Pagkuha ng business permit sa Calapan, lalong pinadali CALAPAN, Oriental Mindoro – Ginawa na ngayong simple at mas pinadali ang pagkuha ng business permit ng mga negosyanteng magtatayo ng negosyo sa lungsod.

Mula sa dating 21 steps sa pagkuha ng business permits, ginawa na lamang itong tatlong steps upang makaiwas sa congestion ang mga aplikante. Ang proseso ay binubuo ng tatlong aspekto: File, Pay, at Release.

Sa File, kinakailangang punan ang mga kinakailangang datos na nakapaloob sa Unified Registration Form. Ikalawa ay ang Pay na ibabase ang bayarin sa previous payments.

Ang ikatlo ay ang Release na kung saan ay agad na makukuha ang business permit at tanging ang Business Permits and Licensing Officer at City Mayor lamang ang lalagda.

Dahil dito, ang pagiging masigla at maunlad ng kalakalan ngayon sa lungsod ay resulta ng maayos na implementasyon ng mga polisiyang may kaugnayan sa kapakanan at kagalingan ng mga nagnenegosyo.

Samantala, anumang kakulangan sa mga requirements sa pagkuha ng permit ay pahihintulutan subalit ito ay sisiguruhing makokompleto sa loob ng 365 days sa pamamagitan ng binuong Joint Inspection Team na binubuo ng City Health and Sanitation Department, City Treasury Department, City Legal Department, City Assessors Department, Zoning Office, Building Official Office at Business Permit and Licensing Office.

Para naman sa taong 2016 ay hindi na kinakailangang magfill-up muli ng Unified Registration Form sapagkat ang mga datos ay nasa data base na ng City Government at kaunti na lamang ang kinakailangang requirements. Ang assessment ay ibabase sa BIR Income Tax Payment/Percentage Tax Payment.

Tiniyak naman ng pamahalaang lokal na walang magiging anumang pagtaas sa bayarin sa pagkuha ng business permit sa susunod na taon.|

Ika-6 na prosthetics mission, isinagawa sa Occ. Mindoro

SAN JOSE, Occidental Mindoro – Isinagawa ang ika-anim na Prosthetics mission sa lalawigan kamakailan.

Nabigyan ng serbisyong medikal ang may 54 na pasyente kung saan 14 sa mga ito ay tumanggap ng bagong prosthesis o artipisyal na kamay/paa samantalang ang 40 iba pa ay mga dati ng benepisyaryo na kinailangang maisaayos ang kanilang prosthesis.

Isa si Rona Padua, 20 taong gulang ng barangay Burgos bayan ng Sablayan, sa mapalad na nabiyayaan ng artipisyal na paa. “Ipinangananak po ako na may kapansanan”, paglalahad ni Padua.

Ayon sa kanya, malaki ang epekto ng kanyang kapansanan sa maraming bagay, isang halimbawa dito ang kanyang pagtigil sa pagaaral. Nahirapan siyang pumasok dahil may kalayuan ang kanilang bahay sa paaralan.

“Ihinahatid po ako ni kuya pagpasok noong elementary.

Blood Letting Activity, isinagawa sa Odiongan

ODIONGAN, Romblon — Magkatuwang na isinagawa ng Romblon Provincial Blood Council (RPBC) at Liga ng mga Barangay ang blood letting activity na ginanap kamakailan sa Children’s Paradise sa bayan ng Odiongan taglay ang temang: “Sagip Buhay Handog ng Liga ng mga Barangay.”

Pinangunahan nina RPBC Chairperson Trina Alejandra Firmalo at ABC Municipal Federation President Michael Arevalo ang naturang aktibidad kung saan nilahukan rin ito ng lahat ng barangay officials upang maayos na maisakatuparan ang pangangalap ng dugo.

Sinabi ni RPBC Chairperson Trina Firmalo na mahalagang makalikom ng dugo upang mayroong sapat na suplay nito sa Blood Collection Unit ng Romblon Provincial Hospital para sa oras na kakailanganin ng pasyente ay hindi na sila mahihirapan sa paghahanap.

Upang maipakita ang magandang adhikain, siya mismo ay nag-donate ng 450 cc na dugo upang maiambag sa sinumang mangailangan nito sa hinaharap.

“Kailangan nating ipakita ang ‘leadership by example’ sa pagbibigay n gating dugo para makatulong sa iba,” maikling pahayag ni Bb. Firmalo.

Ayon naman kay at ABC Municipal Federation President Michael Arevalo, layunin ng Liga ng mga Barangay na makakolekta ng maraming dugo upang makatutulong sa pagsagip ng buhay.

“First time ito na nangyari sa Liga, kauna-unahan sa buong probinsiya at sana gumaya na rin ang ibang Liga ng Barangay sa ibang bayan na mag-donate ng dugo sa Philippine Red Cross,” ayon kay Kapitan Arevalo.

Ayon kay Mary Ann Dacara, Provincial Blood Coordinator, ang nakalap na 55 units ng dugo ay idadaan pa final screening test ng Philippine Blood Center o kaya ay sa Philippine Red Cross bago ito ilagak sa Blood Collection Unit ng Romblon Provincial Hospital.

The covering draped over the statue reminds him of a shroud, he said.

“It’s a little bit sad seeing our national hero who is from Tanauan City, the city where I, that I represent — a national hero… is wrapped like a corpse,” he said during the ceremony at the AsanMaina community center.

Mabini was exiled to Guam from 1901 to 1903. A life-size concrete monument of Mabini was to be unveiled near the community center.

However, the unveiling was delayed after protesters said they were not informed of the project. They also questioned whether Mabini has a strong connection to the village.

Halili said he’s hopeful protesters will remove their objections. He would be

happy to visit Guam again for another ceremony, he said.

The signed “Agreement on Friendship and Cooperation” sets a goal of strengthening friendship and cooperation between the two local governments through exchanges in culture, education and sports and encourages economic development and tourism, according to the Philippine consul general’s office.

The intention for the statue remains, the consul general on Guam said in a statement.

“We stand by our intention for this project, which is for the Mabini statue to be the symbol of the friendship and cooperation that we seek to establish between the village of Asan and the city of Tanauan,” said Consul General Marciano de Borja.| GERALD LARESMA

Calumpang Footbridge, bukas na sa publiko Sumaksi sa naturang pasinaya at pagbabasbas sina dating Pununlunsod Vilma Abaya Dimacuha at dating Pununlalawigan Vicente Mayo kasama ang iba pang mga mamamayan ng lunsod.

Katuparan ng Pangarap Ayon kay Mayor Dimacuha, ito ay bahagi ng kanyang pangako na magkaroon ng madadaanan ang mga tao na apektado ng pagbagsak ng Tulay ng Calumpang noong ika-16 ng Hulyo dahilan sa Typhoon Glenda.

“Asahan po ninyo na lahat ay aming gagawin sa legal na paraan upang maitayo ang mga imprastraktura upang maibsan ang hirap ng mga mamamayan na nagyayao’t dito sa Poblacion patungo sa silangan at timog na bahagi ng ating lungsod,” pahayag pa ni Dimacuha.

Idinagdag pa rin niya na nasa plano na rin ang pagko-konstrak ng isa pang tulay sa bahagi ng Sitio Ferry sa Kumintang Ibaba. Aniya ay ang lungsod ng Batangas ay patuloy na umuunlad at kinakailangan ang maraming dadaanan upang mapadaloy ang masiglang kalakalan.

“Nakatayo rito ang malalaking kumpanya na nagdadala ng petrolyo at iba pang produkto sa Kalakhang Maynila kung kayat mas maraming tulay, mas mabuti. Kahit anong bagyo ang dumating ay nakahanda tayo,” dagdag pa ni Mayor Dimacuha.

madali, lahat ng mga tao tumatawid mula P. Panganiban St. patungong kabilang ibayo sa bahagi ng Pallocan West ay mas pinili ang paglalakad sa tulay,” pahayag pa ni Ante.

Ayon pa kay Ante, may 4,000 pasahero ang mga bangka, araw-araw kung kayat ito rin ang inaasahan na babagtas ng tulay. Kaya ng tulay na dumaan dito ang 300 hanggang 400 na tao ng sabay-sabay. Ito aniya ang dapat na bantayan ng mga nakatalaga rito na kawani ng TDRO, DSS at PNP. 24/7 Operation ang TDRO, DSS at PNP Samantala, binigyang-diin ni Atty.

Reginald Victor Dimacuha na nagtalaga ang pamahalaang lunsod ng mga kawani mula sa TDRO, DSS at PNP upang magmonitor at magbantay sa Pontoon Bridge.

“Ang tulay ay mag-ooperate ng 24 na oras. May ilaw at may bantay ito upang maging ligtas sa di-kanais-nais na pangyayari ang mga gagamit nito.

Mayroon din tayong rescue boats mula sa CDRRMO na aantabay dito. Nagpapasalamat tayo dahil ang pamahalaang lunsod ay pinahahalagahan ng simbahan sa kanilang pagmimisa. Nakatataba ng puso na tayo ay pinasasalamatan dahilan sa inisyatibong ito habang hinihintay natin ang rehabilitasyon ng DPWH sa tulay ng Calumpang,” paliwanag pa ni Atty. RD. Ayon naman kay Atty. S&T Center in Laguna opens Design Lab for entreps, students

AN Ideation, Design, and Development Laboratory (IDD) is set to boost Laguna’s micro, small and medium enterprises (MSMEs) as it opens its doors with the inauguration of the Department of Science and Technology’s (DOST) Provincial Science and Technology Center (PSTC) Laguna last month.

The laboratory is PSTC Laguna’s main facility which is situated within the sprawling campus of the Laguna State Polytechnic University (LSPU) in San Pablo City, Laguna.

Offering services in product development, design, and prototyping, the IDD aims to become a creative hub for entrepreneurs, independent designers, and students alike where ideas and innovations are grown and

given a chance to concretize with the aid of top-flight technologies for business enhancement.

Promising projects by students, in particular, will be evaluated and tested in the center for commercialization potentials.

The IDD shores up its services by offering workshops in 3D printing and 3D CAD Design Software (Solid Edge Design Software) to DOST personnel, students and faculty members within and outside LSPU. According to PSTC Laguna Provincial Director Engr. Samuel L. Caperiña, availing these services translates to several benefits for MSMEs such as increased sales, increased earnings, reduced cost and wastes, greater efficiency, and less energy.

“Design and innovation is a challenge not just in the private sector but also in the academic community,” said DOST IV-A Regional Director Alexander R. Madrigal during the inauguration held on the occasion of DOST IVA’s 51st anniversary. “It’s about time we catch up [with other countries] and start providing these ideation services to industries,” he stated, citing the example of Singapore where innovation is vibrant thus allowing its industries to be globally competitive.

Madrigal added that In other countries, research and development activities are mostly lodged in academic institutions, hence they decided to build the center inside LSPU. PSTC Laguna ramps up preparations for Laguna-

based businesses to be at par with their counterparts in neighboring Southeast Asian countries once the ASEAN economic integration kicks in

by December 2015.

Hon. Angelica Jones B. Alarva, board member of Laguna’s third district and chair of the provinces livelihood committee, expressed her support for PSTC Laguna as well as DOST’s other projects for livelihood and industry in Laguna. “If livelihood is strong, there will be more jobs available,” she said during the press conference held at the Shanghai Palace Restaurant in San Pablo City.

And the Champion is BARACHO AS part of the observance of the Traditional Christmas Celebration of the Regional Headquarters, PRO 4A CALABARZON dubbed as “Paskuhan sa Kampo” was the Chorale Singing Contest 2014 on December 16, 2014 at the PRO4A Multi-Purpose Center, Camp Vicente Lim, Calamba City, Laguna.

It was participated by seven (7) teams composed of a minimum of 10 maximum of 15 members of which, it shall be composed of a Police Commissioned Officer and a Non-Uniformed personnel. The competing teams came from Cavite PPO, Laguna PPO, Rizal PPO, Quezon PPO, Batangas PPO, the Regional Headquarters and the Regional Public Safety Battalion (RPSB).

For a change, PNP membersare gathered together not in their usual duties and functions of conducting patrol, checkpoints, investigation, and other police functions during the yuletide season but this time, they were men and women in uniform showcasing their talents in singing.

Winners for the Chorale Singing Contest received prizes and framed certificates.The Batangas Rhythm and Audacious Chorale (BARCHO) that championed the contest received P15,000; The 1st Runner-up got P10,000.00; while the 2nd Runner-up, P5,000.00; and P3,000.00 each for 4 consolations prizes. On Christ's Call to Our Hearts HERE is a translation of the address Pope Francis gave today before and after praying the midday Angelus with those gathered in St. Peter's Square.  Dear brothers and sisters, good morning!

Today, the fourth and last Sunday of Advent, the liturgy wants to prepare us for Christmas, which is "already at the gates," inviting us to meditate on the passage of the Annunciation of the angel to Mary. The Archangel Gabriel reveals to the Virgin the will of God that she become the mother of his only begotten Son. "You will conceive in your womb and bear a son, and you shall name him Jesus. He will be great and will be called Son of the Most High."

We fix our gaze upon this simple young woman of Nazareth in the moment in which she makes herself available to the divine message with her "yes." We take in two essential aspects of her attitude, which is for us a model of how to prepare for Christmas.

Above all, her faith, her attitude of faith, which consists in listening to the Word of God to abandon herself to this Word with complete availability of mind and heart. Responding to the Angel, Mary said, "I am the handmaid of the Lord. May it be done to me according to your word."

In her "here I am" full of faith, Mary does not know which paths she will have to trod, which sorrows she will have to suffer, which risks she will face. But she knows that it is the Lord who is asking, and she trusts totally in Him and abandons herself to His love. This is Mary's faith.

The other aspect is the capacity of the Mother of Christ to recognize the time of God. Mary is the one who has made possible the incarnation of the Son of God, the "revelation of the mystery kept secret for long ages."

She has made possible the incarnation of the Word, thanks to her humble and courageous "yes." Mary teaches us to welcome the favorable moment in which Jesus comes into our lives and asks for a generous and prepared response. And Jesus comes.

In fact, the mystery of the birth of Jesus in Bethlehem, which occurred historically more than 2,000 years ago, is implemented as a spiritual event in the "today of the liturgy." The Word, who dwelled in the virginal womb of Mary, in the celebration of Christmas, comes to call anew the heart of each Christian. He comes by and calls. Each one of us is called to respond, as Mary did, with a personal and sincere "yes," placing ourselves fully at the disposal of God and his mercy. How many times Jesus comes in our lives and how many times he sends us an angel. And how many times we don't realize it because we are very busy, submerged in our thoughts, in our activities, and in these days, in the preparation for Christmas, and we don't realize the one who is passing by and knocking at the door of our hearts asking to be welcomed, asking for a "yes" like that of Mary. A saint said, "I fear that the Lord will pass by." Do you know why he was afraid?

It was fear of not realizing, of allowing him to pass by.

We entrust ourselves to the intercession of our Mother and of St. Joseph, to live a Christmas that is truly Christian, free of all worldliness, prepared to welcome the Savior, the God-with-us.|

At naparito si Juan na isinugo ng Diyos upang magpatotoo sa mga tao patungkol sa ilaw at upang ang lahat ay sumampalataya dito. Hindi siya ang ilaw subalit naparito siya upang magpatotoo patungkol sa ilaw. Ito ang tunay na ilaw: dumarating ito sa sanlibutan upang magbigay liwanag sa lahat ng tao.

Dumating ang Salita sa sanlibutan ngunit hindi siya kinilala ng sanlibutang ito na nilikha sa pamamagitan niya. Pumunta siya sa kanyang bayan ngunit hindi siya tinanggap ng sarili niyang kababayan. Subalit ang lahat ng tumanggap at sumampalataya sa kanya ay binigyan niya ng karapatang maging mga anak ng Diyos. Sila nga ay naging mga anak ng Diyos, hindi dahil sa isinilang sila ayon sa kalikasan o sa kagustuhan o sa kagagawan ng tao kundi ang pagiging anak nila ay dahil sa kalooban ng Diyos.

Q: When incensing the altar at the beginning of Mass, should the Advent wreath also be incensed in the same way as the paschal candle during the Easter season?

What about a Nativity scene (during the Christmas season)? -- T.D., Leuven, Belgium A: The rules regarding incensing are mostly found in the missal and the Ceremonial of Bishops. The introduction to the missal says: "Incensation “276. Thurification or incensation is an expression of reverence and of prayer, as is signified in Sacred Scripture (cf. Ps 140 [141]:2, Rev 8:3).

“Incense may be used if desired in any form of Mass: “a. during the Entrance procession; “b. at the beginning of Mass, to incense the cross and the altar; “c. at the Gospel procession and the proclamation of the Gospel itself; “d. after the bread and the chalice have been placed upon the altar, to incense the offerings, the cross, and the altar, as well as the priest and the people; “e. at the showing of the host and the chalice after the consecration.

“277. The priest, having put incense into the thurible, blesses it with the Sign of the Cross, without saying anything.

“Before and after an incensation, a profound bow is made to the person or object that is incensed, except for the incensation of the altar and the offerings for the Sacrifice of the Mass.

Although there is a rite of blessing for the Advent wreath in the American Book of Blessings, there is no mention of incensing the wreath. This blessing is proper to the United States and is absent from the official Book of Blessings in countries such as Italy.

It must, therefore, be concluded that the Advent wreath is not incensed in the manner of the paschal candle. It is neither a relic nor an image and is more an expression of popular piety than a liturgical object per se.

The paschal candle receives special veneration because it is a traditional and ancient symbol of the risen Christ. One could argue that, in a way the wreath is a symbol of the coming Christ, but we would still be before a relatively recent custom and one which is not present in the universal Church. Its not being incensed does not lessen in any way the usefulness of the wreath in fostering a spiritual preparation for Christmas.

A Nativity scene, or at least an image of the Child Jesus, set up in the sanctuary could enter into the category of “images of the Saints exposed for public veneration,” mentioned above in No. 277 and hence be incensed.

It should be remembered however, that several Church guidelines advise against setting up the Nativity in the sanctuary itself, and above all it should never be an obstacle to the dignified celebration of the liturgical celebrations. For example, the U.S. bishops' conference says in the document "Built of Living Stones": “§ 124 § Plans for seasonal decorations should include other areas besides the sanctuary. Decorations

Inakusahang drug pusher INAKUSAHAN si Suzie sa paglabag sa Sec. 5, Art. II ng RA 9165 dahil nahuling nagbebenta ng ilegal na droga sa isang buy-bust operation.

Habang nililitis, tumestigo si PO1 Tess ng lokal na District Drug Enforcement Unit (DDEU) kung paano ginawa ng kanyang grupo ang buy-bust operation. Noon daw Nobyembre 5, 2002, isang impormante na hindi niya kilala ang dumulog sa kanilang tanggapan at sinabing nakatayo si Suzie sa gilid ng kalsada sa kanilang barangay at nagbebenta ng droga.

Ayon pa kay PO1 Tess, nang malaman ito ng kanilang hepe, agad itong bumuo ng isang grupo na magsasagawa ng buy-bust operation. Siya ang nagpanggap na bibili ng droga. Si PO1 Bert ang tumatayong team leader at sina PO1 Gerry at Fil ang iba pang miyembro ng grupo. Binigyan siya ng P500 na gagamitin pambili ng droga. Minarkahan niya ito ng “TBR” bilang tanda. Bandang alas-kuwatro ng hapon, pumunta ang grupo sa lugar na pinagbebentahan ng droga. Naglakad ang impormante at lumapit kay Suzie.

Nagkanya-kanyang puwesto naman ang mga operatiba.

Si Suzie noon ay nakatayo sa gilid ng kalsada. Sinabihan siya ng impormante na “kaibigan ko i-iscore daw siya” sabay turo naman kay PO1 Tess. Tinanong siya ni Suzie kung magkano ang bibilhin. Sagot naman nito ay P500 sabay abot ng markadong pera. Inabutan siya ni Suzie ng isang maliit na plastik na pakete. Mula sa kung saan, isang lalaki ang lumapit at sinabing gusto rin niyang maka-“score”.

Sinenyasan ni PO1 Tess ang kanyang mga kasama sabay yakap kay Suzie. Nagpakilala siyang pulis at hinuli ang babae. Agad naman na lumapit ang grupo. Kinuha ni PO1 Bert kay Suzie ang markadong P500. Pabalik sa

presinto, minarkahan naman ni Tess ang pakete ng droga.

Ang markadong pera ay ipinatago ng grupo sa pulis na nakatalagang desk officer noon samantalang ang droga naman ay dinala sa laboratoryo ng PNP upang ipasuri. Ayon sa ulat na may petsang Nobyembre 8, 2002, positibo na shabu ang laman ng pakete.

Tinanggi ni Suzie ang paratang sa kanya. Wala raw siya sa lugar ng krimen. Hindi siya pinaniwalaan ng korte at hinatulan ng habambuhay na pagkabilanggo.

Mas pinaniwalaan ng hukuman ang prosekusyon.

Tama ba ang korte?  MALI. Sa paglilitis sa mga kaso ng illegal drugs, ang pinakaimportante sa lahat ay ang mapatunayan na talagang ipinagbabawal na gamot ang sangkot at ang katauhan ng taong sinasabing nagbenta nito.

Kailangang sundin ang tinatawag na “chain of custody”.

Ayon din sa ating batas, kailangan ng pahayag ng lahat ng may kinalaman sa pagkakahuli. Mula sa oras na makuha ang droga hanggang sa maisumite ito sa korte, kailangang tumestigo ang lahat ng humawak dito.

Kailangan din na patunayan ng nasabing mga testigo na walang gumalaw sa ebidensiya.

Sa kasong ito, walang pisikal na imbentaryo o retrato man lang na makapagpapatunay na ang droga at ang pera ay kinuha mula kay Suzie sa presensiya ng kanyang abogado, kinatawan, kinatawan ng Department of Justice o kahit ng media katulad ng hinihingi ng ating batas. Walang binigay na paliwanag ang grupo kung bakit ganito ang nangyari kaya nararapat lamang na palayain si Suzie. (Jimena vs.

AETC to recognize Christmas peace partners THE Air Education Training Command will recognize on Tuesday, December 23 various organizations, individuals and partner organizations who took part in the preparation of its community Christmas offering dubbed Pamaskong handog ng PAF para sa mga Batangueño in designing its giant Christmas tree located at the Fernando Air Base parade grounds.

The recognition will begin at exactly 7:00 PM and will be held at the Fernando Air Base parade grounds.

MGen Raul Dimatatac, AETC Commander, will personally recognize the beneficiaries.

The 60-foot Christmas tree is made up of 500 recycled empty drums topped by a view deck that enables a visitor to see the entire Fernando Air Base Christmas village decorations of recycled trees and twigs collected after the recent Typhoon Glenda, the decorations of AETC units, and the surrounding communities. It was intentionally created to provide a common Christmas community for the people of Batangas.

Historic FAB opened its Christmas village to the general public last December 15.

Among those who will be recognized are members of the Build Peace & Teach Peace Movement, a group of

artists who also designed the world’s longest mural at Camp Aguinaldo. Many of the artists came from Manila and joined their Batangas peers to collectively provide the aesthetic work in designing the giant Christmas tree. They wanted to capitalize on Christmas’ love theme to advance their advocacy to build peace in the country.

The complete list of organizations and stakeholders to be recognized shall be known during the ceremony.

This is important for us at AETC being PAF’s educational center, General Dimatatac said.

“That is why we went out of our way to build the Christmas decors as a way to invite the communities to Fernando Air Base and for them to fully understand peace from our perspective,” he said, adding that the AETC students shall also benefit in this activity by having a first-hand learning process of how peace is built between the communities and the military.

“We are committed to the achievement of peace,” he declared, adding that the New Year’s countdown is a good way for communities and the Philippine Air Force (PAF) to gather together in order to start the year with the idea of peace.|

Torture as official policy - 2 YES, the Obama administration, in 2009, has officially put a stop to these practices. However, President Barack Obama has approved more drone attacks and assassinations than his predecessor.

Moreover, this is not the first time that officially sanctioned, systematic torture being employed by US state security forces was exposed. The same torture methods were exposed in declassified documents of the US dirty war in the 1980s. The declassified training manuals of US Armed Forces on counterinsurgency, counterterror and psychological warfare operations from the 1950s, 60s up to the 90s consistently prescribe the use of torture, assassinations, bombings and other such methods designed to create fear.

Reading through the US Senate report, one could sense that the use of torture or “enhanced interrogation methods” is not being condemned per se. The whole point of the report is that it has not been proven that the use of torture or EIT, as the report calls it, has produced valuable information that could have enabled US security forces to preempt terrorist attacks targeting US citizens. The CIA and former US Vice President Dick

Cheney have been consistently defending the use of EIT saying that the information obtained from it saved American lives.

Does this mean that if it has been proven that torture produced valuable intelligence information it is justified?

Also, the Obama administration and the US Senate made it clear that it does not intend to prosecute anyone because of the report. This is the very reason why the US consistently refuses to sign the Rome Statutes, which would have placed it under the jurisdiction of the International Criminal Court.

What is more alarming for Filipinos is the fact that these torture methods were employed extensively by US-trained Philippine troops during the dark years of Martial Law and are still being used now. This is not surprising because US troops have been continuously training AFP troops on counterinsurgency, counterterror operations.

Remember the case of Rebelyn Pitao, a 20-year-old teacher, who was abducted, raped and brutally killed just because she was the daughter of Leoncio Pitao, a known leader of the New People’s Army? How about

Pope Francis’ Visit: Security Nightmare DURING my call on former President Fidel V. Ramos recently in his Makati office, he wondered what kind of security contingency measures were in place for the Pope’s visit. He recalled how “Operation Bojingka” of foreign terrorists from the Middle East planning to assassinate Pope John Paul during his visit in the Philippines in the 1970s, was timely discovered and aborted.  ACCIDENTAL -- The assassination attempt was accidentally discovered when the improvised explosives the foreign assassins were starting to assemble in a hotel room in Metro Manila prematurely ignited causing fumes and smoke coming out catching the attention of the hotel staff. They called the police. The security forces immediately went into action. The hotel smoke led to a more sophisticated -- and deadly -- plan to knock off the head of the Catholic world. And in all places, right here in the Philippines! Arrests were made and the assassination plot was scuttled. It would have been a global tragedy.  EXPOSED -- Consistent with his way of doing things, the Pope will surely not agree to ride in a bulletproofed vehicle. He shunned the usual VIP trappings. And we expect he will openly mingle with the crowd. So, if anyone wishes him harm, he will be exposed and be an easy target.

We are raising this grim scenario not to trigger alarm or create hysteria.

But it is to forewarn our government and the private sector that we have a treasure in our midst whom we should do everything to protect. Government security cannot do it alone. The millions of those who will flock and attend the Pope’s several activities must all help to see to it that the Pope’s visit will be memorable. And that he will be kept safe and secure from those who wish him ill.

Hence, this visit demands intensive intelligence buildup and work, not to mention convergence of other international assets -- both human and electronics. But most important of all, the laity and the faithful must be there to literally shield him from harm. We cannot be complacent.  PAPAL EXORCISM -- During his visit, our Holy Father, Pope Francis will sanctify our country with his presence. We hope this will also exorcise us all from the evils of corruption and greed! That’s the reason why I do not agree that politicians keep away from the Pope. They need exorcism more than anyone else. They must be close enough to benefit from the Papal blessings.  BBL CHALLENGES --- I got copies of the legal research made by former Supreme Court Justice Vicente Mendoza and another paper by the Philippine Constitution Association detailing why the MILF agreement is full of unconstitutional provisions. I am getting more worried about the fate of the MILF agreement.  CLEAR SIGNAL -- In the meantime, I am getting first hand information that the MILF is going full blast in its work to organize the United Bangsamoro Justice Party. This is the clearest signal that Kagi Murad and his rebel followers are dead serious and dead set in pursuing the Bangsamoro aspiration by joining the mainstream political process and putting the fate of the MILF in the hands of the democratic process. And Kagi Murad was heard telling his flock, when asked what would happen if they would lose. His curt answer was: “If we lose, we lose!” That simple. He is submitting fully to the will of the people! Wow! If this cannot be an indication of sincerity, then I do not know what is! This is a clarion call for all to come around and give full support. As I always said, and I will say again now, we may never have this same chance for peace at any other time. So, let’s not squander it.  BETTER TO GIVE -- During the Christmas Season, we all say that it is “better to give than to receive”. But this is not only true to those who are generous. To boxers, like Champ Manny Pacquiao, this is also as true.

The Court of Appeals later ruled that it was a case of mistaken identity.

The US Senate report also revealed that the construction of CIA secret facilities, where suspected terrorists were detained and tortured, were cleared with the host country and that the host government was rewarded millions of dollars in US aid for agreeing to

it. A political prisoner once stumbled upon a victim of rendition in one military camp in the country. He tried to expose it but no reporter from corporate media agreed to look into it.

With the Enhanced Defense Cooperation Agreement signed by the Aquino and Obama administrations, more US military facilities would be established all over the country. So the next expose’ of the illegal activities US security forces would, without doubt, involve the Philippines.|

Calabarzon assessors, EU experts discuss to enhance PS Mark scheme for improved consumer protection, competitiveness IN a consultation forum held late last month, the Department of Trade and Industry (DTI) through the Calabarzon Regional Pool of Quality Assessors exchanged views with representatives of the Philippine Accreditation Bureau (PAB) along with technical experts of the European Union-assisted Trade Related Technical Assistance (EU-TRTA) to improve product conformity and assessment and certification scheme in the country.

The Philippines , through the DTI’s Bureau of Product Standards, is implementing the PS Mark product certification scheme.

According to a study in 2011 by the European Union-assisted Trade Related Technical Assistance (EU-TRTA) Project Phase 2, the country’s existing components of the national quality infrastructure are inadequate and fragmented.

Jon Echanove and Valerii Kraisuk, technical experts of the EU-TRTA Project 3 on conformity assessment, presented facts and recommendations to improve the certification scheme.

Echanove noted that the PS Mark product certification is a Type 5 (System 5) under ISO/IEC Guide 67 which includes assessment of quality and production

systems, inspection and testing; and regular audit testing that are tedious and costly which would considerably impact on Philippine manufacturers particularly on the implementation of the Asean Economic Integration next year.

Echanove added that with the adoption of the recommendations, manufacturers may opt for the simpler Type 1 or Type 3 schemes which are less costly to bear by the smaller manufacturers.

In an earlier session, representatives of manufacturers of mandatory products located in CALABARZON were briefed on the recommendations and the positive impact on their businesses.

PAB Director Ernani Dionisio said that strengthening the country’s quality infrastructure will ensure efficient consumer protection at the same time will raise up the competitiveness level of the country thus increasing the chances of Philippine exports to access global markets.
