Carbon monoxide is the colorless, odorless, poisonous gas produced when fuels such as wood, coal, charcoal, propane, natural gas or fuel oil are burned. It is even in automobile exhaust and it can be deadly. We recommend every home have a carbon monoxide detector, and that batteries are replaced on a routine basis.

Exposure to carbon monoxide may cause nausea, burning eyes, headaches, dizziness, chest pains, fatigue and other flu-like symptoms. Dear members,

As we enter into October I want to remind everyone of the Parade of Homes, which will begin on the weekend of 10/25-10/27. Please make sure you spread the word and attend the kick off party if possible.

I would also like to thank all the volunteers and vendors who helped with and participated in the Home Product Expo Show, this event was a huge success and we could not have done it without you! THANK YOU!

I would also like to recognize Mr. Alton Lister for receiving the “Remodeler of the Year” award from FHBA. This is a very prestigious award and on behalf of the Homebuilders association of West Florida, we would like to congratulate you, Mr. Alton on a well deserved award. You contribute so much of your time to our industry and we are extremely lucky to have you on our team. Thank you sir, for all the hard work you do for the association.

NAHB Seeking Member Input on Proposed OSHA Heat Standard

On August 30, OSHA published a proposed ruleto establish the first federal standard for preventing heat-related injuries and illnesses for both indoor and outdoor work settings. NAHB has prepared a summary of the proposal with information on employer requirements. If finalized, the standard would apply to all employers conducting outdoor and indoor work in all general industry, construction, maritime and agriculture sectors, with some exceptions.

Notably, the standard would require employers to develop a Heat Injury and Illness Prevention Plan (HIIPP) with site-specific information for identifying and controlling heat hazards.

Elements of the HIIPP include:

• The HIIPP must identify heat safety coordinators — managerial or non-managerial employees tasked with ensuring workers comply with the standard on the jobsite.

• For employers with more than 10 employees, the HIIPP must be written in a language (or languages) that everyone on the worksite can understand and be easily accessible for employees. Employers with 10 or fewer employees do not need written plans.

• Employers must seek the input of nonmanagerial employees in the development of the HIIPP.

The standard also sets specific requirements on a jobsite when certain heat triggers are met. When the heat index on a jobsite reaches 80°F — called the “initial heat trigger” — employers must provide “suitably cool” drinking water to all employees, shaded or air-conditioned break areas, and other requirements.

When the heat index reaches 90°F on jobsites, “high heat trigger” requirements kick in, including paid rest breaks for a minimum 15 minutes every two hours, observation for signs and symptoms of heat-related illness (such as supervisor observation or an employees “buddy system”), and more.

OSHA is allowing the public to submit feedback in response to the proposal until December 30, a 120-day comment period. NAHB is reviewing the proposed rule to analyze its full impact on residential construction and will submit comments in response.

Because the proposed standard could have a huge impact on the jobsite operations of home builders, NAHB is asking members for feedback on how the new rules could affect their business. We are particularly interested in hearing from members working in states with existing heat standards.

The Days of 3 to 4 Percent Mortgages May Be ‘Gone,’ NAHB CEO Says

The National Association of Home Builders (NAHB) reported home builder confidence to have risen to a print of 41 in September, up from August’s reading of 39. Mortgage rates, also, continued to cool to 6.2%, declining their lowest levels since February 2023.

National Association of Home Builders CEO Jim Tobin was featured on Market Domination talking about the signals the Federal Reserve is sending to the US housing market as the central bank continues to cut interest rates for the first time in four years this week.

The Fed’s rate narrative “does translate into almost a one-for-one cut in those construction loans that our members use in order to buy and improve land and start projects. So that’s really what the Fed means for homebuilding in the short term,” Tobin explained.

He touched on the latest economic proposals hinted at by presidential candidates Donald Trump and Kamala Harris and why the focus should remain on the supply side of the housing market.

“The days of 3 or 4% mortgages are gone, I’m afraid. So what we need to do is get this whole generation of buyers to recognize that 5.5% is still really cheap money, historically, when it comes to mortgage rates,” Tobin said. “And it’s going to be a great time to buy your home. For those who bought earlier in the last couple of years, it’s going to be an opportunity for them to refi [refinance].”

Over Two-Thirds of New Homes in 2023 Feature Porches

Porches continue to rank as the most common outdoor feature on new homes, according to NAHB tabulation of the latest data from the Survey of Construction (SOC, conducted by the U.S. Census Bureau with partial funding from HUD). Of the roughly 950,000 single-family homes started in 2023, the SOC data show that 67.7% were built with porches. This is four full percentage points higher than the 63.7% reported for patios, and marks the first time the share of new homes with porches has surpassed two-thirds since the re-design of the SOC in 2005.

Traditionally, porches on new homes have been most common in the four states that make up the East South Central Census division. That was true again in 2023, although by the narrowest of margins. While 81% of new homes in the East South Central had porches in 2023, that was only a single percentage point higher than the 80% recorded in the Pacific Division. The share was also over 70% in four other divisions: the Mountain (77%), South Atlantic (74%), East North Central (73%) and New England (72%). Once again, the division with the smallest share of poches on new homes was the West South Central (42%). After some significant changes between 2021 and 2022, the 2023 divisional percentages were not drastically different from the ones reported for 2022 in last year’s post.

Detail about the characteristics of porches on new homes is available from the Builder Practices Survey (BPS), conducted annually by Home Innovation Research Labs. Among other things, the 2024 BPS report (based on homes built in 2023) shows that porches continue to be most common on the front of new single-family homes, rather than on the side or rear. When on the front, porches average approximately 100 square feet of floor area, compared to 140 square feet for a side or rear porch, and 200 square feet for a screened-in porch.

On a square foot basis, builders continue to use concrete more than any other material in new-home porches— except in New England, where composite (a blend of usually recycled wood fibers and plastic) is most common, and treated wood, PVC or other plastics, cedar, and natural stone are each used more than concrete.

In construction, a spike is a steel object that is essential to making a building strong. As in construction, the HBA of West Florida sees a Spike as someone that works to keep our association strong. Spikes work on the recruitment and retention of members in addition to keeping members active with the association. Anyone is eligible for Spike status.
