In 2004, Sam Richardson helped the Society launch its popular Monday Night Blues program, which is held weekly and serves as the longest running Blues jam in Florida. Today, the Blues Society of NWFL continues to host its Monday Night Blues jam sessions each week at Seville Quarter. In 2019, Bounds off icially passed the torch on to Riggs and vice president Lee Maskery, who, with the help of multiple legacy donors, got the Society back to its full 501c3 nonprofit status. Today, the Society’s primary goal remains to keep the Blues alive in Pensacola through their
Monday Night Blues jams. For each Monday Night Blues session, the Society brings in international, national, regional and local blues musicians to perform before beginning the weekly jam session. “The jam helps to give newer musicians live stage experience and helps them to learn the ropes of the Blues,” Riggs explained. Riggs and the Society’s Board of Directors, use specif ic guidelines provided by The Blues Foundation to organize and conduct the official judging for each of the acts competing in the Regional Blues Challenge. For the challenge, each act will be allotted 25 minutes to perform their set, and going over this time limit will result in a loss of points. Each act will be judged on blues content, originality, vocals, instrumental talent and stage presence. There will be a timekeeper and three judges awarding points for each act. The two acts that earn the highest composite score will then advance to the International Blues Competition and are guaranteed a spot in the quarterfinals, which are held on Beale Street in downtown Memphis. Riggs also explained that The Blues Society of NWFL would like to begin working with more of the younger musicians in the local community. During
the main competition each year, the International Blues Competition also hosts a special Youth Challenge. The Society is looking to start a separate Regional Blues Challenge for young musicians to represent them in the Youth Challenge each year. Riggs said that this challenge would serve as a separate competition from the Regional Blues Challenge on August 20. The official date for the Youth Blues Challenge is expected to be announced at a later date. Musicians interested in performing in the upcoming Regional Blues Challenge have until August 13 to sign up and should either message the Society on their Facebook page, or speak with Riggs directly during one of the Monday Night Blues jam sessions. The Blues Society of NWFL’s 2022 Regional Blues Challenge will be held August 20 from 3 pm to 9 pm at Lili Marlene’s inside Seville Quar ter at 130 East Government St. in downtown Pensacola. NATURAL RESOURCES MANAGEMENT QUARTERLY NEWS - SECOND QUARTER 2022 MARINE RESOURCES DIVISION Perdido Key Coastal Demonstration Garden Now Open
The new Perdido Key Coastal Demonstration Garden at 15500 Perdido Key Drive officially opened to the public on June 8 in celebration of World Ocean Day. The garden was funded by a $10,000 Community Grant from the Pensacola and Perdido Bays Estuary Program and engaged over 45 volunteers through project activities. The garden showcases native coastal species, including those approved for use under the Perdido Key Habitat Conservation Plan. A free landscaping guide was also developed as a part of the project and is available on MyEscambia.com. Fun in the Sun: Marine Resources Education Programs
Summer education programs are moving full steam ahead. Staff and volunteers have already engaged 600 people through programs and community events in the first half of 2022. Program topics include how to be Sea turtlefriendly while visiting our beaches, the importance of conserving coastal habitats, and how to keep you and your family safe on the beach and in the water this summer. Marine Resources staff and interns have partnered with the West Florida Public Libraries for their Summer Reading Program: Oceans of Possibilities and continue to work with partners to offer educational opportunities across the county. Sea Turtle Nesting Season in Full Swing
The Escambia County Sea Turtle Conservation Program has recorded 23 sea turtle nests this summer: 19 on Pensacola Beach and four on Perdido Key. All nests are Loggerhead, except for one very rare Leatherback nest, the first in over 20 years on county beaches.
Nesting activity is expected to slow down in the coming weeks, but staff and volunteers will be busy preparing to welcome the first hatchlings of the season in mid-July. NATURAL RESOURCES CONSERVATION DIVISION Cogon Grass Eradication
This spring, the Natural Resources Conservation division continued its battle to eradicate cogon grass located on county-owned property. Cogon grass is a highly invasive species that is ranked as the seventh worst weed in the world. If left unchecked, it outcompetes other native plant species and will soon become the dominant understory. This causes the destruction of native wildlife habitat required for endangered/protected animals, such as gopher tortoises. It’s also a major hazard when prescribed burning, as it can burn hot enough to stress mature pines and kill seedlings and other desirable native species. In the months of May and June, NRC treated cogon grass infestations at the following locations: • Cantonment Sportsplex • Southwest Escambia Sportsplex • Jones Swamp Wetland Preserve • Perdido Key Visitor’s Center • Molino Ballpark • Central Office Complex Green Roof • Escambia County Road Camp • Commerce Park in Cantonment Cogon grass spots, totaling approximately 10 acres, were treated at the various locations. This is the first time some of these locations have ever been treated and many of them had significant cogon grass infestations. Because of this, one treatment alone cannot dispel all of the cogon grass present and it will take multiple treatments to be able to eradicate all of it. Throughout the course of the next few years, it will be one of the main
goals to effectively rid all cogon grass on county owned land. WATER QUALITY AND LAND MANAGEMENT DIVISION Water Quality and Land Management Inspiring Young Scientists
The Water Quality and Land Management division is participating in the 2022 Summer Youth Employment Program. The division is hosting two interns this year. WQLM interns get hands on experience while learning marketable skills within the environmental field. The program runs through mid-July. Cleanup Efforts Underway in Bayou Chico
The Bayou Chico Contaminated Sediment Remediation Project is underway! The initial sampling phase collected numerous surface grabs and sediment cores. Samples are being analyzed for heavy metals, nutrients, hydrocarbon, and other semi-volatiles organic compounds. Students from the University of West Florida, under the direction of Dr. Johan Liebens, conducted much of the field work. Results will drive the development of a remediation plan for the bayou. A public presentation is planned for the August Marine Advisory Committee meeting. A second round of sampling is anticipated this fall.
a requirement of the county’s National Pollution Discharge Elimination System (NPDES) permit. The effort builds on a recent water quality assessment completed for the Carpenter Creek & Bayou Texar Watershed Master Plan Project. Work will include the application of new methods and technologies developed to identify sources of pollution based on the presence of genetic markers, pharmaceuticals, and nutrient isotopes. Supporting National Pollution Elimination Efforts
The National Pollution Discharge Elimination System is a program established by the Federal Clean Water Act. In Florida, the U.S. EPA has delegated the federal program to Department of Environmental Protection. Escambia County maintains an active Phase I NPDES permit for stormwater discharges from the Municipal Separate Storm Sewer System (MS4) to waters of the state. In past years, the Water Quality & Land Management Division has supported the county effort by conducting all the required monitoring requirements for the county and its co-permitees. Starting in July 2022, WQLM will also be coordinating, drafting, and submitting the annual county-wide report. The next report is due January 2023.
Bacteria Source Tracking in Carpenter Creek
RESILIENCY PROGRAM Escambia County Resiliency Program Kick-off
Carpenter Creek remains impaired for fecal bacteria. Data also shows elevated levels of nutrients (mostly nitrogen) in the creek. The Water Quality and Land Management division has started a new effort to track, identify, and eliminate sources of fecal bacteria and elevated nutrients within the system. This work is part of the Collaborative Assessment and Monitoring Program mandated as

BOARD TO WEIGH BLOCKING TREATMENTS FOR TRANSGENDER YOUTHS

TALLAHASSEE — The Florida Board of Medicine is slated Friday to consider a proposal by Gov. Ron DeSantis’ administration to bar physicians from providing treatments such as hormone therapy and puberty-blocking medication to transgender youths. The state Department of Health last week filed a petition asking the board, which regulates medical doctors, to start a rule-making process on the contentious issue. The move came as the state Agency for Health Care Administration also plans to prevent the Medicaid program from covering such treatments for gender dysphoria. The petition, which is on the agenda for a Board of Medicine meeting in Broward County, proposes what is known as a “standard of care” that would prohibit patients under age 18 from receiving sex-reassignment surgery and puberty-blocking, hormone and hormone “antagonist” treatments. It also would require that older patients sign a consent form and then wait 24 hours before starting such treatments. Signed by Department of Health General Counsel John Wilson, the petition pointed to what it said was a “lack of quality evidence and certainly no conclusive research to support the medical transition of children to the opposite gender as a treatment for gender dysphoria.” “Children do not possess the cognitive or emotional maturity to comprehend the consequences of these invasive and irreversible procedures,” the petition said. But in a July 14 letter to Board of Medicine Chairman David Diamond and other board members, a group of professors and clinicians from Yale University, the University of Alabama at Birmingham and the University of Texas Southwestern disputed the state’s conclusions about treatments for gender dysphoria. The letter also said establishing a standard of care to prevent such treatments would violate legal protections “against discrimination and harm tens of thousands of Floridians.” “We are concerned that any action by the Board (of Medicine) to ban or curtail standard medical care in Florida for individuals with gender dysphoria would set a troubling national precedent,” the letter said. The federal government defines gender dysphoria clinically as “significant distress that a person may feel when sex or gender assigned at birth is not the same as their identity.” But treatment for transgender people, and youths in particular, has become a

The average price Monday was $3.92 a gallon, down 16 cents from a week earlier and 68 cents from a month ago, according to the AAA auto club. It was also down 97 cents from a record high set in mid-June. “We’d seen gas price hikes of around 20, 30, even 50 cents per week earlier this year,” AAA spokesman Mark Jenkins said. “It’s not quite as dramatic, but we are definitely

fiercely debated political issue in Florida and other states. Prominent medical groups and the Biden administration support treatments for gender dysphoria, while many Republicans such as DeSantis have argued the treatments should not be provided to people under 18. Last week’s petition filed at the Board of Medicine was rooted in guidance that the Department of Health issued April 20 that said treatments such as pubertyblocking medication and hormone therapy should not be used for transgender youths. Florida Surgeon General Joseph Ladapo also issued a statement at the time blasting federal directives that backed treatment for transgender youths. “It was about injecting political ideology into the health of our children,” Ladapo said. “Children experiencing gender dysphoria should be supported by family and seek counseling, not pushed into an irreversible decision before they reach 18.” The Agency for Health Care Administration, which runs most of the Medicaid program, used the Department of Health guidance as a springboard to propose a rule that would bar Medicaid coverage for the treatments. In turn, the Department of Health petition last week cited a report that the Agency for Health Care Administration has used to support its proposed Medicaid rule. That report, whose authors included doctors and researchers who oppose medical care for gender dysphoria, said the Medicaid program “has determined that the research supporting sex reassignment treatment is insufficient to demonstrate efficacy and safety.” But the Yale, University of Alabama at Birmingham and University of Texas Southwestern professors and clinicians issued a report last month sharply criticizing the report used by the Agency for Health Care Administration. “We are alarmed that Florida’s health care agency has adopted a purportedly scientific report that so blatantly violates the basic tenets of scientific inquiry,” the professors and clinicians wrote. “The report makes false statements and contains glaring errors regarding science, statistical methods and medicine.” In preparation for Friday’s meeting, the Board of Medicine posted 1,113 pages of documents on its website related to gender-dysphoria treatment. Along with the petition, those documents include numerous studies about treatment. The petition is an initial step in a process that would include drawing up the details of a proposed standard-ofcare rule and taking public comment.

TALLAHASSEE --- Florida’s aerospace agency wants to expand its role from helping companies finance rocket and satellite projects to more directly getting money into the hands of firms seeking to move burgeoning technology to the launch pad. Space Florida President and CEO Frank DiBello told the agency’s board last week that a goal over the next few years is to allow Space Florida to go from arranging financial incentives and opportunities to working with a more-complex array of relationships that involve banks, pension funds and the insurance industry and to engage in equity and debt structures. “We can go the current path, which is basically what we’re doing, but constrains our market focus some so that we’re staying away from some of the developmental, purely developmental companies and just turning to private-sector debt,” DiBello said. “But that’s not a game-changing strategy. That doesn’t attract the tomorrow companies that we want to bring in.” The board still needs to discuss the proposal, and any changes would require legislative support. DiBello said a need to provide “mid-term” capital was re-enforced by what he heard in July while at the Farnborough International Airshow in England and the increase in launches from Florida. “We saw for the first time (at Farnborough), companies that were talking to us about projects, two, three and five years out,” DiBello said. “In the past, we might not see those opportunities until the site-selection advisers were to advertise it. We’re now getting early discussions by companies that want to line up the opportunity in Florida and talk to us about the deal possibilities that are there for establishing here, coming here and thriving here.”
