Luzon Grid to be in full capacity again as Santa Rita Power Plant’s new transformer starts running BATANGAS City – The Philippines first gas-fired power plant, Santa Rita Power Plant, will soon be operating at full capacity, following the delivery of a new 318 MVA transformer from China, sources told Balikas over the weekend.

Even based in a disclosure with the Philippine Stock Exchange (PSE) Friday, First Gas Power Corporation (FGPC), a subsidiary of First Gen Corporation, has received its order of a 318 MVA transformer, shipped at the Port of Batangas from Shanghai, China. It will replace the former’s damaged transformer in the power plant’s Unit 40.

After the complete installation and commissioning of the transformer, a power capacity amounting to 250 MW WORKERS monitor the delivery of a 318-megavolt-ampere transformer for one of the four units of First will be added to the Luzon grid soon.

The Santa Rita power plant’s operator, Siemens Power Gas Power Corp.’s Santa Rita natural gas-fired combined cycle power plant in the port of Batangas City.

IEC para sa naphtha cracker plant start-up, inihabol ng JGSPC ISANG Information Education Campaign (IEC) ang isinagawa ng JG Summit Petrochemical (JG) noong ika-3 ng Hulyo sa JG Summit grounds bilang paghahabol sa itinasang paglabag ng kumpanya sa probisyon ng Clear Air Act na dapat magsagawa ng kaukulang IEC bago ang start-up ng planta.

Ipinaliwanag ni Engr.

Ronilo Matugas, Process Engineer ng JG na pagkatapos na nag shut down ang planta ng naphtha cracker noong ika-18 ng Hunyo, nagsagawa ng pag-aaral ang buong team ng planta upang

maiwasan ang inirereklamong usok na ibinubuga ng planta.

“Hindi lamang po nagtatapos ito sa ginawa naming IEC sa Simlong at anim na karatig barangay, kundi, may gagawin po kaming advice sa kanila na mag-ready po sila dahil mag start-up operations muli sa mga susunod na araw,” pahayag ni Matugas.

Magugunita na naging mainit na isyu ang pagbubuga ng usok ng naturang planta noong unang linggo ng Hunyo dahilan sa walang sapat na notisya at impormasyon ang taga JG Summit

hinggil sa operasyong ito.

Ayon kay Matugas, ang flaring ay kailangan sa pagsisimula o start-up operations.

“Ito ay essential dahil ito ay isang instrument at safety device upang sunugin ang hydrocarbons upang magkaroon ng significant safety levels ang operasyon. Maeexpect pa rin natin ‘yung pagkakaron ng apoy. Subalit ‘yung usok, napakaliit na po ng tyansa na mangyayari pong muli,”paliwanag pa ni Matugas.

ENRO, ayon sa resulta ng air sampling sa tatlong stations na malapit sa binugahan ng usok at isinagawa ng isang private laboratory, hindi nagexceed sa limits ng DENR ang JG Summit.

Ayon naman sa DENR, natapos na rin ang technical conference sa pagitan ng JG Summit at DENR upang mabalangkas ang time frame at kaukulang administrative fines sa paglabag ng kumanya sa Clean Air Act at iba pang batas hinggil sa commissioning ng planta.

Magugunita na sa special session ng Sangguniang Panlunsod (SP), isinisi ng mga opisyales ng barangay ang kawalang ng sapat na impormasyon hinggil sa flaring ng planta. Isang resolusyon ang ipinasa ng SP na humihiling sa City Mayor na magpalabas ng cease and desist order na dagliang inaksyunan ni Mayor Dimacuha.

Bunga nito, ayon kay Amparo, bukod sa patuloy na pakikipag-ugnayan sa pitong barangay na pinagtatayuan at kanugnog nito, magsasagawa rin sila ng environmental programs upang matugunan ang mga isyung pangkapaligiran ng bawat barangay.

Plastic bilang pamalit sa plastic, masama sa kalikasan!

Dagdag pa niya, hindi makatuwiran ang kampanyang ipagbawal ang paggamit ng mga non-biodegradable plastic bags at palitan ito ng mga supot na yari sa papel.

Aniya, ang mga supot na papel ay kalimitang isahang gamit lamang, na magkaminsan pa ay kailangang doblehin upang di agad mapunit, hindi katulad ng

mga plastic bags na mas matibay at pwedeng ulit-ulitin ang paggamit.

“Higit sa lahat ng argumento, ang supot o sisidlang papel ay mula sa pinutol na kahoy o torso na siyang nagpapanipis n gating mga kagubatan at kongkretong ebidensya ng higit na pinsala sa kapaligiran,” dagdag pa ni Guerrero.

“Hindi sapagkat idinadahilang ang mga plastic ay nakapagpapabara sa mga kanal at iba pang daluyan ng tubig ay kakailanganing ipagbawal ito. Ang isyu dito ay ang mahusay na pangangasiwa ng pagtatapon at koleksyon ng basura, kabilang na ang mga nagamit nang plastic,” pagdidiin pa niya.

Aplikasyon para sa DOST Scholarship, tinatanggap na ODIONGAN, Romblon — Nagsimula nang tumanggap ang Department of Science and Technology ng aplikasyon para sa kanilang handog na Undergraduate Scholarship Programs na pinamamahalaan ng Science Education Institute.

Ayon kay DOST Provincial Officer Dr. Bilshan F. Servañez, maaari nang magsumite ng application form ang mga kwalipikadong senior high school students at high school graduate na di pa nakapagsimula sa pag-aaral sa kolehiyo para sa RA 7687 Scholarships and the Merit Scholarships para sa S.Y. 2015.

Ang dalawang scholarship program ay bukas sa Top 5% ng graduating high school class na nagnanais makapag-aral sa piling four-year o five-year courses na may kaugnayan sa science and technology.

Ito ay taunang ipinatutupad ng DOST at naglalayong makapaglinang ng high quality human resources na siyang magpapatupad ng mga inisyatibo ng pamahalaan sa science and technology (S&T) at research and development (R&D).

Bilang iskolar sa RA 7687, makakatanggap ang mag-aaral ng ayuda sa tuition fee, book allowance, at buwanang allowance. Ganito rin ang matatanggap ng isang Merit scholar maliban lamang sa buwanang allowance na magdedepende sa estadong pangekonomiya ng kanilang pamilya.| DINNES MANZO

Rescue equipments, binigay ng Malampaya sa probinsya CALAPAN, Oriental Mindoro – Nagbigay ng mga rescue equipment ang Malampaya Foundation Incorporated (MFI) sa lalawigan para mapalakas ng pagsagip at pagresponde ng mga barangay at ng mga bayan sa kanilang mga nasasakupan sa masamang panahon at sakuna.

Kabilang sa rescue equipment ay ang ring buoys, life-vests, First Aid kits at spine boards na hinihingaan ng mga sugatan.

Ang mga kasangkapan ay ipapamahagi ng pamahalaang panlalawigan sa mga nagsitapos sa pa-training ng SHORE o Shoreline Communities, Onwards to Resiliency, sa ilalim programa ng Oriental Mindoro para sa disaster risk reduction.

Ang mga tatanggap naman ng mga rescue equipment at iba pang kagamitan ay ang Baranggay Biga ng Lunsod ng Calapan, ang mga barangay ng Calubasanhon at Maluanluan, Barangay Agsalin ng bayan ng Gloria at ang mga municipal disaster risk reduction and management office ng Baco at Roxas.

Bukod sa mga rescue equipment, makakukuha rin sila ng mga hygiene kits at mga lalagyan ng tubig mula sa Office of Civil Defense (OCD.) Ayon kay Vincent Gahol, Administrative and Training Officer ng Oriental Mindoro Provincial Disaster Risk Reduction and Management Office (OPDRRMO), may kasunduan ang lalawigan sa MFI sa pagpapatakbo ng SHORE. Sa ilalim ng SHORE, tinuturuan ang mga trainee ng water search and rescue, Basic Life Support (BLS), standard First Aid techniques at Communitybased Disaster Risk Reduction and Management.

May apat na coastal barangay sa Gloria ang sasailalim ng mga katulad na pagsasanay bandang July 15 sang-ayon kina Gahol at John Surat, ang Municipal Disaster Risk Reduction and Management Officer ng nasabing bayan.

Mini Forest and Tree Park, inilunsad sa dating landfill LEMERY, Batangas - Matagumpay na inilunsad kamakailan ang isang Mini Forest and Tree Park sa dating sanitary landfill sa barangay Niyogan sa bayang ito.

Mahigit 5,000 tree seedlings ang naitanim sa dating tambakan ng basura na joint project ng pamahalaang lokal at ng pamahalaang panlalawigan ng Batangas sa pamamagitan ng Provincial Government-Environment and Natural Resources Office.

Ipinagmalaki ni Mayor Charisma M. Alilio na ang environmental project na ito ay itinuturing na kaunaunahan sa buong lalawigan.

“Kaakibat ito ng iba pang programa para sa kalinisan at kaayusan ng kapaligiran at pangangalaga sa kalikasan, tulad ng “no segregation, no collection” policy para sa mga basura sa munisipalidad,” wika ni Alilio.

Road Safety Camp, dinaluhan ng 80 kabataan sa lunsod BATANGAS CITY – Muling idinaos ang Road Safety Camp and Road Safety Buddy ng Shell Malampaya Foundation noong June 28 sa Alangilan Central Elementary School kung saan may 80 ang lumahok kabilang ang mga estudyante ng University of Batangas, Boy Scout of the Philippines at mga estudyante ng Kumintang at Alangilan.

Ayon kay Cesar Abaricia, Communications Manager ng Shell Companies, 13 schools na ang partners nila sa pagbibigay ng adbokasiya sa pag iingat upang maiwasan ang pagtaas ng bilang ng mga batang naaksidente. Aniya 23% ng mga injury ay dahilan sa road accident.

Itinuro dito ang tamang pagtawid sa kalsada, road signs, hand signal, disiplina sa sarii at pagtulong sa kapwa. Nagkaroon din ng aktawal na workshop ang mga bata habang sila ay nasa kalsada at tumutulong sa pagsasaayos ng daloy ng trapiko.

Katuwang ng Shell sa proyektong ito ang Batangas City, PNP, TDRO, BFP at DEP-ED. Ito ay bahagi ng kanilang corporate social responsibility na makapagbigay ng mga kaalaman sa mga bata.

Nagbigay rin ang Shell ng safety vest, whistle at cap sa mga bata upang gamitin sa pagtulong sa trapiko.

Siya'y muling nabuhay kaya't nakakagawa ng mga himala!” Itong si Herodes ang nagpahuli kay Juan.

Ipinagapos niya ito at ipinabilanggo dahil kay Herodias na asawa ng kapatid niyang si Felipe. Sapagkat sinabi ni Juan kay Herodes, “Hindi matuwid na magsama kayo ng asawa ng iyong kapatid.” Ibig ni Herodes na ipapatay si Juan, ngunit natatakot siya sa mga Judio sapagkat kinikilala nilang propeta si Juan na Tagapagbautismo. Nang sumapit ang kaarawan ni Herodes, sumayaw ang anak na babae ni Herodias sa harap ng mga panauhin. Labis na nasiyahan si Herodes, kaya't sumumpa siyang ibibigay sa dalaga ang anumang hingin nito. Sa udyok ng kanyang ina, sinabi ng dalaga sa hari, “Ibigay po ninyo sa akin ngayon din, sa isang pinggan, ang ulo ni Juan na Tagapagbautismo.” Nalungkot ang hari, ngunit dahil sa kanyang pangakong narinig ng mga panauhin, iniutos niyang ibigay sa dalaga ang ulo ni Juan. Kaya't pinapugutan niya si Juan sa bilangguan. Inilagay ang ulo sa isang pinggan at ibinigay ito sa dalaga. Dinala naman ito ng dalaga sa kanyang ina. Dumating ang mga alagad ni Juan, kinuha ang kanyang bangkay at inilibing.

Pagkatapos, ibinalita nila kay Jesus ang nangyari.|

LUNSOD BATANGAS -Isang film festival na may temang "Idol Kita, Ka Pule" ang ilulunsad ng pamahalaang lungsod sa pamamagitan ng cultural affairs committee sa Hulyo 12 bilang tampok sa pagdiriwang ng ika-150 taong kaarawan ng Batanguenong bayani na si Apolinario Mabini.

Sinabi ni Eduardo Borbon, vice-chairman ng Batangas city cultural affairs committee, na layunin ng nabanggit na proyekto na maipakita ang kadakilaan at mga kabayanihang nagawa ni Mabini, maipabatid sa mga

kabataan ang talambuhay ni Mabini at bilang paghahanda sa mga nais lumahok sa malalaking kompetisyon sa Maynila tulad ng Cinemalaya at iba pang film festival.

Bukas ang kumpetisyon sa lahat ng mga paaralan, grupo o komunidad sa buong lalawigan ng Batangas.

Kailangang maisumite ng kalahok ang 45-minute short film in DVD format bago mag Hulyo 10. Lahat ng pelikulang kalahok ay itatanghal sa Batangas city convention center sa Hulyo 13.

Mag-iimbita ng mga huradong eksperto sa larangan ng paggawa ng pelikula at film appreciation sa pagpili ng mga magwawagi na itinakda sa Hulyo 15 sa convention center. May gantimpalang P50,000 ang naghihintay sa magwawagi at magkakaloob din ng invdividual awards para sa best director, actor, actress at iba pa.

Aanyayahan din ng lupon ang mga apo at ibang kamaganak ni Mabini upang saksihan ang nabanggit na gawain.

Luzon Grid to be in full capacity again as Santa Rita Power Plant’s new transformer starts running It can be recalled that the power plant suffered an electrical supply loss of 250 MW from the damage in its transformer occurring in February, thereby diminishing Luzon’s grid capacity by the same amount of energy.

The Unit 40 is one of the four power plant’s units, which harnesses a capacity of 250 MW each, totalling a 1000 MW power plant supply.

Moreover, Santa Rita sells its power capacity to the Manila Electric Company (Meralco) through a power purchase agreement. It primarily runs on natural gas coming from Malampaya’s supply in Northwest Palawan. But since, the turbines of the plant may also run on

other fuek being a combined cycle system, it first ran on liquid fuel during its inception in August 2000.

However, the company shifted towards utilization of the natural gas coming from Malampaya in 2002.

First Gas Power Corporation is a full subsidiary of the Lopez-led First Gen Corporation. The company’s sole project is the Santa Rita power plant.

First Gen Corporation is among the largest Independent Power Producers (IPP) in the country, harnessing 2,763 MWs power from indigenous, clean or renewable energy.

Similarly, First Gen Corporation is under the First Philippine Holdings

(FPH) Corporation, through its stake in the former, which is also controlled by the Lopez family.

On July 3, FPH implemen-ted an extension on the buy-back program on the company’s shares until July 2016.

First Gen also owns and run the San Lorenzo Power Plant, also in Sta Rita, Batangas City, parallel to the Santa Rita Power Plant. In few years time, it will be complimented by the San Gabriel Power Plant, First gen’s third power plant in Batangas City alone. DURING the 90’s, some fraternities and sororities were among the authorized clubs and youth organizations a student may choose to join once he or she enters collegiate level as these orgs are listed in the student’s manual. When I transferred school in the late 90’s, I can still remember that Tau Ghama Phi (also known as Triskelion) and other fraternities were with Student Catholic Action, Youth Ministry and other organizations allowed by the college. But to the dismay of many, fraternities and sororities were eventually delisted.

Joining a fraternity may mean something to a certain sector. It could mean belongingness and promote camaraderie or sense of being “in” in a society of brave and courageous individuals. Although in ceratin cases, it may also mean negative and eventually a forbidden act in some institutions. While joining a frat or sorority must be voluntary, there are certain cases where memberships are deemed mandatory.

When we were freshmen at St. Francis de Sales Regional College Seminary, we’ve underwent also some kind of initiation, a tradition that the college observed through the years until it eventually changed course.

On the second or third week of the first semester, freshmen and transferees have to be initiated to the excluve brotherhood or seminarians, to be officially called Anakiko. These freshmen came the minor seminaries (high school) and pre-college departments of the ecclesiastical province of Lipa (Quezon, Marinduque, Batangas and the Mindoros). Upon the declaration of the opening of the initiation month, the neophytes have to serve the upper class men during meals being dishwashers all throughout that month. Even disciplinary actions (DA) must be characterized by real discipline and correction, not by remorse and revenge.

These past few days, social media sites where flooded of news and updates on hazing and fraternity/sorority matters. There are even posts that questions action of the officers who openly pronounced the fraternity’s regret for the fatal initiation of a neophyte, and even encouraging other members to denounce the act and doubted the credibility of the officers.

These things may run counter to the ideals of the brotherhood as envisioned by its founders. The existence of such type of members may be the reason why hazing and other brutal initiation rites are still happening these days.

Why can’t the salutes and handshakes be characterized by professionalism and real discipline as the fraternity’s contribution to nation-building? The challenge now lies in the hands of all fraternities to prove their worth in a civilized society.|

PDAF and DAP as Unconstitutional Questions THE Supreme Court declared the Development Accelaration Program adopted by the Executive Department as unconstitutional. According to the Supreme Court, the withdrawal of unobligated allotments from the implementing agencies, and the declaration of the withdrawn unobligated allotments and unreleased appropriations as savings prior to the end of the fiscal year is unconstitutional as it does not comply with the definition of savings under the national budget law. It also held that the practice of cross-border transfers of the savings of the Executive department to augment the appropriations of other offices outside the Executive and the funding of projects, activities and programs that were not covered by any appropriation in the national budget contradict the Constitution.

In relation to this ruling, the Supreme Court declared last year that the Priority Development Assistane Fund (PDAF) is also unconstitutional. It decreed that the identificaiton by the legislature of how and where the executive should spend the public funds after the appropriation law has been passed is contrary to the principle of separation of powers. These two cases are related as they arose out of the people’s clamor against the PDAF and the DAP. However, these rulings did not discuss the criminal and administrative aspects of the practices associated with the PDAF and the DAP. The Supreme Court has been careful to imply that their unconstitutionality do not necessary give rise to criminal or administrative liability. These cases do not involve any question on the culpability of government officials connected with the PDAF and the DAP. The only concern of the court in these cases is the validity of the measures when contested with the provisions of the Constitution.

The determination of whether some government officials will be liable for the unlawful use of public funds lies elsewhere. The matter should be subject of separate investigations by the concerned agencies.

Theoretically, the Commission on Audit should lead in the investi-gation on whether the use of the said funds should have been disallowed so that they could be reimbursed to the public treasurer and who should be adminis-tratively and criminally responsible for such anomalies in the use of public money. Unfortunately, reports have it that the Commission on Audit itself has been recipient of the funds coming from the Development Acceleration Program. As such, the investigation of the issue must be made by some other agencies.

The Office of the Ombudsman has started its job of filing cases against those people implicated in the PDAF scam. There is no question that it should also investigate the DAP. Actually, the ultimate question is whether it could include the President in its investigation since the latter declared last year that the DAP has been adopted with his approval. With this declaration of the President, his complicity with the DAP is undeniable.

Whether he should be administratively liable or vulnerable to impeachment charges on account of >>>MURIA....turn tothis P/5 is yet to be seen of course. And assuming he could be impeached for this, such fact does not necessarily imply that he could be charged criminally for technical malversation of public funds.

The PDAF and DAP rulings serve as springboard of discussion about financial accountability in the government. OPINION To impeach or not to impeach?

THE Supreme Court decision regarding the unconstitutionality of “specific acts” in the Disbursement Acceleration Program (DAP) is a big blow to the Aquino administration. While the 92-page Supreme Court decision appears Solomonic (as most decisions of the High Court are especially if it is critical of government policy), it is, nevertheless, a declaration that the Aquino administration acted clearly well beyond its authority or jurisdiction in determining where and how a substantial amount of government funds would be spent. How substantial? Progressive groups estimate that it is 14 times more than the fund involved in the Napoles scam.

The “specific acts” of the Aquino administration with regards the DAP that the High Court declared as unconstitutional are: 1. the seizure of “unobligated allotments” and “unreleased appropriations” of different government agencies and the unilateral declaration of such as savings; 2. the realignment of funds from the executive to other branches of government (which is expressly prohibited by the Constitution); and 3. the funding of projects, activities and programs not identified by the General Appropriations Act. In sum, what the Aquino administration did was an arrogation of the power of the purse. At the same time, the Supreme Court declared that it is within the power of the President to come up with a policy such as the DAP to steer the economy toward growth and development.

Did the Supreme Court decision state whether the Aquino administration, specifically Pres. Benigno Aquino III and Budget Sec. Florencio Abad, could be held liable for unconstitutional acts? Fr. Joaquin Bernas does not think so. He was quoted saying that the Supreme Court was not clear on whether the decision was retroactive or not. House Speaker Feliciano Belmonte and Akbayan Party-list Rep. Walden Bello even claimed that the decision was not retroactive and thus, President Aquino could not be held liable.

However, Kabataan Party-list Rep. Terry Ridon was spot on when he pointed to the Supreme Court’s application of the “operative fact doctrine” in the decision to show why President Aquino and Sec. Abad are liable.

The decision clearly states that: “…the doctrine of operative fact can apply only to the PAPs [program, activity, or project] that can no longer be undone, and whose beneficiaries relied in good faith on the validity of the DAP, but cannot apply to the authors, proponents and implementors of the DAP, unless there are concrete findings of good faith in their favor by the proper tribunals determining their criminal, civil, administrative and other liabilities.” (page 90) What is the principle of operative fact? Again quoting from the Supreme Court decision: “The doctrine of operative fact recognizes the existence of the law or executive act prior to the determination of its unconstitutionality as an operative fact that produced consequences that cannot always be erased, ignored or disregarded.”

In layman’s terms, it means that one cannot simply undo or ignore what has been done because it might be unfair to the recipients of the programs, activities and projects of the DAP who accepted it in good faith (without knowing that it is unconstitutional) or it might be

impractical for the government to undo everything. However, for the authors, proponents and implementors who include President Aquino, Budget Sec. Abad, senators and representatives of the lower house who benefited from it, they must prove before the courts that they acted in good faith, without knowing that the DAP is unconstitutional.

Rep. Ridon also pointed that, at the minimum, President Aquino and Sec. Abad violated Article 220 of the Revised Penal Code. Rep. Ridon added that Kabataan Partylist is preparing an impeachment complaint against President Aquino as well as the charges to be filed against Sec. Abad.

House Speaker Belmonte and other allies of the Aquino administration have declared that an impeachment complaint against the President would not pass the committee level.

There is truth in this as the impeachment process in Congress is essentially a political exercise. While there are appearances of hearings at the Lower House and the Senate, at the end of the day, representatives and senators vote along party lines.

But whether the President’s acts with regards the DAP constitute a “culpable violation” of the Constitution or not and even if the Liberal Party has the numbers to throw out an impeachment complaint, not making any effort to hold the President and Sec. Abad accountable would only perpetuate impunity in the abuse of power and probably, corruption. And besides, in the event that the impeachment complaint hurdles the committee level and is tabled for discussion by the plenary, the public would get the opportunity to hear all aspects of the issue and decide whether President Aquino is guilty or not.

For the President and Sec. Abad, it would do well to face the charges squarely instead of overcoming any complaint or charge with the strength of their numbers.

Former president Gloria Macapagal-Arroyo was able to throw out several impeachment complaints, at least five, but in the eyes of the Filipino people, she has always been guilty of plunder. No amount of denials and legalese could erase it from the public’s mind.

Also former president Arroyo set the precedent of running after her predecessor former president Joseph Estrada, after, of course, pressure from progressive groups and the Filipino people. It is now her turn to face plunder charges and is under custody, albeit in a hospital.

President Aquino may face the same after his term ends, if he does an Arroyo while still in power.| (The enumeration of unconstitutional acts mentioned above has been paraphrased by this author. If anyone is interested in reading the 92-page decision so as not to rely on the assertions and counter-assertions of those defending and criticizing the Aquino administration, copies are uploaded at the Supreme Court website. This author downloaded a copy from Interaksyon.com. For non-lawyers, you could just read pages 89 to 91 to save on the effort of reading through the whole document. It was quite a tedious experience for a non-lawyer like this author, although the decision is a good read on petitions for certiorari and prohibition and the history of the government budgeting process.)|

PPI “Going Green” in Baguio City

Ngunit ipinagbili pa rin ni Paul ang lupa kahit tutol si Vicky. Noong June 21, 1991 gumawa si Paul ng Deed of Absolute Sale pabor kina Willy at Pat kahit walang pahintulot ni Vicky at walang pirma sa nakalagda niyang pangalan. Sa sabwatan ni Paul kina Willy at Pat, nailipat nila ang mga kagamitan ni Vicky at nang mga bata sa isang apartment habang wala ang mga ito sa bahay. At nang makauwi si Vicky kasama ang kanyang anak na babae, hinarang sila sa may gate. Naghintay sila hanggang gabi kahit na umuulan. Humingi sila ng tulong sa pulis ngunit hindi sila tinulungan nito dahil ito raw ay problema ng pamilya.

Bunsod ng pangyayaring ito, nagsampa si Vicky at mga anak niya ng kaso sa Regional Trial Court laban kina Paul, Willy at Pat upang ipawalang bisa ang bentahan, ibalik sa kanila ang bahay at lupa at bayaran sila ng danyos at attorney’s fees. Sinabi niya na ang pagbenta ng Lot 7 at ng bahay na nakatayo rito ay conjugal property nila ni Paul, kaya ito’y walang bisa sapagka’t wala siyang pahintulot niya. Sinabi rin ni Vicky na may karapatan silang maningil ng danyos dahil sa paraan ng pagpapaalis sa kanila sa sariling bahay. Tama ba si Vicky?

OVER the weekend, I travelled by bus for the first time to Baguio City, the country’s summer capital 5,000 feet up in the sky for a “green” event. No, definitely not the “green” you naughty guys have in mind.

The last time I was up there was during Holy Week several years ago in 2008 during President GMA’s time when I was press secretary. Cabinet members would join the president during the annual “retreat” for some much-needed meditation. All my life, before working in Malacañang, it was an exclusive, bonding time with family usually in the farm or in our hideaway in the mountain. I had to give that up when I worked for the president. I have not returned to Baguio since for about 6 years now.

BETTER THAN FLYING — I was back there, this time for a forum on “sustainable construction reporting” with the Philippine Press Institute and HOLCIM, Inc. attended by Luzon and Manila journalists. I was really planning on driving my car from Manila upon learning that Loakan Airport had been closed for a long time. But at the last minute, I was advised by my daughter Ning that it would be better taking the passenger bus. She was right. The 4-hour bus rides from Cubao in Quezon City to Baguio via the Marcos highway and back were totally pleasant. (Kennon Road is open only to light vehicles. Victory Liner’s “de luxe” coach had airplane-type reclining seats, free wifi and TV, free snacks and bottled water on board with a uniformed attendant (like airline stewardess) with a cubicle-type restroom situated at the middle section. And unlike plane flights, the bus schedules were on the dot. I would have spent about P5,000 for gasoline alone if we drove up. Passenger fare was only P750 one way. While in Baguio, I missed the shivering cold temperature unlike in past years — due to global warming or climate change, maybe. But the populous mountainside looked as if it exceeded its “carrying capacity” of development.

DON’T BAN PLASTIC — Now back to being “green”. I listened intently to the resource persons notably President Mike Guerrero of the Green Architecture Advocacy Phil. who surprised us with some “back to basics” principles that we, more often than not, took for granted. For example, he shook me with the proposition that non-biodegradable plastic bags should NOT be replaced by paper bags, as now being advocated almost everywhere.

He said that paper bags are usually single-use items unlike plastics that are more durable. Moreover, paper bags are made from lumber and wood thus endangering our already disappearing trees and depleted, thinning forests.

But plastics can be recycled and can be used for a myriad of other things.

SO, THE ISSUE SHOULD NOT BE ABOUT PLASTIC PER SE BUT ITS DISPOSAL. Just because plastics clog our waterways and sewage systems should NOT be a reason to BAN them. The advocacy shift should be on WHERE we bring them or how we PROPERLY DISPOSE them to prevent the negatives. It is in mishandling them rather than its use that should be the object of our campaign, if not anger. Just plain “common sense”, right?

Now, after hearing that, I’ve changed my mind about pushing for paper bags. Someone whispered that some enterprising exporter must have planted this idea of shifting to paper bags to make oodles of money in the process. And our policy makers swallowed this hook line and sinker. I wonder.

SUSTAINABILITY — Of course, core of the discussions is on climate change and the need to survive due to global warming. And how “mitigation” (reducing the risks) and “adaptation” (adjusting to realities”) have a fine, thin line of difference. Mitigation is a proposition that is “too late and too little”, our resource person said. Perhaps we should work on “adaptation”.

I also got a little new provoking thought about “resiliency” or our own people’s absorbing the shocks and still surviving and moving on. In fact this is touted as a good thing to be proud of. On close look, resiliency is NOT that desirable or some quality we should be proud of. It may connote something bad. Indeed, resiliency in our present context is all about not adjusting but just surviving. Being resilient is therefore not always desirable because it merely enamors our people but does not encourage them to improvise and craft new ways and devices.

Adaptation is perhaps more apt. Like the simple idea of returning back to houses with posts or on stilts to counter flooding; or a return to the more adaptable horse-drawn calesa instead of stallable cars during floods.

Or perhaps a modernized version jetski-type tricycles to navigate rising waters.

I was also fascinated at how the buzz-word “sustainable development” was defined. It was simply defined as “an instinct for survival.” Another discussant, Baguio Water District General Manager, Engr. Salvador Royeca described it as “meeting the needs of the present without compromising the ability of future generations to meet their own needs”.

SOME EXAMPLES — Being “green” is to be practical, economical and practicing sustainable development as generally defined by GM Royeca.

But it is still at its infancy due to issues of costs, complexity and the usual resistance to change. For example, Architect Mike Guerrero talked of practical ways in building a “green” home or structure that are consistent with this practice. His tips include: Keep the sun out, let the light in, catch the breeze, insulate the roof, harvest the rainwater, efficient lighting, use of renewable materials, and other steps where we “work with nature”. It is interesting that HOLCIM’s best practices along these concepts were exemplified in its sponsored building of core shelters for calamity victims in the Compostela Valley areas destroyed

by Typhoon Pablo. There, a sustainable barangay strategy was executed on the ground that included energy efficiency, water management, sustainable community. The design of the shelters was along the lines of the mentioned

PWDs, aarangkada sa Batangas City Celebration A ikatlong pagkakataon ay napabilang ang paggunita ng Linggo ng mga may Kapansanan sa listahan ng mga gawaing inihanda ng pamahalaang lunsod ng Batangas sa selebrasyon ng Batangas City Foundation Day. Ang unang bahagi ay gaganapin sa July 10 at 11 kung saan magkakaroon ng Festival of Talents of Persons with Disabilities o PWD’s.

Ayon kay Atty. Ben John Maralit, President ng PWD Federation sa Batangas City, isang play na gagampanan ng mga SPED students ang itatanghal na tinaguriang Balik-Tanaw sa Buhay ni Ka Pule.

Tampok naman sa Abilympics ang kanilang mga myembro na naging kalahok na sa palarong pambansa at iba pang international competition upang magsagawa ng exhibition game.

Ang mga ito ay yaong nagkamit ng karangalan sa wheelathon, chess, track and field, badminton at iba pa. Ito ay gaganapin sa Batangas City Convention Center.

Sa ikalawang bahagi ng kanilang pagdiriwang, magsasagawa ng Lakbay Aral ang grupo sa Hulyo 18 sa Luneta upang mabigyan ng pagkakataon ang mga batang may kapansanan na makapamasyal.

Ito ay alinsunod na rin sa layunin ng samahan na mai-mainstream ang mga PWD sa komunidad.

Nakatakda rin silang magsagawa ng Walk for a Cause sa July 20 ganap na ala-6:00 ng umaga sa Plaza Mabini patungong SM City Batangas at pabalik. Ito ay isang fund-raising activity kung saan ang pondong malilikom ay gagamitin sa pamamahagi ng mga saklay at wheelchairs. Aanyayahan nila na lumahok ang mga kawani ng gobyerno, mga estudyante at mga non-government organizations. May registration fee na P 150.00.

Muli naman nilang bubuhayin ang mga katutubong laro tulad ng sipa at patintero sa July 21 sa Batangas City Sports Coliseum.

Maaaring lumahok dito kahit hindi pa myembro ng samahan.

Gaganapin ang Social Protection Program

Forum for PWD Families, Self and Enhancement Forum sa Bahay Pag-asa sa July 22 ng umaga. Ang focus nito ay ang Disability Prevention, Early Detection, Prevention ang Intervention Disability (EDPID) at Tuloy Aral Walang Sagabal o TAWAG for Children with Disability.

Mag-iimbita sila ng mga espesyalista para sa iba’t ibang disability tulad ng hearing at visually impaired at iba pa upang habang bata ay maagapan at maiwasan ang kapansanan.

Maaari namang makapagpatingin ng libre upang malaman ang uri ng kapansanan kay Dra. Marizel Dacumos sa Bahay Pag-asa sa July 22 ng hapon.

Sa kasalukuyan, ang PWD Federation ay may 1300 myembro.

Wastong sanitasyon at kalinisan sa komunidad tinutukan ng PHO SERYOSONG tinututukan ngayon ang kalagayan ng sanitasyon sa mga bayan ng lalawigan sa pamamagitan ng distribusyon ng mga kagamitan sa palikuran o basic sanitation and toilet package program sa ilalim ng inisyatibo ng Provincial Health Office ng administrasyon ni Governor Vilma Santos Recto.

Sa pag-aaral na isinagawa ng Community Based Monitoring Survey ukol sa kalagayan ng sanitasyon lumalabas dito na ilan pa ring mga tahanan sa mga malalayong barangay ang walang maayos na palikuran sa kanilang komunidad.

Ang kawalan ng sanitasyon ay ilan lamang sa mga dahilan ng pagkakaroon ng isyu sa kalinisan at kalusugan partikular sa mga kabataan.

Ilan sa sakit na nakukuha mula sa maruming kapaligiran at kawalan ng malinis supply ng tubig at palikuran ang cholera, diarrhea, intestinal parasite o pagkakaroon ng bulate sa tiyan.

Tugon dito ng Pamahalaang Panlalawigan ang pagbibigay o distribusyon ng 1000 toilet packages na ipamamahagi sa 31 bayan.

Ang programang ito na may temang Libreng Palikuran Tungo sa Malinis na Kapaligiran at Maayos na kalusugan ay sinimulan noong Hunyo 16 at nakatakdang magtapos sa Mayo 14, 2015.

Sa pagbisita ng mga kinatawan ng Provincial Health Office ay dala ng mga ito ang May 35 hanggang 40 construction packages na nakalaan sa bawat bayan na binubuo ng 1 toilet bowl, 3 piraso

ng bakal, 3 sako ng semento at 30 hollow blocks na basic tools upang makabuo ng isang maliit at maayos na toilet para sa mga napiling recipient na tahanan.

Bukod sa pamamahagi ng mga construction materials, hatid ding ng mga kinatawan ng PHO ang mga information and education materials na nalalarawan ng mga basic hygiene para sa mga bata upang maiwasan ng mga ito ang pagkakasakit.
