Pensacola VegFest is an annual celebration of compassionate living featuring unique plant-based foods, eco-friendly vendors, vegan artisans and family activities. Bring your appetite, an open mind and your family and friends to this day of cruelty-free fun!

The 4th annual Pensacola VegFest will take place Saturday, April 9 from 11 am to 6 pm. For the past two years, VegFest has been hosted at the Community Maritime Park. This year, the festival has been moved to a new location due to the park being under construction as a result of damages suffered from Hurricane Sally. The 2022 VegFest will now be hosted at the Casino Beach Gulfside Pavilion on Pensacola Beach. “We are extremely excited to be hosting Pensacola VegFest on the beach this year. It is a dream location, and we know our guests will enjoy a festival on the beach as much as we do,” Pensacola VegFest President, Whitney Hancock said. Tickets for the event are $5 each, and free on-site parking will be available at the new location on the day of the event.

Pensacola VegFest hosts a wide variety of food vendors for attendees to choose from. The event features a variety of foods and vendors that represent many different cultures— traditional American food, Indian, Brazilian and even Ethiopian. If you want to take something home, there will be plenty of packaged goods available as well. Whether you want healthy food or junk food, desserts or a burger, Pensacola VegFest has a little something for everyone. “We are striving to bring more plant-based options to the Gulf Coast while also normalizing veganism, educating the curious, and of course, cruelty-free eating,” Hancock said. GLOBAL CHANGE AGENT TEAMS UP WITH HIS LEGAL NURSE CONSULTANT WIFE TO OFFER AFFORDABLE LEGAL SERVICES Everyone, at some point in their life, will need legal services of one sort or another. Divorces, wills, probate, evictions, lawsuits, criminal defense, the list goes on. Not everyone can afford these services when the need arises though, and this can lead to catastrophic results. Enter MLS, CP, Legal Consultant Seth Usifo Nwosu, who, together with his wife, Dr. Cambria J. Nwosu, DNP, RN, formed Seth Usifo Nwosu Incorporated (SUN INC), to offer affordable legal services and Legal Nurse Consultant (LNC) services to those for whom attorneys or thorough medical record interpretation is out of reach. The couple, who have successfully operated under SUN INC in New Jersey and Arizona, have recently expanded their service area to include California, Florida, and Nevada. The pandemic has left the world reeling financially in both the personal and business sectors. Americans are increasingly struggling to put food on the table while businesses grapple with staffing shortages and mass resignations. This has created both an ever-growing need for affordable solutions and an expanding outsourcing market for entrepreneurs like the Nwosu’s. Founded in March 2008, Mr. Nwosu coined the acronym SUN INC as an ode to his first, middle, and last name, and his African heritage. Over the years, SUN INC has morphed into a tech-based legal service corporation by providing access to high-quality, affordable legal services remotely, without face-to-face contact with its clients. SUN INC’s virtual legal service business model allowed them to remain open and expand operations throughout the pandemic, avoiding COVID-19 restrictions while maintaining operability. Mr. Nwosu is a first-generation, selfincorporated Legal Consultant, and recent graduate from ASU Law’s Master of Legal Studies program. As a graduate student at ASU Law, Mr. Nwosu was also granted the opportunity to study international law abroad at Monash University in Prato, Italy. As a result of his attendance at Monash, he was invited to serve as an Independent Researcher at UNIDROIT International Institute for the Unification of Private Law in Rome, Italy. Before SUN INC, Mr. Nwosu worked as a law clerk for judges and paralegal

for various law offices in the public and private sectors. From legal aid, public defender, state attorney general, department of administration, consumer protection, to the superior court, Mr. Nwosu has an abundance of experience in a variety of different legal specialties. But one of the commonalities amongst all the law offices Mr. Nwosu has worked for is the overall lack of access to quality and affordable legal services. As a result of the global pandemic, many people have begun to reassess their self-value, whether their personal/economic/health and wellness goals are being met and whether their reason for being is being fulfilled. As a Certified Paralegal and Legal Document Preparer (Legal Document Assistant - California), Mr. Nwosu is trained in a variety of core legal specialties including contracts, torts, property, and criminal law. ESCAMBIA COUNTY BREAKS GROUND ON INFILL AFFORDABLE HOUSING PROJECT A new affordable housing project is coming soon to Escambia County. On Monday, March 21, Escambia County broke ground on the Infill Affordable Housing Project, an initiative developed in partnership with Pensacola Habitat for Humanity and Northwest Florida Community Housing Development Corporation (NFCHDO). A total of four houses will be developed for the project, located at 1021 N Gonzalez St.; 1015 N “G” St.; 1021 “G” St.; and 1100 W Gonzalez St. in Downtown Pensacola. The Infill Affordable Housing Project intends to provide access for lowincome households to secure housing that is decent, safe and affordable. In addition, the project will stabilize neighborhoods in the county by providing quality infill housing. Escambia County District 3 Commissioner Lumon May, whose district encompasses the site of the project, says this will address the need for more affordable housing in the county. “The greatest investment we can make in our community is in human capital,” says May. “Everyone should have access to safe and affordable housing. This is a stepping-stone to provide opportunities for members of our community to achieve their dreams of homeownership.

I’m grateful to the work our county staff has done with Habitat for Humanity and the Northwest Florida Community Housing Development Corporation to make homeownership accessible to everyone.” Homeowners interested in applying for infill affordable housing can visit NFCHDO’s website to see if they qualify. The portal will open for applications on April 6 and all applications must be received by May 2. Applicants will be notified by May 13. In order to be eligible for housing through the project, potential homeowners must be at least 18 years old and have lived or worked in Escambia County for at least one year. Homeowners must also have at least six months of current employment and at least two years at any part-time job. An affordable housing workshop for homebuyers will take place Saturday, April 2 at 9 a.m. at the Brownsville Community Center, located at 3200 W. Desoto St. The workshop is free and open to members of the public who want to learn more about the homebuying process. PLANNED SPENDING RANGES FROM AIRPLANES TO ZOOS

TALLAHASSEE — A $112.1 billion budget that lawmakers passed last week covers more than the state’s basics for education, health care and law enforcement. The budget and a series of accompanying bills include spending on everything from new state planes to zoos. Gov. Ron DeSantis has line-item veto power, so it’s too early to know everything that will be in the budget when the fiscal year starts July 1. But here is a sample of some of the items in the budget package: • AIR FLORIDA: Lawmakers approved buying and replacing several aircraft, including two new jets for state leaders. DeSantis already has at his disposal a $15.5 million Cessna Citation Latitude that lawmakers agreed to buy in 2019. Other planes and helicopters would go to the Department of Agriculture and Consumer Services and the Fish and Wildlife Conservation Commission. • CANCER FIGHT FUNDED: The budget would provide a major boost to efforts to build an H. Lee Moffitt Cancer Center and Research Institute campus in Pasco County. The budget includes $20 million as a first annual installment to help Moffitt secure bonds for construction. Another $106 million would cover initial infrastructure. • CITRUS RECOVERY SOUGHT: Citrus recovery efforts drew $13 million, with most of the money slated for consumer awareness campaigns and $1 million to increase “production of trees that show tolerance or resistance to citrus greening, and to commercialize technologies that produce tolerance or resistance to citrus greening in trees.” • COURT CASH: Lawmakers approved adding a 6th District Court of Appeal and providing $50 million to build a courthouse in Lakeland. The state has had five district courts of appeal for decades, but the Florida Supreme Court recommended adding a sixth district. • EMERGENCY DIGS: The budget includes $80 million to build a new State Emergency Operations Center in Tallahassee. • FAIR AMOUNTS OF FUNDING: Lawmakers earmarked a total of $31.8 million to help various county fairs, agricultural museums, livestock expos and a rodeo. • HAMILTON COMES TO GAINESVILLE: Lawmakers approved creating the Hamilton Center for Classical and Civic Education at the University of Florida to “support teaching and research concerning the ideas, traditions, and

JUDGE TOSSES COLLEGE FEES LAWSUIT NEWS SERVICE OF FLORIDA STAFF An Alachua County circuit judge this month dismissed a lawsuit filed by a Santa Fe College student seeking to recover fees paid to the school while the campus was shut down because of the coronavirus pandemic. Student Rachel Burke alleged in the potential class-action lawsuit that the college committed a breach of contract and was “unjustly enriched” by refusing to refund fees, according to the ruling by Judge Peter Sieg. But the judge wrote that the complaint was “insufficient” to support an allegation of an express contract between the college and the student.

MEDICAL MARIJUANA MONEY: The budget would provide $9.3 million to Florida A&M University’s Division of Research to educate minorities on medical marijuana and “the impact of the unlawful use of marijuana on minority communities.” OYSTER AID ON MENU: Oyster restoration efforts are slated to draw $500,000 for Choctawhatchee Bay in Walton County and $495,000 for the Pensacola and Perdido Bays Estuary Program. Also, $950,000 would go for “native oysters and clams restoration” in Manatee County PASCO RAYS: A late-emerging proposal calls for spending $35 million in what was listed in a Senate document as “Sports Training and Youth Tournament Complex” in Pasco County. The Tampa Bay Times reported the money would help cover a new spring training facility for the Tampa Bay Rays, though the Senate document does not specifically mention the Rays. SNAKE HUNTING: The budget includes $2 million from what is known as the Land Acquisition Trust Fund to continue efforts to remove Burmese pythons and other non-native wildlife from the Everglades. The budget says the money can “be used to purchase and utilize emerging devices and techniques for the removal of Burmese pythons as approved by the Fish and Wildlife Conservation Commission.” STATE ARTIFACTS EYED: The Florida Department of State is slated to get $13.8 million to design and build an artifact curation facility in Tallahassee. STATE GUARD REVIVED: The state plans to spend $10.7 million to reactivate the Florida State Guard, which hasn’t been active since 1947. DeSantis proposed reviving the guard to help the Florida National Guard during emergencies. TOOTING THE HORN: The Department of Transportation would get $1 million to market work in road and bridge construction. “The marketing strategy must include components that bring attention to career opportunities that exist at the beginning, middle, and later stages of a person’s career and the availability of these careers to diverse peoples,” the budget said. ZOOS GET AID: The budget would provide $18.32 million for zoos and aquariums across the state, including money that would go to manatee rescue and rehabilitation.

Sieg also wrote that the unjust enrichment argument was barred by a law passed last year to help shield colleges and universities from pandemic-related lawsuits. Burke’s breach-of-contract claim was dismissed without prejudice, meaning she could file an amended complaint before April 6. The lawsuit is one of a series of similar legal fights in Florida and across the country about the decisions of colleges and universities to shut down campuses and move classes online in 2020. The University of Florida, Florida State University and the state university system’s Board of Governors, for example, have been targeted by lawsuits from students who alleged they did not receive services after making payments.

TALLAHASSEE — A federal judge considering a constitutional challenge to a 2021 state elections law ordered attorneys Monday to quickly file briefs about the potential effects of a bill that the Legislature passed this month to make further changes in the elections system. The bill (SB 524) had not been formally sent to Gov. Ron DeSantis as of Monday morning. But Chief U.S. District Judge Mark Walker, in a sharply worded twopage order, said he is drafting a decision on the 2021 law. “Yet no lawyer for any party has alerted the court of imminent changes to the laws at issue before this court — though the parties appeared to have been actively monitoring the latest election legislation as it moved through the Florida Legislature these past several weeks,” Walker wrote. “Accordingly, the parties must file on or before (5 p.m.), Wednesday, March 23, 2022, an expedited supplemental brief addressing what impact, if any, Florida’s Senate Bill 524 would have on the challenged provisions and claims before this court in the event the governor signs the legislation into law.” Walker did not specify issues that the attorneys would need to address. The bill, which received final approval from the House on March 9 after earlier passing the Senate, drew heavy debate over issues such as creating an office at the Department of State to investigate alleged voting irregularities. DeSantis pushed for creation of such an office, as Republicans across the country have sought to revamp election laws to address what they contend is fraud. The bill, among other things, also included changes involving organizations that work to register people to vote and collect applications. At least one of those changes involved an issue that has been part of the challenge to the 2021 law. Under the 2021 law, the organizations are required to provide disclaimers informing potential voters that their applications may not be turned in within a 14-day window imposed by the law. This year’s bill would remove that requirement

RODMAN DAM RECORDS CASE APPEALED NEWS SERVICE OF FLORIDA STAFF An environmental group gave notice Monday that it is appealing a circuit judge’s decision in a public-records dispute involving information about the long-controversial Rodman Reservoir dam in North Florida. Florida Defenders of the Environment and an individual plaintiff, Jim Gross, filed a notice at the 1st District Court of Appeal after Leon County Circuit Judge Angela Dempsey last month ruled against their records request. Environmentalists have called for decades to remove the dam, which was built in the 1960s as part of the Cross-Florida Barge Canal project. The barge canal project was later abandoned, but the dam remained on the Ocklawaha River, creating the Rodman Reservoir.

FINANCIAL LITERACY BILL SENT TO DESANTIS NEWS SERVICE OF FLORIDA STAFF The Legislature on Monday formally sent a bill to Gov. Ron DeSantis that would add a financial literacy course as a graduation requirement for highschool students. The measure (SB 1054) was unanimously approved during the 2022 legislative session, which ended last week. Students entering high-school

Testifying in January, League of Women Voters of Florida President Cecile Scoon said the disclaimer “seems to have a negative impact” on prospective voters. Scoon described a situation in which a man had nearly completed the registration application before she showed him the disclaimer printed on a placard. “He picked it up and looked at it. It froze him. He wasn’t happy. … He did an about-face,” Scoon said. This year’s bill also includes issues such as ratcheting up financial and criminal penalties for violating elections laws, such as what has become known as “ballot harvesting,” which can include collecting and delivering vote-by-mail ballots for multiple people. Another part of the bill would require county supervisors of elections to annually scour voter rolls for potentially ineligible voters in a process known as “list maintenance.” Under current law, supervisors are required to do list maintenance every other year. The League of Women Voters of Florida, the Florida State Conference of the NAACP, Disability Rights Florida and two dozen other groups filed lawsuits challenging the 2021 measure, arguing in part that it is intended to make it harder for Black and Hispanic residents to vote. Republicans contend that the 2021 law and this year’s bill are needed to maintain election integrity. The 2021 law focused heavily on changes to voting by mail, an issue also addressed in this year’s bill. Among other things, lawmakers this year approved changing the name of “drop boxes” — where people can drop off vote-bymail ballots — to “secure ballot intake stations.” Walker heard more than two weeks of testimony in late January and February about the 2021 law. — News Service senior writer Dara Kam contributed to this report.

Environmentalists have sought to restore the flow of the Ocklawaha. The publicrecords lawsuit, filed in October, sought what are known as “emergency action plans” about the dam from the Florida Department of Environmental Protection. The lawsuit alleged that the dam is in poor condition and “is subject to breach especially in the event of severe storms that commonly occur in Florida.” The lawsuit came after the department rejected a public-records request. In a Feb. 24 order, Dempsey backed the department, which has provided redacted versions of the records to the plaintiffs. The order said the department argued that other requested information was exempt from disclosure as it contains “threat assessments, emergency evacuation plans and … building plans, blueprints. schematic drawings or diagrams depicting the structural elements of a structure.”
