T
he Ella L. Jordan Af rican American History Museum held an open house on February 19 to unveil its final round of repairs after suffering significant damage f rom Hurricane Ivan back in 2004. The museum is one of only 18 African American history museums in Florida and will serve as an educational beacon and museum for our community. The museum originated as a one-story Queen Anne cottage home, which was built in 1890. In 1951, the home was purchased by the Pensacola Federation of Colored Women’s Club, which serves as an umbrella group that included four major clubs: The Mary Mcleod Bethune Federated Club, Book Lovers Club, Idea and Art Study Club, and the Barnett Club.
The home also served as the host to many clubs and social activities in the Black community throughout the decades including wedding receptions, teas, and Mardi Gras parties. In addition, the home provided services such as educational tutoring and etiquette classes, which were typically not accessible to the Black community. The home was named after the founder of the Pensacola Federation of Colored Women’s Club, Ella L. Jordan, who made significant contributions to the African American community in Pensacola. Many notable activists, such as Mary McLeod Bethune and Eleanor Roosevelt, visited the home. These women worked to ensure the right to education and freedom from discrimination for African Americans. The museum’s mission is to “honor the significant political, social, and economic contributions of African American women in our community throughout our history, particularly that of Ms. Ella L. Jordan; provide a space where citizens can
come together across race and gender to continue the betterment of our community; and to provide educational opportunities for those interested in learning more about African American history in Pensacola.” The Ella L. Jordan home fell victim to Hurricane Ivan in 2004, like much of the Florida Panhandle. The home was condemned by the City of Pensacola due to its dangerous living conditions, which put the home in jeopardy of being demolished. The home was then deeded to Mother Wit Institute, a local charitable organization that provides teen educational tutoring, self-esteem building and arts programs, with the hope to prevent demolition and to restore the home. The director of Mother Wit Institute, Georgia Blackmon, was a key player in renovating the home back to its historical condition. Blackmon’s efforts made it possible for the community to rally together to fund the entire restoration process, totaling $362,000. The home is now separate from the Mother Wit Institute and operates as its

own organization—The Ella L. Jordan African American History Museum. I had the pleasure of speaking with Blackmon on the day of the open house. We sat in the home’s kitchen, where so many influential women had also sat in the 70 years before us. The home’s atmosphere felt joyous, making it apparent that the community’s hard work to carry out Ella Jordan’s legacy had paid off. Blackmon instilled in me a sense of proof that there is
nothing stronger than a dedicated, unified community. The Ella L. Jordan African American History Museum serves as a reminder of this strength, particularly in how people from diverse backgrounds were able to come together to seek funding for the restoration of a home that was faced with being demolished. “Regardless of what goes on, there are good people that will come together, across race and gender,” Blackmon said. She hopes that the museum will provide education on African American history, since “a lot of children, even grown folks, don’t know our history.” Blackmon also shared a poem, Teach us to Live by Helen Steiner Rice: God of Love — Forgive! Forgive! Teach us how to truly live, And someday may we realize That all the earth, the seas and skies Belong to God who made us all,
The rich, the poor, the great, the small, And in the Father’s Holy Sight No man is yellow, black or white, And peace on earth cannot be found Until we meet on common ground And every man becomes a brother Who worships God and loves each other. This poem “sums up what life and what man are,” Blackmon said. “There’s only one people. We all bleed the same blood, and we need to make sure we leave a legacy out there for our children.” The organization continues to seek donations to purchase educational signage, displays, electronics (a computer, a projector screen, and speakers), kitchen equipment, furniture to host large groups, and make improvements and repairs. Escambia County encourages residents to join in observing National Public Safety Telecommunicators Week, recognized by the Association of Public Safety Communications Off icials (APCO) each year on the second week of April. From April 10-16, telecommunications personnel in the public safety community are being honored and celebrated for their service and dedication to their community. National Public Safety Telecommunications Week celebrates the dedication and hard work of the men and women who serve as emergency dispatchers, 9-1-1 call-takers, radio and phone technicians and other communication experts. This year, Escambia County Emergency Communications will celebrate National Public Safety Telecommunicators Week in themed apparel: • Monday - Superhero Day • Tuesday - Hippie Day • Wednesday - Luau/Hawaiian Day • Thursday - Favorite Sports Team Day • Friday - Fire/EMS/Law Enforcement Day “We are thankful for the men and women who work behind the scenes answering thousands and thousands of 9-1-1 calls each year for the Escambia County Emergency Communications Center, Escambia County Sheriff ’s Office and the Pensacola Police Department,” said Emergency Communications Director Andrew Hamilton. “These Public Safety professionals are integral in supporting our citizens during their worst moments and often go unrecognized. While there are several ways a fire can be started at your home, Escambia County Fire Rescue encourages residents to stay prepared and protect your property by requesting a fire safety inspection. Residents can be diligent in making sure they take proper precautions while cooking, utilizing the fireplace or fire pit, or ensure candles are extinguished before leaving the home or going to bed. However, a fire safety inspection to your home can identify hazards that could have gone unnoticed. Recently, ECFR was called to a home in Century for a fire safety inspection. During the inspection, burn marks to three power outlets were discovered in the home. The burn marks were caused by the old wiring in the home taking on too much power from items such as televisions, vacuums and air conditioning units. Wiring for smoke detectors were also discovered, leading to two new smoke detectors to be installed. “When there is a home that is supplied with older electric wiring, you run a greater chance of the wiring to overheat and possibly catch fire,” said Fire and Life Safety Specialist Ray Melton. “We encourage residents to contact an elec-

Mr. Melton came out and explained that I have hardwired detectors, but none were installed. He installed two battery-powered alarms. Mr. Melton taught me things that I wasn’t even aware of and I am not wasting any time getting the repairs taken care of. I can have peace-of-mind now that I know the dangers that I never knew existed and how to correct them. I am so thankful for Escambia County Fire Rescue!” Since the free fire safety inspection service began last January, four Escambia County homes have been fully inspected, leading to preventative actions to ensure safety in the homes. APPOINTEE SOUGHT FOR THE OPIOID ABATEMENT FUNDING ADVISORY BOARD The Escambia County Board of County Commissioners is seeking Escambia County residents interested in volunteering to be considered for an appointment to the Opioid Abatement Funding Advisory Board, which will include utilizing information, data and projections provided by the Opioid Taskforce. The appointee should have experience with law enforcement, fire rescue, substance abuse treatment or other relevant experience, to be appointed for a two-year term. DESANTIS SUPPORTS SPECIAL SESSION ON PROPERTY INSURANCE JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- As St. Petersburg Republican Sen. Jeff Brandes quickly got the support needed to poll lawmakers on the need for a special session to address growing property insurance costs, Gov. Ron DeSantis endorsed the effort. But DeSantis, who didn’t include insurance in the call for a special session on redistricting that takes place next week, said Monday that lawmakers first need to reach a deal on reforms that could build on changes to the insurance industry made last year. While the House still hasn’t shown a willingness to accept more aggressive measures pitched in the 2022 regular session by the Senate, DeSantis said during a press conference at the AdventHealth Training Center in Tampa that lawmakers should return to Tallahassee “once we have something that will go.” Brandes, who pushed the Legislature to deal with problems in the property insurance industry, on Friday distributed a “template letter” to lawmakers intended to begin a polling process to force a special session on the issue. “I absolutely support what Sen. Brandes is doing,” DeSantis said Monday. “I think it’s just a matter of, as you remember, it kind of fell apart at the end of the session. So, we just want to make sure that we have a product that will pass muster.” But Rep. Anna Eskamani, an Orlando Democrat who supports Brandes’ effort, was quick to accuse DeSantis of trying to garner support from the public after he “ignored” the issue during the regular session. “Now that it’s become politically dangerous for him to be silent on it, he is now speaking in support of a special session,” Eskamani told reporters during a conference call Monday. “I think it’s important to stress that we had 60 days where we could have managed and addressed these real-life issues. But instead, his (DeSantis’) priority bills, which were all culture wars, are what took up all the time.” Under law, Brandes would first have to get 20 percent of the Legislature --- 32 of the 160 members --- to file support for a special session with the Department of State. Brandes has asked lawmakers to send him the letters of support, with his office electronically submitting the gathered signatures. By early Monday afternoon, Brandes’ legislative assistant Vanessa Thompson said the 20 percent mark was already “surpassed.” Once the letters are formally submitted, the state department has seven days to poll lawmakers. A session would be held if it is supported by three-fifths of the House and three-fifths of the Senate. “With hurricane season approaching June 1, it is imperative that we do everything within our power to ensure the people we represent can obtain insurance coverage at a reasonable price,” Brandes, who will leave office this fall because of term limits, wrote to House and Senate members on Friday. DeSantis has said he expected lawmakers to eventually return to Tallahassee, likely after the November elec-

The conference runs through Wednesday. A recent report by LendingTree projected that, out of 9.8 million housing units in Flor-
tion, to address the property insurance issue. On Monday, the governor said the need for lawmakers to address current conditions is growing. “We’ve got to be honest with people. We’re in a big period of inflation, so all this stuff is gonna go up,” DeSantis said. “But, on the property insurance in particular, clearly, you know, we have dysfunctions in that market that could be fixed. You’re already seeing different insurers go out. We need to have a vibrant market where people are able to get policies at an affordable rate. So, I thank him (Brandes) for what he’s doing. I think we will get there.” Attempts in recent years to use the polling process on other issues have not led to special sessions. Appearing with DeSantis in Tampa on Monday, Sen. Jim Boyd, a Bradenton Republican who was chairman of the Senate Banking and Insurance Committee, was optimistic about the outlook for a special session on insurance. “We’ll get there, I’m sure,” Boyd said. In 2021, lawmakers approved changes that included a new formula to limit fees of attorneys who represent homeowners in lawsuits against insurers and a reduction from three years to two years in the time to file claims. They also passed a proposal aimed at preventing roofing contractors from advertising to spur homeowners to file claims, though a federal court has blocked that part of the law on free-speech grounds. The law also allowed larger rate increases for customers of the statebacked Citizens Property Insurance Corp., which often charges less than private carriers. But many private insurers in recent months have sought hefty rate increases and dropped customers to reduce financial risks. That has led to thousands of homeowners a week turning to Citizens for coverage, with Citizens’ total number of policies expected to top 1 million by the end of the year. During the legislative session that ended last month, the Senate wanted to take a more aggressive approach than the House in trying to bolster private insurers. For example, the Senate proposed allowing new deductibles of up to 2 percent on roof-damage claims --- an outgrowth of complaints by insurers that questionable, if not fraudulent, roof claims are driving up costs. As an example, under the Senate proposal, a homeowner with $300,000 in overall coverage could have faced a $6,000 deductible to replace a damaged roof. But the House rejected the idea, which would have led to increased out-ofpocket costs for homeowners who need to replace damaged roofs. House Speaker Chris Sprowls, R-Palm Harbor, has said the 2021 changes need more time to take hold. Brandes wants a special session to address issues such as Citizens, the Florida Hurricane Catastrophe Fund and providing a “financing mechanism for insurers to access if the capital markets are not an option.” He called for making “significant property insurance reforms in order to create a sustainable environment for Florida homeowners.”

DESANTIS SIGNS BILL ADDRESSING ‘FATHERHOOD CRISIS’ RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE --- As state leaders take on what they are calling a “fatherhood crisis” in Florida, Gov. Ron DeSantis on Monday signed a bill that will provide about $70 million to bolster programs aimed at equipping dads with parenting resources and helping foster youth. The measure (HB 7065) received bipartisan support during the 2022 legislative session, passing unanimously in the House and Senate. Under the bill, the state Department of Children and Families will be directed to contract for the creation of the “Responsible Fatherhood Initiative.” The initiative will be geared toward providing information on effective parenting and will include a media campaign that “may include appearances by and involvement from public figures and influencers.” A significant portion of the money earmarked for the program, about $32.6 million, will go toward funding grants aimed at assisting fathers. The grants will be targeted at issues such as helping fathers find employment, manage child support obligations and transition from a period of incarceration. The measure also accompanies funding in the state budget for grants that “provide evidence-based parenting education specifically for fathers.” The law also increases a stipend, from $1,256 to $1,720, for young adults who previously were in the foster care system and are attending postsecondary schools. DeSantis said the measure will have “huge ramifications” for helping young Floridians reach their potential. “If you look over the last many decades, one of the worst social trends has been the decline of fatherhood. And we do have, in many instances, a fatherhood crisis in this country. LEGISLATIVE LEADERS DEFER TO DESANTIS ON CONGRESSIONAL MAPS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE --- Lawmakers are going to let Gov. Ron DeSantis design the state’s new congressional lines, after he vetoed their initial proposal and called them back to Tallahassee for a special legislative session to draw a new map. In a joint message to members ahead of next week’s special session, Senate President Wilton Simpson, R-Trilby, and House Speaker Chris Sprowls, R-Palm Harbor, wrote Monday that their aides won’t be tasked with undertaking a second effort on the once-a-decade congressional redistricting process. “Our goal during the special session is to pass a new congressional map that will both earn the governor’s signature and withstand legal scrutiny, if challenged,” the joint memo said. “At this time, legislative reapportionment staff is not drafting or producing a map for introduction during the special session. We are awaiting a communication from the governor’s office with a map that he will support. Our intention is to provide the governor’s office opportunities to present that information before House and Senate redistricting committees.” Lawmakers anticipate that any map coming out of the special session will face legal challenges. State and federal lawsuits have been filed asking judges to step in to revamp the congressional districts, in part because of the impasse between the governor and lawmakers over the lines. DeSantis vetoed an initial legislative proposal, which consisted of a primary and backup map, on March 29. Legislative leaders have argued that their maps followed the “Fair Districts” constitutional amendments, which voters passed in 2010 to prevent gerrymandering. But DeSantis contends that the way lawmakers have interpreted the constitutional amendments doesn’t comply with the U.S. Constitution. Maps for state House and state Senate districts drew relatively little controversy, but DeSantis targeted the congressional map and took the unusual step for a governor of pushing his own district designs. RESEARCHERS FOCUS ON BIOFUEL CROP NEWS SERVICE OF FLORIDA STAFF Researchers with the University of Florida Institute of Food and Agricultural Sciences are studying ways to scale up production of a crop that can be used for things such as renewable jet fuel. Carinata is an oilseed crop that is closely related to the mustard family of plants. The crop is not used to produce food for humans but is uniquely suited to be converted into biofuel. Sheeja George, an agricultural scientist who is leading research efforts on the crop at the UF/IFAS facility in Gadsden County, said that oil and fatty acid found in carinata are part of what makes it suitable to yield fuels. “It’s called a dropin fuel, meaning you don’t have to do anything to the existing infrastructure for this fuel to work. You take today’s jet engine, and you can blend it with today’s petroleum, and boom, drop it into the engine and it will work,” George said during a demonstration for reporters in

Based upon 2020 voting patterns, the Legislature’s proposals would make 18 of the state’s 28 congressional seats favorable to Republicans. Currently, Republicans hold a 16-11 edge in the delegation, which is adding a seat because of Florida’s population growth over the past decade. Under designs pushed by DeSantis, 20 seats would lean toward the GOP. New lines must be in place by midJune, ahead of congressional qualifying for the August primary and November general election. The special session kicks off April 19 and is slated to end April 22.

George said carinata’s ability to grow during the winter is part of what makes it a potentially desirable and lucrative crop for farmers in Southeastern states. “It goes in the ground in fall, middle of November, and comes out in May,” George said. “That’s typically when nobody grows anything over here. And that’s a shame, because we get like 60 inches of rainfall here in the Southeast. Our winters are mild, we don’t freeze out like the Midwest, and we have great soil.” The Florida Department of Agriculture nearly a decade ago gave UF/IFAS its first round of funding to begin research on the carinata, according to George. Since then, the U.S. Department of Agriculture has poured more research dollars into studying the plant. The federal government has set a goal to ramp up production of biofuel in the coming decades.

JUDGE SIGNS OFF ON ABORTION WAITING PERIOD JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — After nearly seven years of legal battling, a Leon County circuit judge has approved a 24-hour waiting period for abortions in Florida. Judge Angela Dempsey issued a ruling Friday that upheld the constitutionality of a 2015 law that called for women to wait 24 hours after initial visits with physicians before having abortions. Dempsey indicated during a hearing last month that she would uphold the law but did not issue the ruling until Friday. Also, Dempsey rejected a request from plaintiffs to put the ruling on hold while they pursue an appeal — or at least until April 30 to give abortion providers time to take steps such as rescheduling appointments. Dempsey wrote that the plaintiffs were not entitled to a stay of her ruling, as they could not show they would suffer “irreparable harm.” She pointed, in part, to other states that have abortion waiting periods. “They merely argue that a stay would avoid harm to ‘Floridians’ privacy rights before the appellate courts have the opportunity to weigh in.’ But the state, not the plaintiffs, represents ‘Floridians.’ If plaintiffs want the extraordinary remedy of a stay, they must demonstrate why they will be harmed absent a stay. They have not done so,” Dempsey wrote in the 24-page ruling. The ruling continued high-profile victories for abortion opponents in Florida, including a law passed during this year’s legislative session that would prevent abortions after 15 weeks of pregnancy. Other changes in recent years have include requiring parental consent before minors can have abortions. The plaintiffs, clinic operator Gainesville Woman Care, LLC, and the group Medical Students for Choice, argued that the waiting period would violate a privacy right in the Florida Constitution that has long played a crucial role in abortion cases. But Dempsey, who was appointed to the bench by former Republican Gov. Jeb Bush, rejected that argument. “This court does not believe that the 24-hour waiting period is a significant intrusion into that right,” Dempsey wrote. “Twenty-six other states have similar restrictions, some of which have been in effect for many years. Moreover, plaintiffs can point to no evidence that these laws have prevented any women — let alone all women — who desire an abortion from obtaining one,” Dempsey wrote. But abortion-rights groups have argued that the law would make it harder for women to have abortions, in part because they would be required to make two trips to clinics. After Dempsey indicated last month she would uphold the law, they also said it would violate privacy rights.
“This law imposes a significant hardship on Floridians that is medically unnecessary, arbitrary, and dangerous,” Daniel Tilley, legal director of the American Civil Liberties Union of Florida, said in a prepared statement last month. “For years, the courts have agreed that imposing an additional barrier that would delay an individual’s ability to receive the abortion care they need was in direct violation of Floridians’ right to privacy. A person’s private medical decisions should be made in consultation with a doctor they trust, not politicians, and no one should ever be made to delay the care they need.” While the Legislature and then-Gov. Rick Scott approved the law in 2015, it immediately drew the legal challenge. Then-Leon County Circuit Judge Charles Francis issued a temporary injunction against the law, a move that was later backed by the Supreme Court. That prevented the law from being enforced as the legal fight continued in circuit court and the 1st District Court of Appeal. In 2018, then-Circuit Judge Terry Lewis issued a summary judgment that said the law was unconstitutional. But that decision was overturned in 2019 by a panel of the Tallahassee-based appeals court, sending the dispute back to circuit court. Dempsey issued a summary-judgment ruling Friday in favor of the state, after calling off a trial that had been scheduled this month. The state’s attorneys argued that the law built on previous informed-consent requirements, which involve information that women must receive before having abortions. Dempsey wrote that some women have said they did not have time to review the information. Also, she wrote that “some women who have abortions regret them and experience harm as a result.” But opponents said a 24-hour waiting period would interfere with women’s medical decisions. “When someone has determined that having an abortion is the best decision for them and their family, politicians should not be in the business of putting unnecessary obstacles in their path, but that is exactly what this law does,” Julia Kay, staff attorney for the ACLU Reproductive Freedom Project, said in a statement last month after Dempsey indicated she would uphold the law. While the state Supreme Court in 2017 backed the temporary injunction against the law, the court has become far more conservative during the past three years after the retirements of longtime Justices Barbara Pariente, R. Fred Lewis and Peggy Quince. Justice Jorge Labarga is the only member of the majority in the 2017 ruling who remains on the court. Meanwhile, current Chief Justice Charles Canady and Justice Ricky Polston dissented in 2017 and continue to serve on the court.
