Sa salaysay ni Comia, bandang ala dos ng hapon pinuntahan siya ni Bagting at sinasabing nanakaw ang steel fence ng nitso ng yumao ka pamilya. Agad nilang hinanap ang mag nanakaw at doon nila nasukol sa bandang silangan ng sementeryo habang aktong binubuhat ni Ganas ang steel fence upang ikarga sa tricycle na kinumpirma naman ni Bagting na yoon nga ang nawawalang bakod ng nitso. Ang bakal na ninakaw ay nag kakahalagang 24,000 kung ipag bibili. Calumpang Bridge rehab, malapit na! Ito’y kasunod ng pagtatapos ng lahat ng mga kinailangang pag-aaral at pagsusuring isinagawa kaugnay ng topograpiya sa Ilog Calumpang na malaking konsiderasyon sa pagbabangon ng bumagsak na bahagi ng tulay. Tanging ang program of work para sa nabanggit na tulay ang hinihintay na makumpleto ng Regional Office ng DPWH bago tuluyang masimulan ang naturang rehabilitasyon. Ayon kay City Engineer Adela Hernandez, ang resulta ng isinagawang mga test ng United Technology Consolidated Partnership (UTCP) na syang consultant ng DPWH, ang magiging batayan ng structural design ng itatayong bagong Calumpang Bridge. Ang mga tests na ito ay kinabibilangan ng soil boring test, soil exploration, at topographic and hydraulic survey sa ilog. Noon pa mang unang linggo ng Oktubre ay pirmado na ang Special Appropriation Release Order (SARO) para sa naturang rehabilitasyon na may laang
bajet na P77,050,000 na ini-release sa DPWH Regional Office IV-A. Kalaghatian ng Oktubre, nabatid kay Usec. Ronnie Geron na pinirmahan na ni DPWH secretary Rogelio Singson ang memorandum para sa pagpapatupad ng rehabilitasyon kung kaya’t magtutuluytuloy na ang iba pang proseso gaya ng public bidding at pagtatapos ng plano mula sa Bureau of Design. Unang linggo ng Nobyembre, sinabi ni Geron na hindi natuloy ang bidding dahil sa mga holiday noong Undras kaya inaasahang matutuloy ito nitong ikalwang linggo ng Nobyembre. Bibnigyang-diin pa ni Geron na hinihingi niya sa DPWH na tiyaking ang mga sasali sa bidding ay mga kontratistang may napatunayan nang kakayahan at dalubhasa na sa paggawa ng tulay upang maseguro ang tibay ng proyekto. Samantala, iniulat kamakailan ni Engr. Hernandez na sisimulan na din ngayong Nobyembre ang paglalagay ng
pontoon footbridge sa Ilog Calumpang na may habang 115 metro at luwang na walong (8) metro. Balak itayo ang footbridge sa tapat ng P. Panganiban Street patungong Barangay Pallocan West. Inaasahan na ito ay magagamit sa kalagitnaan ng Disyembre. Ayon pa kay Hernandez, ang pontoon bridge na ito ay “the first of its kind in Batangas or even the Philippines”. Bubuin ito ng 23 floating panels at dalawang (2) landing panels sa magkabilang dulo. Bawat panel ay may 16 na floaters. Mayroon din itong bubong, railings at dibisyon sa gitna para matiyak ang maayos na daloy ng mga gagamit nito. May kabuuang Php 10.9 milyong laang bajet para rito. ‘Plake ng Pagkilala; para sa bayaning ina! Si Beverly ay residente ng Barangay Sampaga at kasalukuyang empleyado ng City Council for Youth Affairs (CCYA). Ayon kay Beverly, September 15 nang magsimula siyang magbigay ng sariling gatas para kay baby “Josea”, isang 2month old na bata na inabandona ng kaniyang mga magulang at kasalukuyang nasa pangangalaga ng CSWDO. Ayon pa kay Beverly, ang kaniyang asawa mismo ang humikayat sa kaniya na maging volunteer donor matapos na mabasa nito ang panawagan ng CSWDO sa social media na naghahanap ng sponsor para kay baby “Josea”. Hindi siya aniya nagdalawang isip dahil 8AM-5PM ang trabaho niya sa opisina at hindi naman siya makakauwi sa kanila para pasusuhin ang kaniyang bunsong anak. Sa halip aniya na masayang ang kaniyang gatas, ibinibigay na lamang niya ito sa nangangailangan. Ani Beverly, dalawang beses sa isang araw siya mag-pump ng gatas sa isang
8-ounce na lalagyan. Sa kaniya aniyang pagkakaaalam, walo silang boluntaryo na nagbibigay ng gatas para sa bata. “Masarap sa pakiramdam na alam mo na nakatutulong ka kahit man lamang sa simpleng paraan. Kesa naman masayang at maitapon lamang ang aking gatas, mas maigi pa na i-share ko ito kay baby Josea hanggang kaya ko”, ani Beverly. May mensahe rin si Beverly sa mga magulang, lalo na sa isang ina na nagbabalak na abandonahin ang kaniyang anak: “Kahit po gaano kahirap ang buhay, at kahit gaano kahirap bumuhay ng isang pamilya, huwag po natin isipin na iwanan ang ating mga anak. Una po, kasalanan ito sa Diyos at isipin natin na tayo ang dapat magpalaki, gumabay at kumalinga sa ating sariling mga anak”, pagtatapos ni Beverly. Taal gets the key of Ala Eh Festival The annual Ala Eh Festival has been hosted already by the towns of Calaca, and the cities of Tanauan and Lipa. Now on it’s seventh year, Ala Eh Festival, also called the festival of festivals, is the highlight of the 433rd Foundation Anniversary of the province of Batangas and showcases the festivals around the province. The weeklong event will commence with a fun run on December 1. Hundred of participants will assemble at exactly 6:00 o’clock in the morning at Tawilisan Junction and will end at Taal’s poblacion. At 4:00 o’clock in the afternoon of the same day, a Street Party will start along Marcella Agoncillo Street. In the evening of December 2, the Mutya ng Taal pageant will be held at Taal Covered Court followed by a showcase of talents dubbed as Taaleño, Ang galing Mo! At the Taal Plaza Main Stage on December 3. The Mutya ng Batangas Pageant, also dubbed as the pinultimate of all pageantry in the province, will be held at Taal Plaza. A new stage will be installed right at the steps fronting the famous Taal Basilica where 23 beautiful
candidates representing their own towns and cities will vie for the crown. Prior to this, the 23 candidates were challenged to face the media panelists at the Press Presentation at the Taal Catholic Rectory last Saturday. The longest running singing contest in the province, the Voices, Songs and Rhythms (VSR) Grand Finals will be held too in the same stage on December 7. On December 8, the Foundation Day of the Province of Batangas, activites will commence with the celebration of the Holy Eucharist at the Basilica of St. Martin of Tours at 7:00 o’clock in the morning. An hour later contingents for the Float Parade and Street Dancing will assemble at Barangay Alta Tierra and will move westward to the Poblacion area. The activities will be culminated with the Festival Dabce Competition at Taal Park at 11:00 o’clock in the morning. Street dancers from different municipalities will showcase their respective festival dances like the Sinukani Festival of Rosario, Tulingan Festival of Lemery, Anihan Festival of Lobo, Lambayog Festival of San Juan, among others.|

Ayon kay POPCOM OIC Regional Director Lourdes Nacionales ng Region IV, base ito sa pagtaya ng Phillippine Statistics Authority na ang populasyon ng mga Pilipino ay papalo sa ika-100 milyon mula sa mga batang ipinanganak noong July 27 sa oras na 12:06 ng madaling araw. Si Baby Pearl ay ipinanganak ng 12:09 ng madaling araw. “Lahat ng lalawigan at siyudad sa buong bansa ay tiningnan natin kung merong ipinanganak sa mga pasilidad ng paanakan, malapit sa 12:06 noong July 27”, paliwanag ni Nacionales. Ayon pa sa direktor may ilan pang mga sanggol na tumanggap ng kaparehong pagkilala mula sa Palawan, Marinduque, Oriental Mindoro, Romblon at Calapan. DSWD MIMAROPA holds Gawad Listahan regional awarding
CALAPAN CITY, Or. Mindoro – The Department of Social Welfare and Development (DSWD) Mimaropa conducted recently its first Gawad Listahanan Regional Awarding for the Local Government Units (LGUs) at Filipiniana Hotel here. According to DSWD Mimaropa Regional Director Wilma D. Naviamos, the awarding ceremony is in recognition of LGUs effort in promoting convergence of all social protection programs on Listahanan database (identified-poor) to address problems on poverty. The provinces of Oriental Mindoro and Palawan were both adjudged Champions in the Provincial Category and the province of Romblon got the place of First Runner-up. The champions received each Certificate of Appreciation, Plaque of Recognition and a Cash Prize of P15,000 while the first runner-up received P10,000, Certificate of Appreciation and Plaque of Recognition. The criteria for judging in the best LGUs that conducted massive identification of the poor for the Listahanan database of the region are as follows: LGU must have a Memorandum of Agreement with DSWD; Must have funded and implemented social protection programs using Listahanan database as reference of identifying beneficiaries; and 100%compliance on the submission of feedback utilization report to DSWD. This activity conducted by DSWD is the first event being made by the agency in 16 regions nationwide. Dir. Novenas expressed optimism in this endeavor, as she considers the event a remarkable one, noting the efforts exerted by the LGUs, not only in the provincial level but also in the city and municipal levels.| ...........................................................................

PUERO PRINCESA, Palawan — Dumaong noong Nobyembre 10 sa lunsod ng Puerto Princesa ang barkong MV Superstar Aquarius. Ang nasabing cruise ship ay galing pa sa Hongkong bago ito nakadaong sa Puerto Princesa City Port ulan ang nasa 1,500 turista mula sa karatig bansa sa Asya tulad ng Singapore, China at Malaysia at 1,000 crew. Ito ang kauna-unahang pagkakataon na nagtagal ang isang barkong panturista o nagpalipas ng gabi dito sa lunsod. Presyo ng petrolyo sa Batangas, may pag-asa pa bang bumaba? ILANG buwan na ang nakararaan, naging banner story ng Pahayagang BALIKAS ang istorya ukol sa regulasyon ng pagtatayo ng mga gasolinahan sa Lunsod Batangas, kasunod ng isinagawang pagdinig ng Sangguniang Panlunsod sa pangunguna ng komite ni Kagawad Claudette Ambida-Alday. Sa naturang pagdinig, inirekomenda ng komite na maamyendahan ang ordinansang nagtatakda ng distansya ng bawat itinatayong gasolinahan sapagkat ang laging idinadahilan kung bakit lubhang mataas ang presyo ng krudo at iba pang produktong petrolyo sa Lunsod Batangas, kumpara sa ibang bayan at lunsod sa Lalawigan ng Batangas ay kakaunti umano ang magkakalabang gasolinahan dito sa lunsod. Hanggang ngayon, mayroon lamang 23 gasoline refilling stations sa buong nasasakop ng Lunsod Batangas. Walo dito ay Shell, pito ang Petron, isa ang Caltex, samantalang ang natitirang pito ay mga small players na Phoenix, Filoil, Seaoil, Galaxi, at dalawang iba pa. Sa mahabang panahon na, nakapagtataka naman ngang kung bakit mas mahal ng piso hanggang 2 piso ang presyo ng produktong petrolyo sa Lunsod Batangas kumpara sa kalapit na mga bayan at lunsod sa lalawigan gayong narito lamang sa lunsod ang refinery at depot ng Shell, nasa San Pascual ang Calter o Chevron, nasa Mabini ang Petron at sa Calaca ang Phoenix. Ang mga small players, bagaman at magkaminsan ay mas mura ng 30 hanggang 50 sentimos kumpara sa Big 3, ay mas mataas pa rin kumpara sa kanilang mga kapangalang gasolinahan sa Bauana, San Jose, Ibaan at Lipa. Ayon sa ilang opisyal ng Big 3 na ating nakapanayam, ang pagpepresyo umano ng petroleum products ay idinidikta ng demand ng merkado kaya ang nagse-set ng presyo ay mismong ang mga dealer o distributor. Ngunit, wala namang 23 ang may-ari ng gasolinahan sa lunsod dahil may ilang dealer na nagmamay-ari naman ng dalawa (2) o higit pang istasyon ang iba sa kanila, nangangahulugan na malaki ang adbentahe nilang kumita. Kung gayon, bakit gayon na lamang ang pagsasamantala sa pagpepresyo nila? Ang bagay na ito ay hindi miminsan nang tinalakay sa Sangguniang Panlunsod, ngunit wala ring magawang permandeng solusyon dahil nga sa ang merkado ay kontrolado ng mga may-ari mismo ng gasolinahan, kabilang na ang Petron, sapagkat dalawang istasyon ang pag-aari ng kumpanya mismo at walang local dealer. Hindi magtatagal, dalawa pang gasolinahan ang bubuksan sa kahabaan ng diversion road; ang Total sa sakop ng Barangay Balagtas, at ang Caltex sa Alangilan, malapit sa Batangas City Grand Terminal. Isa pang maliit na gasolinahan sa Calicanto ang nababalitang balak itayo. Sa likod ng mga kaganapang ito, nangangahulugan bang mapapababa na ang presyo ng produktong petrolyo sa Lunsod Batangas? May aasahan kaya ang publiko o mananatili na lamang na biktima ng sinasabing mapagsamantalang dikta ng merkado? Ano kaya ang posisyon ng Metro Batangas Business Club at ng Batangas Province Chamber of Commerce and Industry sa usaping ito?|

Core Values, dapat bigyang halaga ISA sa mga solusyon para maisakatuparan ang mga pangarap ay ang pagbibigay-halaga sa mga paniniwalang gumagana bilang gabay ng isang tao, organisasyon, bansa o lipunan. Ang mga maituring na core values ay siyang fundamental na paniniwala ng isang tao o samahan. Ang mga ito ay maituring na guiding principles na siyang nagdidikta sa ugali’t gawain natin at nakakatulong sa ating kaalaman kung tayo ay nasa tama o mali. Gamit naman ito ng mga kumpanya para malaman kung sila ay nasa tamang daan para makamtan ang kanilang mga business goals. Ang core values ay lumilikha ng isang matatag at di nababaling patakaran na ginagamit bilang benchmark sa ating pamumuhay. Ihalimbawa na lang natin ang mga service organizations katulad ng Rotary o mga fraternities. Sa mga proyekto ng mga ito, ang diwa ng serbisyo sa kapwa ang nasa likod ng mga gawaing kanilang pinapasok. O di kaya sa mga kapatid nating mga titser at educators. Sa pagpapalaki ng kani-kanilang mga anak, ang halaga ng edukasyon ay palaging kaakibat sa mga
pangaral at mga alituntuning kanilang pinaiiral sa loob ng bahay. Dito natin nakikita ang disiplina at ang pagiging totoo ng isang nilalang o grupo sa mga adhikaing sila rin ang may gusto. Kadalasan, ito ay nakikita sa mission statement ng isang kumpanya o di kaya sa mission at vision ng mga samahan. Kadalasan, positibo ang mga ito dahil wala naman yatang tao o samahan na kasamaan ang hinahangad. However, there are two essential things that the people need, which international agencies, much less local NGOs, could provide: sustainable livelihood and land. International agencies and local NGOs could not rebuild the agriculture of the province. They do not have enough resources at their disposal to do so. Added to this, majority of the people did not have sustainable livelihood even before Typhoon Yolanda hit the country. The level of fishing and agriculture that the people had before Yolanda could hardly provide for their families. Thus, international agencies have realized and local NGOs have known all along that simply assisting the people to recover their livelihood assets is not enough. Joblessness has also been plaguing the country for decades. One reason for this is the stunted economy, and agriculture, in the coun-try. Another reason is landlessness. The situation where the ownership of land is concentrated to a few families and the majority of the people are landless has affected not only the sustainability of agriculture as a source of livelihood for the people; it has also hampered efforts to provide housing for the people. These problems of livelihood and land are being made even worse by the government because of its designation of “no-build zones.” There are even talks that the designation of “no-build zones” are not just for safety concerns, but to build infrastructures for the

Labing walong araw makatapos maipanganak ang bata, nagkasakit si Richard at naospital para magpacheck up. Ipinagtapat na ni Richard sa kanyang anak at asawa ang tungkol kay Lorrie at ang tulong na ibinibigay niya dito at sa bata. Nakipag-usap ang pamilya kay Lorrie at hiniling na ibigay nalang sa kanila ang pangangalaga ng bata. What is hampering Yolanda rehab efforts? 2nd Part of 2-Part Series WHAT is hampering rehabilitation efforts? The most obvious is corruption because one could not help but ask: Where did the billions of dollars in assistance and aid go? Second is the wrong priority of the government. Certainly, rehabilitation of infrastructures is important. It is also true that the government should exert efforts to ensure the resumption of business activity otherwise the economy would crumble. What about the lives of the majority in Leyte and Samar? International agencies have all these wonderful models and theories about how to go about rehabilitation efforts. There is the concept of “Build Back Better” where the people are trained as carpenters and are provided with construction materials so that they could build houses that are sturdier than what they had before, which could withstand the onslaught of storms in the future. International agencies, and local NGOs, are supporting the recovery of livelihood assets of the people by providing them with fishing boats, seeds, farming tools, among others. They even provide trainings to improve the skills of the people and to help them manage their finances better. They also provide health education and services, better water and sewerage systems, and support the rehabilitation of schools. The local NGO Center for Environ-mental Concerns also has this blueprint for an Eco-Village, which is disaster resilient.
The realities of negotiating MY previous work as “negotiator” was varied. Let me recall some. I dealt with hostage takers at the Davao Penal Colony where all 8 hostage takers were “neutralized” and the stand-off resolved; I helped in the surrender of prison escapee "Bucay" Manero; the peaceful surrender of high-value suspect Datu Unsay Ampatuan in the Maguindanao Massacre; the surrender of armed rebel commanders in Lanao; the pacification of desperate and hungry farmers at Sultan Kudarat during the EL NINO in 1998; the handling of angry and grieving families of plane crash victims in Cagayan de Oro; the release of an Army general Obillo and his junior officer by NPA Kumander Parago in Davao after a trip to the Netherlands and meeting with Joma Sison; the safe return of Marine General Ben Dolorfino and OPAPP undersecretary Mon Santos from the hands of MNLF Commander Habier Malik in Sulu who figured recently in the Zamboanga siege, handled the return of MNLF’s Nur Misuari back to the country from Malaysia where he was arrested after a failed uprising in Sulu. And a few others. Of course, (and this is true for all husbands) I have to mention the never ending and most inscrutable of all: “negotiations" with our dear wives on matters that are conjugal in nature. This is one area where all husbands (including myself) may not claim much success! (oooops. Ha ha ha! ) WITH REBELS --- But here's an undisputable fact: negotiating with rebels in peace talks getting agreements done is something else. They are more complex to handle given that there are principled positions and grievances, mostly generational, that have to be addressed. I had the privilege ( and agony ) of being part of the peace negotiations with the CPP/ NPA/NDF while I was Davao Congressman as House representative in the government panel during the Ramos administration; and as chief negotiator with the MILF; and I dealt with implementation issues with the MNLF while serving as presidential adviser during the Arroyo administration overseeing the whole peace process, not to mention Cordillera's CPLA and other so-called “break-away” groups. No doubt , dealing with armed rebels who have waged rebellion against government to seek peace is totally a different story from those cases which are purely criminal like hostaging or bringing in of suspects or resolving issues. Peace negotiations are not only about pacification and law enforcement. This genre has deep political dimensions that must be carefully navigated and adroitly handled. Let me share with you some insights. BEYOND GOVT -- First, rebels by taking up arms and rising up against government , impugn, reject and even challenge the legal order. They are outside the ambit of our laws as they do not operate under the Philippine legal framework. In fact, they rise up in arms against it. Hence they claim that they are beyond the reach of the laws and the government. So people should not take it against them or be surprised if they refuse, during negotiations and in signed agreements to make reference to the Constitution or the laws of the land. To do so is to impose on them prematurely what they reject. To do otherwise is, to them, early capitulation and a betrayal of what rebels fought for in the first place. AS EQUALS -- In negotiations across the table, the principle of parity or of equal status between negotiating parties is assumed. Of course government does not concede this but being on a high moral ground than rebels, it temporarily suspends disbelief and allows the rebels to negotiate under those parameters. So one party, in principle, cannot admit being subsumed or of lower status than the other. For instance, as a result of this, signed agreements with the MILF or the MNLF for that matter, make direct reference to and use as framework international protocols or mutually agreed references and the Philippine constitution is obviously not one of them. CALIBRATION PROCESS -- But the signing of the FINAL Peace Agreement and the IMPLEMENTATION phase signal a strategic shift in this calibration process. At this point, the primacy of the basic law of the land is a “GIVEN” simply because implementing the terms of any peace agreement must be done within the context and confines of the internal laws and under the coercive force of the government. Even the MILF recognizes this as a reality and will have to submit to this unequivocally as the peace process mutates and takes its inevitable course under the good offices and graces of the established regime of the government. I refer to this as a “calibration process” that everyone must understand. This is something that Congress must first understand as they now scrutinize the draft Bangsamoro Basic Law (BBL). Absent this insight, we may unnecessarily dwell and focus and find fault and at every turn quibble on every word or phrase or provision -- or look for what is not there -- in the agreement and its annexes, looking at them through the conventional prism of constitutionality and legality. Just to illustrate: the “annexes” of the agreement were signed in the course of negotiations and BEFORE the final peace agreement and they were done so during the " calibration" stage. So it is important that the contemporaneous stage at which those vital agreements were signed and sealed had to be seen in this light. Congress and the public must understand all this in this light. I need not explain more. INCREMENTAL ---Thus, I cringed and squirmed in great discomfort when I heard one congressman insisting that the BBL must contain a commitment from the MILF that it would not at all go back to the hills again and rebel again. Sinabi ni Richard na balo na siya at wala na siyang kasama dahil ang kanyang mga anak ay may kanya-kanya nang pamilya. Nguni’t ang katotohanan ay nakatira ang kaniyang anak at asawa sa isang probinsya sa norte. Napadalas ang pagkikita nina Lorrie at Richard. Lalo silang naging malapit at ipinagtapat ni Lorrie ang kanyang nakaraan at inamin na siya ay isang single mother. Hindi ito naging balakid kay Richard kaya nagkaroon sila ng relasyon hanggang humantong sila sa isang motel. Ipinangako ni Richard na aalagaan niya si Lorrie at kanyang pakakasalan. Sa katunayan, nagbibigay pa siya ng pera kay Lorrie pangtustos sa kanyang anak sa ibang lalaki. Hanggang nabuntis si Lorrie. Nagulat si Richard

Bago man ako sa kasalukuyan ko na katungkulan, nakikita ko na importante ang pagkakaroon ng matatag na core values lalo na sa larangan ng edukasyon dahil dito hinuhubog kung anong uri ang maging pinuno ang mga kasalukuyang estudyante nito. Pero ang tanong ay kung paano ito maisakatuparan. Para sa akin hindi lamang pinag-aaralan ang mga core values at paniniwala kundi isinasapuso ang mga ito at
binibigyan buhay sa alin mang kalakaran ginagawa. May mga kababayan tayo, o mga samahan at kumpanya, na naka-publish ang kanilang core values. Pero sa tunay na buhay ang pinakamabisang paraan para malaman ang mga core values na ito ay sa pagmatyag kung ano ang mga aksyon at ugali ng mga ito. Ang core value ay magiging isang tunay na core value lamang kapag ito ay may kakayahan na aktibong makapag-impluwensya, o yung indibidwal o samahan ay kayang bigyan itong buhay sa lahat ng oras.|

The realities of negotiating of paper, although sacrosanct, that will raise expectations among expectant stakeholders. They have to be implemented in time -- --on a long-term basis. The process is incremental. We need not say here but it is obvious that failing in keeping true to the government commitments will drive them back, maybe not all, to fight government again and continue their struggle. No amount of cautionary words in the BBL foreclosing their right to rebel again will remedy this. What is key is implementing the terms of the peace agreement, which is not only to show sincerity, but more importantly, we improve forthwith the lives of our own disadvantaged Filipinos who felt that they were excluded from the mainstream. DISARMAMENT -- I had reason to also feel discomfort reading the blaring media headlines, courtesy of OPAPP statements, bannering disarmament or decommissioning protocols well ahead of progress in the congressional work on the BBL. I find this imprudent, although the purpose may be to make the public feel good that the armed rebels will eventually get rid of their firearms. I heard already audible grumblings on the ground from some MILF elements on this. Let us not forget that the MILF agreed to this but only on a phased basis, depending on the implementation outcomes. It can happen only when there are significant progress in agreement implementation and when a firearmsless enabling
environment is at hand, which requires disarming of warlords, politicians and other criminal elements. Absent this development on the ground, do you think the MILF will voluntarily disarm? Think again! MILF PARTICIPATION- I was even surprised to see the MILF, through Panel Chair Mohaqher Iqbal gamely participating in the congressional hearings. Although this is a positive development for government, I thought the MILF would have been better off leaving the government panel to defend and advocate for the CAB. To be subjected to the rigors and discomfort of congressional scrutiny is something the MILF will definitely not relish organizationally, given that they have not forsaken their bottomline positions while the final form of the BBL is still unclear. In my humble view, that canalizes MILF’s remaining options. On a positive note, it can be interpreted to mean that MILF will eventually accept and submit to whatever final decision Congress will arrive at -- which augers well for peace in the land. Among the targets of military operations are those protesting government neglect, logging and mining operations that have made the people more vulnerable to disasters. How could the people “build back better” when they have no land on which to build their houses? How
could the people acquire sustainable livelihood when those engaged in agriculture do not own the land they till and those who eke out a living through other means would be constantly displaced and thrown to remote areas where there are no livelihood opportunities? How could there be normalization in the lives of the people when they are being subjected to intensive military operations and its concomitant human rights violations? Corruption and the wrong priorities of the government,
the lack of sustainable livelihood and landlessness of the majority, and militarization are hampering rehabilitation efforts. The problem is, these have been in existence for centuries. The source of hope is, the people have never stopped fighting for these, and the devastation caused by Yolanda, and all other recent typhoons, have made the people more determined in their struggle for land, jobs, social justice and a government that truly serves the people.|WWW.BULATLAT.COM
