or the past 40 years, Manna Food Pantries (Manna) has been dedicated to fighting hunger in communities throughout Escambia and Santa Rosa Counties. The Pensacolabased non-profit organization offers emergency food assistance, services food-related needs of vulnerable populations and engages with the community at large to join the fight against hunger.

In 2021 alone, Manna distributed more than 470,000 pounds of food to 31,014 hungry children, seniors and families throughout Santa Rosa and Escambia Counties. Through its pantries, generous partners and dedicated volunteers, Manna’s healthy food distribution footprint stretches far and wide across Northwest Florida. As a non-profit organization, Manna relies solely on grant funds, donations and year-round fundraising to continue its mission. On March 25 from 6 to 8 pm at the Pensacola State College Lou Ross Gymnasium (Bldg. #3), Manna will host its largest annual fundraiser, The Clover Pick A Bowl Fill A Bowl. The 2022 event will mark the 15th year the event has been hosted. The event will feature local art and food, with all

proceeds directly supporting Manna Food Pantries. At the fundraiser, guests will enjoy art created by local talent and food from various restaurants around Pensacola. At the event, guests choose a clay bowl designed by a local artist. Each bowl is handcrafted and unique with variance in colors and sizes. The bowls are designed by artists from the First City Art Center and Pensacola State College. After picking a bowl, guests will have a chance to sample various soups and foods from local restaurants. WEST DESOTO STREET TO CLOSE FOR CONSTRUCTION Beginning March 10 at 7 a.m., West Desoto Street will be closed to through traffic from North “Z” Street to Grandview Street. Closures are necessary so crews may install new sewers in the neighborhood. This is a four-month long project. During this time, traffic will be detoured to West Gonzalez Street. The detour is expected to remain in effect until until July 6, 2022, at which time the roads will be clear for all traffic to pass through. If other roadway closures are

DESANTIS REITERATES VETO VOW ON REDISTRICTING JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — Gov. Ron DeSantis on Monday reiterated his intention to veto a congressional redistricting plan that he contends is unconstitutional. Lawmakers, who passed the plan this month, have not formally sent it to DeSantis, and congressional redistricting is now the subject of two lawsuits. DeSantis said discussions are needed on the next steps for the once-a-decade reapportionment process, which could include calling lawmakers back for a special legislative session. “We will lay out a lot of the objections that we have, like we had previously, but I think we’ll do an even more thorough crafting,” DeSantis said of his anticipated veto message, as he appeared Monday in the Capitol’s 4th floor rotunda to mark the end of the 2022 regular session. DeSantis, who has pushed his own map designs, contends, at least in part, that a sprawling North Florida district is unconstitutional and should be condensed into the Jacksonville area. DeSantis also argues the way state lawmakers have interpreted the “Fair Districts” constitutional amendments, which voters passed in 2010 to prevent gerrymandering, doesn’t comply with the U.S. Constitution. “My view is, you know, let’s do it in a way that is going to be consistent with both documents,” DeSantis said. “But, we’ll get there. We’ll make that work and we’ll figure it out.” Lawmakers have speculated DeSantis is trying to set up a challenge to the Fair Districts amendments and to the federal Voting Rights Act. Senate Reapportionment Chairman Ray Rodrigues, R-Estero, declined to comment on DeSantis’ intentions on Monday. “We’ll see what the action is and circle back after that,” Rodrigues said. When the Senate approved a House

AT&T CHALLENGES PSC ON POLE RULE NEWS SERVICE OF FLORIDA STAFF AT&T is challenging a Florida Public Service Commission plan for regulating the use of poles owned by telecommunications companies and electric utilities. The challenge, filed Friday at the state Division of Administrative Hearings, is rooted in a decision last year by state lawmakers to give the commission authority to regulate “pole attachments,” including overseeing rates that companies charge each other for putting equipment on poles. AT&T, which owns more than 470,000 poles in the state and attaches wires, cables and other equipment to more than 640,000 electric-utility poles, filed the challenge after the

congressional redistricting plan on March 4, Rodrigues noted that gubernatorial vetoes typically include letters that can provide guidance about how proposals should be changed. Trying to satisfy DeSantis, lawmakers passed an unusual plan that included a primary map and a backup map. The primary map takes a similar approach to a map DeSantis crafted to revamp Congressional District 5, which stretches from Jacksonville to west of Tallahassee and is held by U.S. Rep. Al Lawson, a Black Democrat. DeSantis wants to concentrate the district in the Jacksonville area. The backup plan would be more in line with what the Senate originally proposed, which would keep District 5 closer to its current configuration. But while the House plan tried to move closer to DeSantis’ position, the governor vowed to veto it. Proposals pushed by DeSantis could be more favorable to Republicans than the Legislature’s plans. Meanwhile, lawsuits were f iled Friday in state and federal courts calling for judges to step in. The lawsuits say DeSantis’ veto threat jeopardizes the chances an agreement will be reached before candidate qualifying begins in June. The lawsuits, filed in Leon County circuit court and the federal Northern District of Florida, argue that it would be unconstitutional to continue using current congressional district lines if a new map does not emerge. That is because of population shifts during the past decade and Florida’s addition of one new district this year because of population growth. The federal case was filed by the groups Common Cause Florida and FairDistricts Now and voters in Leon, Gadsden, Orange, Lee and Miami-Dade counties. Nine people from Orange, Hillsborough, Pinellas, Marion, Lee and Duval counties are plaintiffs in the circuit-court lawsuit.

Public Service Commission approved a proposed rule March 1 to help carry out the law. The challenge contends, in part, that the proposed rule “fails to provide adequate standards for PSC decisions and creates significant uncertainty for the regulated community.” It also said the proposed rule does not adequately provide a methodology for determining reasonable rates. “Instead, the proposed rule leaves open the possibility that the PSC may find there are limitless ‘alternate’ rate methodologies that could be used to charge comparable communications attachers different amounts for comparable use of comparable space on the same utility pole,” the challenge said. The case has been assigned to Administrative Law Judge Andrew Manko.

APPEALS COURT OVERTURNS RULING IN 1989 MURDER JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — In a case that has drawn national attention, a federal appeals court Monday ruled against a man who served three decades in prison for a Brevard County murder that he said he didn’t commit. A three-judge panel of the 11th U.S. Circuit Court of Appeals said a federal district judge in 2018 improperly overturned the conviction of Crosley Green. While the case was pending at the Atlanta-based appeals court, Green was released from prison in 2021. Green was convicted in the April 1989 shooting death of 21-year-old Charles “Chip” Flynn, who was found with a gunshot wound to the chest in a citrus grove. Kim Hallock, who dated Flynn, said they were accosted by a man as they were parked in a secluded area of a park, robbed and driven to the citrus grove, where she fled, according to court documents. A jury convicted Green of first-degree murder in 1990, and he was sentenced to death, though he was resentenced to life in prison in 2009. In the 2018 decision, U.S. District Judge Roy Dalton Jr. granted what is known as a “writ of habeas corpus” that could lead to Green receiving a new trial or being freed. Dalton ruled that prosecutors had improperly withheld evidence about police officers suspecting Hallock in the shooting, according to court documents. The Florida attorney general’s office appealed Dalton’s ruling. In a volumi-

He presented the claim to the state courts, and they denied it on the merits.” Judge Adalberto Jordan disagreed with the main opinion’s conclusion that Green had not exhausted the issues in state courts. But Jordan nevertheless wrote that he did not think Green was entitled to relief on the issue of withheld evidence, which involved a prosecutor’s notes about the suspicions of the police officers. In his 2018 ruling, however, Dalton found the withheld evidence significant. “It is difficult to conceive of information more material to the defense and the development of defense strategy than the fact that the initial responding officers evaluated the totality of the evidence as suggesting that the investigation should be directed toward someone other than petitioner (Green),” Dalton wrote. “Thus, the withheld evidence was clearly material and the failure to disclose it was a … violation which undermines confidence in the outcome of the trial.”
