ardi Gras is upon us once again, and here in Pensacola we know how to let the good times roll! The Friday after New Year’s Day always signifies the start of Pensacola’s vibrant Mardi Gras season, and it all starts with a festive street party taking over downtown. With deep French roots, it’s no wonder our city was the stomping grounds for some of the first Mardi Gras celebrations in the United States. There’s a lot of hearsay about Pensacola’s history with Mardi Gras and whether or not it was the first celebration in the United States. According to Pensacola Mardi Gras, Pensacola’s Mardi Gras history goes back to 1874 when the Knights of Priscus first formed. At the time, many of our Gulf Coast neighbors, namely New Orleans and Mobile, were already hosting Mardi Gras celebrations. Today, nearly 150 years later, the celebration has grown to become one of the largest in the area, drawing nearly 100,000 spectators to downtown Pensacola each year. The 2024 Mardi Gras season is set to be bigger and better than ever before, with a host of new and returning events happening across the city from now until the end of February. “We are excited to make the 2024 Pensacola Mardi Gras Season presented by Publix bigger and better than ever. With a grant from the Tourism Development Council and Escambia County Commissioners, Pensacola Mardi Gras Foundation is able to really fuel some regional growth for our Mardi Gras in 2024,” Pensacola Mardi Gras Foundation, Inc. (PMG) President Danny Zimmern explained. “We are also putting together a new event, The Pensacola Mardi Gras Mambo, [which] will be a Mardi Gras party in the Pensacola Bay Center including both traditional Mardi Gras anthems, dancing, and includes headlining artist Flo Rida! Flo Rida will have Pensacola’s krewe royalty on stage with him as we combine his hits with our Mardi Gras spirit.” If you’ve never experienced a Mardi Gras celebration in Pensacola, you’re in for a treat because nobody does it quite like we do. Take in all that our local Mardi Gras season has to offer at one or all of these upcoming events.

PENSACOLA MARDI GRAS KICK-OFF ON THE 12TH NIGHT When: January 6 @ 5 pm Where: East Garden District, Downtown Pensacola Start the first night right by attending the 12th Night Pensacola Mardi Gras Kick-Off Celebration in the East Garden District on Jefferson Street, just north of Garden Street, as visitors and locals alike line Seville Quarter to take part in the launch of the 2024 Carnival season. Described as a static parade, this citywide celebration will feature more than 40 parked floats lining the downtown streets starting at 5 pm, while revelers parade among the floats and visit with krewes. Throughout the evening, the stationary floats will be visited by a second-line procession – a traditional New Orleans-style foot parade led by a brass band and followed by casual revelers. At the head of the second line, a priest along with local dignitaries and governmental officials bless the floats and present each Krewe with a customary certificate recognizing their commitment to the Mardi Gras season. The second line starts with revelry at Seville Quarter. The procession ends at the intersection of Jefferson and Government streets where king cake will be served, while supplies last. For complete event details, visit pensacolamardigras.com 28TH ANNUAL CORDOVA MALL BALL When: January 20 Where: Cordova Mall, Pensacola Pensacola Mardi Gras and Ascension Sacred Heart Foundation have joined forces to expand the annual Cordova Mall Ball with a portion of the proceeds to benefit Studer Family Children’s Hospital at Ascension Sacred Heart. Dance the night away to live entertainment from Starz Band Live, Mr. Big and the Rhythm Sisters, Category 6 and the Blow House Brass Band. The event will also feature a variety of food samplings from more than 20 area restaurants and specialty cocktails from the signature bars. Guests will enjoy exciting performers around every corner and various entertainment throughout the evening. Tables of eight and general admission tickets are on sale now and start at $80. KIDS AND CRITTERS MARDI GRAS PARADE When: January 20 @ 1:30 pm Where: Pensacola Beach The Kids and Kritters Parade is a Mardi Gras walking procession for people and pets of all ages. The family-friendly event will be held January 20 at the Casino Beach parking lot on Pensacola Beach. Parade registration begins at 1 pm. There will be a $5 registration fee to enter pets into the parade, and no cost for kids. The event will kick-off with a pre-parade dance show at 1:30 pm, with the parade beginning at 2 pm. Participants are invited to design their own mini-floats using wagons or strollers. Prizes will be awarded for the best pet costume and best mini-float. PENSACOLA MARDI GRAS Mambo Featuring Flo Rida When: January 26 @ 7:30 pm (doors open at 6:30 pm) Where: Pensacola Bay Center PMG has announced an exciting new Mardi Gras event — the inaugural Pensacola Mardi Gras Mambo, to be held on January 26 at the Pensacola Bay Center in downtown Pensacola. The PMG Mambo event will provide a full-blown Mardi Gras party atmosphere featuring opening acts by the DeLuna Brass Band, who will perform traditional Mardi Gras and French Quarter street Jazz to include multiple second line processionals featuring Pensacola Mardi Gras Krewes. The New Orleans Ramblers will also provide entertainment for the evening, bringing a New Orleansstyle show with high-energy Mardi Gras anthems. The pre-headliner feature will continue with Mr. Big and the Rhythm Sisters. The event will peak with a special performance by award-winning artist Flo Rida, as he and his band take the stage to perform nostalgic hits like “Low,” “Wild Ones,” “Whistle” and more. Attendees will also enjoy a variety beverages, cocktails and Mardi Grasthemed foods throughout the venue. All ages are welcome, and Mardi Gras krewes are encouraged to dress in krewe attire. MILTON MARDI GRAS PARADE When: January 27 @ 4 pm Where: Downtown Milton Join the Emerald Coast Krewe of Airship Pirates for the 6th annual Milton Mardi Gras Parade on January 27 at 4 pm. KREWE OF LAFITTE ILLUMINATED MARDI GRAS PARADE When: February 9 @ 7:30 pm Where: Downtown Pensacola Parade floats are already impressive, but they look even cooler when they’re completely lit up! This family-friendly event kicks off at 7:30 pm and runs until around 9 pm. Crowds can expect to be entertained by marching bands, lighted floats and great throws. The parade begins at Spring and Garden streets and runs down Palafox through downtown Pensacola. For details, visit pensacolamardigras.com.

3RD ANNUAL PENSACOLA PAWDI GRAS When: January 28 from 11 am to 4 pm Where: Downtown Pensacola Hosted by WolfGang Pensacola, this annual pet-friendly event has become one of the most popular Mardi Gras celebrations in town. This year’s Pawdi Gras event will be held January 28 from 11 am to 4 pm along Garden Street, between Tarragona and Palafox Streets in downtown Pensacola. The streets will be filled with adoptable dogs, music, costume contests, vendors, sponsors and tons of community fun. This year’s theme is “Bow Wow Luau,” so get those leis and hula skirts ready for a day of Mardi Gras fun that is all about your pup. The event will continue its tradition of a dog pawrade through downtown Pensacola, with 100 percent of paw-rade registration fees going directly to benefit this year’s benefactor, the Escambia County Department of Animal Welfare. The event will feature multiple food trucks, games for dogs and humans and much more. NAVARRE BEACH MARDI GRAS PARADE When: February 3 from 1 to 3 pm Where: Gulf Blvd., Navarre Beach Join the Navarre Krewe of Jesters in celebrating 38 years of Mardi Gras along the Gulf Coast at the Navarre Beach Mardi Gras Parade on February 3 from 1 pm to 3 pm. Floats will enter Gulf Blvd. from Indiana St. and head east toward the traffic light. PENSACOLA GRAND MARDI GRAS PARADE When: February 10 from 2 to 7 pm Where: Downtown Pensacola The Pensacola Grand Mardi Gras Parade is annually the largest and most extravagant parade in Pensacola. The parade features a number of Krewes from the area, local organizations, businesses and everything from marching bands to Scout groups. Each year, more than 6,000 individuals participate in the parade, drawing tens of thousands of spectators. The Pensacola Grand Mardi Gras Parade begins at 2 pm and continues until around 6 pm. The parade runs along Palafox and Garden streets in historic downtown Pensacola. For details and to view a map of the parade route, visit pensacolamardigras.com. KREWE OF WRECKS MARDI GRAS PARADE When: February 11 from 2 to 4 pm Where: Pensacola Beach Enjoy a Mardi Gras parade with an island atmosphere at the Krewe of Wrecks Parade on Pensacola Beach on February 11 from 2 to 4 pm. This annual parade serves as the last parade of the season and features grand floats, tons of beads, candy and doubloons. Multiple after-parties will be hosted at different venues on Pensacola Beach, but the biggest is held on the boardwalk, at the shell, where paradegoers and krewe members wait for the judge’s results and trophies are awarded. The after-party will also feature live music, dancing and more. The parade route begins at Avenida 10 and Via DeLuna, runs west and disbands at the Gulfside Pavilion in the Casino Beach parking lot. TREECYCLE CHRISTMAS TREE DISPOSAL Live trees are a festive and fragrant holiday decoration for many families during the Christmas holidays, and Santa Rosa County Public Works offers an environmentally friendly option for disposal. Residents who would like to “treecycle” their tree for mulch may drop off their clean Christmas trees in the designated areas listed below by Jan. 14: • Jay Transfer Station - Transfer Station Road, Jay • Central Landfill - Household Hazardous Waste facility, 6337 Da Lisa Road, Milton • Pace Fire Rescue District – 4773 Pace Patriot Blvd., Pace • Navarre Beach Boat Ramp Parking Lot Recycle Area – Gulf Blvd., Navarre Beach • Tiger Point Recreation Area – Gulf Breeze, east of Walmart Residents who wish to drop off their live tree will need to remove any tinsel, lights, and ornaments from the tree before dropping it off. Residents with waste haulers who opt to have their haulers pick up their trees should follow instructions for yard waste pickup as required by their waste hauler (details outlined).

Remember, never burn your Christmas tree in a fireplace or wood stove. Pines, firs, and other evergreens have a high content of flammable turpentine oils. Burning trees may contribute to creosote buildup and risk a chimney fire. For more information, contact the Santa Rosa County Environmental Department, at 850-981-7135. JUNIOR LEAGUE OF PENSACOLA TO HOST 5TH ANNUAL WOMEN’S EMPOWERMENT AWARDS The Junior League of Pensacola is hosting its annual Women’s Empowerment Awards on March 8, 2024 at 6 p.m. at the Museum of Commerce as we celebrate our local women in leadership. New parking app provides drivers with an improved parking experience

The City of Pensacola has partnered with ParkMobile to launch a new parking app for downtown city-owned parking spaces beginning Monday, Jan. 1. The decision to partner with ParkMobile LLC, the leading provider of smart parking and mobility solutions in the United States, was based on results from the city’s recent Downtown Parking Survey. 45 percent of survey respondents said they prefer to use an app to pay for parking, while 18 percent said that their biggest concern when parking downtown is difficulty using available payment methods. “In Pensacola, a lot of drivers want to pay to park with an app,” Mayor Reeves said. “They also want an app that’s easy to use. That’s the number one goal of our partnership with ParkMobile — to help create a user-friendly downtown parking experience.” The ParkMobile app has 50 million users across North America — more than 8

million in Florida — and holds the highest user rating for functionality with more than 1.2 million reviews. Beginning Monday, Jan. 1, ParkMobile will be available for both iPhone and Android devices and may also be accessed on a mobile web browser. To pay for parking via the ParkMobile app or website, users will enter the zone number or scan the QR code found on the signs located within the parking zone, choose the duration of time they wish to park and select the “start parking” button. As the city transitions to ParkMobile, the existing PARKPensacola app will remain active for the foreseeable future to ensure an adequate amount of time for users to transition to the new app. To learn more about ParkMobile, visit the ParkMobile website. BIDEN COMMUTES TWO FLORIDA DRUG SENTENCES Pointing to what he called “disproportionately long sentences,” President Joe Biden on Friday commuted prison sentences of 11 people, including two Florida men. One of the Florida men, Esaias Tucker, 35, of Tallahassee, was sentenced in 2013 to 20 years in prison on charges of conspiracy to distribute cocaine and possession of cocaine, according to information released by the White

CAPITOL NEWS House and the U.S. Department of Justice. Biden commuted Tucker’s prison sentence to end April 20 and kept intact a 10-year requirement of supervised release. The other Florida man, Leroy Lymons, 45, of Pensacola, was sentenced in 2012 to life in prison on a cocaine-related conspiracy charge, according to the information released Friday. Biden commuted his sentence to 27 years in prison and a 10-year term of supervised release. In a statement, Biden said he was “commuting the sentences of 11 people who are serving disproportionately long sentences for non-violent drug offenses. All of them would have been eligible to receive significantly lower sentences if they were charged with the same offense today.”

FLORIDA JOBLESS RATE AT 2.9 PERCENT JIM TURNER & TOM URBAN NEWS SERVICE OF FLORIDA TALLAHASSEE — While still near historically low levels, Florida’s unemployment rate inched up to 2.9 percent in November. The November rate was an increase from 2.8 percent in October and represented 324,000 people out of work from a labor force of 11.19 million, according to a report released Friday by the Florida Department of Commerce. After spending the first half of the year at 2.6 percent, the rate has slowly risen since July. The state’s record low was 2.4 percent during the housing boom of 2006. The labor force grew by 350,000 people from November 2022 to November 2023. The unemployment rate in November 2022 was 2.7 percent “Florida has been leading the nation in new business formations since 2019,” Jimmy Heckman, the Department of Commerce’s chief of workforce statistics and economic research, said. “Each year since 2019, there have been more new business formations in Florida than in any other state. We think that is a huge factor in contributing to an increased demand for labor.” Florida has seen employment increases during the past year in categories such as education and health services and trade, transportation and utilities. Also, it has seen increases in categories such as leisure and hospitality and construction.

FLORIDA, OTHER STATES FIGHT CARBON RULE Florida Attorney General Ashley Moody joined 20 other states Thursday in challenging a Biden administration rule aimed at reducing transportation-related greenhouse gas emissions. The lawsuit, filed in U.S. district court in Paducah, Ky., alleges that federal transportation officials overstepped their authority in the rule, which was published Dec. 7. In part, the rule requires states to track emissions and set emissions-reduction targets. Defendants in the case are President Joe Biden, the Federal Highway Administration, the U.S. Department of Transportation and the agencies’ leaders. “With the final rule, the agencies are forcing states to implement the president’s controversial climate change policy by requiring them to ‘establish declining targets for reducing CO2 emissions generated by on-road mobile sources . . . (and) report on their progress,’” the lawsuit said.

FEDS, TAMPA SETTLE PARENTAL LEAVE DISPUTE The U.S. Department of Justice and the city of Tampa have reached a settlement in a lawsuit alleging a city parental-leave policy discriminated against male employees. The Justice Department alleged that the city in 2017 and 2018 did not provide the same amount of leave to male employees as it did to female employees, violating what is known as Title VII of the Civil Rights Act of 1964. The Justice Department alleged that female employees were allowed 320 hours of parental leave as “primary caregivers,” while male employees were limited to 80 hours as “secondary caregivers.” The settlement,

Within that area, the Miami-Miami Beach-Kendall region was at 1.4 percent. Also below 3 percent were the CrestviewFort-Walton Beach area at 2.8 percent and the Panama City and Naples-Immokalee-Marco Island areas at 2.9 percent. Among other regions, the Jacksonville and Orlando-Kissimmee-Sanford metro areas were at 3 percent. The Cape Coral-Fort Myers and TampaSt. Petersburg-Clearwater areas were at 3.1 percent. The Palm Bay-Melbourne-Titusville and Pensacola-Ferry Pass-Brent areas were at 3.2 percent. The highest unemployment rate was in the Homosassa Springs area at 4.5 percent, followed by the Sebring area and The Villages area at 4.4 percent. The statewide unemployment rate is seasonally adjusted, while rates for the metropolitan statistical areas are not adjusted.

“In effect, the agencies are attempting to compel the states to be foot soldiers in service to President Biden’s climate change agenda, notwithstanding their own sovereign interests and policies, and Congress’s express enactment.” But in a new release last month, federal officials said states would have flexibility to set targets for reducing emissions. “Every state has its own unique climate challenges, and every state ought to have the data, funding and flexibility it needs to meet those challenges head on,” U.S. Transportation Secretary Pete Buttigieg said in a prepared statement. “This new performance measure will provide states with a clear and consistent framework to track carbon pollution and the flexibility to set their own climate targets — which we will also help them meet with more than $27 billion in federal funding through President Biden’s Investing in America agenda.” The other states that signed onto the lawsuit were Alabama, Alaska, Arkansas, Idaho, Indiana, Iowa, Kansas, Kentucky, Mississippi, Montana, Nebraska, North Dakota, Ohio, Oklahoma, Utah, Virginia, South Carolina, South Dakota, West Virginia, and Wyoming.

It said the city denied wrongdoing and that the agreement should not be “construed as an admission by Tampa or a finding of wrongdoing or violation of any applicable federal law or regulation.” Under it, the city will pay $300,000 to affected employees and submit a new parental-leave policy to the Justice Department for review. “Providing paid parental leave to employees is a significant benefit that many families rely on so that they can take care of their children,” Assistant Attorney General Kristen Clarke said in a prepared statement. “This agreement sends a clear message that in providing paid or unpaid parental leave, employers must guarantee that those benefits are provided without reliance on presumptions about which parent can be the primary caregiver.”

FLORIDA STATE LAUNCHES FIGHT AGAINST ACC JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — Florida State University on Friday filed a lawsuit against the Atlantic Coast Conference, alleging the conference has “persistently undermined its members’ revenue opportunities” and damaged FSU. The lawsuit, approved by the school’s Board of Trustees and filed in Leon County circuit court, could ultimately lead to FSU leaving the conference after more than 30 years as a member. The dispute focuses on a media-rights deal that will run for another 13 years and on steep costs for exiting the conference, including what the lawsuit describes as a “withdrawal penalty” of $130 million. FSU President Richard McCullough said the lawsuit is the only “way to maximize our potential as an athletics department.” Trustee Drew Weatherford, who played quarterback at FSU, said the media-rights deal isn’t anything “that fans want, alumni want, or frankly even the conferences want, for that matter.” “All we’re looking for is an equitable, competitive environment, where teams that are competing for a championship are waking up and playing by the same rules,” Weatherford said. “And, that’s just frankly not the environment that we’re currently in.” ACC Commissioner Jim Phillips and Jim Ryan, chairman of the ACC Board of Directors, quickly issued a statement that said FSU’s decision “is in direct conflict with their long standing obligations and is a clear violation of their legal commitments to the other members of the conference.” They said lawyers for the conference “will vigorously enforce the agreement in the best interests of the ACC’s current and incoming members.” The FSU Board of Trustees met Friday, nearly three weeks after the Seminoles became the first undefeated champion of one of the five major football conferences – known as the Power 5 —to be left out of the College Football Playoff. The playoff decision angered university and state officials, with Gov. Ron DeSantis recommending the state offer $1 million for any legal action about the snub. Attorney General Ashley Moody also has demanded a wide range of information from the College Football Playoff Selection Committee about FSU’s exclusion from the four-team playoff. FSU Board of Trustees Chairman Peter Collins said the playoff decision was “a travesty,” but not the reason for the lawsuit. Rumors have long swirled that FSU could try to become a member of the Southeastern Conference or the Big Ten Conference, both of which have far-richer television deals. Collins said the lawsuit is about ACC leadership over the past decade and over the next 13 years, through the length of the existing media deal. Collins said the deal has left FSU drawing $30 million to $40 million a year less than if it were in another Power 5 conference. “There should be no debate that our brand media value and competitiveness across all sports are among the very best in collegiate athletics,” Collins said. The lawsuit involves challenging a “grant of rights” that FSU and other schools in the conference are tied to in an ESPN contract, which runs through 2036. The contract gives the league control over TV revenue and broadcasts and stipulates

ABORTION MEASURE NEARS REQUIREMENT Supporters of a proposed constitutional amendment aimed at ensuring abortion rights in Florida continue to get closer to meeting a signature requirement to reach the 2024 ballot. The Florida Division of Elections website Friday showed 833,743 valid petition signatures for the proposal, up from 753,306 a week earlier and 687,700 two weeks earlier. The political committee Floridians Protecting Freedom, which is sponsoring the measure, will need to submit at least 891,523 valid signatures statewide and meet signature requirements in at least half of the state’s congressional districts to get on the November ballot. The committee faces a Feb. 1 deadline for meeting the requirements. It also needs the Florida

schools would have to buy out of the deal if they want to leave early. In addition to the $130 million withdrawal penalty, the lawsuit said FSU would face a $429 million forfeiture of future media rights and $13 million in future unreimbursed broadcast fees. ACC members receive roughly $33 million in annual broadcast payments under a deal renegotiated in 2012. According to FSU, the 2012 deal was expected to be renegotiated in 2027, but the ACC extended the contract without getting additional compensation. David Ashburn, an attorney with the Greenberg Traurig law firm who represents FSU, said the contract violates restraint of trade under Florida law; imposes an “unenforceable” penalty because the conference’s contract with ESPN would remain unchanged with an FSU exit; and fails to provide FSU with the value of its media rights. Collins said that when FSU joined the ACC in 1991, the gap in revenue between teams in different Power 5 conferences was far smaller than now. “It’s one thing to fundraise and make up $7 million,” Collins said. “It’s another entirely to annually make up over $30 (million) to $40 million. As an institution, you cannot be expected to sit idly by while this gap grows.” Phillips and Ryan said in their statement that ACC members, including Florida State, “willingly and knowingly” re-signed the current grant of rights in 2016. “Each university has benefited from this agreement, receiving millions of dollars in revenue and neither Florida State nor any other institution has ever challenged its legitimacy,” the conference statement said. “As a league, we are proud of the successes of our student-athletes and that the ACC has won the most NCAA national championships over the past two and half years while also achieving the highest graduation success and academic performance rates among all FBS (NCAA Division 1 Football Bowl Subdivision) conferences, so it is especially disappointing that FSU would choose to pursue this unprecedented and overreaching approach.” The lawsuit came as college football has faced rapid changes during the past few years, with athletes able to be paid through “name, image and likeness” endorsements and schools shopping themselves to other conferences. The Power 5 conferences are the ACC, Big Ten, Big 12, Pac-12 and Southeastern Conference. But the Pac-12 has been decimated by the upcoming exits of almost all of its members. As part of the changes, the ACC is adding Stanford, California and Southern Methodist University. Florida State isn’t the only ACC school to question the grant of rights. Media reports indicate officials with Clemson, Miami, North Carolina, North Carolina State, Virginia and Virginia Tech have made similar overtures. This year’s college football playoff teams are Alabama, Michigan, Washington and Texas. Initial reports indicated FSU was left out because it had been weakened by the loss of star quarterback Jordan Travis to a seasonending injury. But College Football Playoff Executive Director Bill Hancock, in responding to an inquiry from U.S. Sen. Rick Scott, questioned the Seminoles’ schedule and labeled the ACC as a “so-called Power 5 conference.”

Attorney General Ashley Moody has argued the Supreme Court should keep the proposed constitutional amendment off the ballot, saying its wording would mislead voters — a contention that amendment supporters dispute. The ballot summary of the proposal says, in part: “No law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider.” Floridians Protecting Freedom announced the initiative in May after the Republican-controlled Legislature and Gov. Ron DeSantis approved a law that could prevent abortions after six weeks of pregnancy. The six-week limit is contingent on the outcome of a legal battle about a 15-week abortion limit that DeSantis and lawmakers passed in 2022. If the proposed constitutional amendment reaches the ballot, it would need support from 60 percent of voters to pass.
