Who we are The International Organization for Migration (IOM) is a leading global migration agency, which was established in 1951 and today it includes 132 member states, 17 states with observer status and more than 7,000 staff members serving in more than 460 field offices in more than a 100 countries. The IOM Mission in Ukraine was established in 1996 in Kyiv, at the same time Ukraine became an observer state of the organization. In 2001, Ukraine requested membership in the IOM. In 2002 the Parliament of Ukraine ratified the agreement on Ukraine’s participation in the International Organization for Migration. The IOM Mission in Ukraine has the same privileges and immunities as a United Nations Specialized Agency and is a member of the UN Country Team.

What we do in Ukraine Counter-Trafficking Programme launched in 1998, aims to support Government and civil society efforts to combat trafficking in human beings from, to and within the country. In its efforts to address the issue, the Programme uses a systematic, four-tier approach, focusing on: • Prevention and Advocacy by disseminating information to further increase public awareness; • Prosecution and Criminalization by supporting executive (especially law enforcement), legislative and judicial structures to act more effectively against crimes of trafficking in persons; • Protection and Reintegration by providing assistance and support to victims of trafficking who are returning to their countries of origin, both directly and via partner NGOs; • Partnership by working with a growing circle of partners, including the Government of Ukraine, international organizations, civil society, private companies and individuals to address the issue of human trafficking in Ukraine and increase the national input and ownership. More than 110,000 people have been trafficked from Ukraine since 1991. More than 7,000 persons who had suffered from human trafficking in more than 60 countries of the world were identified and assisted by the IOM Mission in Ukraine since 2000.

Capacity Building in Migration Management Programme (CBMM) works to establish a comprehensive migration management system in Ukraine and is designed to support the aspirations of the Government of Ukraine to align with the EU acquis communautaire. One of its projects entitled GUMIRA and launched in 2009 focuses on technical cooperation and capacity building for the Governments of Ukraine and Moldova for the implementation of Readmission Agreements with the European Union. IOM and the State Border Guard Service (SBGS) of Ukraine in cooperation with the Hungarian National Police and the Polish Border Guard, are implementing the EU and U.S.-funded technical assistance project titled “Improving Integrated Border Management: Follow-Up to Reinforcing the State Border Guard Service of Ukraine Human Resources Management (HUREMAS 2)” (2008-2010). The project assists the SBGS in its transformation towards becoming an EU-compliant law enforcement service by 2015. Labour Migration. To facilitate circular labour migration between Ukraine and the EU, IOM, in partnership with Portuguese and Ukrainian authorities, and with assistance from the World Bank is implementing a pilot initiative called “Temporary and Circular Labour Migration between Portugal and Ukraine” (TEMPORTU). Moreover, IOM continues to conduct labour migration research on a continuous basis in Ukraine and the sub-region. Migration Health. Health assessments consist of an evaluation of the physical and mental health status of migrants, made either prior to departure or upon arrival, for the purpose of resettlement, international employment, enrolment in specific migrant assistance programmes, or for obtaining a temporary or permanent visa. IOM plans to continue to promote rights-based health and social services, oppose stigma and discrimination connected with TB and HIV/AIDS, and contribute to reduction and improved control of communicable diseases. Diversity Initiative. In response to the increased number of violent incidents against foreigners in Ukraine over the past years, the IOM, UNHCR and Amnesty International founded the Diversity Initiative (DI). Utilizing a network of over 65 organizations from civil, corporate, government and diplomatic sectors, the DI is a unique model of cooperation working to promote the human dignity and well-being of migrants, refugees and minorities in Ukraine.
