DTI bares Calabarzon development plan for micro, small and medium entrepreneurs

CALAMBA City, Laguna -In a meeting held recently, the Calabarzon Regional Micro, Small and Medium Enterprise (MSME) Development Council presented its Regional MSME Development Plan for the period 2014-2016. The development plan would ensure that the MSMEs are implementing the value chain approach and will be benefited by it; that marketing information are available and accessible and other support systems are established and sustainably operating; that MSMEs are using information technology and intellectual property system to develop a sustainable market share and

gain competitive advantage for their products and services; and financial products, services and support programs that the MSMEs need are sustainably available even for the startup MSMEs and those in the countryside. It also envisions that the cost and requirements to obtain loans are affordable, reasonable and manageable with simplified and streamlined processes, and more importantly, the assistance in accessing funds is coordinated, relevant and effective. “The 3-year plan is a product of convergence with other government agencies

using our respective programs and projects as we want the soft and hard infrastructures established”, Marilou Quinco-Toledo, DTI Regional Director, said. The plan also conceives that the cost of doing business particularly taxes and fees are affordable to entrepreneurs. “We are embedding some new concepts and strategies, and with these, we expect our entrepreneurs and stakeholders to have pervasive entrepreneurial mindsets at the same time genderresponsive, environmentfriendly, and competitive locally and globally”, Toledo emphasized.

Community Intelligence Training Seminar sponsored NASUGBU, Batangas – Crime is everybody’s concern. The community relies on the police for their safety and security while the police rely on the community for the support and cooperation, especially in information sharing. With the intent of getting reliable information from the grassroots and strengthening information gathering from the barangay, Batangas PPSC under the supervision of PSUPT MANUEL J ABRUGENA sponsored a Community-Based Support System (CBSS) seminar held at 514th Engineering Construction Battalion of the Philippine Army based at Sitio Palico, Brgy. Bilaran, Nasugbu, Batangas, October 25. One hundred eighteen CBSS members attended the oneday seminar facilitated by intelligence operatives of this unit. Guest instructors from 730th and 740th Combat Group of the Philippine Air Force were invited to teach on the different topics indicated in the course’s program of instruction. Among the topics discussed to the participants were Barangay Module, Enemy Indicators, Enemy Plans and Tactics and Reporting of Gathered Information. The participants composed of 118 individuals broken down into 116 males and 2 females came from the municipalities of Balayan, Calaca, Nasugbu, and Tuy. After finishing the training and becoming legitimate members of CBSS, they are expected to assist the Batangas PPSC in gathering information about the presence of CNN and other lawless elements in their respective communities. Practical exercises on basic arresting techniques, distribution of Certificates of Attendance and closing remarks from the Company Commander capped the activity at around 5:00PM of the same day.|

The Regional MSMED Council is composed of representatives of the MSME sector and government agencies as enablers, i.e., the Departments of Agrarian Reform, Agriculture, Cooperative Development Authority, Labor and Employment, Science and Technology, and Trade and Industry. Dairy Processing Center ng PCC, itatayo sa Oriental Mindoro CALAPAN, Oriental Mindoro – Magiging kauna-unahan sa lalawigan ng Oriental Mindoro ang proyektong pagtatayo ng Philippine Carabao Center (PCC) Dairy Processing at Marketing Complex sa bayan ng Bansud. Ito ang siniguro ng pamahalaang panlalawigan matapos isagawa kamakailan ang ground breaking ceremony sa barangay Salcedo ng nabanggit na bayan. Dahil dito, higit na sisigla ang produksyon ng fresh milk at dairy by-products sa lalawigan sakaling maging matagumpay ang nasabing proyekto. Pinangunahan ni 2nd District Representative Reynaldo V. Umali ang groundbreaking ceremony na nakalaang P3.4 milyong pondo mula sa pamahalaang nasyunal. Layunin ng proyekto na maitaas ang antas ng agrikultura sa lalawigan. Ayon kay Congressman Umali, ito na ang simula ng katuparan ng kanyang pangarap na gawing center for agricultural excellence partikular ang ikalawang distrito ng lalawigan. Ito na rin aniya ang kauna-unahang dairy processing complex na gagawin sa Pilipinas sa labas ng Philippine Carabao Center na matatagpuan sa Nueva Ecija. Nauna na rito, nailunsad na ang carabao development program ni Congressman Umali sa Brgy. Mapang sa bayan ng Bongabong. Umabot sa 60 dairy buffalo ang naipagkaloob ng PCC sa nasabing proyekto. Dito nasimulan na ang milk feeding program sa mga day care centers sa nabanggit na bayan.

Kampanya ng PopCom pra sa kabataan, inilunsad sa Occ Min

MAMBURAO, Occ. Mindoro – Inilunsad kamakailan ng Population Commission o mas kilala bilang POPCOM, ang isang kampanya para sa mga kabataan ng Mimaropa na tumatalakay sa maseselang paksang madalas makaapekto sa kanila gaya ng sex, droga at alcoholism. Ang paglulunsad ay pinasimulan sa bayan ng Mamburao, at naging katuwang ng POPCOM ay ang Provincial Social Welfare and Development Office (PSWDO) – Occidental Mindoro. Sa pamamagitan ng isang istratehiya na kung tawagin ay You for You (U4U), naihatid ng POPCOM ang mga mensahe sa mga maseselang paksa para sa tamang kamalayan ng mga kabataan. “Vulnerable ang mga kabataang may edad 13 – 19 sa usaping sexuality, drugs, alcohol at iba pa. Kaya dapat maibigay sa kanila ang tamang impormasyon”, ayon kay Regional Director Lourdes Nacionales ng POPCOM Region IV. Sinabi pa ng direktor na naniniwala siya na mas mabilis at epektibo ang paghahatid ng mensahe kung mga kabataan din ang magbibigay ng impormasyon. Sa unang araw ay sinanay ng POPCOM at PSWDO ang may 30 mga Supreme Student Government (SSG) ng iba’t ibang pampubliko at pribadong paaralan. Sila ang siyang nagsilbing facilitators sa may 100 mga dumalong kabataan sa ikalawang araw ng pagsasanay. Ayon kay Racquel Girao, Education Program Supervisor ng Department of Education (DepEd), inatasan ng kanilang tanggapan ang mga SSG upang magsilbing facilitators. Nagmula ang mga magaaral na ito sa mga bayan ng Mamburao, Paluan, Sablayan, Sta Cruz at Abra de Ilog (MAPSSA AREA). “Our DepEd OIC Superintendent Shirley Ferrera instructed me to choose the best”, paliwanag ni Girao kung bakit mga SSG ang ipinadala ng DepEd. Nagpasalamat din si Girao sa POPCOM at pamahalaang panlalawigan sa pagkakataon ibinigay sa mga kabataan ng lalawigan dahil bukod sa napakahalagang impormasyon ay napapanahon ang pagtugon sa mga usaping pangkabataan.|

Lacson to lead launching of Sawali Livelihood Center in Coron PUERTO PRINCESA City – Presidential Adviser for Rehabilitation and Recovery Secretary Panfilo Lacson will lead the launching of the Community Sawali Livelihood Centre & Showroom on November 4 in Bgy. Guadalupe, Coron which was ravaged by typhoon Yolanda almost a year ago. The sawali center and showroom is part of the Guadalupe Community Sawali Livelihood Project initiated by the International Labour Organization (ILO) through Partnership of Philippine Support Service Agencies (PHILSSA) and the Dept. of Labor & Employment (DOLE) to help the community to rebuild their lives by providing access to sustainable livelihood. Sec. Lacson will be joined by Director Lawrence Jeff Johnson, ILO Country Office for the Philippines Country Director. Also invited to grace the event are DOLE Secretary Rosalina Baldoz and TESDA Director General Joel Villanueva. About 500 individuals in the barangay are already benefitting from the sawali-making production project, which was turned-over to the community by ILO-DOLE last May. |

Mga bahura sa baybayin ng Batangas, nanganganib na? UMABOT na sa Poor Condition ang kalagayan ng mga bahura o coral reefs sa baybayin ng Lunsod Batangas. Ito ay ayon kay Noel Mendoza, kasapi ng Batangas Community Divers Seal, Inc. sa kaniyang ulat na may pamagat na Bahura at Bagyo sa harap ng miyembro ng Sangguniang Panlunsod sa kanilang regular na sesyon, Oktubre 27. Ani Mendoza, ito ang resulta ng isang taong masusing pag-aaral ng kanilang grupo na pinondohan ng United Nations World Food Program. Isang technique na kung tawagin ay Manta Tow Technique ang itinuro ng mga Marine Biologists sa mga boluntaryong divers ang ginamit upang makuha ang assessment na ito sa mga baybayin sa lungsod. Ito ay nabibilang aniya sa programang Marine Biology for Non-Marine Biologists na ibinibigay ng libre sa kanilang samahan.

Ani Mendoza, sa paraang ito, may isang volunteer diver sa bawat baybayin na masusing minamarkahan ang mga criteria na nakasaad sa manta board. Dito nila inuuri ang mga coral reefs batay sa kanilang kalagayan, kung sila ay nabibilang sa hard coral, soft coral, dead corals, dead corals with algae, sand area at rock area. Base sa kanilang survey, nasa 25.83% na lamang ang natitirang coral reefs sa mga baybayin ng coastal barangays sa lunsod. Nakakaalarma aniya ang datos na ito sapagkat ang mga bahura ang isa sa mga dahilan kung bakit hindi nakararanas ng malalakas na bagyo ang lunsod. Aniya, ang isang uri ng bahura na kung tawagin ay boulder reef ay pumipigil at bumabasag sa malakas na hampas na hangin at alon kung may dumarating na bagyo.

Isa sa itinuturong dahilan ng pagkasira ng coral reefs ay ang Coral Bleaching, isang epekto ng Climate Change na nagreresulta ng sobrang paginit ng ating mga karagatan. Subalit ayon kay Mendoza ang kapabayaan ng tao ang mas malaking rason sa pagkasira ng bahura. Ilan dito aniya ang pagputol sa mga bakawan o mangroves, reclamation operations at ang simpleng pagtatapon ng basura. Bilang pagtatapos, humingi ng tulong si Mendoza sa Committee on Environment na gumawa ng hakbang upang maprotektahan ang nalalabing 25% ng coral reefs. “Kung ito aniya ay maiingatan, malaki ang posibilidad na lumago ulit ito sapagkat bagamat napakabagal, ang mga bahura ay may buhay at ito ay lumalaki bawat taon,”ani Mendoza.| JERSON J. IT’S been three years already since a group of journalists in Mindanao was massacred. After these years, nothing concrete action is available and it is crearly unsure for the moment that justice be met for the massacre victims and their bereaved families. Still, the Philippines is tagged as the 2nd most hostile country in the world against journalists.  Sharing with the sentiments of the journo comunities nationwide, let me publish here in toto the words of our friend, Rowena Paraan, Chairperson of the National Union of Journalists of the Philippines (NUJP):  Today, November 2, we observe the first United Nations Day to End Impunity for Crimes Against Journalists, with sorrow and rage. That the UN has to declare such a day, just as IFEX in 2011 declared November 23, the date the 2009 Ampatuan massacre happened, the International Day to End Impunity, says much of how freedom of the press and of expression, and those who not only wish, but whose duty it is, to exercise these freedoms have come under increasing attack. Thus far this year, the International Federation of Journalists has recorded close to 100 media killings worldwide. Ironically, the assaults have increasingly come not only from parties traditionally seen as hostile to a free press -- autocratic and corrupt governments, terrorist organizations, crime groups -- but also from those that justify repression as part of their professed intention to protect basic rights and freedoms, particularly governments engaged in the so-called “war on terror.” These two days -- November 2 and 23 -- strike a deep chord within the community of independent journalists in the Philippines, who have lost 171 of their number since 1986 as government apathy and even hostility continue to feed the impunity with which assaults on the press are committed. It has not helped that President Benigno Aquino III has not only broken all his promises of justice and good governance, presenting lame excuses for taking back his vow to enact the Freedom of Information Law and even bungling the number of media victims -- 32 -- of the single deadliest attack on the press in history but, worse, time and again making the media a whipping boy for fulfilling its duties of informing the people of what his administration is doing or not doing for them. Indeed, under Mr. Aquino’s watch, 33 of our colleagues have lost their lives, one of the worst records of any sitting president. Yet, instead of ordering an end to the killings, he has again and again offered what amounts to a justification for the murders, hinting without providing any evidence that the victims were either not killed for their work or were engaged in less than ethical undertakings. From this day until the 23rd, and way beyond that, the National Union of Journalists of the Philippines, together with other media organizations and freedom of expression advocates, will remind Benigno Aquino III of how badly he has failed to fulfill his pledge to protect our rights and freedoms and, because of this, how his hands are stained with the blood of our fallen colleagues.|

Binay-bashing THE ongoing investigation in the Senate on the alleged corruption of Vice President Jejomar Binay is losing moral grounds. Many people see the inquiry as nothing but an orchestrated proceeding to persecute VP Binay and those who would come out to defend him. Some even say that three senators who are heading the investigation (Antonio Trillanes, Allan Peter Cayetano and Koko Pimentel) have gone out of control already. Lately, some private individuals have been dragged to the investigation and branded as dummies of VP Binay and his family to conceal. Business Antonio Tiu was invited to the Senate hearing and in spite of his insistence that he had nothing to do with the beleaguered Vice-President, the lead investigator called him a Binaydummy and liar. The senators even called on the Bureau of Internal Revenue and the Department of Justice to investigate his businesses and to file cases against him. This is unfortunate since the Senate was claiming before that the investigation was done in aid of legislation and not to persecute anybody, especially VP Binay. Television and radio networks have also become convenient venues to propel the assertions of the senators against the Vice President. Interviews and video footages have pictured him in bad light since his refusal to attend the hearings and his alleged properties in Batangas have received too much attention from these networks. VP Binay has become the media’s favorite since the investigation began and it seems that the unfair publicity will only stop when the 2016 Presidential election comes. The current mood is not speaking too well of the Senate. Binay-bashing in the Senate and on television has become dragging and tiresome. While it is fair to say that VP Binay has not been getting more public sympathy either, his inquisitors continue to lose grace in the eyes of the public. Filipinos seem to delight the trivialities of Philippine politics, but they are not known

to liking vulgarity and arrogance. On the contrary, highhandedness, bullying and self-righteousness are some of the contemptible traits that common people hate. Civility is natural in Filipino psyche. Arrogance and self-conceit masquerading as truth-seeking vindictiveness will always surface as foul deeds violating the sensibility of the people. In fairness to the Senate, no political inclinations or interests may limit the exercise of its power to conduct inquiries in aid of legislation. The power is constitutionally secured. Committees and subcommittees of the Congress possess the same kind of authority when they sit as investigative committees. No politicians or government officials may ignore their processes at will. They have the authority to enforce their processes and put contumacious witnesses in contempt to protect the integrity of the Congress and the inquiry. In the exercise of the power of inquiry in aid of legislation, the Congress and its committees are supreme. However, there is no dividing line which can separate the personal agenda of members of Congress from the legitimate business of the latter. Also, the limitations imposed by the Constitution on the conduct of inquiries do not assure that investigators will not overdo the inquiry to the prejudice of invited resource persons. Thus, Congressional investigations have become the most dreaded fora both for public officials and private individuals. Until now, there is no telling how and when the investigation will be concluded. It has become openended with the senators trying to unearth all issues that may be ventilated against the Vice President. Meanwhile, people may have already formed their judgment as to whether VP Binay and his family are guilty of the assertions against them. At this point, the interesting question is whether people will support VP Binay’s bid for the Presidency or side with the Senators who declared their intention to run for President.|

Mapalad pa rin ang ating bansa ANG bansa natin ay napakapalad pa rin kumpara sa mga bansang nahaharap ngayon sa kaguluhan, kagaya ng Iraq, Syria, Libya, Israel, Pakistan, Afghanistan at napakarami pang mga bansang nakararanas ngayon ng pagkakawatak-watak ng kanilang mga mamamayan dahil sa hindi maayos na pagpapatakbo ng mga namumuno sa gobyerno nila at kasama na rin ang pag-uudyok ng mga taong mayroong ibang paniniwalang politikal at ispiritwal. Kung titingnan mo ang mukha ng kaguluhan sa mga bansang ito, partikular sa pagkasira ng mga gusali at iba pang imprastruktura nila, kasama na rin ang hirap na nararanasan ng mga mamayan nila, minsan gusto mong sisihin ang mga taong may mga radikal na pagiisip na nauuwi sa bayolente at armadong pakikibaka. Dito sa Pilipinas, mapalad tayo dahil unti-unti na tayong natututo na ang marahas at armadong pakikibaka ay hindi tamang paraan para solusyonan ang mga maling sistemang nakikita natin sa gobyerno. Nandyan ang hindi nating matatawarang paggalang nila sa karapatang pantao at pakikipagtulungan nila sa halos lahat na atang programa ng gobyerno at ng mga pribadong sektor. Kaya naman, ang tao ay tunay na nagkaroon na ng tiwala at respeto sa ating mga kasundaluhan. Ang resulta nito, marami sa mga mamayan natin na dating sumusuporta sa mga radikal at armadong pakikibaka ang ngayon ay nagbago na. Marami na sa ating mga mamayan ang naniniwala na ang pagbabago sa ating gobyerno ay maaari na nating makamit sa pamamagitan ng eleksyon. Kaya nga ang tiwala ng international community sa tatag ng ating demokrasya ay mataas na rin, kaya naman ipinagkakatiwala na nila ang kanilang mga puhunan sa ating bansa. Ito ang mga bagay na dapat nating patuloy na itaguyod sa ating mga mamayan. Ang tiwala nila sa institusyon ng gobyerno upang maiwasan nating matulad sa mga bansang nahaharap ngayon sa

Sa pangunguna ni Rudy, armado nilang hinanap ang suspek hanggang makita nila ang isang lalaki na tumatakbo kaya sinigawan ito ni Rudy ng “pulis, tigil!”. Pagkatapos ay binaril agad ni Rudy ang lalaki na sa huli ay napag-alamang si Gerry. Namatay si Gerry dahil sa tama ng bala sa katawan. Nakasuhan si Rudy ng murder dahil sa pag-atake at pagbaril kay Gerry, pinagisipan daw ni Rudy ang krimen, pataksil ang pagbaril nito sa biktima at inabuso raw nito ang kalakasan laban kay Gerry. Pinatunayan ni Ato, tanging testigo sa krimen, ang paratang kay Rudy. Subalit naging taliwas ang testimonya ng ibang kasamahan ni Rudy kung saan iginiit nila na kaya binaril ni Rudy si Gerry ay dahil tinangka nitong hatawin ng tubo si Rudy. Gayunpaman hinatulan ng Sandiganbayan si Rudy ng homicide. Hindi nito tinanggap ang depensang pagtatanggol sa sarili subalit naisaalang-alang naman ang makatwirang

sirkumstansya ng pagtupad sa tungkulin ni Rudy bilang isang pulis. Pati ang boluntaryog pagsuko ni Rudy ay nagpababa ng kanyang sentensya sa tatlong taon at tatlong buwan hanggang pitong taong pagkakakulong. Kinuwestyun ni Rudy ang naging hatol sa kanya. Iginiit niya na dapat ay wala siyang anumang pananagutang kriminal dahil ang pagbaril niya kay Gerry ay sanhi ng kanyang pagtupad sa tungkulin o kaya ay naayon sa batas. Tama ba si Rudy?  MALI. Ito ang ginawang depensa ni Rudy, ang tangkang pag-atake sa kanya ni Gerry. Dapat sana ay naibilang ni Rudy sa kanyang report ang tubong ginamit ni Gerry upang mapatunayang ipinagtanggol lamang niya ang sarili sa kapahamakan. Why kill journalists? I WOKE up 2:30 a.m. early dawn a few days ago while in a hotel in Iligan City and went to the small lobby area where internet wi-fi connection was strongest. Although still sleepy, I had to be on “Skype” with AL JAZEERA TV broadcasting live from the Middle East, sitting there from halfway across the globe hoping I could contribute to the discourse. The TV show, “The Stream”, was featuring the theme IMPUNITY and the killing of journalists. The Philippines now ranks No. 2 in the world with about 67 “journos” killed or murdered. I guess it was the “wholesale” Maguindanao massacre more than 4 years ago killing more than 30 media persons in one flash that got us in the top honor roll as one of the most dangerous places for journalists in the world. Yes, the perils of journalism work are varied. I recall my days when I was a Davao reporter in the late 1960’s. I had to arm myself with a handgun so I could continue -- and boldly -- write about some smuggling incidents at the Davao Port Customs Office. One Customs official threatened me with a gun at the coffee shop after my expose involving him was published. Also during Martial Law when I wrote about abuses and human rights violations of both the military and the NPAs, I had to feel secure with firearms ready in the car, in the house and in the office, just in case. It was simply a choice of shutting up and no longer write about certain anomalies due to the imminent threats and hazards OR to arm myself so I could feel a bit secured to continue my exposes. I chose the latter. Of course, things have radically changed since. Imperatives are not the same in different areas and situations. Just two weeks ago, a group of broadcasters and writers in Cotabato got organized and underwent gun handling briefings and practice shooting sessions at a firing range in Midsayap City, North Cotabato due to real dangers in the work place. They told me the prevalence of guns and shooting incidents in the area compelled them to be so prepared to enable them to freely perform their jobs before the microphones or at news desks. If they feel unsafe, they admit they will have to "soften up" on their reporting. Indeed, journalism is not a walk in the park. Anyway, I had this to add to what I said during that AL JAZEERA TV show: “Impunity can be addressed if perpetrators are arrested, brought to justice and punished. Otherwise journos will have to protect themselves, individually and collectively, if they want to write and broadcast freely and with integrity. To feel unsecure and in peril will shackle them from expressing freely. This profession is not for the faint-hearted. It takes moral courage to be true to the calling. Professionalism and fairness are good deterrents. Also providing an adequate mechanism of redress to those who are in the receiving end of media criticism will also do a long way in preventing the desperate and the aggrieved to take the law into their own hands.” Well, we in Mindanao have our own share of murders and violent incidents not only of media persons -- mostly unsolved and the murderers not even identified nor arrested and still not made accountable for their crimes. In repressive times like Martial days or challenging areas like in repressive regimes or conflict areas, the rules of the game are quite different. A journalist in big cities and more urban areas, at the most, face the risk of libel or damage suits. But in more challenging areas, especially when law and order are not that good, physical risks and risks to life and limb are commonplace and real. I used to read reports about so-called “paid hacks” or propagandists, or political blackmailers, or plain mulcters or extortionists, parading themselves as journalists, end up usual victims of murders and summary killings. I once talked to one politician who entertained no hesitation in justifying “sudden death” to a radio announcer -block-timer (one who buys radio time) whom he described as having “murdered” his reputation (which he said he painstakingly earned over the years) every minute in his daily radio program whom he discovered was in the payroll of a rival candidate. "If he took the law into his own hands in murdering what to me is as valuable as life, then will I not take the law into my own hands too for redress and protect myself? So he himself put his life on the line ", he forcefully argued. The broadcaster did so with impunity. But the politician too contributed to that climate of impunity! So the question still begs to be answered: how do we prevent or solve a climate of IMPUNITY? The common sense answer is of course: government and law enforcers must enforce the laws by effectively solving crimes. Simple? Not really! It takes expertise and skills and focus to solve crimes. The police and the law enforcer need not only collar the suspect. The evidence gathered must stand judicial scrutiny to be able to nail down the bad guy in court. Then of course, this is not to mention the long, tedious and expensive judicial process that must take place. I know of family survivors who have to contend with real dangers and the same risks, as they remain steadfast in seeking justice for a murdered family member. Modern crime -solving techniques, sleuthing, including use of forensic medicine, fascinate us when we watch TV serials where big crimes are easily solved in the end. But they are not that easy in real life, folks! We are not there yet, sorry to say. Journalists, (ho-hum) belong to a special breed. They face threats and dangers they must address. Yes, the pen is mightier than the sword.
