June marks the beginning of Pride month, a time of celebration, community and love. As the month continues, LGBTQ+ Pensacolians will bring the Pride party from the beach to the streets of East Hill in Pensacola. For its third consecutive year, the annual PensaPride event will return for a colorful celebration on June 24 at Cordova Square.

Held annually, this local Pride event focuses on strengthening and supporting the LGBTQ+ community in Pensacola. Each year in June, the day-long arts and culture festival is hosted during Pride month to bring together members of our local LBGTQ+ community. The goal of this family-friendly event is to celebrate and uplift Pensacola’s queer community by featuring a variety of local LGBTQ+ vendors, artists, musicians and more. Held at Cordova Square located at 12th Ave. and Gonzalez St. in East Hill, the park will be filled with members of the community and allies supporting queer love and equality.

In 2021, the PensaPride event was co-created by local LGBTQ+ nonprofit, Strive, and the ever-popular Pensac-

ola Arts Market. After discussing the need to bring an LBGTQ+-specific arts-focused event to Pensacola for Pride month, the two organizations decided to partner to host their first arts-focused event and celebration that supports the local LGBTQ+ community.

“Our mission is to normalize the inclusion, in an uplifting and encouraging environment, of LGBTQIA+ people in all marginalized groups; especially those with intersections of race, gender, and people with disabilities,” Marri Salt, local artist and owner of Pensacola Arts Market, said. “We value the free and open expression of all LGBTQIA+ people as their authentic selves in our community.”

The festival is a safe space for queer individuals to gather, express themselves creatively and have fun. Since PensaPride strives to be inclusive to everyone, this will be a sober and alcohol-free event. There will be plenty of entertainment provided at the event, including live music, DJs and other fun performances to watch.

“Guests can expect to have a fun day in the park with their community, enjoy local performers, singer-songwriters, DJs and more. There will be arts and crafts for

all ages. There will be an acoustic stage for folks to chill, as well as interactive art stations,” Salt said.

PensaPride will also host a large variety of queerrun and queer-friendly vendors and exhibitors to check out. The many vendors will be selling everything from food, skincare and art to clothing, plants and jewelry.

“We will have over 100 exhibitors including community organizations, local artisans, vintage boutiques, plant boutiques, Melt food truck, Sneaky Tiki Shaved Ice, Moody Mocha, and more,” Salt explained.

While PensaPride is a fun and celebratory event, it also recognizes the hardships that queer individuals go through. To help further support members of the community, several LGBTQ+-focused organizations and groups will also be in attendance, with some offering resources for queer individuals to get the support they may need.

The third annual PensaPride celebration will be held Saturday, June 24, from 10 am to 4 pm at Cordova Square, located at 1101 N. 12th Avenue in Pensacola. For more information on the event, visit @PensaPride on Facebook or Instagram. ■

DONUT STRIKE FOR MANNA FOOD AND FUNDS DRIVE SLATED FOR

JUNE 21-23

Local first responders will collect food and funds at grocer locations to fight local hunger

Local law enforcement and fire departments are running to the rescue once more— teaming up again to fight hunger.

These brave men and women are going on strike against the disc-shaped delicacies from Wednesday, June 21 through Friday, June 23 to encourage the community to fight local hunger by supporting Manna. They won’t give in until truckloads of nutritious food has been donated to the cause.

Each day of the Donut Strike, first responders will be stationed at grocery stores across Escambia and Santa Rosa counties from 3 to 6 p.m. to collect food and monetary donations. For participating grocery stores in your area, please visit mannahelps.org. Food donations and financial gifts to Manna may also be dropped off at their headquarters, 3030 North E Street, Pensacola, any day during the week of the Strike, from 9 a.m. to 4 p.m.

“Because the cost of food and other essentials is rising, Manna is experiencing even greater demand than is typical in the summer months,” said DeDe Flounlacker, Executive Director of Manna. “At the same time, food donations are down, as everybody feels the pinch on their budgets. Every day, our first responders see children and families who are struggling — and we are so grateful for their efforts to impact change.”

This is the sixth year of the Donut Strike and so far, the pastry protest has raised

nearly 130,000 healthy meals to help fight hunger in our communities. The Donut Strike wrap party will be held at J’s Bakery and Café – the event’s donut sponsor – on June 27 at 8 a.m. to announce and celebrate the total meal count, and of course to eat dozens and dozens of donuts and have coffee with our heroes! All are welcome.

Participating agencies include the Escambia County Fire Rescue, Escambia County Sheriff’s Office, Gulf Breeze Fire Rescue, Gulf Breeze Police Department, Midway Fire District, Pace Fire Rescue District, Pensacola Fire Department, and Pensacola Police Department.

MICHELE MOBLEY RECEIVES JUNE 2023 EMPLOYEE OF THE MONTH

The Escambia County Board of County Commissioners is pleased to recognize Michele Mobley, Administrative Claims Specialist in the Risk Management division within the Human Resources department, as the June 2023 Employee of the Month. The board recognized Michele’s selection at the June 8 BCC meeting.

Michele began her career with Escambia County on Aug. 29, 2000. Her duties as an Administrative Claims Specialist include adjusting general and auto liability claims by initiating investigations, determining liability, and responding to claimants on the status of their requests. Michele is also responsible for preparing denial letters, coordinating repairs, rentals, processing claim payments, settlements, and preparing and obtaining releases. In addition, she recovers funds due to the county when county-owned property is damaged and regularly works with other departments to process claims or renew policies.

Another part of Michele’s role involves regularly interfacing with the public. At times, she may have to deny claims and help citizens understand the claims process. Even when dealing with difficult situations, she demonstrates professionalism and compassion toward others. Michele’s team members have

recognized her for her exceptional communication skills in and out of the department.

Recently, Michele took ownership of the Certificates of Insurance Program, making much-needed changes and improvements to the workflow. The project streamlined the submissions and improved the understanding of Certificates of Insurance by all county departments while saving time and providing clarity within the process.

“Michele is a model employee who represents the county in a positive manner,” said Mark Bartlett, Risk Management Division Manager. “She has compassion and care with professionalism and integrity. She is very detailed in her duties and completes tasks prior to the deadline. Her level of detail and professionalism is unmatched! We are so proud of her dedication to our mission and the citizens of Escambia County. Great work, Michele!”

Outside of her role with Escambia County, Michele is an active member at her church, where she regularly volunteers and teaches classes.

TALLAHASSEE — Disputing arguments about Death Row inmate Duane Owen’s mental competency, Attorney General Ashley Moody’s office is requesting the U.S. Supreme Court clear the way for Owen’s execution Thursday in the 1984 murder of a Palm Beach County woman.

Moody’s office said in two filings Tuesday that the Supreme Court should reject an attempt by Owen’s attorneys to halt the execution. Owen’s attorneys sought a stay Monday, contending that he “lacks a rational understanding of the connection between his crime and impending execution due to his fixed psychotic delusions and dementia.”

But Moody’s office pointed to rulings by state courts, including the Florida Supreme Court, that rejected the mental-competency arguments.

“Now before this (U.S. Supreme) Court, just days before his scheduled execution, Owen repackages most of the same evidence as a claim that he is insane to be executed,” one of Tuesday’s filings by Moody’s office said. “This continued recycling of the same suspect and incredible facts to support a stay would be a gross miscarriage of justice and would amount to a commutation of his death sentences for the duration of the stay. Owen is not entitled to any further review.”

The U.S. Supreme Court had not ruled as of Wednesday morning, according to its website.

Gov. Ron DeSantis on May 9 signed a death warrant for Owen, 62, in the murder of Georgianna Worden, who was bludgeoned with a hammer and sexually assaulted in her Boca Raton home in May 1984, according to the death warrant and court records.

Owen also was sentenced to death in the March 1984 murder of 14-year-old Karen Slattery, who was babysitting at a Delray Beach home, according to court documents. Slattery was stabbed to death.

The state Agency for Health Care Administration has finalized a nearly $375,000 settlement with a Broward County hospital in a dispute about Medicaid payments for inpatient

to convince courts that he is not mentally competent to die by lethal injection. The arguments are based on the U.S. Constitution’s Eighth Amendment, which bars cruel and unusual punishment, and legal precedents that prevent executing people who are not mentally competent.

“Florida has a minimal interest in finality and efficient enforcement of judgments, but Owen, whose delusions and dementia prevent him from rationally understanding the consequences of his execution, has a right in ensuring that his execution comports with the Constitution,” Owen’s attorneys said in a document filed Monday at the U.S. Supreme Court. “This right includes the ability to have meaningful judicial review of the complex constitutional claims he timely raises.”

Along with a stay, the attorneys want the U.S. Supreme Court to order briefing about the issues or to send the case back to the Florida Supreme Court.

The Florida Supreme Court issued two opinions last week that refused to halt the execution. One of the opinions upheld a ruling by a Bradford County circuit judge who concluded that Owen was “feigning or malingering psychopathology to avoid the death penalty.”

In one of the filings Tuesday, Moody’s office said Owen’s “argument is another futile attempt to have this (U.S. Supreme) Court reweigh the evidence, make different credibility findings based on Owen’s assessment, and substitute Owen’s suggested findings for that of the state courts.”

In another filing, Moody’s pointed to an “interest of finality” for the victims’ families and the state.

“The victimization continues to occur to the families and loved ones of Owen’s murder victims,” Moody’s office argued. “Additionally, the State of Florida as a sovereign, is entitled to enforce its laws and carry out this sentence. The longer it is delayed, the greater the assault is on the sovereign’s legitimate interest and that of the families of Owen’s victims.”

The execution is scheduled at 6 p.m. Thursday at Florida State Prison.

FGCU TRUSTEES APPROVE PRESIDENT CONTRACT

TALLAHASSEE — Incoming Florida Gulf Coast University President Aysegul Timur is in line to earn $500,000 annually in a threeyear contract approved by the school’s trustees Tuesday.

Timur, who was the only internal candidate among three other finalists considered by the university’s trustees in the run-up to her selection last month, also would be the first woman to lead Florida Gulf Coast. Timur has served as vice president and vice provost for strategy and program innovation at the university.

Her proposed contract will need approval from the state university system’s Board of Governors, which is scheduled to consider Timur’s employment agreement during a June 22 meeting. Timur is expected to officially become president on July 1.

The FGCU trustees approved the proposed contract terms in a unanimous vote.

Timur’s agreement with the university allows for a four-percent pay increase each year, with the opportunity for the trustees to further raise her pay following performance reviews.

One member of the Board of Governors, state Education Commissioner Manny Diaz Jr., last month floated the idea of giving Timur a “shorter contract” when she becomes president.

“This looks like a situation where this contract, and I’m not talking about (compensation) amounts, should be looked at in a situation where they take baby steps,” Diaz said during a May 10 meeting of the board.

But the duration of Timur’s contract is fairly standard compared to other university presidents hired since 2021, according to an analysis of employment agreements conducted by The News Service of Florida. The review showed that recently hired presidents received three-year or five-year contracts.

As an example, University of Florida President Ben Sasse was given a five-year contract with a $1 million annual base salary when he was installed as the school’s leader in November.

Facing term limits next year, Rep. David Silvers, D-Lake Clarke Shores, has opened a campaign account to run for a Florida Senate seat in 2026. Silvers, who was first

approved a five-year contract, which included a $700,000 base salary, for Florida State University President Richard McCullough.

Richard Corcoran, a former state education commissioner and state House speaker, in February was awarded a $699,000 base salary as interim president of New College of Florida, a small liberal-arts school in Sarasota. Corcoran could serve in the role through September of next year if a permanent president isn’t selected before then.

Kenneth Jessell, who last year was named president of Florida International University after previously serving as its interim leader, earns $650,000 per year in a three-year contract that runs through November 2025.

The Board of Governors also last summer approved a five-year contract for University of North Florida President Moez Limayem with a base pay of $500,000.

Florida’s university presidents also frequently have opportunities to earn additional income based on factors such as completing the full terms of their contracts or meeting certain performance-based benchmarks. Other perks such as housing and transportation costs are often covered within contracts.

Timur’s contract would allow for an annual incentive bonus of up to $100,000, while Sasse and McCullough, for example, are eligible for annual performance-based bonuses of $150,000.

TALLAHASSEE — Saying such laws are “stains on American history,” a coalition of civil-rights and legal groups across the country are trying to bolster a challenge to a new Florida law that restricts people from China owning property in the state.

U.S. District Judge Allen Winsor on Wednesday approved a request from the groups to file a friend-of-the-court brief backing a lawsuit filed by four Chinese people and a real-estate brokerage that serves Chinese clients.

The plaintiffs filed the lawsuit after Gov. Ron DeSantis signed the law (SB 264) last month and are seeking a preliminary injunction. Winsor scheduled a hearing July 18 on the preliminary injunction request, with the state filing arguments by July 3.

Attorneys for the plaintiffs contend the law, which will take effect July 1, violates constitutional equal-protection and dueprocess rights and laws such as the federal Fair Housing Act.

In the friend-of-the-court brief, the civilrights and legal groups likened the law to efforts dating back more than a century to restrict Asians from owning land. They said courts rejected the laws, such as in a 1948 U.S. Supreme Court ruling about a California law.

“Florida’s law functionally legalizes discrimination against Asian persons based on anti-Asian rhetoric employing stereotypes and fearmongering,” the friend-of-the-court brief said. “Coming at a time where antiAsian sentiments and rhetoric are rising across the nation, the invidious effect of the law is to sanction discrimination against Asian persons. It is patently unconstitutional.”

But in signing the bill and two other measures May 8, Gov. Ron DeSantis said the legislation was designed to curb the influence of the Chinese Communist Party in Florida.

“They have established a position of economic might, of industrial hegemony, and their military is far stronger today than it was 20 or 25 years ago,” DeSantis said during a bill-signing event in Brooksville “They have a leader who’s very ideological and is intent on expanding CCP (Chinese Communist Party)

influence, not just in their region but even around the globe.”

The land-related bill partly focuses on people from what are known as “foreign countries of concern” — China, Russia, Iran, North Korea, Cuba, Venezuela and Syria. It includes restrictions on such things as owning agricultural land and property near military bases by people who are from those countries and are not citizens or permanent residents of the United States.

But the law also more specifically targets people from China who are not citizens or permanent U.S. residents.

It would prevent them from purchasing property in Florida, with some exceptions. For example, they each would be allowed to purchase one residential property up to two acres if the property is not within five miles of a military base and they have non-tourist visas.

The plaintiffs in the lawsuit have such things as work and student visas. One is seeking asylum in the United States, according to the lawsuit.

Examples of the numerous groups filing the friend-of-the court brief are the Center for Immigration Law, Policy and Justice at Rutgers Law School; the Aoki Center for Critical Race and Nation Studies at the University of California, Davis; the Center on Race, Inequality, and the Law at New York University School of Law; the Asian Pacific American Bar Association of Tampa Bay; the National Asian Pacific American Bar Association; the South Asian Bar Association of North America; and the Japanese American Citizens League.

“The fundamental factual and legal flaw embraced by the law and the defendants is the assumption that all or many nonUnited States citizens or permanent residents domiciled in China are agents of the Chinese Communist Party and are controlling land on its behalf,” the brief said. “This unsupportable generalization is identical to that levied against Japanese Americans during World War II. The law targets Chinese persons based on their national origin alone, with neither evidence of ties to the Chinese Communist Party nor other particularized national security threat.”

LOWER FUEL COSTS TO TRIM FPL BILLS

TALLAHASSEE — Florida Power & Light customers will get a break starting in July.

State regulators Tuesday approved a plan that will trim FPL customers’ bills because of lower-than-expected costs of natural gas used to fuel power plants.

The approval by the Florida Public Service Commission came after more than a year of volatility in fuel prices that helped drive up bills for customers of FPL and other utilities — but in recent months has allowed FPL to begin passing along savings.

The plan involves $256 million in reductions that will start to be applied to FPL customers’ bills in July, after regulators also approved $379 million in reductions that took effect in May. Earlier in the year, FPL bills increased because of a combination of factors, including fuel costs and hurricanerelated expenses.

“We are committed to keeping bills as low as possible for our customers,” Armando Pimentel, president and CEO of FPL, said in a prepared statement after Tuesday’s commission approval. “With fuel prices moderating, we are pleased to pass along additional savings to our customers.”

In addressing rates, utilities rely on a benchmark of residential customers who use 1,000 kilowatt hours of electricity a month. Because of a merger with the former Gulf Power in Northwest Florida, FPL has two sets of rates.

Under the plan approved Tuesday, customers who are in areas traditionally

decrease from the current $139.95 to $136, according to the utility and the commission. That remains higher than bill amounts early in the year, when they were $125.39 in January and $129.59 in February before jumping to $144.38 in April.

Customers in Northwest Florida who use 1,000 kilowatt hours will see their bills decrease in July from $158.86 to $154.91.

Utility bills are made up of a combination of factors, such as base rates, fuel costs and storm-related costs. Regulators each fall approve projections of how much utilities can collect from customers in the following year for fuel costs.

But utilities can seek mid-year changes if fuel costs end up being higher than expected, as they were in 2022, or lower than expected, as they have been in recent months.

Commission Chairman Andrew Fay on Tuesday raised questions about the possibility of additional fuel-cost reductions later this year.

“I think the tougher question, just being one as to what the future holds,” Fay, said. “And I would imagine the response to that would be it will depend on what the markets do and how the economy fluctuates.”

FPL official Ken Hoffman told the commission that the utility “seized the opportunity while we had it” to reduce bills after seeing lower fuel prices.

FPL also plans to carry over $103 million in projected fuel-cost savings and apply that to customer bills in 2024, according to a commission staff recommendation. Hoffman said that would help offset hurricane-

TALLAHASSEE — With a federal judge poised to hear arguments next week, the state is fighting an attempt to block key parts of a new law that places additional restrictions on public-employee unions.

Attorneys for the state filed a 66-page document Friday urging Chief U.S. District Judge Mark Walker to reject a request by teachers unions to issue a preliminary injunction against parts of the law that include preventing dues from being deducted from workers’ paychecks.

The document said the law, passed by the Republican-controlled Legislature and signed last month by Gov. Ron DeSantis, is “the latest in Florida’s long history of regulating the terms of public employment” and makes “modest changes.”

“Its purpose is to ensure that public employees are aware of their rights to join (or not join) their unions and their rights to pay (or not pay) dues to those unions,” the document, a memorandum of law, said. “It also ensures that public employees have some understanding of how their unions use those dues. Public employees are often not aware of these issues.”

But the lawsuit, filed last month by the Florida Education Association, the United Faculty of Florida, the Alachua County teachers union and the University of Florida faculty union, alleges that the law violates First Amendment, equal-protection and contract rights.

For example, the unions are seeking a preliminary injunction against part of the law (SB 256) that requires specific information to be included on union membership forms.

“(The section of the law), by compelling disfavored unions to convey a prominent, government-drafted, 91-word ‘right-to-work’ affirmation in the membership authorization forms that they present to prospective members, and compelling those public employees who desire to become members of disfavored unions to sign that affirmation, violates the rights to freedom of speech and freedom of association protected by the First Amendment of the United States Constitution,” the lawsuit said.

Walker has scheduled a June 23 hearing on the preliminary injunction request. The unions also are seeking to block the part of the law barring payroll dues deductions, saying, in part, that it violates existing contracts.

The lawsuit names as defendants

DeSantis and teachers unions have repeatedly clashed about education policies, and the unions were key supporters last year of DeSantis’ election opponent, Democrat Charlie Crist.

The law applies to most public-employee unions but exempts unions representing law-enforcement officers, correctional officers and firefighters, which have supported DeSantis and other Republicans politically. The lawsuit raises equal-protection arguments because the restrictions do not apply across-the-board to unions.

But in the document Friday, attorneys for the state wrote that the “exemption accords with longstanding Florida policy that distinguishes between different types of public employees.”

“For example, police, corrections officers, and firefighters have special rights during misconduct investigations,” the document said. “Police and fire departments are also exempt from certain age discrimination laws. And state agencies may pay attorney’s fees only for law enforcement officers, correctional officers, or probation officers if they are sued for on-duty conduct.”

The document also disputed the unions’ constitutional arguments targeting the parts of the law dealing with dues deductions. It said unions can use other platforms to collect dues and that the law does not impair contracts.

“(The law) does not bar the plaintiffs from receiving dues; it bars them only from receiving dues via government-administered paychecks,” the document said. “Plaintiffs are still owed the dues. Members can pay those dues just like they pay countless other bills every day. And if members miss any payments, plaintiffs are still entitled to recover them from their members.”

Attorneys for the state also disputed that the required information on union membership forms violates the First Amendment, saying it “contains only government speech and, even if it did compel any speech, it is reasonably related to the state’s interest in ensuring public employees are fully aware of their rights.”

While Walker considers the request for a preliminary injunction, a separate challenge to the law has been filed in Leon County circuit court by unions representing city workers in South Florida. That challenge argues, in part, that the law violates collective-bargaining rights under the Florida Constitution.
