IA PENSACOLA magazine’s 1957 inaugural issue featured the Palmer Line Freighter S.S. Casa Blanca loading in Pensacola for one of its regular runs between Pensacola and Cuba. The Port of Pensacola magazine’s amplified editorial called our port “the greatest deep-water harbor of the South,” adding that the Port of Pensacola “has been known throughout the Seven Seas since hardy mariners first sailed into the Gulf of Mexico.” The editorial argued its strategic position on the mainland, backed by the rapidly-growing industrial South and Midwest and served by railroads, highways and the intracoastal barge canal, supports our Port’s present activity and guarantees its future.
Skip to 2021 and the Port of Pensacola, sharing accolades with our port tenant family of companies, recently ranked the ninth most valuable deepwater port in the recent Seaport Mission Plan issued by the Florida Ports Council. Despite headwinds from the pandemic and Hurricane Sally, cargo tonnage and vessel dockage days increased in 2020, improving overall revenue by 13 percent. Cargo value passing through the port increased 419 percent with more than $300 million in waterfront cargo being handled at the port in 2020. In addition to cargo value, the port has also seen a 23 percent increase in waterborne cargo tonnage for the 2021 Fiscal Year. “Our port has continued to show incredible resilience and growth, despite challenges presented during COVID-19 and Hurricane Sally,” Pensacola Mayor Grover Robinson said. “We’re so fortunate to have such a valuable economic driver right here in the City of Pensacola, and I look forward to seeing continued success at the Port of Pensacola.” Much of the Port’s dramatic increase in cargo value was driven by General Electric’s (GE) Wind Energy Pensacola facility and the import of components, including fully assembled wind turbine nacelles from South Amer-
ica. Pate Stevedore Company won a new multi-year contract for GE feedstock component imports and GE vessel traffic increased to one ship every three weeks coming from Mexico, South America and Asia. 100 percent of GE Pensacola production comes to port for storage prior to international export by ship or domestic export by truck or rail. This year, the Port also experienced key wins in several maritime industry sectors including Marine Maintenance and Repair Overhaul (MMRO). Much like ST Engineering at Pensacola International Airport providing MRO services to major carriers, Offshore Inland Marine received the MMRO contract for conversion of Blue Origin’s (Amazon’s Jeff Bezos’ space exploration company) Jacklyn from a roll-on, rolloff (RO-RO) vessel to an autonomous landing platform vessel—in short, a ship that catches rockets—pretty cool stuff. The Jacklyn is expected to remain in port into 2022, and the Offshore Inland lease for operation of a marine MRO at the port was extended to 2044. Long term potential for this project includes autonomous/ telerobotic vessel upgrade(s), conversion of landing platform #2, post-mission repairs and maintenance and permanent
home port. Offshore Inland became an early success story in the Port’s quest to blend traditional port functions and 21st Century Blue Economy activities on the Port’s 68-acre site. Cargo operations strengthened at the Port, too. CEMEX’s lease for operation of a dry bulk cement import and distribution terminal was extended through 2032 bringing additional lease revenue to the port and doubling cargo fees. Cemex also made a $1.5 million investment in vessel unloading equipment, bringing new import vessel capabilities online.

The Portside Pensacola Vision maintains the Port’s core economic assets for cargo and trade activity and other maritime dependent uses, like Offshore Inland, while targeting underutilized property located outside the secured restricted area (outside the Port gates) for Blue Economy sectors such as

On deck and championing the effort forward, planning work for the Portside Pensacola Vision and Reinvestment Strategy was guided by the citizens of Pensacola before the pandemic and the resulting draft land use plans were shaped through an extensive public participation program. The plan envisions a development approach that continues to strengthen the Port’s role as a regional economic driver while allowing for several future directions based on market opportunities and community
aquaculture, marine technology, research and development and ocean industry career education. It also allocates a portion of the port’s holdings outside of the gate for civic, social and recreational uses like harbor cruises, water taxis, maritime heritage centers and entertainment venues. Extensive community participation and feedback was also gained during the SCAPE, Waterfront Hashtag Connector planning process where local entrepreneurs and City leaders engaged a landscape architecture and urban design studio to develop a waterfront framework plan focused on improving downtown Pensacola’s waterfront destinations and their landside connections. One short-term project to emerge from this process is the Waterfront Hashtag Connector, so named because it looks like a hashtag (#). The project calls for traffic calming improvements, streetscaping and development of walking paths and bicycle lanes along four streets immediately adjacent to the Port. The improvements will connect existing and future venues, attractions and storefronts with one another along safe, convenient and engaging routes that include

new plazas, boardwalks and promenades. Strategies work in tandem to create and visualize a framework for the downtown waterfront including concepts for catalytic projects with the goal of creating a connected, accessible, public realm along the water’s edge, reinforcing our natural assets and wholly connecting people to their waterfront. The Portside plan is being implemented by the Port of Pensacola in phases over a multi-year period. On deck, in addition to preparation for reuse of 7-10 acres of land on the northeast quadrant of the Port behind the gate, developers are currently working with the Port to transform a largely vacant and underutilized landscape into a thriving resort style hotel destination on the waterfront of Pensacola Bay. Once construction commences, the development will bring 120 rooms to our local market, create new event and meeting space and provide conference and visitor-serving amenities while building an important asset in downtown Pensacola near the water’s edge. Next up is Streamline Boats of Northwest Florida, a key win for our Port in the light-manufacturing sector. After signing a 40-year lease, Streamline will produce semi-custom center console boats and repurpose an existing, abandoned, hurricanedamaged facility. This new development brings “Made in Pensacola” craftsmanship and a company in the Blue Economy sector to the Port, advancing Port Vision Plan objectives for continued economic success. Pensacola’s waterfront has been nearly 500 years in the making. Further development of these new niches, combined with the thoughtful and strategic implementation of the Portside Pensacola Vision Plan and the Waterfront Hashtag Connector, should ensure that the Port of Pensacola is as important a part of Pensacola’s future as it was in its past. It’s all hands on deck as we promote and embrace a diversity of uses and align our infrastructure with opportunity as Port of Pensacola writes its next chapter.

ESCAMBIA COUNTY EMERGENCY RENTAL ASSISTANCE PROGRAM STILL AVAILABLE Renters in Escambia County who require assistance with overdue rent and utility bills due to COVID-19 can apply for emergency rental assistance through the Escambia County Emergency Rental Assistance (ERAP) Program. The application portal opened on Monday, Oct. 18, 2021 and is available in English and Spanish. Appointments for in-person assistance can be made by calling 850-403-6044. Emergency rental assistance may be provided to eligible low-income Escambia County residents and families who: • Have been financially impacted by COVID-19; • Have total household income at or below 80% Area Median Income; • Are at risk of experiencing homelessness or housing instability; and • Have not received any other rental assistance for the requested months Both the renter and the landlord must submit an application through the portal. UWF ANNOUNCES 2022 WOMEN IN LEADERSHIP CONFERENCE DATE, KEYNOTE SPEAKER AND TICKET INFORMATION The University of West Florida College of Business Executive Mentor Program will host the eighth annual Women in Leadership Conference on March 11, 2022 at the UWF Conference Center on the University’s Pensacola Campus, as well as offered virtually. The conference will provide opportunities to hear from and connect with prominent women leaders who have achieved both personal and professional success. In addition to the traditional in-person session, the virtual component will include livestream access to all keynote sessions and panels, and behind-the-scenes conversations with speakers and panelists. “Planning is in full swing, and the buzz has already started for the event of the year for women,” said Dr. Sherry Hartnett, conference chair, author, professor and founder of the UWF College of Business Executive Mentor Program. “Remarkably successful women, including CEOs and senior executives from across the state, will share their stories through inspiring speeches and panels dedicated to personal inspiration and practical application.” Speakers from across the state will share their leadership stories. The keynote speaker will be Dr. Deborah German, vice president of health affairs and dean of the University of Central Florida’s College of Medicine.
Her address titled “Building the Life you Want, Achieving Career Success and Personal Happiness” will discuss how professionals can have both career success and a personal life filled with happiness. German will talk about how your dreams and your belief system can support or sabotage your efforts. COMMUNITY HEALTH NORTHWEST FLORIDA TO OFFER COVID-19 BOOSTER CLINIC On Saturday, Dec. 18 from 9 a.m.-1 p.m., Community Health Northwest Florida, in partnership with Escambia County, will hold a COVID-19 vaccine clinic inside Brownsville Community Center for individuals ages 12 and older. The Brownsville Community Center is located at 3200 W. DeSoto St. The clinic is open to:
• Individuals 18 and older who have completed their initial COVID-19 vaccine series, including the required wait time, and desire to receive a Pfizer, Moderna or Johnson & Johnson booster shot. These individuals should consult with their healthcare provider regarding the timing of the booster dose. • Individuals age 12-17 who wish to receive a first or second (primary series) dose of the Pfizer vaccine. • Individuals 18 and older who wish to receive a first or second (primary series) dose of the Pfizer, Moderna or Johnson & Johnson (one-dose) vaccine. Persons wishing to receive a COVID19 vaccine at this event must call the Community Health Vaccine Call Center at 850-439-3358 to schedule an appointment.

ESCAMBIA COUNTY ANIMAL WELFARE CENTER OFFERING HOLIDAY ADOPTION SPECIAL The holiday season is here, and the animals at the Escambia County Animal Welfare and Adoption Center have “forever home” at the top of their Christmas lists. It’s the perfect time to bring a furry friend home for the holidays. To help pets find homes during the holidays, the center is running a December adoption special. Until Dec. 31, all cats and kittens are $10 and dogs and puppies are $25. Adoption fees include spay or neutering services, microchips, heartworm tests and the initial vaccinations including rabies vaccinations. Escambia County residents will be required to purchase a separate $11 license at the time of adoption. could use a home for the holidays,” said Animal Welfare Director John Robinson. “Currently we have 69 dogs and 32 cats available for adoption. STATE DROPS APPEAL OVER IMMIGRATION POLICIES JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE --- As Gov. Ron DeSantis launched another broadside against the federal government’s immigration policies, the state on Friday said it is dropping a legal challenge against the Biden administration over immigration directives issued early this year. Attorney General Ashley Moody’s office filed a motion at the 11th U.S. Circuit Court of Appeals to dismiss the case, saying it is moot because the Biden administration issued “superseding” policies dealing with people entering the country illegally. Moody took the case to the Atlantabased appeals court after U.S. District Judge Charlene Edwards Honeywell in May rejected the state’s request for a preliminary injunction against the Biden administration. Meanwhile, U.S. Department of Justice attorneys this month argued that a federal judge in Pensacola should dismiss a separate lawsuit that Moody filed in September challenging federal immigration policies. U.S. District Judge T. Kent Wetherell has not ruled on that motion. Moody and Gov. Ron DeSantis have long criticized the Biden administration’s

But Honeywell ruled in May that the memos were “interim policies” that were not final actions by the federal agencies and, as a result, were not subject to judicial review. She also wrote that the memos prioritized immigration-enforcement decisions, such as focusing on cases involving national security, border security and public safety. A panel of the appeals court held a hearing in September and appeared skeptical of Florida’s arguments. But it did not issue a ruling, and the motion filed Friday said the case should be dismissed because of subsequent immigration guidelines issued by U.S. Department of Homeland Security Secretary Alejandro Mayorkas. The motion also asked for “vacatur” of Honeywell’s decision, which would essentially set it aside. “In this suit, Florida challenged certain interim immigration enforcement policies issued by DHS and sought a preliminary injunction, which the district court denied,” the motion said. “Because DHS has issued superseding policies, Florida now moves under Federal Rules of Appellate Procedure … to dismiss its appeal as moot and for vacatur of the district court’s decision.” The appeals court had not signed off on the motion as of Monday morning.
While the appeal was pending, Moody filed the additional lawsuit in Pensacola. That case accused the Biden administration of violating immigration laws by releasing many undocumented immigrants who cross the Southern border. The lawsuit said the “government is not free to ignore the clear commands of Congress” and alleged that some undocumented immigrants coming to Florida could be gang members, drug traffickers and other criminals. But in a motion filed Dec. 3, Department of Justice attorneys argued the lawsuit should be dismissed on a series of grounds, including that immigration officials have discretion to set policies. “Because immigration policy affects many complex and important areas, Congress constructed an immigration enforcement system whose ‘principal feature’ is the ‘broad discretion exercised by immigration officials,’” the motion said, partially quoting legal precedent. “This reflects the reality --- embodied in every presidential administration’s policies for decades --- that officials must deploy limited resources according to priorities set by policymakers.”

Ron DeSantis and Senate President Wilton Simpson are two of the most-powerful political figures in Florida. And they dominated fundraising in November as they prepare for statewide campaigns next year, according to newly filed finance reports. DeSantis raised slightly more than $6 million during the month for his campaign account and the political committee Friends of Ron DeSantis, as a torrent of cash continued pouring in to support his re-election bid. The DeSantis political committee had about $66.7 million in cash on hand as of Nov. 30, after raising $4.53 million in November. The committee topped $4 million in contributions for the ninth straight month and received 25 contributions of $50,000 or more in November, according to the Division of Elections database. DeSantis formally launched his campaign in November and opened the campaign account. He quickly raised $1.49 million for the account, while spending just shy of $100,000. Meanwhile, Simpson, R-Trilby, is looking to move next year from the Senate president’s office to the Cabinet position of agriculture commissioner. While he does not face any prominent opponents, Simpson raised about $1.27 million in November for his campaign account and four political committees he chairs. Simpson collected $256,826 for his campaign account and had more than $582,000 in cash on hand as of Nov. 30, the finance reports show. He also raised a total of $1.015 million for the committees. In all, the committees had more than $8 million in cash on hand.
