Palace approves 90% cut in Batangas Port fees PORT OF BATANGAS – THE Office of the President has approved the reduction of port charges up to 90% discount and other vessel-handling related fees at the Port of Batangas and that paid for by port operator International Container Terminals Services, Inc. (ICTSI). The move is to attract more direct callers and port users to utilize Batangas Port while incentivizing Manila International Container Terminal (MICT) operator ICTSI for its share in declogging the Ports of Manila. For direct callers of Batangas, they can enjoy a 90% discount on Port Dues from the existing fee of $0.081 per gross revenue ton (GRT) per day to only $0.008 per GRT per day as well as a 90% cut in Dockage-at-berth from $0.039 per GRT to only $0.004 per GRT per day. The new rates, however, will be applicable only for six months wherein the discount for the succeeding six months will be reduced to 50% for both or from $0.081 GRT per day to $0.040 per GRT per day and from $0.039 per GRT to $0.020 per GRT per day. The new rates have a retroactive effect by the start of this month. “This is a big boost in our bid to increase utilization of the Batangas Port,” PPA General Manager Juan C. Sta. Ana said. “It will offer incentives for foreign
vessels at Batangas Container Terminal for period of 1 year,” Sta. Ana explained. “The new directive has likewise changed the basis in the computation of the Dockage-at-berth from per GRT per calendar day or fraction thereof to per GRT per block of 24 hour or fraction thereof,” Sta. Ana added. Sta. Ana also said that the more vessel calls at Batangas, the more alternative it will offer the shippers to utilize Batangas instead of coursing everything to the Manila ports and help decongest the latter. Currently, there are at least six international carriers calling at Port of Batangas since June. This includes MCC Transport Corp., NYK Shipping Lines, SITC Container Lines, American Presidents Lines, Regional Container Lines/Pacific International Lines, and CMA-CGM. Meanwhile, port dues for the vessel chartered by ICTSI to bring out overstaying cargoes from the Port of Manila to Subic has been reduced from the $0.081 per GRT per call to only $1 per call while dockage-at-berth has been cut to $1 per vessel from $0.039 per GRT per calendar day or fraction thereof. The purpose of the reduction is to incentivize ICTSI since the port operator is the one to shoulder the cost in moving out all overstaying cargoes at the Port of Manila. The vessel will ship out about
6,000 containers out of the Manila ports to the Subic ports. ICTSI is chartering a vessel with a capacity of about 1,300 twenty-foot equivalent units (TEUs) with a GRT of 18,321 tons for at least 14 days to ferry empty containers and other overstaying containers from the Ports of Manila to Subic. During its stay in the country, the vessel is expected to ship about 4,000-6,000 TEUs out of the Manila ports. Currently, congestion at the Ports of Manila continues to decline with yard utilization almost down to the desired level of 80%. Recently, a Congressional Committee on Transportation had the inspection of the facilities of the Batangas Port in order to validate the claim that the Port of Batangas has more than enough to complement to the needs of port callers of the Port of Manila and may cause the necessary decongestion. Sitting on the need to validate whether the team handling the local port issues, Batangas 2nd District representative Raneo Abu said that it is now the opportune time for Batangas Port to be fully utilized as an alternate port of the Port of Manila, and a port of choice by the calling international vessels. SAN JUAN, Batangas -- Two persons nabbed during the implementation of Search Warrant for Republic Act 10591 otherwise known as the “Comprehensive Firearms and Ammunition Act” in two consecutive days which were conducted by San Juan Municipal Police Station together with Criminal Investigation Unit. A commotion occurred at about 10:00 pm of August 24, 2014 in Brgy. Zone 6, Poblacion, Talisay, Batangas. The information regarding the incident was brought to the attention of Talisay Municipal Police Station wherein personnel of said station led by SPO1 Edwin B. Cruzat proceeded thereat. Upon arrival, responding officers try to pacify one (1) Dennis Luna y Villanueva, 45 years old, born on October 21, 1968; married, Tagaytay City employee, native of Brgy. Aya, Talisay, Batangas and presently residing of St. Michael Village, Sungay, Tagaytay City, Cavite, believed to be under the influence of liquor. Unfortunately, he was arrested for having in his possession and direct control of defaced caliber .45 pistol with Serial Number 503738C, chamber loaded with one (1) live ammunition and one magazine fed with two (2) pieces of live ammunitions of same caliber. Suspect was brought to JRC Medical Clinic in Talisay, Batangas for medical/physical examination and later brought at Talisay Municipal Police station for proper disposition. Elements of said MPS requested for verification of ownership of the said firearm and other documents for the possession of same caliber. Suspect is now detained at Talisay Municipal Police Station.|

6,000 students in CALABARZON to benefit from ‘Iskolar ng Bayan’ bill Senate Bill No. 2275, otherwise known as the Iskolar ng Bayan bill, proposes the government mandates all state universities and colleges (SUCs) to give automatic admission and scholarship grants to the top ten (10) public high school students of their respective graduating classes. It has been approved on third reading by the Senate and has hurdled the appropriations committee in the House of the Representatives. Under the mesure, SUCs are expected to grant free tuition and other school fees to the iskolar ng Bayan in all SUCs.
“According to the latest data from DepEd, 662of the total 7,913 public high schools operating for school year 2013-2014 are located in the CALABARZON Region. That is roughly 6,620 students who are sure of going to college if this measure is made law, or 6,620 Filipino families who have a chance of waking up to a better future,” Cayetano said. DepEd statistics show that there are 192 public highs chools in the province of Quezon, 158 in batangas, 128 in Laguna, 100 in Rizal, and 84 in Cavite, giving the region a total of 662 schools.| JOENALD M. CAJIDIOCAN, Romblon — The municipal government of Cajidiocan and Romblon, in cooperation with the Department of Trade and Industry (DTI) Romblon Provincial Office, launched the very first Electronic Business Permits and Licensing System (eBPLS) in the province. This system involves faster collection and accurate processing of business information such as business taxes and fees. Assessment and collection reports are automatically generated under the system making collection of business revenues more efficient. The system will also automate application for business permits, assessment of taxes, preparation of statement of accounts, identification of delinquent license holders, automatic transmission of SOS to revenue collectors and database build-up of registered businesses vital in the formulation of revenue generation policies. The systems are developed and enhanced using the C++ Builder; a powerful and fastest C++ Rapid Application Development Tool with Microsoft Windows based MySQL Database Server as the Primary Data Provider that will run in any version of Windows System. Nevertheless, it does not require highly technical I.T. personnel, more than sixteen (16) LGU employees from Cajidiocan and Romblon are already trained to run the system. Computerization is strongly promoted by the national government to improve the system of property appraisal, assessment and taxation in the local government unit. It is an essential component to help speed up the process, enhance the efficiency and effectiveness of tax collection eliminating underassessment of fees, helps reduce the cost of doing business, discourages corruption and encourages more business. This project is funded by Grassroots Participatory Budgeting (GPB) with cost sharing from the participating municipality in consonant to their income classification. For Romblon, 67% is funded by GPB and the remaining 33% is shouldered by the municipality while Cajidiocan Municipality shouldered 5%, 95% is funded by GPB.|

Legasiya ni Quezon, pinahalagahan ng Batangas LUNGSOD NG LUCENANakiisa ang Lalawigan ng Batangas sa komemorasyon at pagdiriwang ng ika-136 taong kapanganakan ni Pangulong Manuel Luis Quezon na ginunita sa Lunsod ng Lucena, Agosto 19. Pinamunuan ni Batangas Governor Vilma Santos Recto ang delegasyon ng lalawigan na kasapi ng ehekutibo na binubuo ng mga department heads ng kapitolyo kung saan ang mga ito ay maiinit na tinanggap ng pamunuan ng Lucena sa pamumuno ni Mayor Roderick Alcala at ng mga mamamayan ng lunsod. Noong 1935, Si Quezon ay tumakbo at nahalal na pangulo ng Pilipinas. Nakamit niya ang 68% laban kina Emilio Aguinaldo at Gregorio Aglipay. Siya ang ikalawang
pangulo ng Pilipinas pagkatapos ni Aguinaldo. Ginanap ang pag-alaala sa legasiya ni Quezon sa Brgy. Ilayang Dupay sa lunsod na ito, kung saan dito nabuoo ang kaisipan sa pagsisilbi sa bayan bilang Kabesa de Baranggay o kilala bilang Barangay Kapitan sa panahong ito. Sa mensahe na ipinaabot ng Governor Vi sa mga kababayan sa Quezon, binibigyang halaga ng lalawigan ng Batangas ang legasiya ni pangulong Quezon partikular dito ang pagsusulong ng pagkakaroon ng kahalagahan ng pambansang wika na isinulong nito noong taong 1936 hanggang 1938. Ayon sa ulat ng CTMO ang may pinakamalaking bilang ng paglabag sa trapiko ay ang Obstruction to Traffic na umabot sa bilang na 1,992, pumangalawa dito ang pagmamaneho na walang kaukulang lisensiya na umabot sa bilang na 1,431, pumangatlo ang mga naka-motorsiklo na walang suot na helmet ang angkas nito na may bilang na 995 at pang-apat ang walang suot na helmet ang mismong nagmamaneho ng motorsiklo na may bilang 552. Ang iba pang paglabag trapiko na naitala ay ang hindi maayos na pananamit ng mga nagmamaneho, hindi paggamit ng sinturong pangkaligtasan (seat belt), expire na ang lisensiya at rehistrasyon ng sasakyan, isinasawalang bahala ang traffic sign/signal, illegal na paghimpil ng sasakyan at marami pang iba. Lima (5) sa mga ito ay franchised tricycle, 188 ang private tricycle at 302 ang single motorcycle. Samantala, umabot naman sa 3,336 ang motorista at pedestrians ang napag-paalalahanan o napagpaliwanagan ng CTMO hinggil sa batas trapiko na ipinatutupad sa lunsod na naaayon naman sa batas trapiko ng bansa. KASABAY ng pag-unlad ng isang lunsod o bayan ay ang pagdami ng mga sasakyan at pagsulpot ng mga usaping pantrapiko. Hindi naman agad nangangahulugan na kapag umuunlad ang isang lugar ay tiyak na andiyan na ang pagsulpot din ng suliranain sa trapiko o pangangasiwa nito. Sapagkat iyon ay mangyayari lamang kung walang matinong polisiya ang isang lokal na pamahalaan para sa panganagsiwa ng trapiko. Natatandaan ko pa, mahigit nang isang dekada ang nakararaan, nang minsang hinuli kami sa Barangay Alabang, Lunsod ng Muntinlupa , bunga ng pagtawid namin sa kalye sa pagkabigo naming basahin ang karatulang “bawal tumawid”. Walang anumang dahilan ang tinatanggap para hindi sumunod sa kanilang ordinansa. Hindi pwedeng idahilan na taga-probinsya ka at hindi mo alam ang batas o ordinansa nila. Sabi nga, ignorance of the law excuses no one. Kaya naman, nagkakangipin ang ordinansa, dahil seryosong ipinatutupad ito. Dura lex sed lex. Mahigpit man ang batas, ay yun ang batas! Ngunit dito sa Lalawigan ng Batangas, iba naman ang istilo. Sa bayan ng Bauan, hindi pala solusyon ang pagpapalawak ng Manghinao Bridge dahil sobrang masikip o makitid naman ang daang papasok sa Poblacion makalampas ng Manghinao. Samantala, aabutin ka rin ng init ng ulo sa bahagi ng palengke dahil naman sa mga hindi maayos na pagparada ng mga sasakyan, at iba pa. Pero malaking kaibahan naman sa Lunsod Batangas. Patuloy pa rin ang pamamayagpag ng mga barker saan mang kanto, kaya naman hindi na pinapansin ang mga karatulang “Loading Zone” o “No Unloading Zone”. Kahit nakikita ng mga traffic enforcer, hindi na pinapansin samantalang batid naman nila na malinaw na nagiging obstruction to traffic ang mga barker na ito. Kadalasan pa, halos makabingi na rin ang mga pagsigaw ng mga barker sa mga pasahero, kawalang paggalang habang pinapalo ng kamay ang gilid ng mga PUJs, dagdag pa ang nakasusulasok na amoy lalo na kung matindi ang sikat ng araw. Ito’y malaki ang naidudulot upang hindi matuto o madisiplina ang mga komyuter na bumaba o sumakay lamang sa mga itinalagang Loading at Unloading Zones. [Kinumpirma na ito sa akin ng ilang opisyal ng TDRO sa dati pang panayam sa kanila, pero wala rin namang ginawang aksyon; at syempre pa, aayaw nilang masasabi na may lagayan sa sistemang ito.] Nitong makalipas bumagsak ang Calumpang Bridge, matindi ang naging epekto sa daloy ng trapiko ng naturang insidente. Maiintindihan ng publiko kung bakit kailangang magkaroon ng mga pagbabago sa ruta ng mga sasakyan. Pero hindi katanggap-tanggap ang parusang ibinigay ng Transport Developemnt and Regulatory Office (TDRO) sa mga komyuter mula Lawas Junction hanggang sa Bolbok Diversion Road. Tuluyan nang inalis o ipinagbawal ang pagpasok ng biyaheng Batangas-Lipa at BatangasRosario na dating nakadederecho sa Lawas Junction paikot sa Port Diversion Road – Grand Terminal area pabalik sa Balagtas at palabas ng Batangas City. Kung ang pinuproblema ay ang dating pag-ikot sa BIR Road pabalik sa Donn Ramos Junction at paikot mulis a Lion’s Marker, ay pwede namang hindi na padaanin dun at sa halip ay tuluy-tuloy na lamang sa national highway pababa sa Lawas area. Bunga nito, ang daan-daang pasahero gaya ng mga estudyante, mga empleyado o miyembro ng PagIbig Fund at PhilHealth na parehong nasa Caedo Commercial Center ay kinakailangang maglakad sa ilalim ng matinding sikat ng araw o malaks na buhos ng ulan, o kaya naman ay mamulubi sa napakataas na singilan sa tricycle. Ang natitira na lamang na bumibiyaheng jeep dito ay ang walo (8) o siyam (9) na pirasong biyaheng Batangas-Caltex na madalas pa’y wala nang biyahe kapag pasado na alas-4:00 ng hapon. Martyrs WHILE we are pissed off with our situation here in the Philippines, there are those who are simply hoping that they will be spared from the carnage that is happening around them. The killings of Christians in Iraq do not receive much attention from the local media. The silence over these tragedies seems deliberate as nobody in the media circles makes any comment about them. Local news are oblivious about the fates of many Christians and other ethnic minorities who are being forced out of their homes and killed in Iraq. The genocide continues despite of the attention that it is getting worldwide. The bid of ISIS for the establishment of an Iraqui Islamic state is bloody and horrible. Pictures showing the beheadings of children and the hanging of Christian believers have been filling the social media yet the perpetrators of these atrocities remain undisturbed. The oblivious silence on these tragedies may be attributed may be attributed to the parochial orientation of our broadcast media whose primary occupation is to outdo one another in the war for ratings. Discussion of matters of international concerns is rare as local television and radio stations devote most of their programming to telenovelas and showbiz trivias. Should we be concerned about the fates of these
unfortunate Christians in the Middle East? What stake do we have in the issues involving them? As the oldest Christian Church is described as Catholic to signify its universality, concerns for the fates of those who are suffering because of their faith should also be universal. ISIS militants execute people just because they are non-believers of Islam. People are getting beheaded because of their Christianity. International appeals have fallen short of the expected actions that could stop these attrocities. As the situation continues to go worse, an international armed action is becoming inevitable. And while the world leaders may dismiss this option on the principles of non-interference and national self-determination, nobody could turn a blind eye to the fact that helpless civilians are getting killed because of their faith. Martyrs are suffered to death because they were born and have chosen to be Christians. This is a serious international concern. Something has to be done to stop the slaughter of the innocents. The armed option is becoming inevitable to stop this scourge. Christians should be concerned. They have to pray, of course. However, prayers will not be enough. Local churches should speak out against these atrocities as silence continues to embolden the evil resolve of the terrorist to execute all those who cling to their faith.|

Balikas 5 My own term-extension story: Unlike Mar Roxas, I got burned I HAVE a complaint to make. When Sec. Mar Roxas made public his own intentions of extending PNoy’s term, Malacañang appeared to be patting him on the back. But in my case, when I prayed in a cabinet meeting during GMA’s time playfully hinting on term extension, I got “burned” in the process. Why oh why? Perhaps, someone can help me explain. (ha ha ha!) IT’S A PLOY --- Yes, presidents who are nearing the end of their terms always have this issue of term extension on their plates. It is a usual ploy resorted to by out-going presidents so that everyone will still have to reckon with them to avoid the inevitability of being viewed early as a “lameduck”. That way, they can still have everyone guessing and watching their every move, rather than be ignored up to the end. So what else is new? PLAYING GAMES --- My sense is that Malacañang is playing games with us and we, the public, are hyping it up like suckers. Sec. Mar’s claim that he had not previously cleared his tongue-in-cheek announcement with P-Noy is taking the gullible public for a ride. And media lapped it up and never had it so good. Of course, we cannot blame some doomsayers for their paranoia about dictatorships. My advice to all: Let’s all just relax. And enjoy the ride while it lasts. BRINKSMANSHIP --- C’mon guys, let’s all get real! We all know that P-Noy, even if he really and badly wants to, cannot hack it and get a term extension for himself. What Malacañang is doing today is nothing but a game of “brinksmanship” --- going as far as possible to the brink. The problem comes when it gets too far and one falls off the cliff. So...be extra careful, Mr. President. FVR TIME -- I remember towards the last years of FVR’s presidency I saw how some FVR boys, seemingly appearing to be on their own and second guessing their boss, were pushing for charter change. Only to abandon the idea towards the end. Some “got burned” in the process. But FVR managed to remain above the fray. GMA TIME -- During my work with GMA, the scenario was a bit different. When I was press secretary, GMA was herself showing discomfort even at suggestions or speculations that she wanted to stay beyond her constitutional term. I could tell up close that she was anxiously counting her remaining days and wished to get it over with, although there were the usual sycophants who wished otherwise. And , I too got burned for just jokingly suggesting, in one fateful Cabinet meeting prayer that I led, that she could well serve until 2010 and perhaps beyond. That was unforgettable. Si Mang Cardo ay may-ari ng isang rice mill at nasa construction business. Di nagtagal, nahulog ang kalooban ni Mang Cardo kay Laura at ganoon din naman si Laura sa kanya. Sinabi ni Mang Cardo na balo na siya at wala na siyang kasama dahil ang kanyang mga anak ay may kanyakanya nang pamilya. Nguni’t ang katotohanan ay nakatira ang kaniyang anak at asawa sa isang lugar sa norte. Napadalas ang pagkikita nila Laura at Mang Cardo. Lalo silang naging malapit at ipinagtapat ni Laura ang kanyang nakaraan at inamin na siya ay isang single mother. Hindi ito naging balakid kay Mang Cardo kaya nagkaroon sila ng relasyon hanggang humantong sila sa isang motel. Ipinangako ni Mang Cardo na aalagaan niya si Laura at kanyang pakakasalan. Sa katunayan, nagbibigay pa siya ng pera kay Laura pang tustos sa kanyang anak sa ibang lalaki. Hanggang nabuntis si Laura. Nagulat si Mang Cardo dahil ang alam niya ay di na siya pwedeng magkaanak dahil “impotent” siya. Sinabi na niya ang totoo kay Laura na buhay pa ang kanyang asawa, ngunit ipinangako niya na hindi ito pababayaan. Katunayan sa ika-apat na buwan ng pagbubuntis ni Laura, kumuha siya ng isang apartment para kay Laura at katulong para makasama nito. Siya rin ang gumagastos para sa kanila. Nasa ospital din si Mang Cardo nang manganak si Laura, inaliw at kinarinyo pa niya si Laura at sinabing ganito rin ang ginagawa nya sa kanyang asawa. Matapos isilang ang bata, si Laura ang nagsulat sa birth certificate nito habang lahat ng detalye ay ibinigay sa kanya ni Mang Cardo. Inuwi rin ni Mang Cardo si Laura at ang bata sa apartment at kinunan pa sila ng litrato kasama ang mga bisita at may-ari ng apartment. She said that the Kabalikat sa Kabuhayan is among the best programs to help the marginal farmers in the country increase their production as she encouraged them to avail the program and finish the module to learn precise and effective ways of farming.
