUHAY NATIN!” Ayon kay SFO4 Rizal M. Mindoro, Acting Provincial Fire Marshal, ang naturang aktibidad ay nilahukan ng mga kawani ng Philippine National Police, Philippine Coast Guard, Bureau of Jail Management and Penology, Maritime Police, mga empleyado ng iba pang national government agencies at maging ng lokal na pamahalaan. Turismo sa Marinduque, palalakasin ng mga local tour guide NAGSANIB-PUWERSA ang mga lokal na tour guide para sa pagpapasigla sa turismo ng lalawigang ito. Ang mga tour guide na ito ay nagbuo ng asosasyon na tinatawag na Marinduque Tour Guides Association matapos nilang makumpleto ang isang tourguiding seminar na itinaguyod ng pamahalaang lokal. Ayon kay Vice Governor Romulo Bacorro Jr., ang chairperson ng Committee on Tourism ng Sangguniang Panlalawigan, isang napakagandang trabaho ang tour guiding lalo kung naiipapaliwanag sa mga turista ang kahalagahan ng isang lugar. Umaasa si Vice Governor Bacorro na ang asosasyon ay ang magiging kasangga ng pamahalaan sa promosyon ng Marinduque bilang isang destinasyon ng mga turista. Si Bacorro ay isang masugid na tagasulong ng Agri-turismo. Para naman kay Dindo Asuncion, ang Provincial Tourism Officer, makakatulong ang asosasyon sa pagpapalaganap ng wastong impormasyon hinggil sa lalawigan. Sibuyan Island sa Romblon, planong lagyan ng airport SAN FERNANDO — Binisita kamakailan ng mga kinatawan ng Civil Aviation Authority of the Philippines (CAAP) kasama si Governor Eduardo Firmalo ang Brgy. Azagra sa bayang ito, para magsagawa ng ocular inspection sa planong paglalagyan ng airstrip o airport sa naturang lugar sa isla ng Sibuyan. Bunsod ng kahilingan ng publiko sa kasalukuyang administrasyon, pinupursige ngayon ng pamahalang panlalawigan na mapagkalooban ng mabilis na transportasyon ang probinsiya ng Romblon at tinatayang tatlong buwan simula Pebrero ay sisikaping maumpisahan na ang pagtatayo ng airport sa bayang ito. Ayon sa punong lalawigan, may tinatapos lamang na mga dokumento at iba pang pangangailangang teknikal at inaasahang masisimulan ang matagal ng plano na paglalagay ng paliparan sa isla ng Sibuyan. Makatutugon aniya ito para mapabilis ang biyahe ng mga pasahero at makatutulong rin sa paglago ng ekonomiya ng probinsiya partikular na sa naturang isla. PSC intensifies focus on Math, Sci, and Tech Educ TO best improve Mathematics, Science, and Technology Education among its State, Universities, and Colleges (SUC) members, the Philippine Science Consortium (PSC) Secretariat intensified their plans and activities for the consortium in the conduct of the 1 st Quarter Secretariat and Council Joint Meeting at Batanes State College, Basco, Batanes last February 18 – 20. Among the addressed concerns were the PSC Book of Abstracts, PSC Test Bank and the accumulation of the Faculty Development Committee in the set of committees of PSC. Pertaining to the PSC Book of Abstracts, Dr. Tirso A. Ronquillo (BatStateU President) being one of the members of the council, suggested the use of the Turnitin software to ensure the authenticity of the works.

To further strengthen the skills development of its member faculty members, the Secretariat amended the consortium’s constitution and by-laws pertaining to the addition of the Faculty Development Committee which shall develop and promote skills growth and teaching strategy expansion among its members. The Council afterwards decided to conduct a Special Secretariat Meeting on March 23-24 at the Technological University of the Philippines to settle other matters concerning the improvement of the entire consortium. Kumuha siya ng lubid at ginawa iyong pang-hagupit, at ipinagtabuyan niyang palabas ang mga nagtitinda, pati na ang mga baka at tupa. Isinabog niya ang salapi ng mga namamalit ng pera at ipinagtataob ang kani-lang mga mesa. Pinagsabihan niya ang mga nagtitinda ng kalapati, Alisin ninyo rito ang mga iyan! Huwag ninyong gawing palengke ang bahay ng aking Ama! Naalala ng kanyang mga alagad ang sinasabi sa kasu-latan, Ang malasakit ko sa iyong tahanan, matinding-matindi sa aking kalooban. Dahil dito'y tinanong siya ng mga pinuno ng Judio, Anong himala ang maipapakita mo upang patunayang may karapatan kang gawin ito? Sumagot si Jesus, Gibain ninyo ang Templong ito, at sa loob ng tatlong araw ay muli ko itong itatayo. Sinabi ng mga pinuno ng Judio, Apatnapu't anim na taong ginawa ang Templong ito, at itatayo mo sa loob lamang ng tatlong araw? Ngunit ang templong tinutukoy ni Jesus ay ang kanyang katawan. Kaya't nang siya'y muling mabuhay, naalala ng kanyang mga alagad na sinabi niya ito, at lalo silang naniwala sa kasulatan at sa mga itinuro ni Jesus. Alam ni Jesus ang Kalooban ng Tao Nang Pista ng Paskwa ay nasa Jerusalem si Jesus. Marami ang sumampalataya sa kanya nang makita nila ang mga himalang ginagawa niya. Subalit hindi nagtiwala sa kanila si Jesus, sapagkat alam niya ang kanilang mga iniisip. Hindi na kailangang may magsabi pa sa kanya tungkol sa kaninuman, sapagkat nalalaman niya ang kalooban ng lahat ng tao.

Part 1 of 2-Part Series CONGRESS has commenced its inquiry into that sad episode of our recent history — the slaughter of 44 gallant men of the Special Action Force of the Philippine National Police. We note that the two chambers of the Legislature have opted to conduct separate investigations when a joint inquiry would have allowed for a more expeditious investigation and would have obviated the possibility of findings at loggerheads with each other. Truth and Accountability The President and his advisers must give a full and satisfactory accounting of their actions in respect to this tragic loss. The targets of the SAF operations were characterized as “high value targets”. If the police went after them, it can only be because they were ordered to do so. Policemen do not order themselves, not even members of the Special Action Force. Indeed, that is what corroborated statements now clearly establish: The decision was made on the highest levels to go after these “high value targets”. The only thing that was awaited was “the window of opportunity”, a judgment that is made by people on the ground. Questions call for unequivocal and truthful answers. Lives were needlessly lost because in many ways the operation was covert. Why, for one, were the highest-ranking official of the Philippine National Police and his civilian superior, the Secretary of Interior and Local Government, left out of the loop of information, consultation and command? It seems that a suspended police officer played more than a merely advisory role. Why should he have been giving orders? And if he was in fact issuing orders and commands, should it not be clear that his authority to do so, precisely because he was laboring under a legitimate order of suspension, emanated from higher levels? The concealment of truth or the foisting of deliberate falsehood even to shield one’s superiors from embarrassment or to spare them indictment is always a moral wrong, especially in the context of legal processes and under oath. When one swears to tell the truth and invokes the help of God, one is morally obligated to speak the truth. We therefore urge all witnesses and all those in possession of information material to the resolution of facts in issue to speak the truth at all times. Heroes Among Us As we did almost immediately after being informed of the gallant deaths of our SAF men, the CBCP extols their courage, their heroism and their fidelity to the call to duty. We understand the heartaches of the SAF men and women who rightly have reason to feel that our leaders failed them. While it is true that every person who dons the uniform either as a police officer or as a soldier puts his life on the line in the performance of his sworn duties, it remains the solemn moral duty of the national leadership to protect them from needless harm and to uphold their interests as well. The human person is never merely a means, no matter how glorious, noble or desirable the ends may be! The Peace Process The Catholic Bishops Conference of the Philippines offers its assistance to the pursuit of lasting peace, a settlement of differences that will allow the people of Mindanao, Muslims and Christians alike including indigenous peoples to live in peace and as equals, citizens of one Republic, nationals of one country. We hold it to be morally obligatory for the government and for the restive segments of Philippine society to search for the paths of peace. - To be continued

Threats of suppression THE Secretary of Justice has warned the prominent members of the National Transformation Council (NTC) that they are courting sedition and rebellion charges if they would not stop in their campaign for the resignation of President BS Aquino III. However, the warning embolden, rather than discourage, the members of the NTC in continuing with the campaign. Some of the known personalities in the group even told the media that they are willing and ready to be jailed if that is the price of their advocacy. Under the Revised Penal Code, rebellion is committed by rising publicly and taking arms against the government for the purpose of removing from the allegiance of the said government or its laws, the territory of the Republic of the Philippines or any part thereof, or any body of land, naval or other armed forces, wholly or partially, of any of their powers or prerogatives (see art. 134, RPC). On the other hand, sedition is committed by persons who rise publicly and tumultuously in order to attain by force, intimidation, or by other means outside of legal methods, any of the defined social and political ends of sedition (see art. 139, RPC). Meanwhile, for anyone to be charged of conspiracy to commit rebellion, he or she has to agree with another person to overthrow the government by taking up arms against the latter. An incitement to rebellion, on the other hand, is committed if one incite others to take up arms against the government. Meanwhile, one commits sedition if he or she, together with others rose up publicly and tumultuously to attain by force, intimidation, or by other means outside of legal methods any of the defined social and political ends of sedition. Incitement to sedition, on the other hand, is committed if one incite
others to the accomplishment of any acts which constitute sedition by means of speeches, proclamations, writings, emblems, and others. Contrary to the claim of the Secretary of Justice, none of the actuations of the National Transformation Council (NTC) against the President would constitute conspiracy or inciting to rebellion or sedition. So far, the NTC have used prayers, the celebration of the Holy Mass, and peaceful speeches to stress its demand for Pres. BS Aquino III to step down from his position. None of these methods are considered by law as unlawful. Speeches and declarations against Pres. BS Aquino III are constitutional protected expressions. They cannot be prohibited without violating the Bill of Rights. In addition, the right to differ is an integral component of freedom of thought and conscience. Even during martial law, these freedoms continue to be protected and guaranteed by the Constitution. No state of emergency may justify the suppression of these basic rights of the people. Unless there is clear and present danger that their exercise will bring about a substantive evil which the government has the right to suppress, people can continue to enjoy them. The government should know better. Threats of criminal prosecution do not deter people from speaking against their government. Most often than not, such threats provide justifications for people to speak more about the abuses of their leaders. The warning given by the DOJ could only embolden members and supporters of the NTC to work hard for the accomplishment of its goals. The President and his men THE Mamasapano fiasco triggered the second worst crisis to confront the Aquino the son’s presidency. The first crisis was the result of the expose’ of Aquino’s version of pork barrel funds, the Disbursement Acceleration Program (DAP). The anger toward the discovery of the DAP gave birth to the #MillionPeopleMarch and dealt a strong blow to Aquino’s much-vaunted armor of popularity. However, the people’s rage was still divided from among Aquino and his budget secretary Butch Abad, and the direct beneficiaries of pork barrel corruption the dishonorable men of Congress, who comprise the majority, and conduit Janet Lim-Napoles. This time, it is the Aquino administration that is taking the brunt of the people’s rage. His allies have been trying to drum up anti-Moro sentiments, but Aquino could not ride on this because it would put in peril his much sought after ‘legacy’: a peace agreement with the Moro Islamic Liberation Front and the enactment of a Bangsamoro Basic Law. Instead, President Aquino has been trying to deflect the anger at him by claiming that he did not give the go
signal for the operations and by pinning the blame on the former chief of the Philippine National Police–Special Action Forces (PNP-SAF) Getulio Napeñas, who ostensibly did not follow Aquino’s order to coordinate with the concerned units of the government, including PNP officer-in-charge Leonardo Espina, the Armed Forces of the Philippines (AFP), the local government, among others, and for alleged incompetence in failing to adjust to the situation on the field. President Aquino has also been trying to save his friend suspended PNP Director Alan Purisima by denying that the latter was commanding the whole operations and by praising his loyalty to the president. But the testimonies at the Senate hearings proved otherwise. First, it was revealed that Purisima was attending the briefings with President Aquino about the operations. It was even Purisima, after a private meeting with the President, who ‘advised’ Napeñas not to reveal the operations to PNP officer in charge Espina, Local Government Sec. Mar Roxas and AFP Chief of Staff Gregorio Pio Catapang.

IT is with great pride and honor that I was invited here to be with you this afternoon as the Batangas Press Club (BPC) elects its new set of officers. Thank you Tita Vicky Florendo and BPC family for the opportunity. At first, I was thinking that I will be a member of the Election Committee, being a COMELEC official, but not the inducting officer nor your guest speaker. At any rate, “panindigan ko na po ito.” Before I continue, I would like to first extend my warmest congratulations to the newly elected officers (and of course, members) of the BPC. I have heard a lot about BPC. In fact, I know some of its officers and members. But I believe that my knowledge is so little that I had to make some research regarding your association. I consulted Mr. Google and for one, I learned that BPC was incorporated in July 9, 2003 although it was organized years back; it is the oldest and premier mass media organization in Batangas and as per Ms. Bhaby P. De Castro of PIA Batangas, “Ang naturang samahan ay naglalayong makapagpahayag ng patas, matapat at makakatotohanang mga impormasyon sa lalawigan ng Batangas na kinabibilangan ng mga private practitioners at government media.” It is undoubted that media plays a vital role in our society. As what Presidential Communications Operations Office Secretary Herminio B. Coloma Jr. said in one of his speeches, “media can be a catalyst for growth and development –- and of truth.” I, myself have a very high respect to media people. “Saludo po ako sa inyong lahat.” We have been partners since the time I assumed office as the PES of Batangas in 2007 to inform the people of what they need to know about elections and electoral processes. Thus at election
time, when people must elect their choice, you afford them the necessary information for them to make informed choices about whom to elect and whom not to elect into positions of authority. You also play several roles during election time such as in voter education. For purposes of the 2016 elections, even from the start of the registration process, you have been working hand in hand with us in COMELEC to inform the public about the on-going registration of voters and most importantly, about voters validation wherein per RA 10367 or the Mandatory Biometrics Law, those registered voters who will not be able to have their biometrics taken by the end of the registration period on October 31, 2015 will not be able to vote in 2016 elections. As members of the press, you explained to the people the importance of their participative involvement in all aspects of governance such as voting the best candidate who will serve his/her constituents. Through your column or article or announcements in your program, you may expose errors of commission or omission by those in power in their pursuit to cling to power at all cost. As we induct the new set of officers of the BPC, I am sure you recognize the indescribable power you have to influence people - what they see, what they hear, what they believe. I know that BPC will stand to its commitment of “patas, matapat at makakatotohanang mga impormasyon.” And before I end, may I add that may you always be guided by the ideals of fair reporting. May your new set of officers inspire you further as you attain your objectives. May BPC stand with COMELEC in attaining its objective of HOPE. Thank you very much. MABUHAY!!!

Isa rito ay si Ramon na isang negosyante sa probinsiya nila. Mula pa pagkabata ay magkaibigan na sina Robert at Ramon. Sobrang higpit ng tali ng pagkakaibigan na nagbibigkis sa kanila na halos ay magkaramay sila sa lahat pati na ang mga pinagdaanan nilang hirap at problema sa negosyo. Minsan, nangutang ng crop loan sa banko si Ramon. Isa sa hininging kondisyones ng banko ay ang magbigay siya ng garantiya (surety performance bond). Bago naman magbigay ng garantiya ang piyansador (surety company) ay hiningan nito ng mga taong personal na magbibigay ng garantiya kay Ramon. Kaya lumapit siya sa kaibigan niyang si Robert na agad pumirma ng kasulatan (indemnity agreement) bilang patunay na ginagarantiyahan niya at pinapangakong karamay siya ni Ramon sa pagbabayad sa kompanya. Hindi nakabayad si Ramon sa utang niya sa banko. Hinabol ng banko ang surety company at ito naman ang humabol kay Robert. Sa paghabol kay Robert para managot sa pagkakautang ni Ramon, hinabol ng
kompanya ang karapatan sa asukal (sugar quedans) ng mag-asawang Robert at Aida mula sa kanilang plantasyon. Puwede bang habulin ng kompanya ang ari-arian ng mag-asawa? HINDI. Alinsunod sa kontrata, nang garantiyahin ni Robert na siya ang mananagot sa pagkakautang ni Ramon, hindi siya kumilos para sa ikabubuti ng conjugal partnership kundi para lang sa kabutihan ng ibang tao, si Ramon. Kahit sabihin pa na bilang asawa, sa ginawa ni Robert na pagpirma ng kontrata (indemnity agreement) ay nakadagdag ito sa pagtingin ng tao o sa reputasyon mismo ni Robert at nagkaroon ng dagdag na kumpiyansa sa kanya ang komunidad, malabong ituring na nagkaroon ng pakinabang ang conjugal partnership dito. Mamasapano ‘striptease’ and catharsis THIS kind of “striptease” does not tantalize nor excite. It angers. The way the Mamasapano actual facts had been exposed slowly piece-by-piece is not scintillating at all. If only all those involved immediately bared all and gave full disclosure at the outset, the nation would have been spared this agonizing and divisive disrobing. Sad, but it seems we have all forgotten the fact that it was indeed “mission accomplished”. We got Marwan -- although at terrible costs. We are doing “self flagellation”, whipping ourselves. We have squandered the gains of years of seeking peace. Our focus to peace is now diverted. And worse, we are now a deeply divided and polarized people. In the meantime, I am hearing the rolls of the drums of war. CATHARSIS -- This excruciating process of truth seeking is the catharsis we all need. Over the days, we have witnessed steeled, uniformed gentlemen and officers, public officials and ordinary mortals unabashedly shedding or holding back tears in public. A nation in tears is one way of exorcising. We need a national catharsis-- a purging of bad vibes and the relieving of pent-up negative emotions of distrust, grief or anger -- to regain our lost bearings. We are all in this together, whether policemen or soldiers, pro administration or anti PNoy, MILF or MNLF, Muslims or non-Muslims alike. NEW BBL --With what is happening in Congress and the expressed sentiments and public statements I am hearing, I can foresee that the next best thing that can happen to BBL is that it will become a NEW BBL. Obviously, Congress will definitely not take the original draft of the BBL “as is” as painstakingly crafted by both the GPH and MILF peace panels. But we cannot just let go. We need to recover from the distractions and refocus. I say again with more clarity: we need a peaceful settlement to address the generational aspiration of the Bangsamoro. Given the shattered peace equilibrium and the ensuing distrust --deserved or undeserved -spawned by Mamasapano, there is much work to be done. “INCLUSIVE” --- Now, I think it’s not only just removing the so-called unconstitutional provisions from the BBL. We all have an opportunity to also enhance and make the new BBL more “inclusive”. This is not easy to do I know but there is now a strategic opportunity to again try and unify the deeply divided Bangsamoro factions. The MILF's Comprehensive Agreement on the Bangsamoro (CAB) can be consolidated with MNLF’s 1996 Final Peace Agreement and the Indigenous People's Rights Act (IPRA LAW). I can tell from my experience that this is difficult to do, given what had happened before. The feudal, ethnic and historical divides are there but I trust these can be breached in time. The best-case scenario is: a roadmap for all Bangsamoro. This was the original roadmap. We can return to that route. ALTERNATIVE -- Hence, instead of totally dismantling the ARMM and repealing its enabling law, Republic Act 9054, the better way forward, considering realities, is for the new BBL to build on the gains and foundations of the original and amended ARMM law. We should cast out what did not work with ARMM. But let’s not totally dismantle it. Let’s not pretend the ARMM did not exist. Let's not throw away what had been built over the years with the ARMM. For all its perceived and real faults, let's preserve and build on its gains. Let's not reinvent. Instead let’s consolidate. The bottom line in this alternative plan is to have one "Bangsamoro road map" for all. In short, the BBL can metamorphosize into an enhanced revised or amended ARMM LAW. DONORS -- One final word. Our international partners must not sulk and close shop in the face of these challenges. In fact, they are most needed now more than ever. Improving the lives of the deprived and the miserable should not wait for peace agreements to be signed first, although no doubt they provide an enabling environment for development work in conflict affected areas and the poor communities. SECRET FORMULA -- I will not get tired repeating again and again the counsel of former President Ramos, whenever the going went rough in our negotiations with the CPP/NPA/NDF years ago when I served in the government panel. According to him, a peace negotiator must have three secret qualities: 1. Patience; 2. More patience; and 3. More, more patience. This can apply to all of us now as we still recover our true bearings for peace. DREAMING -- My dream is to exorcise ourselves of Mamasapano, convert this national calamity into an opportunity and, by seizing the moment, we all move on. Perhaps, Mamasapano was really meant to be. Yes, easier said than done. But I can still dream, can't I?| Editor’s Note: Lawyer Jesus G. Kailangan nang baguhin at itaas ang lumang mga multa at para masaklaw na ng Consumer Act ang ecommerce hindi lamang sa
kalakal ng produkto at serbisyo kundi pati na rin ang mga instrumentong pangpinansyal, ani Victorio Mario A. Dimagiba, ng Consumer Protection Group ng DTI. Hangad ng pag-amyenda na taasan at gawing P300,000 hanggang P1milyon ang mga multa, mula sa kasalukuyang P500P50,000, at saklawin ang lahat ng uri ng e-commerce na nasasakupan ng mga consumer-oriented na
mga batas. Hangad din sa amiyenda ang pagsasailalim ng lahat ng transaksiyong pangpinansyal sa regulasyon at pamamahala ng Bangko Sentral ng Pilipinas (BSP). HIS is not your another success story of a person with disability. His name is Dexter Medallion. And his ways has lived up to his family name. Medallion which has its roots from the time of Alexander the Great and known to transform its bearer into super powered warriors has proven its capability through him, Dexter. Born with bone complications, he grew up in fear of being ridiculed because of his difficulties in mobility. His condition had forced him to spent his childhood days inside their home. Standing about a couple of feet tall, his growth development has been affected; far from the typical built of a kid. And a wheelchair always accompanies him since then. Considered as the vulnerable ones, people intend to look after on what they cannot do rather on what they can. This mindset prevails and in a world where one billion people have some form of disability, about 15% of the world’s total population are at stake. But what is with this man that made him exceptional? Dexter did not live to the expectations of others— being dependent and only waiting for people to come and help him. Typically, persons with disabilities struggle to attain equal opportunities. This is perhaps the reason why the institutional and legal environment has made favorable adjustments for the particular group. Under the rule of law, the rights of PWDs are stated. It encompasses their rights on rehabilitation, self-development and self-reliance. This act promotes their access to quality education, equal opportunity for employmentand right to national health programs. Access to quality education Although his family could not support his studies due to financial difficulty, he still managed to send himself to school with the help of scholarship programs from the government. Indeed, the State shall ensure that disabled persons are provided with adequate access to quality education and opportunities to develop their skills. Included in the programs of Batangas Provincial Social Welfare and Development and Dexter is one of those PWDs who benefited from the same program of the government. After finishing his first undergraduate study with a degree in BS Accountancy, he still pursued a BS Computer Programming course. This implies his desire to widen his knowledge so he may help others too through sharing what he learned from formal school. From the word of Mrs. Grena Perez, a colleague, “Dexter, he excels. He excels in terms of education, knowledge and skills. He is an educator.” Consequent to his commitment with the PSWD office as a computer literacy instructor, his secretarial works for Batangas Federation of Persons with Disabilities at Immaculate Concepcion Parish Batangas City, his editorial stunts at Pulso ng Batangan Publication, he is also a student and last

December 2014, got his Masters in Public Administration. And this coming summer, he is planning to enroll in dissertation so he may have his Doctoral degree. “Education should be every man’s passion”, said Dexter. Equal opportunity for employment With his family originally from Pola, Oriental Mindoro, Mr. Medallion did not find it hard to obtain a work and settle in Batangas. For 10 years now, he is working as computer literacy trainer at PSWD which caters out of school youths in the province. And has been in the social service sector for a total of 13 years. Dexter is one of those PWDs who are given equal opportunity for employment. Although he himself has his own needs to look after, he still work for others and is dedicated to do so. “I believe that government officials have the most important job;they help indigent people. And dedication to public service is necessary,” Mr. Medallion stressed. It is a mandated in the law that every government office shall employ at least 5% in their total working force. However, according to Philippine institute of Development Studiesroughly half of working PWDs are underemployed. “Mahalaga ang tyaga in service, ang dedikasyon at paglilingkod ng tapat lalo na sa mga nangangailangan [Patience is important in service, dedication and honesty in extending service especially to those who are in need]”, he stated. In an interview with a maintenance worker at PSWD on what he can say about Dexter, he said that he has a kind heart, is patient and is helpful. Right to national health programs Philippine Health Insurance Corporation, popularly known as PhilHealth program is offered for PWDs. Also, assisting devices such as wheelchairs and crunches are made available especially for those who are in immediate need. According to Mrs. Perez, a social worker at PSWD, daily they receive requests from different sectors of the society including able-bodied individuals for such help. Referring to the relative of PWDs who has a family member who needed social service assistance Mrs. Perez stated, “ They just have to present pictures, medical certificate indicating the need for wheelchair or crunches, barangay clearance and undergo an interview. If they complied to the requirements, it [wheelchair] will be given to them.” When asked how long did the whole process of acquiring assisting devices go, she said that as long as there are available assisting devices in their office, it will be provided to them

Clearly, Aquino’s loyal friend suspended PNP Director Purisima was commanding the whole operations. Second, it was also revealed that President Aquino arrived at Zamboanga City, purportedly to visit the Zamboanga bomb blast victims, a day before the failed operations. During the time of the battle, President Aquino was with Lt. Gen. Rustico Guerrero directing the “best effort” rescue operations for the SAF operatives who were frantically asking for reinforcements. Clearly, President Aquino could no longer claim that he was not privy to the details of the operations. Nor could he deny Purisima’s major role. This puts President Aquino in a fix. The people are angry with him and there is no one outside of the administration that Aquino could blame. Moreover, this time, the frustrations and anger at the administration are also coming from among its ranks. The relatives of the 44 SAF men killed are deman-
ding justice. SAF officers and men are frustrated at the government for leading their fallen colleagues into battle without any support and reinforcements. PNP officer in charge Leonardo Espina and Local Government Sec. Mar Roxas were bypassed and embarrassed in public for being clueless about the military operation of this magnitude. And the image of good governance that the Aquino administration has been projecting suffered another crack. What will happen now? There is no way out of this fix for the Aquino administration but to hope that the issue would die down. It is also relying on US support; after all, President Aquino approved the operations to kowtow to the US and its war on terror. But the support of the US is precarious, as the latter readily drops its support for an administration if it becomes too politically costly. Anything can still happen as the administration has more than a year to go. |

even at the same day that they [requester] applied for it. Aside from such, emergency crisis programs such as medical assistance, financial assistance and burial are offered to those who are in need. One example of such is when Dexter needed financial assistance so his youngest sibling, his Ate could continually undergo her chemo and radio therapy. “My sister undergo chemo every 21 days and radio therapy everyday since she has breast cancer”, he shared. Since he is one who look after the needs of her sister, sometimes his money was not enough to compensate her daily medical expenses. So he asked for financial assistance from the government, specifically from PSWD and his request was granted. “Hindi kinakailagang itago natin ang ating PWDs dahil in the near future, baka sila pa yung mag-excel. Kailangan ang mga magulang na maging very supportive sa mga PWDs. Kailangan nandun ang tulungan. Dahil walang imposible para maging maunlad ang ating PWDs”, Mrs. Perez said in a separate interview.|

SAGWAN Tanauan Dragon Boat Team emerged victorious! Out of 11 teams that participated in the 10-women's category, Tanauan emerged SECOND (first runner up). In the 20-men's category, Tanauan finished THIRD (2nd runner up) out of 13 teams who joined. Tanauan did not participate in the mixed category. As expected, the hard to beat Philippine Marines team cornered the first place in the 3 categories. Above all, we dedicate this victory to our Lord Almighty and Mama Mary as well as Tanauan's Chief Executive Officer Mayor Thony Halili and all the Tanauenos worldwide specially those who shared their blessings to make Sagwan Tanauan what it is now after just one year and 3 months in existence.
