Mga natatanging pamilyang Batangueño, kinilala NAKIISA ang Pamahalaang Lunsod ng Batangas sa Pagdiriwang ng Pamilyang Pilipino sa mga natatanging Huwarang Pamilyang Batangueño sa programang idinaos kamakailan sa Batangas City Convention Center. Ang programang ito ay taunang isinasagawa sa pangunguna ng Batangas City Social Welfare and Development Office (CSWDO) kung saan kinikilala ang mga natatanging pamilya sa lunsod na bagama’t simple ang pamumuhay ay naitataguyod ng maayos ang kanilang pamilya. Ang buwan ng pamilya ay sinimulan noong 1992 sa pamamagitan ng Presidential Proclamation No. 60 na pinirmahan noong September 18, 1992. Layunin ng gawaing ito ang pagpapalakas ng pagkakaisa ng pamilyang Pilipino sa pamamagitan ng mga makahulugang selebrasyon at pagtataguyod ng mga magagandang kaugalian ng Pilipino. Ang naturang pagdiriwang ay may temang “Celebrating the Filipino Family: Resilient and Caring.” Nakasentro sa temang ito ang pagpapalakas ng pagkakaisa at pagpupunyagi ng pamahalaan at ng bawat pamilya sa pagharap ng problema sa kahirapan at diskriminasyon. Ayon kay Mila Espanola, hepe ng CSWDO nagagalak siya sapagkat kinikilala ng pamahalaang lunsod ang mga pamilyang itinataguyod ang kapakanan

ng bawat isa. Aniya, ang pamilya ang siyang pundasyon ng bawat isang tao kung kaya't marapat lamang na pahalagahan ang mga nagawa nito sa paghubog ng pagkatao ng isang indibidwal. Binigyan ng parangal sa okasyon ang mga natatanging pamilya sa iba’t ibang kategorya upang magsilbing ehemplo sa ibang mamamayan dahil sa maganda nilang ginagawa sa kanilang lugar. Kabilang sa mga binigyan ng Gawad Parangal ay ang Natatanging Pamilya ito ay sina Domingo at Petra Villena ng Paharang East. Sila ay 63 years na nagsasama at nakakuha ng ikatlong parangal para sa kompetisyon para sa Huwarang Pamilya 2006. May 8 anak na siyang nagging pundasyon para maging buo ang kanilang pagsasama. Para sa natatanging Solo Magulang ng Barangay, binigyan ng Gawad Parangal sina Cristina Culla ng Banaba East 19 yrs.solo parent; Maura Castillo ng San Pedro, 17 yrs.; Estela Buan Mahabang Parang, 21 yrs.; at Anita Alabro ng Wawa, 14 yrs., dahilan sa naitaguyod nila ang kanilang mga anak na mag-isa. Sa Pinakamatandang Mag-asawa na Nagsasama ng Matagal na Panahon, napili sina Prisco at Andrea Bayeta ng Barangay Mabacong. Sila ay ikinasal noong taon 1945 at nabiyayaan ng 7 anak. Sila ay magkasama sa loob ng 68 taon na nananatiling na masaya at patuloy na nag mamahalan.

Binigyan din ng pagkilala ang pinakamaraming anak na lahat ay nasa Pilipinas. Ito ay sina Victorino at Felomina Lopez ng Barangay Conde Labac. Ang mag-asawa ay may 17 anak na kung saan 16 pa ang nabubuhay sa ngayon. Silang mag-asawa ay nagsumikap na buhayin at pag-aralin ang kanilang mga anak. Ayon sa mag-asawa hindi naging hadlang ang kahirapan at karamihan ng anak para maging matagumpay sa buhay at makarating sa kinaroroonan nila ngayon. Sa Pinakamaraming Apo at Apo sa Tuhod, kinilala naman sina Marciano at Apolonia Evangelista ng Hulong Bayanan, Barangay Ilijan. Sila ay itinuturing na may pinakamaraming apo sa Batangas City dahil sa 67 taon nilang pagsasama nagkaroon sila ng 6 na anak, mayroong 28 na apo, 63 na apo sa tuhod at 2 sa talampakan. Labis naman ang kasiyahan ng mga nahirang na pinarangalan dahil sa kanilang kontribusyon hindi lamang sa kanilang pamilya kundi maging sa lipunan sapagkat nagsilbi silang inspirasyon sa lahat ng mga pamilya na nagnanais maisaayos at mapabuti ang kanilang pamumuhay Samantala, ang nasabing pagdiriwang ay dinaluhan ng mga empleyado ng CSWD, mga opuisyal ng barangay at ang mga benipisyaryo ng natatanging pamilyang Batagueño.| LIZA DELOS REYES

Constant drop in NPA numbers seen in Southern Luzon CAMP GUILLERMO NAKAR, Lucena City – In the recently concluded Southern Luzon Command 3rd Qtr Internal Peace and Security Operations (IPSO) Assessment on October 7, 2014, SOLCOM Commander Major General Ricardo R Visaya expressed optimism that the Southern Tagalog and Bicol Regions are nearing normalization by June 2016 as NPA numbers continue to drop since the implementation of IPSP Bayanihan in Jan 2011. “We should continue reducing the strength of the NPA and other armed groups,” Major General Visaya said to the Commanders of the two (2) Army Infantry Divisions and six (6) Infantry Brigades. He further encouraged them to enhance internal peace and security operations by improving combat efficiency, intelligence operations and intensified stakeholder engagements. “We continue to win the trust and confidence of the people. The social pressure resulted to the capture and arrest of many top NPA leaders, successful military operations and surrenders in Southern Tagalog and Bicol the past few years,” Major General Visaya said. Earlier this year, two NPA leaders were captured and apprehended due to information given by civilians to authorities. Dionisio Almonte a.k.a. Inol was apprehended by a joint AFP and PNP operations in Valenzuela City, Metro Manila on January 9, 2014. He is a Sub-Regional Secretary of the NPA in Southern Tagalog. In Bicol, top Sorsogon NPA leader Florentino Pura a.k.a. Soling was captured by the military on March 13, 2014. Their capture created a vacuum in their organization. SOLCOM continues the conduct of operations towards the normalization of remaining provinces in accordance with the time-frame of IPSP “Bayanihan.” The relatively peaceful and secure environment in the region is now paving way to new provinces expected to be handed over to the local chief executives as they are nearing the status of a “conflict manageable and ready for further development province.”| ANGELO S GUZMAN

FOURTEEN law schools from across the country will vie for the top spot in the National Moot Court Competition on International Humanitarian Law (IHL), starting today until October 24. The annual competition, the largest of its kind in the country, this year jointly organized by the Philippine Red Cross (PRC), the International Committee of the Red Cross (ICRC), and the Court of Appeals (CA), as part of efforts to promote awareness of international humanitarian law in the academe, will be hosted for the first time by San Beda College of Law which won last year’s contest. “It is of utmost importance that the largest possible number of our countrymen are aware of the significance of International Humanitarian Law, a body of law that seeks to limit, for humanitarian reasons, the effects of war," explains Philippine Red Cross secretary general Gwendolyn Pang. “It is through engaging in competitions such as this that we sharpen the knowledge of future legal practitioners and may increase exponentially the interest in the field of IHL in the academe." The participating law schools for 2014 are Adamson University, Ateneo de Manila University, Cor Jesu College, De La Salle University, Far Eastern University, Lyceum of the Philippines, Polytechnic University of the Philippines, San Beda College, Silliman University, Southwestern University, St. Louis University, University of Batangas, University of the Philippines, University of St. La Salle. Using their argumentation skills and knowledge of IHL to present their cases, 14 teams of two mooters will aim to convince judges who include military lawyers, government officials, ICRC delegates and former mooters. A role-play challenge will also be held to test the practical applications of IHL. The much-awaited finals will be held at the CA’s en banc session hall. The panel of experts that will hail the winning team include CA Justices Isaiah Dicdican and Pablito Perez, UP law professor Harry Roque, PRC governor and lawyer Lorna Kapunan, and ICRC regional legal adviser Kelisiana Thynne. The Justice Ines Luciano Best Mooter Award will again be given to the best-performing oralist in the elimination rounds as tribute to the former CA associate justice and chairperson of the PRC’s IHL Committee. Aside from receiving the coveted moot court trophy that is passed on every year, the winning team will represent the Philippines in the Red Cross International Humanitarian Law Moot Competition, a prestigious contest among law schools in the Asia-Pacific region, to be held in Hong Kong in March 2015.|

San Agustin, isinusulong na maging rabies-free at smoke-free municipality SAN AGUSTIN, Romblon — Masigasig na isinasagawa ng mga kawani ng Rural Health Unit (RHU) – San Agustin ang kampanya at adbokasiya ng lokal na pamahalaan na maging Rabies-free Municipality at Smoke-free Environment ang bayan ng San Agustin, Romblon. Sinabi ni Municipal Health Officer Dr. Deogracias M. Muleta na nagtutungo sila sa kabarangayan at mga paaralan upang ipabatid sa mga mamamayan ang tungkol sa mga ipinaiiral ng bagong ordinansa laban sa pagkalat ng nakamamatay na rabies at pagbabawal sa paninigarilyo sa mga tanggapan at pampublikong lugar. Katunayan aniya, katatapos lamang nilang magtungo sa Romblon State University-San Agustin Campus, Cabolutan National High School at Saint Augustine Institute of New Technology Inc. para magsagawa ng information dissemination hinggil sa mahigpit na implementasyon ng Municipal Ordinances on Rabies Prevention and Control Program at Smoke-Free Environment. Nagsasagawa rin ang RHU personnel ng lecture patungkol sa para maiwasan ang pagkalat o pagdami ng kaso ng rabies at itinuturo rin sa mga kabataan ang masamang epekto ng paninigarilyo sa kalusugan ng mga tao. Selected M’que students to learn American culture through US language microscolarship BOAC, Marinduque — At least 50 local students will have the opportunity to experience the United States of America by mastering English. These are Grade 8 students qualified to the English Access Microscholarship Program that the US Embassy launched recently at the Marinduque National High School. The English Access Microscholarship Program, aimed at disadvantaged young persons aged 13-20 years old, strengthens foundation in writing and speaking the English Language within 68 sessions (every weekend usually Saturdays) during summer (dry season) breaks. Under the program, scholars will explore U. S. Culture and democratic values through drama, art, music, games, computers, civic responsibility projects, leadership and teamwork trainings. Skills developed from the program will increase the scholars’ capacities to participate in their countries’ socioeconomic developments as well as in the inevitable ASEAN Integration. The training will not be limited to the usual seminar-type approaches: there will be waste segregation and recycling activities, Public speaking contest, storytelling and talent shows. Scholars are also expected to participate in field trips, coastal clean-ups, visit to schools and communities and American holidays such as Fourth of July celebration, Halloween and Christmas.

Force multipliers ng CDRRMO, sinanay BATANGAS CITY - Nagsagawa ng tatlong araw na training workshop para sa Disaster Action Planning, Contingency Planning at Facilitators Training ang Batangas City Disaster Risk Reduction Management Office (CDRRMO) sa kanilang tanggapan, Oktubre 14-16. Ito ay sa pakikipagtuwang ng Office of the Civil Defense (OCD) IV-A sa Malampaya Foundation Inc. Naging lecturers dito sina Lorenzo Haveria at Nedie Tabliango ng OCD. Sumailalim sa nasabing training ang may 40 Local Disaster Risk Reduction Management Officers (LDRRMO) mula sa ibang lalawigan, mga barangay sa lunsod, at kawani ng Philippine National

Red Cross - Batangas Office at ng ilang empleyado ng CDRRMO. Layunin ng training na mabigyan ng sapat na kasanayan ang mga LDRRMO upang maging epektibong facilitators sa mga pagpupulong at mga disaster training workshops sa kanilang lebel. Ganoon din ay maturuan ang mga ito ng tamang paggawa ng Disaster Action Plan at Contingency Planning ng kanilang barangay. Ayon kay CDRRM Officer, Rod dela Roca, hindi kakayanin ng kanilang tanggapan na makapagbigay ng training sa bawat ng barangay sa lunsod. “May 105 barangay ang Batangas City, hindi namin sila mapupuntahan

ng paulit-ulit upang imonitor, kung kaya’t kailangan namin ang tulong ng mga facilitators upang matiyak na may sapat na kahandaan ang barangay sa panahon ng kalamidad at may disaster action plan at contingency planning ang mga ito,” dagdag ni dela Roca. Tagaytay-Nasugbu highway, binansagan nang killer road? NAGBABALA ang Department of Public Works and Highways (DPWH) sa mga motorist at komyuter na tingnang mabuti ang mga karatula at masinop ans undin ang mga batas trapiko at batas sa lansangan habang binabaybay ang Tagaytay–Nasugbu Road. Ito bunsod ng sunud-sunod na aksidente nitong mga nakalipas na linggo kung kaya’t nababansagan ang naturang lansangan na “killer road of the west”. Matatandaang sa isang aksidente nitong nakalipas na linggo, tatalo ang kaagad na binawian ng buhay samantalang tatlong iba pa ang malubhang nasugatan nang tumilapon ang anim na lulan nito, matapos sumalpok ang kotseng kinalululanan ng

mga biktima sa isang puno ng mangga sa kahabaan ng highway sa Barangay Banilad, bayan ng Nasugbu. Nabatid na nawalan ng kontrol ang naturang kotse bandang ala-una y media ng madaling-araw. Samantala, dalawang araw bago ito, nagbanggan naman ang isang traktora at pick-up track sa bahagi ng Brgy. Aga, bayan pa rin ng Nasugbu. Sugatan ang mga drayber ng mga naturang sasakyan. Upang mapigilan ang pagdami ng ganitong uri ng aksidente, tiniyak ng DPWH Batangas I District Engineering Office na maayos ang lansangan at ligtas itong daanan. Tiniyak rin ng ahensya na maayos na nakakabit ang mga thermoplastic

pavement markings sa gitna ng kalye at mga kurbada, gayundin ang mga rumble strips para sa mas ligtas na pagmamaneho. Naglagay na rin ng mag karagdagang karatula, mga babala at paalaala sa mga kurbada at lusunging bahagi ng highway. Nanawagan naman si District Engineer Julie Vergara sa mga drayber na sundin ang 60 kilometer per hour speed limit sa naturang kalsada lalo na kapag lumalapit na sa KM 084+150 sa Brgy. THE following article is the statement released by our mother organization, the Philippine Press Institute on the the organization of Press Councils in strategic locations in the country. Soon, the CALABARZON, or the province of Batangas, in particular, will have its own Press Council. Pahayagang BALIKAS, being the lone member of the Instittute in this part of the country will spearhead the organization of the said Council.  THE news media have always been regarded as a vital component in a democracy like the Philippines. However, where does one go to when the press errs in its reporting? Who then watches the watchdog? The answers may lie with press councils. A well-functioning press council—supported by the news media and various stakeholders in the community—can serve not just the press in regulating its own practice, but more importantly, the larger public to which the news media should be accountable for. An effective press council can also prove to be a deterrent to outside interventions and attempts to stifle press freedom. That is why this year, the Philippine Press Institute (PPI), also known as the national association of newspapers, conducted a series of consultationmeetings from August to October to discuss the possibility of organizing local press councils in four major Philippine cities: Bacolod, Davao, San Fernando in Pampanga, and General Santos. With support from Coca-Cola FEMSA, PPI met with representatives from its member-newspapers, other media entities, and stakeholders in the four cities to discuss how press councils can serve their communities. A press council is media’s way of showing their social responsibility to the public, explains PPI chairman and president Jesus G. Dureza in the consultations. “The press should not make it difficult for people to complain.” Press councils are also a way of proving that the media do—and should— not need intervention from the government. This is why the PPI has been advocating for the creation and activation of press councils, along with its stand against legislated right of reply. Red Batario, executive director of Center for Community Jour-nalism and Development (CCJD), shares a similar view. It is the responsibility of the press to build avenues for dialogue and discourse with the public, he said. A citizens-press council—one that is not only composed of jour-nalists but also of members of the academe, business, legal commu-nity, civil society, and other sectors—can also be a deterrent to outside attempts to curtail freedom of the press, explained season community journalist Pachico Seares, who served as a resource person in the seminars. Seares is the executive director of the Cebu Citizens-Press Council (CCPC). One such attempt to muzzle press freedom is to legislate the right of reply, which would compel news organizations to publish or air the side of an aggrieved party in news reports—no matter if the grievance is valid or just perceived, and even if the principle of fairness is already part of media’s responsibility. The PPI upholds the voluntary right of reply. CCPC deputy director Cherry Ann Lim, who works as managing editor for special pages and features for Sun.Star Cebu, also shared CCPC’s structure and mechanics, including the council’s purpose, composition of members, and the source of funds to sustain operations. Among the press councils established outside Metro Manila, the CCPC has become the most successful so far and a case model for other press communities. The Center for Media Freedom and Responsibility helped establish the CCPC, along with other press councils in some parts of Luzon and Visayas. The PPI established the first such council in the country, the Philippine Press Council based in Manila in 1993, although it has not been functioning for a time. In Cebu, the CCPC has become known as a platform for the public to air its grievances against the media. It has also become known as a catalyst for journalists’ welfare, an advocate of press freedom, and a forum for media issues.

Balikas Press Councils: Affirming News Media’s Loyalty to the Public 4

The Cebu Declaration ON October 1, 2014, Cardinal Ricardo Vidal led the signing of the Cebu Declaration. With him are the other pillars of the Roman Catholic Church including Archbishop Emeritus Fernando Capalla of Davao, Archbishop Ramon C. Arguelles of Lipa, Archbishop Romulo dela Cruz of Zamboanga and Bishop Juan de Dios Pueblos of Butuan, as well as the leaders of other religious faith. The gathering was inspired by the Lipa Declaration which was launched in Lipa City on August 27, 2014. The Cebu Assembly proclaimed its support for the Lipa Declaration and proposed concrete and immediate steps to translate the desired objective of national transformation into a viable program of action. The Cebu Declaration noted with great pain that while the moral and spiritual crisis and its political and economic effects continued to deepen, the national political leadership consistently failed to show the will or the capacity to respond to these ills in any appreciable measure. Consistent with the Lipa Declaration and in the light of new issues which have since emerged—to which the incumbent administration has failed to adequately respond—the members of the Assembly called upon National Transformation Council to: 1) Pursue all necessary and available lawful means to compel President Aquino to step down at the soonest possible time; 2) Immediately organize the equivalent of a government in waiting, consisting of men and women of integrity and proven worth, in order to assure the nation and the international community that President Aquino’s removal and the prosecution and imprisonment of every culpable member of the government for corruption will not create a political vacuum; 3) Initiate extensive consultation with the Islamic community in Southern Philippines to arrive at an authentic consensus on how to solve the long-festering multicultural problem in the area, free from any possible intervention by any foreign interest party, beginning with the countries in Southeast Asia, and including the new extremis entity called “Islamic State in Iraq and Syria” by those who control it;

4) Cause the immediate filing of criminal cases against all the Senators and Congressmen, Members of the Cabinet, the Commission on Audit and the various government agencies involved in the misuse of the PDAF and the DAP from 2010 to date, and to sue whatever public pressure is necessary to make all those involved in these cases to immediately vacate their respective positions; 5) Organize a panel of experts who will undertake a comprehensive study of the country’s energy problem and propose solutions that will be free of any political bias for or against any particular energy source, and take into primary consideration the interests of the general public and the consumers rather than the various actors in the generation, transmission and distribution chain; 6) Organize public support for the PNP rank-andfile in their call for a th0rough cleanup of the PNP and an immediate change in its top leadership; 7) Institutionalize a public forum, where aggrieved individual citizens could air their just grievances and mobilize public support for such grievances without being subjected to the arbitrary censorship imposed by government and the conscript press; and 8) Actively support the call and effort of the concerned citizens of the country to establish a people’s Truth Commission to discover and reveal the accountability and any consequent liability of the administration of President Benigno Simeon C. Aquino III arising from its massive misuse of the public funds through the Disbursement Acceleration Program that has been ruled unconstitutional by unanimous vote of the Supreme Court. These steps must be undertaken immediately to stop the continuing decline of the present moral and political order. The intractability of the problems confronting the Philippines demands long term radical reforms which the National Transformation Council cannot undertake on its own. As it engages in the historic project of transforming the present dispensation into a modern, prosperous and equitable future for all Filipinos, it will need the continuing support of the citizenry. This is the defining call for every patriotic Filipino.|

May disiplina ka ba? “DO the thing you fear to do and keep on doing it… that is the quickest and surest way ever yet discovered to conquer fear.” - Dale Carnegie Bilang isang sundalo, maipagmamalaki ko ang disiplinang umiiral sa aming organisasyon, ang Armed Forces of the Philippines. Sabihin man natin na isang konseptong na lamang ito sa kasalukuyang panahon na tila nagkakarehan sa bilis ang mga pagbabago sa lipunan, kaisipan, paniniwala at mga kalakaran sanhi ng modernong teknolohiya’t kaalaman, sa kailaliman ng aking pagkatao naniniwala pa rin ako sa importansya ng disiplina di lamang sa ating pansariling buhay kundi pati na rin sa ating lipunan. Marahil marami ang magsasabi na ang katagang disiplina ay kaakibat ng pagtitiis, pagiging killjoy o di kaya deprivation. Katulad ng ano man na gusto natin makamtan, ang daan patungo sa ating hinahangad ay meron mga pagsubok at tukso. Dito natin nakikita ang kahalagahan ng disiplina sa ating sarili at sa ating lipunan.  Sa totoo lang, ang disiplina sa sarili ay isa sa pinakamahalaga at napaka useful skill na dapat meron ang bawat isa sa atin. Kailangan ito sa bawat aspeto ng ating buhay. Kaso kahit mas nakakarami ang naniniwala sa importansya nito, napakakonti naman ang may ginagawa para palakasin at palaguin ito. Halimbawa na lang sa pilahan ng bus o jeep. Nakakainis tingnan na sa ganitong panahon nang sibilisasyon ay pinilipit pa rin tayong sumunod sa pila gamit ang mga barandilya. Sa mga terminal na wala nito, kanya kanyang unahan. Tuloy nagkakasikipan dahil hindi maayos ang pag-akyat sa bus o jeep.

Di na tayo maglayo, andyan ang Olongapo at Marikina bilang ehemplo para sa lahat.  Sa self-discipline nakukuha ang lakas-loob na paninindigan sa sariling desisyon at tutukan ang mga ito na hindi nagbabago ang isip kaya ang disiplina ay isang importanteng pangangailangan sa pag abot ng mga pangarap, mithiin o ambisyon. Ang taong may disiplina ay nakikitaan ng perseverance sa kanyang mga desisyon at plano hanggang makamit nila ito. Si Manny Pacquiao ay isang ehemplo na taong meron disiplina. Hindi siya ipinanganak na boxing champion agad. Sina Michael Jordan, Muhammad Ali at pati na sina James Yap o Alvin Patrimonio ay di rin ipinanganak na mga atleta. Balikas 5 Iligan City and Bangsamoro IT was not planned. But I unexpectedly walked into a consultation forum on the proposed Bangsamoro Basic Law (BBL) in a downtown hotel in Iligan City a few days ago. I had really wished earlier to attend any one of the on-going BBL consultations to get a feel of how the stakeholders themselves view (or fear? ) the MILF Peace Agreement. Or how the peace panels deal with those concerns. Was I glad I unexpectedly walked into one! Coming from Davao City, it took only 45 minutes via Cebu Pacific to new Laguindingan Airport, about 35 kilometers at the outskirts of Cagayan de Oro. (I gathered that the lacking navigational lights will be operational soon. In the meantime, far-away Lumbia airport tower assists. No wonder there are no night flights in such a modern hub.) It took only about one hour of drive from the new airport to Iligan City. I would have really pre-ferred the Davao-CDO land trip that would have given me the joy and luxury of stopping over along the way at our Seagull Mountain Resort high up in the clouds at 4,000 feet closer to the sky. But a long 7hour land trip could be at another time.  POWER PLANT -- I was to meet up in Iligan City with international investment “whizman” ALOYSIUS “Nonoy” COLAYCO and his partner VICENTE “Vic”CENIZA (both Jardin Davis veterans) to look into plans of POWER SOURCE, PHIL. INC. (where I now serve as senior advisor) to set up a power plant there for the LAFARGE cement factory. It was during our call on both Iligan City Mayor CELSO REGENCIA and VICE MAYOR RUDERIC MARZO where I learned that a forum that morning was underway on the BBL at Caledon Pension House downtown. Mayor CELS, a former police director, had to rush to go. I dropped everything and proceeded to the venue.  JAMPACKED --Proceedings were already on-going when I discreetly walked into a jam-packed function room and got seated at the back hoping I would come unnoticed. But no sooner had I settled down when CONG. VICENTE “Varf” BELMONTE, Jr. spotted me and came to my seat to welcome me. He offered a place up front but I politely declined. (Many just don’t know how good it is to be just in the audience --- a liberating feeling after years of being “up front”.) Cong. Varf ably skippered the forum all throughout making known to all that inputs gathered during the day he would submit to Congress which is now working on the proposed law. I had earlier planned on sneaking out also unnoticed to catch up with my Lafarge meeting but with the announcement about my presence and requesting that I also give some remarks later in the day, my early exit plan was no longer possible. But that was propitious. And yes, I was glad I sat through.  INFORMATIVE -- I found the forum informative and refreshing. All those who had something to ask or say got their chance on the microphone. The crowd was multi-sectoral. Judges, lawyers, businessmen, IPs, barangay reps, plain residents --- even kibitzers were all there. I thought the whole town was there through their reps. The resource panel , headed by no less than GPH Panel Chair MIRIAM “Iye” CORONEL -FERRER fielded the questions, clarified and quieted some apprehensions. They were simply engaging, adept and down-to-earth. The forum somehow exorcised some lurking phantoms that many ILIGANONS were fearful about. Nonetheless, you can’t blame them for their angst. They are in the immediate peripheries of the proposed Bangsamoro territory (adjoining Marawi and Lanao del Sur) and they had previous bad experiences with the MILF. Former SECRETARY SENEN BACANI, a panel member who had served former Philippine presidents and doing ground work principally in agriculture Mindanao, was a moderating, experienced voice with his clarity and distinctive competent demeanor. Add to this were the curt and succinct repartees and explanations of lady chair Iye Ferrer whose voice came through as re-assuring (and alluring!)  WHY DIVIDE? --- I was particularly struck by an eloquent Atty. Zaragosa who bewailed the “divisiveness” that the setting up of a Bangsamoro would inflict on a nation that ought to be united. He drew from the contemporary dividing lessons of the Berlin Wall of the East-West Germany; the NorthSouth Vietnam , North-South Korea divides; the Gaza Wall, etc. He was asking “why should the Bangsamoro be specially allowed to have their own separate world distinct from other Filipinos when all of us Boholanos, Cebuanos, non-Muslims, Ilocanos and specially those in Mindanao suffered the same experience of exclusion and poverty that Muslims complain about”. He claimed that we were all common victims of history when foreign colonizers divided us all as a people. Interesting points indeed.  SOVEREIGN CHOICE -- What provinces or areas will ultimately comprise the Bangsamoro territory was thoroughly explained with emphasis on the sovereign prerogative of inhabitants to either “opt in or opt out” of the Bangsamoro territory during the plebiscite. The bottom line is: at the minimum, at least two (2) provinces must vote “yes” otherwise the Bangsamoro may end up like the Cordillera’s “autonomous region that never was” because only one province opted “in”. Although Iligan City is definitely “out” and not “in” as part of the proposed Bangsamoro, the common expressed concern was about the six (6) Muslim-dominated barangays with a total area of about 20,000 hectares that may be “detached” from the city if (yes, if) the residents will “opt in” during the plebiscite. Some distinguished legal minds, notably some judges, raised legal points to question such eventuality.  RESOURCES -- The sensitive issue on inland waters and the use of natural resources by the Bangsamoro was expectedly raised. Iligan City and Bangsamoro on how non-Bangsamoro consumers could avail of those resources since the Bangsamoro would take over these natural jewels. Suggestions on how implementing gaps could be bridged were also submitted. Even the rumors about some fast operators cashing in on the proposed Bangsamoro setup selling positions in the proposed bureaucracy, including police slots were quashed. Why Bangsamoro is now the new buzzword to replace Muslim Mindanao was explained. Indeed, if nonMuslims like Lumads or IPs or even Christians can be inhabitants within the new autonomous territory, to refer to it as Muslim Mindanao will not fit.  LUMADS -- The Indigenous Peoples (IPs) also aired their own angsts, apprehensions and yes, hopes too. With around 35 tribal groups in Mindanao whose ancestral domain areas also overlap or are within the Bangsamoro, the tribes were evidently in clear search for clarifications and assurances of mutual respect and recognition of their own exercise of the right to self-determination. Taal to host Ala Eh! Fun Run 2014 on Dec. 1 THOUSANDS of participants are expected to take part in the Ala Eh! Fun Run 2014, the opening salvo of the Provincial Government of Batangas’ Ala Eh! Festival 2014, this December 1, 2014 at Taal, Batangas. In partnership with the Heritage Town of Taal, the race boasts of P5,000, P2,500 and P1,500 cash prizes and medals for the top three finishers in the 5-Kilometer category, and P3,000, P1,500 and P1,000 cash prizes and medals for the top three runners in the 3-Kilometer category. With a 6:30 AM gun start, the fun run will start and finish at the Taal Municipal Plaza that fronts the historic Basilica de San Martin de Tours. Registration fee is only P150

that includes a race singlet. Finisher shirts will also be given to the first 50 runners who will complete the race. CAMP NAKAR, Lucena City – A member of the Civilian Armed Force Geographical Unit (CAFGU) is believed to be abducted by the NPA in Brgy Cawayan, Ragay, Camarines Sur around 11am of October 15, 2014. The identity of the CAFGU is withheld for the moment for operational reasons and security of his family. Report reaching this office says that said CAFGU was on his way to Ragay Emergency Hospital with his wife and three (3) children when the abduction happened. The 902nd Infantry Brigade of the Southern Luzon Command has mobilized

troops to rescue the victim and capture the abductors. Security is also provided to the family. The Southern Luzon Command is yet to establish the reason for the abduction. The primary concern of the Command is the safety of the abducted CAFGU and securing his family. Coordination is also being made with the Philippine National Police. SOLCOM recognizes the CAFGU’s selfless service in the implementation of the peace and security in the region, as such, we will work hard to give him back the liberty he deserves from his abductors.

THE UNKNOWN RELIC OF ST. JOHN PAUL II

ON May 13, 1981, Anna Stanghellini, a nurse at the “Agostino Gemelli” Hospital, was working, as she did every day, in the surgery department. She didn’t know that at 5:19 pm that day Mehmet Ali Agca attempted to assassinate Pope John Paul II. She learned what happened in Saint Peter’s Square when the ambulance arrived at the hospital with the gravely wounded Pope on board. The operating room was ready and, at 5:55 pm, doctors under the guidance of Professor Francesco Crucitti, were able to begin the operation. However, first it was necessary undress the Pope and, in order to not lose precious time, his cotton vest was cut and thrown on the floor along with the gauze soaked with blood. Seeing the vest, the nurse did not feel she should throw it away. First she wrapped it in a clean gauze, then in a white hand towel and put it in her locker, without saying anything to anyone. She kept it at home until the year 2000, when she decided to give this priceless gift to the Provincial House of the Sisters of Charity of Saint Vincent of Paul. Anna Stanghellini was linked to the order for a long time. In 1964, she began the novitiate of the Sisters

of Charity, but then realized that it was not her vocation and chose the nursing profession. However, she kept in close contact with the Sisters . Upon her retirement in 1996, she decided to live near their Provincial House, where she died in 2004. The former Provincial, Sister Beatrice, realized immediately the value of the gift received from a simple nurse from Gemelli Hospital, because she was convinced that one day that vest, stained with blood, would become a true relic of Pope John Paul II. To better preserve the papal vest, it was place behind glass case and framed. After John Paul II’s death, Sister Beatrice decided to show the memento of the Pope to Archbishop Piero Marini, the then Master of Pontifical Liturgical Celebrations. The prelate had no doubts of its authencity. Moreover, the Sisters were in possession of Stanghellini’s written statement, attesting to the authenticity of the garment. As a precaution, however, Archbishop Marini asked the Provincial to leave the vest at the Vatican. Sister Beatrice did so with great pain, because she was convinced that she would never recover that precious memento.

However, her fears were abated. A few days later, the Master of Ceremonies called her, and asked her to pick up the papal vest. May 1, 2011 was a special day for the Sisters of the Provincial House on via Francesco Albergotti. The memento of John Paul II became a relic of the new Blessed. The Blessed’s relic was placed in one of the small side altars of the large chapel of the House. When the Sister who accompanied me opened the door of the altar, decorated with an image of the founder of the Sisters of Charity, I was very moved: behind the glass could be seen the vest of the attack, cut on both sides, with dark blood stains at the level of the abdomen (in the background there are three holes, which indicates that the vest was folded when it was pierced by the bullet fired by Ali Agca’s pistol), and red stains of disinfectant. Clearly visible on the collar are the initials “JP” embroidered with red thread. Around the vest the Sisters have placed newspaper clippings with images of John Paul II at the moment of the attack, in the hospital bed after the surgical intervention, with the attacker, Ali Agca, and with nurse Anna Stanghellini. There were

also the written statements of the nurse, of the Superior of the House, and of Monsignor Peter B. Wells, adviser in the Secretariat of State, certifying the authenticity of the relics. Today, the former Provincial House of the Sisters of Charity at Rome has become the “Regina Mundi” House, where the elderly and sick religious reside. However, the chapel has become today one of Saint John Paul II’s shrines. When I asked Sister Amelia, the Superior of the House, what it means to the community to have such a relic, she answered: “It’s a gift and a responsibility. It’s a gift because we feel honoured to be the custodians of such a precious and significant relic of the Holy Father; a responsibility because we have made ourselves available to receive all the people who come here to pray.” Many people come to the “Regina Mundi” House, particularly on Wednesday. Pilgrims who take part in the General Audience go afterwards to via Francesco Albergotti to pray before St. John Paul II’s relic, “signed” with his blood shed in Saint Peter’s Square during the attack on his life.| ZENIT NEWS AGENCY

Community response on press councils

So far the response of the four press communities on the creation of local press councils has been largely enthusiastic. They recognized that enabling the community to lodge complaints through press councils makes for a better and more responsible press. PPI’s discussions resulted in the creation of interim groups by the participants themselves to discuss the finer details of establishing these councils. These interim groups are composed of leaders and representatives from the press, academe, business, and civil society. PPI has provided these groups with modest funds to jumpstart their discussions to finalize and create their own councils. Buoyed by the success and positive feedback given by local journalists and other stakeholders on the discussions on press councils, PPI promises to bring these consultations and discussions in other areas as part of its mandate to protect press freedom and professionalize the print media industry in the country.|
