Army troops recover landmines in General Nakar, Quezon CAVINTI, Laguna — Three landmines were discovered by elements of 1st Infantry (Always First) Battalion led by 1LT Lamosao during an encounter with at least 30 New People's Army (NPA) members in Barangay Marcelino, General Nakar over the weekend. The landmines were retrieved after 15 minutes of firefight between the opposing troops. According to several residents, the NPAs suffered a number of casualties but this information is still to be validated. Meanwhile, two from the Army troopers were reported wounded and were taken to AFP Medical Center. Prior to the encounter, there were reports received by this unit that CTs in the area were set to conduct military offensive actions against government forces and other soft targets particularly private contractors accomplishing priority projects of the government in the area. According to LTC Mangabay, Commanding Officer, 1IB, he was aware of the information that the landmines laid by the CTs were intended for the trucks and other heavy equipment used in the ongoing construction of the road connecting General Nakar, Quezon Province and Aurora Province. Col. Rodel Mauro Alarcon, commanding officer of 202nd Brigade, denounced the use of landmines as a violation of the Geneva Convention Law as stated in the Comprehensive Agreement to Respect Human Rights and International Humanitarian Law (CARHRIHL) by the NPA with the Philippine government in 1998. General Nakar Mayor Leovegildo Ruzol, in an interview after the encounter, commended the move of the 1st Infantry Battalion in pursuit of peace and development in their municipality. He also acknowledged the presence of Army troops especially their efforts in helping the municipality to achieve and sustain peace and order. (PNA)|
CIDG, NFA conduct 121 inspections nationwide to hunt illicit rice traders REPRESENTATIVES from the Criminal Investigation and Detection Group (CIDG) and the National Food Authority (NFA) conducted 121 operations to monitor and inspect warehouses nationwide, said CIDG Chief Director Benjamin B. Magalong on Friday. In a statement, Magalong said the operations with the orders of Interior and Local Government Secretary Mar Roxas directs the Philippine National Police (PNP) to track down illicit traders and millers involved in the hoarding and manipulating of prices of basic commodities that cause distortion. Magalong said the deputized agencies inspected 545,170 sacks of rice all over the country where samples were taken for laboratory examination. Under the Price Act, police and other law enforcement agencies may be deputized to monitor and inspect warehouses for possible hoarding and diversion of NFA rice. One of the numerous inspections was conducted by the NORMINCIDU detectives headed by Sr. Supt. Pedro Austria Jr. along with the NFA representatives on July 17 in three warehouses of Soda Trade Corporation located in Barangays Palao and Mahayahay, Iligan City. It is owned and managed by Corazon Barnuevo wherein the agents learned that there were no signboards and metal plates in all three warehouses. The inspecting team also unearthed old voluminous stocks of rice that were still stored, including sizable volume of fertilizers such as ammonium nitrate and ammonium sulphate mixed with sacks of commercial rice. On July 15, the same team led by Police Inspector Joseph Nandu Jr. and NFA representatives inspected two warehouses — Ocean Rice Trading located in Barangay Cugman, Cagayan De Oro City owned and managed by James Vicente; and Rice Trader/warehouse located in Galaxy, Barangay Gusa, Cagayan De Oro City owned and managed by Nancy Vicente and Susan Tan. Both warehouses have no NFA licenses and no documents of stocks were presented. Magalong said these series of inspections were a follow-up operation after CIDG detectives discovered a warehouse in Muntinlupa a week ago storing 20,000 sacks of commercial and NFA rice in which most of the sacks of rice were observed to be unfit for human consumption.| PNA

Climate change and disasters: Are we ready? THE latest report of the United Nations Intergovernmental Panel on Climate Change (IPCC) had made it clear that most countries are largely ill-prepared for climate-related risks, stressing that the increase in global temperature will be the cause of more extreme weather events around the world. Without mincing words, IPCC vicechairman Jean-Pascal van Ypersele, said climate change is not a distant threat but a “present and clear danger” that is already impacting lives, especially in poorer countries. “ It is no longer a question of whether human-induced climate change will occur as we can already see its impacts on the poor people,” Ypersele told the Philippine EnviroNews. Ypersele said, that the Philippines for instance, is greatly affected by rising sea levels triggering stronger storms in the future that will be devastating to the country. “ Not every extreme weather event, such as the Supertyphoon Haiyan, can be attributed to climate change yet. But you can say that events like Haiyan will occur more frequently or with more intensity in the future. We still need a long observation and sophisticated technology. One thing is very clear on typhoon impact, for example in the Philippines where it is threatened by sea level rise, the danger will be larger than before,” Ypersele said. Ypersele, however, suggested that the Philippine government needs to invest more in planning for more resilient communities and structures as well as transforming the country into a low-carbon growth. When Supertyphoon Haiyan hit the Philippines in November 2013, it grabs the world’s attention by dominating the overall picture of natural catastrophes. The country was, arguably, unprepared from the devastating storm attributed to storm surge, rough seas and floods where over 6,000 people were killed, and millions left homeless. Total damage
and losses reached more than US$13 billion. The crisis in the Philippines struggled for international attention, seeing perhaps one of the most massive relief operations to date, but it pitted against earthquakes in Japan, New Zealand, floods in Thailand, the mass migration in small island countries and famine in East Africa. If natural and man-made disasters are becoming more common, shouldn’t we be paying more attention and getting ready for them? Margareta Wahlstrom, Head of the UN Office for Disaster Risk Reduction, said that the supertyphoon drew the issue of addressing the importance of medium and long-term disaster risk reduction and resilience building as strong component of the rehabilitation process and embedded in the needs assessment and implementation plans. “ Filipinos are resilient in the face of multiple calamities,” Wahlstrom said in her statement at the Asia-Europe Meeting Manila Conference on Disaster Risk Reduction and Management. “What is needed now is the embodiment of much of what is already there: a shift from intent to action. This will not only change the Philippines but the whole world as it addresses new thresholds of

danger and calamity propelled by environmental degradation, poor land use and urban planning, fast growing urban population and poverty.” For Climate Change Commission Vice-Chair Mary Ann Lucille Sering, the consequences of Supertyphoon Haiyan will continue to unfold for years, adding that the destruction wrought by this supertyphoon is a timely reminder of some of the threats climate change can pose to life, livelihood, infrastructure and culture. “ Extreme weather events are definitely on our doorstep. We need to scale up our planning on climate change adaptation and disaster risk management as soon as possible. As we continue to urge nations to reduce their greenhouse gas emissions, we can no longer wait on pursuing adaptation and disaster risk management,” Sering told the Philippine EnvironNews. Disasters and climate-related events, Sering said, are also keen warning of the indirect impacts to human health, agriculture, livelihood and the economy. Sering said that while climate-related disasters require widespread political, technological, economic, and social changes, there is a need to install preparedness and sustainability measures in to interventions. Comelec wants postponement of SK polls until May 2016 MANILA — The Commission on Elections (Comelec) wants the holding of the Sangguniang Kabataan (SK) polls to be postponed and synchronized with the barangay elections in 2016. Comelec Chairman Sixto Brillantes said they will ask lawmakers to reschedule the holding of the youth elections, which is set to be held between October 28, 2014 and February 23, 2015. “Our position is not to hold the SK elections. We want to just have
it synchronized with the regular barangay elections, which is scheduled on October 2016,” he said in an interview. The poll body chief is planning to meet with congressmen and senators, particularly Senator Paolo Benigno Aquino IV and Caloocan Rep. Edgar Erice. Brillantes noted that holding the SK polls might affect the preparations for the May 2016 polls.
“What we really want is for another postponement so it won’t muddle with our ongoing preparations for 2016 presidential elections. We already face many problems now. What more if you involve again the SK elections,” he explained. On the other hand, Brillantes added that they are prepared to hold the elections as required by RA 10632 if Congress rejects their request.
“If they will insist on holding the SK as the law says, then we have no other choice but to follow,” he said. On October 3, 2013,, President Aquino signed Republic Act No. 10632, which postponed the SK polls scheduled October 28, 2013. Prices and supplies in calamity areas, generally stable - DT MANILA — Prices and supplies in areas declared under state of calamity due to typhoon ‘Glenda’ are generally stable, the Department of Trade and Industry-Consumer Protection Group (DTI-CPG) said in its bulletin for typhoon ‘Glenda’ on Friday. According to CPG’s market price and supply monitoring report, prices are stable in cities and municipalities of Bulacan such as Hagonoy, Balagtas, Bocaue, Bulakan, Calumpit,
Malolos City, Marilao, Meycauayan City, Plaridel, Pulilan, and Paombong. Supplies of goods in the said areas are good for seven days. However, for the town of Obando, price situation is placed under Yellow Alert after finding out that prices of goods are slightly above suggested retail price (SRP). “Prices are stable but a little above the SRP because they only get their supplies in
supermarkets in Malabon, Valenzuela and Meycauyan and due to the high cost of transportation and everyday condition of high tide in the area,” the CPG explained. Prices and supplies of goods in province of Bataan are also stable while for Quezon, prices are stable and supplies of goods are limited. The department has also issued price freeze lists calamity in Muntinlupa City, Bataan, and Quezon.
Under the Price Act, retailers in areas placed under state of calamity shall not move prices of basic nonagricultural products which include canned fish and other canned marine products, processed milk, coffee, laundry soap, candles, bread, salt, instant noodles, and bottled water for 60 days. However, the country needs to strengthen its efforts to address this issue locally both on mitigation and adaptation,” Salceda said. By localization, Salceda pointed out that there is a need to capacitate communities and local governments on science-based, evidence-based needs assessment, programming and formulation of climate actions. 20,000+ individuals affected by Typhoon Glenda in MIMAROPA CALAPAN CITY, Oriental Mindoro – More than 20,000 individuals comprising a total of 4,207 families from 20 municipalities in the provinces of Marinduque, Oriental Mindoro and Occidental Mindoro have been affected by the onslaught of typhoon “Glenda” last week. The Department of Social Welfare and Development (DSWD) Mimaropa office reported this over the weekend as they continue conducting rapid assessment of the affected families and areas in the three provinces to validate consolidated reports and provide initial rehabilitation assistance. As of July 18, DSWD reported that the total number of families affected by last week’s typhoon in the three subject provinces reached 4,207 with 185 houses completely wrecked. Jason Oliverio, DSWD Region 4B social marketing unit officer stated the supply of power has been intermittent causing delays in communication and data consolidation. However, the department will provide all the aid needed after thorough assessment is conducted. DSWD has prepositioned goods made ready for distribution should the local government units of each province requests for augmentation of relief packs. The department is working in convergence with the LGUs and will prepare for early rehabilitation efforts at the soonest. Likewise, the department assures that all needed support for the families affected are given. DSWD Mimaropa has a total of 3,076 stockpile stored in the affected provinces of Marinduque, Occidental and Oriental Mindoro, Romblon and Palawan to ensure timely distribution of relief packs.|

Ayon kay Eugene Cabrera, Regional Director ng OCD Mimaropa, mas matipid pa ang magpre-emptive evacuation kesa sa ibang aktibidad ng disaster risk reduction tulad ng search and rescue. Naniniwala si Cabrera na binago ng Bagyong Yolanda ang pagtingin ng publiko at ng mga awtoridad sa paghahanda sa mga sakuna. “Unang-unang aksyon natin, preventive talaga. Isang araw bago dumaan ang bagyong Glenda, nagpatawag kami ng preventive evacuation dun sa Marinduque na inaasahan nating dadaanan (ng bagyong Glenda) pagkagaling sa Bikol. Naging maayos ang koordinasyon ng OCD sa mga lokal na pamahalaan – mga mayor at MDRRMO ang kausapan namin. Sila ang nag-rereport sa amin na nagpapa-pre-emptive evacuation na sila – yan ang pinakamalaking factor kaya nabawasan namin ang bilang ng casualty,” sabi ni Director Cabrera. Mahigit sa 700 pamilya ang nakisama sa boluntaryong paglikas sa kanilang mga tirahan sa mga bayan ng Boac, Gasan, Mogpog, Buenavista at Torrijos batay sa naging ulat ng OCD-Mimaropa – isang araw bago dumaan sa Mimaropa ang Bagyong Glenda. Gayumpaman, sa puntong ito, nilinaw ni Director Cabrera na masyado pang maaga para makita ang kabuuang larawan ng pinsalang naidulot ng bagyong Glenda. Aniya, patuloy na gumagalugad sa mga lugar na naapektuhan ng bagyo ang mga ahensiya ng pamahalaan tulad ng Department of Social Welfare and Development at ang Department of Agriculture para mangolekta ng impormasyon. Kung hindi, mas malaki pa ang naging pinsala. Sa Lunsod Batangas, nakapagpulong na mga konsernadong ahensya ng pamahalaan sa pamumuno ng Office of the City Mayor kung paano sosolusyunan ang mga problemang iniwan ng bagyong Glenda. Nitong mga nagdaang araw, may ilang opisyal at malikot ang kaisipang karamihan sa mga ipino-post sa social media, lalo na sa Facebook ay ang pagdududa, pagpapa-epal at kung anu-ano pa. Yung tipong wala pang nagagawa ay nagpapakalat pa ng kung anu-anong haka-haka na animoy nanghihingi ng simpatiya o nag-uudyok sa publiko na mag-isip ng negatibo sa halip na tumulong. May mga post din na magbibigay ng negatibong signal at kaisipan sa publiko, gaya ng sabi-sabi ukol sa pagpapanumbalik ng serbisyo ng kuryente at tubig, pero wala namang binabanggit kung opisyal na anunsyo iyon ng Meralco, BATELEC I or II, NGCP o water district. Napakairesponsableng post naman nun.
Bakit kaya may mga taong tuwang-tuwang mag-isip ng mga bagay na ikasasama ng iba.. may nagpo-post sa social media na ang puntirya daw ng bagyong Henry ay Bridge of Promise... may nagsasabi pa na may crack na din ang pundasyon ng Bridge of Promise... may nagsasabi pa na nag-aalburoto na ang Bulkang Taal at nagbabadyang puputok na anumang oras... at kung anuano pa... napaka-iresponsable naman ng mga taong ito... hindi kaya sila naaawa sa mga nagkaka-trauma na dahil sa ganoong mga sabi-sabi at haka-haka... iyon ba’y dahil hindi sila direktang apektado o sadyang natura na nila yun? tsk tsk tsk..

Ayon sa city engineering office, still in tact ang naging retrofitting at hindi yun ang sanhi ng pagbagsak ng tulay. Ang tubig-baha ay halos umabot na sa tulay mismo at dahil may malalaking puno na bumangga nang bumangga sa pier/poste ng tulay, tuluyang lumambot ang lugar na kinalalagyan nung pundasyon at tuluyang bumigas yung pier na yun, kaya bumagsak ang 2 span ng tulay...
Kaya nating bumangon. Magsama-sama lamang tayo at magtulung-tulong. Kaya natin ito. Bangon, Batangas! Ang pangalang “BALIKAS” ay hango sa mga salitang ‘balik’ at ‘kalikasan’. And when President Noynoy lambasted the Supreme Court for declaring the Disbursement Acceleration Program (DAP) unconstitutional, many people shook heads in disbelief that they committed a mistake of electing a bully to the highest position in the land. But the President’s reaction to the Supreme Court displayed something else. It showed a man who is not accustomed to accepting losses even in a good fight. It displayed the attitude of someone who gets angry every time his playmates get ahead of the game. In making a public outcry against the decision of the Supreme Court, he showed people what he truly is. What people saw on TV is not a bully but a spoiled brat. It is not difficult to see the differences between a bully and a spoiled brat. A bully may see reason upon due discourse although he or she does things more with muscle than with brain. On the other hand, a spoiled brat would hardly see any reason it furthers his or her selfish desires. A bully may accomplish great things for others especially when the situation calls for a display of national pride or to press for what rightfully belongs to his or her people. On the contrary, a spoiled brat cannot achieve anything for others as what only matters to him or her are those that serve his or her personal interest. Nobody may claim that the President is unacquainted with basic principles of democracy. With his background in politics, it is tenable to say that he knows a lot about the principle of separation of powers.
Court has the sole prerogative to determine the constitutionality of laws and the acts of government agencies and officials. He knows that under the Constitution, he has no business to tinker with the work of the Supreme Court. Most importantly, he knows that he is expected to bow down to the rule of law and observe respectful equality in his dealings with the Supreme Court. Few days after his laments against the Supreme Court, the Office of the Solicitor General had filed the motion for reconsideration on the DAP decision. This is expected not only because filing a motion for reconsideration is the most logical thing that the losing party in a case could do but also since the President told that the government would move to reconsider the decision. And since the announcement was made after he had lambasted the Supreme Court, it appeared that was warning the latter to behave according to his wishes or else. His advisers should have cautioned him of the impact of his speech. His last TV appearance seemed to have dragged down his already decreasing popularity than earned popular support and sympathy. Except for his die-hard supporters, people seemed to take his public appearance in bad taste. Most people in the streets claimed disgust in his defense of the DAP. Balewalang titulo KARANIWAN, ang titulo ng lupa ang isang matibay na dokumento ng pag-aari ngunit hindi ganito ang kinalabasan ng kaso nina Miguel at Benito. Ang lupa sa kaso ay nasa tabing-dagat na inuupahan ni Miguel mula pa 1963 sa Bureau of Lands. Matapos maaprubahan ng Bureau of Lands na ipasukat niya ang lupa, sinimulan ni Miguel na magtayo ng daungan para sa mga barkong kinukumpuni niya sa kanyang negosyo. Noong 1969, nagsampa siya ng aplikasyon sa Bureau of Land para mapatituluhan sa kanya ang lupa. Noong 1976 pagkatapos ng 13 taong pag-ookupa ni Miguel, nag-apply din si Benito ng free patent para sa nasabing lupa. Sinabi niya sa Bureau of Lands na ang lupa ay “agricultural” at walang naka-okupa rito kundi siya. Kaya noong 1977, napatituluhan niya ang lupa sa kanyang pangalan at siningil niya si Miguel ng renta. Nagreklamo si Miguel sa Bureau of Lands. Iginiit niyang siya ang naka-okupa rito ng 13 taon at may aplikasyon na siya para tituluhan ito sa pangalan niya, na mas una kay Benito ngunit di pa inaaksyunan. Hindi agad kumilos ang Bureau of Lands sa reklamo ni Miguel. Makatapos lang ng 11 taon pa bago ito nagsampa ng kaso sa Korte upang pawalang-bisa ang titulo ni Benito dahil natamo ito sa pamamagitan ng pandaraya at kasinungalingan. Ayon naman kay
Benito, hindi na raw maaaring kuwestiyunin ng Bureau of Lands ang kanyang titulo sapagkat ayon sa batas, maa-ari lamang pawalang-bisa ang nasabing titulo sa loob ng isang taon mula nang ito ay ipalabas. Sa kaso niya 11 taon na ang nakalipas nang kuwestiyunin ang nasabing titulo. Tama ba si Benito? Mali. Ang lupa ng estado na naibigay sa pribadong tao dahil sa katiwalian at panlilinlang ay maaaring bawiin kahit lampas na ang isang taon. Walang takdang panahon upang ito’y mabawi. Ang isang titulo na nakuha sa panghuhuwad ay hindi magkakabisa at sinumang makatamo nito sa ganitong paraan ay hindi maaaring makinabang dito. Sa kasong ito malinaw na nagsinungaling si Benito noong mag-apply siya para tituluhan ang lupa. Sinabi niyang ito’y agrikultural samantalang ito’y nasa tabing-dagat. Sinabi rin niya na siya ang nakaokupa rito samantalang naroon si Miguel mula 1963 pa na siyang nagpatayo ng mga konstruksyon doon. Kahit pa nakarehistro ang titulo sa ilalim ng “Torrens System” ang nasabing rehistrasyon ay hindi isang pamamaraan na makatamo ng ownership ng lupa. The most powerful Cabinet cluster is that concerned with national security. If one puts together all the budgets that are being allocated for counterinsurgency, it is consistently one of the biggest allocations, second only to
foreign debt servicing. Fourth, the armed conflict is deeply rooted in issues affecting the majority of the population: landlessness, injustices, poverty and hunger, worsening unemployment, sell-out of the nation’s sovereignty and patrimony, environmental destruction, human rights violations. Thus, it is only through addressing all these basic issues that are affecting the majority of the population could the nation achieve a just and lasting peace. A just peace would therefore, benefit all. Given the Aquino administration’s record in implementing, or rather the non-implementation of, land reform, his persistence in implementing neo-liberal policies of deregulation, liberalization, and privatization despite the crisis, worsening poverty, hunger and unemployment it brings about, the administration’s promotion of destructive mining to attract foreign investments, and its kowtowing to the demands of the US for greater access of US troops, warships and submarines, fighter jets and drones, and war materiel to facilities in the country, it appears that it has no intention of addressing these basic issues. President Aquino is even capable of violating the country’s own Constitution and defying and threatening the Supreme Court, as shown in his speech last Monday, just to get his way. Actually, it is no understatement when critics said President Aquino is leaning toward authoritarianism. It would take no less than political pressure from the people to force it to address these issues. And the peace talks could be one platform where the people could put forward these issues for both the GPH and the NDFP to address. Kapayapaan’s three calls – Resume the GPH-NDFP peace talks. Honor all previously signed agreements. Address the roots of the armed conflict – if pushed by the people and eventually heeded by the GPH and the NDFP, could go a long way toward solving all these issues.| HTTP://BULATLAT.COM

how the President puts the matter, he could not threaten the Court submission lest he would appear a spoiled brat and place constitutional democracy at risk. Third, his advisers and public image consultants will do best to remind, if not restrain, the President from making public outcry against the

SQUEEZED between President Aquino’s belligerent speech against the Supreme Court’s decision declaring his and Budget Sec. Florencio “Butch” Abad’s pet program the Disbursement Acceleration Program (DAP) and the equally destructive Typhoon Glenda was an important event: the launching of Kapayapaan, a campaign for a just and lasting peace. Why is it important? Well first of all, there is a civil war raging all over the country. Those in Metro Manila may not feel it, but if one goes farther away from the nation’s capital, even in some cities and town centers, the armed conflict has been a reality for decades. Succeeding administrations have tried everything from the Marcos dictatorship’s “nip in the bud” strategy to the first Aquino administration’s Oplan Lambat Bitag 1 and 2, and now the second Aquino administration’s Oplan Bayanihan, but all have failed to strategically defeat the New People’s Army (NPA). Despite the repeated pronouncements by the Armed Forces of the Philippines (AFP) that it has reduced the forces of the NPA considerably, the latter is still able to engage government troops in battles. The Communist Party of the Philippines (CPP) and the National Democratic Front of the Philippines (NDFP) even say that the NPA and its revolutionary forces have been increasing. Second, impunity in the violations of human rights still prevails. It is, in fact, getting worse again. And the reason for this is that the government sees Red in any act of protest against its policies, programs, and projects. Extrajudicial killings, enforced disappearances, arbitrary arrest and detention, and other violations are usually preceded by the tagging of the victims as communists or members or supporters of the NPA. Intensive military operations by the AFP usually result in multiple violations of the rights of peoples and communities. Third, the armed conflict is costly and it takes away government resources that could have been allocated for development and social services. A major chunk of the government budget is being allotted to militaryrelated expenditures. A major part of the efforts of the government, not only the AFP, but even that of the Department of Social Work and Development and the local government are geared toward counterinsurgency.

WHAT President Aquino did in threatening the Supreme Court during a policy speech to the nation earlier this week was reckless and uncalled for. It would have been okay if he raised his issues and arguments to counter the ruling on the DAP in support of his motion for reconsideration. But he crossed the line. Perhaps, he forgot his oath of office where he pledged to support, uphold and protect the Constitution. PARLIAMENTARY SHIFT ---Let us now shift from presidential to parliamentary system where both the executive and the legislative branches are one. The prime minister is elected by the legislative assembly from among themselves. Under our present presidential system, Malacanang will still have to BUY legislative support-- the price being in the form of projects, benefits, or plain bribery using c'mons like the PDAF or DAP to get them to cooperate. In a parliamentary set-up, both the executive and legislative are ONE. Moreover, candidates for prime minister need not totally rely on popularity alone to win because they are elected by their own peers, the members of parliament. It's time we amend the Constitution. And perhaps transition to a federal type of government. WRONG MOVE ON PLASTICS --- During the Philippine Press Institute seminars on "green technology" for journalists in Baguio and Cebu, I got convinced that the campaign for a shift to paper bags to replace plastic bags is a mistake. Paper bags are made from trees and they are not reusable. We will further deplete our forests if we continue to promote widespread use of paper bags. Plastics, if properly disposed can be recycled many times over into many forms. So, the campaign should not be to ban plastics but how to dispose of them properly. SUSTAINABLE MINING-- During a policy forum on mining at the DAP (not the notorious unconstitutional one but the Development Academy of the Philippines) in Makati a few days ago, the president of the Canadian Business Chamber Mr. Julian Payne pointed out that the proposed fiscal and tax proposals that are being considered by Malacanang will effectively kill the mining industry in the country. It will be a pity because 30% of land in the Philippines are mineralized or replete with precious metals that can help improve the lives, especially of those in remote, far-flung areas where mine sites are usually found. We should support sustainable and responsible mining even as we advocate for risk mitigation measures to protect the environment. To kill the industry is a big mistake. RAMADHAN ---The month-long fasting for the Muslims world-wide is halfway over. It will end on July 29 , called Eid'l Fitr, which has been declared a national holiday. For the benefit of the non-Muslims, the fasting and the worship during RAMADHAN is to commemorate the time when the holy book, KORAN was revealed to Prophet Muhammad. During the 30-day period, Muslims voluntarily refrain from food, including water and other normal activities from dawn till sunset. It is only after sunset that they break their fast. Agri sector loses at least Php2.3-B due to ‘Glenda’ THE Department of Agriculture on Thursday said that based on initial reports from their field offices, the agri sector had lost an estimated Php2.324 billion worth of damages due to the onslaught of Typhoon Glenda across four regions and 15 provinces. In a press briefing, Agriculture Sec. Proceso Alcala said that fisheries and palay incurred the biggest losses with an estimated Php810 million and Php512.7 million, respectively. He said that most of the damages in fisheries were in the provinces of Pampanga, Bulacan and Region 4-A, specifically in Laguna de Bay and Taal, Batangas, where
there are a concentration of fish cages. On the other hand, the Bicol region and the province of Quezon accounted for the majority of losses in palay. Meanwhile, the high value crops sector lost an estimated Php481.15 million, corn with Php391.65 million and livestock with Php500,000. As for agricultural infrastructure, damage was initially placed at Php123.2 million. Alcala said that damage to the sugar industry could not yet be ascertained as they are still waiting for a report from the Sugar Regulatory Administration (SRA) on the damages in the province of Batangas.
“A more complete assessment on the damages to the agri sector would be furnished later in the day (Thursday) pending a comprehensive review of all the reports coming in from the field,” Alcala said. In the meantime, Alcala assured that his department has already readied interventions to help affected farmers rebuild destroyed crops. “In a week’s time, we will begin distributing free certified seeds to farmers whose crops were totally or heavily damaged by Glenda,” he said. He noted that the sevenday period is needed before they start distribution as it would allow affected farmers
to first rebuild damaged houses and personal lives before going again to their fields. “The DA will be giving a sack of certified palay or corn seeds per hectare of damaged farm. These would come from the buffer stocks that the department had in each regional and provincial office,” he said. Alcala likewise assured that his office has already made preparations for an upcoming weather disturbance that may affect the country in the following days. “We have already called our regional offices to take pre-emptive measures to minimize any damage that may be incurred from a

Garlic prices now P20 cheaper in public markets in the metro MANILA — After the sudden surge in prices of garlic in Metro Manila these past weeks, its cost went down from a minimum of P20 a kilo, the Department of Agriculture (DA) said on Monday. Agriculture Secretary Proceso Alcala, in a press conference, revealed that from P280 to P300 per kilo, prices of garlic are now P200 and below. In Pasay City Public Market, Marikina City Market Zone, and Muñoz Market in Quezon City, prices of imported garlic have decreased from P280 to P150 per kilo this week.
The prevailing price at the New Dagonoy Market in Manila is at P150 per kilo; while garlic prices in the Viajero Market and Muntinlupa Public Market are sold at P180 per kilo. In Pasig City Mega Market, the price dropped from P280 to P200 per kilo while the Marikina Public Market dropped from P300 to P280 per kilo. Prices of garlic in Quezon City, meanwhile, also went down in Commonwealth Market, from P300 to P180 per kilo; Mega Q Mart, from P280 to P200; and New Arayat Market, from
P280 to P200 a kilo. In the Polo Market in Valenzuela, prices went down from P300 to P100 per kilo this week while in Mandaluyong, prices decreased from P320 last week to P200 per kilo. Alcala has assured the government will make garlic more affordable, while at the same time, urged consumers to patronize the locally grown variety. Ingredients: 1 Lbs Unshelled Mussels 1/3 Cups of Vinegar 1/3 Cups of Soy Sauce 3 Cloves of crushed garlic 1 Medium size onion 1 piece bay leaf 4 Tablespoon Cooking Oil 1/3 Cup of water Salt and Pepper to taste Cooking Directions: 1. In medium heat, put the oil in a cooking pot. 2. Stir fry the garlic and onion until golden brown. 3. Add the mussel. 4. Add soya sauce. 5. Add water, vinegar, 6. Add bay leaf, salt and
pepper to taste. 7. Cook the mussel and remove the shells. 8. Let it simmer until the water is reduced and the sauce tickened. 9.
