The Port of Pensacola has been an essential part of the city since 1754 , playing a key role in Northwest Florida’s growth and development. Today, it continues to be a vital economic engine, home to more than 20 businesses representing a variety of industries. Among the key players are Cemex, Martin Marietta Materials, GE Vernova Wind Energy, Offshore Inland Marine and the American Magic Sailing team. These companies range from importing construction materials to assembling renewable energy components, highlighting the Port’s versatility as a hub for business and innovation.
In addition to these large corporations, the Port hosts several other important businesses. Pate Stevedore, a leader in shipping logistics; TIMAB, a French importer of minerals; Pensacola Bay Pilots, which provides maritime navigation services; and HMS Global Maritime, a passenger ferry operator, all contribute to the Port’s diverse user base. The University of West Florida (UWF) also maintains a presence at the Port, fostering partnerships between education and industry.
One of the most exciting developments at the Port is the construction of the American Magic Sailing Team’s high-performance sailing center, a 55,000-square-foot facility focused on cutting-edge marine technology development for professional sailing and other marine research. The multimillion-dollar complex will also serve as a training center for professional and amateur sailors, equipped with simulators, fabrication shops, physical train -
ing centers and dining facilities. The 150-person American Magic Team is currently in Spain competing in the 37th America’s Cup regatta, held every four years. Returning to Pensacola in 2025, American Magic will consolidate all operations at their new facility, which is expected to be completed in late fall 2025. Import and Export Activity and Growth
The past three years have marked significant growth for the Port of Pensacola. Vessel traffic and cargo volume have both increased, underscoring the Port’s growing importance in regional commerce.
Between Fiscal Year (FY) 2022 and FY 2023, vessel traffic rose by 11 percent, while cargo import/export surged by 24 percent. This growth is attributed to the rising demand for construction materials, such as cement by Cemex and GE Vernova’s wind energy components for assembly at their North Pensacola facility, which are then distributed for wind energy projects across the United States.
Financially, the Port has maintained steady performance, with revenues primarily coming from vessel and cargo fees, as well as long- and short-term leases. In FY 2021, the Port generated $3.0 million in revenue, followed by $2.95 million in FY 2022 and a notable increase to $3.39 million in FY 2023. These consistent revenue streams, combined with effective financial management, have allowed the Port to operate without long-term debt or financial assistance from the City of Pensacola’s general fund for more than 19 years. Community and Regional Support
The Port of Pensacola is not only a thriving business hub but also a valued part of the community. In
the 2019 Portside Plan, 73 percent of respondents agreed or strongly agreed that the Port is a "Strategic Community and Regional Asset." This overwhelming support shows how deeply the Port is ingrained in the local economy and the broader vision for the city’s waterfront.
Additionally, 76 percent of respondents agreed or strongly agreed that investment in the Port and maritime industries brings tangible benefits to the community and region. The Port’s ability to create jobs, support local businesses and foster industry partnerships is widely recognized and appreciated. Moreover, 68 percent of respondents agreed that the Port’s presence and activities align with their vision for Pensacola’s waterfront.
In alignment with the 2019 plan, a “hybrid” port is being realized— combining traditional maritime and cargo activities with the redevelopment of some of the Port’s unused northern property, which may see non-cargo-focused development.
The marine technology sector is a key focus area for the Port as American Magic ramps up operations.
Looking Forward
The future of the Port of Pensacola is well diversified and focused on increasing cargo throughput, developing as a hub for marine technology, and creating new leisure activities for the public. With the many exciting projects coming online in 2025, the Port is positioning itself as a leader in both maritime commerce and alignment with the community’s vision for the waterfront. Its diverse business base, stable financial position and strong community support make it a key player in the economic prosperity of Pensacola and Northwest Florida.

FLORIDA CHAMBER FOUNDATION AND CHILDREN’S MOVEMENT OF FLORIDA PARTNER TO SUPPORT REOPENING EARLY LEARNING PROGRAMS IMPACTED BY HURRICANES HELENE AND MILTON
The Florida Chamber Foundation’s Business Alliance for Early Learning Project and the Children’s Movement of Florida are proud to announce the launch of the 2024 Florida Early Learning Recovery Fund, an initiative to provide relief to early learning programs impacted by Hurricanes Helene and Milton.
With an initial fundraising goal of $1 million, the fund aims to support the reopening of early learning programs in regions affected by the storms, helping ensure Florida’s children receive the early education they need while supporting working families across the state.

“High-quality early learning is the foundation of our education system, and a vital support for our workforce both today and tomorrow,” said Madeleine Thakur, CEO of The Children’s Movement of Florida. “This fund will ensure that early learning businesses’ recovery needs are addressed, so they can focus on providing the best education and care for our youngest children impacted by the recent storms.”
The hurricanes, which struck Florida in late September and early October, caused widespread damage to over 1,500 licensed early learning programs across the state. These programs serve as a crucial resource for families, not only providing care and education for young children but also enabling parents to return to work.
The 2024 Florida Early Learning Recovery Fund will distribute much-needed financial assistance to childcare providers and family childcare homes, helping them recover from physical damage, replace lost educational materials, and support their workforce.
"Reopening childcare centers is absolutely essential to Florida’s economic recovery,” said Mark Wilson, President of the Florida Chamber of Commerce & Foundation. “Without reliable early learning programs, parents
are unable to return to work, and businesses face significant workforce shortages.” Wilson added, “This fund aims to expedite the reopening process, ensuring that Florida’s families can get back to work and that our economy can continue its path to recovery post-Hurricanes Helene and Milton."
The fund will be administered in partnership with Florida’s Early Learning Coalitions who will distribute grants to childcare providers and family childcare homes in the most heavily impacted areas. The grants will prioritize reopening efforts in communities with the highest levels of poverty and childcare deserts, where access to early learning is already limited.

CITY EMPLOYEES KICK OFF SECOND YEAR OF MENTORSHIP THROUGH BIG BROTHERS BIG SISTERS PROGRAM
The City of Pensacola and Big Brothers Big Sisters of Northwest Florida kicked off the first Beyond School Walls program session for the 2024-2025 academic year at City Hall. The October session, with speakers from Bank of America and the University of West Florida, focused on the importance of financial literacy and remaining debt-free throughout college and vocational school.
In 2023, the Beyond School Walls program partnered nearly a dozen Pensacola High School students with city employees for two years, giving mentors the opportunity to guide students through their junior and senior years of high school by helping them work toward graduation and the transition to college, vocational school or military service. This year, mentors and mentees will continue working together to plan for life after graduation by exploring personal interests, setting goals, and defining individual ideas of success.
“Beyond School Walls fosters workforce readiness," City of Pensacola Workforce Development Coordinator Kelsey Powell said. "We want each Little (Big Brothers Big Sisters mentee) to be well-informed of the opportunities and support available as they transition from the classroom into the real world, becoming young adults with satisfying lives and productive careers.”
Through initiatives like Beyond School Walls, the City of Pensacola Economic Development Department continues to invest in the local youth by empowering teens with resources and opportunities to enhance their ability to live, learn, work and provide for their families — ultimately helping Pensacola retain local talent.
The two-year Beyond School Walls mentorship program will conclude in 2025, with students completing their final session of senior year in April, followed by the PHS graduation ceremony in May.

About the City of Pensacola Beyond School Walls Program Partnership City of Pensacola employees volunteer for one workday a month through the city's two-year partnership with BBBS Northwest Florida's Beyond School Walls program. During this time, mentors work in groups or individually with their mentees and help them reach their academic and extra-curricular goals through real-life discussions and activities emphasizing the realities of life after high school and its demands. Session discussions and activities often include field trips, guest speakers, ACT/SAT preparation, scholarship planning and college applications.

VOLUNTEER IN SUPPORT OF UNITED WAY DAY OF CARING
Escambia County employees teamed up Friday, Oct. 18 to volunteer in support of United Way Day of Caring, an annual community service effort coordinated by United Way of West Florida.
Escambia County volunteers worked on a variety of projects at several locations throughout the county, including Bellview Elementary School, Boys and Girls Club, Furry Friends of the Panhandle Rescue, Health and Hope Clinic, and Valerie's House.
Each year, the one-day event gives participants an opportunity to learn about the needs of the community while helping a nonprofit agency or school. United Way of West Florida matches groups and individuals with agencies and local schools to spend the day volunteering on various projects.
The volunteer work completed by Escambia County employees during this year's United Way Day of Caring included yard work, landscaping, painting, cleaning and organizing, pressure washing, assembling furniture, walking dogs to help them get adopted, and more. Several employees also participated in the American Red Cross of Northwest Florida's "Bring a Smile to a Veteran's Face - Holiday for Heroes Card Program," spending time writing cards to be delivered to local veterans this Veterans Day.
Escambia County Natural Resources employee Felicia Knight-Marlow said she has volunteered for United Way Day of Caring for over 20 years as a county employee, which she said is always a rewarding experience.
"I like to give back to the community," said Knight-Marlow, who has helped coordinate the county's Day of Caring volunteer efforts for years. "I think it's important for us to do because we are public servants, so this gives us a chance to get out of our workplace, go into the community and help the community."
Several West Florida Public Libraries employees volunteered at Furry Friends of the Panhandle Rescue, a nonprofit dog rescue that helps abused, neglected and unwanted animals through fostering, adoption and transport. WFPL staff helped clean up the puppy play area, along with walking several dogs in high-visibility areas downtown to help promote adoptions. Addi -
tional county staff also collected donations for Furry Friends of the Panhandle Rescue, including linens, dog food, cleaning supplies and more.
Furry Friends of the Panhandle Rescue Director Michele McCloskey said this was her first year participating in United Way Day of Caring, and she emphasized the positive impact the donations and volunteer efforts from county employees will have on her nonprofit's mission to rescue and find homes for dogs.
"It's a huge help, because I do this by myself," McCloskey said. "It's a lot of work, so I'm grateful to get this help."
Escambia County Waste Services employees joined several other local agencies to volunteer at Valerie's House Pensacola, a nonprofit dedicated to helping children and families cope with grief and loss in a safe place. Valerie's House Pensacola Founder and Director Crista Brandt said the volunteer efforts are not only a huge help on Day of Caring, but it has also sparked additional volunteer efforts throughout the year from local agencies and small businesses that connected with Valerie’s House through Day of Caring.
"2023 was the first year we got to participate in Day of Caring, and we were just absolutely blown away by the teams that showed up," Brandt said. "It's just incredible because not only did they do work like they've done today, just a lot of beautification of the property, but what they were able to do is learn more about Valerie's House."
According to United Way of West Florida, 728 volunteers completed over 68 projects last year through Day of Caring, totaling 3,108 hours of volunteer work. The volunteers' donated time is estimated to have a $98,834.40 impact.
Escambia County departments and divisions that participated in this year's United Way Day of Caring included the County Attorney's Office, Development Services, EMS, Escambia County Fire Rescue, Mosquito Control, Natural Resources Management, Pensacola Beach Lifeguards, Public Safety, Purchasing, Waste Services, and West Florida Public Libraries.

BABY BUCKS PROGRAM SUPPORTS HEALTHY PREGNANCY
Community Health Northwest Florida has a new program for pregnant women to help them get the support and services needed for a healthy pregnancy. “Baby Bucks” is designed to provide encouragement to expectant mothers by providing educational materials and muchneeded supplies.
A committee comprised of a crosssection of team members from departments, including Quality, Clinical, Outreach, Pediatrics and Women’s Care, developed the incentive program to encourage pregnant women to keep their vital prenatal checkups.
In March 2024, it was reported by the South Florida Sun Sentinel that over the past decade, Escambia County has averaged one infant dying every 12 days before the baby reaches its first birthday. Escambia Children’s Trust reported in their 2024 Report Indicator Card, our percentage of low birth rates has risen to 11.8 %, the 6th highest in the state.
“The bottom line was that we need to focus on how to help mothers before and during pregnancy,” said Chandra Smiley, CEO of CHNWF. “What we saw we could do immediately is to concentrate on quality prenatal care to prevent maternal complications during pregnancy.”
Expectant mothers will earn “Baby Bucks” at each appointment to use for baby products and care items when the baby arrives. Car seats, strollers and other items will be available for “purchase” with their Baby Bucks.
CHNWF will provide mothers an easyto-follow pregnancy Road Map for their prenatal care. The map provides an overview of each healthcare milestone with icons to indicate when important labs, ultrasounds, diabetes screenings, cervical checks and more should occur.
A Pregnancy Passport will help mothers keep track of their appointments, detailing birth weights and check-ups. The passport will be stamped when they complete each appointment. The value of the passport is to provide a quick history of the pregnancy to providers.
ARTISTS TO TRANSFORM TANYARD BUSINESSES FOR PENSACOLA MURAL FEST
Pensacola Mural Fest got underway on Monday, October 21 when the first muralists arrived and began painting. The six muralists started on various days over the past two weeks, and all will complete their murals in time for the Pensacola Mural Fest on Saturday, November 2.
Along Garden Street, Daniela de Castro is painting the Pensacola State College building, located at 418 West Garden, Christian Stanley is painting Pensacola Auto Imports at 725 West Garden Street and Curtis Glover is painting Strong Street Studio at 109 North A Street. Along the Barrancas Corridor, Patrick Maxcy is painting AdSync at 201 South F Street and Aaron Taylor and Tom Paux of Brix Design, Inc. are painting Vowell’s Printing at 1233 Barrancas Avenue.
The public is invited to come to watch and talk with the artists as they paint their buildings.

Perhaps the most important part of Baby Bucks is monitoring the data received to get results and measure the program’s success.
Smiley says that the program is flexible and designed to be refined as CHNWF learns from collected data. CHNWF plans to use medical mobile units to ensure mothers get health checks in their communities when needed.
“We know that a worst-case scenario is a mother showing up to an emergency room, in labor, who has not seen a doctor at all during their pregnancy,” Smiley says. “Our hope is that this program will lay the groundwork to make sure they get the necessary health checks and care.”
CHNWF recently created a foundation to help by providing prescription assistance, diagnostic testing and support for programs like Baby Bucks.

FLORIDA GOP GRABS EARLY VOTING EDGE

After falling behind in voting by mail, Florida Republicans quickly moved ahead of Democrats in ballots cast in the November election on the strength of turning out to early voting sites.
Data posted Tuesday morning on the state Division of Elections website showed that 202,036 Republicans had gone to early voting sites in the 50 counties where the option became available Monday, compared to 108,832 Democrats. Another 58,373 unaffiliated voters and 7,794 third-party voters also cast ballots at early voting locations.
The first day early voting turnout put the GOP ahead of Democrats by just over 15,000 ballots cast in the Nov. 5 election. Democrats had a more than 77,000-voter lead in ballots cast by mail, a method that former President Donald Trump, the GOP presidential nominee, has sometimes criticized as fraudulent.
Republican Party of Florida Chairman Evan Power pointed to early voting as a key to the party’s turnout strategy.
“I think you know there has been some concern about mail,” Power said Monday. “So, they (Republicans) want to vote in person, but they want to get their vote in early. I think President Trump has done a good job of communicating to people that he needs them to vote early so that we don't have to rely just on Election Day voters. And, so, I think we're headed in that direction.”
The new numbers reflected trends that have developed in Florida since 2016.
In 2016, when Trump defeated Democratic presidential candidate Hillary Clinton in Florida by 1.2 percentage points, Republi -
cans cast 1,108,053 votes by mail compared to 1,049,809 by Democrats. In early voting, Democrats cast 1,580,003 ballots and Republicans cast 1,425,309.
Four years later, as Trump won Florida by more than 3 percentage points over eventual President Joe Biden, Democrats cast 2,189,710 votes by mail and 1,401,451 through the early voting process. Florida Republicans returned 1,506,223 vote-by-mail ballots and cast 1,959,875 early votes.
Florida Democratic Party Chairwoman Nikki Fried, before casting an early vote Monday at the Leon County Courthouse, said her party has changed its focus since the 2022 elections, when just 49 percent of registered Florida Democrats voted compared to 64 percent of registered Republicans.
“We recruited candidates in literally every seat from the (state) House and Senate to the congressionals. We have knocked on doors in all 67 counties. We've built an army and we have been message disciplined,” Fried said.
“We’re holding the Republicans accountable. We're talking about property insurance. We're talking about abortion, the issues that are actually important to the people of the state. And so, you're going to see a very different turnout than in 2022.”
As of Tuesday morning, Democrats had returned 555,450 mail-in-ballots while Republicans had returned 477,778, according to the Division of Elections website. Another 247,038 vote-by-mail ballots had come from unaffiliated voters, while 26,375 were from people registered with third parties.
While most counties started early voting Monday, it must be available statewide as of Saturday.
STATE PUSHES BACK IN ABORTION AD FIGHT

As Gov. Ron DeSantis and his allies continue to attack a ballot proposal aimed at enshrining abortion rights in the state Constitution, his administration pushed back in a legal battle about the state’s efforts to block a television ad supporting the measure.
Attorneys for the administration on Tuesday filed a document accusing the Floridians Protecting Freedom political committee, which is sponsoring what appears as Amendment 4 on the November ballot, of “intentionally spreading false factual information” about a state law restricting abortions after six weeks of pregnancy.
Floridians Protecting Freedom filed the federal lawsuit after the state Department of Health sent threatening letters to television stations running the commercial, which the department said posed a public “health nuisance.”
The lawsuit alleged the letters, signed by former Department of Health General Counsel John Wilson, violated the First Amendment, and Chief U.S. District Judge Mark Walker last week granted the committee’s request for a temporary restraining order blocking state officials from taking any action against broadcasters airing the ad. Walker will hold a hearing Tuesday in the case.
In a document filed Tuesday opposing the committee’s request for a preliminary injunction, lawyers for Department of Health Secretary Joseph Ladapo, who is the state surgeon general, argued that the ad contains “objectively false factual information” because the six-week law includes exceptions when the life of a pregnant woman is at risk.
“The Constitution does not grant individuals a right to spread false information about the availability of lifesaving medical services (abortion). There is no right, for instance, to air commercials falsely claiming that all of a city’s hospitals are closed, or that 911 services are down. Yet Floridians Protecting Freedom, Inc. claims that it has just such a right because the false information that it is spreading pertains to abortion, and an abortion referendum is taking place in Florida this November. Not so,” wrote attorneys with the Washington, D.C.-based Cooper & Kirk firm, which is representing the administration.
The controversial ad, dubbed “Caroline,” tells the story of a woman who was diagnosed with brain cancer when she was 18 weeks pregnant. Doctors told the woman they could not treat her with chemotherapy or radiation while pregnant, so she had an abortion.
The woman in the ad says that “doctors knew if I did not end my pregnancy . . . I would lose my life” and that “Florida has now banned abortion even in cases like mine.”
But the administration’s lawyers wrote that the “statute is crystal clear. If an abortion is necessary to save a woman’s life, she may obtain the procedure.”
The Department of Health last week signed a $200,000 contract with Cooper & Kirk — a firm frequently enlisted by DeSantis’ administration to defend the state in federal litigation — for representation in the abortion lawsuit, according to information posted on a state website.
OPIOID MONEY FIGHT GOES TO SUPREME COURT

After losing at an appeals court, Attorney General Ashley Moody has gone to the Florida Supreme Court in a potentially highstakes fight about whether hospital districts and school boards should be able to pursue opioid-epidemic lawsuits after she reached settlements with the pharmaceutical industry.
Lawyers in Moody’s office Friday filed a series of notices that are a first step in asking the Supreme Court to take up the issue.
A panel of the 1st District Court of Appeal in August rejected Moody’s arguments that she had the power to enter settlements with the industry that would effectively trump separate lawsuits by local government agencies. The appeals court subsequently turned down a request to take a step known as certifying a “question of great public importance” to the Supreme Court.
As is common, the notices filed Friday do not detail arguments that Moody’s office will make at the Supreme Court.
The dispute stems, at least in part, from seven settlements that Moody’s office reached with a variety of companies because of costs related to the opioid epidemic. Each of the settlements included a “release” of claims filed by local governments. Some settlements resulted from multi-state litigation — what is known as a global settlement — while others came as a result of a lawsuit that the attorney general’s office filed in Pasco County.
Moody in 2022 filed a lawsuit in Leon County circuit court against hospital districts and school boards to try to prevent their claims against the industry. The lawsuit said Moody’s settlements would provide money for opioid treatment, prevention and recovery services and that money would go to communities throughout the state.

The local agencies have sought to recover costs from drug distributors, manufacturers or pharmacies related to treating patients or educating children who have been affected by the epidemic.
“The attorney general does not have the legal authority to unilaterally dismiss, for example, actual and individual damages incurred by the two school boards for increased harms and expenditures for compliance with federal law for special educational needs for disabled students — disabled allegedly by the actions of the opioid (industry) defendants that caused the students or their parents to become addicted to prescription opioids,” the appeals court ruling said. “And this is but one example. The special hospital districts also assert individual and actual damages separate from the general public for harms allegedly inflicted by the opioid defendants that caused these hospitals to have to provide specialized medical care for opioid-addicted and harmed patients. It is not within the attorney general’s power to make such decisions.”
In a document filed in late August at the appeals court, Moody’s office said that if the panel’s decision stands, the state will lose at least $87 million in what are described as “incentive” payments. A brief filed last year said two settlements include base payments and incentive payments. The incentive payments are tied to participation in the settlements by local governments.
Amid the lawsuit, Wilson resigned as general counsel of the department, according to an affidavit filed Monday. Wilson's affidavit said he did not author the Oct. 3 letters to television stations bearing his signature and that he was “directed” to send the letters by DeSantis’ general counsel, Ryan Newman, and a deputy general counsel, Jed Doty.
Wilson resigned on Oct. 10 “in lieu of complying with directives from Newman and Doty to send out further correspondence to the media outlets,” the affidavit said.
In addition to the letters, DeSantis and his administration have taken unprecedented steps to oppose the abortion proposal and a ballot measure, known as Amendment 3, which would allow recreational use of marijuana.
The state is paying for public-service announcements urging a “no” vote on the abortion measure and launched a webpage warning against it. DeSantis, in his official capacity as governor, this week made appearances to campaign against the proposal with anti-abortion doctors and other opponents.
Also, the Florida Department of State’s Office of Election Crimes and Security released a 388-page report last week making fraud accusations against some workers who collected petition signatures for the abortion initiative. The report also accused Floridians Protecting Freedom of illegally paying workers based on the number of signatures they collected.
Opponents of the abortion measure filed lawsuits last week seeking to invalidate the proposed amendment, relying heavily on the state’s report.
The DeSantis administration document filed Tuesday in the federal lawsuit also argued that Floridians Protecting Freedom lacks “standing” to pursue the case because it won’t suffer any “actual or imminent” harm. The document also disputed whether any TV station had pulled the ad, although the lawsuit alleged that one station had stopped airing it.
The state also attacked Florida Protecting Freedom’s assertion that the threats “chilled” the committee’s speech, saying that “chilled speech” amounts to self-censorship.
The committee “cannot show a selfcensorship injury here, however, because it is not choosing to self-censor,” the state’s filing said.
Supporters of the proposal on Tuesday held a news conference with doctors who said that the six-week abortion restriction is creating havoc for obstetricians and gynecologists, who are having to consult with lawyers and ethics panels before providing emergency care to pregnant women. Physicians face heavy fines or jail if they violate the law, which requires two physicians to “certify in writing that, in reasonable medical judgment,” an abortion after six weeks is necessary. The law also allows an abortion if a physician “certifies in writing” the medical necessity for an emergency abortion to save the pregnant woman’s life and another doctor is unavailable.
“Patients are not being provided care until they are on the brink of death, even if we put them at risk of life-threatening infection … even if their ability to have children in the future is in jeopardy,” Tampa obstetrician and gynecologist Samantha Baer told reporters Tuesday.
Leon County Circuit Judge John Cooper last year agreed with Moody, saying the Legislature “specifically granted the attorney general authority to enforce consumer protection laws” and that Moody had the power to enter settlements that prevented separate claims.

CAMPAIGN FINANCE, TAX MEASURES DRAW LITTLE ATTENTION

Amid fierce political battles about proposed constitutional amendments on abortion rights and recreational marijuana, two ballot measures about public financing of campaigns and property taxes are flying “under the radar.”
The measures, put on the Nov. 5 ballot by the Republican-controlled Legislature, would end a matching-funds program available to candidates for governor and state Cabinet seats and revise the homestead property-tax exemption.
Susan MacManus, a retired politicalscience professor at the University of South Florida, said she thinks both measures will surpass the needed 60 percent of voter support to pass.
“Both of those, in the current economic environment, sound pretty good if you just look at the ballot summary,” MacManus said.
What appears on the ballot as Amendment 6 is titled “Repeal of Public Campaign Financing Requirement,” while what appears as Amendment 5 is titled “Annual Adjustments to the Value of Certain Homestead Exemption.”
University of Central Florida politicalscience professor Aubrey Jewett said the effort to repeal public campaign financing, which voters approved in 1998, seems less likely to pass. Jewett said he thinks the proposal might be “a little confusing” and has at least 40 percent of voter support.
As for the homestead-exemption measure, while also “pretty confusing,” Jewett said, “it seems like the majority of voters might like the idea of a small property tax cut.”
While money has poured into campaigns over proposals to enshrine abortion rights in the state Constitution and allow recreational use of marijuana, there has been less attention, including polling, on other amendments. In all, six proposed constitutional amendments are on the ballot.
“I do think some of these proposed amendments will fly under the radar for people,” said Kevin Wagner, associate dean of research and creative achievement at Florida Atlantic University. “That makes the results a bit unpredictable as we do not know what they (voters) have seen or understand about some of the amendments. Some may simply be voting off the ballot summary.”
Gov. Ron DeSantis is leading efforts to defeat the proposed abortion and recreational-marijuana proposals. With the focus on those issues, Republican Party of Florida Chairman Evan Power said only one of the other amendments, a measure that would place hunting and fishing rights in the Constitution, “has a good chance of passing.”
“I'm not sure about the others, because I don't think anyone's put any money behind trying to pass them,” Power said.
After public campaign financing was approved by voters in 1998, a 2010 proposal by the Legislature to repeal the program fell short, getting 52.49 percent support from voters.
Florida Democratic Party Chairwoman Nikki Fried supports keeping the matchingfunds program, noting it helped her when she was elected agriculture commissioner in 2018 by 6,754 votes.
“It allowed me the opportunity to get some additional funds at the end, that put an extra couple points onto TV, which gave me some extra flexibility on some of my spend, that pushed me over the finish line,” Fried said. “It benefited Republicans when they were in the minority of our state, and so it's really been an opportunity to try to equalize some of these campaigns.”
Under the program, statewide candidates can receive matches for individual contributions of $250 or less. In exchange, candidates agree to abide by certain campaign expenditure limits. Matching funds are not available for contributions to political committees or outside of statewide races.
The fund has been tapped for more than $33 million over the four most-recent gubernatorial election cycles.
In those contests, Republicans running for governor, attorney general, agriculture commissioner and chief financial officer drew $18.65 million in matching funds. DeSantis accounted for $10.5 million of the funding for his 2018 and 2022 gubernatorial races.
Fifteen Democratic candidates received $14.618 million from the program.
Fried, the last Democrat to win statewide office, drew $158,507 in matching funds in her 2018 run for agriculture commissioner. Four years later, she drew $944,850 in state funding in an unsuccessful bid to become the Democratic gubernatorial candidate.
As for the homestead-exemption measure, the proposal would give homeowners slightly larger property-tax breaks.
Homeowners receive tax exemptions on the assessed values of their property up to $25,000 and on the values between $50,000 and $75,000. The proposal would require adjusting for inflation the exempt portion currently between $50,000 and $75,000.
Jewett said city and county officials worry that the change would affect revenue needed for roads, libraries, parks and first-responders. Also, he said some people and groups are concerned it could lead to shifts in taxes to renters and commercial properties.
“If this one doesn't pass, it will most likely be because it is confusing and people just don't understand it,” Jewett said.
