SANTA ROSA COUNT Y AGRI-PLEX PUTS COUNTY ON MAP AS REGIONAL AGRICULTURAL HUB by Morgan Cole
W
hat began as a small county fair featuring rides, livestock shows and rodeos has grown into a regional agricultural hub. The completion of the final phase of the Santa Rosa County AGRI-PLEX project is putting the county on the map as an agrarian destination for farmers, ranchers and children alike.
After several years of planning and construction, the Santa Rosa County (SRC) AGRIPLEX in Milton, FL is officially open for business. The completion of a new exhibit hall finishes off the final piece of the AGRI-PLEX project which also houses the June Ates Arena, a livestock barn and 25 acres of land for the Santa Rosa County Fair. The project has been in the works for more than seven years, starting with the June Ates arena that was first built back in 2013. “The AGRI-PLEX maintains awareness of the importance of agriculture within our region and specifically in Santa Rosa County through the promotion of agricultural events monthly and other large-scale events throughout the year,” Outreach and Community Liaison for Santa Rosa County Grants and Special Projects Department, Kyle Holley explained. After two long years of permitting and construction delays as a result of the COVID19 pandemic, the completion of the 36,000-acre AGRI-PLEX development marks an important milestone for both the County and members of the community. Today, the AGRIPLEX serves as a multi-use facility for a variety of agricultural clubs, farming and education programs, community events, “homesteader” conventions, livestock shows, youth rodeos and more. The newlycompleted exhibit hall adds 2,400-square-feet of climatecontrolled event space and now houses the administrative offices at the facility. “Many of the events that we are attracting need use of both the administrative space and indoor climate-controlled exhibit space in order to grow their events.The AGRI-PLEX and newly completed exhibit hall are capable of hosting just about any type of large
event from weddings, family reunions, conventions and livestock shows to concerts, tractor pulls, chuckwagon competitions, car shows and more,” Holley explained. While the exhibit hall was under construction, the AGRIPLEX took on the role of increasing public exposure to the rich agricultural culture in the community. The livestock barn was utilized for education projects where middle and high school-aged children were able to participate in 100-day livestock projects by caring and overseeing a cow or pig in order to get it to a proper “showing weight” to be auctioned off at the spring fair. The livestock barn is currently used for youth livestock shows which double as stall areas to also support equine events at the Arena. Groups such as Future Farmers of America (FFA) and 4-H frequently use the barns and Arena for livestock weighins and registrations in anticipation of area shows. “Youth 4-H and FFA livestock projects are measured for growth over a specified or preset amount of time, so a clinical approach to tracking the growth rates of the various animal breeds is required. The livestock barns provide the space and time needed for these types of projects,” Holley explained. Throughout the year, the AGRI-PLEX is available to the community for public use and the facility hosts a number of events and activities such as the Santa Rosa County Fair, trainings for the local Sheriff’s department, State DOT job fairs, SRC Emergency Management and State Emergency Management for emergency hurricane preparedness and response training activities and barrel racing competitions. agricultural and communitybased events hosted at the facility throughout the year, the AGRI-PLEX’s June Ates Arena also serves as the permanent home to the Southeastern Youth Rodeo Association (SEYRA). Established by two local families in 2019 who were drawn to the area for its thriving equine community and ranching lifestyle, the SEYRA provides youth, ages 3 to 18, access to numerous rodeo programs that previously didn’t exist in the area. Throughout Florida, Alabama, Georgia, Louisiana and Tennessee, the SEYRA is the only youth rodeo of its kind in our region. Its 230 members participate in programs like bull riding, pole bending, goat tying, bareback riding and more. “The SEYRA is a thriving program and one of its founding families actually moved here because of the robust equine community found in Santa Rosa County. Horse owners are often attracted to our area because of the climate, soil types and numerous riding possibilities found within the county,” Holley explained. “We are most proud that the new facility has helped incubate a new youth rodeo association that is giving traditional all-American families a great way to teach their kids the ranching skills that this County was built with. The SEYRA serves as a valuable part of the AGRI-PLEX team.” The Association rents the facilities from the County to host their youth events and provides management support for the facility as well as guidance for future improvements. The SEYRA continues to thrive in its new permanent home at the AGRI-PLEX Arena and according to Holley, the Association looks forward to expanding its membership base to eventually become one of the largest youth rodeos in the region. The overall strategy behind the development of the AGRI-PLEX
is to support agriculture education and to preserve Northwest Florida’s farming and ranching heritage. The newly completed facility is not only benefiting the existing community of farmers and ranchers, it’s also attracting new residents bringing small farms and ranches into the areas around our military bases, where they are further protected from the encroachment of high density residential developments. “When the State and local government is committed to supporting the military presence in the region, it also protects the farming and ranching lifestyles. Sometimes we say ‘horses and helicopters go together,’ meaning, if a helicopter has to land for a mechanical failure indicator, it’s better for them to land in a pasture than a crowded neighborhood,” Holley explained. Managed and operated by the nearly 30-year-old Santa Rosa County Fair Association (SRCFA), the AGRI-PLEX is owned by Santa Rosa County and is built on County land. The SRCFA is a private 501c3 non-profit organization run by a volunteer-based board of directors. Although the SRCFA does not receive any annual funding from the County like many other non-profits of its kind, the Association has a management agreement with the County to provide programming for scheduling events, maintaining and promoting the facility. The SRCFA also maintains working relationships with Santa Rosa County Emergency Management and Emergency Managers at the State level since the facility is also ideal for staging emergency response supplies. As one of the oldest agricultural states in the South, both its tradition and State statutes support agricultural fairs in each county. The AGRI-PLEX project was funded by a combination of County District 2 Reserve Dollars and State Legislative dollars through the
Florida Department of Agriculture and Consumer Services. The arena was funded by the County reserve dollars and completed as part of Phase 1 of the project and the State grant dollars funded Phase 2, which included the fairgrounds, exhibit hall and livestock barns. “After coordinating schedules and work plans in Santa Rosa County, it made sense for the SRCFA to take up the charge of developing the funding request and managing the overall project,” Holley explained. Under Florida State Statute 288, any form of Florida government or qualified fair association can apply for funding and appropriations can be made for the construction of agriculture education and promotion facilities, according to Holley. “A county fair is intended to bring the public closer to the importance of agriculture, products and its people. The various exhibitions hosted at the facility, including the livestock exhibits, provide the primary programming for the overall fair event. The rides and food really are the fundraising component of the activity supporting the exhibits and the exhibitors in the current year and providing for scholarships, premiums and awards paid to youth,” Holley said. The AGRI-PLEX serves as an invaluable resource for maintaining awareness of the importance of agriculture within our region, specifically in Santa Rosa County. The facility continues to thrive as an epicenter for important agricultural programs and activities both locally and regionally, while helping contribute to the local economy and the overall culture of Northwest Florida’s farming and ranching community. NEXT REGIONAL ROUNDUP ON APRIL 23 AT JIM BAILEY MIDDLE SCHOOL
APPLICATIONS OPEN FOR 2022 SUMMER YOUTH EMPLOYMENT PROGRAM
The Escambia County Waste Services Department will host a Regional Roundup on Saturday, April 23 from 8 a.m. until noon at Jim Bailey Middle School, 4110 Bauer Road. Regional Roundup events provide an opportunity to properly dispose of electronics, household hazardous waste and up to four tires per vehicle, free of charge. Proof of Escambia County residency is required to participate in Regional Roundup, such as a driver’s license, power bill or voter registration card. This is a residential drop-off program only; no commercial waste accepted. Simply drive up and materials will be unloaded for you – no need to get out of your vehicle.
Escambia County is seeking youth ages 16-24 interested in an opportunity to receive paid work experience this summer through the Escambia County Youth Employment Program. Applications are due Friday, April 15 by 3 p.m. Qualified youth who are accepted into ECYEP will be able to work up to 30 hours a week, with positions available in various county departments along with the Escambia County School District, Property Appraiser, Tax Collector’s Office and Supervisor of Elections Office. Participants will also receive job readiness training prior to job placement as well as post-employment briefings. Last summer, approximately 100 youth participated in the program, working in county departments including Public Works, Public Safety, Escambia County Area Transit, West Florida Public Libraries and more.
Participants of the Regional Roundup are requested to:

WEST FLORIDA PUBLIC LIBRARIES SEEKS VOLUNTEER FOR BOARD OF GOVERNANCE The Escambia County Board of County Commissioners is seeking county residents interested in volunteering to be considered for an appointment to the West Florida Public Library Board of Governance. The duties of the board include establishing policy, overseeing the management of Escambia County library services and making recommendations to the BCC regarding the annual budget according to the purposes and authority set forth in resolutions, inter-local and other agreements, and state and federal laws. The board will also establish an annual plan of service and the long-range strategic planning of library services. West Florida Public Libraries provides service to all of Escambia County, with the board typically meeting on the fourth Monday of the month from 4-6:30 p.m. Residents interested in serving on the board are asked to submit a resume and

ESCAMBIA COUNTY PRESENTS BLOCK-BY-BLOCK PROJECT On Friday, March 25, Escambia County presented the Block-by-Block project. The project was initially fostered by District 3 Commissioner Lumon May and has grown into a partnership with AMIkids Pensacola. The Block-by-Block project consists of renovations to the county-owned Brownsville House, located at 3210 W Gonzalez St. Renovations to the home include flooring, carpentry, painting, HVAC installation, fencing and more. AMIkids volunteers, youth ages 16-24, will have the opportunity to receive hands-on construction training during the renovation process. The Block-byBlock project is designed to foster youth in building confidence and providing an opportunity to enhance their skills and talents. Duggins Services generously donated time and materials to help teach youth about the ins and outs of construction and will be supervising work completed in the home. “This project began as a vision to buy this property, restore it and give youth in our community the tools they need to
succeed in their career,” said Commissioner May. “This is just one of several projects in the Block-by-Block program to help young people find their passion and develop skills they didn’t know they had. Programs like this can change lives. Thank you to our staff and partners who have donated their time and skills in order to ‘pay it forward’ to the youth of Escambia County.” Since 1991, AMIkids Pensacola has been dedicated to helping kids discover the potential within them, transform their lives and strengthen our community. Located in Pensacola, Florida, AMIkids Pensacola empowers our kids through care and guidance to reach that potential and, as a result, breaks the cycle of failure and poverty. Each year, AMIkids Pensacola provides services to an average of 90 teens, leading to an impressive 77% success rate. ESCAMBIA COUNTY TO HOST CAREER FAIR AT PENSACOLA BAY CENTER APRIL 23 Escambia County will host a career fair Saturday, April 23 from 8 a.m.-3 p.m. at the Pensacola Bay Center, located at 210 E Gregory St. The event is free and open to members of the public looking for a career with Escambia County. The event will take place in the Bay Center’s meeting space, located on the second floor. During the event, potential candidates will have the chance to speak oneon-one with representatives from the county’s various departments including public works, corrections and mass transit, and will also be able to apply for jobs in-person at the career fair. GAMBLING GRUDGE MATCH CONTINUES IN COURT DARA KAM NEWS SERVICE OF FLORIDA
TALLAHASSEE — It’s been almost two months since backers of an effort to bring Las Vegas-style casino gambling to North Florida failed to submit enough signatures in time to make it onto the November ballot, but legal jousting over the proposal hasn’t abated. The fight over the proposed constitutional amendment has turned into a throwdown between Las Vegas Sands Corp. and the Seminole Tribe of Florida, along with people, businesses and other entities aligned with the gambling behemoths. Las Vegas Sands contributed at least $73 million to Florida Voters In Charge, the political committee that sponsored the casino initiative, while the Seminoles spent at least $40 million to keep it from going before voters, according to the state Division of Elections website. After falling short of submitting nearly 900,000 valid petition signatures by a Feb. 1 deadline, the Sands-backed committee filed a lawsuit asking Leon County Circuit Judge John Cooper to extend the deadline. Cooper last month denied the emergency request, leading the committee to file a notice of appeal at the 1st District Court of Appeal. Florida Voters in Charge dropped the appeal on Thursday, but the underlying lawsuit continues. The lawsuit, which names Secretary of State Laurel Lee as a defendant, accuses elections officials of sitting on piles of petitions signed by voters in support of the proposal. The initiative was designed
to allow existing pari-mutuel cardroom operators in North Florida to offer Las Vegas-style games. The Seminoles Tribe is the sole casino operator in the state. Florida Voters in Charge’s lawsuit also challenged signature-matching requirements used by local elections officials, arguing that “tens of thousands of signatures” were rejected without giving voters the opportunity to “cure” signature mismatches. The legal challenge also alleged that certain Florida laws governing the ballot-initiative process are unconstitutional. Cooper in February allowed the Seminoles, a tribe-funded political committee known as Standing Up for Florida Inc. and the committee’s chairman, Pradeep “Rick” Asnani, to intervene in the lawsuit. In a March 22 motion for summary judgment, attorneys for Standing up for Florida said Cooper should reject the plaintiffs’ arguments that elections officials failed to review the petitions in a prompt manner as required by law. “Plaintiffs were on notice, both by statute and rule, that there was no assurance their petitions would be processed by February 1 if they were submitted after January 3. They should not now be heard to complain that some petitions submitted after January 3 might not have been processed. In any case, the issue is academic at best,” lawyer William Shepherd wrote. The motion also relied on an analysis conducted by Jeremiah Whitson, who specializes in Florida election and petition data, that was based on a public records request of the state’s 67 elections supervisors.
PINEY POINT FIGHT PUT ON HOLD JIM SAUNDERS NEWS SERVICE OF FLORIDA TALLAHASSEE — A federal judge has put on hold a lawsuit that environmental groups filed last year after massive amounts of wastewater were discharged from a former phosphate plant site to avert a potential catastrophe. U.S. District Judge William Jung put a six-month stay on the lawsuit, as a courtordered receiver in a separate state case works to close the Piney Point site in Manatee County. Jung, in an order dated Friday and posted online Monday, wrote that the state court system “already has a running start on the closure of Piney Point” and pointed to $100 million that the Legislature approved last year to help clean up the site. “As plaintiffs (the environmental groups) admitted at oral argument, there is no evidence the receiver is operating in bad faith,” Jung wrote in the 18-page order. “So long as it appears the state actors continue to operate in good faith, this federal court is reluctant to interfere with these ongoing state endeavors. Finally, a stay may simplify the issues of this case. The state-court receiver has already taken over daily operations of the site and is working to assemble a team of experts. His reports will shed light on the scope of the alleged environmental damage, as well as the best ways to remediate it.” The Center for Biological Diversity, Tampa Bay Waterkeeper, Suncoast Waterkeeper, Manasota-88 and Our Children’s Earth Foundation filed the federal lawsuit, alleging that the Florida Department of Environmental Protection and other defendants long mishandled the site.
The lawsuit came after the discharge of what the environmental groups said were about 215 million gallons of wastewater into Tampa Bay last April because of fears about a potentially catastrophic breach of a reservoir at the site. The lawsuit said the discharges, in part, caused harmful algae blooms and fish kills. Also, nearby residents had to be temporarily evacuated because of fears of a breach. The lawsuit alleges violations of the federal Clean Water Act and a law known as the Resource Conservation and Recovery Act. In addition to the Department of Environmental Protection, other defendants are Gov. Ron DeSantis, property owner HRK Holdings, LLC and the Manatee County Port Authority. Piney Point includes hazardous phosphogypsum stacks, a byproduct of phosphate production, which took place at the site from 1966 to 1999. Associated wastewater is stored at the site. In his order, Jung pointed to a foreclosure lawsuit filed in 2020 in state court against HRK by Fortress 2020 Landco LLC, which holds a mortgage on the site. The receiver was appointed in August as part of that lawsuit. The Department of Environmental Protection and other defendants late last year asked Jung to dismiss the federal lawsuit. But in the order issuing a sixmonth stay, he said the motions for dismissal were moot. “(A) stay pursuant to inherent judicial authority does not contemplate abdication of the federal court’s duty to resolve a case properly before it,” Jung wrote. “Rather, it represents a pause in that resolution while another forum determines an issue that promises to simplify or otherwise assist the federal litigation.”
Whitson’s analysis found that elections officials ultimately processed all petitions that were submitted before the 5 p.m. deadline on Feb. 1. The total number of petitions verified by the supervisors was 859,675, which was short of the 891,603 signatures required for ballot placement, the analysis found. Whitson’s report also said the verification rate of petitions supporting the initiative was 37.17 percent. In contrast, verification rates for petitions that made the threshold for ballot placement in the past “have typically exceeded 50 percent,” according to Whitson. On Wednesday, Florida Voters in Charge filed a motion for a protective order “to protect plaintiffs and seven nonparties from annoyance, harassment, and undue burden resulting from overbroad and irrelevant discovery requests served by, or proposed to be served by,” Standing Up for Florida and Asnani. The motion noted that the main parties in the case — the plaintiffs and the secretary of state — have not served any discovery requests for information and “are actively negotiating a factual stipulation and proposed summary judgment briefing schedule that would avoid altogether the need for formal discovery.” The intervenors “have served extraordinarily broad discovery requests” on the plaintiffs and plan on serving “equally broad document subpoenas” on seven nonparties,” wrote Jesse Panuccio, who represents Florida Voters in Charge and its chairman, William Spicola. “Intervenors have offered little basis for

After saying Friday that he would exit Sept. 1 after 38 years with the department, Swearingen sent notes to Gov.
