SLOW RIDE

The freedom and excitement

you feel while riding a bike are unlike any other mode of transportation. Whether you enjoy leisurely riding with friends or use your bike to commute on a regular basis, there’s something thrilling about using a bicycle to explore the streets of your own city. It’s not only an efficient and fun way to explore all that Pensacola has to offer, it also allows you to take in your natural surroundings and gain a truly immersive perspective on the city.

From the scenic views of the Gulf of Mexico and slow rides through quaint neighborhoods, to whiteknuckling down wooded off-road trails, there’s no shortage of beautiful places to explore that provide a wonderful way to get closer to nature while also discovering some of the area’s hidden gems.

Thanks to the diligent work being done by local organizations like Bike Pensacola, the cycling culture in Pensacola is improving. Established in 2015 by local biking enthusiast, environmental advocate and Bike Pensacola Executive Director, Christian Wagley, Bike Pensacola is a coalition of bicyclists, bike clubs, bike shops and other organizations working to improve conditions for bicycling in Pensacola.

In addition to offering information on bicycle laws and other tips to help keep rides safe and enjoyable, Bike Pensacola hosts a monthly group Slow Ride event, which is held on Saturday afternoons. For this free community event, the public is invited to gather at a designated location near the downtown area for a fun leisurely ride among friends.

The event, Wagley said, has helped boost cyclist confidence and raise awareness of how beautiful and bikeable the downtown area really is.

For each Slow Ride, all participants, as a group, will leisurely bike

hour. The pace is very leisurely and no one gets left behind.

Every ride features a different route, and Wagley believes one of the event’s biggest draws is that it exposes people to parts of the city or other areas that they have never been to or considered learning about before.

The first ever Slow Ride was held in May of 2015 with a group of just 17 people, and has since, quickly grown to the most popular ride in town.

According to Wagley, the leisure side of the sport has taken off way more than the competitive side, but he welcomes it all. Part of the reason for this shift, he explained, is various infrastructure changes that have been made to make the roadways safer for cyclists and pedestrians, including changing Palafox to a two-way street.

Wagley has been biking everywhere in Downtown for close to 20 years and is thrilled about the community acceptance of the bikecurious lifestyle.

“People who participate in that will talk to people around them and that’s how cultural changes happen,” Wagley said. “That’s how biking grew in Pensacola and that’s how it will continue to grow.”

Wagley said the initial idea for the event came from a conversation between himself and his friend Tim Bustos.

“We got to talking and determined that there was a need for a group to host rides and advocate for a safer and more pleasant city for cycling,” Wagley explained.

Wagley and Bustos called some of their friends, made a Facebook event page and a handful of people met at a downtown surf and skate shop. The following month, they held a second Slow Ride, with even more people in attendance.

By July, Wagley said, there were 45 to 50 people and by August, the event had grown to include nearly 150 people. From there, things have been

“The first Slow Ride was on a Friday night ride with a couple of dozen friends. Within a few months, it grew to 150 people, which told us that this was something that the community very much wanted,” Wagley recalled.

Although the Bike Pensacola Slow Ride event evolved from humble origins, it has grown to become one of the most popular outdoor leisure events in the city, now drawing close to 300 riders each month.

Join Bike Pensacola for the most popular ride in town. The next Slow Ride event is tentatively scheduled for April 29 at 10:30 am. Riders will meet at Malaga Square located at 1000 East Blount Street in East Hill. A kid’s Slow Ride will happen before that at 9 am. For April, Bike Pensacola will host a children’s Slow Ride at 9 am, just prior to the main ride event.

The event is free and familyfriendly and no reservations are required. Self-propelled or electricassist bicycles are welcome. Children 16 years of age and younger must be accompanied by an adult. Cyclists under the age of 16 are required to wear a helmet by law, including those in bike trailers. The Pensacola Police Department will escort riders to keep them safe from moving traffic.

Fitting Your Bike

Frame:

1. Straddle the bike and stand in front of the seat.

2. Lift the front and rear wheels off of the ground until the bike frame touches you.

3. If it is a road bike, there should be 1 to 2 inches between the tires and the ground. For a mountain or hybrid bike, there should be 3 to 4 inches between the tires and the ground.

4. Another way to test the fit of a frame: When you’re sitting on the bike and one pedal is pushed all the way down, there should be a slight bend in your knee.

Road Bikes: If the bike has a traditional straight top tube that is parallel to the ground, you should have approximately 1 inch of clearance between the ground and tires when you lift the bike as you’re straddling it.

Mountain Bikes: When you lift the bike, you want 2 inch minimum clearance between the tires and the ground. If your bike has full suspension, it’s okay to have less initial clearance (1 to 2 inches) because the suspension compresses under your weight once you sit on the bike.

Hybrid Bikes: If your hybrid bike is a city commuter, use the road bike guidelines. If it’s a beach cruiser or a stepthrough style, you don’t really have to worry about standover height. Most of these have steeply sloping top tubes that let you step over easily and put your feet flat on the ground when seated.

ECFR’S RAY MELTON RECOGNIZED AS A 2022 EXEMPLARY PUBLIC SERVANT

Escambia County Fire Rescue is pleased to announce that Fire and Life Specialist Ray Melton was selected as one of American City & County’s 2022 Exemplary Public Services for his dedication to fire prevention and education in Escambia County. American City and County, a local and state government news agency, publicly made the announcement on Monday, April 10.

Ray Melton’s interest in the fire service began when he was five years old when firefighters saved his life after he became sick and stopped breathing. After joining the Army at 17 as a finance specialist, he transferred to a firefighting position when the opportunity became available.

In 2016, Melton discovered his passion for fire prevention, but it came with tragedy. On an early Thursday morning, four children lost their lives in Pensacola after a water heater shorted out, causing a deadly fire. From there, Melton knew he had to do something.

Following the tragedy, Melton has worked to make sure another deadly incident like that would never happen again. While with ECFR, Melton has implemented a number of effective and innovative fire prevention programs, such as the county’s “Ready, Set, Go” wildland-urban interface education initiative, where he partners with local forestry personnel to host educational programs with urban communities that could be affected by wildfires.

Last year, Melton started the home fire safety program. The program is an oppor-

tunity for Escambia County residents to request to have their homes inspected for any potential fire hazards, such as exposed wiring, burned electrical outlets and nonfunctioning smoke detectors. Since then, Melton has inspected numerous Escambia County homes and identified several potential fire hazards, leading to preventative maintenance in those homes.

“My seven years with ECFR have been very rewarding in that we have saved lives through education,” said Melton. “The greatest rewards come when I get feedback from our citizens who explain how grateful they are for our implemented programs that bring fire safety to them on a personal level or when they tell me that after we installed alarms in their home, the alarms saved their life. Bringing awareness to a personal level lets our citizens know we truly care about them and even though we will not prevent many fires, the awareness we bring to their homes will save lives.”

CITY OF PENSACOLA SEEKING APPLICANTS FOR SUMMER YOUTH INTERN PROGRAM

The City of Pensacola is offering paid internship opportunities for eligible youth ages 16-24 through the City of Pensacola Summer Youth Intern Program. Internships are available in a variety of city departments and promote career development while providing paid on-the-job work experience.

The Summer Youth Intern Program will run Friday, June 2 through Friday, July 28. Interns may work up to a maximum of 20 hours per week. Applications are due Friday, May 19 at 4 p.m.

To be considered for the Summer Youth Intern Program, participants must meet the following requirements:

Be an Escambia County resident with proof of address.

• Be 16-24 years old at the time of enrollment.

• If under the age of 18, the applicant must have parental/guardian consent to be considered for participation.

• Provide a letter of recommendation.

• Complete job readiness preparatory training class on Friday, June 2. Not have any felony convictions.

• Meet hiring criteria of the temporary employment agency.

• Submit a completed application by the Friday, May 19 deadline.

About the Pensacola Children’s Chorus

The Pensacola Children’s Chorus (PCC) is a non-profit, community-based arts education program which uses music and performance to inspire and nurture a new generation of young leaders. Serving 300 young musicians from over 60 schools across Northwest Florida and Southwest Alabama, PCC uses music education to provide opportunities for personal growth, friendship, and community service. Formally established 1990 as a program of the Pensacola Symphony, the now-independent organization continues to pursue diversity of talent, repertoire, and performance to enhance and enliven the cultural fabric of our community. CITY SEEKING ARTIST SUBMISSIONS FOR PENSACOLA WELCOME SIGN STRUCTURE NEAR PENSACOLA BAY BRIDGE

The City of Pensacola is hosting a design contest for artists to create a three-dimensional welcome structure, which will greet as many as 100,000 visitors daily on the Pensacola side of the Pensacola Bay Bridge, or Gen. Daniel “Chappie” James Jr. Bridge.

The city is working in partnership with Dalrymple Sallis Architecture for the contest, with a goal of creating a design that will greet visitors to Pensacola for decades to come. Funding for the project will be provided in part through a Joint Participation Agreement with the Florida Department of Transportation.

The selected design will be fabricated and installed by the city, to be placed in the area between Bayfront Parkway and Gregory Street facing south-southeast. Please see the project area map for location details.

All interested artists are encouraged to submit their designs for consideration to submissions@cityofpensacola.com using the requirements outlined in the application packet. The submission deadline is Wednesday, April 26 at 5 p.m.

A panel of city staff and citizens will review submissions and select the best design using a scoring rubric. Artists are asked to take into consideration the location’s aesthetics, physical limitations, Pensacola history and cohesiveness when creating their design.

Artists should review the application packet for more detailed information about the design criteria, dimensions, materials and submission requirements. There was a Q&A period from April 3-7 for interested artists to ask questions by emailing submissions@cityofpensacola.com.

GARDEN OF PEACE AND HOPE DEDICATION AND RIBBON CUTTING SCHEDULED FOR APRIL 24

The City of Pensacola invites the community to a dedication and ribbon cutting ceremony on Monday, April 24 at 2:30 p.m. for The Garden of Peace and Hope, a memorial for homicide victims. The dedication and ribbon cutting will take place at the memorial, which is located in Corinne Jones Park, 620 W. Government St.

The Garden of Peace and Hope was created as a place of hope and healing to honor the lives of those taken through an act of violence, providing a place of solitude and

reflection for their loved ones.

The memorial was created through the collaborative efforts of the City of Pensacola and former Mayor Grover C. Robinson, IV, Lavon Brown and members of Parents Against Injustice and Negligence (P.A.I.N.), Joe DeReuil Associates, David Del Gallo Construction Group, and Christina Talbert of Graceful Ground and Garden. GULF ISLANDS NATIONAL SEASHORE CLOSES FOR WEATHER RECOVERY

Gulf Islands National Seashore has temporarily closed visitor access and facilities in the Opal Beach and Fort Pickens areas for weather recovery operations beginning at 8 a.m., April 13.

Closed areas include Fort Pickens Road, Fort Pickens Campground, Opal Beach Complex and beach access areas, and Johnson Beach Road beyond the parking lot in the Perdido Key area. Naval Live Oaks, Okaloosa and Perdido Key area will remain open.

Current campers are advised to shelter in place. Camping reservations beginning Thursday, April 13, will be canceled until further notice.

“Overnight, the park accumulated significant amounts of rainfall, causing standing water and sand on the roadways,” said Superintendent Darrell Echols. “Our priority is to ensure the safest environment possible for park visitors and staff. The reopening is dependent on staff assessment and sand removal from the roadway. The park will announce changes as appropriate.”

Last night, severe weather impacted the Florida district of the park resulting in overwash, standing water and sand on the roadways.

BOARD EXPANDS CONTROVERSIAL INSTRUCTION BAN

TALLAHASSEE — Instruction about sexual orientation and gender identity will largely be prohibited in all public-school grades after the State Board of Education on Wednesday approved a controversial rule change.

The rule effectively expands Florida’s “Parental Rights in Education” law, a hotbutton measure that passed last year and was labeled by critics as the “don’t say gay” bill.

The law prohibited instruction about sexual orientation and gender identity in kindergarten through third-grade and required that such instruction be “age-appropriate or developmentally appropriate” in older grades.

But the rule requires that teachers shall not “intentionally provide” instruction on sexual orientation or gender identity in fourth through 12th grades, unless such instruction is required by state academic standards or “is part of a reproductive health course or health lesson for which a student’s parent has the option to have his or her student not attend.”

The rule also extends the outright prohibition on such instruction to pre-kindergarten classrooms.

Teachers could face suspension or revocation of their educator certificates for violations of the rule.

Education Commissioner Manny Diaz Jr. described the change to a rule about educator conduct as bringing clarity to what is expected of teachers.

“All we are doing is, we are setting the expectations so that our teachers are clear that they are to teach to the standards,” Diaz said before the board passed the rule.

But numerous critics, including representatives of LGBTQ-advocacy groups, packed a Capitol meeting room to oppose the proposal.

Joe Saunders, senior political director for Equality Florida and a former state lawmaker, criticized what he called “outrageous censorship” under the “vague” new rule.

“Like the Legislature, the board has provided no definitions for what ‘instruction’ on sexual orientation or gender identity means, even as you stretch the impact of

this terrible policy into every classroom in the state. This rule is by design a tool for curating fear, anxiety and the erasure of our LGBTQ community,” Saunders said.

Other opponents of the rule argued it will harm vulnerable LGBTQ youths and would take power away from local school boards.

Diaz, speaking to reporters after Wednesday’s meeting, was asked about the definition of “instruction.”

“In the K-12 space, instruction is pretty clear. It has been deemed by courts that the state has complete authority, and that belongs to this board here, and we have standards. So, instruction has to coincide with standards,” Diaz said.

The new rule also drew opposition from the Human Rights Campaign, which hosted a news conference in Tallahassee to oppose the rule and what the organization called a “slate of hateful anti-LGBTQ+ bills” being considered by the Legislature.

Shari Gewanter, a first-grade teacher in Leon County, was among the people who spoke at the news conference.

“Educators hold a vital role in the relationships that unfold with our students and their families. And in all the years that I’ve been teaching, I’ve felt comfortable presenting myself as I am in my classroom. Until recently. There is now fear around that,” Gewanter said.

But Esther Byrd, a member of the state education board, echoed Diaz in saying the rule is an effort to provide more clear guidelines.

“I’ve heard a lot of complaints from parents around the state about our standards being overly broad and vague. The concern is that standards like that lead to an agenda being pushed on our impressionable young children. And we can’t let that continue. So what the board is doing today is the same thing we’ve done for the last four years — we’re providing clarity on what the students are expected to learn,” Byrd said.

Meanwhile, bills moving through the Legislature (HB 1069 and SB 1320) also seek to put into state law an expanded prohibition on instruction about sexual orientation and gender identity. The measures would broaden the prohibition in law to pre-kindergarten through eighth grade.

LAWMAKERS REFUEL FIGHT OVER ELECTIONS LAWS

TALLAHASSEE — In the latest round in a years-long fight about Florida elections laws, the House on Wednesday moved forward with a proposal that would make wideranging changes such as placing additional restrictions on voter-registration groups.

Republican supporters said the bill, in part, would help ensure that voter-registration groups properly turn in registration forms and protect personal information of people signing up to vote.

“This is a fantastic piece of legislation that will keep Florida the gold standard in elections administration,” Secretary of State Cord Byrd said before the House State Affairs Committee approved the bill.

But opponents said “third party” voterregistration groups play an important role in registering people such as Black voters, immigrants and felons who have completed their sentences. They said the bill would curb registration efforts.

“If you love America and love democracy, this ain’t the bill for you,” Rep. Michele Rayner-Goolsby, D-St. Petersburg, said.

The House bill (PCB SAC 23-01) is similar to a Senate version (SB 7050) that will be heard Thursday in the Senate Fiscal Policy Committee.

Florida ran relatively smooth elections in 2020 and 2022, but Gov. Ron DeSantis and other GOP leaders have repeatedly pushed for elections-law changes that they say are needed to prevent potential fraud and other irregularities.

The changes have sparked political and legal battles, with Democrats arguing that the GOP has tried to make it harder for groups such as Black voters — a key part of the Democratic base — to cast ballots.

The 108-page bill approved Wednesday by the House State Affairs Committee would make myriad changes. Some of the highestprofile proposals include:

— Preventing people who are not U.S. citizens from collecting or handling voterregistration applications for the third-party registration groups. Also barred would be people who have been convicted of certain

felonies, such as violations of the state elections code.

— Shortening a time frame from 14 days to 10 days for voter-registration groups to deliver registration applications to supervisors of elections. Also, the bill would increase fines for missing the deadline or not turning in applications.

— Requiring that voter-registration groups provide receipts when they collect applications from people.

— Requiring voter-registration groups to re-register with the state after every general election.

— Easing campaign-finance reporting requirements for candidates and political committees. Under current law, candidates and committees have to file monthly reports during off-election years and until shortly after the campaign-qualifying period in election years. They have to file more-frequent reports closer to elections. Under the bill, they would be able to file reports quarterly until qualifying time. At that point, they would resume the current reporting schedule.

Much of the debate during Wednesday’s meeting focused on the proposed changes affecting voter-registration groups. Opponents said the bill would lead to confusion and have a chilling effect on the groups because of the additional requirements and potential fines.

“I think the goal of this bill is to really mute or stop third-party voter registration organizations,” Rep. Robin Bartleman, D-Weston, said. “These are the very groups that register our most marginalized groups of people.”

But State Affairs Chairman Lawrence McClure, a Dover Republican who is sponsoring the bill, said proposed changes would help increase transparency.

As an example, McClure said requiring the groups to provide receipts would give people a record of information they submitted when applying to vote. Also, he said it would provide a record if groups don’t properly submit applications to elections supervisors.

“They have a record of that moment when they provided their personal information,” McClure said.

TALLAHASSEE --- Republican lawmakers Wednesday backed proposals intended to nullify development agreements involving the Walt Disney Co. that incensed Gov. Ron DeSantis.

The House State Affairs Committee and the Senate Rules Committee approved amendments to broader development bills (HB 439 and SB 1604) that would override agreements the entertainment giant reached with outgoing board members of the former Reedy Creek Improvement District.

Lawmakers in February gave DeSantis power to appoint a new board for the district, which has long played a vital role for Disney.

The new “board will now have an opportunity to go back, look at any agreements that were made before they became the board and ... make a decision to leave agreements in place or not,” House bill sponsor Stan McClain, R-Ocala, said.

Senate sponsor Blaise Ingoglia, R-Spring Hill, called it a “reversion” of agreements “put in place at the last second” to transfer powers by the outgoing district board.

“It gives them (the new board) the option to accept the agreement or not accept,” said Ingoglia, who expects the former board’s agreements to end up in court.

But House Democrats questioned the constitutionality of targeting a single entity and using legislation to void contracts.

“I don’t like that we’re interfering with private businesses. I don’t like that the Legislature is being used as a pawn to promote some type of battle between the governor and a private entity,” said Rep. Michele RaynerGoolsby, a St. Petersburg Democrat who is an attorney. “You know, sometimes you just get out-lawyered.”

Also, Sen. Shervin Jones, D-Miami Gardens, said the proposal sets a bad precedent for the Legislature to “smack down” special districts and businesses that disagree with state leaders.

Under the proposal, special districts would be prohibited from complying with development agreements executed three months or less before new laws take effect that change how district board members are selected.

The amendment also would give new boards four months to review any development agreements and decide if they should be re-adopted.

After the approvals Wednesday, the bills are ready to go to the full House and Senate.

DeSantis has targeted Disney since last year when the company publicly announced opposition to a controversial state law that restricts instruction about sexual orientation and gender identity in schools.

DeSantis and Republican lawmakers initially moved to dissolve the Reedy Creek Improvement District, which the state created in the 1960s and essentially gave Disney control over issues such as land use, fire protection and sewer services that are typically handled by local governments.

After new board members were seated, they realized the former Reedy Creek board during publicly advertised meetings had turned over most of its powers to Disney through agreements.

DeSantis on Monday announced the pending legislation and said the new board will consider how undeveloped Disney land can be used, suggesting the possibility of a state park, workforce housing or a prison.

“They thought that they could create some type of development agreements that would essentially render everything that we did null and void and put them in control in perpetuity for this,” DeSantis said of Disney and the former board. “Well, that’s not going to work. That’s not going to fly.”

Additional legislation is expected to require the Department of Agriculture and Consumer Services to inspect rides and attractions at Disney. The department currently inspects amusement-park rides, except at facilities or parks that have more than 1,000 employees and full-time inspectors on staff.

Other large theme parks in the state aren’t expected to be affected by the changes, as DeSantis said the “inspections will be required for amusement parks within special districts.”

Disney hasn’t responded to the governor’s latest comments and proposals.

Rep. Anna Eskamani, D-Orlando, said Wednesday that “continuing the Disney versus DeSantis drama” is a distraction for lawmakers from “real-life issues.”

With DeSantis widely expected to run for president next year, the Disney fight also has drawn national attention.

Former New Jersey Gov. Chris Christie, another potential 2024 Republican candidate, knocked DeSantis during an interview Tuesday with Semafor Principals.

“For him to have taken the action he took against Disney and to not have foreseen that Disney was going to do what they did in response, which was to completely take over the millions and millions of acres and the zoning decisions on that before they got the authority, well, I’ll tell you this much, that’s not the guy I want sitting across from President Xi [Jinping] and negotiating our next agreement with China,” Christie said.

Former President Donald Trump, a declared 2024 candidate who has ramped up his attacks on DeSantis, posted Tuesday on Truth Social that the governor’s actions are an attempt to “save face” after being “absolutely destroyed by Disney.”

Meanwhile, Florida Chief Financial Officer Jimmy Patronis went on Fox News Tuesday and said Disney should make amends with DeSantis.

“You don’t want to pick a fight with this guy,” Patronis said.
