F

or many of us, February conjures up images of pink and red hearts, romance and corny valentine cards, but for us Pensacolians February marks the start of cosplay contests, celebrity guests, themed parties at your favorite downtown venues and of course, loads of fun. It’s time for Pensacon!

Each year in February, more than 30,000 people gather in downtown Pensacola to experience the three-day fan extravaganza we call Pensacon. From sci-fi, fantasy and horror to comics, anime, gaming and more, this all-inclusive pop culture convention provides a welcome step away from reality. At Pensacon, fans of just about any genre are able to come together and bond over their shared interests and hobbies. So, whether you’re into superheroes, cult classics or cosplay, this is your chance to get your geek on. Pensacon 2022 will be held Friday, February 18 through Sunday, February 22 at the Pensacola Bay Center in downtown Pensacola. With a jampacked line up featuring more than 100 actors, artists, writers and other professionals from various entertainment media, there’s a little bit of something for everyone to enjoy. “I think this may be our biggest lineup yet, with so many big-name guests and so much entertainment planned throughout the weekend. There’s a little something for everyone to enjoy,” Pensacon’s Director of Marketing and Guest Relations, Julio Diaz said. One of this year’s most anticipated celebrity guests is Giancarolo Esposito, most known for his Emmy-nominated roles as the villainous Moff Gideon in the hit Star Wars spinoff series, The Mandalorian, and as Gus Fring on the acclaimed drama Breaking Bad and its spinoff, Better Call Saul. Other widely known roles include Stan Edgar in The Boys, the voice of Lex Luthor in the animated superhero TV series Harley Quinn and Adam Clayton Powell Jr. in Godfather of Harlem.

Other featured celebrity guests will include Star Trek legend George Takei; The Suicide Squad cast members Michael Rooker, Sean Gunn and Steve Agee; 1980s movie icon Judge Reinhold known for roles in Fast Times at Ridgemont High, Beverly Hills Cop and The Santa Clause; Harry Potter, Game of Thrones and Doctor Who star David Bradley; Dylan McDermott, star of American Horror Story, The Practice and Law & Order: Organized Crime; Jaws movie icon and actor Richard Dreyfuss; Supernatural stars Kim Rhodes, Samantha Smith and Briana Buckmaster; Mighty Morphin Power Rangers stars Amy Jo Johnson, Johnny Yong Bosch and David Yost; Orange is the New Black series star Taryn Manning; and American Pie star Tara Reid; Sons of Anarchy and The Walking Dead star Ryan Hurst and many more. “We’re so thrilled to have what I believe is our first Oscar winner, the legendary Richard Dreyfuss, as well as Star Trek icon George Takei, appear at our show, and the incredible Giancarlo Esposito of The Mandalorian and Breaking Bad, plus old friends like the amazing Michael Rooker returning,” Diaz said. Ticketing, celebrity autographs, photo ops and the vendor floor will be held inside the Bay Center. The Poseidon’s Bay area, located in the back parking lot of the Bay Center, will open up one hour prior to the main event each day and will feature live entertainment, games, food, vendors, cosplay photos and activities throughout the weekend. While Pensacon is primarily headquartered at the Pensacola Bay Center, official event festiv-

ities will also be held at multiple venues throughout downtown Pensacola, including the Rex Theatre, The Center (formerly known as the Pensacola Cultural Center, home to the Pensacola Little Theatre), Pensacola Museum of Commerce, De Luna Event Space and more. “Pensacon is also an official event partner for the Pensaconthemed Gallery Night scheduled for Friday, February 18 and will provide entertainment programming on the Gallery Night stage and throughout the downtown streets during the street party,” Diaz said. Off icial Pensacon events will also take place on Saturday night (Feb. 19) at the De Luna Event Space in downtown Pensacola. The evening will kick off with the Zarzaur Law Costume Contest, which is typically one of the most attended events of the weekend. Immediately following the costume contest, will be a huge 90s-themed party featuring host Joey Fatone of *NSYNC as well as a special performance by

Rapper Young MC, most known for his popular 90s hit, Bust a Move. “We also partner with numerous bars and restaurants throughout downtown Pensacola to host themed celebrations and offer food and beverage specials throughout the weekend,” Diaz explained. “Consult the Pensacon program guide, the Pensacon app or our website for the full lineup of official Pensacon events.” The Pensacon Short Film Festival will also return as part of this year’s official event line up, featuring films produced by more than 50 filmmakers from across the world. As part of the convention, films will celebrate science fiction, horror, fantasy, comic books, pop culture, animation and documentaries. The film festival will consist of multiple short film screening sessions grouped by genre or special interest. Screenings will be held throughout the weekend and will include special sessions for families as well as sessions showcasing local independent filmmakers from the Gulf Coast. Attendees will also have the opportunity to participate in a short Q&A with the filmmakers at the end of each screening session. KRIS STULTZ SELECTED AS NEW CITY OF PENSACOLA ARBORIST Kris Stultz has been selected as the new Arborist for the City of Pensacola, bringing more than 40 years of arboriculture experience to this newly created position at the city. In his role as the city’s Arborist, Stultz will be responsible for managing the city’s tree ordinance and any other tree related activities, including planting, maintenance and removal of trees located within the city. Stultz joins the city from Apogee Tree Consultants, LLC., where he most recently served as a Consulting Arborist. His first day with the City of Pensacola is Monday, Feb. 7. Stultz said the city’s Arborist position appealed to him because he is ready to transition from working for corporations to a job that gives him more opportunities to make a positive impact. “I’m looking forward to making a difference and helping with the sustainability of the City of Pensacola’s urban forest,” Stultz said. “This phase of my career, I’m looking to leave a legacy and to do something that’s for the public and for the long term. When you have a position in the urban environment, it’s more about preservation, sustainability, and long-term beautification of the environment.” In addition to his extensive arboriculture experience, Stultz is one of only seven International Society of Arboriculture Board Certified Master Arborists/American Society of Consulting Arborists, Registered Consulting Arborists in the state of Florida, and the only arborist with his credentials in the Panhandle. Stultz has spent many years as a professional tree climber, also serving as a judge and a setup team member for the Florida State Tree Climbing Compe-

tition for the past 20 years. He learned much of his trade in the Northeast, but fell in love with Florida after moving to the state about 20 years ago. Stultz said his specialty is tree structural mechanics, including risk assessment and studying what causes trees to fall apart. When it comes to finding a balance between development and tree preservation, Stultz said there are often other options to removing trees completely – although there are times when removal is the best option. “I find that a lot of trees that are removed didn’t need to be removed,” Stultz said. “If you’re looking at it as a give and take, it’s more give than it is take. There’s a lot that can be done to preserve trees that just isn’t done because people just don’t know. But there’s a delicate balance, because trees have a limited lifetime, just like people.” As the city’s Arborist, Stultz will work under the direction of the City Engineer, Public Works and Facilities Director and Deputy City Administrator to evaluate and maintain trees located in city parks, street rights of way and cityowned property. Stultz will also perform comprehensive tree maintenance activities, including diagnosing tree defects, nutritional deficiencies and other problems in order to determine and implement remedial measures. “I’m very excited to have Kris Stultz join the City of Pensacola in this new position, and I look forward to seeing how his arboriculture knowledge can benefit our trees as the city continues to grow and develop,” Mayor Robinson said. “We are incredibly fortunate to have his expertise as one of the few Master Arborists in the state right here in Pensacola.”

HOUSE PLAN COULD CUT STUDENT GRANTS RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE — Calling the plan “punitive,” leaders of Florida’s private colleges and universities are crying foul about a House proposal that could link the amount of money students get from a state-backed grant program to their schools’ performance. The House plan is included in a bill (PCB HEA 22-01) aimed at implementing a proposed $8.9 billion highereducation budget. Part of the bill that has generated controversy in preliminary House budget talks involves proposed changes to what are known as Effective Access to Student Education, or EASE, grants. The nearly $114.9 million program essentially functions as a higher-ed voucher program, providing tuition assistance to full-time undergraduate students at private institutions. Currently, the roughly 40,500 students who qualify for the grants receive $2,841 in tuition aid annually. House Higher Education Appropriations Chairman Rene Plasencia, R-Orlando, on Thursday briefed lawmakers on his panel about a proposed “tier-based structure” for issuing the grants. The structure would determine the amount of money students would receive based on how many of five “benchmarks” that institutions meet. The benchmarks would serve as a ranking system for the institutions. For instance, one benchmark would be met by a school having an “access rate” of 53 percent, based on the percentage of students who qualify for a needbased Pell grant. A graduation rate of 53 percent, a retention rate of 68 percent and a postgraduate employment rate of 51 percent are other benchmarks considered in the proposed formula. “Institutions in Tier 1, meaning they meet all five benchmarks, will receive an incentivized award amount of $4,000 per student. Institutions in Tier 5, meaning they only meet one or none of the benchmarks, will not receive an award,” Plasencia explained. The total increases and decreases in awards would result in a net reduction to the program of $6.8 million a year, he said. Bob Boyd, president of the Independent Colleges and Universities of Florida association, said that the House plan could result in 6,421 students at nine

COVID-19 HOSPITALIZATIONS CONTINUE FALLING NEWS SERVICE OF FLORIDA STAFF The number of Florida hospital inpatients with COVID-19 continues to drop. The U.S. Department of Health and Human Services posted data Monday that showed 7,316 Florida inpatients had COVID-19, down from 9,015 a week earlier and 10,794 two weeks earlier. The data Monday also showed that 1,174 patients with COVID-19 were in intensive-care units, down from 1,346 a

private institutions getting their current grant amount cut in half or receiving no aid at all. “These metrics will take money away from students and hurt students in the next school year. So, this is not taking money away from students after looking at data or doing some kind of phasein. These are students who could drop out of their nursing program or teaching program starting in August,” Boyd told The News Service of Florida in an interview Friday. Under the proposed system, students with exemplary academic standing could lose their tuition aid because of metrics imposed on their schools, Boyd said. The plan comes at a time when the state is grappling with an ongoing shortage of nurses and teachers. Boyd said that 25 percent of all nursing and teaching degrees in Florida come from independent colleges and universities. “So, if you need to produce more nurses, the last thing you should be doing is cutting EASE,” he said. Florida Chamber of Commerce lobbyist Anna Grace Lewis spoke in opposition to the House plan during Thursday’s committee meeting. “The Florida Chamber recognizes that ICUF universities play a very important role in our state, and we do acknowledge and share some of the concerns voiced today about the EASE grant,” she said. Private institutions that serve a majority of minority students could also suffer adverse impacts. Rep. Travaris McCurdy, D-Orlando, asked Plasencia if students at some of the state’s Historically Black Colleges and Universities, or HBCUs, could have their grants decreased. There are three such institutions in the ICUF system. “With the HBCUs (Historically Black Colleges and Universities), it’s no different than any of the other institutions. They’re going to be measured based on the same performance metrics, and they’ll have to compete based on those metrics,” Plasencia said. Based on performance in the current academic year, students attending one of the HBCUs would see no change in funding under the House plan, while students at two others would get half of the funding they currently receive, Plasencia said. The Senate, meanwhile, is mulling a plan to increase the EASE grant award amounts to $3,000 per student.

Michael Rubin, president and CEO of the Florida Ports Council, said the TPM conference is a chance to further “take advantage of a national discussion” and build on years of investments Florida has made in its port system. The conference will come after the industry publication Logistics Management reported last week that experts estimate the pressure on global supply chains will continue until “the second half of the year at the earliest.” “Above all, the consensus is that the pressure on the ocean freight market will continue in 2022, and freight rates are unlikely to fall back to pre-COVID levels,” Logistics Management reported. “Capacity problems and congestion in the ports will continue to combine with strong global demand in the consumer goods sector.” While other ports along the Atlantic and gulf coasts have also increased efforts to attract more cargo as e-commerce consumer demand has risen during the pandemic, Florida officials believe their approach is different by selling the 14 ports from Pensacola to Key West to Fernandina Beach as a single unit rather than highlighting individual facilities. “It’s really a Florida’s-ports-first system, regardless as to whether it is JAXPORT, Port Tampa, Miami, Everglades, Panama City, let’s get it into the state first,” Daniels said. “If we can’t handle it in one port, for one reason or another, let’s make sure that we get it

A bill that would allow local governments to restrict smoking at beaches and public parks could be changed to exclude cigars and pipes. Senate sponsor Joe Gruters, R-Sarasota, filed an amendment Friday that would prevent cities and counties from restricting “the smoking of cigars that do not contain a filter or a plastic tip or the smoking

That would be up from $110 million in the current fiscal year, which will end June 30. An additional $56 million in both chambers would be directed toward rail development, up from $40.4 million in the current plan. As part of his proposed budget, Gov. Ron DeSantis requested $117.3 million for seaport infrastructure improvements. Lawmakers in the coming weeks will negotiate a final budget for the 20222023 fiscal year, which will start July 1. In July, the Florida Department of Transportation spread $250 million from the federal American Rescue Plan Act stimulus plan, with the largest chunks going to Port Canaveral at $72.2 million; PortMiami at $66.9 million; and Port Everglades at $58.26 million.

TALLAHASSEE — As a federal judge weighs the constitutionality of an elections law passed last year, the Florida House on Thursday started moving forward with a new proposal that includes adding steps for voting by mail and creating a state office to investigate alleged elections fraud. The House Public Integrity & Elections Committee voted 12-6 to approve the proposal (PCB PIE 22-03) after a debate that echoed fights surrounding the 2021 law. Democrats argued the bill would make it harder for people to cast ballots. Republicans argued it is needed to help curb fraud. But with the Senate Ethics and Elections Committee also approving the Senate version (SB 524) of the bill this week — and Gov. Ron DeSantis pushing for changes — it appears likely that the Republican-controlled Legislature will pass such an elections measure in the coming weeks. “The question we need to ask is how much fraud are we willing to tolerate in an election?” Rep. Blaise Ingoglia, a Spring Hill Republican and former state GOP chairman, said during Thursday’s meeting. “For this state, representatives, zero. And we always need to strive to have the least amount of fraud as possible with the most access as possible in elections. That is the recipe for success.” But Democrats said proposed changes in vote-by-mail ballots would cause confusion, particularly for people such as seniors. Rep. Geraldine Thompson, D-Windermere, also said the bill ties back to former Republican President Donald Trump’s loss in the 2020 election to Democrat Joe Biden, though Trump won in Florida. “I think we just have to call this what it is,” Thompson said. “It’s part of a nationwide, orchestrated effort to make it more difficult for people to vote because there was dissatisfaction with the outcome of the 2020 election. That’s what this is.” The renewed legislative battles began playing out as Chief U.S. District Judge

Numerous voting-rights organizations filed lawsuits contending that the law, which focused heavily on changes to the vote-by-mail system, is unconstitutional. Walker, who is based in Tallahassee, began the trial Monday. The new bills include adding requirements for people who vote by mail. Democrats outnumbered Republicans in mail-in voting during the 2020 elections. Under the bills, people voting by mail would be required to write in a designated space the last four digits of their driver’s license numbers, state identification-card numbers or Social Security numbers. Supervisors would compare the numbers to registration information. Also, people who vote by mail would have to use an additional envelope. Another part of the bills would create an “Office of Election Crimes and Security” in the Department of State. The office, in part, could initiate inquiries and conduct preliminary investigations into allegations of election-law violations. In addition, the bills would require county elections supervisors to scour voter-registration rolls at least once a year, which would be more frequent than the currently required every other year. The bill also would set additional requirements for supervisors about issues such as confirming addresses. Rep. Cord Byrd, R-Neptune Beach, said Florida had a successful election in 2020, but that doesn’t mean it was “perfect.” “We do have dirty rolls,” Byrd said. “Every state has dirty rolls. There are people on the rolls that should not be there, and we are adding provisions to ensure that our rolls are as accurate as possible.” Rep. Dan Daley, D-Coral Springs, said everybody agrees they want “free and fair” elections. But he questioned moves such as a new office to conduct investigations. “My concern is creating this whole new entity at taxpayer expense when the system seems to be working today,” Daley said.

TALLAHASSEE — A challenge to a controversial state law that bans transgender females from participating on girls’ and women’s sports teams has been put on hold while another Florida case plays out in a federal appeals court. U.S. District Judge Roy Altman last week issued a stay in the challenge filed on behalf of a Broward County transgender girl who is in middle school. The lawsuit contends that the ban, passed by lawmakers last year, is unconstitutional and violates a federal law known as Title IX, which prohibits discrimination based on sex in education programs. Altman, a judge in South Florida, said in his order that the lawsuit will remain on hold until after a decision by the 11th U.S. Circuit of Appeals in a case filed by a transgender male student who was prevented from using boys’ bathrooms at a St. Johns County high school. The full Atlanta-based appeals court is scheduled to hear arguments Feb. 22 in that case, which has drawn national attention and is slated to include arguments by the U.S. Department of Justice on behalf of the student, Drew Adams. In his stay of the lawsuit about transgender athletes, Altman wrote that the parties had submitted briefs that extensively discussed the constitutional equalprotection and Title IX issues in the Adams case. “We share the parties’ (apparent) conclusion that the Eleventh Circuit’s en banc (full court) decision in Adams may materially affect the result in our case,” Altman wrote in the order. The law about transgender female athletes was one of the most-controversial issues of the 2021 legislative session, with the state saying in an August court document that it was aimed at helping ensure athletic opportunities for females who want to play interscholastic or college sports. “Men’s and women’s athletic teams, separated by sex, are more than a long-

standing social custom; they protect and foster the equal opportunity of girls and women to participate in athletics,” the document said. “Courts have long accepted that boys and men are physiologically different from girls and women, and that male athletes, if permitted to compete with, would displace and exclude female athletes.” But the lawsuit, filed in June on behalf of a student identified by the initials D.N., said the law (SB 1028) is “part of a wave of anti-transgender bills” across the country and would “stigmatize this teenager and separate her from her peers and teammates.” The lawsuit said D.N. began hormone blockers at age 11 to stop testosterone and has started receiving estrogen and that she plays soccer and volleyball. “SB 1028, ironically titled the ‘Fairness in Women’s Sports Act,’ has nothing to do with fairness or equality for girls or women in sports,” the lawsuit said. “By excluding transgender girls and women from girls’ sports teams and forcing them, if they want to play sports at all, to join a team that matches neither their gender identity nor their current physical status, the bill discriminates on the basis of sex and transgender status in violation of the United States Constitution and Title IX.” The Adams case, which involves a St. Johns County schools’ policy about bathroom use, has drawn briefs on each side from 40 states and the District of Columbia, along with the U.S. Justice Department’s participation. Adams and his mother filed the lawsuit in 2017 after St. Johns County’s Nease High School required him to use a gender-neutral, single-stall bathroom or girls’ bathrooms. A U.S. district judge sided with Adams in the dispute, leading to the St. Johns County School Board taking the case to the appeals court. A panel of the court ruled in favor of Adams in July, but the full court subsequently vacated the ruling and said it would hear the case.
