CELEBRATING TEN YEARS OF FANDOM ALONG THE GULF COAST

When you’re driving down Palafox Street and suddenly see a Star Wars stormtrooper walking alongside Mario’s Princess Peach, you know what time it is: it’s Pensacon time. Each year, this beloved pop culture event takes over downtown Pensacola decorating the streets with creative costumes, cosplaying pets, pop culture-inspired art, themed celebrations, fun competitions and more. This year marks the 10th anniversary of Pensacon, and to celebrate this momentous milestone, the 2023 convention is set to be bigger than ever before.

Pensacon’s roots trace back to 2013 when founder and CEO Mike Ensley began conceptualizing the event. The first annual Pensacon convention made its debut the following year at the Pensacola Bay Center. With nearly 11,000 fans in attendance, the first con proved to be a tremendous success, prompting its return year after year. Throughout the years, the convention has continued to receive unwavering support from the local community and enthusiastic fans worldwide, growing the convention into the annual event that we know and love today.

Since the very first convention, Pensacon has continued attracting tens of thousands of pop culture-loving locals and tourists alike. Last year’s attendance numbers were estimated to be well over 33 thousand and, this year, Pensacon organizers expect attendance numbers to far exceed that number.

A milestone as large as ten years deserves a blow-out celebration, and Pensacon organizers promise that 2023 will be the con’s biggest and best year yet. With this year’s convention hosting more celebrity guests than ever before, ticket sales are through the roof and VIP passes for this year have already sold out. Filled to the brim with fans, artists, cosplayers and more, Pensacon 2023 promises to deliver an experience like never before.

“It is going to be our biggest year yet with it being our 10th anniversary event and celebration. We have more guests

than we have ever had before. So in that regard, we are bringing a lot more to the community than we ever have before,”

Pensacon Director of Marketing and Guest Services, Julio Diaz explained.

One of the biggest announcements made for this year’s anniversary event is the reunion of Doctor Who actors and actresses in celebration of the show’s 60th anniversary. Fans of this science fiction television series can look forward to a large presence of cast members including five doctors–Christopher Eccleston, Colin Baker, Paul McGann, Peter Davison and Sylvester McCoy–several companions and other characters.

As always, though, the Pensacon festivities won’t be limited to just the Bay Center. A variety of venues throughout downtown and the Pensacola Historic District will host events in conjunction with Pensacon. Some venues will be the same as in previous years, for example, the Pensacola Cultural Center and the Rex Theatre will once again host Pensacon events. In addition to these venues and other venues throughout the Pensacola Historic District, Pensacon will host panels and different types of gaming events at The Wright Place, an event space located inside the First United Methodist Church.

“The biggest thing is really the community more than anything else in a number of ways. Everybody gets together and is in a community that’s accepting and relates to each other…everybody is there because they’re a fan of something; they get to be among their people for the weekend and see people that they don’t see every day. It is a great place to meet new people, make friends and renew friendships every year if you don’t get to spend time with those folks throughout the year in other places,” Diaz said.

“We’ve got some very big individual guests and groups of guests this year that we’re really excited about,” Diaz said. “We have been focusing a lot on it being not just Pensacon’s 10th anniversary, but the [60th] anniversary of the science fiction series Doctor Who. We have the biggest gathering of Doctor Who stars that has ever been hosted at a United States convention. We are very pleased to have that. I think we are getting a lot of people traveling to Pensacola specifically for that.”

Christopher Eccleston will likely be Pensacon 2023’s largest and mostanticipated celebrity guest. Pensacon organizers think that Eccleston is such a prominent guest that his fanbase may drive tickets to sell out on the day of his arrival.

“Saturday is always our biggest day. This year one of our biggest guests, Christopher Eccleston, is only here on Saturday,” Diaz said.

Doctor Who will not be the only fandom represented at this year’s event. Pensacon is also hosting a slew of incredible celebrity guests from television and anime serieses such as Naruto and Stranger Things, as well as movies and

As usual, Pensacon will be hosted at the Pensacola Bay Center with artists, vendors and celebrities scattered throughout. The main floor of the Bay Center will once again serve as the main vendor floor where more than 75 different types of vendors will be selling a variety of pop culture and character-themed merchandise. On the second floor, fans will have a chance to meet and greet their favorite celebrities, take photos, get autographs and more. The “Artist Alley” and “Writer’s Row” portions of the convention, will be held on both the third floor and around the top ring of the Bay Center. Here, attendees will find dozens of artists and writers from across the country. Attendees can also meet the artists and writers, view their works, and purchase

“There are several big rooms at this facility that are going to enable us to expand the audience over what we have had the past couple of years in terms of some of our largest panels,” Diaz explained. “Having this facility is going to allow us to turn the Pensacola Museum of Commerce over to gaming. So we will be able to bring gaming back for the first time in a few years.” In previous years, Pensacon hosted gaming events at the Pensacola Grand Hotel which has since been closed.

Aside from the special appearances of the Doctor Who cast members, Pensacon’s 10th anniversary celebration will be marked by a special party held at Seville Quarter. The party will feature Pensacon fun, food, drinks and live music from the goth band Vision Video.

“On Saturday night, we will be throwing a party to celebrate our 10th anniversary that is free to attend for all of our badge holders or Saturday day pass holders. The party will be at Seville Quarter in Phineas Phogg’s,” Diaz said.

“We’ve done parties at Seville Quarter before, but it has been a few years since we have been back there.

We are excited to be back there in downtown Pensacola’s largest entertainment complex and celebrating our 10th birthday.”

Pensacon has grown beyond just being a simple three-day convention. The event has created ripples throughout the Pensacola community. It has become something that unites old and young generations of Pensacolians through their favorite pop culture franchises. It is days of high-traffic and new customers for local shops, venues and restaurants. It is a month of fun as the Pensacola International Airport becomes the Pensacola “Intergalactic” Airport.

“The Pensacola community, Escambia County, the Panhandle and even Southern Alabama have really embraced this convention. That includes the individual fans, the businesses that have partnered with us, and the city and county government that have been so important to making things happen with us. We’ve just been very lucky to enjoy that support, and it’s something we don’t take for granted,” Diaz said.

ESCAMBIA CHILDREN’S TRUST AWARDS OVER $5M IN GRANTS

The Board of Directors of the Escambia Children’s Trust approved $5,104,482 in grants at their February 14, 2023, meeting. The funding was awarded to 19 local children’s services agencies to provide out-of-school time programming for more than 5,000 children and youth across Escambia County over the next three years.

Tori Woods, Chair of the Grants Committee and newly elected Chair of the Board, said, “I am excited to finally see this day come to pass. The grants committee put in hours and hours of work to review hundreds of pages of proposals, and I appreciate the Board’s support to make these grants a reality!”

High-quality afterschool and summer learning programs help prepare students in K-12th grade for success in school, college, career, and life. The Trust’s strategy aims to build on this evidence base by providing opportunities that help all students, particularly those in underserved communities, thrive and become better prepared to complete high school and go on to pursue a college degree or vocational education.

The funded projects will address several urgent needs identified in the Trust’s 2022 Needs Assessment, in particular the academic and attendance indicators addressed in Theme 2: Children are Ready to Succeed in School and Life and the indicators on youth mental health, addiction and violence addressed in Theme 4: Children Have Supports to Help Them Avoid Risky Behaviors. Studies have shown that the social and emotional outcomes associated with outof-school time program participation lead to improved school attendance, academic achievement, attitudes toward learning, increased self-confidence and self-esteem, decreased behavior problems, improved communication skills, and enhanced ability to effectively interact with peers and adults. Research has shown that reading just six books over the summer may keep a struggling reader from regressing. Students who read or are engaged in another learning activity for 2-3 hours per week during the summer

can further prevent summer learning loss. The combined data on summer learning and the positive effect on social and emotional learning provides a clear understanding of the opportunity out-of-school time programs have to positively impact Escambia County youth.

The Escambia Children’s Trust funding will enable grantees to offer low-income and underserved families a range of high-quality out-of-school time programs that meet a demonstrated need for positive youth development during the critical afterschool hours, summer breaks, and other times when school is not in session. PENSACOLA’S FOO FOO FESTIVAL ANNOUNCES $500,000 GRANT POOL FOR TENTH ANNIVERSARY EVENT

The Pensacola Foo Foo Festival officially announced its plans for its tenth anniversary event, taking place November 2-13, 2023. At this morning’s kickoff presentation, the Foo Foo Festival committee shared this year’s grant application process and funding structure that will be implemented for this year’s event. In 2022, the Pensacola Foo Foo Festival saw record-setting attendance and numerous milestone events, including the 50th Anniversary of the Great Gulfcoast Arts Festival, the 40th Anniversary of the Pensacola Opera and the 10th Anniversary of the Stamped LGBTQIA+ Film Festival, funding the highest number of grant recipients to-date with $400,000 in awarded funds.

In 2023, the Pensacola Foo Foo Festival will once again fund top scoring grant applicants, with the number of grants to be awarded contingent upon the number of submissions. In celebration of the tenth anniversary, the Foo Foo Festival will provide up to $500,000 in grant funding – its highest grant funding allotment to-date – and grant applicants can apply for up to $100,000 in grant funding per event. All organizations, businesses and community partners are also encouraged to submit their various events (occurring Nov. 2-13, 2023) for consideration to become a “Friend of Foo,” receiving visibility as part of the regional marketing campaign

10-YEAR-OLD PENSACOLA EGGFEST GIVES $113,500 TO LOCAL CHARITIES

More than doubling what organizers gave away in 2021, Pensacola EggFest saw record participation in 2022 to boost its infusion into the community. A record $113,500 is going to local charities as a result of this Pensacola foodie event. The event whose motto is #goodfood for a #goodcause, creates a culinary mash-up of friendships, camaraderie and delicious nosh.

“There’s a lot of love in our heart for the Pensacola area and for the charities that have been a part of Pensacola EggFest over the last 10 years,” said co-founder Lisa Lyter. “When we total it all up, Pensacola EggFest has given more than $650,000 dollars to local charities. Those charities are kids who won’t go to bed hungry, kids fighting cancer who will get more research, and families who will feel safer in our communities.”

Pensacola charities who are recipients of the 2022 Pensacola EggFest donations include Pensacola’s Finest Foundation, Manna, Rally Pensacola, Studer Community Institute, Hunting for Healing, Escambia County Fire Rescue, Escambia County Sheriff’s Office Foundation and PACE Center for Girls.

Co-founder Doug Jolly said the onceweekend event has now turned into more than 20 events throughout the year.

“People are really starting to notice what Pensacola EggFest is doing throughout the year as much as our November event,” said Jolly. “Our cook teams mobilize to serve thousands of meals to thousands of deserving people — volunteers working for a local cause, businesses who lost everything in a

storm, families in need.”

Pensacola EggFest sponsored by Kia Pensacola has become a destination event. Economic impact to Pensacola has been verified at over $200,000 for just the main event. Cook teams, judges and visitors come from Oregon, Tennessee, Texas, Iowa, Alabama, Georgia, Arkansas, North Carolina, South Carolina and Louisiana. Good Food Cookbooks have been sold in more than 30 states and three countries. Locals and visitors alike say one thing: it’s great to enjoy barbecuing with friends while making our community better.

Co-Founder Jerold Hall said the Pensacola EggFest team feels blessed to be able to put on this charity barbecue party every year.

“People ask us why we do Pensacola EggFest and we say, ‘we GET to do this.’” said Hall. Meaning, we can leverage a hobby we enjoy which benefits those in need. For us it’s simply a love of cooking and the joy of channeling that outpouring back to our communities.”

PENSACOLA BEACH LIFEGUARDS HOSTING TRYOUTS MARCH 18

Pensacola Beach Lifeguards will host a tryout on Saturday, March 18 at 1 p.m. for individuals looking for a challenging, rewarding and exciting job with a starting pay of $18.35/hour

The tryout will take place at the University of West Florida Aquatic Center, located at 11000 University Parkway, Bldg. 72. Applicants are asked to arrive at least 15 minutes early and to bring all relevant certifications to the tryout event.

Position requirements for employment include the following:

• Able to swim 600 yards in a pool in 10 minutes or less

• Able to run 1.5 miles on a track in 12 minutes or less

• Be at least 16 years old

Possess a valid driver’s license Attending and passing a tryout is required to be considered for employment. If you pass the physical tests in the allotted time and meet all of the other requirements, you will be scheduled for an interview. If selected to be hired, you will receive paid training. Training includes, but is not limited to, successfully passing 80 hours of open water training and emergency medical training.

Santa Rosa County Animal Shelter has launched Kennel Sponsorships, a fundraising effort to help with medical care, foster support, microchip and rabies clinic, spay/ neuter programs, and community outreach.

“As many in the community may already know we’ve had some pricey medical expenses for some of the animals in our care, and caring for animals, in general, can be very expensive,” said Randy Lambert, Animal Services Chief. “We are launching this initiative to not only help raise funds for our community’s most vulnerable animals but also help promote our generous sponsors.”

Kennel sponsorships range from $150500, depending on if it’s a cat or dog kennel, and where the kennel is located in the shelter. Sponsors will get personalized signs on their chosen kennel for one year (March 1, 2023 to February 28, 2024). Businesses and individuals are welcome to personalize signs with business information or in honor/memory of a loved one/pet.

DESANTIS, LEGISLATIVE LEADERS BACK LAWSUIT LIMITS

TALLAHASSEE — Targeting what Gov. Ron DeSantis called a “cottage industry of litigation,” DeSantis and legislative leaders Tuesday said they will pursue potentially far-reaching changes that would help shield businesses from costly lawsuits.

“If somebody is harmed, you go, you should be able to get compensated,” DeSantis said during an appearance in Jacksonville with Senate President Kathleen Passidomo and House Speaker Paul Renner. “But I think what our system has done is, you’ll have a situation, someone’s really not liable, but you know if you bring a suit, it’s going to be more expensive to defend the suit. So you (the defendant) have an incentive, as kind of a cost of business, to just do a settlement because that will be cheaper than hiring lawyers to prove your innocence. The problem with that is that those costs get added on to everything that we do.”

Detailed bills had not been filed as of Tuesday afternoon, but an outline from DeSantis’ office indicated the proposals will include some changes that business, insurance and health-care groups have long wanted. Lawmakers are expected to take up the issues during the annual legislative session, which will start March 7.

As an example, the outline from DeSantis’ office included eliminating what are known as “one-way attorney fees” across all lines of insurance. One-way attorney fees require insurers to pay the attorney fees of plaintiffs who successfully file lawsuits.

Lawmakers during a December special session eliminated one-way attorney fees to try to help financially struggling property insurers. But insurance lobbyists also have been calling for eliminating one-way fees in cases involving such things as auto-accident claims.

“We’re just going to take what we did in December and we’re going to apply it to all insurance issues, all litigation in Florida,” Passidomo, R-Naples, said during the appearance at Kenworth of Jacksonville, a truck dealer.

Major business groups quickly backed the announcement by DeSantis and the legislative leaders, with Florida Chamber of Commerce President and CEO Mark Wilson saying the state’s “bottom five legal climate is hurting local businesses.”

The parents of a victim of the 2018 mass shooting at Marjory Stoneman Douglas High School urged the Florida Supreme Court on Tuesday to take up a case about a potential lawsuit against gun maker Smith & Wesson and a store that sold a semi-automatic rifle used in the attack. An attorney for Fred and Jennifer Guttenberg filed a 15-page brief seeking Supreme Court review of a decision last month by a panel of the 4th District Court of Appeal. The Guttenbergs, whose 14-year-old daughter, Jaime, was among 17 students and faculty members killed at the Parkland school, have considered filing a lawsuit against Smith & Wesson and Sunrise Tactical Supply. But as a precursor, the Guttenbergs sought a ruling about whether a state law shields gun makers

CATALYTIC CONVERTER THEFTS TARGETED

Florida lawmakers are moving forward with proposals to crack down on thefts of vehicle catalytic converters, which are valuable because they include sought-after precious metals. The House Criminal Justice Subcommittee on Wednesday voted 17-1 to approve a catalytic converter bill (HB 185), sponsored by Rep. Fred Hawkins, R-St. Cloud. The Senate Criminal Justice Committee on Tuesday approved a similar measure (SB 306), sponsored by Sen. Jim Boyd, R-Bradenton. Citing National Insurance Crime Bureau reports, a House staff analysis said cata -

ciated Industries of Florida President and CEO Brewster Bevis said in a separate statement.

Making the changes, however, would likely spur heavy debate. Plaintiffs’ attorneys and many Democratic lawmakers argue that trying to limit lawsuits and legal fees will unfairly affect injured people.

Curry Pajcic, president of the Florida Justice Association plaintiffs’ attorney group, released a statement Tuesday that said the “rights of every Floridian are under assault by insurance companies and corporate elites who think they can dictate which rights should be preserved and which can be tossed aside.”

“Justice is the only thing preventing the insurance industry from taking over our state, limiting our freedom and irreparably decimating the rights of our neighbors, family and friends,” Pajcic said. “The FJA (Florida Justice Association) opposes any legislation that takes away the rights of Floridians to hold others responsible and accountable when they harm you or your family. We hope Florida lawmakers will look closely at what they are being asked to do with this legislation and choose to protect Floridians’ rights and keep Florida free.”

Debates about limiting lawsuits, an issue known by the shorthand term of tort reform, flare every year. But business groups see an opportunity this year because of backing from DeSantis, Passidomo and Renner, R-Palm Coast. Renner replaced former House Speaker Chris Sprowls, who was widely viewed as friendly to plaintiffs’ attorneys.

During the event in Jacksonville, Renner described the changes as bringing “balance” to the legal system. Renner, DeSantis and Passidomo are all attorneys.

“We’re going to bring things back into balance so the ball is going down the middle of the fairway for everybody,” Renner said.

In addition to eliminating one-way attorney fees, the outline from DeSantis’ office indicated the package will include:

— Eliminating attorney fee “multipliers,” which in certain cases can add to the amounts awarded in fees paid to plaintiffs’ lawyers.

— Making changes to “bad faith” laws. Generally, bad-faith lawsuits allege that insurers did not properly settle claims and can be costly if insurance companies lose.

— Addressing damages when defendants are only partially at fault.

— Making changes related to information provided about such things as health-care reimbursement costs in medical-malpractice cases.

HOUSE PANEL TARGETS CONSTITUTIONAL AMENDMENTS

TALLAHASSEE — Florida lawmakers Tuesday began moving forward with a ballot proposal that would make it harder to change the state Constitution and another that would expand a property-tax break.

The House Ethics, Elections & Open Government Subcommittee approved a proposal (HJR 129) that seeks to require approval from 66.67 percent of voters to amend the Constitution, up from the current 60 percent. Earlier, the House Ways & Means Committee approved a proposed propertytax change directed at low-income seniors.

Rep. Rick Roth, a West Palm Beach Republican who is sponsoring the proposal to make it harder to change the Constitution, said that “for Americans to remain free and be protected from our own government, we must hold our U.S. and Florida Constitution as sacred.”

“I think we can all agree that the legislative process is superior to our constitutional amendment process, because it brings more facts, more resources,” Roth said. “Once a constitutional amendment is on the ballot, we can’t amend it. We can’t debate it.”

Under Roth’s proposal, repeal of prior changes to the Constitution would not require approval of 66.67 percent of voters. Repeal efforts would be subject to the same requirements that were in place when the amendments initially passed.

In the past, amendments could be approved by a majority of voters. But in 2006, that was upped to 60 percent.

Last year, three proposed constitutional changes — involving homestead property taxes, property assessments and a repeal of the state Constitution Revision Commission — did not get the required 60 percent support to pass.

If lawmakers approve Roth’s proposal during the legislative session that starts March 7, it would go on the 2024 ballot because it, in itself, would require changing the Constitution.

Critics of Roth’s proposal contend, in part, it would make it easier for small groups of opponents to scuttle proposed constitutional amendments.

That is particularly important, they have argued, because part of state law could force them to pay attorney fees and other costs if they pursue a lawsuit and ultimately find out that the gun businesses were shielded. A Broward County circuit judge and the appeals-court panel rejected the Guttenbergs’ request for such a ruling known as a declaratory judgment. The appeals court said issuing what would amount to an advisory opinion “violates the requirement that a justiciable controversy exist.” But in Tuesday’s brief, attorney Stephen Rosenthal urged the Supreme Court to take up the issue. “The Fourth District’s decision conflicts with decisions from this (Supreme) Court holding that in order for a court to have jurisdiction to issue a declaratory judgment, the plaintiff need not have violated a statute or exposed himself to the threatened harm,” Rosenthal wrote. The brief was filed on the fifth anniversary of the mass shooting.

House Minority Leader Fentrice Driskell, D-Tampa, said Monday the proposal would eliminate a “critical path” for Floridians to make changes in government.

“The constitutional amendment process allows people who may have a minority opinion to take their idea to the open market and see if they can get the support of the people to get it passed,” Driskell said. “And especially in a state like Florida, where Republicans have had such a strong hold on our government for decades, it can be very difficult to get big sweeping policies passed.”

Supporters of the proposal said that as Florida grows, it should become more difficult for special-interest groups to change the Constitution.

“The reality is, folks, one person, a small group of people with an awful lot of money can make a very damaging change to the Constitution,” Rep. Jeff Holcomb, R-Spring Hill, said.

Roth backed similar legislation the past three sessions. His 2021 proposal got through committees but was not taken up on the House floor.

The Ways & Means Committee, meanwhile, backed a ballot proposal (HJR 159), filed by Rep. David Borrero, R-Sweetwater, (HJR 159) that would increase an existing homestead property-tax exemption for lowincome seniors who have lived in their homes for long periods of time.

The state Revenue Estimating Conference projects local governments statewide would see revenues drop a total of $5.7 million annually if Borrero’s proposal is approved by voters.

Another proposed property-tax change is slated to go before the Senate Community Affairs Committee on Wednesday.

That proposal (SJR 122), filed by Sen. Bryan Avila, R-Miami Springs, would cap annual increases in assessed property values at 2 percent or the change in the Consumer Price Index, whichever is lower.
