he Escambia-Santa Rosa Bar Association (ESRBA) recently held its annual installation banquet. Judge Linda Nobles conducted the installation of the 2022–2023 Executive Council and Young Lawyers Division (YLD) off icers and members. The association also recognized several of its members for their service to the profession and community.

Established in 2021, the award is bestowed to an ESRBA member whose dedication to civility, professionalism, and ethics exemplifies the character, commitment to the profession and to the administration of justice of Judge Ross Goodman, the inaugural recipient. SEVENTH ANNUAL FISH TO FORK CULINARY WEEKEND RETURNS TO OMNI AMELIA ISLAND RESORT IN FALL 2022 Omni Amelia Island Resort brings its beloved, annual Fish to Fork culinary weekend back to the destination this September 29 – October 2, 2022, after a two-year hiatus. The highly anticipated return of this culinary competition features a star-studded chef lineup, including Top Chef alums, each bringing their own unique styles and flavors to the event’s festivities. With sweeping views of the Atlantic Ocean and beautiful tree canopies as a backdrop, the weekend will offer an unmatched foodie experience, with true dock-to-dish specialties in a fun and interactive atmosphere. The weekend culinary event takes attendees through a gastronomic experience that culminates in a final chef showdown with event guests declaring a well-deserved winner via a live vote. “Fish to Fork has become such a special event for the community and beyond over the years, and this year’s competition is slated to be the best one yet,” said Executive Chef Omar Collazo. “I am particularly excited as this will be my first year participating in the competition and we are bringing in some phenomenal chefs from the region who are sure to bring their unique interpretations to our local Amelia Island cuisine.” This year, VIP package and Weekend package guests will enjoy a Fish to Fork first, an off-site dinner at Mocama Beer Company, where they will enjoy a multicourse beer-paired dinner highlighting the distinctive brews that have made Mocama a local favorite since its opening. On Friday, September 30, each chef will embark on a fishing excursion in collaboration with Amelia Island charter captains. This is in anticipation of the Main Event on Saturday, October 1 from 6pm-9:30pm, where their catchof-the-day will be transformed into a signature dish. Later in the evening, two teams of three chefs will compete in the Team Challenge to create dishes that utilize a surprise secret ingredient unveiled before the challenge commences. During the evening, guests will taste and vote on the items prepared during both the Individual Challenge and Team Challenge to determine the winners. The competing chefs will also vote to determine the Chef’s Choice winner during a closed door tasting. This year’s competitors include:

Omar Collazo, Executive Chef, Omni Amelia Island Resort (Amelia Island, FL)

Executive Chef Omar Collazo joined Omni Hotels & Resorts in 2014, and since then has held multiple culinary positions with the brand. In 2021 he was promoted to the Executive Chef role at Omni Amelia Island Resort, where he oversees culinary operations for over 10 dining outlets and banquet functions across the resort’s 80,000 square feet of meetings and event space. Prior to joining Omni Hotels & Resorts, he spent years working alongside Chef Kenny Gilbert in Jacksonville Beach, FL. Chef Omar, his wife Carmen, and their three beautiful daughters reside in Jacksonville, and they enjoy time outdoors as often as they can. Ben Norton, Executive Chef, Husk (Nashville, TN)

Ben Norton is the Executive Chef of Husk Nashville, Music City’s outpost of Neighborhood Dining Group’s famed restaurant known for celebrating the bounty of the area with local Southern fare. Growing up helping out in the kitchen, Norton spent most his childhood in gardens, collecting fresh produce and herbs for his parents. He got his start in restaurants as a teenager, working in kitchens throughout high school in his hometown of Atlanta, GA, and hasn’t stopped since. He earned his Associates Degree in Culinary Arts from Chattahoochee Technical College in Atlanta. Following graduation, he trained under James Beard Award-winning Chef Linton Hopkins at fine-dining pioneer Restaurant Eugene. After three years as Executive Sous Chef, Norton craved a change of pace and headed to the Lowcountry to join the team at McCrady’s in Charleston, SC in 2015. First serving as Sous Chef and then promoted to Executive Chef shortly thereafter. In June 2021, Norton reunited with his Neighborhood Dining Group family as Executive Chef of Husk Nashville. Helming the restaurant’s everchanging menu, he works closely with local farmers and purveyors to source the season’s freshest ingredients in addition to utilizing the bountiful on-site garden. COMMISSIONER BENDER ACHIEVES ADVANCED COUNTY COMMISSIONER LEVEL II DESIGNATION For the second year in a row, the Florida Association of Counties (FAC) presented Escambia County District 4 Commissioner Robert Bender with the Presidential Advocacy Award for his work during the 2022 Legislative Session at their annual conference in Orange County, Fla. “Advocating on issues that are important to our community is something that I’m honored to be recognized for,” said Commissioner Bender. The FAC Presidential Advocacy Award recognizes County Commissioners who have shown exceptional leadership in advocating with FAC during the 2022 Legislative session to advance counties’ legislative agenda. Commissioner Bender was also presented with the Advanced County Commissioner Level II (ACC II) designation from the Institute for County Government (ICG) at the award ceremony. The ACC II designation signifies the Commissioner’s completion of the most senior level of comprehensive study program designed by ICG. The ACC II education program focuses on transforming counties and the state of Florida by producing strong, versatile leaders with the necessary tools to address challenges across multiple fields and governing bodies. Commissioners are given the opportunity to participate following their graduation from the Certified County Commissioners (CCC) and the Advanced County

Commissioner Level I (ACC I) program. “As the highest designation offered by ICG, commissioners are challenged to confront the most intricate and complex issues that face Florida,” shared the Institute for County Government’s Executive Director, Eric Poole. “These commissioners who volunteer to dedicate time and energy into earning this designation exemplify the quality of leaders we have on a local level in Florida.” In addition, Commissioner Bender was elected Treasurer of the ICG Board of Directors, selected as the Committee Chairman for the Florida Association of Counties Finance and Tax Policy Committee, and was re-elected to the Florida Association of Counties Board of Directors. Alongside Commissioner Bender, 12 commissioners earned the designation at the award ceremony as the third class of graduates to complete the program. Since the inception of this program, there have been 41 graduates. Founded in 1929, the Florida Association of Counties has represented the diverse interests of Florida’s counties, emphasizing the importance of protecting home rule – the concept that communities and their local leaders should make the decisions that impact their community. The Florida Association of Counties helps Florida’s counties effectively serve and represent their communities through Advocacy, Collaboration, and Education.

Raba and his family moved to the suburbs of Washington, D.C. as a political refugee when Raba was 17. Growing tired of corporate life, Raba with business partner Lane Harlan, used his creativity and family recipes to open Clavel in Baltimore in 2015. In 2017, Raba was named “Best Chef ” by Baltimore’s City Paper and in 2018, he earned a StarChefs Rising Star Chef award. In 2020, Raba together with his wife Claudia Carias, opened a non-profit jiu-jitsu gym in Baltimore, providing youth ages 6-17 jiu-jitsu training at no cost to their families/households. Jes Tantalo, Executive Chef, Redlight Redlight (Orlando, FL)

Chef Jes Tantalo will be leading the newly opened restaurant portion of Redlight Redlight, a craft beer bar and brewery in Orlando that is now opening a full kitchen. Tantalo has made numerous appearances at the bar before as a pop-up chef. Tantalo’s food will feature modern American fare with an emphasis on local seafood. Tantalo formerly worked as Chef-in-Residence at East End Market, a local food hub where she ran the commissary kitchen.

BAUER ROAD CLOSURES TO BEGIN JULY 25 Beginning July 25 at 6 a.m., Bauer Road between Sorrento Road and Gulf Beach Highway will be closed to through traffic. Closures are necessary as crews begin the ECUA Bauer and Sorrento water Main Relocation project. The project consists of the relocation of a 12-inch water main under Bauer Road as part of the Florida Department of Transportation work on Sorrento Road. Traff ic will be detoured along Sorrento Road to Gulf Beach Highway. The detour is expected to remain in effect until Aug. 1, at which time the roads will be clear for all traffic to pass

through. If other roadway closures are necessary, another notice will be issued. A formal Maintenance of Traffic (MOT) Plan was submitted and approved by the Escambia County Engineering Department on July 7. LAWSUIT TARGETS STATE OVER INCONTINENCE SUPPLIES

TALLAHASSEE — Attorneys for two women with disabilities have filed a potential class-action lawsuit alleging that Florida’s Medicaid program is improperly denying coverage for incontinence supplies. The lawsuit, filed Sunday in U.S. district court in Jacksonville on behalf of Duval County resident Blanca Meza and St. Johns County resident Destiny Belanger, contends that the state is violating federal Medicaid law and laws including the Americans with Disabilities Act. It said the state provides incontinence supplies, such as briefs, diapers and underpads, for Medicaid beneficiaries under age 21 and for certain adults, including people in nursing homes and people in what are known as Medicaid home- and community-based services “waiver” programs. But the lawsuit said the state stopped providing the supplies to Meza and Belanger after they turned 21, though they are incontinent and unable to care for themselves. The women are 22. As an example of their disabilities, the lawsuit said Meza “is diagnosed with spastic quadriplegic cerebral palsy, muscle spasticity, neuromuscular scoliosis and partial epilepsy.” “Plaintiffs are medically fragile adults each with bladder and bowel incontinence,” said the lawsuit, which also includes the advocacy organization Disability Rights Florida as a plaintiff. “As low-income Florida residents with significant disabilities, they receive their health services through Florida’s Medicaid program. Plaintiffs’ physicians have prescribed certain incontinence supplies, including briefs and underpads, as medically necessary to treat plaintiffs’ incontinence, keep their skin dry and clean, prevent skin breakdowns and infections and maintain their ability to live in the community.” The lawsuit names as a defendant Simone Marstiller, the secretary of the

VOTE-BY-MAIL BALLOTS START TRICKLING IN NEWS SERVICE OF FLORIDA STAFF The first votes of the 2022 primary elections have been cast, with 684 voteby-mail ballots returned to 41 county elections offices, according to the Florida Division of Elections. Nearly onethird of the ballots, 217, were returned in Okaloosa County. Next highest was Duval County with 76 ballots. An initial batch of vote-by-mail ballots went to people overseas and in the military. Of

Florida Agency for Health Care Administration, which operates the massive Medicaid program. The plaintiffs’ attorneys on Sunday also filed a motion for a preliminary injunction. A judge in 2010 ordered the state to provide incontinence briefs to Medicaid beneficiaries under age 21, the lawsuit said. Medicaid also provides incontinence supplies for adults in nursing facilities; adults with AIDS and a history of “AIDS-related opportunistic infection;” and adults enrolled in the state’s longterm care and iBudget waiver programs, the plaintiffs’ attorneys wrote. The iBudget program, for instance, serves people with developmental disabilities. But the lawsuit, filed by attorneys for the Florida Health Justice Project and Disability Rights Florida, said the waiver programs have long waiting lists, and Meza and Belanger receive care in their families’ homes. It also estimated that at least 96 people a year lose Medicaid coverage for incontinence supplies after they turn 21. Without Medicaid paying for the supplies, the lawsuit said Meza’s family faces $188 a month in costs, while Belanger’s family faces $200 a month in costs. The motion for a preliminary injunction said Meza’s family has “extremely limited financial resources” and that it has tried to reduce the number of times it changes her briefs to save money. “Skin impairments, including skin breakdown and skin ulcers, and infection are common secondary effects of insufficient incontinence care,” the motion said. “These impairments are caused and exacerbated by extended exposure to the waste products that Blanca will not be able to control effectively without an adequate supply of briefs and underpads. These secondary effects of incontinence will require treatment, which may include hospitalization, surgery, medications, extended specialty wound care and specialized medical equipment.”

Voters without party affiliation had returned 114, while 18 have come from people registered with third parties. Of the vote-by-mail ballots requested but not yet returned, 844,279 went to Democrats, 666,216 to Republicans, 388,233 to unaffiliated voters and 32,084 to people registered with third parties. The deadline for voting in the primaries or changing party affiliation is July 25. In-person early voting will run from Aug. 13 to Aug. 20 in most counties.

Lawmakers faced a Friday deadline for filing requests to tap into a new $80 million pot of money, called Local Support Grants, included in the state budget that took effect July 1. Gov. Ron DeSantis last month vetoed dozens of projects and programs from the budget. But the pot of money was tucked away separately in the budget, setting up a new process for lawmakers to seek tax dollars. The 747 proposals filed before the deadline seek $634.5 million and, in many cases, try to revive spending that DeSantis vetoed. Legislative leaders have released little information about the program. But the Joint Legislative Budget Commission, which is made up of House and Senate members, will have two months to decide which proposals to approve. Senate spokeswoman Katie Betta said if senators wanted to pursue money, they had to work with House members from the areas they jointly represent. As an example of the proposals that correspond to items DeSantis vetoed, Rep. Robin Bartleman, D-Weston, is seeking $10,000 for the Weston Music Society to bring in professional musicians to local elementary schools. DeSantis vetoed a similar $12,000 line item from the budget (SB 2500). On the high end, Rep. Ralph Massullo, R-Lecanto, requested $9.25 million for a 2.6-mile multi-use path leading to

DeSantis last month vetoed $187,000 for the WKGC upgrades. “During Hurricane Michael, WKGC staff sheltered in place and broadcast 24/7 directly from the County EOC … providing Bay and surrounding counties with pertinent information gathered from Florida Public Radio Emergency Network, state and county officials,” Trumbull’s proposal said. “We were the only broadcaster left on the air, and our generator ran for weeks.” Republicans, who dominate the Legislature, accounted for 540 of the proposals, totaling $498.7 million. Among those proposals were 64 measures, worth $70.2 million, that matched items vetoed by DeSantis. With 207 proposals totaling $135.85 million, Democrats made 29 requests that corresponded to $8.2 million in DeSantis vetoes.
