As the co-owners embarked on their journey to get their own food trucks up and running, they became acquainted with some of the other food truck vendors in the area and learned that many of them struggled when it came to finding a consistent place to park their trucks. “A lot of the local food truck vendors told us that they have to move to different locations frequently, which makes it hard for their customers to find them. Sometimes the vendors aren’t available at all because they have nowhere to park and open up for the day,” DeLuna explained. “We want our customers to be able to find us anytime and not have to wonder where we are going to be parkedDeLunanext.”explained that local food truck vendors will have the opportunity to select from a variety of different packages, which will offer both short-term and long-term vendor contracts. In addition, vendors will have access to an on-site prep area as well as a place to leave their trail ers at the end of the day.

“We are currently working on putting together several differ ent types of packages to meet the needs of our local food truck operators. We will offer a variety of different rates for vendors who want to be more permanent or long-term,” DeLuna explained.

LIMITS FOOD PARK ROLLS INTO WEST PENSACOLA

W hen local entrepreneurs Donnie DeLuna and his brother-in-law Melvin Jacob set out to find a location for the new food trucks they had been building, the two never imagined they would end up opening a food truck park.

The park will also feature both indoor and outdoor wash stations, several large lawn games, a sepa rate prep area for vendors and an indoor air-conditioned dining area complete with a coffee and rolled ice cream bar. “We have also built an eightby-eight-foot checkerboard and will have other things to keep guests entertained like a large yard-sized Jenga, corn hole boards and some other fun outdoor games,” DeLuna said. DeLuna and Jacob will also have a few of their own food trucks on site, one which will offer Asian-inspired barbeque, another with smoothies and cold drinks and one serving smashburgers–which you might remember from their time in the Cordova Mall food court. “For our new Asian barbeque food truck, we have taken differ ent flavors from Asian coun tries throughout the Pacific like Korea, the Philippines, Hawaii and even Japan, and fused it with traditional barbecue,” DeLuna said. “These are flavors we like and that have been inspired by our travels, where we have seen fusion cuisines like these work really well in other cities.”

With construction complete and the lot set up for its new tenants, DeLuna and Jacob have begun making final preparations to open the new City Limits Food Park in West Pensacola at 2200 West Cervantes St. Situated at the corner of Cervantes and Q Streets, the City Limits Food Park will be the first of its kind in Pensacola, offering a more permanent loca tion for the city’s abundant mix of food trucks. The City Limits Food Park will offer both indoor and outdoor seating options in a family-friendly environment where everyone is welcome, including well-behaved furry friends. The park has been renovated to include on-site restrooms as well as multiple shade-covered areas for visi tors to be able to sit and enjoy their“Wemeals.willhave lots of fans and are currently working on setting up mist machines as well. Our goal is to make it comfortable for our customers,” DeLuna explained. “When you visit other food trucks, you typically get your food and leave to go eat it somewhere else—there’s no place to sit, wash your hands or use the restroom. We want to make these things accessible so that people don’t just feel like they have to grab their food and go. We want them to hang out and enjoy their time here.” DeLuna said that the size and accessibility of the lot will allow for anywhere from eight to nine different types of food trucks.

“Some might want to park for one day and others might want to stay for a DeLunamonth.”also said that they want to keep the number of food trucks to no more than nine so that each of the food truck opera tors has a chance to do business without feeling like they are competing with other on-site vendors.“Although we can accommo date quite a few vendors, we plan on being selective when it comes to the types of food trucks that will be on site. We don’t want there to be a lot of repetition in the types of food being served by the different trucks. The whole point of the food truck park is to offer a variety of food options— all at one convenient location,” DeLunaDeLunasaid.explained that they selected the West side location because the lot was open and offered more than one point of entry from multiple roads. In fact, the name for the new food truck park was directly inspired by the “Welocation.actuallycame up with the name for the new place because of how it is zoned. It’s actually two lots combined and the front part of the lot is technically in Pensacola city limits and the back part of the lot is countyowned. So, the city limits sign actually crosses right through our whole lot,” DeLuna explained. While DeLuna and Jacob have not secured any contracts with specific food truck opera tors, they plan on hosting an open house for prospective vendors in the coming weeks. “We want to host this open house for local food truck oper ators so they can come in and see what we have going on here. We also want the chance to speak with them, see what types of cuisines they offer and learn more about their food trucks. This way, they can see what all they will have access to here on-site and we are able to learn more about their needs as well,” DeLunaDeLunasaid.and Jacob have not finalized an exact date for the vendor open house event, but they have plans to make an announcement on social media in the coming weeks. The Florida Transportation Builders’ Association (FTBA) today announced that they awarded its 2022 Soapbox Award to Florida Senate President Wilton Simpson and Florida House Speaker Chris Sprowls. Gearing up to try to get on the 2024 ballot, a political committee propos ing a constitutional amendment to legalize recreational use of marijuana in Florida paid $1.5 million last week to a signature-gathering firm, accord ing to a newly filed finance report. The Smart & Safe Florida committee paid the money to Vanguard Field Strategies, with the report saying the payment was for “signatures/petitions.” The commit tee will have to submit 891,589 valid petition signatures to put the measure on the 2024 ballot. The medical-mari juana company Trulieve contributed $5 million last month to help launch the initiative. The “Adult Personal Use of Marijuana” proposal would allow people 21 or older “to possess, purchase, or use marijuana products and marijuana accessories for non-medical personal consumption by smoking, ingestion, or otherwise.”

“I hope that we can count on our nonprofit partners that work with us on litter management to help spread the word and really work as a team to educate the public and make sure that this is seen as a positive thing, that’s really about litter and about good environmental steward ship,” Driscoll said during the meeting.

The proposal did not say how many National Guard members could be activated, but it said their duties will “exclude any direct supervision of inmates, except where such supervi sion occurs as a normal part of manning control stations or when required in an emergency situation pertaining to safety and security. The Guard members will provide temporary relief to help support current staff and provide the FDC addi tional time and resources to hire and train new staff through increased recruit ment and retention efforts.”

CITY BEACH --- Visiting from Johnson City, Tenn., Paul and Gail Odom hadn’t noticed people smoking or cigarette butts strewn on the sand as they strolled along the lapping Gulf of Mexico waters Thursday morning. But shortly after being told about a proposed change that would ban smoking cigarettes on Panama City Beach, they saw a pile of discarded butts in the sand. Paul Odom said people shouldn’t leave cigarette butts in the sand, while saying smoking is “everybody’s individ ual choice.” Gale Odom, pointing to an area away from a line of beach chairs and the water, added “I think if they’re going to smoke, they should smoke like there, away from Mallorypeople.”Archer, a Natchez, Miss., resident enjoying a final day of vaca tion by relaxing on the beach, was more straightforward in supporting the proposed ban. “That’s easy for me to say because I’m not a smoker,” Archer said. “So, I recog nizePanamathat.”

Secre tary Ricky Dixon told senators in Janu ary that the agency had 5,849 unfilled correctional-officer positions, which he called a “significant vacancy rate.” He said the vacancies affected working conditions.“Because of the void in the workforce, so, too, the conditions deteriorated and the amount of overtime to work, and the safety aspect has had a significant impact on our agency,” he said.

The state has long controlled smoking regulations. But the new law (HB 105), signed in June by Gov. Ron DeSantis, gives authority to cities and counties to ban smoking at beaches and parks that theyTheown.law, however, included an exemp tion that prevents local governments from banning unfiltered cigars. Before the measure passed, Senate sponsor Joe Gruters, R-Sarasota, drew a distinction between unfiltered cigars and cigarettes because he said filtered cigarette butts don’t quickly biodegrade.

After losing an Aug. 23 primary to keep her seat in the Florida House, Rep. Daisy Morales, D-Orlando, is setting the stage to run again in 2024. Morales opened a campaign account Thursday to run in 2024 in Orange County’s House District 44, according to the state Division of Elections website. Morales lost the August primary to Rita Harris, who will move into the seat in November. Harris does not face a general-election oppo nent. Morales was first elected to the House in 2020.

The prisons proposal would essentially allow the Department of Corrections to contract with the state Department of Military Affairs for the activation. The proposal also would allow the Depart ment of Corrections to pay for “other contracted staff options available at Flor ida county facilities.” During next week’s meeting, the panel also will consider distribut ing money to projects and programs throughout the state in a new process dubbed “Local Support Grants.” A list published Friday as part of the commission’s meeting package included 239 spending proposals, totaling $175 million. Money was tucked away in the fine print of the state budget to allow lawmakers to seek the grants.

Florida has long grappled with short ages of correctional officers and recently has taken steps such as increasing pay to help hire and keep officers. The short ages have resulted in officers working large amounts of overtime and supervis ing numerous Departmentinmates.ofCorrections

Patricia DePlasco, executive direc tor of Keep Pinellas Beautiful, told St. Petersburg council members that National Geographic has estimated between 4.5 trillion and 5 trillion cigarette butts aren’t properly discarded annually. “There is a problem. And it’s unfor tunate that smokers can’t put their butts where they belong,” DePlasco said.

NATIONAL GUARD COULD HELP AT SHORT-STAFFED PRISONS

Under the St. Petersburg proposal, people would have about a 90-day period to become aware of the change, with enforcement beginning Jan. 1. Council member Gina Driscoll said the phased approach would give time to build aware ness and put signs in parks.

Ben James, an attorney for the city, said the ordinance would prohibit smoking in all areas of public beaches and city parks, and violations could result in fines up to “Some$500. people may say, ‘Oh, is this overreach?’” St. Petersburg City Council member Lisset Hanewicz said during a committee meeting last week. “You know, we regulate smoking, as it is, indoors. And it’s been happening for a long time. The state of Florida a long time ago was the first to decide to sue the tobacco companies … because of the cost that we all bear because of the health costs.”

— As the state continues to struggle with a shortage of correctional officers, a legislative panel next week will consider a plan that would activate Florida National Guard members to help at prisons, according to a document published Friday.

City Beach is among several communities that in the coming weeks and months could move forward under a new state law that allows cities and coun ties to ban smoking cigarettes and vaping at locally controlled beaches and parks. Panama City Beach Mayor Mark Sheldon said the city council is wait ing for legal direction on the proposed change. But with the issue expected to be taken up later this month, he sees the proposal as helping the environment by limiting trash and simply being “the right thing to “We’vedo.”seen smoking bans in other areas, whether it’s restaurants or public places, and this is another public place,” SheldonFloridasaid.voters in 2002 approved a constitutional amendment that prohibited smoking in enclosed indoor workplaces, including most restaurants and bars. While that change drew opposition, Sheldon said he’s heard objections from only two people to the proposed beachsmoking ban since it came before the council several weeks ago. People who rent beach chairs have offered some of the strongest support.

The Joint Legislative Budget Commission is slated Sept. 9 to take up a proposal to free up $31.25 million that, at least in part, would be used to cover the costs of activating National Guard members.“TheFlorida Department of Correc tions is currently experiencing a correc tional officer staffing shortage resulting in extensive correctional officer over time,” the proposal said. “In an effort to reduce overtime and provide relief to existing correctional officers, the Flor ida National Guard members will be acti vated to assist the FDC (Department of Corrections) at facilities for nine months or until the FDC determines it no longer needs National Guard assistance.”

Ron DeSantis collected about $1.95 million for his political committee and campaign from Aug. 20 through Aug. 26, while Democratic gubernatorial nominee Charlie Crist pulled in nearly $1.79 million, according to finance reports posted Friday on the state Divi sion of Elections website. The reports offer the first glimpses of fundraising and spending after Crist won the Aug. 23 Democratic gubernatorial primary and set up the Nov. 8 general-election race with DeSantis. The Friends of Ron DeSantis committee raised $1.138 million from Aug. 20 through Aug. 26, while it spent $3.36 million. It had about $120.3 million in cash on hand as of Aug. 26.
