Healthcare partners, sinanay sa wastong waste disposal UPANG maibahagi ang kaalaman sa tamang pangangasiwa ng hazardous at toxic wastes na galing sa mga ospital at clinics sa Lunsod Batangas, isang Environmental Compliance Seminar ang isinagawa sa pangunguna ng City Environment and Natural Resources Office (CENRO) sa Gusali ng Kalikasan at Kapayapaan, Setyembre 29 at 30. Ayon kay Angelica Catapang, Environmental Management Specialist ng nasabing tanggapan, ipinatawag nila ang mga Environmental Compliance Officers (E.C.O.) ng 7 ospital at may 200 klinika sa syudad upang dumalo sa naturang seminar. Bukod sa environmental awareness, layunin din aniya ng 2-day seminar na i-educate ang mga E.C.O. sa laki at lawak ng polusyon na maaaring idulot, kung hindi tama

ang pagtatapon ng mga special at hazardous wastes kagaya ng gamit na heringgilya, mga bote ng gamot, gamit na mga gasa, at iba pa. Ayon pa kay Catapang, hinati sa dalawang batch ang mga E.C.O.’s. May 51 katao ang dumalo sa unang araw. Mayroon din aniya silang monitoring isang beses kada buwan upang masubaybayan kung sumusunod ang mga E.C.O sa tamang pagtatapon ng toxic wastes. Kasama rin aniya na minomonitor kung mayroong garbage bins ang bawat ospital at mga clinics para sa special wastes na isa sa magiging criteria para sa Search for the Most Environment-Friendly Healthcare Institution in Batangas City na inilunsad noong August 18 kung saan katuwang ng CENRO ang Batangas Medical Society.

Layunin ng naturang patimpalak na kilalanin ang mga healthcare partners ng pamahalaang lunsod na nagpapatupad ng mga environmental sanitation programs. Sa pamamagitan ng patimpalak na ito, matututukan ang problema sa waste disposal ng mga ospital at iba pang health care institutions kung saan marami sa mga basura nito ay mga hazardous o mapanganib sa kalusugan at kaligtasan. Ayon sa mga imbestigador, maaaring nakatulog ang drayber na si Villalobos, kaya nawalan ng control ang minamanehong kotse. Dagliang namatay sina Bernardo, Arjay at Carla, na pawang nakapwesto sa likurang upuan at tumilapon sanhi ng malakas na pagkabangga ng sasakyan. City clinical laboratory to rise in Ambulong; Red Cross, Malampaya Foundation and LGU sign the MoA “LIFE challenges are easier to bear if there are parties concerned for the welfare of others, like the public and private sector representatives who joined together,” said Ronald Generoso, administrator of Philippine National Red Cross-Batangas during the signing ceremony of the Memorandum of Agreement (MoA) for the construction of a Community Health Clinic, a clinical laboratory center in Barangay Ambulong, Batangas City. The signing ceremony was participated in by Honorable Richard Gordon and Dr. Gwendolyn Pang, as chairman and secretary general of the Philippine National Red Cross, respectively; Shell Philippines Exploration B.V. (SPEX) managing director Sebastian Quiñones and Malampaya Foundation executive director Karen Agabin; Mayor Eduardo B. Dimacuha, City Health Officer Dr. Rosanna Barrion and Punumbarangay Jayferson Berberabe in

behalf of the city governmet and Barangay Ambulong; and PNRCBatangas vice chairman Honesto Babasa. As he welcomed the parties to the signing ceremony, Mayor Eduardo B. Dimacuha acknowledged the unending support fo the Philippine National Red Cross which Gordon also acknowledged in return. Gordon made mention of the P6.5-million worth of fire trucks donated by the PNRC to the city recently. “This is a celebration of good governance int eh aprt of the city, of good citizenship and corporate management on the aprt of the malampaya Foundation; and of continued volunteerism on the aprt of the Philippine National Red Cross”, Gordon stressed. Quiñones, who also serve as the concurrent treasurer of the Malampaya Foundation assured the city government and the people of Batangas of the continued service

of the foundation during the duration of the service contract of the SPEX in the country. “This ceremony is also a celebration of continued partnership between the public and private stakeholders here in Batangas City,” he added. Meanwhile, Berberabe said that it only happened that the centre will be constructed in Branagay Ambulong, “pero di po namin ito aangkinin; ito po ay para sa buong Lunsod Batangas”, he said. Ito ay resulta ng isinagawang Comprehensive HRM Assistance, Review and Monitoring (CHARM) na isinagawa ng CSC RO 4 noong ika-26-27 ng Nobyembre ng nakaraang taon. Ilan sa mga naging batayan upang makamit ng lunsod ang Level II Accredited Status ay ang pagtupad sa mga batas at alituntunin ng Civil Service Commission hinggil sa appointment at personnel actions, maayos na HR management records nito, HR plan sa Organizational Profile, HR Systems at ang Employee Health and Wellness. Ang naturang parangal ay sa ilalim ng Program to Institutionalize Meritocracy and Excellence in the Human Resource Management (PRIME-HRM) kung

LIPA CITY - The Lipa City Police Station together with SM City Lipa hosted the PNP Recruitment Campaign of the CALARBARZON Regional Headquarters last September 29 at the mall’s events center. The event was attended by students from the different colleges and universities in Batangas. The program started with a welcoming remark given by the Lipa City Chief of Police PSupt Jacinto Malinao Jr. According to Malinao, the recruit-ment campaign aims to increase the awareness of the people not just on the benefits but on the discipline instilled in being a policeman. Police Inspector Hazel Luma-ang, further explained the qualifications that must be met before anyone can enter the PNP while PSupt Ivy Mallo and PSInsp. Aylene Antazo from the CALABARZON Regional Headquarters Office expound on the compensation package and benefits of being a member of the police force. 201 Indigent senior citizens, tumanggap ng social pension CALAPAN, Oriental Mindoro – Tinanggap kamakailan ng 201 indigent senior citizens na may edad 77 pataas ang kani-kanilang social pension mula sa Department of Social Welfare and Development (DSWD) sa New City Hall, barangay Guinobatan. Sa halagang P500 kada buwan, naikwento ng mga benepisyaryo ang malaking tulong nito sa kanilang gastusin. Anila, ang dagdag ayuda ay sagot para pambili ng gamot sapagkat dala ng katandaan ay ang humihina na nilang pangangatawan at resistensya. Sa isang panayam ng City Information Office kay City Social Welfare Officer Juvy Bahia, sinabi niya na isa sa mga mandatong ipinatutupad ng kanilang ahensya ay ang pangangalaga sa mga importanteng mamamayan ng lipunan. Farmers Training Center, pinasinayahan CALAPAN, Oriental Mindoro – Pinasinayaan na kamakailan ng pamahalaang lunsod dito ang bagong Farmers Training Center sa barangay Biga. Mayroong halagang P46-milyong pondo ang inilaan ng pamahalaang lokal para sa agrikultura ngayong taon. Ito ay may layuning umagapay sa pangangailangan ng mga magsasaka sapagkat malaking bilang pa rin ng mga mamamayan sa Calapan ay nabubuhay sa pagsasaka. Ayon kay Mayor Arnan C. Panaligan, ang nasabing laang pondo ay mabisang paraan upang sugpuin ang kahirapan na nararanasan ng ilang mamamayan mula sa mga liblib na barangay. PUERTO PRINCESA, Palawan — Anim na mga bayan sa bahaging norte ng lalawigan ng Palawan ang idineklarang rabies-free zone ng National Rabies Prevention and Control Committee (NRPCC) sa ilalim ng Bureau of Animal Industry (BAI) ngayong araw. Ang mga ito ay ang mga bayan ng Araceli, Cagayancillo, Cuyo, Kalayaan, Linapacan at Magsaysay na pawing mga islang munisipyo sa Palawan. Ayon sa pamunuan ng Palawan Provincial Veterinary Office, ngayong araw ang pagdedeklara ng mga rabies free zone sa buong bansa na isinagawa sa Bureau of Soils and Water Management Auditorium, Elliptical Road, Diliman, Quezon City. Ang aktibidad na ito ay kaugnay ng World Rabies Day na ipinagdiriwang tuwing Setyembre 28 taon-taon. Inasahan naman ang pagdalo dito ni Gov. Jose Pepito C. Pagtatanim ng bakawan, tampok sa Maritime Week ROMBLON, Romblon — Umabot sa 1,200 bakawan ang itinanim bilang bahagi ng pagdiriwang ng Maritime Week ng Philippine Coast Guard (PCG) – Romblon Station sa pakikipagtulungan ng Office of the Municipal Agriculturist (OMAg) at mga barangay officials ng Bgy. Cajimos, Romblon, Romblon. Sinabi ni Chief Petty Officer Bartolome A. Buwan ng Tamaraw, ipinagdiwang sa Occ. Mindoro MAMBURAO, Occidental Mindoro – Inumpisahan na ng lalawigan kahapon ng umaga ang selebrasyon ng Buwan ng Tamaraw sa pamamagitan ng isang motorcade at maikling programa. Ang programa ay naganap sa kapitolyo sa bayan ng Mamburao at dinaluhan ng iba’t bang ahensya ng pamahalaan, mga departamento ng pamahalaang panlalawigan, opisyales ng mga barangay at senior citizens. Ang selebrasyon ngayong taon ay may temang “Tamaraw sa Mindoro: Tatak Pilipino, Likas Yaman ng Mundo, Kaligtasan mo ay Pananagutan Ko”. Ayon kay Tamaraw Conservation Program (TCP) Coordinator Rodel Boyles, ito ay kabilang sa limang napiling tema sa isinagawang theme-making contest ng pagdiriwang ng Tamaraw Month noong nakalipas na taon. Ipinahahayag ng temang ito ang panawagan para sa patuloy na proteksyon ng Tamaraw na kinikilala sa buong mundo bilang endemic sa Mindoro. Ang Tamaraw (Bubalus Mindorensis), kahit hindi kabilang sa subspecies ng kalabaw, ay nahahawig dito subalit may ilang katangiang naiiba gaya ng mas maraming buhok, mas maliit na pangangatawan at mas maikling sungay na korteng V. Sa kasalukuyan ay umabot na ang bilang ng mga Tamaraw sa 382 subalit itinuturing pa rin na criticallyendangered species ang mga ito batay sa inilabas na kategoriya ng International Union for Conservation of Nature (IUCN). Itinuturing ang pangangaso at pagkasira ng kanilang tirahan ang pangunahing dahilan ng dahandahang pagkaubos ng Tamaraw. Dahil sa kritikal na bilang ng Tamaraw ay patuloy ang isinasagawang pag-

babantay at pangangalaga ng Biodiversity Management Bureau (BMB) sa ilalim ng Department of Environment and Natural Resources (DENR). Napagtibay pa ito ng ilabas noong 2002 ang Presidential Proclamation 273 na nagdedeklara na ang buwan ng Oktubre ng bawat taon ay Special Month for the Conservation and Protection of the Tamaraw in Mindoro. Para sa buwan ng taong ito ay may ilan pang mga aktibidad sa lalawigan na inihanda ang TCP, mga gawaing magpapalaganap ng kaalaman tungkol sa Tamaraw. Una rito ay ang School Day Camp kung saan nabibigyan ng pagkakataon ang ilang mga magaaral sa mga paaralang pansekundarya sa lalawigan na makakita ng buhay na tamaraw sa Tamaraw Genepool sa Manoot, Rizal. Ilang eskwelahan din ang nabigyan ng kani-kanilang iskedyul sa School Day Camp.

Magsasagawa din ng Lakbay-Aral ang mga department heads ng pamahalaang panlalawigan gayundin ang mga opisyales ng barangay at munisipyo kung saan bibisita ang mga ito sa

Mount Iglit-Baco National Park na tirahan ng mga Tamaraw. Nakatakda naman ang isang biocamp para sa lahat ng Municipal Environment and Natural Resources Officers ng lalawigan. “Posibleng 99% ng mga mamamayan ng Mindoro ang di pa nakakakita ng Tamaraw. Kaya ang ginagawa natin, sa tulong ng ating mga lider, ay makakita ng Tamaraw ang ating mga mag-aaral” dagdag pa ni Boyles. Crossing the Bar TODAY is the first Sunday of the Bar Examination. Believed to be one of the most difficult examinations in the world, the Bar is the most celebrated licensure examinations in the Philippines. Thousands troop to the exam site during the four Sundays of the Bar-month not only to show support to the barristers but also to take part in the annual festivities which law schools hold to mark the occasion. The Bar is a passageway not only for the hopefuls but the onlookers as well. It is known for the entertainment that it provides during the wet days of September or the dry spells of October. Some critics are saying that the Bar Exams have become a useless method of qualifying who should be lawyers or not. The criticisms are prompted by celebrated incidents of public corruptions and scandals involving lawyers and honorable men and women in robes. Lawyers are traditionally described as vultures, sharks or other vile creatures. A former Law Dean even remarked in one of his writings that the biggest corruptions in the government would not be possible were not for the lawyers. The Bar has been blamed for the misfits in government and the mediocrity in public service. But the Bar has nothing to do with these criticisms. It is not designed to weed out the misfits from the legal profession. It measures not the moral fitness of the candidates but his readiness to face difficult legal concerns. It pierces through their brains, not through their hearts. It qualifies them to be legal McGuivers, not to be Ghandis or Lee Kuan Yews. It does not make gentlemen out of boys and ladies out of girls —these transformations need more than the Bar to happen and sometimes, even miracles could not make them possible. The Bar is difficult of course. Some say that it has become unreasonable. The passing rates for almost all law schools have been dropping through the years. Whether the reason has got to do with the preparations of law students or in the quality of raw materials that law schools have to work on remain a big question. What remains certain is the unanimity in the belief of many that ridiculous questions always put a dent on the confidence of the examinees every year. And so the belief that the Bar has become unreasonable becomes a convenient excuse for low passing rates and the inability of some law schools to prepare their candidates for the worst situation. The Bar is intended to measure the intellectual fitness of a candidate to join the legal profession. It is not true that all those who hurdle it are intellectuals or possessing certain intellectual level but there is no other way, at least in the Philippines, to determine whether one is ready for the demands of the legal profession except the Bar. Of course, passing the exam is not enough. A successful barrister must gain experience before he or she can earn the competence of a true legal advocate. It is only experience, and experience alone which can make advocates out of lawyers. Barristers come to the examination room armed with nothing but guts. Everything that they have committed to memory during the review months and the four years of studies are nothing until they see the first question in the test. It is always been the first question that jumpstarts everything — or, it is also the first question that can put everything in the trash. The Bar is a battlefield. It is fought in the frontlines, bravely, by the examinees, and enthusiastically by law schools from the war room. And this year, the Bar Battles have just begun!| RAMEL C. MARAMI na ang nakakaramdam sa darating na eleksyon. Nandiyan ang siraan, paggamit ng makinarya, pera at Political Armed Groups (PAGs). Ito ay lumilitaw tuwing darating ang eleksyon. Ito na ang sakit ng lipunan na nais nating gamutin. Ako ay natutuwa dahil marami pa rin sa atin ang tumutulong na itaas ang kamalayan ng ating mga kababayan sa pagpili ng tamang lider ng ating bayan. Nandyan ang iba na handang itaya ang kanilang buhay para lang maging maayos ang darating na halalan. Ito ang dapat nating palakasin, edukasyon para sa mga botante para matutu silang gumamit ng sukatan para sa pagpili ng mga susunod na lider natin, maging yan ay sa barangay, munisipyo, siyudad, probinsiya o lider ng ating bansa. Sa ating pagpili dapat talaga ay mayroon tayong sukatan. Kagaya ng sa mga lider ng lokal na pamahalaan, dapat ay may mga basic na tanong tayo sa ating sarili. Unang tanong ay naging transparent ba sila sa kanilang paggamit ng pundo ng bayan? Pangalawa ay kumusta ang peace and order sa inyong lugar? Ligtas ba ang pakiramdam nyo? Kumusta ang kampanya sa illegal na droga? Nabibigyan ba ng solusyon ang mga krimeng nagaganap sa inyong mga lugar? Kumusta ang kalinisan ng inyong lugar? Programa para suportahan ang mga nagkakasakit? Public works program? Edukasyon? Pagsugpo sa kahirapan? Pagnenegosyo? At of course, ang balanseng paggamit ng pundo upang tugunan ang napakaraming suliranin ng ating komunidad at ng ating mga kababayan.  Marami sa ating mga pulitiko na ang mentalidad ay dole out system pa rin. Ito yong mga klase lider na gusto nila ay pumipila ang kanyang mga mamayan sa kanyang pintuan para humingi ng tulong sa kanya. Kagaya ng pambili ng gamot, pambayad sa matrikula, pampalibing at marami pang mga maliliit na bagay na ang intensyon ay mabuo ang utang na loob sa kanila para pagdating ng eleksyon ay sisingilan ka nila. Ito yong salitang “Clientelism” kung saan ang mga politiko

ay nagsisilbing “patron” at ang mga botante ay “client”. Ang masama dito ay kung ginagamit ito ng mga pulitiko upang ikulong ang kanyang mga mamayan sa paniniwalang tama ang ganitong sistema na habang buhay ka nang nakadepende sa kanila. Kaya ang nagiging resulta nito ay ang panganganak ng mga “political warlords” sa bansa na siyang nagiging puno at dulo ng mga suliranin natin sa ating bansa.  Ako ay may panukala para patayin itong bulok na sistemang ito. Una ay kapag nakita ninyong may mga nakapila sa pintuan ni mayor o kaya ni gobernor at ito ay matagal ng panahon nagaganap, mag-isip na po kayo, ibig sabihin nyan ay walang direksyon ang gobyerno nyo. Dahil kung maayos silang lider dapat na i-institutionalize nila ang mga programang ito. Ibig sabihin ay nakakagawa sila ng programa na walang mukhang tinititigan, walang palakasan at padrinong mga batangay kapitan. Kapag ang lokal na gobyerno ay nakapagbibigay ng tulong sainyo na hindi kayo nakikiusap kay mayor o gobernador, yan ang effective lider at administrator ng bayan ninyo.  Kaya nga minsan naiisip kong magpanukala ng isang batas sa tulong ng mga mambabatas na tingnan ang posibilidad na magtayo ng isang academy para sa mga politiko natin para lumalim ang kanilang paguunawa sa tunay na kahulugan ng public governance. WE all know the popular catch phrase: “From rags to riches”. But there’s a new one now we should watch out for: “From rags to riches to ruins”! This is otherwise known as the 3RD GENERATION PHENOMENON.  This is what CanCham Governor CELSO VIVAS discussed with a few select Dabawenyos at a Davao Canadian Chamber luncheon business meeting at the Marco Polo a few days ago. A retired (but not tired and still on the go) Sycip Gorres Velayo executive; he is presently governor of the Canadian Chamber of Commerce of the Philippines. He talked about “Good Corporate Governance for Family-owned Businesses”. I am sure his pointers will resonate with some prominent Dabawenyo families, especially because Davao started as a pioneering place for early migrants from all over the country and many families and clans rose to fortunes by sheer hard work and enterprise of their parents or grandparents. He gave some pointers for the first generation (fathers and mothers) to think about if they are still around and for those 2nd or 3rd generation children whose parents or grandparents literally started from scratch and able to build an enterprise or a going-business, which they have to inherit or take over. According to Mr. Vivas, the situation (or problem if you may) is that parents who started with nothing (rags) and ending up with riches usually do not want to “unload” until they die. Or they refuse to re-adjust to “good governance” to keep what they started from going to waste. Or to “ruins”!  GOOD GOVERNANCE --- We always hear patriarchs and matriarchs saying that their simple and common sense ways were responsible for their successful family business so why change them. According to Mr. Vivas, installing “good governance” does not necessarily mean the “olds” give way or are sidelined and others taking over the business. Another way of saying it is: let the house belong to the owners but leave the kitchen to the professionals. Meaning, installing systems for viability and sustainability where decisions and policies can still be determined by the olds or perhaps their family but let those those trained and capable, possibly from the outside run the business. Or better still get the children to go get trained and capacitated to run the enterprise. His advice: a family corporation can be organized so the family business can transition to viability and can weather the usual problems, which are varied. Family business transitioning to corporations is the way forward. Family members, with some possible mix from outsiders, compose the board of directors and they decide policy. But management and the running of the business must be professionally handled. Only children who are properly trained can be active in management. And the rest can be stakeholders and partake of the business fruits accordingly.  CROSSROAD ISSUES --- Here are some situations why families are at a crossroad: a. Many patriarchs and matriarchs are ageing. Its either they are sick and physically unable to do what they used to do but still insistent on having full control. b. Heirs are either restless or not interested in the business. Some children stick around and are dependent on the good graces of the family business or are gung- ho to take over because they have better plans of doing things than the old-fashioned ways of their olds. There are many instances of other children going abroad or to big cities and have their own careers and lives and they are not interested about continuing or having to do with the family business. c. Succession plans are not existent or done late or not discussed. Family talk about what happens next when the olds die are seldom done. Estate planning usually are done only when death takes place and with the corresponding burdens on the estate of the deceased usually drain considerably not only the family resources but also the family assets that the parents painstakingly amassed and preserved. There is such a thing as "living trust" where the parents unload to the next generation retaining a certain amount of control but unburdening their estate from expected expenses like estate taxes, etc. when they are gone. d. There is no early transition of business to the next generation and the business enterprise and family estate become a battleground among contending and quarreling heirs that most of the time become acrimonious, divisive and expensive. (There is a joke among lawyers that they become compulsary heirs of quarreling family members when succession cases reach the courts!) Mr. Vivas described the so-called THIRD GENERATION PHENOMENON this way: the first generation (parents) CREATES; the second generation (children) INHERITS, the 3rd generation (grandchildren) SQUANDERS. It is summarized thus: FROM RAGS, TO RICHES... TO RUINS. This happens, according to him, if good governance is not timely installed in family-owned businesses.  ABOITIZ ---He gave the ABOITIZ clan as an example. The children and the grandchildren are now actively involved in the expanding business empire but they do not automatically ascend to high corporate positions by reason of family lineage. They have to compete with outsiders to get into positions. And they have to earn their keeps just like any other executive of the company.  SM's SY ---I remember a few things I learned from the SY family of the giant conglomerate SM. One of Henry Sy’s sons, Hans Sy had first to settle for some measly “baon” during his school days and had to work like an ordinary salesman when he started. Then he sent one of his own boys to school and train abroad and live like an ordinary student there and then do ordinary employees’ work before being able to take on a responsible

ONE hundred and fifty people gathered last night for the Young Southeast Asian Leaders Initiative (YSEALI) Networking Night at A_Space in Makati, sponsored by the U.S. Embassy. The Young Southeast Asian Leaders Initiative (YSEALI) is a White House initiative designed to promote leadership skills, stimulate ASEAN networking, and deepen engagement on key regional and global challenges. The United States Embassy in Manila organized the event to introduce the new initiative to Filipino youth and encourage them to become a member. Chargé d'Affaires, a.i. Brian L. Goldbeck welcomed the guests and opened the event with an overview of YSELI. John Tobit Cruz, a YSEALI member, shared his experience as the project lead of the YSEALI-funded project “Streams of Hope,” a joint river rehabilitation project between the Philippines, Vietnam and Cambodia. Several guests joined a “Pitch Slam,” where they practiced giving a 1-minute pitch of an idea within the four pillars of YSEALI: Economic Development, Education, Civic Engagement, and Environmental Protection. Guests also enjoyed free prints of their pictures from tweets and Instagram posts with the #YSEALI hashtag.

Tanauan City gives recognition to its two dragon boat athletes TANAUAN CITY, Batangas – Five gold, three silvers and three bronzes – this is the total medal haul of the Philippine National Dragon Boat Team which saw action in the recently concluded 2014 ICF Dragon Boat World Championships in Poznan, Poland held from August 28-31. Tallying medals in all of the 11 events they participated in, two members of the team, Leo M. Bumagat and Oliver P. Manaig, both natives of Tanauan City, Batangas, stood proud as they were feted by the city hall employees led by Mayor Thony C. Halili and Vice-Mayor Jhoanna C. Corona during the flag raising ceremonies held last Monday, September 22, at the Jose B. Laurel Gymnasium in this city. The duo, both members of the newly formed Sagwan Tanawan Dragon Boat Team, were tapped for national team duties by the

Philippine Canoe and Kayak Federation, Inc. (PCKF) led by its President Ms. Jonne Go, after showing their superb paddling skills during the Philippine National Games (PNG) held last May 17-18 along the city’s Taal Lake waters. Mayor Halili, in his congratulatory message, thanked and commended the two athletes for bringing honors not only to Tanauan City, but to the whole country. He also recognized the invaluable contribution of the PCKF in the promotion and development of the city’s eco-tourism through sports.
