Free titling of residential lands launched in Batangas City THE residents of Batangas City occupying their residential lands for at least 10 years can now have their real properties titled for free . This, following the launching of “Handog Titulo ni Mayor Eduardo B. Dimacuha Para sa mga Batangueño” at the Batangas City Convention Center in partnership with the Department of Environment and Natural Resources(DENR) Region IV-A, February 4. This project is in line with Mayor Dimacuha’s current thrust to dovetail

the development of Batangas City with improved land management and the updating of the status of real properties in the city. According to Reynulfo Juan, regional executive director of DENR Region 1V A, this project which is the first of its kind in Luzon targets the issuance of 2,500 titles. Eligible for this project are Filipino citizens who are actual occupants of the applied residential lands for at least 10 years and have no pending land

Forum on Energy, Water and Food The forum aimed to inspire new ideas and partnerships to address the complex issues posed by the energy-water-food nexus – in the Philippines, as well as across Asia. Leading the roster of speakers, were Energy Secretary Carlos Jericho Petilla; Vinod Thomas, Director General of Independent Evaluation from the Asian Development Bank; World Wildlife Fund Philippines chief Jose Ma. Lorenzo Tan; Brahma Chellaney, Professor of Strategic Studies at India Centre for Policy Research, who discussed the implications of the challenges facing the world’s vital resources, as well as potential solutions. Discussions highlighted that while this is “Asia’s time”, the region must seek to innovate new solutions, make choices and take action in addressing these complex challenges to sustain its growth trajectory. In addition, collaboration will be key as these shared risks will not be addressed by one organisation or individual, but by an inclusive and collective framework for the long-

term. “Our Shell Scenarios Team projects that energy demands will likely double by 2060 in Asia alone. That’s a massive increase - and a powerful argument for urgent, concerted action in the region,” said Simon Henry, Chief Financial Officer, Royal Dutch Shell, speaking at Powering Progress Together Forum. “The government, business and civil society need to embrace a new model of cross-sector, publicprivate, transnational partnership.” Before the forum, Shell commissioned a series of Future Energy surveys in nine Asian countries. The surveys showed that eight in 10 Asian respondents ranked future energy needs as highly important, alongside issues like public education and cost of living. Respondents unanimously agreed that collaboration between government, the general public and industry, as well as innovation and incentives for cleaner energy, are the most important factors in shaping future energy needs. The role of government is considered

particularly important in most countries while the public is cited as most important for Thailand. The forum was held against the backdrop of Shell Eco-marathon Asia 2014 in Manila, Philippines. Shell Eco-marathon Asia 2014 is held in partnership with the Philippine Government, especially the Department of Tourism, Department of Energy and the City of Manila. Free titling of residential lands launched in Batangas City

registration case filed in court on the land subject of the patent application. Those 18 years of age must be duly represented by their guardians. The chief of Land Management Services of CENRO in Batangas City, Allan Willard Estillore says that this project makes “public access to land titling system easier.” It also puts in place a one- stop-shop wherein the DENR through the City Environment and Natural Resources Office can help the public with the titling of their lands. Or the staff of the said agencies can go directly to the barangays to conduct this activity. He also said that this titling activity would “reduce if not totally eliminate land problems and conflicts, increase land tenure security and land market activity as well as expand tax base.” Ultimately, this will promote economic activity and improve people’s lives, Estillore added. The launching was formalized with the signing of the Memorandum of Partnership Agreement by Mayor Dimacuha, Association of Barangay Councils president Angelito A. Dimacuha, City ENR Officer Oliver Gonzales; Reynulfo Juan, Reg. Tech.; Director of Lands Francisco Milla Jr.; Batangas PENR Officer Jose Elmer Bascos, Batangas City CENR Officer Laudemir Salac and Register of Deeds chief Atty. Edwin Lagac. Promoting the campaign slogan, “Lupa Mo, Isigurado Magpatitulo”, the DENR is implementing this project pursuant to Republic Act No. 10023 or “The Act Authorizing the

Issuance of Free Patents to Residential Lands”. This will do away with the long, tedious and costly court process of acquiring legal rights on your residential land. Only lands identified as residential in the Zoning Ordinance of the local government unit (LGU) or those within the mixed residential and commercial or mixed residential and industrial may be issued title. Also, the lands must not be needed for public service and /or public use. For highly urbanized cities like Batangas City, only residential lands measuring 200 square meters can be issued free patents. Those interested can file their application at the DENR-CENRO Batangas City Provincial Sports Complex in Bolbok, Batangas City. The requirements for application are: a plan based on an actual survey conducted by a licensed geodetic engineer approved by the DENR, technical description of the land applied for and supporting affidavits of two disinterested persons who are residing in the barangay of the city or municipality where the land is located. Meanwhile, Mayor Dimacuha also launched the Solar Energy Power Project for Verde Island, a public private partnership project with Team Energy Foundation, Inc. to fulfil the long-time dream of the residents of this coastal barangay to have electricity. He also launched the “Gawad Punong Lungsod 2014 Timpalak sa Pagandahan ng Sitio Barangay” for which P8million was allocated as cash prizes for the winners.

The communist rebels identified as Gloria Anda @ Syra, resident of Brgy. Binahian B, Lopez and Jerry Manjares @ Rejie, a native of Brgy. Burgos, Mulanay, Quezon gave up and turned in a Cal. 45 COLT pistol to the elements of the 85th Infantry Battalion in Lopez, Quezon. SOLCOM Commander LTGEN Caesar Ronnie F Ordoyo AFP said both rebels are former members of SPN AMLAY/ SPN Unknown, SRMA GU2, STRPC that operates at the 3rd and 4th district of the said province. Meanwhile, a certain Rene Briñas Lorenzana @ PRIMO, member of K2 Larangan 1, KOMPROB Albay, voluntarily surrendered to the Bayanihan Team of 2nd Infantry Battalion at Brgy. Nagotgot in Manito, Albay. LtGen Ordoyo stressed that aside from the ground operations, they believe that the continuous implementation of peace initiatives and community development interventions that lead to the inclusive growth of the province especially in the countryside are prompting the rebels to return to the fold of the law. NPA rebel apprehended, high powered guns, explosives recovered CAMP GUILLERMO NAKAR, LUCENA City – Fighting insurgency doesn’t have to be bloody at all; this was proven by the military troops after luring a rebel to reveal his personality and point the exact location of firearm and ammunitions left to him by the New People’s Army for safekeeping. A certain Jebe Adote Alarcon, a resident of Brgy. Pinamihagan, Lagonoy, Camarines Sur who admitted to be a member of Milisyang Bayan (local self defense unit) of the NPA, was apprehended by personnel of 42nd Infantry Battalion in the said place for illegal custody of war materiel and other materials. As a result, the authorities recovered one (1) M14 rifle, 2,200 pieces of live ammunitions and four (4) pieces of black ammunitions for Cal 5.56mm, 13 pieces of live ammunitions for Ca 7.62mm, one (1) magazine assembly 20-round capacity for M14, one (1) directional compass, one (1) blasting cap, one (1) detonator, one (1) compact Disk (Coco Levy campaign/ video at gabay), eight (8) pieces of sim cards, one (1) Acer projector accessory (25” portable screen), one (1) Sony FM/ AM transistor radio with compact antenna, one DVD player antenna, four (4) headsets, two (2) USB cable, wires and enemy documents. Alarcon and the confiscated war materials were brought to Lagonoy Municipal Police Station for documentation and proper disposition. Brgy. Pinamihagan is identified as one of the threatened barangays under SOLCOM areas of responsibility. Meanwhile, high powered guns and grenade were also recovered by the elements of 85th Infantry Battalion in Brgy. Tuy-Baanan, Liliw, Laguna. Based on the revelations of former rebels belonging to the Southern Tagalog Regional Party Committee (STRPC), the troops conducted a series of elicitation which resulted to the recovery of arms cache at the residence of a certain Alex (TNU), a trusted CNN contact in the said barangay. Recovered during the operation were two (2) M16 rifles, four (4) long magazines and five (5) short magazines for M16 rifle, one (1) hand grenade, one (1) HH Motorola Radio (ICOM), Two hundred fifty (250) rounds of 5.56mm ammunitions. Meanwhile, LTGEN ORDOYO reiterated that SOLCOM maintains its desire to urge the NPA to abandon the armed struggle and continue exploring peaceful settlement with the government..|

BMC inaugurates new surgery building, breaks ground for medicine department BATANGAS City – Responsive to the increasing needs of the public for upgraded health facilities, the Batangas Medical Center (BMC), formerly known as Batangas Regional Hospital, has inaugurated the new Surgery Building on Friday, February 7 After more than a year of construction, the two-storey Surgery Department Building is now formally opened to the public use wherein the first floor will house the public wards while the second floor is dedicated to private rooms. The construction of this new facility was funded by the Health Facility Enhancement Program of the Department of Health. The inauguration program commenced with the blessing officiated by Rev. Fr. Johannes Arada of St. Mary Euphrasia Parish followed by the ceremonial ribbon cutting by guests led by Secretary Enrique T. Ona of the Department of Health and Dr. Ramoncito Magnaye, BMC’s Chief of Hospital. The ceremony was also attended by Representatives Eileen Ermita Buhain and Raneo E. Abu of Batangas’ first and second legislative districts. The event was also highlighted with the groundbreaking ceremony for the Medicine Department Building. In his short speech, Secretary Ona noted that President Aquino is very eager in supporting this kind of projects for the enhancement of the facilities of the public hospitals. “I am very happy for this new building because many patients out there can use it for their own advantages. A matter of political will By BENJIE OLIVEROS

IN December of 2013, when Meralco’s petition for a rate hike was approved, Malacañang scrambled to justify it. Communications Secretary Herminio Coloma said the rate hike is neither “arbitrary nor unreasonable.” Coloma echoed Meralco’s justification that the rate increase would be “temporary” because of the “maintenance shutdown of the Malampaya natural gas plant that was scheduled from Nov. 11 to Dec. 10.” Recently, Malacañang has been singing a different tune. It has been adding its voice to the clamor not to lift the Supreme Court temporary restraining order (TRO) on the rate hike. Why the sudden change of heart? The Supreme Court issued the 60-day TRO after two class suits were filed against the rate hike: one by progressive party-list groups under the Makabayan bloc and the other by the National Association of Electricity Consumers for Reforms. A third petition was filed by Anakpawis partylist group requesting the High Court to issue a writ of mandamus against the rate hike. Also progressive groups under the multisectoral alliance Bagong Alyansang Makabayan, labor center Kilusang Mayo Uno, and women’s group Gabriela have been holding protest actions and have been urging the public to manifest their disgust over the rate hike, which is on top of a series of oil price increases, high prices of basic goods and commodities, a spike in the price of liquefied petroleum gas, and the Aquino government’s planned hike in the fares of the LRT and MRT commuter train systems. These price increases were implemented amid the destruction caused by typhoon Yolanda in Central Visayas. And now the Aquino government, through the same Communications Secretary Herminio Coloma, is saying that the “Government believes that unjustifiable price hikes should not be passed on to the people.” The Aquino government also deferred again the planned LRT and MRT fare hikes. Malacañang did not reverse its position on the rate and fare hikes because of an epiphany nor did it have a sudden call of conscience. It simply did not want to further fuel the people’s anger, which began to boil with the pork barrel scam, and was exacerbated by the Aquino government’s bungling and vulgar politicking in the relief operations after supertyphoon Haiyan or Yolanda hit Central Visayas. What could be learned from these recent events? First, whenever the Aquino government implements an unpopular, antipeople policy, it always finds reasons to justify it or says that the government could not do anything about it. What recent events have shown is that with enough political pressure from the people, the government could be forced to change or even reverse its position. Second, Malacañang has always been dismissing and belittling protests against its policies by portraying these protest actions as the handiwork of a few noisy, unreasonable people. The Aquino government, much like its predecessors and allies, has been telling the public that nothing could be achieved by marching on the streets. However, recent events also showed that protest actions could make the government reverse its policies for fear that the people’s anger might boil over resulting in the administration’s ouster, much like what happened to the Marcos dictatorship in 1986 and the Estrada Administration in 2001. Of Taxes and Petty Tyranny PAYING taxes is always difficult to the taxpayers. Even if everybody knows that the existence of the government and the proper functioning of the society depend on taxes, paying them remains an unwelcome burden to everyone. History is replete with stories about people rebelling against their rulers because of oppressive fines and imposition. From sword clashes in the countryside to armed skirmishes in the urban areas, the opposition to tyranny is always seen as a never ending protest against oppressive policies and taxes. Later, the haves who could not rise in arms invented a cliché that could camouflage their cowardice and insensitivity to the heavy burdens of the majority—they called it, “tax revolt”. Of course, no known government fell down in history because its people refused to pay taxes. Governments and misfits always find a way of enforcing obedience even against those who have been born with rebellious demons in their bodies. This universal dislike about taxes is understandable. People around the world always hate paying taxes. It is a no surprise, in fact, if those in the government are the ones who dislike them the most. They know better what their bosses do with the taxes. They know that while most of the funds may be channelled to public functions, some of them may be lost in their way to legitimate ends. Whether deliberately done or by sheer recklessness in handling public trust, administrators always make unnecessary to contribution to the waste of public funds.

Immanuel Wallerstein said that people are reluctant to pay taxes for two reasons: first, they believe that they are paying taxes not to fund their government but to increase the money that politicians will spend and second, they know that the taxes they pay to the government are moneys taken away from their budget for food, education and other necessities. No statistics support these arguments but nobody can dispute them. They are born from the experience of people across societies. Who would be willing to pay taxes to a government whose officials are known for their callousness in pocketing public funds? Who would be happy to give money for government projects which server as milking cows for unscrupulous mafias in the government? Who would be proud to have a government which takes away people’s money for private pockets? On top of these, it seems that tax authorities have the tendency to behave like mindless petty tyrants. People fear them because of their constant threat of defamation and persecution. The way some tax officials conduct themselves to the public, especially through the media, make them look like some petty tyrants, (which should not be the case of course). They represent the sovereignty that serves public interest and as such, they should act according to the dignity of their position. Without them, the government will not even exist. Kasal sa isang bakla NAKILALA ni Dianne si Gerry noong 1981 habang pareho pa silang estudyante sa medisina. Ang unang impresyon ni Dianne kay Gerry ay maalalahanin ito at madaling makasundo ng ibang tao. Naging magsyota sila matapos ang pag-aaral. Naging anesthesiologist si Gerry at pediatrician naman si Dianne. Noon ay alam ni Gerry na marami na sa kanyang mga kakilala at kaibigan ang nagdududa sa tunay niyang kasarian. Kahit si Dianne ay nakakarinig ng tsismis at ikinukuwento niya ito kay Gerry. Todo tanggi naman ang lalaki at naghamon pa na kakasuhan niya ang mga naninira at nagkakalat ng tsismis tungkol sa kanya. Pero bukod sa pagtanggi ay wala siyang ginawa para patunayan na mali ang sinasabi ng mga tsismoso’t tsismosa. Ang sabi lang niya kay Dianne ay mas marami pa siyang importanteng gagawin kaysa mag-aksaya ng oras at pera sa pagsasampa ng kaso. Hindi raw siya magpapaapekto sa sinasabi ng iba. Mas pinili ni Dianne na maniwala sa salita ni Gerry kaya noong 1989 ay nagpakasal siya sa lalaki. Nagkaroon sila ng tatlong anak. Pero ang ipinakikita ni Gerry sa ibang tao na perpektong asawa at ama ay pakitang tao lang. Sa loob kasi ng kanilang bahay at sa pribadong buhay nila, napagmasdan ni Dianne na istrikto at napakahigpit ng asawa. Mas alam pa ng lalaki kung ano ang dapat niyang isuot na damit at alahas. Masyado rin itong metikuloso pati sa kaliitliitang detalye sa bahay tulad ng kung paano dapat itupi ang mga kubre-kama. Ang wala sa lugar na paraan

niyang pagdidisiplina sa mga anak ang madalas nilang pagsimulan ng away. Napansin din ni Dianne na sobrang malapit si Gerry sa mga barkadang lalaki. Minsan, nahuli pa niya itong nakikipaglandian sa telepono kausap ang isang lalaki at sinasabi kung gaano niya kagusto ang kausap. Marami ring bastos at mahahalay na gamit na nakuha sa gamit ng kanyang mister. Hanggang nahuli niya ang asawa na nakipaghalikan sa isang lalaki. Nang kumprontahin niya si Gerry , tigas pa rin ito sa pagtanggi kaya ang ginawa ni Dianne ay nag alsa-balutan kasama ang tatlong anak. Tumigil na si Gerry sa pagbibigay ng sustento sa kanyang mga anak. Pagkatapos ng 11 taon nilang pagsasama bilang mag-asawa ay nagsampa ng kaso si Dianne para ideklarang walang-bisa ang kanilang kasal dahil “psychologically incapacitated” si Gerry . Wala raw kakayahan ang kanyang mister na gampanan ang mga tungkulin bilang isang asawa at ama. Isiniwalat niya sa korte ang nangyari sa 11 taon nilang pagsasama. Isang clinical psychologist din ang tumestigo na nakapanayam niya isang beses si Gerry at sinabi ng doktor na base sa kanyang pag-aaral, si Gerry nga ay “psychologically incapacitated” at bago pa man siya ikinasal ay taglay na niya ito at hindi na magagamot. Walang psychologist na tinawag si Gerry para kontrahin ang sinabi ng testigo ni Dianne. Imbes ay silang dalawa lang ng kanyang kapatid ang tumestigo para itanggi ang kuwento ni Dianne at maglahad ng sarili nilang bersyon ng istorya. - Itutuloy.|

Matigas na paninindigan kontra China

ANG interes ng ating bansa ang dapat mangibabaw dahil ito ay para sa kapakanan ng lahat na Pilipino. Bawat isa sa atin, opisyal man ng gobyerno o ordinaryong mamamayan, ay dapat ipromote ang pangangailangang ito sa anumang paraan kung may pagkakataon na maipapakita natin ito. Sa tingin ko ito ang nasa puso’t isipan ng ating Pangulo kung kaya’t matigas siyang nanindigan kontra sa gusto ng HongKong ukol sa Luneta Hostage Incident. Ipinakita niya kung ano ang dapat na option sa gitna ng panunulsol ng China’t pananakot na maapektuhan ang mga Pinoy OFW sa HongKong kung di siya makiayon sa kagustuhan nito. Ito ang dapat na ipagmalaki nating sa ating lider. At tayo bilang mga Filipino citizens ay dapat automatic na sumuporta sa ganyang paninindigan ng isang lider. Wala naman ibang makinabang kundi ang bansa natin, di po ba?  Hindi lamang sa iligal na pagsakop sa ilang lugar sa West Philippine Sea inaabuso tayo ng China. Hindi kaila sa atin na maraming smugglers, shabu at drug syndicates, at mga nagpapatakbo ng big time prostitution at human smuggling operations dito sa Pilipinas ay mga Chinese na ayon sa report ay galing sa mainland China. Hindi mga Tsinoy ha? Mga dayuhang Intsik na di nga marunong magsalita ng Tagalog. Pati mga low quality na consumer goods, yung iba ay nakakalason pa, na galing Tsina ay dito tinatambak sa atin. Ang masama pa na kalimitan nangyayari ay meron tayo mga kapwa Pilipino na inuuna ang interes nitong mga Intsik kesa interes ng Pilipinas sa pamamagitan ng pagbigay tulong o anumang suporta sa mga ito. Marami ang nakikisosyo sa mga ito para lamang makibahagi sa kinikita nilang limpak limpak na pera. Ang tawag ko sa mga Pilipinong ito ay may pagkaHudas at ang perang pinapakain nila sa kanilang pamilya na galing sa mga dayuhang Intsik na naghahari-harian dito sa atin mismong teritoryo ay maituturing na blood money, perang may bahid ng dugo ng mga biktimang Pilipino. Hindi dapat mangibabaw ang ganitong kalakaran.  Isa sa mga talamak ang presence ng mga Intsik ay ang industriya ng pagmimina o ang mining industry.

Simulang maipasa ang RA 7942 o ang Philippine Mining Act of 1995, nagsimulang dumami ang mga shady business deals ng mga foreign Chinese nationals dito sa atin. Kalimitan, kinukorap nila ang mga kawani ng gobyerno matuloy lang ang kanilang pagmimina sa Pilipinas. Pati mga lider ng mga mining communities ay di nila pinalalampas. Last year, isang malaking balita ang masamang ugali sa negosyong pagmimina na kinasangkutan ng isang Chinese mining firm doon sa Surigao. Ngayon, ang mga black sand mining sa Northern Luzon ay nahalungkat na rin na may kinalaman din sila. Sa dalawang pagkakataon na ito, ipinakita ng mga pinunong bayan ng mga apektadong bayan na kaya nilang manindigan para ipagbawal at masugpo ang bad mining practices ng mga Chinese dito sa atin. Sa dalawang okasyon na ito, nasa likod ng mga lider ang mamamayan nila. Magandang simula na ang mga ito. Mas lalong lumalakas ang boses ng environmental protection sa mga pagkakataong ito na hindi natin dapat hayaan pang humina ulit. Dito nila minimina ang bakal na gagawin nilang bala na maari nilang gamitin sa ating mga mangingisda doon sa West Philippine Sea. Kaya mo bang talikuran ang bayan sa pagkakataong ito? Kapakanan ng bansa ang nakataya, kabayan. Tama na yung maka-Hudas na kalakaran!  Ang pambabastos nila sa atin sa karagatan ng West Philippine Sea ang siyang dapat nating primary rallying point para magkaisa tayong lahat. Kung sila na bilyones ang dami ay kayang magkaisa tayo pa kayang 90milyon lang? Gumawa tayo ng indibidwal nating hakbangin gamit ang teknolohiyang dulot ng internet. Isambulat natin sa buong mundo ang pambabastos ng mga Chinese sa mga taga Asya Pasipiko. Ipakita natin sa buong mundo na nagkakaisa tayo bilang isang bansa. Hindi man tayo mayamang bansa basta pag nakita ng buong mundo na nagkakaisa tayo maging tatak na ito sa global consciousness para umaksyon na rin para isulong ang interes nating mga Pilipino kontra Tsina. Bubuo tayo ng critical mass sa buong mundo para sawayin ang Tsina na tigilan na ang pag aangkin ng mga teritoryong hindi sa kanila, katulad ng

Ang pagpapasa ng aplikasyon ay sinimulan noong Enero 22 at tatagal hanggang Marso 6, 2014. Sa pagbubukas ng mga posisyon para sa mga NUP, mas mapapagtuunan ng kapulisan ang pagpapanatili ng katahimikan sa kanilang-kanilang mga nasasakupan sa halip na gagawa ng mga reports at iba pang trabahong pang-opisina, ayon pa sa BPPO. Kampanya kontra carnapping, lalong pinalalakas ng PNP-Batangas Samantala, lalo pang pinalakas ng mga miyembro ng Batangas Police Provincial Office (BPPO) ang kanilang kampanya laban sa carnapping. Sinabi ni PSupt. Isagani Petizanan, deputy provincial director for operations, na ang carnapping ang isa sa mga tinututukan nilang kung kung saan karamihan ng kaso ay motorsiklong ninanakaw. “Hindi kami nagpapabaya sa mga ganitong kaso sapagkat maliit man o malaking sasakyan ang nawala ay pinaglaaanan namin ng oras para imbestigahan at solusyunan,” wika ni Petizanan. ‘ATI contract at risk of cancellation for port underutilization’ - Rep. Abu PORT OF BATANGAS – Port operator, Asian Terminal Inc. (ATI) faces the danger of an early termination of its contract with the Philippine Ports Authority (PPA) for the apparent underutilization of the Batangas Container Port (BCT). This will happen soon if the company will continuously fail to utilize the full capacity of the port, as gleaned from the recent Congressional inquiry. ATI was awarded the concession agreement to operate the Batangas Container Terminal (BCT) for 25 years, a contract that commenced in July, 2010. Congressman Raneo E. Abu authored House Resolution No. 38 urging the Committee on Ways and Means to conduct an investigation on the gross underutilization of the Batangas Container Terminal. The development of the then Batangas Port into an international seaport was materialized using a PhP 5.5 billion loan from Japan Bank for International Cooperation. During the Committee hearing of the Committee on Ways and Means recently, Congressman Abu of the 2 nd district of Batangas lamented the failure of ATI to maximize the overwhelming potential of BCT, considered as the most modern container terminal in the

TRADITIONAL farmers packed lunch in some provinces of the Philippines wherein rice and meats are wrapped together in banana leaves. A special delicacy served during a fiesta or any special occasions. Ingredients: 3 cups rice 1 cup brown sugar 1 cup roasted peanut 1/2 cup chicken 1/2 cup sliced ham 1/2 cup shelled shrimp 2 boiled egg 5 cups coconut milk Atsuete powder (dissolve in 1/2 cup of water) Banana leaves Salt and pepper to taste Cooking Directions: In a frying pan, toast the rice until golden brown. Grind rice in a blender and set aside. After the rice, grind the roasted peanuts.

In a deep pan combine coconut milk, salt, pepper and brown sugar, let it boil. Add the powdered rice, with constant stirring. Add the ground roasted peanut, stir constantly and cook over low heat until thick. Continue cooking the paste, until it separates from the pan. Divide the paste into 2 parts, set aside other half of the paste (regular paste) Add atsuete water to to the remaining half and cook for 5 minutes (red paste) Lay two banana leaves. At the center, put 3 tablespoons of the regular paste and flatten lightly. Top each with chicken, sliced ham, eggs and shrimp. Cover with 3 tablespoons of red paste. Wrap with banana leaves in four folds and steam for 20 to 30 minutes.|

109 student teams join Super-Mileage Challenge in Shell Eco-Marathon Asia OME 109 student teams from 15 countries across Asia and the Middle East hit the streets of Manila, Philippines over the weekend competing in the fifth annual Shell Eco-marathon Asia. The super-mileage competition welcomed a record number of participating teams this year, as it moved for the first time from the Sepang International Circuit in Kuala Lumpur (Malaysia) to Luneta Park in the heart of Manila (Philippines). Representing the Philippines were 15 teams from the country’s top engineering schools, namely: Adamson University, De La Salle University, Don Bosco Technical College, Mapua Institute of Technology, Polytechnic University of the Philippines – Manila, Technological Institute of the Philippines – Manila, Technological Institute of the Philippines – Quezon City, University of San Carlos and University of Santo Tomas. The teams began designing and building their energy-efficient vehicle since last year. Success is not measured by speed – it is measured by who can drive farthest on one liter of fuel and
