hot, new, three-day electronic music festival is bringing the heat to Pensacola with an iconic lineup featuring some of the biggest names in electronic dance music (EDM) for its inaugural spring event—Thunder Beats Music Festival.
If you have turned on the radio, watched TV, or attended a music festival in the last several years you have likely noticed DJs and producers flooding the market. What first began as an underground movement in the 1980s has grown to become the third most popular mainstream music genre in the world. There’s no doubt that EDM is coming of age, and in a big way. A new generation of music fans has begun to shift their musical gaze to the percussive sounds of house, trance, future bass, dubstep, glitch, breaks and the dozens of other trendy sub-genres that fall under the umbrella of the EDM. Filling a void across the Gulf Coast, organizers of the inaugural Thunder Beats Music Festival will host the largest EDM festival in the region featuring more than 100 artists April 22-24 at the Pensacola Interstate Fairgrounds located at 6655 Mobile Highway. Presented by locallyfounded enter tainment
company, Thunder Ranch Entertainment Holdings Group, LLC, the inaugural Thunder Beats Music Festival is set to be on par with some of the biggest festivals in the nation and promises to deliver a first-class experience. “With more than 18 years of combined experience DJing, hosting electronic dance events and managing and coordinating other major shows, my two business partners and I set out to do what has never been done before—become the first to host a large-scale EDM music festival on the Gulf Coast,” Vice President of Thunder Ranch Entertainment Group Holdings, LLC Cameron Hardison explained. “We have been planning this event for more than a year and finally brought the dream to reality in June of 2022.” Thunder Beats is pulling out all the stops for their debut edition, enlisting artists spanning genres from chill melodic house to filthy bass for a dynamic experience. The lineup features a verita-

ble who’s who in the industry, with Marshmello, Kaskade and deadmau5 set to headline. Steve Aoki, Adventure Club, Dillon Francis, Ganja White Night, RL Grime and Zomboy are among other big names making special appearances, while AIRGLO, Bobby Duque, Diskull, FREAKY, Kleøpatra, Mantis, Bonnie x Clyde and Sam WOLFE are bound to bring unique sets that festivalgoers won’t want to miss. Additionally, bass fanatics will want to be there as Autokorekt and Weird Waifu go back to back to deliver a certified neck-breaking set. The undercard is also packed with some incredible rising artists bringing fresh energy to the stage. Other regional talent is set to include Airglo; Celo; Dannytime; Dirtysnatcha b2b Rico Act; Diskull; Drinkurwater; Eddie Gold; Otica; Silentknight; Teminite; Azella; Btwubz; Charlie B; Chozen; Deer Wolf; Diced-Up; Doc Roc; Drone; Grisly; Hydcvt; JD Farrell; Kvbm; Kaventg; Loaded Gunn; Neon Tiger; Noxious; Onnoitsdopug; Rest In Pieces; Reydex; Rippa; Rudashi; Saylindz; Unicorn Fukr; Wermzer; Yokai and more. “We have brought on a team of highly-experienced enter-
tainment professionals to help us coordinate and put on such a huge event with so many technical components,” Hardison said. “ADPTV is the event company that’s coming in to help out with the set up and logistics. They brought in one of the best festival directors in the business named Ray Steinman, who has worked to organize big festivals like Ultra in Miami as well as other largescale music events throughout the world.” Organizers have also announced that deadmau5 is bringing his fan-favorite “cube” production, which recently appeared in Las Vegas as part of a high-profile residency at Zouk Nightclub. “We have gone above and beyond for the production. We have Deadmau5 bringing his entire cube v3 setup, which is really a one of a kind experience,” Hardson explained. “We also have Marshmello debuting his stage for the second time, and that thing is absolutely insane. It’s only been seen one other time at Lollapalooza.” In addition to more than 100 artists performing across three stages, Thunder Beats will also feature a variety of merchandise and food vendors, lighted fair rides, games and more. To kick-off the inaugural event, organizers will host a ticketed pre-party event on Thursday, April 21. Ticketed afterparties will also be held on festival grounds each night and will be limited to 3,500 attendees. “We will have 100 plus different vendors on-site to enhance the overall festival experience, as well as just about any type of food you can
think of ranging from pizza, Chinese and burgers to BBQ, vegan and even vegetarian options,” Hardison explained. Three-Day General Admission weekend passes for Thunder Beats Music Festival are on sale now and start at $300, plus fees. Three-Day VIP Weekend Passes are also available starting at $400, plus fees. VIP Passes include exclusive VIP access to the festival, VIP Entry, VIP-only restrooms, special VIP viewing areas, VIP bars, exclusive merch, VIP concierge services, VIP lounge and snack concessions, in addition to all general admission areas within the festival. Event organizers will also donate a portion of all festival proceeds to benefit charities such as Wounded Warrior Project. “Here in Pensacola we are a very big military town and my partners and I have family who have either served or currently serve in the armed forces, so we only saw it fitting to make sure to tie in a military charity like Wounded Warrior,” Hardison said. Thunder Beats organizers have confirmed plans to host the three-day mega EDM fest annually, with Pensacola serving as the official home base for all of the excitement. “We look forward to hosting the event right here in Pensacola year after year. We are even working on putting together an international touring concert as well,” Hardison said. Visit thunderbeatsmusicfestival.com for tickets and the most up-to-date information. PENSACOLA BEACH LIFEGUARDS RETURN TO TOWERS MARCH 1 Pensacola Beach Lifeguards will return to their towers on Tuesday, March 1, for the 2022 lifeguard season. Initially, one to three towers at Casino Beach will be staffed from 9 a.m. to 5 p.m. seven days a week, shifting from 10 a.m. to 6 p.m. beginning Sunday, March 13. As summer approaches, staffing will increase to provide coverage at up to 10 towers, including the towers at Gulf Islands National Seashore, which begin staffing Memorial Day weekend. In preparation for the 2022 season, Pensacola Beach hired 14 new lifeguards and welcomed 43 returning lifeguards to a rigorous training program, including 80 hours of open water training, emergency medical training and more. On Saturday, Feb. 26, the Pensacola Beach Lifeguards will host a tryout in an effort to bring on more qualified lifeguards. Last season, Pensacola Beach Lifeguards performed 279 rescues from drowning and 250 assists to swimmers experiencing moderate distress, also attended to 43 major medical incidents and assisted 24 patients for EMS transport. Lifeguards made contact with beachgoers 270,836 times during the 2021 season, providing information about rip currents, beach condition flags and other safety tips. “The Pensacola Beach Lifesaving team is enthusiastic about the beginning of our tower season,” said Pensacola Beach Water Safety Chief Dave Greenwood. “Our team strives in attaining our goal, which is the protect and educate the public that visits beautiful Pensacola
Beach.” Pensacola Beach Lifeguards have maintained a presence on Casino Beach throughout the winter since the 2021 season ended Oct. 18, primarily through patrol vehicles. Public Safety encourages residents and visitors to follow all Pensacola Beach rules and exercise caution when visiting the beach and swimming in the Gulf, especially when lifeguards are not present: • Follow the posted beach condition flag warnings. • Check beach conditions before you go at PensacolaBeachLifeguards. com or on the Pensacola Beach Lifeguards Facebook page. Beach conditions can also be found 24/7 at the Ask MyEscambia mobileresponsive webpage. • Know how to escape from a rip current. Watch My Escambia’s rip current video and learn how to break the rip’s grip, which can pull even the strongest swimmer out to sea. • Glass containers are not allowed on the beach. • The west side of the Pensacola Beach Gulf Pier is an alcohol-free zone. • Open containers are not allowed off the boardwalk or outside any establishment. • No alcohol can be consumed in any parking lot on Santa Rosa Island. • Dogs other than service animals are not permitted on any beaches except in designated dog parks.
CITY OF PENSACOLA CELEBRATES FLORIDA BIKE MONTH IN MARCH The City of Pensacola kicks off its celebration of Florida Bicycle Month, a time to encourage bicycling and recognize its important role in providing transportation and recreation to city residents and visitors. Mayor Grover Robinson will present an official proclamation at the Thursday, March 10 City Council meeting recognizing March as Florida Bicycle Month, and the city is participating in several events to celebrate. “Riding bicycles is a fun activity that can be enjoyed by people of all ages and skill levels, whether it’s for exercise or just recreation with your family,” Mayor Robinson said. “We are proud to join the State of Florida in recognizing March as Florida Bicycle Month, and we are continuing to work hard at the City of Pensacola to create a more bicyclefriendly community. I hope our residents will take the opportunity this month and every month to get outside and explore our beautiful city by bicycle.” To get your wheels turning for Florida Bike Month, check out Safe Riding Routes developed by Bike Pensacola and available on the City of Pensacola Parks and Recreation website. The city will also be participating in Ciclovia on Saturday, March 26, which closes several streets in downtown Pensacola to motorized traffic and opens them up for people to ride bikes, walk, run, play,
or whatever moves them. Bicyclists and drivers should always follow good safety practices and stay alert when traveling. “The city encourages all bicyclists to always be aware of their surroundings and follow the rules of the road,” City of Pensacola Transportation Planner Caitlin Cerame said. “Drivers should also watch for bicyclists and pass safely. Florida law requires that drivers allow a minimum of 3 feet between your vehicle and bicyclists when passing. Remember to share the road and demonstrate mutual respect for your fellow road users.” For those wanting to learn how to wear a helmet properly and become a certified helmet fitter, check out the helmet fitting training on Tuesday, March 8 at noon at Emerald Coast Regional Council, 4081 E. Olive Road, Suite A. Email ccerame@cityofpensacola.com to register. For safety tips and resources for Florida Bicycle Month, visit fdot.gov/bicyclesafety. For more information on bicycle and pedestrian safety, visit the Florida Department of Transportation’s AlertTodayFlorida.com and the Florida Bicycle Association website at floridabicycle.org.
BIKE PENSACOLA’S MARCH SLOW RIDE, SATURDAY, MARCH 12 oin Bike Pensacola for the most popular bike ride in town—the Slow Ride! Each month we explore the quiet, scenic streets of Pensacola’s many historic neighborhoods for a fun and leisurely ride among friends. For March our host is Mountain Film on Tour - Pensacola. Mountainfilm on Tour brings a selection of culturally rich, adventure-packed and incredibly inspiring documentary films curated from the Mountainfilm festival in Telluride, Colorado. The films will follow the Ride at Museum Plaza. Come for the Ride and stay for the films. The Ride sponsors are The Radcliff-Schatzman Group at Morgan Stanley and Mountain Film on Tour - Pensacola. Because most cyclists are “self taught,” each month we offer information about
bicycle laws, safety tips, and addressing different bicycling skills that will help keep rides safe and enjoyable. The ride will be about one hour and ten minutes long, at a casual pace. Nobody will be “dropped” or left behind. Children must be at least 10 years of age to ride their own bicycle, and ages 10 - 16 must be accompanied by an adult. No pets are allowed on the Rides. Cyclists under 16 must wear a helmet by law; ages 16 and up helmets are recommended but are not required by law. We will enjoy a ride escort by officers of the Pensacola Police Department. For much more information about the Slow Ride please visit Bike Pensacola on Facebook or call 850-687-9968 or bike@pensacolacan.org

PERDIDO KEY BEACH ACCESS #4 TO OPEN ON MARCH 4 Escambia County will host a grand opening ceremony for the new Public Beach Access #4 at 16470 Perdido Key Drive on March 4, 2022 at 9:30 a.m. The new beach access will be open sunrise to sunset and features a permeable concrete parking lot with 35 parking spots, an ADA-compliant AccessMat dune walkover and educational signage about protected wildlife. The site will add an additional 300 feet of public beach access on the western side of Perdido Key, adjacent to the Crab Trap restaurant. Escambia County District 1 Commissioner and Chairman Jeff Bergosh, who represents Perdido Key, stated: “A lot of folks have worked very hard for eight long years to see this project come to fruition—and on March 4th --this beach access will finally be available for public use! A HUGE thank you goes out to all the staff and citizens who worked to make this day a reality! This new access point will allow us to more than double the existing amount of free public beach access on Perdido Key for all the citizens of Escambia County to enjoy—which in and of itself is a remarkable accomplishment. But this is only the beginning of the work our office plans to pursue to create more free access points on Perdido Key for our citizens’ use in the years to come. I look forward to aggressively moving in that direction—but in the meantime, I look forward to utilizing this newly completed beach access #4 very frequently-- along with all the citizens
of Escambia County—and it will be open just in time for Spring Break! This is a great day for Escambia County!” The site was acquired in 2014 in part with a grant from the U.S. Fish and Wildlife Service to provide public beach access and conserve critical habitat for threatened and endangered species. It was the former site of the Sundown Condominium which was destroyed by Hurricane Ivan in 2004. The original concrete pad and building debris were removed in the summer of 2020 and the prior parking lot’s shell base was reutilized for the new public access. Funds for construction were provided by the Tourism Development Tax (TDT). The site is also home to designated Perdido Key Beach Mouse habitat and the site will be managed in accordance with the Perdido Key Habitat Conservation Plan. Fencing will prevent pedestrian and vehicular trespass into protected habitat areas, while signage will educate visitors about threatened and endangered species that utilize the site, including beach mice, nesting shorebirds and sea turtles. Escambia County would like to thank the Florida Fish and Wildlife Commission and US Fish and Wildlife service for their cooperation in the acquisition and development of the project. For more information, please contact the Office of Community and Media Relations at 850-595-1647 or email cmr@myescambia.com.

SENATORS SUPPORT TEACHER, FIRST RESPONDER TAX BREAKS JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — A proposal that would expand homestead property-tax exemptions for first responders, teachers and military members is headed to the full Senate amid questions about whether home ownership has gotten beyond the reach of many people in those occupations. The Senate Appropriations Committee on Monday backed a House proposal (HJR 1 and HB 1563) that would ask voters in November to provide an additional property-tax exemption to classroom teachers, law enforcement off icers, correctional off icers, f iref ighters, emergency medical technicians, paramedics, child-welfare services professionals, active-duty military members and Florida National Guard members. Noting the measure doesn’t provide down-payment assistance, Sen. Bobby Powell, D-West Palm Beach, called the proposal “well intentioned” but questioned the need for the additional exemption when many people in those professions “already can’t afford to live in houses.” “I find it a little bit difficult for me to vote for an additional exemption for those who already own homes, when it’s very difficult to get people inside of a home,” Powell said. The real-estate online site Zillow estimates the typical value of a midtier home in Florida is $348,732, which is 28 percent higher than a year ago. In Powell’s district, median values range from $335,548 in Riviera Beach and $354,396 in West Palm Beach to $541,210 in Palm Beach Gardens and $580,148 in Jupiter. Sen. Jason Brodeur, R-Sanford, said the proposal could make homeownership a reality. “The thought is that if they can’t
afford to live in houses, giving them an additional tax exemption may help them be able to afford it,” Brodeur said. Sen. George Gainer, a Panama City Republican who is a former longtime member of the Bay County Commission, voted against the proposal, saying it would cut revenue from local governments. The Florida Association of Counties has raised concerns it would lead to the tax burden being shifted to renters and businesses. The proposal has drawn support from the Florida Sheriffs Association, the Florida Police Benevolent Association and the real-estate industry group Florida Realtors. Approved by the House last week in a pair of 115-0 votes, the proposal has been a priority of House Speaker Chris Sprowls, R-Palm Harbor. If passed by the Legislature, the increased homestead exemption would need approval from voters because it would be a constitutional amendment. The proposal would be projected to save $80.9 million for the targeted property owners next fiscal year, with annual savings growing to $93.6 million in five years. Under current law, homeowners can qualify for homestead tax exemptions on the first $25,000 of the appraised value of property. They also can qualify for $25,000 homestead exemptions on the value between $50,000 and $75,000. Any higher property value is taxable. Under the proposal, homeowners in the targeted professions could receive an additional $50,000 exemption, which would apply to the property value between $100,000 and $150,000. The current exemption for the value between $50,000 and $75,000 doesn’t apply to property taxes collected for school districts, and neither would the proposed legislation.

SENATE BACKS BOLSTERING POLICE RECRUITING JIM TURNER NEWS SERVICE OF FLORIDA TALLAHASSEE — A proposal by Gov. Ron DeSantis to help recruit law enforcement officers from other states was picked up Monday by the Senate. The Senate Appropriations Committee approved a House measure (HB 3) that would establish a program to provide one-time payments of up to $5,000 to newly employed lawenforcement officers, set up a Florida Law Enforcement Academy Scholarship Program to cover basic-training tuition and fees for new officers and reward officers who adopt children. “As you know, law enforcement agencies across the United States have reported difficulty in attracting and retaining qualified law enforcement officers,” Sen. Ed Hooper, R-Clearwater, said. “This bill addresses that problem and assists our Florida agencies by creating new programs or expanding existing ones that will help attract and keep our officers in the community.” The proposal is ready to go to the full Senate, with less than two weeks left in the regular legislative session. DeSantis, who is running for re-election this year, has made beefing up law enforcement a hallmark of his policies through such things as the proposed bonuses. The House approved the measure in a 108-4 vote on Feb. 16. Sen. Audrey Gibson, D-Jacksonville, said she supports recruiting law enforcement officers but has concerns about background checks that will be conducted on people drawn by the proposed bonuses and the level of training that will be provided.
FRIED CALLS FOR RUSSIA DIVESTMENT AMID INVASION NEWS SERVICE OF FLORIDA STAFF
DEUTCH DECIDES AGAINST SEEKING ANOTHER TERM NEWS SERVICE OF FLORIDA STAFF South Florida Congressman Ted Deutch announced Monday he will not seek re-election in November, becoming the state’s fourth Democratic U.S. House member to decide against running for another term. Deutch, who was first elected to Congress in 2010 and represents parts of Broward and Palm Beach counties, said he will become chief executive officer of the American Jewish Committee. “In my seven terms in Congress, I have worked hard and tried to find common ground,” Deutch, a former state senator, said in the announcement. “I’m proud of my work to make our communities safer
from gun violence, strengthen Social Security and protect our most vulnerable seniors, and ensure Holocaust survivors can live in dignity. I’m proud of the many bipartisan ways we’ve come together –- to provide resources for those battling eating disorders, to help seniors at risk of fraud and to combat climate change. And in a dangerous world, I’ve worked with my colleagues to fight terrorism and rogue regimes like Iran, and to support our military and veterans, including securing recognition for heroic World War II, Korea and Vietnam heroes who had been denied the honor they deserved.” Deutch joined Democrats Stephanie Murphy, Val Demings and Charlie Crist in not seeking re-election to their congressional seats. Demings is running for U.S. Senate, while Crist is running for governor.
Agriculture Commissioner Nikki Fried called Monday for Florida to divest from Russia-tied businesses, as Russia continues its invasion of Ukraine. “Florida is a well-known hub for Russian investments, and we should do everything in our power to prevent our state’s financial activity from, directly or indirectly, aiding Russia as it wages unprovoked
TAMPA ELECTRIC MOVES FORWARD WITH FLOATING SOLAR NEWS SERVICE OF FLORIDA STAFF As state lawmakers consider a proposal to help clear the way for floating solarenergy arrays, Tampa Electric Co. said Monday it expects to have such a project operating in March. The company said it has installed solar panels on a pond at its Big Bend Power Station in Hillsborough County. The utility said half of the 3,200 solar panels would be double-sided, so they can collect sunlight reflecting off the water. “Exploring alternative solutions like this, to maximize space while
House Democrats had unsuccessfully sought to amend the proposal to require agencies to review complete employment records of new hires, including disciplinar y actions, complaints or investigations into conduct and for recruits with military backgrounds to pass psychological examinations. Hooper said the new officers would have to undergo the same background checks already in use. The House has included about $40 million in its proposed budget (HB 3) to cover different aspects of the bill, with half going to the recruitment effort. Hooper said officers must remain employed in Florida for two years with law-enforcement agencies to qualify for the money. A Senate staff analysis of the bill said the $5,000 bonus program would cost the state about $13.6 million a year, based on historical data. Under the proposal, the state Department of Economic Opportunity would develop minimum eligibility requirements for newly employed officers to get bonuses. The bill would make available $1,000 awards to cover training costs for people who are recruited. Also, officers could receive $10,000 for adopting through the state childwelfare system, with the benefit growing to $25,000 for adopting children with special needs. The House budget includes $5 million for the academy scholarship program and $3 million for the adoption provisions. The bill also would increase the base salary for each county sheriff by $5,000.
war against Ukraine,” Fried wrote in a letter to Gov. Ron DeSantis, Attorney General Ashley Moody and state Chief Financial Officer Jimmy Patronis. “We must review our state purchases and our investments, including investments with any company or institution that is on a list of Russian headquartered entities and make changes as necessary.” DeSantis, Moody and Patronis make up the State Board of Administration, which oversees state investments, including investments for the Florida Retirement System.
producing as much solar energy as possible, will play a significant role in achieving our vision of net-zero carbon emissions,” Archie Collins, president and chief executive officer of Tampa Electric, said in a prepared statement. The announcement came after the Florida House last week unanimously passed a bill (HB 1411) that is designed to boost floating solar projects on such things as wastewater treatment ponds, abandoned limerock mines, stormwater treatment ponds and reclaimed water ponds. The bill, in part, would direct local governments to make floating solar facilities a permitted use in comprehensive plans. The measure is pending in the Senate.

SEXUAL ORIENTATION, GENDER IDENTITY BILL ADVANCES IN SENATE RYAN DAILEY NEWS SERVICE OF FLORIDA TALLAHASSEE — The Florida Senate is poised to consider a controversial measure that would prohibit school instruction on sexual orientation and gender identity in early grade levels, as one Republican called on lawmakers to “soften” the bill when it is heard on the Senate floor. The Senate Appropriations Committee approved the bill (HB 1557) in a 12-8 vote along almost straight party lines. Sen. Jeff Brandes, R-St. Petersburg, voted with Democrats against the measure. The House passed the bill last week in a 69-47 vote, with six Republicans joining Democrats in opposition. The bill says classroom instruction on sexual orientation and gender identity “may not occur” in kindergarten through third-grade. For higher grade levels, the proposal calls for such instruction to be ageappropriate and developmentally appropriate as determined by state academic standards. The measure has drawn heavy opposition from groups that have repeatedly argued it singles out LGBTQ people. Dozens of people spoke in opposition to the bill Monday during an at-times tense committee meeting. “I am deeply concerned about the mental health and the physical health of the adolescents and kids that could be affected by this. I do agree that conversations should be age appropriate, but I do not agree that we should be adopting into law any discriminatory language that would single out specific people,” said Joseph Knoll, CEO of SPEKTRUM Health, an Orlando clinic that serves LGBTQ people. The measure also aims to prevent school districts from adopting policies that could “prohibit school district personnel from notifying a parent about his or her student’s mental, emotional, or physical health or well-being” or changes to a student’s services. Parents would be able to sue school districts for violations of the bill. The proposal also includes an alternative process to resolve such disputes, which would involve administrative hearings before special magistrates. Jon Harris Maurer, public policy director for LGBTQ-advocacy organization Equality Florida, expressed concern that the measure could open the door to “a new basis for sweeping litigation against school districts that will have a chilling effect on support for LGBTQ youth.” Opponents of the bill also have argued
that the changes would remove schools and teachers as a lifeline for vulnerable LGBTQ students. But Senate bill sponsor Dennis Baxley, R-Ocala, argued that children are not “wards of the state” and that parents should have control over decisions that impact their kids. “We are moving, and have been moving, in a direction of empowerment of parents. That they’re supposed to be in charge,” Baxley said. “And so, in following in that pathway, what we are finding is there are many more what I call social engineering approaches that are being done that I think go far beyond where families want to go. And that we need to pursue this (bill) in a pathway where we honor those parental rights.” Several opponents of the bill took issue with Baxley’s use of the term “social engineering.” Senate Minority Leader Lauren Book, D-Plantation, disputed that educators are teaching sex- or gender-related curriculums to young students that are inappropriate for the grade levels. Book recalled working as a kindergarten teacher. “I still remember their names and all of their favorites. What I don’t ever remember was telling my young students, ‘Don’t worry, you don’t have to pick a gender.’ I don’t remember teaching, quote, LGTBQ propaganda from secret lesson plans, and I don’t remember breaking any Florida law by telling a parent that they couldn’t review my lesson plans,” Book said. “It didn’t happen then, and it doesn’t happen now.” The committee approved the bill after rejecting a change proposed by Brandes. The change sought to prohibit school instruction on “human sexuality or sexual activity” in kindergarten through third-grade, rather than lessons on sexual orientation or gender identity. “We want to ensure that everything is captured, not just gender and sexual orientation. No sexual-natured conversation should be happening. It is not OK for 7-year-olds to be having conversations about intercourse with their teacher if it does not fall within the current standards,” Brandes said. “If the intent of this bill isn’t to marginalize anyone, let’s make sure we aren’t by passing this amendment.” After the Republican-controlled panel rejected the change, Brandes again petitioned his colleagues to consider revising the measure when it reaches the Senate floor. “Can we find a way to modify the language in such a way that our neighbors in this room don’t feel harmed? I have to believe the answer to that question is yes. The language could be broadened,” Brandes said.
PROPERTY INSURANCE PROPOSAL REVAMPED NEWS SERVICE OF FLORIDA STAFF Looking for answers as the state’s property-insurance problems mount, a Senate committee Monday approved a revised bill that includes targeting roofdamage claims that insurers blame for driving up costs. The Senate Appropriations Committee approved the measure (SB 1728), filed by Banking and Insurance Chairman Jim Boyd, R-Bradenton. The bill deals with numerous issues, but perhaps the most-controversial has been its handling of claims for roof damage. Under a change Monday, homeowners could face a new deductible for roof claims. Under the bill, that deductible could be 2 percent of the overall policy limits. The effect would be that homeowners could face higher out-of-pocket costs if roofs need to be replaced, though the deductible requirement would not apply if roofs are damaged in named hurricanes or if homes are total losses. An earlier version of the bill would have allowed insurers to sell policies that would not offer replacement coverage for roofs when the roofs are at least 10
BUDGET NEGOTIATIONS TEED UP NEWS SERVICE OF FLORIDA STAFF Budget negotiations are ready to move forward in the Florida Legislature. House Speaker Chris Sprowls, R-Palm Harbor, and Senate President Wilton Simpson, R-Trilby, announced the makeup of the various appropriations conference committees Monday, along with overall funding amounts for different sections of the 2022-2023 fiscal year budget. Bolstered by federal stimulus money and growing sales tax revenues, the House and Senate have pitched record spending plans, with the House at $105.3 billion and the Senate at $108.6 billion. Major differences include the House asking to shift $200 million away from school districts that required students to wear masks last year during the COVID-19 pandemic, while the Senate has rolled out a controversial environmental package that touches on Everglades funding. House and Senate leaders have decided to spend an over-

years old. Instead, such policies would have reimbursed homeowners for roof damage based on depreciated values or the “actual cash” values of roofs. That proposal drew opposition, at least in part, because critics said it would hurt low-income and elderly people who live in older homes. Critics of the revised proposal also raised concerns Monday about homeowners having to pay potentially thousands of dollars in roof deductibles. The insurance industry in recent years has blamed questionable, if not fraudulent, roof claims for increasing costs. Lawmakers are considering the bill amid widespread problems in the industry that have led to insurers dropping customers and seeking large rate increases. The latest example of the problems came Friday, when a judge placed Orlando-based St. Johns Insurance Co. in state receivership. “We’re probably in a property-insurance crisis larger than we have seen since Hurricane Andrew,” said Gary Guzzo, a longtime insurance lobbyist who represented the Florida Insurance Council at Monday’s meeting. Boyd’s bill is now ready to go to the full Senate. Ultimately, the Senate and House would need to reach agreement on an insurance measure before the scheduled March 11 end of the legislative session.
all total of $42.44 billion in general revenue, with $14.4 billion for health care, $13.5 billion for PreK-12 education, $5.94 billion for criminal and civil justice, which includes prisons, and $5 billion for higher education. Other parts of the budget, such as agriculture, the environment, transportation and economic development, will get smaller amounts. When the budget for the current fiscal year entered talks last April, allocations totaled $36.183 billion. With the session set to end March 11, subject-area conference committees are expected to complete negotiations by the end of Thursday, when unresolved issues will go to House Appropriations Chairman Jay Trumbull, R-Panama City and Senate Appropriations Chairwoman Kelli Stargel, R-Lakeland. Issues that Trumbull and Stargel can’t resolve would be decided by Simpson and Sprowls. Because of a legally required 72-hour “cooling off ” period, the final spending plan must reach lawmakers on March 8 to finish the 60-day session on time.
