Pinamunuan ang pagpupulong ni PDRRMC chair Pedrito Martin M. Dijan Jr., Provincial Administrator Atty. Joel Montealto, Batangas PNP Chief Omega Jireh Fidel, mga kasapi ng DILG ganun din ang mga bumubuo ng PPOC at PDRRMC officers sa lalawigan at mga bayan nito. Naging tampok na paksa sa pagtitipon ng mga kasapi ng PPOC at PDDRMC ang pagpapasa ng resolusyon
para magamit ang 45 milyong piso na PDRRMC trust fund na gagamitin ng lalawigan sa pag-ayuda sa mga bayan na lubhang naapektuhan ng bagyong Glenda. Ang pagpapasa ng resolusyon ukol sa Trust Fund na agad na sinag-ayunan ng mga local chief executives ng mga bayan na nakatakdang tumanggap ng ayuda para sa pagsasaayos ng mga mahahalagang imprastraktura ng pamahalaan tulad ng tulay, kalsada, at mga gusaling pambayan sa kanilang nasasakupan. Ipinagbigay-alam din sa mga ito ang kasalukuyang hakbang ng PDRRMC upang mapagtibay at maging matatag na institusyon ng PDRRMC sa buong lalawigan sa pamamagitan ng pagtatayo ng samahan ng mga ito para sa malayang komunikasyon at palitan ng
kakayahan at kaalaman. Ipinaabot din sa konseho ni 4th District Board Member Amado Carlos Bolilia IV ang pagdinig at pagpapasa ng Sangguniang Panlalawigan ng resolusyon na nagtatakda ng pagtatatag ng Tanggapan MDRRMC sa bawat bayan sa lalawigan. Inaasahan na sa pagkakaroon ng mga itatakdang mga opisyal ng MDRRMC sa bawat munisipyo, magiging mas epektibo at mabilisan ang pagtugon ng mga ito sa oras ng sakuna. SOLCOM evacuates 13,473 settlers away from Mayon CAMP GUILLERMO NAKAR, LUCENA CITY – At least 13,473 settlers at the 6-8km Extended Danger Zone (EDZ) were evacuated by the Southern Luzon Command’s (SOLCOM) Task Force Sagip as of 3PM, September 18, to designated evacuation centers in Albay after PHILVOLCS announced alert level 3 on Mayon volcano’s seismic activities. Using 23 military trucks (M35) pooled from the different operational units of SOLCOM in Bicol region, TF Sagip managed to transport 846 settlers from 282 families in Tabaco City; 5,933 from 1,144 families in Guinobatan; 3,956 from 1,024 in Camalig; 54 from 18 families in Ligao City; and 2,684 from 660 families in Malilipot. Likewise, SOLCOM provided one UH1H helicopter from the Tactical Operations Group 5 during the aerial survey yesterday headed by Albay Governor Joey Salceda and the Office of the Civil Defense representatives. Currently, two UH1H helicopters stationed in Legaspi City are on alert for possible air evacuation. Meanwhile the new SOLCOM commander, MAJ GEN RICARDO R VISAYA AFP lauded the troop’s relentless efforts in the conduct of preemptive evacuation. “Our troops are doing their best to finish the evacuation as soon as possible. I hope the NPA rebels will cooperate on these trying times by not attacking our troops involved in the evacuation. In fact, I would like to call on them to go down from the mountains and help their families and relatives. Let not hatred but compassion and selflessness be demonstrated by all at this time,” Major General Visaya stressed. “As much as possible, AFP troops will evacuate all affected families particularly those in the permanent danger zones. Our operations will only cease when the situation no longer permits evacuation,” he added.|

I am now awaiting NDRRMC's transmittal to the pertinent agency so that the fund may be released. 6. The fund will then be released to the DPWH. 7. A MAN wanted for robbery case in Sto. Tomas Batangas was arrested on Friday at about 11:50am of September 26, 2014 at his residence in Sitio Mabaang, Barangay Bamban, Tagkawayan, Quezon during the joint operation of the elements of Sto. Tomas Municipal Police Station led by SPO1 Arthur S Diaz, Intel PNCO under the direct supervision of Police Superintendent Barnard Danie V. Dasugo, Chief of Police, elements of Regional Intelligence Unit 4A led by Police Senior Inspector Reynaldo C. Panebe Jr., and elements of Provincial Intelligence Branch - Quezon Provincial Police Office led by SPO1 Rodel Espinola. Suspect was identified as one (1) ROGELIO POSTRADO y Besa, alias “Jun”, 30 years old, born on March 9, 1984, with live-in partner, jobless, native of Brgy. Sta. Cecilia, Tagkawayan, Quezon and presently residing at Sitio Mabaang, Brgy. Bamban, Tagkawayan, Quezon. He was arrested by virtue of a Warrant of Arrest for the crime of “Robbery” issued and duly signed by Hon. Judge NILO P. EXCHAURE, MTC – STO. TOMAS, Sto. Tomas, Batangas dated August 6, 2014 with Criminal Case No. 2014-074. It can be recalled that on March 10, 2014, Andy Pascual y Aguirre personally appeared at said station and reported that their Construction establishment was robbed by unidentified person/s. In response, duty investigators immediately proceeded at said place to verify the veracity of the report and to conduct investigation. Initial investigation conducted disclosed that at about 8:00 AM of same date one (1) Mary Liza Ponayo y Ladea, Operation Staff at said establishment discovered that the cash money worth Php 94,255.00 was missing. Said cash money was inside her drawer when she left the establishment. She looked around and discovered that their ceiling lights was broken so, she called up her co-employees to report the incident. Upon ocular inspection they saw that there roof was ransacked by unknown culprits. Based on their CCTV footages, one of the robbers went inside their office and took the cash money. After accounting of all the equipment and supplies they found out that the culprits also took a Ten and Five peso coins worth Php 6,000. Afterwards, they reported at this station for proper Crime Scene investigation. The culprits carted away cash money worth Php 100,255. The duty Security Guard identified as Dominador Solomon y Delos Santos saw the robber jumped behind the establishment coming from the back portion and afterwards, unmasked his face that led to his identification. Pangunahing layunin nito ang matasa at masukat ang kaalaman at kasanayan ng mga mamamahayag sa lalawigan, kasama ng ilang piling mag-aaral ng kursong Journalism sa usapin ng biodiversity at pangangalaga sa likas na yaman ng lalawigan, partikular ang Naujan Lake National Park. Isa rin ito sa mga proyektong magkatuwang na ipinatutupad ng Department of the Environment and Natural Resources (DENR) at ng United States Agency for International Development (USAID). Programa para labanan ang malnutrisyon sa Lunsod Batangas, lalo pang pinalalakas BATANGAS CITY – “Hanggang sa ngayon nakababahala pa rin ang dumaraming kaso ng malnutrisyon.” Ito ang ipinahayag ni Lucy Manalo Nutrition Officer ng Batangas City Health Office sa isinagawang pagpupulong sa Teachers Conference Center kamakailan. Ayon kay Manalo isa sa tinututukan ngayon ng Pamahalaang Lunsod ng Batangas ay ang pagtaas ng bilang ng mga batang malnourished sa dalawampu barangay sa lunsod. Aniya, prayoridad ng lokal na pamahalaan ang paglutas ng malnustrisyon kung kaya para matugunan ito, magsa-
sagawa ng pag aaral sa mga programang pangnutrisyon ang lunsod. Idinagdag pa ni Manalo, na isa ang kahirapan sa pinakapangunahing dahilan ng pagkakaroon ng malnutrisyon ng mga bata dito sa Pilipinas. Walang sapat na gastusin kay hindi makabili ng mga masustansyang pagkain para sa mga bata. Pero ayon pa rin kay Manalo kahit mahirap ay may paraan upang maiwasan ang malnutrisyon ng mga bata sa isang pamilya. Ipinaliwanag din niya ang mga dapat gawin upang maiwasan ang malnutrisyon. ROMBLON, Romblon — Dumating kamakailan sa lalawigan ng Romblon ang mga kinatawan ng Department of Agriculture (DA) 4B upang magsagawa ng forum/orientation sa programa ng ahensiya na tutugon sa pagnanais ng mga magsasaka at mangingisda na makahiram ng puhunan sa alternatibong pagkakakitaan ng mga ito. Sinabi ni Provincial Agriculturist Geishler F. Fadri na bukas para sa lahat ng mga magsasaka at maliliit na mangingisda ang Agriculture and Fisheries Financing Program (AFFP) ng pamahalaan. Ito ay naisakatapuran dahil sa Agriculture Credit Policy Council (ACPC), Peoples Credit Financing Corporation (PCFC) at Land Bank of the Philippines, ang mga ahensiyang magakakatuwang sa maayos na pagpapatupad ng nasabing proyekto. Sa kasalukuyan, apat na bayan pa lamang ang binigyan ng pagkakataon na tumanggap ng aplikasyon para sa mga magsasaka at mangingisdang nais na mag-loan sa ilalim ng Agricultural Fisheries Financing Program (AFFP). Ito ay kinabibilangan ng bayan ng Romblon, San Agustin, Calatrava at Looc kung saan ang mga maaaring mag-apply lamang sa nasabing programa ay mga lehitimong magsasaka at mangingisda na sumailalim sa survey na 2012 Registry System for Basic Sector in Agriculture and Fisheries. Ayon kay ACPC Project Development Officer Ding P. Pereyra, ang implementasyon ng Agriculture and Fisheries Financing Program (AFFP) ay naglalayon na mapaangat ang buhay ng mga mahihirap na naninirahan sa rural areas, partikular ang mga kabilang sa agriculture sector. DepEd, PIA-Marinduque hold writing workshop for students, teachers BOAC, Marinduque -- The local Department of Education (DepED) and the Philippine Information Agency-Marinduque (PIA-Marinduque) hosted a creative writing workshop for students and teachers. Participants came from nine districts of the DepEd Marinduque Division. The workshop was conducted by award-winning playwright and creative writer Tony Perez in time for forthcoming local and regional writing competitions. Perez is associated with the Public Affairs Section of the US Embassy. CompEx, the recognized as the Global Competency Scheme of choice for the major oil, gas and chemical users who want to protect both their workers and capital assets nowadays, has find its new home at CJI Complex along Sarmiento Road at Barangay Danglayan, San Pascual, Batangas. This facility is the first in the Philippines and one of only three (3) in whole Asia. We are so blessed today that our home, the Air Education and Training Command and Fernando Air Base, is one of the privileged places Our Lady of Peñafrancia or Nuestra Señora de Peñafrancia has visited. As the Commander of AETC and Fernando Air Base, I welcome you all to this momentous occasion as we gather to celebrate the 14th Visit of Our Ina to Fernando Air Base with the theme “Stronger Faith and Safer Flight through Ina”. This tradition started a few years back with the efforts of our Deputy Commander, Colonel Guillermo Molina, president of Pag-Iribang Bikolnon and Colonel Gerry Zamudio, organizer of the FABLipa Peñafrancia Association with the intent of gathering the Bicolanos from Lipa and other devotees and to relish the devotion of millions every September in Naga City. The Peñafrancia Festival is the biggest and most popular religious event in the Philippines. The Peñafrancia Fiesta is in fact a one-week affair that starts on the Second Friday of September when the Miraculous Ina is transferred from her Shrine to Naga Metropolitan Cathedral called Translacion, wherein a nine-day novena and prayer are held in her honour. Then a fluvial procession at the end of the Novena caps the feast. The image is carried in a pagoda on its journey to Basilica, where a Pontifical Mass is held. Along the route, people shout “Viva La Virgen.” We are very happy to celebrate with you the Feast of Our Ina. As we replicated the tradition of the Bicolanos here at Fernando Air Base, may every one of us find the real meaning of our faith and love to God and the Virgin Mary. Kakulangan ng pagmamahal sa bayan NAKAKALULA na ang mga balitang lumalabas na kung inyong iisipin ay nakakasira na ng kolektibong adhikain para sa ikabubuti ng ating bansa. Sa reaksyong ito ng karamihan nakikita ko na buhay pa rin sa puso natin ang pagmamahal at dedikasyon sa ating bayan. Sa wikang English ito ang tinatawag na patriotism. Ang patriotism na tinutukoy ko ay hindi yung extreme na halos kinokontra na natin ang ibang bansa. Ang patriotism na tama para sa akin ay yung ayon sa sinabi ni Adlai Stevenson, isang tanyag na lider sa Amerika: What do I mean by patriotism in the context of our times? ... a sense of national responsibility ... a patriotism which is not short, frenzied outbursts of emotion, but the tranquil and steady dedication of a lifetime. Sa kaibuturan ng statement ni Stevenson ay ang ating responsibilidad sa bayan. Hindi yung makikita lamang sa mga rally kundi yung patuloy na dedikasyon alinsunod sa adhikain ng lahat na manatili ang katiwasayan at kabutihan sa lipunan. Bakit nga ba nagkaganito ang ating lipunan? Marami sa ating kapwa Pilipino ang halos walang gana na tuparin ang kanilang tungkulin sa bansa. Merong tila ayaw magbayad ng buwis. May mga pasaway.
Meron naman halos prayoridad pa nila ang ibang bansa. Worst na nga siguro yung mga alagad ng ating gobyerno na sila rin ang gumagawa ng krimen kontra sa sinumpaan nilang trabaho. Sa tingin ko ang lahat ng ito ay dahil mahina ang pundasyon ng ating patriotism. Kasi kapag solid ang pundasyon mo sa usaping ito hindi na sarili mo ang iyong iniisip kundi kung ano ang ikabubuti ng nakakarami. Hindi naman tayo nagkulang sa mga kababayang ganyan. Mas marami pa rin ang naninindigan at simple lang at patuloy na dedikado para sa ikabubuti ng nakakarami. Panahon na nga siguro para ibalik natin ang ROTC. Dahil isa ito sa mga daan kung saan pinapatatag ang pagkakaintindi ng ating mga kabataan sa salitang patriotism. Simula nang gawing optional ang ROTC, sabay sa pagyabong ng teknolohiya, kapuna-punang humina ang paninindigan ng ating kabataan kung pag-ibig sa sariling bayan ang pag-uusapan. At saan pa ba patutungo itong ating bansa kung ang mga sunod na henerasyon ay marupok ang kanilang patriotic foundation? Mas lalong nakakalulang isipin kung ang mga nakikita ng kabataan ngayon ay ang mga nakatatandang walang sense of patriotism.

BSU celebrates 111th founding year, admin assures completion of projects BATANGAS City – Gearing towards educational excellence and responsive to the ASEAN challenge, the Batangas State University (BSU) leadership under the tutelage of Dr. Tirso Ronquillo commenced close collaboration with the public by presenting updates on the university’s development goals as it celebrates its 111th founding anniversary. Dr. Ronquillo, the 3rd president of the university, made it clear during the press conference that to achieve the goals of the university, it has to be sincere with its mission and vision in pursuing the development goals as it enters full internationalization with the ASEAN integration come 2015. “This year’s theme is the university’s answer to the call for ASEAN integration. It is one of our many ways to address internationalization, which is actually part of our vision, mission and goals,” Ronquillo said. With the academic community being at the top of the priorities, Ronquillo said that the Board of Regents (BoR) has also made bold move at the start of his term as it fully believed that the students are the top stakeholders of the university. Relative to this, the BoR has already
approved during the first board meeting the granting of privilege and assistance to student leaders in all campuses, in addition to the existing scholarship programs being implemented in the state university. To strengthen up the response to the holistic needs of the students, the BoR has also approved the resumption of the longly delayed completion of two (2) buildings in the main campus which in the past seemed like white elephants. The construction of the 7-storey building will have to be completed phase by phase. More than P100-million budget was already earmarked by the board. It’s just the same with the 5-story student center where an amount of P150-million was allotted for the Phase I alone. Ronquillo said the modernization of BSU’s learning facilities will “provide state of the art instructional facilities and learning spaces in order to create a passion for inquiry and discovery among students and faculty.” To achieve the paramount excellence of the students, the university is keen on upgrading its librarries and laboratory facilities and equipment to
international standards to broaden and improve access to information, and to enhance opportunities for hands-on generation and application of knowledge. Side by side with these efforts, the university is doing its best to strengthen the capability and competitiveness of faculty and staff in the effective delivery of instruction. Strategic initiatives are in place, like developing a comprehensive and pragmatic faculty development program, and developing and implementing relevant policies that would entice valued faculty members to continue the practice of their profession in the University. These efforts, Ronquillo said, will keep BSU as the center of excellence in various fields. For 16 years now, the then Pablo Borbon Memorial Institute of technology (PBMIT) has the distinction of being the top performing school in Mechanical Engineering in the country. Tap unspent P180-B Malampaya, energy royalties for emergency power needs UNSPENT royalty payments from Malampaya and other energy projects are expected to reach P180 billion by the end of year making it an abundant source of funds for projects government may undertake once Congress grants President Aquino emergency powers to tackle the looming energy crunch. “If you read the 2015 budget documents, it says there that there is a balance of P148.8 billion as of December 2013 in government shares from Malampaya and other energy development projects,” Senate President ProTempore Ralph Recto said. “If you add the remittances for 2014, which is projected at P31.6 billion, and deduct about P757 million in withdrawals this year, then the end-year balance is about P179.7 billion,” the senator said. “Those are not my figures. They’re the ones stated in the Budget of Expenditures and Sources of Financing,” Recto said, referring to a document more known in lawmaking circles by its acronym “BESF” which accompanies the proposed national budget. With this hoard, Recto said “theoretically, the government can fully subsidize the estimated P6 billion cost of contracting 600 megawatts of electricity
next year in order to bridge supply gaps which are expected to worsen during the summer months when electricity use spikes up.” “Kung tutuusin pwede ngang sagutin na ng gobyerno ‘yan. After Energy officials warned of a 400-megawatt to 1,000-megawatt shortfall in the Luzon power supply in the first half of 2015, Malacañang is scrambling to secure emergency powers from Congress so it can contract private power providers to supply 600
megawatts. The contracted power will be divided equally for reserves which can be kicked in during peak demands and to bolster baseload capacity. Under current laws, government is barred from building power plants but the President may ask Congress for authority to contract additional generating capacity if there is an imminent electricity supply shortage. Now that the President has asked for emergency powers, Recto said the debate will not center on the wordings of the joint resolution Congress may issue, but “on the costing, the pesos required.” So that the authority “will be backed by legal tender,” Recto proposed that the amount needed be included in the Special Provision of the Department of Energy (DOE) budget in the General Appropriations Bill. He explained that aside from the appropriations for DOE, which is P3.3 billion for 2015, the agency is given authority to use proceeds from energy development projects, like the Malampaya, in financing energy-related projects. Emergency powers? Not again! changes in the price of power being bought by Meralco are shouldered by consumers as it is charged over and above the basic electricity rates. Did the government reverse the privatization of power generation because it resulted in the energy crisis and increases in electricity rates? No, it even privatized Transco, which took over the transmission grid after the enactment of the Electric Power Industry Reform Act of 2001. It also privatized the generation, real estate, other disposable assets, as well as the IPP contracts of the National Power Corporation. The government also created the Wholesale Electricity Spot Market, which is supposed to lower rates as electricity distributors such as Meralco, cooperatives, and even endusers could buy electricity directly from WESM. On the contrary, reports reveal that price manipulation in the WESM has resulted in spikes in electricity rates. Now, from a supposed
oversupply in electricity in 1994, the country is again in the brink of a power crisis. And the country’s president, Benigno Aquino III, is asking for emergency powers to ‘solve’ the impending power crisis. The Filipino people has been bearing the consequences of the deregulation, liberalization and privatization of the power industry, which was started by the late president Cory Aquino, and the decisions and acts of the Ramos administration when the latter used its emergency powers to ‘solve’ the power crisis. Will the people allow that they be buried deeper by allowing the granting of emergency powers to President Benigno Aquino III to enable it to ‘solve’ another power crisis by entering into more onerous contracts with investors under its PPP program? If we do, indeed history repeats itself first as a tragedy and then as a farce. And the joke is on us.|
