Bands on the Beach
Pensacola Beach’s popular outdoor concert series Bands on the Beach returns April 4, featuring diverse bands and performances for every musical taste. Presented by the Santa Rosa Island Authority, the free, weekly concerts are held every Tuesday night through October 31 from 7 pm to 9 pm at the Gulfside Pavilion on Pensacola Beach overlooking the Gulf of Mexico. Featuring a lineup of regional artists, Bands on the Beach delivers an eclectic musical experi-

Bands on the Bayou
Brought to you by the East Hill Neighborhood Association in partnership with the City of Pensacola, Bands on the Bayou is an outdoor concert series that gives back to our local community. Through contributions from local sponsors, this familyfriendly concert series is free and open to the public. Concerts are held on the bank of Bayou Texar at Bayview Park located in East Hill at 2001 E Lloyd Street in Pensacola. Performances feature both local and regional talent from a variety of music genres. Gather your friends, a few chairs or blankets and come set up on the lawn outside the Bayview Community Center. Boat access is available and concergoers are also welcome to anchor in the bayou to take in the tunes from their own watercraft. Local food trucks will also be on-site dishing up tasty treats and beverages. Proceeds from each concert directly benefit local non-profit organizations throughout our community. Blues on the Bay
Keep those lawn chairs at bay for Blues on the Bay, a series of free outdoor performances held at the Community Maritime Park Hunter Amphitheater in downtown Pensacola. Concerts are held throughout the spring and summer months on select Sunday evenings when the Blue Wahoos are away. Pack up the picnic basket and lawn chairs and head out to the Hunter Amphitheater to enjoy some of the region’s top musical talent and sweeping views of Pensacola Bay. Bands on the Blackwater
Held each spring from April through June along the west bank of the Blackwater River in Downtown Milton, the Bands on the Blackwater Concert Series features live outdoor music in a family-friendly setting.
From local favorites to national touring bands, the spring concert series offers a variety of music from Bluegrass, country, Blues and rock and roll will be performed live on
stage. Concerts are held on Friday nights from 7 pm to 9 pm at Jernigan’s Landing located at 5158 South Willing Street in Milton. Blankets, chairs and coolers are welcome, and dancing is highly encouraged.
“Bands Fans” are also welcome to come by boat, or anchor up and enjoy the concerts from the river. A variety of local food vendors will also be on-site dishing up delicious eats for crowds to enjoy at each concert. ECFR PROMOTES WILDFIRE SAFETY HEADING INTO WARMER MONTHS
As Escambia County progresses into the warmer months, Escambia County Fire Rescue urges residents to practice wildfire safety and use preventative measures to avoid creating wildfires.
As of March 22, the Florida Forest Service has Escambia County at a moderate risk for wildfires. Recently, wildfires have occurred in Cantonment and Walnut Hill.
“ECFR encourages residents to know the burn regulations for proper distance from other flammable materials and structures,” said Fire and Life Specialist Ray Melton. “Only small yard debris is permitted to be burned with a water source available. You should never leave any fire unattended. Additionally, children should not be near any outdoor burning, grills or other types of outdoor recreational fires. Pets and children should have a three-foot safety zone around outdoor cooking equipment and campfires. When camping, always carry extra water or a fire extinguisher to extinguish fires.”
If citizens choose to utilize outdoor burning as a method to remove vegetative debris, ECFR offers these outdoor burning regulation tips:
• It is illegal to burn household garbage (including paper products), treated lumber, rubber materials, tires, pesticides, paint and aerosol containers.
• Dry vegetative debris such as grass clippings, pine straw, leaves, tree limbs, and shrub trimmings can be legally burned between 8 a.m. and one hour before sunset if it is in a pile not larger than eight feet in diameter and located:
° 25 feet from any forested area (grasslands, brush or wildlands)
° 25 feet from your home or other combustible structure
50 feet from any paved or public roadway
° 150 feet from any occupied dwelling other than your own home
To ensure that a backyard debris burn is really out, citizens are encouraged to follow these steps:
• Drown the fire with water, turn over the ashes with a shovel and drown it again.
• Check the burn area regularly over the next several days.
• At the onset of warn, dry weather, especially when accompanied by wind, check the burn area again, even if it is a weeks after the burn.
Escambia County Fire Rescue proudly operates as a combination fire service, utilizing the talents and diversities of volunteer and career firefighting personnel. Career personnel operate in 14 stations throughout the county. 13 stations work a 48/96-hour shift, and two stations work Monday-Friday, 7 a.m. to 4 p.m. Volunteer firefighters operate out of numerous stations throughout Escambia County. CITY SEEKING ARTIST SUBMISSIONS FOR PENSACOLA WELCOME SIGN STRUCTURE NEAR PENSACOLA BAY BRIDGE
The City of Pensacola is hosting a design contest for artists to create a three-dimensional welcome structure, which will greet as many as 100,000 visitors daily on the Pensacola side of the Pensacola Bay Bridge, or Gen. Daniel “Chappie” James Jr. Bridge.
The city is working in partnership with Dalrymple Sallis Architecture for the contest, with a goal of creating a design that will greet visitors to Pensacola for decades to come. Funding for the project will be provided in part through a Joint Participation Agreement with the Florida Department of Transportation.
The selected design will be fabricated and installed by the city, to be placed in the area between Bayfront Parkway and Gregory Street facing south-southeast. Please see the project area map for location details.
CITY OF PENSACOLA SEEKING APPLICANTS FOR SUMMER YOUTH INTERN PROGRAM
The City of Pensacola is offering paid internship opportunities for eligible youth ages 16-24 through the City of Pensacola Summer Youth Intern Program. Internships are available in a variety of city departments and promote career development while providing paid on-the-job work experience.
The Summer Youth Intern Program will run Friday, June 2 through Friday, July 28. Interns may work up to a maximum of 20 hours per week. Applications are due Friday, May 19 at 4 p.m.
To be considered for the Summer Youth Intern Program, participants must meet the following requirements:
• Be an Escambia County resident with proof of address.
• Be 16-24 years old at the time of enrollment.

PUBLIC COMMENT PERIOD OPENS FOR REBUILD FLORIDA HOMETOWN REVITALIZATION PROGRAM
All interested artists are encouraged to submit their designs for consideration to submissions@cityofpensacola.com using the requirements outlined in the application packet. The submission deadline is Wednesday, April 26 at 5 p.m.
A panel of city staff and citizens will review submissions and select the best design using a scoring rubric. MARCH MAYOR’S NEIGHBORHOOD CLEANUP COLLECTS 72 TONS OF BULK WASTE
The March Mayor’s Neighborhood Cleanup collected 72 tons (143,960 pounds) of bulk waste, along with 118 tires and 900 gallons of paint. The cleanup took place on Saturday, March 25 with 26 loads picked up from the northern portion of East Hill, along with some surrounding neighborhoods.
The Mayor’s Neighborhood Cleanup allows residents in the cleanup areas to leave eligible items at the curb on cleanup day to be picked up by City of Pensacola Sanitation Services. The cleanup includes bulk items such as household appliances, furniture and
mattresses, bicycles and toys, tires and old paint.
Through the Mayor’s Neighborhood Cleanup program, all city neighborhoods have a cleanup once a year during the months of January through October. In addition to Sanitation Services collecting items left at the curb, Code Enforcement conducts a sweep of the cleanup area and addresses any code violations.

During the March 23 Escambia County Board of County Commissioners meeting, the board discussed potential projects in Escambia County to submit for grant approval as part of the Rebuild Florida Hurricane Sally Hometown Revitalization Program. Led by the Florida Department of Economic Opportunity’s Office of Long-Term Resiliency, the program is designed to support the recovery of economic activity in commercial areas of Hurricane Sally-impacted towns and cities by facilitating the return and recovery of businesses, jobs, and provision of goods and services to the community.
The board has selected three projects to prioritize as part of the program. The projects include:
• ECAT solar-powered bus shelters with ADA upgrades
• Palafox Street sidewalks from Highway 29 to Nine Mile Road
• Regional sidewalk and drainage projects:
° Jackson Street sidewalks and drainage from 57th Avenue to New Warrington Road
° “W” Street sidewalks from Airport Boulevard to Highway 29
° Hollywood Avenue sidewalks and drainage from Massachusetts Avenue to Fairfield Drive
Escambia County values citizen and stakeholder engagement and will provide a reasonable opportunity of at least 30 days for citizen comment and ongoing citizen access to information about the use of these grant funds. During the development of the grant applications, the county will consult with disaster-affected citizens, stakeholders, local government, public housing authorities and other affected parties in the surrounding geographic area. RIVER ROAD CULVERT REPAIRS TO BEGIN MAY 16
Escambia County’s Construction Management Division will soon begin the River Road Culvert Repairs FEMA Project in District 1. Located approximately 2,040 linear feet north of the intersection of River Road and Perdido Key Drive, the project consists of replacing an existing culvert crossing, associated asphalt roadway and multiuse path damaged during Hurricane Sally.
Construction is expected to begin May 16, 2023, and be completed within 270 days, weather permitting. River Road will be closed at the project site during construction and a detour route will be provided to general and local traffic. Areas impacted during construction will be returned to their
previous state. Access to adjacent properties will be maintained, although there may be periods when a driveway or entrance is temporarily blocked during construction. Construction is expected to take place during the hours of 7 a.m. to 5 p.m. Monday through Friday.
The project is funded by FEMA funds with a construction cost of approximately $1.4 million. Quality Enterprises USA, Inc. is the contractor for this project.

HOUSE TAKES AIM AT VISIT FLORIDA FUNDING
JIM TURNER NEWS SERVICE OF FLORIDATALLAHASSEE — House leaders want to cut off state funding for the Visit Florida tourism-marketing agency, with money instead drawn from the 62 county tourist-development councils.
But local tourism officials warn the proposed changes would harm efforts that last year helped lead to tourism numbers topping pre-pandemic levels.
Michael Corrigan, president and CEO of Visit Jacksonville, said the proposal would increase his organization’s annual payment to the public-private Visit Florida from $15,000 to $1.5 million.
“I think it is a brilliantly bad piece of legislation. The intent is to eliminate Visit Florida.” Corrigan said. “But in reality, it’s probably going to eliminate a lot of the local destination marketing organizations as well.”
The Republican-dominated House Regulatory Reform & Economic Development Subcommittee on Tuesday approved a bill (PCB RRS 23-02) that includes the proposed funding changes. Large counties would have to submit 5 percent of their tourism tax revenue to the state. Rural counties would provide 2 percent of their tourism revenue.
In return, Visit Florida would have to allocate 75 percent of the money to programs that directly assist rural counties, state parks and state forests. Local tourist-development tax revenues total about $1.5 billion this year, according to a House staff analysis.
Rep. Mike Giallombardo, a Cape Coral Republican who is a sponsor of the proposal, credited the state’s growing tourism numbers — 137.6 million visitors in 2022, 5 percent higher than the previous high in 2019 — to “supply and demand.”
“Florida was open. We had no masks. People came to Florida because we were free. Our beaches were open,” Giallombardo said.
Giallombardo added state’s funding of Visit Florida might have had some impact on the uptick, but the state being open “was all over the news.”
Rep. Angie Nixon, D-Jacksonville, described the proposal as “Robin Hooding” the money to smaller counties.
Visit Orlando President and CEO Casandra Matej said her organization might not be able to participate under the proposed funding formula and said Visit Florida has been critical in responding to crises.

STUDENTS PROTEST HIGHER-ED PROPOSAL
Student groups held protests Tuesday to decry a higher-education bill designed to carry out Gov. Ron DeSantis’ push to eliminate diversity, equity and inclusion programs at state colleges and universities. The bill (HB 999), in part, would prohibit colleges and universities from spending state or federal money to “promote, support, or maintain” programs or activities that advocate for diversity, equity and inclusion or “promote or engage in political or social” activism. Groups such as the Florida Student Power Network and the Florida State University College Democrats and leaders from the Florida A&M University Pan-Hellenic Council held protests opposing the bill in the Capitol and on the FAMU campus. Ana Guevara, executive director of the Student Power Network, characterized the bill as an attempt to boost DeSantis’ profile as he sets the stage for a possible 2024 presidential candidacy. “As we enter another legislative session, we are seeing

The proposal is expected to generate $75 million a year for Visit Florida. But after three years, every county commission collecting tourist-development taxes would get to vote on sending their locally collected money to the state. If Visit Florida fails to draw $1 million a year, it would be closed.
Visit Florida, which has been targeted in the past by the House for closure, received $50 million from the state for the current fiscal year, which will end June 30. The Senate has proposed spending $80 million on Visit Florida during the 2023-2024 fiscal year.
An initial House budget proposal doesn’t include money for Visit Florida.
Senate Appropriations Chairman Doug Broxson, R-Gulf Breeze, said Tuesday he expects the House and Senate to discuss Visit Florida during budget negotiations after the Easter holiday break.
In a news release, the tourism-industry group Destinations Florida argued the change would “cripple the ability of our state and our local communities to attract visitors” as competition grows for tourism dollars.
“This legislation would effectively destroy Visit Florida by gutting its functions and funding, leaving Florida at a global competitive disadvantage when it comes to promoting the state as a tourist destination,” the association said in the release. “It also strikes at local tourism promotion by sweeping local tourist-development taxes to Tallahassee and requiring that those taxes be reauthorized by referendum every six years, putting any organization that relies on those funds in jeopardy.”
The conservative group Americans for Prosperity-Florida praised the proposal.
“For far too long the state has funded programs like Visit Florida when not every county and city benefits from it,” Americans For Prosperity-Florida State Director Skylar Zander said in a prepared statement.
The tourism-funding changes were rolled out as the House also pursues a plan (HB 5) to close the doors on the business-recruitment agency Enterprise Florida and repeal a series of economic-development programs including the Office of Film and Entertainment.
A House staff analysis of the Enterprise Florida plan noted that Visit Florida has a $3.30 return on every $1 of advertising.
The House also is moving forward with a separate measure that seeks to shift programs within the Space Florida aerospace agency to the Department of Economic Opportunity and give the governor more control over Space Florida’s board of directors.

The bill defines critical theory as including concepts such as critical race theory, which is based on the premise that racism is embedded in American institutions. During a news conference this month, DeSantis described diversity, equity and inclusion initiatives as being among the “discriminatory programs and activities” that the bill seeks to eliminate. The House proposal would require approval from the Education & Employment Committee before it can be considered by the full House. A similar Senate bill (SB 266) would need approval from two committees before it could go to the full Senate.
CITIZENS INSURANCE SEEKS RATE
HIKES

TALLAHASSEE — Leaders of the statebacked Citizens Property Insurance Corp. approved a proposal Wednesday that would raise average rates by 14.2 percent this year, as they seek to push policies into the private insurance market.
The proposal would need approval from the Office of Insurance Regulation before it could take effect and would lead to increases that would vary by types of policy. For example, Citizens wants to raise rates on primary-residence multi-peril policies — the most-common type of homeowners’ coverage — by 12 percent, effective Nov. 1.
Before the Citizens Board of Governors approved the proposal, President and CEO Tim Cerio said Citizens’ rates are “artificially low” when compared to the private market. He said Citizens, which has seen massive growth during the past two years, needs to return to a smaller role in the market.
“For the economic well-being of the people of Florida, as well as for the good of Florida’s insurance market, Citizens must return to truly being that insurer of last resort for our state,” Cerio said. “We must charge actuarially sound rates, and we must not be competitive with the private market.”
Cerio and other Citizens officials hope that changes made during a December special legislative session will bolster the market, drawing more private insurers and reinsurance dollars to Florida. Changes include trying to curb lawsuits over insurance claims.
But Citizens has seen its policy count skyrocket from 569,868 on March 31, 2021, to 1,223,204 as of Friday, as private insurers have dropped customers and passed along major rate hikes because of financial troubles.
Cerio said Citizens expects to top 1.5 million policies by the end of this year.
Citizens Board of Governors Chairman Carlos Beruff praised the December legislation, but said “this isn’t a quick fix. It’s going to take time.”
DESANTIS SIGNS AFFORDABLE HOUSING PLAN
Gov. Ron DeSantis on Wednesday signed into law a $711 million plan to make housing more affordable for working Floridians. SENATE PANEL TARGETS ‘ESG’
As an indication of continuing rate increases in the private market, the Office of Insurance Regulation has scheduled two public hearings Thursday and two hearings next week on proposals for major hikes. Agendas for the Thursday hearings said First Community Insurance Co. is seeking an average 44.8 percent increase for homeowners multi-peril policies, while Kin Interinsurance Network is seeking an average 61.5 percent increase on such policies.
Citizens’ proposed average 14.2 percent increase involves “personal lines” policies, which include such things as coverage for single-family homes, condominium units, renters and mobile homes.
State law caps annual rate increases for Citizens customers whose homes are their primary residences and who have multi-peril policies. The cap is 12 percent this year and 13 percent in 2024.
But the December legislation (SB 2-A) allows annual increases up to 50 percent for homes that are not primary residences. That could lead to at least some second-home owners seeing hefty rate increases if regulators approve the Citizens proposal.
Citizens leaders, some lawmakers and insurance-industry officials have long complained that the annual caps have artificially held down rates, effectively leading to Citizens providing cheaper coverage than private insurers.
But the issue is politically difficult, at least in part because homeowners in many areas have few options for coverage other than Citizens.
Part of the focus on trying to move policies into the private market stems from financial risks. If, for example, Citizens would not have enough money to pay claims after a major hurricane, it could lead to policyholders throughout the state facing what are known as “assessments” on their policies.
“The larger we grow, the greater our exposure, and the greater our exposure, the greater the potential financial burden on the taxpayers of Florida, people who aren’t even Citizens customers,” Cerio said.

Ron DeSantis and members of the state Cabinet that required investment decisions in the Florida Retirement System Defined Benefit Plan to prioritize the highest returns without consideration of the standards known as “ESG.” The bill, sponsored by Sen. Erin Grall, R-Vero Beach, would require state and
local-government investment decisions to be based “solely on pecuniary factors” and would prevent “sacrificing investment return or undertaking additional investment risk to promote any non-pecuniary factor.” It would prevent fund managers from considering issues such as climate change and social diversity when deciding how to invest money. Sen. Bobby Powell, D-West Palm Beach, called the proposal “anti-free market” and questioned the ESG definition. “There’s a number of reasons that give me pause with regard to this legislation,” Powell said. “Overwhelmingly, the idea of freedom being redefined with a number of restrictions is problematic for me.” The House approved a similar proposal (HB 3) last week.
