FIGHTING FOOD INSECURITY ACROSS NORTHWEST FLORIDA

I

n recent years, putting food on the table has become increasingly difficult for many families. While the onset of the COVID pandemic brought a temporary respite through additional food benefits, stimulus disbursements and expanded social services, the termination of these benefits, coupled with rising housing costs and the high price of inflation on all consumer goods, particularly food, has made 2023 an exceptionally difficult year for those grappling with food insecurity. Within Escambia County, food insecurity rates hold steady at levels equal to or worse than state and national averages, both in the overall age category and among children. According to the 2021 data from Feeding America’s Map the Meal Gap, 17.9 percent of children in Escambia County experience food insecurity, surpassing the rates in Florida (14.3 percent) and the United States (12.8

Feeding the Gulf Coast Feeding the Gulf Coast (FTGC) is a Feeding America-affiliated organization that serves those facing poverty, crisis or food insecurity throughout South Alabama, South Mississippi and the Florida Panhandle. The organization’s services extend across 24 counties and include multiple hunger relief programs that address a variety of at-risk populations, including school-aged children facing food insecurity. According to FTGC Director of Marketing and Communications, Amanda Young, “Many teachers in our community report students who come to school hungry because the last meal they have eaten was a school lunch—oftentimes not eating for an entire weekend.” Young added that one in seven children in our area face food insecurity. FTGC offers two programs that address this issue head-on: the Backpack Program and the School Pantry Program. The Backpack Program provides younger children with a pre-packed bag containing six meals and two snacks to help keep them full through the weekend. The School Pantry Program is similar to the Backpack Program, except it targets older children and allows them to select their own foods or toiletry items from an on-campus pantry based on their individual needs. “We work directly with school counselors and social workers to pinpoint which students are experiencing food insecurity. We have a list of signs that we share with our guidance counselors and social workers to assist them in assessing if a child is experiencing food insecurity,” Young explained. “Across our Florida service area, we have distributed 42,868 meals through both programs in 2023, serving 4,428 children.” Members of the public can get involved with both programs by sponsoring a child. And there seems to be no end in sight. At home food prices jumped 13.5 percent from 2021 into 2022— the largest annual increase since May 1979, according to data released in September 2022 by the Bureau of Labor Statistics. These increases have contributed to and are expected to continue creating an increase in food insecurity for children and families. Associate Executive Director of Manna Food Bank, Kerri Smayda does not expect these increases to slow down. “Families will continue to find it difficult to feed their families the right quantity and quality of food due to this economic climate,” she said. In fact, according to the Consumer Price Index (CPI), overall food prices were 3.7 percent higher in September 2023 than in September 2022.

Food prices are expected to grow more slowly in 2023 than in 2022 but still at above historically average rates according to the USDA Food Price Outlook for 2023 and 2024. In 2024, all food prices (including both at home and away from home food) are predicted to increase 2.9 percent. While food insecurity remains a year-round issue, its impact intensifies during the holiday season, causing deeper financial and emotional strain. The holidays, synonymous with bountiful feasts, pose a considerable challenge for families struggling to provide even basic meals on a daily basis. As the festive season approaches, we urge you to consider supporting local charities committed to alleviating hunger in Escambia and Santa Rosa counties. While we’ve highlighted a few notable organizations, there are numerous other nonprofits throughout our community working toward the same cause. Though many think of Waterfront as a men’s shelter, the organization offers much more than that. “We serve anyone who is hungry or alone,” explained Waterfront Director of PR and Development, Mark Isbell. Waterfront offers a variety of programs to address the needs of the hungry and homeless in the area including addiction recovery, work training and veteran’s programs. The organization also offers open arms to everyone in the community through its daytime services which are available to men, women and children. “Monday through Friday, anyone can come to campus and get a shower, access laundry, meals and clothing. We also have several community partners that will come to the mission such as Lakeview for mental health and Community Health Northwest Florida which has a clinic here on site if there are health issues. Our goal is to providwe a safe place for people,” Isbell explained. Waterfront has served 124,593 meals from January to September 2023. According to Isbell, 90 percent of the food that Waterfront serves to those facing food insecurity comes from donations. Due to the importance of food donations, donating goods is an excellent way to help Waterfront in their mission of supporting the Gulf Coast’s hungry and homeless populations. Manna Food Pantries Manna Food Pantries is a Pensacola-based organization that provides nutritious food to hungry individuals across Escambia and Santa Rosa counties. Established in 1983, Manna has now served hungry children, senior citizens, veterans, families and individuals for more than 40 years. According to Manna Marketing and Events Manager, Melissa Branton, “It is Manna’s priority to provide the healthiest food possible for neighbors in need through its emergency food assistance pantry and its 17 food security programs with 24 community partners.” Manna focuses on providing hungry individuals with healthy and nutritious foods. All of the organization’s food bags—apart from the School Resource Officer (SRO) program, as those focus on grab-and-go food items—meet USDA standards for a healthy diet. “All of Manna’s programs and partnerships are designed to address the hungerrelated needs of neighbors facing food insecurity with access to nutritious food,” Branton said. This year, Manna has provided significantly more food to hungry individuals than in 2022. “In 2023, Manna distributed 803,338 pounds of food to 86,890 people, a 25 percent increase over the year prior,” Branton explained. As the number of people in need increases, food pantries need more help now than ever. Waterfront Rescue Mission Waterfront Rescue Mission is a faith-based organization that has supported hungry and homeless

Council on Aging of West Florida Council on Aging of West Florida (COA) is a Pensacola-based organization that serves, supports and advocates for seniors in Escambia and

Santa Rosa counties. One way the organization serves seniors is through one of its longest-running programs, Meals on Wheels (MoW). COA has offered MoW to vulnerable seniors across Northwest Florida since 1974, only two years after COA was founded. Many seniors face food insecurity due to a lack of transportation or the inability to leave home on their own to grocery shop. Programs such as MoW bring food to the doorstep of these individuals, providing them with stress-free meals. “Having the weeks’ worth of meals brought directly to their home allows them to have the nutrition they need without having to coordinate transportation or depend on someone in their life to bring them food or groceries. It allows them to live independently with the food resources they need,” explained COA Marketing Communications Director, Emily Echevarria. To receive subsidized MoW, seniors must participate in an assessment to determine eligibility via the Florida Department of Elder Affairs. Once approved, seniors can receive meals each week. Volunteers deliver meals and form relationships with the seniors whom they deliver to, providing both socialization and wellness checks. “These [individuals] are by and large homebound seniors that are served by Council on Aging case managers,” Echevarria said. “Sometimes the delivery driver might be the only visitor the client sees that week, so this socialization is another important part of the program.” COA’s MoW program has provided 85,519 meals to 355 individuals this past year. COA will accept donations to support the MoW program if specified in the donation’s description. To donate or learn more about the program, visit coawfla.org.

Argo Pantry The Argo Pantry is a free on-campus resource that provides nutritious and healthy foods to currently enrolled UWF students. Since 2014, the Argo Pantry has provided meals, perishable items, nonperishable goods and toiletry items to UWF students in need. “The Argo Pantry works to address food insecurity among college students by providing perishable and nonperishable food items to students,” explained Assistant Dean of Students, Jasmine Rucker. “The Argo Pantry also provides fresh fruits and vegetables monthly, along with providing students meal swipes to the on-campus dining locations.” According to Rucker, the pantry receives about 2,000 visits per schoolyear and reaches about 300 additional students at on-campus events. “During the Fall 2023 semester, the Argo Pantry will provide over 8,000 non-perishable items to students,” Rucker explained. The Argo Pantry is located in the Dean of Students Office in Building 18 on the UWF campus and is open Monday through Thursday from 10 am to 3 pm. Students can access the pantry once a week using their student identification card. In addition to the one pantry location, two Argo ‘Cantries’ are accessible to students as well. These are boxes that allow students quick access to nonperishable food items. The Argo ‘Cantries’ are located behind the Pace Library Coffee House and in a grassy area of parking lot H. WEST FLORIDA PUBLIC LIBRARIES SEEKS VOLUNTEER FOR BOARD OF GOVERNANCE The Escambia County Board of County Commissioners is seeking county residents interested in volunteering to be considered for an appointment to the West Florida Public Library Board of Governance. The duties of the board include establishing policy, overseeing the management of Escambia County library services and making recommendations to the BCC regarding the annual budget according to the purposes and authority set forth in resolutions, inter-local and other agreements, and state and federal laws. The board will also establish an annual plan of service and the longrange strategic planning of library services. West Florida Public Libraries provides service to all of Escambia County. Board meetings are typically held on the fourth Monday of the month from 4-6:30 p.m. Residents interested in serving on the board

CASINO BEACH FISHING PIER REPAIRS TO BEGIN DECEMBER 2023 Repairs to the Casino Beach Fishing Pier on Pensacola Beach are anticipated to begin in December 2023, with work estimated to be completed by May 2024. The pier will be closed for the duration of construction. The Casino Beach Fishing Pier sustained damage during Hurricane Sally, which made landfall on Sept. 16, 2020. This event had at least 125 in attendance mainly comprised of lawyers, jurists and other public servants. While lawyers in attendance earned 1.5 Continuing Legal Education hours, the bench and bar gained much more. The presentation featured the professional life of Judge C. Roger Vinson, U. S. District Judge for the Northern District of Florida, who passed away April 1, 2023. Through the lens of friends, a law partner, a law clerk,and a fellow jurist,

the panel presented Judge Vinson’s life as the embodiment of the Code of Conduct for United States Judges and Florida Bar Rules of Professional Conduct. Whether it was his decisions regarding the constitutionality of the Affordable Care Act and others that ultimately traveled to the United States Supreme Court or his time in mentoring and public outreach, the audience was furnished a revelation of what it means to elevate the profession and others by a consummate professional. Former law clerk Bryan Aylstock gave credence with regard to Judge Vinson, it is what you know rather than who you know. Former law partner to Judge Vinson, now retired U.S. Magistrate Judge Miles Davis, spoke to the civility Judge Vinson exhibits before taking the bench. Roy Kinsey, a Florida Bar member for over 50 years, spoke of Judge Vinson’s love for naval aviation and public outreach and community service. Fellow jurist Elizabeth Timothy, retired U.S. Magistrate Judge, provided examples of Judge Vinson’s ability to rule without fear or favor. The overall theme of the presentation was one of inspiration. It is one thing to know the rules but quite another to have tangible examples and how they are applied successfully and in a way that elevates the profession and the professionals in that wake. TALLAHASSEE — Saying the state’s Citizens Property Insurance Corp. has “never sought a federal bailout, period,” Citizens President and CEO Tim Cerio on Wednesday took issue with a U.S. Senate Budget Committee request for information about the insurer’s finances. Cerio, speaking to the Citizens Board of Governors, tried to tamp down concerns that the Senate committee’s request could cause about Citizens’ ability to pay claims. Among other things, a letter from committee Chairman Sheldon Whitehouse, D-R.I., raised questions about whether Citizens could have to seek a federal bailout if Florida gets hit with a major hurricane. Cerio said the letter could cause “unwarranted panic” among Citizens policyholders and Floridians. “I cannot over-emphasize that the assumptions in the Budget Committee’s letter suggest a fundamental misunderstanding of how Citizens Property Insurance operates, and it under-estimates our claims-paying ability,” Cerio said. “And I’m speaking now, and I need to speak to our policyholders so they hear this, Citizens is structured so it will always be able to protect its policyholders and pay claims.” Cerio said Citizens has reserves and purchases reinsurance to help pay claims. Reinsurance is essentially backup coverage. If reserves and reinsurance become depleted, Citizens has authority to collect surcharges from its policyholders and what are known as “assessments” on policyholders across the state — including policyholders who are not Citizens customers — to pay claims. “At no time in Citizens’ history has it sought a federal bailout to pay its hurricaneloss claims, including after the catastrophic 2004 and 2005 hurricane seasons,” Cerio said. Citizens was created as an insurer of last resort but has grown during the past three years to become, by far, the largest property insurer in the state. That growth has occurred as private carriers have dropped customers and raised rates because of financial problems in the industry. Whitehouse’s letter, sent Thursday to Cerio, Gov. Ron DeSantis and state Insurance

Commissioner Michael Yaworsky, requested information about issues such as models showing Citizens’ potential financial exposure to “worst case hurricane scenarios” and models about Citizens’ ability to pay claims. The letter, in part, cited Citizens’ massive growth in recent years and said the committee was seeking information about “plans to address increased underwriting losses from climate-related extreme weather events and other disasters such as tropical cyclones, intense precipitation events, droughts, heatwaves, sea level rise, and wildfires.” “If Citizens were unable to cover its losses, it is entirely possible that state leaders might ask the federal government for a bailout,” Whitehouse’s letter said. “Given the potential magnitude of Citizens’ losses, such a request would put the federal government (and by extension, all American taxpayers) at substantial risk.” As an example of Citizens’ exposure to hurricane risks, it has had $3.6 billion in losses and what are known as “loss adjustment expenses” from Hurricane Ian, which hit Southwest Florida in September 2022 and crossed the state, according to information presented Tuesday to the Board of Governors’ Audit Committee. Reinsurance covered nearly $1.04 billion of those costs. Citizens did not have to use surcharges or assessments to pay claims. Citizens had 1.26 million policies as of Friday. By comparison, it had 532,788 policies on Nov. 30, 2020; 741,420 policies on Nov. 30, 2021; and 1.126 million policies on Nov. 30, 2022, according to data posted on the Citizens website. Through what is known as a “depopulation” program, Citizens has been trying to shift policies into the private market. Friday’s policy total represented a reduction from as many as 1.412 million policies this fall. At least part of the reason that Citizens officials and state leaders have sought to move policies to private insurers is because of the risks of assessments if a major storm or multiple storms hit. Whitehouse’s letter requested that Citizens provide information to the Senate committee by Dec. 21. Cerio said Citizens is preparing a response to the letter.

RENNER PUTS FOCUS ON ENERGY, SOCIAL MEDIA JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — House Speaker Paul Renner said Tuesday that lawmakers during the 2024 legislative session will take steps to support energy companies and place limits on children’s access to social-media sites. The Palm Coast Republican said social media is having a “devastating effect on kids,” and lawmakers should be able to impose online regulations “in a meaningful way.” He did not provide a detailed proposal. “I want to hear from everybody on what that looks like,” Renner said during an appearance before the Capital Tiger Bay Club at the Donald L. Tucker Civic Center. “You know, the idea that we can be libertarians where our kids are concerned? We’re not libertarians with our kids on anything. Adults are a different story. They wanted to do all that stuff. That’s their business. And it’s a free country. But for our kids, we’ve got to protect them.” One possibility could be to require age verification in areas such as pornography, Renner indicated. With the 2024 session set to start Jan. 9, Renner said he also wants to ensure Florida utilities have enough power to keep the state from “brownouts and blackouts that places like California have suffered.” “Unfortunately, that works at cross purposes with an uber-aggressive timeline that climate activists have put us on where they want us to go tomorrow,” Renner told reporters. “If I had a magic wand, and I could say, ‘All energy is clean energy and we will never use fossil fuels again,’ and we could do that tomorrow at no cost, I would do it. Everybody should want a clean future. But that’s not realistic.” In April, President Joe Biden highlighted steps aimed at reducing emissions by 2030,

including driving down emissions from power plants and in transportation. Last month, Florida Department of Transportation Secretary Jared Perdue turned down $320 million in federal money aimed at reducing tailpipe emissions, arguing federal transportation officials overstepped their authority in setting up the federal Carbon Reduction Program, a five-year, $6.4 billion effort focused on emissions that contribute to global warming. Renner, who called himself “agnostic” when it comes to climate change, said Florida needs to get out from “politically driven timelines.” Speaking of utilities, Renner said, “I don’t want to dictate anything to these people other than engage in fuel flexibility, what you think is best to deliver a low cost for our workers, our middle class.” Renner described his proposal as offering energy that is “truly safe,” “inexpensive,” and “delivers a reliable grid.” “I want clean energy. But is there an alternative?” Renner said. “Is it hydrogen? Natural gas? You know, is it nuclear? Do we need to revisit nuclear, which is being done in France, with no downside, no problems?” Renner also said he’s worked with Senate President Kathleen Passidomo, R-Naples, on her “Live Healthy Initiative,” which is designed to increase access to health care, including by attracting more doctors to Florida. Passidomo is expected to roll out details of her proposal on Thursday. “There’s things I’m really, really excited about,” Renner said. “There’s things that we would like to include. And we have included, in fact, in some of our initiatives already. So, some of that stuff is already in our input. And we’re continuing to give input, but there’s a lot of areas of agreement there.”

TALLAHASSEE — Gov. Ron DeSantis on Tuesday pitched a $114.4 billion budget for next fiscal year that includes a variety of tax cuts and spending on such things as teacher salary increases and police recruitment bonuses. Dubbed the “Focus on Florida’s Future Budget,” the proposal asks lawmakers for an additional $5 million to continue a controversial program that has transported undocumented immigrants to Massachusetts and California and to set aside $1 million for potential legal expenses related to Florida State University being left out of the fourteam college football playoffs. DeSantis, who rolled out the proposal at Marco Island Charter Middle School, said he didn’t believe FSU “can get relief” before games are played Jan. 1. But he said the money should be available “as a result of this really, really poor decision by the college football playoffs to exclude an undefeated team who won a big Power Five conference championship.” Undefeated FSU won the Atlantic Coast Conference championship. The proposed fiscal 2024-2025 budget, which would be a decrease from a $119.1 billion spending plan for the current fiscal year, is a starting point for lawmakers. They will negotiate a budget during the 2024 legislative session, which will start Jan. 9. Republican legislative leaders praised the proposal. “I thought the governor had a lot of really important things there, things that we can be supportive of and we’ll work through the details,” House Speaker Paul Renner, R-Palm Coast, said. DeSantis’ staff is scheduled to make presentations about the budget Wednesday to Senate committees. Senate President Kathleen Passidomo, R-Naples, issued a statement that said the proposal “reflects many shared priorities.” “I look forward to a full briefing later this week,” Passidomo added. Meanwhile, Senate Minority Leader, Lauren Book, D-Davie, said the package offers “hope” that people, rather than the insurance industry, will be prioritized. But she expressed concerns that the package would cut jobs, slash funding for arts and culture and direct money toward “unnecessary litigation.” “The governor’s description of Florida as a dream is merely a delusion, with rising costs and no end in sight,” Book said in a prepared statement. As DeSantis continues his bid for the Republican presidential nomination, he used the rollout to compare Florida to New York and the nation. “This is a budget that is, I think, respecting the taxpayers of this state,” DeSantis said. “We are living within our means. We are even paying back expenses. We’re reducing the size of government. We’re cutting taxes. We’re eliminating more of our state debt. Yet, we also have record investment for education, record support for infrastructure, support for environmental restoration.” Among the key proposals: TAX CUTS: DeSantis is proposing $1.1 billion in tax breaks, including holding six sales-tax “holidays” on such things as back-to-school items. The proposal also would provide $409 million to give a oneyear exemption on certain taxes, fees and assessments on property-insurance policies. Another $22 million would provide an exemption on insurance premium taxes on flood-insurance policies. DeSantis also wants to permanently eliminate sales taxes on overthe-counter pet medications, projected as a $37 million savings.

IDALIA FLOOD CLAIMS TOP $300 MILLION The National Flood Insurance Program said Wednesday it has paid out more than $300 million in claims from Hurricane Idalia, which made landfall Aug. 30 in the Keaton Beach area of Taylor County before crossing

ENVIRONMENT: The proposed budget would provide $745 million for Everglades restoration efforts. Also, it includes $157 million to brace against rising sea levels and to protect coral reefs, $100 million for the Florida Forever land=-conservation program and $20 million for citrus research. DeSantis also called for spending $100 million for the Rural and Family Lands Protection Program, a priority of Agriculture Commissioner Wilton Simpson. Simpson has requested $300 million for the program, which allows farmers and ranchers to continue operations with the promise that their land won’t be developed. TRANSPORTATION: The proposal includes $14.5 billion for transportation projects, with $630 million eyed for the second year of a $7 billion program dubbed “Moving Forward Florida.” The program is aimed at speeding 20 projects across the state, such as reconstructing Interstate 4 from ChampionsGate to the Osceola Parkway in Central Florida and the addition of auxiliary lanes to Interstate 75 between Wildwood and Ocala. PROPERTY INSURANCE: In addition to the proposed tax cuts, DeSantis is requesting $109 million to replenish the My Safe Florida Home program, which helps residents make home improvements to reduce insurance premiums. LAW ENFORCEMENT: DeSantis is asking for $87 million to upgrade correctional facilities, $100 million to harden the state’s cybersecurity framework and $10 million for security at houses of worship, schools and community centers threatened by anti-Semitism. FLORIDA MILITARY: DeSantis has requested $57 million for such things as additional boats and debris removal for the Florida State Guard and $157 million for the second year of upgrades to Florida National Guard facilities at Camp Blanding. Another $3 million would cover $1,000 bonuses to current and former members of the Florida National Guard for recruiting new members. EDUCATION: The governor is recommending boosting spending to $27.8 billion for the Florida Education Finance Program, which is the main funding formula for public schools and voucher programs. The increase would represent a $175 boost to per-student funding in public schools over the current year. DeSantis also called for a $200 million increase, to a total of $1.2 billion, for raising educator pay. The proposal would take into account demand for school vouchers, after lawmakers and DeSantis this spring approved a massive expansion of voucher eligibility. “This investment will also cover the costs of the more than 274,000 students who are projected to participate in Florida’s school choice program, the Family Empowerment Scholarship,” a news release from the governor’s office said. The governor is proposing to maintain $350 million that was included in the current year’s budget to help school districts handle unanticipated demand for vouchers. The Florida Education Association teachers’ union criticized the proposal, saying it “fails to meet the needs” of public schools and students. “The governor’s proposal today made it clear he will continue to devalue Florida’s hard-working educators,” union President Andrew Spar said in a prepared statement. In higher education, the governor’s proposed budget would maintain current funding levels for operating state colleges and universities. The spending plan would not provide money for new construction at college or university campuses. It also would fully fund the projected student enrollment in the state’s Bright Futures Scholarship program. The 2024-2025 budget will take effect July 1.
