MONDE FALL FASHION EVENT FIGHTING OSTEOARTHRITIS THROUGH FASHION By Nicole Willis

A

s a Friend of Foo participant, Scout Boutique will present the glamorous MONDE Fall Fashion Event on November 9. Featuring the hottest fashions of the fall season in a stunningly curated space, MONDE promises to entertain and inspire the fashionista in all of us. Two talented women are the main forces behind MONDE—MONDE Committee Chair, Jenny Noonan, and MONDE Creative Director and owner of Scout Boutique, Julia Ussery. Noonan and Ussery played a large role in organizing the MODA fashion show during last year’s Foo Foo Fest, which benefited local nonprofit arts organization, Pensacola Opera. This year’s MONDE fashion show will benefit the Andrews Research & Education Foundation (AREF) and its fight against osteoarthritis. Hosted at Vinyl Music Hall on November 9, MONDE will showcase the season’s popular pieces and looks, styled by Ussery and her Scout Boutique team. “The cues pertaining to all inspiration for this show came from the direction of fashion for Fall 2023,” Ussery said. “As we all know, fashion takes its direction from the

art world and the times we are living in, and we are giving something new and fresh to all the viewers. It will be a very different show compared to last year. We have lots of surprises we are working on…can’t wait!” Noonan also promises this year’s MONDE event will stand out, featuring a completely different look and feel than last year’s fashion show. “We believe fully in the element of surprise. We have completely switched up the theme—colors, the vibe, the layout— everything is going to be different. You’ll still be seeing the incredible styling done by Julia and her team, but the colors, textures and aesthetic are all different,” Noonan explained. As for the meaning behind the name “MONDE,” Noonan explained that it means “world” in French. “MODA was an incredible show and the name and theme fit with what we did for the Opera (last year’s beneficiary). This year, we felt like Andrews was something that people around the world know of, so ‘monde’ fit that perfectly.” The decision to make AREF the beneficiary of the event stemmed from Noonan and Ussery’s time working in fashion in New York City. The two became familiar with AREF’s

president, Ashton Hayward, who also worked in the New York City fashion world. After learning more about the foundation, they knew that they wanted to support the work that AREF is doing. “When we were approached about the fashion show, Jenny and Julia knew of the Foundation from our President, Ashton Hayward, and were interested in supporting Dr. Andrews and AREF because he is one of the top orthopedic surgeons in the country. Since their MONDE fashion show is meant to be an elevated, premier event, they wanted to partner with an organiza-

tion equally as reputable and prestigious,” explained AREF’s Finance Director, Ellie Hartsfield. All proceeds from the event directly support AREF in its fight against osteoarthritis. MONDE will be held at Vinyl Music hall located at 2 S. Palafox Street in downtown Pensacola. Doors open at 7 pm and the event kicks off at 7:30 pm. Attendees are also invited to stick around for a post-event party. For tickets and more information about the MONDE Fall Fashion Event, visit foofoofest.com. HAVE A MERRY-ACHI CHRISTMAS WORLD-RENOWNED MARIACHI ENSEMBLE BRINGS HOLIDAY CHEER TO PENSACOLA By Madeleine Davis

L

atin Grammy nominees Maestro José Hernández and his world-renowned Mariachi Sol de México, Embajadores del Mariachi, are bringing a spectacular holiday performance to downtown Pensacola. On November 18, the ensemble will bring their brilliance and aptitude to the Saenger Theater stage, performing a mix of mariachi classics and beloved Christmas songs such as Tchaikovsky’s Nutcracker Suite, performed mariachi-style by one of the most critically acclaimed mariachis. Hernández is a Grammy Awardwinning, nine-time Latin Grammy nominee and world-renowned musician, composer and music educator. He founded the worldfamous Mariachi Sol de México and America’s first all-female professional mariachi ensemble, Mariachi Reyna de Los Angeles. Under the leadership of Hernàndez, Mariachi Sol de Mexico is the only mariachi group in the world that performs in the classical music circuit. The ensemble received their most recent Latin Grammy nomination in 2022 for their latest album 40 Aniversario Embajadores del Mariachi, a collection of classic rancheras from the ensemble’s 40-year career. Now, they are spreading Christmas cheer on tour with their holiday album, A

Merry-Achi Christmas. Hernández’s family resided in the town of Miraflores, Jalisco and immigrated to the United States when he was four years old. As a seventhgeneration mariachi, he has continued the centuries-old family tradition of maintaining the longest surviving mariachi family. Hernández’s daughter is also following the family tradition, joining the Mariachi Reyna de Los Angeles ensemble. Mariachi Sol de México have played sold out concerts all over the world—from Madison Square Garden to Beijing. The ensemble has also been invited to play for several U.S. Presidents, including Ronald Reagan and Barack Obama. One of Hernández’s proudest achievements is establishing the symphony orchestra and bringing his spirited sound to mariachi lovers around the world. Now with his ensemble, the city of Pensacola has the opportunity to listen to some of the most vivacious mariachi music to date. Although Mariachi Sol de México de José Hernández has received many Latin and American Grammy nominations, it is the passion and love of the mariachi tradition that Mariachi Sol de Mexico are concerned with sharing. When they are not performing for international audiences, they are providing education for the younger generation of musicians through the Mariachi Heritage Society. After releasing their Christmas

album in 2018, Mariachi Sol de México still tours five years later to spread holiday joy and Christmas cheer for all to hear. The ensemble is set to play Latin favorites and popular Christmas carols such as Jingle Bells, Santa Claus Llego a La Ciudidad, Joy to the World and more. “We are delighted to continue our holiday tradition bringing the most beloved Christmas and Latino music to our fans in Pensacola,” Maestro Hernández said. “For over 20 years, we continue bringing a fun, joyful show for families both young and old.” The performance will be held on November 18 at 7:30 pm at the Saenger Theatre located at 118 S. Palafox Pl. in downtown Pensacola. Tickets start at $32 and can be purchased online at ticketmaster. com or in person at the Saenger Theatre Box Office. PENSACOLA STATE CUTS RIBBON ON BEAR JONES MOORE REEVES CENTER

SEC TOURNAMENT DRAWS THOUSANDS TO ESCAMBIA COUNTY

New facility is home to College’s math and advanced technology programs It was a day of celebration as the ceremonial ribbon was cut Monday, Oct. 30, on Pensacola State College’s new Bear Jones Moore Reeves Center for Math and Advanced Technology. “This is a great day for Pensacola State College, our students, our supporters, and Escambia and Santa Rosa counties,” said PSC President Ed Meadows. “The Bear Jones Moore Reeves Center for Math and Advanced Technology will provide state-of-the-art instructional space for our math department and enable us to expand our advanced technology and cybersecurity programs. Our cybersecurity programs are among our most rapidly growing degree programs.” The first classes will be held in the new 59,080-square-foot facility in January. Construction on the $22.5 million facility started in June 2022. The building is Phase II of the College’s STEM complex. Phase I – the Baars Technology Building ─ opened in 2021. The center’s name pays homage to the Bear Family Foundation, the late Bill and Jo Jones, the Pete Moore Family and James “Jim” Reeves. The group collectively donated $1 million to the College to fund STEM-related scholarships. The Bear Jones Moore Reeves Center has eight classrooms/lecture halls, four computer labs, one emerging technologies lab, one prototyping area, 19 faculty offices, and a department head suite complete with individual offices for the department head and assistant department head. A 2,735-square-foot rooftop venue is also part of the center, along with a third-floor connector linking the Phase I and Phase II buildings. Several Northwest Florida dignitaries were on hand for the ribbon cutting, including Hal George, who represented State Sen. Doug Broxson; David Bear, chairman of the Triumph Gulf Coast board of directors; Pensacola Mayor D.C.

Dr. Troy Tippett, PSC Board of Trustees chairman, and scholarship donors – Belle Bear, Angela Moore and Jacqueline Moore Pommerening, (Jim) Reeves, and Jay Margedant (nephew of Bill and Jo Jones) ─ also spoke at the event. Along with $18.9 million in state funding, a $11,998,919 Triumph Gulf Coast grant was used to fund the construction of the Bear Jones Moore Reeves Center for Math and Advanced Technology. Triumph Gulf Coast is the organization charged by the state of Florida with distributing the $1.5 billion settlement from BP stemming from the 2010 oil spill. Meadows praised the state and local legislative delegation and Triumph Gulf Coast for appropriating funds for the facility. “We are so very fortunate to have a legislative delegation that placed this facility as one of their highest priorities. PSC has been blessed with tremendous support from Triumph Gulf Coast and many other sources. I cannot help but believe it is because of the job our faculty and staff do for our students.” Triumph Gulf Coast funds were also used for student scholarships, student fee waivers and certificates, salaries for the cybersecurity/ IT programs, recruiting, technology, and other equipment and supplies. “We had been attempting for nearly 10 years to fully replace an antiquated building that served us well in the past,” Meadows added. “These funds allowed us to not only complete construction but to grow, accelerate, and expand our existing IT and cybersecurity programs and support our mathematics program. This is truly a huge shot in the arm for PSC and the community.” Florida Architects designed the Phase I and Phase II buildings. Ajax Corp was the Phase I general contractor. The Morette Company is the Phase II general contractor.

COLD WEATHER SHELTERING OPENS TUESDAY, OCT. 31, IN ESCAMBIA COUNTY Due to freezing temperatures forecasted for Escambia County beginning Tuesday, Oct. 31, Waterfront Rescue Mission, located at 380 W. Herman St., will be open for cold weather sheltering. No fee will be collected during cold weather operations. Waterfront Rescue Mission will be extending their daytime hours for their day-use facility to act as a warming center for both men and women. In addition, Escambia County Emergency Management has been working with the Waterfront Rescue Mission to establish a consistent plan for sheltering during cold weather events. “Waterfront Rescue Mission approached Emergency Management earlier this month with a new cold weather sheltering strategy for Escambia County,” said Emergency Manager Travis Tompkins. “WRM has decided to implement their plan early since the temperatures are significantly dropping tonight. They will be the central receiving point for men, women and children when the temperature drops to 40 degrees. Men can stay at no charge during declared cold weather events, and WRM plans to coordinate with ReEntry Alliance Pensacola to house women and children overnight. If no accommodation can be made, WRM will still shelter anyone. WRM also operates as a Day Resource

Center Monday-Friday under normal circumstances but will be open 24 hours during cold weather events. This means anyone can come out of the cold.” Escambia County and Waterfront Rescue Mission will host a Cold Weather Community Forum Wednesday, Nov. 8, at the Waterfront Rescue Mission facility, located at 380 W. Herman St. Community members are welcome and encouraged to attend and join the conversation on homelessness during the winter months. The discussion will feature exploring solutions to better assist the unhoused community and open opportunities to share resources. “This is a perfect example of community collaboration and partnering organizations coming together to help people in their time of need,” said Tompkins. “My sincerest thanks goes out to Waterfront Rescue Mission and partners for filling the gap.” Escambia County will continue to monitor the forecast for any significant changes. For more information, monitor the local media and legitimate online and social media sources like Escambia County Emergency Management, US National Weather Service Mobile and Florida SERT.

FFS: HIGH WINDS, DRY WEATHER CREATE DANGEROUS COMBINATION Contact: Joe Zwierzchowski, (850) 206-2675 Twitter: @FLForestService & @FFS_Blackwater Officials with the Florida Forest Service’s Blackwater Forestry Center are putting a halt to issuing authorizations for all prescribed or pile burns as increased winds and extremely low humidity arrives in the area for the next several days. The cold front coupled with a lack of rain over the past several weeks make for extremely dangerous conditions if any fires were to start. The National Weather Service has issued a Fire Weather Watch through Wednesday because of critically low humidity levels – as low as 15-20% – and sustained north winds of 15-20 mph with gusts to 30. While there are no burn bans in effect, residents of Escambia, Santa Rosa and Okaloosa counties are urged to not conduct any outdoor burning until conditions improve.

“We all know it’s dry and folks just need to be careful,” said David Smith, Operations Administrator for the Blackwater Forestry Center. “It’s not completely out of the ordinary to have a dry fall, but it’s important that people are cautious with what they’re doing in regard to fire until we get some significant rain.” The Florida Forest Service, a division of the Florida Department of Agriculture and Consumer Services, manages more than 1 million acres of state forests and provides forest management assistance on more than 17 million acres of private and community forests. The Florida Forest Service is also responsible for protecting homes, forestland and natural resources from the devastating effects wildfire on more than 26 million acres. TRIBE TO BEGIN SPORTS BETTING AT CASINOS DARA KAM NEWS SERVICE OF FLORIDA TALLAHASSEE — Seminole Tribe leaders on Wednesday announced a plan to roll out sports betting at their casinos in December — a first step in what could be a major expansion of gambling in Florida triggered by a go-ahead from the U.S. Supreme Court. The announcement came after more than two years of legal wrangling about a 2021 deal with the state that allowed the Seminoles to offer online sports betting anywhere in Florida and add craps and roulette to their casinos. While the deal would allow sports betting statewide, the tribe is moving forward initially with a more-limited step of in-person sports betting at its six Florida facilities. A lawsuit challenging broader online sports betting remains pending at the Florida Supreme Court. The U.S. Supreme Court on Oct. 25 refused to block the 2021 deal, known as a compact, signed by Gov. Ron DeSantis and Seminole Tribe of Florida Chairman Marcellus Osceola Jr. and ratified by state lawmakers. That case was filed in federal court by two pari-mutuel companies. The pending Florida Supreme Court case is separate from the federal lawsuit. Pointing to the U.S. Supreme Court action, a press release issued Wednesday by the Seminole Tribe and Seminole Hard Rock said they plan “to celebrate ‘A New Era in Florida Gaming’ with star-studded celebrations” next month. The Seminoles will start offering sports betting, craps and roulette at the tribe’s three South Florida casinos on Dec. 7, the release said. The Seminole Hard Rock Hotel & Casino Tampa will launch the games on Dec. 8, and the tribe’s casinos in Immokalee and Brighton will follow on Dec. 11. “The Seminole Tribe thanks the state of Florida, the U.S. Department of the Interior and the U.S. Department of Justice for defending our compact. By working together, the tribe, the state and the federal government achieved a historic legal victory,” Osceola said in a prepared statement. The addition of the games at the Seminoles’ casinos will generate more than 1,000 new jobs, according to Jim Allen, CEO of Seminole Gaming and chairman of Hard Rock International. “This is a historic milestone that immediately puts Florida in the same league with the world’s great gaming destinations,” Allen said. DeSantis said in the release that the tribe’s “new initiative will create jobs, increase tourism, and provide billions in added revenue” for the state. Wednesday’s announcement indicated initial sports betting will be restricted to the tribe’s facilities and did not detail when it could go statewide. “This news is about in-person sports betting. ANIMAL ‘ADVOCATES’ EYED Abused and neglected pets could get courtappointed representation under a measure filed for the 2024 legislative session. The proposal (SB 272 and HB 297) by Sen. Jennifer Bradley, R-Fleming Island, Rep. Lindsay Cross, D-St. Petersburg, and Rep. Berny Jacques, R-Seminole, would authorize a volunteer attorney, certified emeritus attorney, or certified legal intern to be designated to act as an advocate in criminal cases of neglect or abuse involving a dog or cat. The appointment would be similar to the court designation of a guardian ad litem involving children in court cases. “These advocates will ensure an informed process and, especially in cases of hoard-

INSURERS OK’D TO TAKE 125,000 POLICIES Florida regulators on Tuesday approved proposals by four insurance companies to take as many as 125,000 policies from the state’s Citizens Property Insurance Corp. in January. Insurance Commissioner Michael Yaworsky signed four orders that are part of what is known as a “depopulation” program aimed at shrinking Citizens. The orders will allow Slide Insurance Co. to assume as many as 75,000 policies from Citizens in January; Florida Peninsula Insurance Co. to assume as many as 30,000 policies; Edison Insurance Co. to assume as many as 10,000 policies; and US Coastal Property & Casualty Insurance Co. to assume as many as 10,000 policies, according to information posted on the Florida Office of Insurance

able today,” Gary Bitner, a spokesman for the Seminoles, said in an email. The compact included a “hub-andspoke” plan that would allow gamblers to place mobile sports wagers anywhere in Florida, with bets handled by computer servers on tribal property. The deal said bets “using a mobile app or other electronic device, shall be deemed to be exclusively conducted by the tribe.” In addition to allowing the Seminoles to add craps and roulette at their casinos, the agreement also allowed the Seminoles to add three casinos on tribal property in Broward County. In exchange, the tribe agreed to pay the state at least $2.5 billion over the first five years and possibly billions more throughout the three-decade pact. Pari-mutuel companies West Flagler Associates and Bonita-Fort Myers Corp. filed a federal lawsuit challenging the deal, arguing that the sports-betting provision violated the federal Indian Gaming Regulatory Act because it authorized gambling off of tribal lands. U.S. District Judge Dabney Friedrich in November 2021 ruled against the compact, calling the sports-betting plan a “fiction” and invalidating other parts of the agreement. A panel of the U.S. Circuit Court of Appeals for the District of Columbia this summer reversed the ruling, and the full appeals court in September refused to reconsider the challenge. The pari-mutuel companies then requested that the appeals-court panel decision be put on hold and asked the U.S. Supreme Court to weigh in on the issue. The Supreme Court last week refused to block the deal. Meanwhile, the pari-mutuel companies and an owner, Isadore Havenick, filed a lawsuit at the Florida Supreme Court, alleging the sports-betting component of the agreement violates a 2018 constitutional amendment prohibiting expansions of casino-style gambling without voter approval. It is unclear whether the state Supreme Court will agree to take up the case. West Flagler holds three jai alai licenses, while Bonita-Fort Myers Corp. does business as Bonita Springs Poker Room in Southwest Florida. A representative of the companies on Wednesday said they would not comment on the Seminoles’ announcement because of the pending litigation. The tribe in 2021 briefly rolled out the Hard Rock SportsBook mobile app amid the legal wrangling but stopped accepting wagers and deposits on the app after Friedrich’s ruling. The expansion of sports betting, craps and roulette continues the Seminoles’ domination of gambling in Florida. The tribe — a global player in the industry — launched its gambling operations in Florida in 1979, when it became the first North American Indian tribe to open an “unlimited stakes” bingo hall.

Under the proposal, appointed animal advocates would be allowed to aid in fact-finding, attend hearings, and present recommendations to the court. Potential animal advocates would have to undergo training prior to being eligible for appointment. The proposal “will provide cost-saving tools to our courts and a trusted advocate to represent the interests of justice,” Cross said in the release. “As a former prosecutor who has prosecuted animal cruelty cases, I strongly believe this legislation will provide prosecutors with the tools and assistance that they need to seek justice on these important cases,” Jacques added. The Humane Society of the United States and the Animal Legal Defense Fund have backed the measure.

Regulation website. The number of policies that shift from Citizens to the private insurers likely will be lower than the approved totals. But state leaders have long sought to move policies from Citizens into the private market, at least in part because of concerns about financial risks if a major hurricane or multiple hurricanes hit Florida. Citizens has experienced explosive growth during the past three years as many insurers have dropped customers and raised rates because of financial problems. Citizens had 1.331 million policies as of Friday, according to its website. But that number was down from 1.412 million earlier in October because five private insurers assumed 99,773 Citizens policies in mid-October as part of that depopulation program. Regulators also have approved a series of proposals by private insurers to take out additional policies in November and December.

MIDDLE EAST CONFLICT AFFECTS GAS PRICES Despite a drop in demand and a downturn in prices over the weekend, gas prices in Florida were up 6 cents a gallon over the past week as Middle East tensions affect speculation on global oil futures. The auto club AAA put an average gallon of gas in Florida at $3.28 on Monday. “The oil market is very sensitive to global events, and fears of a widening war in the Middle East is keeping oil prices elevated for now,” said AAA spokesperson Andrew Gross. “Domestically, drivers will likely see pump prices keep up this slow slide toward the holidays.” With prices per gallon hovering over the $3 mark, the lowest averages in the state continue to be found at the western end of the Florida Panhandle, while areas around Orlando and the Florida Keys were aver-

Also, areas around West Palm Beach were just under $3.50 a gallon. Most of Florida’s increase last week was due to a spike in prices that had the average at $3.32 on Wednesday, which AAA attributed to a rise in crude oil prices that occurred two weeks ago. The national average on Sunday was $3.50 a gallon, down 5 cents in the past week. The national average is down 34 cents from a month ago and 27 cents from the same point in 2022. Demand nationally has dropped about 9 percent over the past week while domestic stocks of gas have slightly increased, according to data from the Energy Information Administration. However, trading on oil prices continues to see a slight rise in prices, topping $85 a barrel amid concerns regarding the Israel-Hamas war. The average pump price in Florida is down 1 cent from the same period in 2022. A month ago, the price was 32 cents higher.
