RETURNS TO PORT OF PENSACOLA

As summer weather approaches and Pensacolians begin returning to the beaches and parks to bask in the sunlight, so too does a local favorite event make its return for the ninth time. The Navy training tall ship Juan Sebastián de Elcano is underway to the Port of Pensacola—Commendencia Street Slip. From May 29 to June 3, locals and tourists alike will have the opportunity to visit this historic ship. This visit will coincide with Fiesta Pensacola festivities, which include free-to-the-public ship tours.

“This is a very unique opportunity for Pensacola in that the rich history of the ship celebrates and reinforces the heritage of Pensacola and our Spanish history,” said CAPT Daniel McCort USN (ret), former President of the Pensacola Navy League.

Philip “Lipo” Davis, the Honorary Consul from Spain in Pensacola, having succeeded the position from his mother, Dame

Maria Davis, will spearhead the return of the Elcano to Pensacola. The world-famous Elcano has been repeatedly visiting Pensacola since 1959 to celebrate the city’s rich Spanish history.

Commanded by Captain Manuel García Ruiz, The Elcano is a four-masted topsail schooner and is one of the oldest tall ships sailing today. Built and launched in 1927, The Elcano was named after the Spanish explorer who completed Ferdinand Magellan’s first-ever circumnavigation of the earth from 1519 to 1522. In the last nearly 100 years, the ship has gone to sea and sailed nearly two million miles. The ship itself is very large at well over 300 feet long. It’s got an enormous set of sails with a full mast called a “square topper.” The ship carries a Spanish Navy captain (the commanding officer), under him, an executive officer, a chief of studies, and an additional 20 officers, 80 naval and marine midshipmen, 20 petty officers, 150 crew members and, because at its heart, the Elcano is a

floating school, between three and six civilians.

The Elcano is a commissioned vessel by the Spanish Navy, and its mission is to train Spanish naval midshipmen. To do this task, the ship goes on an annual six-month deployment during which they make a number of stops, a favorite being Pensacola. While the Elcano is underway, midshipmen are under instruction learning navigation, seamanship and nautical skills that are needed later in life as naval officers. They’re also amidst an intercultural exchange with the opportunity for personal growth and language development.

“The goal is for the crew to engage with and learn more about our city, as we learn more about our city’s Spanish influence,” Mark Curley, current President of the Pensacola Navy League commented in a press release.

ESTUARY PROGRAM RELEASES

FIRST STATE OF THE BAYS REPORT

The Pensacola & Perdido Bays Estuary Program is pleased to announce the completion of the first ever State of the Bays Report for the Pensacola and Perdido Bay Watersheds.

Just like people need health checkups, so do our waters. The State of the Bays Report provides a snapshot of key ecosystem health metrics for the Pensacola and Perdido Bay Systems. The report will allow the community to determine if our waters are improving or declining and identify areas where more information is needed to evaluate conditions. If a declining condition is identified in the future, these data provide the opportunity to take corrective action before reaching a critical condition.

The report is intended to serve as a centralized source of information for the public to learn more about the condition of our local waters. The web platform provides summary data such as graphs and maps on key indicators such as habitats, water quality, bacteria, and wildlife. These ecosystem indicators are ranked with a scale of ecosystem health of improving, stable, declining, critical, or undetermined. Historical information, potential causes, recent trends, solutions, and actions the public can take are provided for each indicator.

The State of the Bays Report will be updated every two years and future versions will include additional metrics such as fisheries data as additional monitoring is completed. The State of the Bays Report is available at www.stateofthebays.org/

Key findings from the report include:

• Oysters are in critical condition in the Pensacola Bay System

• Seagrass Beds are seeing recent improvements or are stable in the Pensacola and Perdido Bay Systems

• Water Quality in the Pensacola Bay System has recently improved for phosphorus, dissolved oxygen, and turbidity and is stable for Chlorophyll-a, but recently declining for nitrogen

Water Quality in the Perdido Bay System is largely undetermined due to inconsistent monitoring

Fewer Sanitary Sewer Overflows have occurred in the Pensacola and Perdido Bay Watersheds

• Fewer beach advisories have been issued due to bacterial concentrations, indicating improved conditions in the Perdido Bay System

• More beach advisories have been issued due to higher bacterial concentrations, indicating declining conditions in the Pensacola Bay System, particularly in urban bayous (Texar, Chico, Grande

• Manatee sightings have increased in both Pensacola and Perdido Bay Watersheds

The Estuary Program is working with partners to develop and implement a Comprehensive Monitoring Strategy for both bay systems to help address water quality data gaps and synchronize monitoring methodologies. The Program’s Comprehensive Conservation and Management Plan (CCMP) serves as a guide to implementing monitoring, research, reporting, restoration, education and outreach, and policy priorities to help improve ecological conditions in the watersheds.

• The community can take action to help improve conditions in the bay through many steps, including:

• Becoming an Estuary Program Member or Business Sponsor by making a financial contribution to support water quality monitoring, restoration, and education.

• Being Seagrass Aware: You can help prevent propeller scarring — trim up your motor when boating over shallow seagrass beds — your motor will thank you too!

• Practicing smart fertilizer use:

° Don’t fertilize right before a rainstorm Sweep or blow grass clippings and excess fertilizer from driveways and streets back onto the lawn Never fertilize within 10 feet of a waterbody

• No fats, oils, or grease down the drain: Fats, oils, and grease can clog your sewer line, just like cholesterol can clog your arteries. Don’t pour them down the drain. Dispose of them in a sealed container, either in the trash or at a local disposal center.

• Keep shorelines soft and living: Consider a natural or living shoreline instead of seawalls or bulkheads for waterfront property. These softer, more natural, shorelines filter stormwater runoff, absorb storm surge and reduce erosion, and provide habitat for estuary creatures and critters. Plus, they’re cheaper and require less maintenance!

• Maintain septic tanks and lateral lines

• Maintain vegetated barriers that act as buffers along wetland edges and streambanks

• Support investments for water quality improvements and wastewater infrastructure

• Boat responsibly: Pump out, don’t dump out

NEW DETOX PROGRAM COMING TO LAKEVIEW CENTER

People facing withdrawal symptoms from drugs and alcohol now have access to inpatient detox services at Lakeview Center.

The Addiction Receiving Facility (ARF) will help meet an urgent response to a high rate of substance misuse across all demographics in Escambia County, including a disproportionate number of opioid-related deaths. The service is an important first step in treating addiction and beginning a path to recovery.

“Withdrawal symptoms can make it nearly impossible to walk away from substance misuse without help from a professional,” said Shawn Salamida, president of Lakeview Center. “Support from trained providers and a comprehensive behavioral health system can be powerful tools in a person’s recovery.” The Addiction Receiving Facility will provide specialized detox care to ensure a smooth continuum of care including crisis support, community-based care, outpatient treatment and residential programs.

The ARF is a 10-bed facility staffed by

addiction specialists, nurses and behavioral health staff. The average length of stay in similar facilities is three to seven days. Upon discharge, individuals will be referred to a continuing care program – with Lakeview Center or other community resources – based on their individual needs.

BECOME A PENSACOLA BEACH JUNIOR LIFEGUARD THIS SUMMER

The Pensacola Beach Junior Lifeguard program is seeking aspiring lifeguards between the ages of 13 and 15 to join an exciting and challenging two-week training session this summer on Casino Beach.

A tryout for the Junior Lifeguard Program will take place Saturday, June 3 at 7:30 a.m. at Quietwater Beach. The tryout will consist of an approximately 400-yard open water swim in waist-deep water, followed by a one-mile run on the sand. Applicants must attend the tryout to be considered for the program.

The program cost is $200 per person. Applicants accepted into the program must pay on the day of the tryout with a check or money order (credit cards or cash

are not accepted). A parent must be present at the tryout.

During the program, junior lifeguards will learn about ocean rescue and medical care, participate in rescue drills, shadow the Pensacola Beach Lifeguards and enjoy beach recreation time.

There will be two program options for applicants accepted into the Junior Lifeguard Program, running from 9 a.m. to 3:30 p.m. Monday-Friday for two weeks each:

• Session one: June 19-30

• Session two: July 17-28

PUBLIC INVITED TO THE CARPENTER CREEK HEADWATERS PROJECT OPEN HOUSE JUNE 5

The public is invited to learn about the future of the Carpenter Creek Headwaters Project at an open house event Monday, June 5, from 5-7 p.m. at Ferry Pass Middle School inside the cafeteria, 8355 Yancey Ave. One or more Escambia County Commissioners may be in attendance.

The main purpose of the open house is to showcase the Carpenter Creek Headwaters Project concept plan. During a presentation by Moffat & Nichol, the team will discuss their methodology to improve water quality and create a recreational park. The proj-

ect is funded by two Florida Department of Environmental Protection - Natural Resource Damage Assessment grants. Doors will open to the public at 5 p.m. with the presentation beginning at 5:15 p.m. Sign-in sheets and comment forms will be available at the door. A question-and-answer session will follow the presentation. About the Emergency Operations Center

The Escambia County Emergency Operations Center is a facility designed to serve as a local or regional support center. The EOC, when activated, is a central location where representatives of local government and private sector agencies convene during disaster situations to make decisions, set priorities, and coordinate resources for response and recovery. The Escambia County EOC was built to withstand 200 mph winds and is equipped with a generator sized to power all loads during an emergency.
