Until recently, small business owners have had to figure it out on their own. Having connections helped, but small business networks have been historically limited in diversity, leading to issues in underrepresentation and exclusion. A local entrepreneurship hub is here to change the way that people of all different backgrounds gain access to vital resources in business growth. Enter, The Spring. Described as “a hive of entrepreneurial activity” by its CEO, D.C. Reeves, The Spring is at the heart of entrepreneurial development in Pensacola. Located in the Studer Community Institute building on the corner of Spring and Garden Street, this hub is housed in a brand-new coworking space that serves as the base of operations for the programs offered there. The coworking space sets the tone for participants in The Spring’s Venture Monitoring Service (VMS) and gBETA Pensacola, the two programs

that are offered free of charge to entrepreneurs. Amidst meeting areas, lounges and shared desk spaces are the literal doors to gBETA and The Spring’s conference room where roundtable discussions are held for VMS sessions. As Reeves put it, the coworking space serves as the “physical front door to [Pensacola’s] entrepreneur ecosystem.” Both the VMS program and gBETA have been brought to Pensacola from elsewhere— the VMS program is an adaptation of the model developed at the Massachusetts Institute of Technology, and gBETA is a branch of the larger national startup accelerator, gener8tor. The VMS program offered by The Spring is for business owners at any stage of development and connects them with a team of business experts in residence to provide coaching and mentorship. These locally based experts come from a variety of industry backgrounds ranging from museums and breweries to banks

has benefitted from its participation in the VMS program is Dannon Hooks of Tap the Coast, a “mobile bar and beverage experience for private events,” as Hooks describes. Launched in 2019, Hooks had no idea that there was a pandemic looming just around the corner. “2020 hit and we are in an industry that is event driven,” Hooks said. To survive the pandemic, she said it was essential to have “the ability to bounce off ideas from my mentors and build a network of people who helped us make it through 2020.” The gBETA accelerator program that is located inside of The Spring’s coworking space is a free program offered by the larger and nationally renowned startup accelerator, gener8tor. This program runs for seven weeks and has participants meet with their assigned success team twice a week. As a team, gBETA cohorts strategize ways to bolster their businesses through developing pitches and attracting investors. One alumnus of Pensacola’s gBETA program is Brandon Storms of Assistt Inc., which Storms describes as an online marketplace “where folks can find help find odd jobs from others in their local community.” Storms decided to begin

We can do this.’” his business. journey with gBETA because he felt like somebody understood exactly what his business was trying to do. The Orlando-based company was in search of an accelerator program that could help them achieve the traction they were looking for. “As a minority founder, I didn’t feel that sense of welcome in some of our conversations that we had with other accelerators or investors,” he said. “gBETA just seemed to have their arms wide open and just really wanted to help us.” Another alumnus of gBETA and a current mentee in The Spring’s VMS program is Erica Richards, who is the founder of Rainey’s Closet, which provides designer clothing rentals for children and moms-to-be. The significance of gBETA to the community is clear to Richards: “I really think that it is giving small businesses access to resources that they normally wouldn’t have available or even honestly know about,” she said. “There’s so many people I can call on or turn to for help or guidance moving forward.”

The overarching theme heard from participants in The Spring’s VMS program and gBETA seems to be that these programs are finally leveling the playing field for new faces in business. With help from seasoned experts and dedicated mentors, these programs enhance community growth and guide new entrepreneurs through the twists and turns of starting or sustaining a small business. “I know there are a lot of entrepreneurs out there that don’t pursue [starting a business] because they don’t have the support system or the network to try and make it work,” Storms said. “In gBETA that’s been the most valuable thing for me personally and our team. CITY OF PENSACOLA PARTNERSHIP LAUNCHES POP! STORY MAP WEBSITE

GULF WINDS CARES FOUNDATION PLEDGES $75,000 TO JUNIOR ACHIEVEMENT

The City of Pensacola Parks and Recreation Department launched the POP! story map website, which is a guide to outdoor art in the Pensacola area. POP stands for Pensacola Outdoor Project, and the initiative will grow to encompass sculptures, murals and other outdoor assets. “Pensacola has always celebrated our arts, history and parks, and this new story map is an excellent way to share the stories of sculptures all across our city,” Mayor Grover Robinson said. The site can be launched from the POP! website at pensacolaoutdoorproject.com and the City of Pensacola Parks and Recreation website at playpensacola.com. Visitors can also find it by scanning the QR code located on stickers near many of the sculptures on the map. The site is designed as a story map, which users can see on their computers or mobile devices. It has maps to each of the sculptures and background on each of the sculptures, with information including the artist, the donor and the significance of the piece. “This was a great team effort by arts, history and business leaders from our community in partnership with the city,” said Holly Benson, who organized the

Junior Achievement of Northwest Florida announced that they have received a $75,000 pledge from Gulf Winds Cares Foundation. This grant will support full programming at Lincoln Park Elementary School over the next five years. The schoolwide initiative will support Junior Achievement learning experiences within every classroom at the Elementary School, enabling hundreds of young people to participate in JA’s nationally recognized financial literacy and work readiness learning programs. “The Gulf Winds Cares Foundation is proud to support Junior Achievement of Northwest Florida,” President of the Gulf Winds Cares Foundation, Kurt Stenerson said. “Gulf Winds believes in the value of financial education. We are excited for the opportunity to bring this proven curriculum to the students at Lincoln Park Elementary School.” The $75,000 will be spread throughout the next 5 years to adopt Lincoln Park Elementary School with Junior

“KEEP THE WREATH GREEN” FIRE SAFETY CAMPAIGN KICKS OFF DEC. 1 Escambia County Fire Rescue, in collaboration with the Pensacola Fire Department, will launch its annual “Keep the Wreath Green” fire safety campaign Wednesday, Dec. 1. While a joyous time of year, cold weather, holiday decorations and festivities can create serious fire dangers. Firefighters hope to reduce the number of fires by promoting simple, life-saving holiday safety tips each day in December. During the month-long campaign, five-foot wreaths will be on display at 21 county fire stations and five city fire stations, as well as Escambia County’s Ernie Lee Magaha Government Building downtown, the Escambia County Public Safety Building and Pensacola City Hall. Each time firefighters respond to a residential fire with damage, a green light bulb will be replaced with a red one to remind citizens of the dangers posed by fires in residential home. In 2020, 10 bulbs were changed to red on county wreaths, and the city had three red bulbs. In 2019, 13 bulbs were changed to red on county wreaths, while one bulb was changed in the city. According to the National Fire Protection Association, electrical distribution or lighting equipment was involved in more than two of every five (44%) of home Christmas tree fires. Two of every five (39%) home Christmas tree fires started in the living room. One of every five (21%) decoration fires were started in the kitchen. Almost three of every five (57%)

December home decoration fires were started by candles, compared to the one of every three (32%) in January to November. The top three days for home candle fires are Christmas, New Year’s Day and New Year’s Eve. “With the increase in electrical fires in our county, we want to remind our citizens that overloading power strips and extension cords will cause a fire,” said Escambia County Fire and Life Specialist Ray Melton. “Keep live trees watered daily. It is also recommended that citizens use battery operated candles. If using candles, never leave them unattended. Escambia County has already seen three home fires from the use of candles since Oct. 1.” According to the United States Fire Administration, fires occurring during the winter claim the lives of over 900 people and cause over $2.1 billion in damage. Nationally, cooking is the leading cause of home winter fires, with 5-8 p.m. being the most common time for a fire to occur. Additionally, practice space heater safety and know the potential risks associated with home heating equipment. JUDGE TO LOOK AGAIN AT HEALTH CARE SHOTS MANDATE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Pointing to a new state law, a federal judge has decided to reconsider Florida’s request for an injunction against a Biden administration requirement that workers at hospitals, nursing homes and other health-care providers be vaccinated against COVID-19. But lawyers in Florida Attorney General Ashley Moody’s office and the Biden administration indicated they would rather fight it out at a federal appeals court. The legal wrangling came as the vaccination requirement for health-care workers is poised to take effect Dec. 6 — and after U.S. District Judge M. Casey Rodgers on Nov. 20 denied a motion by the state for a preliminary injunction or temporary restraining order against the requirement. The state last week took the case to the 11th U.S. Circuit Court of Appeals and requested that Rodgers issue an emergency injunction against the vaccination requirement while the Atlanta-based appellate court considers the issues. Rodgers on Saturday refused to issue the emergency injunction but said she would reconsider the state’s original request for a preliminary injunction. The reason: Florida lawmakers on Nov. 17 passed a bill aimed at preventing vaccination mandates, a measure that Gov. Ron DeSantis signed Nov. 18. In an order Saturday, Rodgers wrote that the state had not informed her of the bill’s passage before she issued the Nov. 20 ruling denying the preliminary injunction or temporary restraining order. Rodgers wrote Saturday that she “will consider it now, given its passage.”

TRIBE ASKS APPEALS COURT FOR STAY IN SPORTS BETTING CASE JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — The Seminole Tribe has asked a Washington D.C.-based appeals court for a stay of a ruling that rejected a gambling deal allowing sports betting in Florida. Attorneys for the tribe filed the emergency motion Thursday at the U.S. Circuit Court of Appeals for the District of Columbia after U.S. District Judge Dabney Friedrich ruled that the gambling deal between the state and the tribe violated federal law. Friedrich subsequently refused to stay her ruling as the tribe pursued an appeal. The appeals court has ordered attorneys for two pari-mutuel facilities that challenged the deal to respond by noon Tuesday to the emergency motion. It also ordered a response from the U.S. Department of the Interior, which is the defendant in the lawsuit because it signed off on the gambling deal. The tribe received control of sports betting as part of the agreement, known as a compact, which was signed this spring by Gov. Ron DeSantis and Seminole Tribe of Florida Chairman Marcellus Osceola, Jr. and approved by the Legislature during a May special session. The Department of the Interior, which oversees Indian gambling issues, signed off on the deal in August. Owners of Magic City Casino in MiamiDade County and Bonita Springs Poker Room in Southwest Florida, two longtime pari-mutuel facilities, filed a lawsuit against Interior Secretary Deb Haaland and her agency alleging that the sports-betting plan violated a federal law known as the Indian Gaming Regulatory Act. That law, commonly known as IGRA, creates a framework for gambling activity on tribal lands. Friedrich’s rejection of the deal centered on gamblers being able to place sports bets online from across the state, with the wagers run through computer servers on tribal property. She said that violated federal law because bets would be placed off tribal property. “Altogether, over a dozen provisions in IGRA regulate gaming on ‘Indian lands,’ and none regulate gaming in another location,” the Washington, D.C. judge wrote Nov. 22. “It is equally clear that the (Interior Department) secretary must reject compacts that violate IGRA’s terms.” But in Thursday’s emergency motion for a stay, attorneys for the Seminoles argued that Friedrich erred by denying an attempt by the tribe to intervene in the case. The tribe sought to intervene so it could file a motion to dismiss the case, based on its sovereign immunity.

If the emergency motion is successful, Friedrich’s ruling would be put on hold until the appeals court can decide the intervention issue. The motion said Friedrich’s ruling “has had an immediate chilling effect on the tribe’s operations. The tribe and the state stand to lose millions in lost revenues and revenue-sharing payments, and hundreds of jobs could be lost or furloughed pending resolution of these issues on appeal.” “Granting the stay will not cause any immediate harm to plaintiffs (the pari-mutuels), who have only alleged speculative harms at this point,” the motion said. “Granting a stay would be in the public interest as it would maintain in place an agreement that three sovereign governments — the tribe, the state of Florida, and the United States — all agree fully complies with the requirements of federal and state law.” But in her ruling, Friedrich said the case could proceed without the tribe. “Because the tribe moved to intervene solely to move for dismissal, because the tribe seeks dismissal on the sole ground that it is indispensable, and because the tribe is not indispensable, the tribe’s motion for limited intervention is denied as moot,” she wrote. Under the 30-year compact, the Seminoles agreed to pay the state at least $2.5 billion over the first five years in exchange for controlling sports betting and being allowed to add craps and roulette to the tribe’s casino operations. The motion for a stay said the tribe paid $37.5 million to the state in October and another $37.5 million in November. The “hub-and-spoke” sports-betting plan was designed to allow gamblers anywhere in Florida — except on other tribal lands — to place bets with mobile apps or other devices, with the compact saying bets “shall be deemed to be exclusively conducted by the tribe.” The tribe started offering sports betting Nov. 1. But Magic City Casino and Bonita Springs Poker Room alleged that the sports-betting plan violated federal law and would cause a “significant and potentially devastating” impact on their businesses. Although the compact deems sports betting to occur at the location of the tribe’s servers, “this court cannot accept that fiction,” Friedrich wrote in her ruling. “When a federal statute authorizes an activity only at specific locations, parties may not evade that limitation by ‘deeming’ their activity to occur where it, as a factual matter, does not,” she added.

Meanwhile, the number of claims nationally, driven by strong job growth amid pre-holiday consumer spending, hit a five-decade low. The U.S. Department of Labor on Wednesday estimated 5,343 first-time unemployment claims were filed in Florida during the week that ended Nov. 20, putting the average during the past four weeks at 6,045 claims. That brought the state closer to the average of 5,376 claims recorded in the four weeks before March 15, 2020, the date state and federal officials cite as the start of the pandemic for unemployment purposes. With tourism and other service-related jobs bearing the brunt, unemployment claims jumped to 74,313 during the week ending March 21, 2020, and peaked at 506,670 during the week ending April 18, 2020. Gov. Ron DeSantis on Tuesday touted Florida’s third-quarter tourism numbers, which exceeded totals in the pre-pandemic third quarter of 2019. He also said the state has been investing in workforce training to attract other industries. “We have a great business environment for (manufacturing). A lot of the places where manufacturing grew up many decades ago, have been more difficult to do business in,” DeSantis said during an appearance in Fort Lauderdale. “And we also have probably the strongest commitment in the country, since I’ve been governor, to vocational education and skillsbased training,” DeSantis continued. “We’re training people to be able to get skills that are immediately marketable in the economy right now. You know, everything from welding, to aircraft maintenance, to the commercial vehicle drivers. There’s a huge shortage in that.”

FLORIDA COVID-19 HOSPITALIZATIONS DROP The number of Florida hospital inpatients with COVID-19 dropped during the past week, according to data posted online Monday by the U.S. Department of Health and Human Services. The data showed 1,228 inpatients with COVID-19, down from 1,351

Florida’s latest weekly unemployment number was down from a revised count of 6,116 claims for the week ending Nov. 13. The Department of Labor initially projected 5,654 first-time claims during the week ending Nov. 13. Last Friday, the Florida Department of Economic Opportunity issued a report that said the state had an October unemployment rate of 4.6 percent, down from 4.8 percent in September. The October rate reflected an estimated 491,000 Floridians out of work from a labor force that grew by 29,000 to 10.59 million. The report also indicated that Florida had regained 86.6 percent of the 1.27 million jobs lost between February and April 2020, a period when businesses had to shut down or dramatically scale back because of the pandemic. Nationally, the Labor Department report estimated 199,000 first-time claims last week, down 71,000 from the prior week. “This is the lowest level for initial claims since November 15, 1969, when it was 197,000,” the report said. Over the past four weeks, the nation has averaged 252,250 seasonally adjusted weekly claims, the lowest number since just before the start of the pandemic. “At first glance, today’s reported drop in seasonally adjusted new jobless claims is stunning,” tweeted Mark Hamrick, senior economic analyst at Bankrate. “That’s the lowest reported since 1969. Seasonally adjusted part is key, however. There’s a good chance we’ll see a move higher. But the job market is tight, no doubt.” Earlier this month, the Labor Department reported the U.S. exceeded analysts’ expectations by adding 531,000 jobs in October, with the unemployment rate dropping 0.2 percentage points to 4.6 percent. The numbers were seen as a rebound for the labor market after a summer surge of COVID-19 cases linked to the highly contagious delta variant of the coronavirus.
