‘BACK ON TAP’

T

he First City Arts Center (FCAC) is pleased to announce that its popular Hot Glass Cold Brew event is officially “Back on Tap” for its first in-person event since COVID-19. This year’s event will kick off on May 6 at the First City Art Center located at 1060 N Guillemard Street in downtown Pensacola.

After altering last year’s event to a virtual format as a result of COVID19, the FCAC is pleased to welcome back both members and nonmembers alike to celebrate the return of this annual community event. Hot Glass Cold Brew is one of FCAC’s most unique signature fundraisiers, where guests select their own hand-crafted glass or ceramic cup to be filled with a variety of craft beers and local brews offered throughout the evening. Upon entering the event, guests will have the opportunity to choose from more than 600 hand-crafted glass or ceramic cups to use throughout the evening for sampling the variety of tasty beers and brews . “We are excited to welcome the community back to our campus after

not having a large event aside from our Annual Glass and Ceramic Pumpkin Patch,” FCAC Education and Outreach Director Lauren Moody said. “This event will look a lot like past Hot Glass Cold Brew events, bringing the community together for a fun evening of art demonstrations, music, craft brews, kid activities and an art market.” Just like many other organizations during the pandemic, the FCAC had to shift gears and start hosting virtual events, however it’s hard to replicate something like the Hot Glass Cold Brew event. Moody said that the FCAC wants guests to be able to feel a sense of normalcy again for the return of this beloved annual event. This year’s event will

feature live glass blowing demonstrations, music by local band Panzacola, fun activities for the kids and more. Other festivities will include a special arts market hosted by the FCAC Ceramics Guild, which will showcase the works of more than 15 local artists. There will also be a kids tent featuring creative activities to keep them entertained, as well as information on FCAC’s scholarship program and upcoming summer camp. “In the glass studio, guests will have a chance to see artists stretch large rods of glass to more than 25-feet in length as part of one of the featured demonstrations that will be taking place throughout the evening,” Moody explained. “The ceramic studio will also feature FCAC instructors on the wheel, sculpting.” Long-time event partner and supporter, Pensacola Bay Brewery will also be in attendance serving up a selection of their craft beers for guests to enjoy. FCAC will also provide wine and soft drinks for kids and non-beer drinkers. Guests will also have a chance to choose from a variety of tasty foods from local vendors like Jordan

HELP PROTECT COASTAL WILDLIFE DURING SEA TURTLE NESTING SEASON

ESCAMBIA COUNTY FIRE RESCUESTATION#2 GROUNDBREAKING

Sea turtle nesting season kicked off in Escambia County as of Sunday, May 1. Escambia County Natural Resources Management is encouraging the public to help protect coastal wildlife during the season. During sea turtle nesting season, Escambia County Sea Turtle Conservation Program volunteers patrol the beach each morning looking for signs of nesting activity on both Pensacola Beach and Perdido Key to mark any nesting or hatching activity. Daily surveys ensure any nests laid in the night are protected and marked, allowing normal beach activities to continue. Volunteers and staff continue to check on nests during the incubation period, ensuring they remain undisturbed and remain on stand-by to assist with stranded animals and other turtlerelated incidents. The nesting season will run through September, although late season nests can hatch as late as October.

Please join Escambia County Friday, May 6, at 11:30 a.m. for a groundbreaking ceremony at the new Escambia County Fire Rescue-Station #2, located at 6400 W. Nine Mile Road in Beulah. The ceremony will be hosted by Escambia County District 1 Commissioner and Chairman Jeff Bergosh, along with Escambia County Fire Rescue. A special dedication to two community families will also be made at the groundbreaking ceremony. Proclamations from the Board of County Commissioners will be presented honoring longtime Escambia County Fire Chief Steve McNair, who gave more than 50 years of service, and the family of the late Dwain S. Bradshaw, a former ECFR-Station #2 Chief, who died in the line of duty on Nov. 6, 2019. “It will be my intention to dedicate the facility to two men and their families who have sacrificed so much over

About sea turtles in Escambia County

Four species of sea turtle nest in Escambia County. The loggerhead and green sea turtles are the most common nesters, followed by the less common Kemp’s ridley and leatherback. Female turtles will be making their way onto the beaches through the early part of summer and may nest several times in a single season. After sixty days of incubation, the tiny hatchling turtles will emerge all at once under the cover of darkness and race to the Gulf of Mexico. The hatchlings will make their way to open water where there are fewer predators. After a few years of growing and feeding, they will return to the area as juveniles and sub-adults where they will continue to grow and feed until they are mature enough to mate and lay nests of their own. Juvenile and adult sea turtles can often be seen foraging in bays and sounds, including near local fishing piers and artificial reefs. However, sea turtles are not the only summertime visitors. Several species of shorebirds nest on local beaches in the summer months, including the least tern, snowy plover and black skimmer. Shorebird nests are shallow scrapes in the sand, with extremely small, well-camouflaged eggs. Eggs will incubate for up to 30 days before the small, cotton ball-like chicks hatch. Parents will often sit on the eggs and with newly hatched chicks to protect

them from predators and the hot Florida sun. Birds are easily disturbed by people and pets approaching too close. Environmental Program Manager Mark Nicholas, who leads the sea turtle volunteer program, noted the importance of limiting light pollution and keeping the beaches clean to increase nesting success this summer. “Summer is a busy tourist season and big crowds can have big impacts on sea turtles, shorebirds and other coastal wildlife,” said Nicholas. “We encourage everyone who comes to the beach during this time to leave only footprints by removing all personal items from the beach each night and choosing a turtle-friendly red flashlight when walking the beach at night.” Help Protect Coastal Wildlife by Remembering: Lights Out: Bright lights can disturb nesting sea turtles and disorient both adults and hatchlings on the beach. When visiting the beach after dark, keep cell phones and flashlights off. Use a red flashlight or no light at all. For beachfront homes, turn off exterior lights when not in use and keep blinds and curtains shut after sunset. Leave Only Footprints: Help keep the beaches obstacle free for nesting and hatchling turtles. All personal items, including chairs, tents, umbrellas, toys, and water equipment, must be removed from the beach by sunset each day. Make sure to fill in holes and flatten any sandcastles. Share the Beach: Stay out of posted nesting areas and avoid setting up belongings on the edges of marked areas. Avoid disturbing birds resting on the beach and if you see a nesting sea turtle, give it space. Do not handle sea turtle or shorebird eggs and hatchlings. Dogs are only allowed in designated beach dog parks and must be kept on a leash at all times. RATING AGENCY SAYS INSURANCE ACTION ‘ESSENTIAL’

TALLAHASSEE — The financialrating agency AM Best said Monday that further “action is essential” to stabilize Florida’s property-insurance market, as lawmakers prepare to grapple with the issue during a special legislative session this month. The agency issued a four-page commentary that described a stew of problems for insurers, such as high reinsurance and litigation costs, and pointed to companies seeking hefty rate increases and reducing the numbers of policies they write. “Insurance industry leaders in Florida have been warning that the current environment for those offering personal property coverage is on shaky ground, given the state’s risks and litigiousness,” the commentary said. “Escalating losses have prompted advocacy groups to call for legislative reform to stabilize the insurance market. Growing support led to legislation introduced in 2019 and again in 2021 aimed at lowering the runaway costs of litigation, a key driver of operating losses, but reform has not achieved the desired effect. Further action is essential to stabilize the market.” The document came three weeks before the scheduled May 23 start of the special legislative session, which Gov. Ron DeSantis called after the House and Senate could not reach agreement during this year’s regular session on an insurance bill. It also came after three property insurers — Lighthouse Property Insurance Corp., Avatar Property & Casualty Insurance Co. and St. Johns Insurance Co. — have been declared insolvent since February. Meanwhile, in an April 25 filing at the federal Securities and Exchange Commission, FedNat Holding Co., which has three property-insurance subsidiaries that do business in Florida, cited “substantial doubt with respect to its ability to continue as a going concern.” FedNat said it had agreed to file a plan with the Florida Office of Insurance Regulation to demonstrate its “ability to secure and maintain a financial strength rating acceptable to the secondary mortgage market, acquire sufficient reinsurance as of its July 1, 2022 renewal, support its existing business via the securing of additional capital and address its non-Florida losses and policies.”

GAS PRICES UP AS ‘VOLATILITY’ CONTINUES NEWS SERVICE OF FLORIDA STAFF The average price of a gallon of regular unleaded gasoline in Florida was $4.18 on Monday, up 8 cents from a week earlier, according to the AAA auto club. “Florida drivers are finding the most expensive prices at the pump in four weeks,” AAA spokesman Mark Jenkins said in a prepared statement. “Global supply concerns are keeping upward pressure on oil prices, as many countries look to limit the import of Russian

Alexis Bakofsky, chief of staff at the Office of Insurance Regulation, said in an email Monday that FedNat had filed the plan, which was not subject to release because it had been marked as a trade secret under state law. “OIR is working closely with FedNat to protect policyholders,” Bakofsky said in the email. It remains unclear what steps lawmakers will take during the special session, as many homeowners across the state get hit with rate increases or lose coverage. The AM Best commentary was titled, “Troubled Florida Property Market Participants Under Immense Pressure.” It said hurricanes have not been the “primary culprit” in the insurance problems but cited other issues, such as reinsurance and litigation costs and large numbers of roof-damage claims. “Insurers have responded with rate increases, underwriting adjustments, and targeted non-renewals while avoiding more problematic areas of the state,” the document said. “Despite these initiatives, rate adequacy continues to challenge some carriers as they request rate increases, compounding rate actions taken in previous periods.” Reinsurance, which is essentially backup coverage that insurers purchase, plays a critical role in the Florida market. Increasing reinsurance costs and concerns about availability are raising concerns in the industry, as reinsurance coverage comes up for renewal. “Florida property insurers may find full placement of their catastrophe reinsurance programs ahead of the upcoming renewal season a challenge,” Chris Draghi, an associate director at AM Best, said in a prepared statement. Insurers also have blamed questionable, if not fraudulent, roof-damage claims for causing losses. That also has resulted in insurers declining to provide coverage for homes with old roofs. During a pre-hurricane season briefing with reporters Monday, Charles Nyce, an associate professor of risk management and insurance at Florida State University, said insurers do not want to sell insurance on homes with roofs that are more than 10 years old. “I don’t want to sound alarm bells too much, but I don’t think you can look at the current state of the private-insurance market in the state of Florida and say that it is good,” Nyce said. “It is a very fragile market that we have, extremely fragile.” — News Service Assignment Manager Tom Urban contributed to this report.

The highest price in 2021 was $3.36 a gallon, according to AAA. The state’s most-expensive gas is in the West Palm Beach, Fort Lauderdale and Naples areas. The least-expensive gas is in the Pensacola, Fort Walton Beach and Panama City areas.

TALLAHASSEE — State regulators Tuesday approved creation of an additional area code in Northeast Florida, as cell phones and other devices continue to gobble up existing numbers. The Florida Public Service Commission backed a plan designed to provide relief to the 904 area code, which is projected to run out of numbers in 2024. “Northeast Florida continues to grow at a resounding pace, a tribute to its thriving communities and beautiful beaches,” Public Service Commission Chairman Andrew Fay said in a prepared statement after the panel’s vote. “With popularity comes the need to meet the demand for new and additional phone lines. To meet that demand, we are approving a new area code that will replenish the supply of numbers to this area.” The plan involves what is known in the telecommunications industry as an “overlay.” An area code will be added to the same territory covered by the 904 area code, with new customers receiving the new code. Existing customers will keep their numbers, though 10-digit local dialing will be required. The changes are expected to be carried out over a 13-month period, with the first six months needed to prepare telecommunications networks, according to a Public Service Commission staff analysis. STATE SIGNS OFF ON DISPUTED FPL PERMIT NEWS SERVICE OF FLORIDA STAFF The state Department of Environmental Protection has renewed a permit for a canal system at a Florida Power & Light plant in Miami-Dade County, after a long-running legal battle about the issue. Department of Environmental Protection Secretary Shawn Hamilton issued an order Friday approving a recommendation from an administrative law judge and granting the renewal. The issue involves a 5,900-acre canal system at FPL’s Turkey Point complex that Administrative Law Judge Cathy Sellers likened to a “radiator.” Discharges of heated power-plant cooling water circulate through the system and are ultimately reused as cooling water for the plant’s nuclear reactors. FPL and state and local officials have grappled with problems of high-salinity water moving west from the site, resulting in the 2016 agreement known as a consent

While it originally covered all of northern Florida, parts of the 904 area code have been split off over the years to create the 352, 850 and 386 area codes, the commission staff analysis said. The North American Numbering Plan Administrator, an organization that oversees area codes, filed the new Northeast Florida proposal in February. That came after state regulators in recent years approved a series of other additional area codes across the state. The commission on Feb. 1 approved an additional area code for Miami-Dade County and the Florida Keys because of the projected exhaustion of numbers in the 305 and 786 area codes. That new area code will be 645. “As Miami-Dade and the Florida Keys continue to attract new residents from all across our country and around the world, the new 645 area code will ensure that the demand for new lines is met,” Fay said in February.
