the artists that you enjoy that are coming up right now? JR: I think it’s a thriving scene. It was a few years ago when Mod Sun and MGK (Machine Gun Kelly) sort of revitalized the young people to pay attention to it. Now, we’ve got blink182 back together and music festivals like When We Were Young—there are just so many things happening in this genre. You’ve [also] got New Found Glory, Yellowcard, Story of the Year and Bowling for Soup all out celebrating albums that came out 20 years ago. It’s just a good time to be in pop punk. I love a lot of bands that are coming up in this time, and I’m rediscovering some bands that maybe I didn’t listen to the first go around. There are TikTok bands like Loveless, who are out there doing it and kind of doing it in new ways, which is super cool. Then there are bands like CLIFFDIVER, Don’t Panic and Eternal Boy that are doing it more of the old-fashioned way and

getting out there, grinding on the road and making sure that they’re connecting with the fans. It’s fun from my perspective, to just be able to watch and to be fans of them and to take them on the road when we can. I’m just a fan of music and I’m a fan of people and it’s cool to see.

aret Reddick is a musician, songwriter, actor and the lead singer and guitarist of the poppunk band Bowling for Soup. You might know the group from their 2004 hit 1985. As Bowling for Soup’s 30 year anniversary approaches this year, the Texasborn band continues to rock together on both national and international tours. On January 23, Bowling for Soup will bring their Lovin’ the Sun tour with co-headliner Lit to Vinyl Music Hall in downtown Pensacola. We had a chance to catch up with Reddick ahead of the group’s upcoming show in Pensacola to talk all things Bowling for Soup and pop punk, as well as learn about some of his latest projects as the band continues to captivate audiences with their witty lyrics and high-energy live performances. Tickets to see Bowling for Soup live at Vinyl Music Hall on January 23 start at $35 and can be purchased online at vinylmusichall.com. To keep up with the band and their latest projects, follow @bowlingforsoup on Facebook or @bfs_off icial on Instagram.

DTC: What was it like growing up in Texas and getting into the punk scene? JR: Well, there really wasn’t much of a punk scene when we were growing up—it was kind of just all stuff that we either saw on TV, or heard on albums[that were] passed down. The way that music used to spread [was by] somebody giving you a cassette or something. All of us had pretty normal childhoods, we ran around and shot BB guns and got dirty and rode motorcycles. I think all of us got bit by the music bug around the same time, and the kind of music that was drawing us in was what would later be [known as] pop punk. We didn’t really realize that we were helping to create [the genre] at the time. It was a good childhood and a good early band life as well. DTC: In what ways did growing up in the South influence your music? JR: I think mostly lyrically, just because listening to what my parents listened to [became] the kind of music that I listen to. You know, you’re in the car a lot as a kid and you listen to what your parents listened to. So Waylon Jennings, Willie Nelson and Kenny Rogers and things like that, it’s all just storytellers. That’s really how I learned songwriting—I loved the stories behind their songs. I think that would be the biggest influence for sure. DTC: You released your first country album, Just Woke Up, in 2022. What prompted you to write and record a country music album after creating pop punk and rock music for almost 30 years? JR: Releasing a country record

was kind of always on the table for me. As I said, that’s what I grew up listening to. As Bowling for Soup got busier and busier, it became something that I didn’t know if I’d ever get a chance to do. But, the pandemic— though it took a lot of things away from us—did was afford us some time to go back and do some of these things. During the first year of lockdown, I wrote a Bowling for Soup record and we isolated and recorded it. Then the second year started, and I was like ‘Man, I think I finally got the time to do this!’ and I’m really glad I did it. I’m actually on the road with my country band as I’m talking right now. We’re down in Corpus Christi playing and we’re having a ball doing it. It’s been a successful first year for us and I’m really glad to be able to write those songs. It’s just a whole other outlet for me, artistically and another side of me that I get to show people. It’s exciting. DTC: What can people expect from a live Bowling for Soup show? JR: The good thing about our shows is that you kind of don’t know what to expect; we don’t use a setlist and we don’t pre-plan our comedy bits, it’s almost like you’re just hanging out with your friends. It’s a lot of fun. We’ll be playing with Lit and The Dollyrots, and those bands are family to us. [I’m] really excited to get there. The tour is just going to be a lot of fun [and a] lot of laughs. DTC: Can you tell me a little bit more about your relationship with the guys from Lit? Why did you decide to tour together? JR: We started out as fans of them because they had a hit when we were coming up. We have seen them several times, but we also had a bunch of mutual friends. I guess we met them around 20 years ago. We’ve crossed paths many times and have become friends over the years.

We’re fans of them as people and we’re fans of them as a band. I think it just affords the people coming to the show a really great night of pop punk, rock and roll and a lot of smiles. Our two bands playing together just makes a lot of sense. DTC: Over the years, how have your influences changed or impacted your music? JR: What actually influences me [has changed]. I think back to the early days of writing songs, it was music, television, movies and things like that. Now, life influences me. I’m a father of three, a husband, a dog owner, a bandmate, a friend and those kinds of things. I like to sing about my life. It’s WHAT influences me that changes. I sort of take from every little piece of my life and my experience and try to put that into what it is I’m singing about. DTC: How did you get into voice acting after having been a singer for so many years? JR: Well, I was an actor as a kid, so being able to be creative with my voice and my body is something that I have always been able to do. When I got the chance to start working on some of the shows that I was doing musically, Phineas and Ferb being the biggest one, I was able to just ask and say, ‘Hey, I think I would be great,’ or at least ‘I think I’d be able to pull this off.’ The guys from Phineas and Ferb gave me a shot and let me audition. I actually got a bigger part than [the part] I auditioned for. That then led to other doors opening for me because then I could just say, ‘Hey, I’m doing this and I’d like to get more into it.’ Really just some luck, some determination and not being afraid to ask is really what got me there. DTC: What are your thoughts on the current pop-punk scene? And who are some of

DTC: What are some of the new things that you or the band are currently working on? JR: Well, [I have] lots of country stuff coming out soon. Bowling for Soup will also be touring next year. It’s 30 years of us being Bowling for Soup and 20 years of A Hangover You Don’t Deserve, so there’s a lot to celebrate. We’ll be doing a few international things in the spring months. Then starting next summer, it’ll all be [about] celebrating the life of the band and this album. Then on into 2025, hopefully [we’ll] be looking at new music!

“KEEP THE WREATH GREEN” FINISHES WITH 13 RED BULBS IN ESCAMBIA COUNTY At the conclusion of “Keep the Wreath Green,” Escambia County Fire Rescue placed a total of 13 red bulbs on the wreaths between Dec. 1 through Dec. 31, 2023. Throughout “Keep the Wreath Green,” the City of Pensacola had two residential structure fires that resulted in occupant displacement. “Keep the Wreath Green 2023 proved to be an improvement compared to totals from previous years,” said ECFR Fire Chief Adam Harrison. “However, there were still 13 occasions where Escambia County residents were displaced from their homes during the holiday season. Throughout 2024, Escambia County Fire Rescue encourages residents to include fire safety in their New Year’s resolutions. We wish everyone a safe, healthy and happy New Year.” Remember, if your home does not have a working smoke detector, please call Escam-

bia County Fire Rescue at 850-595-HERO (4376) or 850-436-5200 for City of Pensacola residents. The “Keep the Wreath Green” fire safety campaign is a collaborative initiative with the City of Pensacola to promote fire safety during the month of December. During the month-long campaign, five-foot wreaths are on display at 21 county fire stations and five city fire stations, as well as Escambia County’s Ernie Lee Magaha Government Building downtown, the Escambia County Public Safety Building and Pensacola City Hall. Each time firefighters respond to a residential fire with damage, a green light bulb will be replaced with a red one to remind citizens of the dangers posed by fires in residential homes. COURT TO WEIGH PATIENT DRUG DISPUTE

ARGUMENTS SET IN FEBRUARY ON ABORTION MEASURE

JIM SAUNDERS NEWS SERVICE OF FLORIDA

JIM SAUNDERS NEWS SERVICE OF FLORIDA

TALLAHASSEE — An appeals court this month will hear arguments in a long-running battle pitting the Publix supermarket chain and insurers against a state agency and doctors over rules for dispensing medications to injured workers. The case involves whether workers’ compensation insurers should be required to reimburse physicians who dispense medications to people injured on the job. Publix and the insurers say drugs should be dispensed at pharmacies. While the issue might appear esoteric to the public, it has drawn interest from major insurance and medical groups. Publix, which self-insures its huge workforce, and six insurance companies have been backed in the case by the Florida Insurance Council and the American Property Casualty Insurance Association. On the other side, the Florida Medical Association, the Florida Osteopathic Medical Association and the Florida Orthopaedic Society intervened to support the Florida Department of Financial Services. Publix and the insurers went to the 1st District Court of Appeal in April after Administrative Law Judge Darren Schwartz upheld proposed rules issued by the Department of Financial Services, which oversees the workers’ compensation system. The proposed rules, issued in December 2022 after more than two years of wrangling about the issue, said physicians and other types of health-care providers, such as physician assistants and advanced registered nurse practitioners, could dispense medications to workers’ compensation patients. While many physicians dispense medications to other types of patients, the workers’ compensation system gives insurers power to authorize treatment for injured workers. Publix and the insurers contend that the Department of Financial Services overstepped its legal authority in the proposed rules and that medications for workers’ compensation patients can only be dispensed by pharmacies. “A dispensing practitioner is neither pharmacy nor pharmacist,” Publix and the insurers said in a July brief. “To conclude otherwise is to simply ignore the plain language of the statute, which is precisely what the department did by implementing the challenged rules.” But the department, in an August brief, disputed the arguments and cited a law that

gives injured workers “free, full, and absolute choice in the selection of the pharmacy or pharmacist dispensing and filling prescriptions for medicines.” Also, it said insurers would still have power to sign off on the doctors who treat injured workers and medications. “The rules do not change anything about the right of the employer/carrier to choose the doctor who treats the injured worker or determine what treatment is authorized because the employer/carrier still authorizes (or does not authorize) the medication,” the department brief said. “The rules simply confirm for the purposes of billing and reimbursement that Florida law does not permit the employer/carrier to interfere with an injured worker’s right to choose where to obtain their medication.” In a friend-of-the-court brief filed in August, the Florida Insurance Council and the American Property and Casualty Insurance Association contended that physician dispensing of medication can drive up costs and pose health risks. “Circumventing the checks provided by a pharmacist reviewing contraindications and/or dosages removes a valuable safety net provided by pharmacies to injured workers,” the insurance industry groups said. “There is an increased risk of adverse medical outcomes when a practitioner, who is typically not the injured worker’s primary doctor, dispenses medication without a second check by a pharmacist for potential drug interactions.” But the Florida Medical Association, the Florida Osteopathic Medical Association, the Florida Orthopaedic Society and another intervenor, Prescription Partners, LLC, argued in a brief that “there is no evidentiary basis for any finding” by the appeals court on such issues. Also, they said issues about cost and safety are policy decisions that should be made by the Legislature. “The question of whether the physiciandispensing of medication is a wise policy decision is outside this court’s authority in this proceeding, and must be taken before the Legislature, the branch of government tasked with making such policy decisions,” the intervenors’ brief said. A three-judge panel of the appeals court is scheduled to hear arguments Jan. 16. 10 BIG ISSUES IN THE 2024 SESSION JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida lawmakers will start the annual 60-day legislative session on Jan. 9, with Gov. Ron DeSantis giving his State of the State address. Here are 10 issues to watch during the session: 1. ARTIFICIAL INTELLIGENCE: As access to artificial intelligence continues to expand, lawmakers are expected to consider issues such as the use of the technology in political advertising. Bills would require disclaimers on political ads that include AI-generated content depicting people taking actions that did not really occur. 2. BUDGET: Gov. Ron DeSantis has proposed a $114.4 billion budget for the 20242025 fiscal year, which will start July 1. DeSantis’ proposal is a starting point as lawmakers negotiate a final spending plan. Among other things, DeSantis’ proposal includes money to increase teacher salaries, continue Everglades restoration efforts and upgrade correctional facilities. 3. HEALTH CARE: Senate President Kathleen Passidomo, R-Naples, has made a priority of passing two bills aimed at improving access to health care and spurring more health-care innovation. The wide-ranging proposals include expanding residency programs to try to keep doctors in the state and taking steps to divert patients from emergency rooms. 4. HURRICANES: After Hurricane Idalia hit North Florida, lawmakers during a November special session took a series of steps to help communities that sustained damage. But lawmakers likely will continue to look at issues related to Idalia and 2022’s Hurricane Ian, including effects on local governments and the agriculture industry. 5. INSURANCE: Lawmakers during the past two years have passed major legislation to try to shore up the troubled propertyinsurance industry. But they face pressure

from homeowners who continue to see large rate increases or can’t find coverage. A series of bills could effectively allow more people to get coverage through the state’s Citizens Property Insurance Corp. 6. LABOR: Following the lead of other states, the House has started moving forward with a proposal that would loosen regulations about the numbers of hours that 16-yearold and 17-year-old youths can work. The proposal would roll back parts of a decadesold child labor law and prevent local governments from imposing restrictions. 7. PUBLIC SCHOOLS: In another priority of Passidomo, the Senate could move quickly during the session to pass proposals about “deregulation” of public schools. Three bills deal with what Passidomo described as cutting “red tape” on issues such as testing and accountability, financial requirements and personnel decisions. 8. SOCIAL MEDIA: Saying recently that social media is having a “devastating effect on kids,” House Speaker Paul Renner, R-Palm Coast, is expected to seek to place limits on children’s access to social-media sites. Renner indicated one possibility could be to require age verification in areas such as pornography. A Senate bill includes ageverification requirements. 9. TAXES: Tied to his budget proposal, DeSantis has called for $1.1 billion in tax breaks, including holding six sales-tax “holidays” on such things as back-to-school items. The plan also would provide $409 million to give a oneyear exemption on certain taxes, fees and assessments on property-insurance policies. 10. UNIVERSITY AND COLLEGE STUDENTS: House and Senate Republicans have filed bills that could financially penalize state university and college students who back “foreign terrorist” organizations, such as Hamas. For example, the bills call for such students to be required to pay out-of-state tuition rates, which are higher than in-state rates.

TALLAHASSEE — With the measure’s supporters getting close to meeting a petition-signature requirement, the Florida Supreme Court on Wednesday said it will hear arguments Feb. 7 about a proposed constitutional amendment aimed at ensuring abortion rights in the state. The arguments will center on whether the Supreme Court should approve the wording of the proposed constitutional amendment and allow it to go on the November ballot. The political committee Floridians Protecting Freedom, which launched the amendment drive in May, needs to submit 891,523 valid petition signatures before a Feb. 1 deadline to be eligible for the ballot. As of Wednesday morning, the state Division of Elections website showed 863,876 valid signatures had been tallied. But along with meeting the signature requirement, Floridians Protecting Freedom needs Supreme Court approval of the proposed ballot wording — and faces opposition from Attorney General Ashley Moody. The Supreme Court is not supposed to consider the merits of proposed constitutional amendments but weighs issues such as whether they would be clear to voters. Justices look at ballot titles and summaries, the parts of proposed amendments that voters see when they go to the polls. The ballot summary of the abortion measure says, in part: “No law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.” Moody and other opponents have raised a series of objections to the proposal’s wording, including contending that the word

“viability” can have multiple meanings. In an October brief, Moody described the measure as an effort to “hoodwink” voters and said the ballot summary is part of an “overall design to lay ticking time bombs that will enable abortion proponents later to argue that the amendment has a much broader meaning than voters would ever have thought.” But Floridians Protecting Freedom fired back in a November brief, saying the meaning of the word “viability” in the context of abortion has long been understood and that voters “can be trusted to know what it would mean to live in a world limiting government interference with abortion before viability.” “Lacking colorable legal arguments against the proposed amendment’s fitness for the ballot, the attorney general argues the term ‘viability’ has lost its meaning in the abortion context, notwithstanding the countless sources consistently defining it in line with common understanding,” the brief said. Flor idians Prote cting Fre e dom announced its initiative after the Republicancontrolled Legislature and Gov. Ron DeSantis this spring approved a law that could prevent abortions after six weeks of pregnancy. The six-week limit is contingent on the outcome of a legal battle about a 15-week abortion limit that DeSantis and lawmakers passed in 2022. The 15-week case also is pending at the Florida Supreme Court. The proposed constitutional amendment has come amid the backdrop of ballot fights in other states after the U.S. Supreme Court in 2022 overturned the landmark Roe v. Wade abortion-rights decision. The U.S. Supreme Court’s ruling left abortion decisions to states. If the Florida proposal reaches the ballot, it would need approval of 60 percent of voters to pass.

BATTLE OVER TRAVEL RECORDS RATCHETS UP DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE — A legal battle has intensified about public records related to travel by Gov. Ron DeSantis, as The Washington Post accused the governor’s office of taking “control” of Florida Department of Law Enforcement compliance with the state’s Sunshine Law. A lawsuit about the records has roiled the FDLE, resulting in whistleblower complaints and the ouster of two high-ranking officials. The Post filed the lawsuit against the agency in July, months after seeking documents that included information about DeSantis’ flight records and travel vouchers for an FDLE employee. An amended lawsuit filed Thursday added “the Executive Office of the Governor” as a defendant, pointing to events surrounding a contentious meeting between Janine Robinson, an FDLE attorney who advocated for providing the records, and DeSantis aides who demanded the documents be withheld. A court record filed Friday by the FDLE said that Robinson is no longer representing the agency in the lawsuit and that she was being replaced by Gunster Yoakley & Stewart P.A. attorneys Joe Jacquot, Nathan Hill and Audrey Gangloff. Jacquot is a former general counsel for Desantis. Attorneys for the FDLE also asked for a scheduled Jan. 10 hearing to be delayed for 30 days because the new lawyers require “additional time” to prepare. The Post’s amended lawsuit argued that “it has become apparent … that FDLE is not alone in its culpability for violating the Post’s rights.” “The governor’s office has taken control over FDLE’s compliance with the Post’s requests, overruled the department’s (FDLE’s) legal interpretation, and directed the agency to renege on a promise to provide certain travel records and thus withhold public records to which the Post is statutorily and constitutionally entitled,” the news organization’s attorneys wrote in the amended complaint. Leon County Circuit Judge Angela Dempsey in September ordered the agency to provide “all nonexempt public records” to the Post. The FDLE promised that it would disclose records such as an “18-page spreadsheet containing information related to the governor’s travel by plane,” according to the amended lawsuit. But after the governor’s aides confronted Robinson about the records, the documents were not provided to the Post. The amended lawsuit also pointed to a Nov. 28 email from Patricia Carpenter, a former deputy chief of staff at FDLE, to FDLE Commissioner Mark Glass detailing what

took place at the meeting between Robinson and DeSantis aides and subsequent events linked to it. Carpenter’s email, first reported by The News Service of Florida, said she was seeking whistleblower protection and complained that Robinson was denied a raise and a promotion because of the dispute with the governor’s office over the records. Carpenter was put on administrative leave and fired on Dec. 1. Carpenter’s boss — former FDLE Chief of Staff Shayne Desguin — also was put on administrative leave and forced to retire after tangling with DeSantis’ staff. The revised lawsuit, which cited the News Service story, alleged that DeSantis aides’ interference with the production of the records makes the governor’s office, in part, responsible for providing them. “The governor’s office thus wrested control over the responsive public records from FDLE, thereby giving EOG (the Executive Office of the Governor) constructive custody over those records and making it a custodian of these records” under Florida law, the Post’s lawyers argued. “That exercise of power may have occurred behind closed doors, but because it resulted in a violation of the Post’s statutory and constitutional rights, the law requires accountability.” The meeting involved a heated discussion about the release of the documents after the Republican-controlled Legislature this spring passed a law shielding DeSantis’ travel records. The law applied retroactively. According to Carpenter’s email to Glass, Robinson tried to convince DeSantis aides that the law did not exempt from disclosure all of the records being sought but that the governor’s staff “absolutely disagreed and explicitly directed that none of the records would be released.” Robinson “was extremely upset and explained that she and COS (Chief of Staff ) Desguin had been part of the team drafting this statute and what they were asking for was not the intent of this law or what is allowed by law,” the email said. “Janine also noticed/informed EOG that she had already told press outlets what they would be getting regarding specific records and their outstanding public records requests. EOG‘s stance was let them sue, we will fight it in court and believed the court would be friendly to them. The meeting ended shortly after this discussion,” Carpenter wrote to Glass. DeSantis spokesman Jeremy Redfern disputed Carpenter’s account. “The governor’s office has received multiple complaints of this employee creating a hostile work environment,” he told the News Service last month.
