Pensacola’s VegFest is back for its sixth annual celebration of all things vegan with a family-friendly day of music, art, face painting, yoga, jewelry making and, of course, food!
Held at the Community Maritime Park in downtown Pensacola on March 23, this year’s Vegfest will feature more than 50 registered vendors for attendees to enjoy.
First debuting in Pensacola in 2018, VegFest began when Whitney MacLeod, Pensacola VegFest President, and a small group of local vegans wanted to spread their philosophy on veganism as well as its health and environmental benefits to the community through an interactive event that combined live cooking demonstrations with education.
VegFest has grown to become one of the most popular spring events in the city, drawing more than 5,000 attendees each year. Since its inception, the event has evolved to include a number of local and regional vendors, with last year’s event attracting 6,000 attendees.
This annual family-friendly event is a celebration of compassionate living featuring fun activities for everyone to enjoy. Attendees will enjoy plant-based cruelty-free foods, eco-friendly vendors and vegan artists. This year’s event will also include live music, free yoga sessions, cooking demonstrations and more.
MacLeod states that the festival will host a wide range of vendors this year, from Brazilian vegan cuisine and vegan seafood to vegan ice cream
and desserts. One returning favorite is Turtle Roll Ice Cream, who first participated in the event in 2023.
Turtle Roll Ice Cream owner Charlene Cook began participating in the event as a way to promote and expand their sorbet-only vegan options. After experimenting with some different recipes, Charlene was able to perfect her tasty vegan sorbet, which was a huge hit at last year’s event.
“[I am] most looking forward to seeing people return who discovered us last year. I can’t wait to see their inner child come out when they discover our vegan ice creams, sundaes, banana splits and milkshakes,” Cook said. Join in the food, fun and festivities at the 6th Annual Pensacola Vegfest on March 23 from 11 am to 6 pm at the Community Maritime Park located at 301 W. Main St. in downtown Pensacola.
General admission tickets are on sale for $5 each and can be purchased online at pensacolavegfest.com.
“Last year’s event sold out within just a few days of launching the tickets, so we have expanded our available VIV tickets for this year,” MacLeod explained.
VIV (Very Important Vegan) tickets are also available for $30 each, which include free parking, exciting VegFest swag, a tote bag, assorted vegan goodies from event sponsors and exclusive VIV ticketholder merchandise.

ABIGAIL RAYMOND RECEIVES MARCH 2024 EMPLOYEE OF THE MONTH
The Escambia County Board of County Commissioners is pleased to recognize Abigail Raymond, Purchasing Coordinator in the Office of Purchasing, as the March 2024 Employee of the Month. The board recognized Raymond’s selection at the March 7 BCC meeting.
Raymond joined Escambia County as Purchasing Coordinator in September 2023 and has been recognized by her team members for her outstanding commitment to excellence in her job duties. As Purchasing Coordinator, Raymond is responsible for reviewing, processing, and maintaining purchase orders, requisitions, and change orders for products and services. She ensures requisitions are properly completed and authorized, assigns numerical coding to requisitions, and classifies incoming requests.
“I’m very proud to be recognized for this achievement, and I look forward to continuing to make a positive impact working with the county,” said Raymond. “Finding joy in your role is effortless when you genuinely enjoy both the work itself and the people you work with. I am grateful for the support of my colleagues and our leadership. I’m confident we’ll continue to deliver results that elevate the Purchasing Department’s role with all the departments we work with, streamline our processes, and further enhance vendor education opportunities.”
Previous governmental procurement experience allowed Raymond to adapt seamlessly to the Purchasing Department’s policies and procedures. She quickly became an integral part of the team and a resource for other departments’ purchasing matters. Raymond processed nearly one-third of the 1,263 total purchase orders issued in the first two months
of the first quarter of FY 23-24. She has also actively led 13 solicitations since joining the county. In addition, Raymond became the department’s OpenGov expert through webinars and independent research, ensuring the software’s resources were fully utilized to streamline the county’s procurement process.
Additionally, Raymond has collaborated with the Community and Media Relations Department to post a weekly “Purchasing Update” on the county’s social media channels, making information available for vendors on how to provide contracted services or providing a summary of advertised projects. These efforts allow local businesses to have the necessary tools to be competitive when responding to active solicitations.
“In less than a year in her role, Aby has proven herself to be a valuable member of the purchasing team,” said Interim Purchasing Director Lyndsey Stevens. “She collaborates with county departments and vendors to complete all projects in an efficient manner. She always brings a positive, ‘can-do’ attitude to all tasks big and small, and we are so proud to have her on our team.”
Outside of her role with Escambia County, Raymond serves as the Public Relations and Marketing Chair of the Central Gulf Coast Chapter of the National Institute of Governmental Purchasing, where she oversees social media and web administration. Raymond’s efforts have boosted the chapter’s reach and helped members seek cooperation or guidance from other agencies.

FLORIDA PUBLIC LIBRARY ANNOUNCES NEW SPONSOR –MY PENSACOLA CREDIT UNION
The leaders of the Friends of the West Florida Public Library (FWFPL) and My Pensacola Credit Union are excited to announce that My Pensacola CU has become an official, annual sponsor of the FWFPL for 2024.
The FWFPL is a nonprofit organization whose members promote public interest in the Library by supporting educational programs for adults and children, promoting the use of the libraries’ resources and services, receiving and encouraging gifts and bequests to the West Florida Public Library, supporting the Library in developing library services and facilities for the community, and supporting the freedom to read as expressed in the American Library Association Bill of Rights.
The primary way the FWFPL does this is through fundraising book sales held 3 or 4 times a year. While the books sold are donated, these events have costs, including administrative expenses, supplies (such as the bags used on Sundays) and the price of a rental truck that is needed to move pallets of books from the Friends’ warehouse to the library location on Spring Street.
My Pensacola CU’s leadership also believes that a strong library system is an indication of a strong community. When the Credit Union heard about the sales, they realized they could help keep more of the funds raised dedicated to library support by assisting the Friends by covering the book sales’ operational costs.
“When I was first approached about this possibility, I was thrilled to find out this local business that has been here for 70 years was interested in partnering with us in our 50th year!” said Linda Williams, FWFPL President. “Conversations have already started about ways we will be able to work together to encourage public support for our mission to advocate for literacy and learning as well as supporting our library systems.”

Founded in 1953, My Pensacola Credit Union is a not-for-profit financial cooperative run for the benefits of those who are memberowners of the Credit Union. The earnings of the Credit Union, after expenses and reserves, are returned to the member-owners in the form of higher dividends, low-cost loans, and services. They believe in making a positive difference in people’s lives by listening and providing individual solutions with integrity via the financial products and services they offer.
Any person who lives, works, worships, or attends school in Escambia County, Florida, may belong to the Credit Union by opening a share (savings) account with a $5 membership deposit. The $5 deposit allows for a member’s active membership/ownership of the Credit Union, securing their membership for life no matter where they may live. As of December 2023, the Credit Union had approximately $84M in assets with approximately 4,600 members.

CHADBOURNE-DEMARIA FOUNDATION GRANT TRANSFORMS RONALD MCDONALD HOUSE KITCHEN
Ronald McDonald House Charities of Northwest Florida is pleased to announce a comprehensive kitchen renovation project in the Spring of 2024, made possible by a generous grant from the ChadbourneDeMaria Foundation.
Since 2010, the Ronald McDonald House (RMH) has been an unwavering source of support for families with children undergoing medical treatment in Northwest Florida. Over the years, the original kitchen has served thousands of families, but the evolving needs for updated appliances, layout improvements, and enhanced functionality have prompted the decision for a full-scale renovation.
Understanding the pivotal role of a well-equipped and comforting kitchen in supporting families during challenging times, the Chadbourne-DeMaria Foundation has awarded RMH a substantial grant totaling $160,000. This grant will empower the enhancement of kitchen facilities, creating a warm and welcoming space for families and volunteers alike.
Ronald McDonald House is proud to collaborate with local teams, Bear General Contractors and Lucy McLendon Design Inc., to execute the renovation project and
better serve the community. Key features of the upcoming renovations include the incorporation of modern and efficient appliances, an updated design, and thoughtful touches to cultivate a warm and inviting atmosphere.

CITY SELECTS RUSSELL SWEATT AS FACILITIES AND FLEET MANAGEMENT DIRECTOR

Russell Sweatt has been selected as the first Facilities and Fleet Management Director for the City of Pensacola, responsible for overseeing the newly established Facilities and Fleet Management Department which provides preventative maintenance and repair services to city vehicles, buildings and equipment.
Sweatt recently served as Focus Factory Manager for Overhead Door, where he planned and directed cost effective production activities and managed the flow of materials and labor. While in the role, Sweatt directly managed six supervisors and a team of 400 employees, continuously improving operational performance.
Prior to his position with Overhead Door, Sweatt served as Senior Facilities Maintenance Manager for United Airlines at Denver International Airport. In addition to facility
maintenance, he managed a budget of more than $15 million and oversaw the performance of contract services relative to facilities and employee support areas.
Sweatt earned his Bachelor of Science from the University of Maryland Global Campus. He is also a veteran of the United States Air Force.
“I am very grateful to have been selected to lead the newly created Facilities and Fleet Management Department,” Sweatt said. “Maintenance is something I’ve always enjoyed and working with folks that share that same passion is very rewarding.”
As Facilities and Fleet Management Director, Sweatt will work under the direction of Deputy City Administrator David Forte to organize, direct and coordinate the activities of the Facilities and Fleet Management Department.
“The creation of the new Facilities and Fleet Management Department is a major step forward for the City of Pensacola, as we look to safely maintain and operate city buildings and vehicles,” Mayor Reeves said. “Russell’s facilities and operations experience will be invaluable to leading the city out of its generational deferred maintenance issue, and I look forward to having him on our team to improve the lives of Pensacola residents.”

U.S. SENATE PASSES PENSACOLA AND PERDIDO BAYS ESTUARY OF NATIONAL SIGNIFICANCE ACT
The Senate unanimously passed U.S. Senator Marco Rubio’s Pensacola and Perdido Bays Estuary of National Significance Act to direct the Administrator of the Environmental Protection Agency to formally enroll the Pensacola and Perdido Bays Estuary Program (PPBEP) into the National Estuary Program as an “Estuary of National Significance.” The bill now heads to the U.S. House of Representatives.

HERRICANE: ESCAMBIA APPLICATIONS NOW OPEN
Escambia County Emergency Management invites girls entering 7th, 8th and 9th grades to participate in the inaugural HERricane Escambia program.
This four-day-long camp will be held June 25-28 from 8 a.m.-4:30 p.m. at the Escambia County Emergency Operations Center, 6575 N. “W” St. The HERricane Escambia Advisory Board will select up to 20 girls to participate in the 2024 program. There is no cost for students to participate. Applications will be accepted until Friday, March 29. HERricane is a girls’ summer camp to help rethink and improve outreach and engagement around emergency preparedness. STATE SEEKS TO SPEED UP WETLANDS CASE

TALLAHASSEE — Florida is asking a federal judge to speed up a final ruling in a high-stakes case about permitting authority for projects that affect wetlands, as the state sets the stage for a likely appeal.
U.S. District Judge Randolph Moss on Feb. 15 ruled that federal officials did not follow required steps in 2020 before transferring wetlands-related permitting authority from the U.S. Army Corps of Engineers to the state. Moss vacated the shift but said the state and the federal government could seek a stay of his ruling. He also did not decide certain legal issues in the case.
In a filing Monday, attorneys for the state urged Moss to issue a final judgment, which would help clear the way for an appeal. The filing said Moss’ Feb. 15 decision has effectively resolved the case’s key issues in favor of environmental groups that challenged the shift.
“This single judicial ruling, which gave complete relief to plaintiffs, immediately placed over 1,000 projects across Florida (including permit applications for environmental restoration, roads and bridges, hospitals, schools, affordable housing, senior living facilities, and grid reliability, among many others) in regulatory limbo with no clear timeline or expectation for a permit decision,” the state’s 21-page filing said. “The situation was immediately urgent and becomes more so with each passing day.”
The state on Feb. 26 also filed a motion for a stay of Moss’ decision. The judge has not ruled on the motion and has scheduled an April 4 conference in Washington, D.C. The plaintiffs have opposed a stay.
The U.S. Environmental Protection Agency approved the transfer of the permitting authority to the state in December 2020, about a month before former President Donald Trump’s administration ended. Florida became the third state, after Michigan and New Jersey, to receive the permitting authority.
The Center for Biological Diversity, Defenders of Wildlife, the Sierra Club, the Conservancy of Southwest Florida, the Florida Wildlife Federation, Miami Waterkeeper and St. Johns Riverkeeper filed the lawsuit in January 2021 against the federal government. The state later intervened in the case.
In his Feb. 15 ruling, Moss found that actions by the EPA and the U.S. Fish and Wild-
life Service in approving the shift violated the Endangered Species Act.
The ruling focused, in part, on whether the U.S. Fish and Wildlife Service properly prepared a biological opinion and what is known as an “incidental take statement” as part of the process of approving the transfer. Incidental takes are situations in which threatened or endangered species could be killed or harmed as a result of what are allowed activities.
Moss said a biological opinion and incidental take statement did not comply with the Endangered Species Act and another law known as the Administrative Procedure Act. He wrote that because the biological opinion and incidental take statement that the Fish and Wildlife Service “issued in this case were facially and legally flawed, the EPA unreasonably relied on those documents in approving Florida’s assumption application.”
The plaintiffs and the U.S. Department of Justice have not filed responses to the state’s request Monday to speed up a final judgment in the case. But the environmental groups last week pushed back against a stay of Moss’ ruling, saying a stay would “create confusion and perpetuate violations” of the Endangered Species Act.
“The least disruptive path forward, which would also serve developers’ interest in clarity … is therefore to deny a limited stay, leave permitting authority with the (Army) Corps, and allow Florida to propose a new program subject to EPA approval,” attorneys for the groups wrote.
The state’s filing Monday appears to make clear that an appeal is looming. As an example, it said that “because the court (Moss) has granted complete relief to plaintiffs, rendering the remaining claims (in the case) moot, this court should proceed with entering final judgment in a separate appealable order.”
Meanwhile, Moss’ ruling also could affect a separate lawsuit filed in 2022 by the Miccosukee Tribe challenging the permitting-authority shift. The Justice Department on Feb. 29 filed a motion for a stay of that case, which is pending before a different federal judge in South Florida.
The motion pointed to Moss ruling.
“If that decision remains intact, it would render this case moot because plaintiff (the Miccosukee Tribe) is seeking the same relief,” the motion said.
JANUARY JOBLESS RATE AT 3.1 PERCENT

TALLAHASSEE --- Florida’s unemployment rate stood at 3.1 percent in January, unchanged from a revised December rate, as the workforce continues to steadily grow.
The Florida Department of Commerce on Monday estimated 340,000 Floridians were out of work in January, 1,000 more than in December and an increase of 37,000 from a year earlier.
Meanwhile, a labor force of 11.077 million in January was up by 16,000 from December and 243,000 from a year earlier. The unemployment rate in January 2023 was 2.8 percent.
Jimmy Heckman, the Department of Commerce’s chief of workforce statistics and economic research, told reporters Monday that demand for labor is keeping the unemployment rate low, with more than one job opening per unemployed person.
“Population growth leads to both a growing labor force and to growing demand for goods and services. That just creates a lot of opportunities throughout the state,” Heckman said. “Every major sector in Florida added jobs over the month in January. Nine out of 10 of those sectors, especially the leisure and hospitality and retail-trade sectors, have added jobs over the past year.”
The Department of Commerce in January announced a December unemployment rate of 3 percent. The December rate was revised in Monday’s report to 3.1 percent.
Gov. Ron DeSantis’ office issued a news release Monday that said the new data indicates “economic stability and confidence among Florida’s workforce.”
“Florida has started off the year strong by growing jobs at twice the national average,” DeSantis said in a prepared statement.
Over the past year, the state’s labor force has grown by 2.2 percent compared to 0.8 percent nationally. The national unemployment rate in January was 3.7 percent, unchanged from December and up from 3.4 percent a year earlier.

TALLAHASSEE — The state and attorneys for students, parents and teachers have settled a battle about a 2022 Florida law that restricts instruction about gender identity and sexual orientation in schools.
The settlement, which comes after months of talks, seeks to draw a distinction between preventing “classroom instruction” about gender identity and sexual orientation and other school contexts in which the subjects might come up.
It would end a fight about a law that has drawn national attention, with supporters calling the measure the “Parental Rights in Education” law — and opponents deriding it as the “don’t say gay” bill. The case has been pending at the 11th U.S. Circuit Court of Appeals after a federal district judge last year dismissed it.
Quoting from documents filed earlier in the case, the settlement includes a series of legal recitals, such as that the “statute restricts only ‘instruction’ that occurs in a ‘classroom’ setting” and that the “statute restricts only classroom instruction on particular subjects — ‘sexual orientation’ and ‘gender identity.’”
In trying to draw distinctions, for example, a recital says typical “class participation and schoolwork are not ‘instruction,’ even if a student chooses to address sexual orientation or gender identity.”
As another example, the eight-page document says, “The statute restricts the use of books ‘to instruct’ students on the concepts of sexual orientation or gender identity. But the statute does not restrict mere ‘literary references to a gay or transgender person or to a same-sex couple.’”
The plaintiffs agreed to drop the case, contingent on the state Department of Education providing copies of the settlement and the recitals to each school board in the state, according to the document.
The agreement said the state would advise that a recital addressing many key issues “sets forth considered positions the state of Florida has taken in court about the scope and meaning of the statute and shall encourage the school districts to send a copy of this agreement to the principals of the schools within their respective districts.”
DeSantis’ office announced the settlement Monday afternoon, calling it a “major win against the activists who sought to stop Florida’s efforts to keep radical gender and sexual ideology out of the classrooms of public-school children in kindergarten through third grade (5- to 9-year-olds).”
“Today’s mutually agreed settlement ensures that the law will remain in effect and
it is expected that the case will be dismissed by the court imminently,” the news release said.
Meanwhile, the LGBTQ-advocacy group Equality Florida described the settlement as “historic.”
“This agreement successfully dismantles the most harmful impacts of the law, ensuring it cannot be wielded as a tool of discrimination against LGBTQ+ students, educators, and families,” Equality Florida said in a news release.
The settlement was not posted on court dockets, but DeSantis’ office provided a copy to The News Service of Florida after sending out the news release. It was signed last week by an attorney for the plaintiffs and Monday by state Chief Deputy Solicitor General Daniel Bell.
The law, as passed in 2022, prevented instruction on gender identity and sexual orientation in kindergarten through third grade and required that such instruction be “age-appropriate … in accordance with state academic standards” in older grades.
The Republican-controlled Legislature and DeSantis went further last year by approving a bill to broaden the prohibition on instruction about gender identity and sexual orientation to pre-kindergarten through eighth grade.
The lawsuit, filed in 2022, alleged violation of First Amendment and equal-protection rights and of a federal law known as Title IX, which bars discrimination based on sex in education programs.
U.S. District Judge Allen Winsor in February 2023 ruled that the plaintiffs had not “alleged sufficient facts” to show they had legal standing to challenge the law.
“Plaintiffs have shown a strident disagreement with the new law, and they have alleged facts to show its very existence causes them deep hurt and disappointment,” the Tallahassee-based Winsor wrote. “But to invoke a federal court’s jurisdiction, they must allege more. Their failure to do so requires dismissal.”
The plaintiffs, including students, parents and teachers from several counties, took the case to the Atlanta-based appeals court. Attorneys argued in a brief filed last year that Winsor erred in dismissing the case and that plaintiffs have suffered harm from the law.
“Simply put, the LGBT individual plaintiffs have personally experienced unequal and lesser treatment at the hands of teachers and officials who now restrict what they can say, read, hear, and wear,” the brief said. “That constitutes injury.”
But the appeals court put the case on hold in September after attorneys said they were in settlement talks. Attorneys filed status reports in the ensuing months, with the latest report on Jan. 30 saying the talks were “ongoing.”

Heckman noted that while jobs in the hospitality and retail sectors exceeded the national growth rates, every major employment sector in Florida added jobs in January.
As examples, employment in a “health care and social assistance” category increased by 10,300 positions in January. Retail trade employment increased by 5,000. Construction employment was up by 2,300. Manufacturing was up by 1,400.
Also, while employment in state government fell by 1,300 positions in January, government employment overall grew by 900 as federal positions increased by 1,500 and local government positions increased by 700.
The state’s metropolitan statistical area with the lowest unemployment rate in January was the region including Miami, Fort Lauderdale and West Palm Beach, at 2.4 percent. Within the area, the Miami-Miami Beach-Kendall region was at 1.4 percent and Fort Lauderdale-Pompano Beach-Deerfield Beach region was at 3.1 percent.
Among other parts of the state, the Naples-Immokalee-Marco Island area was at 3 percent; the Orlando-Kissimmee-Sanford area was at 3.2 percent; the Jacksonville, Tallahassee and Tampa-St. Petersburg-Clearwater areas were at 3.3 percent; and the Pensacola and Gainesville areas were at 3.4 percent.
At the other end of the spectrum, the Homosassa Springs area was at 5.2 percent, The Villages area was at 5 percent, the Sebring area was at 4.7 percent, the Ocala area was at 4.2 percent and the Lakeland-Winter Haven area was at 4 percent.
The metro area rates are not seasonally adjusted. The statewide rate is seasonally adjusted to try to measure and remove influences of predictable seasonal patterns.
The Department of Commerce will release a February unemployment report on March 22.
FINANCIAL DISCLOSURE CHANGES REJECTED

TALLAHASSEE — Amid state and federal court challenges, Florida lawmakers have rejected an attempt to change a 2023 law that requires municipal officials to disclose detailed information about their personal finances.
The disclosure requirement, which applies to mayors and other elected members of local governing boards, has been controversial, with officials in some parts of the state choosing to resign rather than provide the information.
Last month, an amendment was tacked on to a House bill (HB 735) that would have pushed back the effective date of the requirement to 2025 and exempted officials in communities with 500 people or fewer.
But during a March 1 floor session, the House eliminated the amendment, ensuring that the disclosure requirement passed last year would remain intact. The underlying bill also died as the legislative session ended Friday.
Rep. Spencer Roach, a North Fort Myers Beach Republican who led the effort to prevent changes in the law, said during the floor session that it is an “issue for me of transparency.”
“This legislature has spoken on this issue with one voice, and that voice needs to be respected,” Roach said.
But Rep. Yvonne Hinson, D-Gainesville, said close to 20 officials in her district have resigned because they don’t want to fill out the detailed financial-information forms, known as a “Form 6.” The House debate focused on the proposed change to exempt officials in communities with 500 residents or fewer.
“Agree or disagree about just how many people have to fill out the Form 6, I’m sure you’re all aware of at least a few people who’ve sacrificed their time, oftentimes volunteering to serve or lead their communities, who’ve said filling this out for a volunteer position that requires a lot of headache and sacrifice
is too much. It’s a bridge too far. And you’ve seen them resign,” bill sponsor Alex Andrade, R-Pensacola, told House members.
Supporters of the requirement said financial disclosure is needed to help prevent corruption on issues such as awarding contracts.
“I don’t believe that taxpayer dollars are any less important, despite whether you live in Miami or whether you live in the Panhandle or Sneads,” said Rep. Juan Carlos Porras, R-Miami, referring to a small town in Jackson County.
Officials such as the governor, state Cabinet members, lawmakers, county commissioners and school board members have long been required to file a Form 6 each year. The forms detail issues such as officials’ net worths, incomes and assets.
Municipal officials in the past were required to file less-detailed forms, known as a “Form 1.” The 2023 law requires them to start filling out the Form 6 this year, with a July 1 deadline.
Municipalities and dozens of local elected officials from across Florida filed state and federal lawsuits last month challenging the constitutionality of the law.
The lawsuits, filed in Leon County circuit court and federal court in South Florida, contend that the disclosure requirement violates privacy rights under the Florida Constitution and First Amendment rights under the U.S. Constitution.
More than 100 municipal officials resigned because of the disclosure requirement, according to the Weiss Serota Helfman Cole + Bierman law firm, which filed the lawsuits.
The lawsuits name as defendants members of the Florida Commission on Ethics, which administers and enforces disclosure laws. Plaintiffs in the lawsuits include officials and communities ranging from Miami Springs to Destin.
